Broad Ripple 15th Annual Historic Home Tour September zoning issues at public meeting This was a special year for the Broad Ripple Historic Home Tour. All of the houses were on two blocks of Carrollton Avenue, and two blocks from two Red Line platforms! The eight homes on the tour included 6131, 6123 (see photo above), 6109, 6107, 6040, 6028, 6025, and 6021 N. Carrollton Avenue.

In some cases, the homeowner was on the tour to answer questions, like at 6025 Carrollton.

alan@broadripplegazette.com There were approximately 25 in attendance at the September public meeting of the Broad Ripple Village Association’s Land Use and Development Committee meeting held at Northminster Presbyterian Church. There were three items on the agenda (in bold below). A) 6201, 6207, 6211 & 6217 N. College Avenue, Dan Jacobs with an informationonly presentation regarding a potential office development. This is the second month for this project to come before the committee prior to any rezoning filings with the City. The project is to raze the four properties south of the Lincolnshire Apartments on the northeast corner of 62nd and College Avenue and build a 5-story office/housing/retail structure. The petitioner incorporated many of the suggestions by the committee at the last meeting and presented an updated design for the building. The 5th floor of apartments on the south end was stepped back to present less mass to the homes on 62nd Street. The committee asked them to do still more to reduce that mass, including moving the stair towers north and removing a floor. Glenn Ross (of the Lincolnshire Apartments which would abut the project on the north) expressed several concerns and asked to see how the new building placement would impact Lincolnshire’s residents. The committee also voiced strong objections to the proposed concrete wall along College Avenue, placed by the designers to deal with the floodplain restrictions. Either steps up to the building or lowering the building with an alternate floodplain solution would be preferable. The petitioner agreed to look into all of the suggestions for the next appearance before the committee. B) 1904 Broad Ripple Avenue, William Niemier requesting rezoning from D-5 to C-3, to allow for general retail purposes. Petition #2019-ZON-089 (see lower photo) This item is for the old Tin Star restaurant property. For many years it was Boogie Burger, and most recently, it was Harold’s Chicken for a couple of months before it abruptly closed. The request is to rezone the property from D5 (residential) to C3 (commercial). All of the restaurant uses in the past obtained temporary zoning variances to allow the commercial use. This rezoning would allow new businesses to exist there without the need for future use variances. The petitioner stated that the building will be leased as a retail space in the future, with no more restaurant uses. The committee agreed to produce a list of acceptable commercial uses and a list of landscaping requirements to be added to the rezoning. Then an email vote will be taken to decide if the committee will support this rezoning or not. The hearing date downtown is October 10th. C) 6360 Guilford Avenue, Adam Hill from LOR Corp. with a preliminary presentation regarding a variance for construction of a LOR corporate office at this location. (see top photo) This item was for information only. Nothing has been filed yet with the City. This property was approved for a two-story building some time ago. That building was not built. The new design is for a one-story building that will only house the headquarters of LOR. The petitioner will re-file with the City for setback and clear sight triangle variances. The committee asked for several trees to be added to the landscaping plan. The petitioner agreed to determine the final space left for that landscaping and to send it to the committee. Then, the committee will decide, via email, whether to support this petition or not. The next public meeting of the Land Use Committee is scheduled for October 22nd at 6pm at Northminster Presbyterian Church, 1660 Kessler Boulevard [KK28 on map].

Chapter Thirteen

City annexes Village Annexation of the town of Broad Ripple to the city of Indianapolis was a strongly controversial subject in the early 1900’s. January 20, 1906, some Ripple citizens applied for annexation, and even though the Indianapolis City Council voted “yes” on the matter, the mayor, Charles A. Bookwalter (1906-1910), vetoed it. In 1909, the pro-annexationists, again put in their plea; this time both the mayor and city council assented. Many of the Broad Ripple residents, however, were strongly against annexation; for they felt that as a result, taxes would be raised. They, therefore, obtained an injunction to prevent the bill for annexation from reaching the Marion County Circuit Court. Fifteen different petitions both for and against annexation were filed in 1913. The idea failed again, largely due to red tape and conflicting interests. After a long period of attempts and failures, annexation finally went through in June 1922, and Broad Ripple became a part of the city of Indianapolis. The move, however, was not without complications, for the high school and park were not included. The situation was corrected the following year by a special ordinance, and both the park and Broad Ripple High School became a part of Indianapolis. As a result of annexation, the Broad Ripple Fire Department received a hook and ladder unit to complement the pumper and crew of eight firemen. Broad Ripple also received many new responsibilities, and as a result, the Broad Ripple Chamber of Commerce was established. The first officers of the new organization

were C. H. Buddenbaum, president; Robert A. Glaubke, vice-president; J. F. Kassebaum, treasurer; and Joseph Moore, secretary. The Chamber of Commerce sponsored a weekly paper that gave rise to two independent weekly papers, the Ripple Visitor and the Spectator. In 1922 Phoebe Hudley [NOTE: Hudler, not Hudley] founded the highly successful North Side Topics. After annexation, Broad Ripple began to lose its distinction as an exciting amusement town. The once highly commercialized amusement park became an Indianapolis city park, and the hotels and jail became a part of the past. The interurban and streetcar became extinct and the tracks they used were covered over by pavement. However, annexation brought the community many advancements. As the Broad Ripple area has become more thickly populated, the city has made various additions to the area. In 1929 School No. 80 was moved from Broad Ripple High School into its own building at the corner of 62nd Street and Guilford Avenue. Broad Ripple High School has been enlarged five times since becoming an Indianapolis Public High School. The Broad Ripple Post Office Station was built in 1940, and the Indianapolis Public Library built a branch in the suburb in 1948. The modern village of Broad Ripple has come a long way in its 130 years since the early pioneers forded White River at its shallowest and widest point, at the broad ripple. SERVICES 8th Annual Pints For Half-Pints Returns This October

The Broad Ripple Kiwanis Club, along with sponsors and local breweries, will host its eighth annual Pints for Half-Pints on October 18, 2019. All money raised from the fundraiser help support science, technology, engineering, art and math education (STEAM) in midtown public schools. Last year’s event raised $29,000 and helped fund multiple requests by midtown IPS schools to support STEAM academics. Examples include sensory tables, electronic balances, drumming supplies, and materials for a parent-student painting event. The Pints for Half-Pints fundraising event has raised over $112,000 total since its inception. This year’s event will include craft beer from BIER Brewery, Broad Ripple Brewpub, Big Lug Brewing Co., Centerpoint Brewing Company, Guggman Haus Brewing Co., Indiana City Brewing, and Upland Brewing Co. Wine will also be available. BBQ by Half Liter and pizza by Union Jack Pub will be available for purchase. Indianapolis band Sarah Grain & the Billions of Stars will provide live entertainment throughout the evening. Board Of Public Works Approves Contract For Multimodal Trail From Newfields To Canal Towpath

The Indianapolis Department of Public Works (DPW) Board approved a contract today for a project which includes a multimodal path and enhanced crosswalks, connecting Newfields to the Central Canal Towpath. This $489,718 project also includes the installation of a crosswalk at 40th Street and Michigan Road as well as enhancing the existing crosswalks at 42nd Street and Michigan Road and 38th Street and Woodstock Drive. Scheduled to be complete in Spring 2020, this project was submitted by Newfields in the first year of Mayor Joe Hogsett’s Indianapolis Neighborhood Infrastructure Partnership program; this matching grant program encourages community-based organizations to submit infrastructure project ideas for review and selection as a part of DPW’s capital improvement planning.

Fighting Indy’s Honeysuckle Invasion

Just because something’s green doesn’t mean it’s good, says Rebecca Dolan, former Director of the Friesner Herbarium at Butler University. Some plants invade areas in harmful ways, driving out native species that are essential to healthy, diverse ecosystems. In Indianapolis, one major culprit hides behind a guise of sweet-smelling innocence: Amur honeysuckle. Back in the 1950s, the flower-and-berry-covered shrub was introduced throughout Midwestern urban areas, promoted by the USDA Soil Conservation Service (now known as the Natural Resources Conservation Service) as a beneficial plant that would grow quickly, help stabilize soil, and reduce erosion. “But it turns out that it spreads too quickly,” Dolan explains. “It got out of control. And it creates a monoculture of one species that blocks out native plants that are more valuable in the landscape from an ecological perspective.” When city leaders recognized the invasive nature of the honeysuckle, several organizations started removing the shrubs on a large scale. Dolan retired from Butler last year, but she has continued

her decades-long study of this species and the ongoing efforts to eliminate it from areas around the city. Most recently, she received a $7,500 grant from the Virginia B. Fairbanks Art & Nature Park at Newfields to assess the progress of ecological restoration that began there in the early 2000s. Dolan first started research at the Art & Nature Park in 2002, when she was hired by Indy Greenways to inventory vegetation near what is now the Central Canal Towpath. Then in 2004, as the Indianapolis Museum of Art was taking over the Art & Nature Park, Dolan worked with Butler Biological Science Professor Travis Ryan, Herbarium Assistant Marcia Moore, and Biological Science Professor Carmen Salsbury to conduct additional vegetation and wildlife surveys in the area. Now, Dolan and Moore are going back to see what’s changed. To do this, the researchers will tally and analyze the plant species along five transects—or linear sections of land—that were examined in the original study. Dolan will compare the findings with data gathered in 2004, assessing what has changed in the quality of the habitat as a result of restoration efforts. Dolan has yet to analyze data from Newfields—that report will be finished by the end of 2019. But she has been conducting similar research over the last five years in areas along Indy’s Fall Creek, where the nonprofit group Keep Indianapolis Beautiful had organized a community project to remove the honeysuckle invading there. According to Dolan’s findings, the richness of the area’s plant life has more than doubled since 2012, mostly with native species. While overall habitat quality has shown some improvement, seeds brought in by wind and animals introduced eight new invasive plants. Early detection of these invasives will make controlling them easier, and she will continue monitoring the area.

At Newfields, junior Butler Biology major Torey Kazeck had the chance to help collect data over three weeks at the end of the summer. As she plans to pursue a PhD after graduating, she was excited to gain more hands-on experience in the field.

“I hope this work helps the community see what invasive species do, and why we should remove them,” Kazeck says. Few similar studies existed before Dolan’s surveillance of honeysuckle removal, especially near urban waterways, despite evidence of the harmful impacts invasive shrubs can have in these environments. Because soil health along rivers and streams can impact water quality, Dolan— who was on the Ecology Committee for Reconnecting to Our Waterways—saw the importance of documenting the restoration process. During much of her time at Butler, Dolan focused on traveling to rural areas to study rare plants. But when she started seeing the value of looking at what was in her own backyard, she got more involved with urban flora research. She says more urban communities are starting to see how protecting local ecosystems can help defend against climate change effects. While Indianapolis doesn’t deal with more obvious problems like sea level rise, the city does have issues with flooding, erosion, and heat. Establishing more green spaces in urban areas can reduce these threats, Dolan says, but that will only work if the plants filling those spaces can get along with one another.

I am a life-long resident of the Broad Ripple area. My family has been in Broad Ripple for many generations. Jacob Coil platted and named Broad Ripple in 1837. Two of his daughters married into my family in the 1870s. My grandfather Girstle Hague was a mail carrier at the BR post office and a charter member of the American Legion Post #3. My grandmother Helen Dawson Hague worked at the Broad Ripple National Bank in Mustard Hall that became Fletcher Trust, then AFNB, then Bank One, and now Chase. My great grandparents John E. Hague and Nora Hague lived at 6148 N. College Avenue and 6170 Guilford Avenue. My great grandparents John Dawson and Nora Ringer Dawson lived at 6122 Carrollton Avenue. My 2nd great grandaunt and uncle, Sarah Coil Thompson and Hamlin Thompson, lived at 6116 Guilford Avenue. My uncle Glen Hague worked at TV News and at Hoster-Roberts Ford, which is now Passwater’s and the Old Pro’s Table. My great-grandfather (class of 1896), uncle (class of 1951), father (class of 1947), sister (class of 1970) and son all graduated from BRHS; I am class of 1978. My son John is BRHS class of 2006, was Assistant Band Director at BRHS, and now is band director at Crispus Attucks High School. As the president of the BRHS Alumni Association, he is an organizer of the BRHS reunions for the classes of the 1940’s through the 1950’s held the first Sunday each June at Riviera Club. For many years, I have wanted a newspaper that answered my questions. Where did that store go? Why were those people digging on the corner? What happens at that business? The Gazette is that paper. You will get an unbiased look into what is happening in Broad Ripple because I have no financial interests in Broad Ripple, nor am I affiliated with any of its organizations. I am simply a resident who is passionate about the area. You will also read about the history of Broad Ripple. This history continues to expand as I uncover new sources of stories and photos. The Gazette’s area of coverage has no real boundaries. Historically, the town of Broad Ripple extended down to 54th Street. The goal of the Gazette is to share with readers stories that are within 10 minutes or so from the heart of Broad Ripple - covering events in the Midtown region. Also, Broad Ripple is one of the seven Cultural Districts recognized by the City of Indianapolis. We try to let you know what is going on in the other districts as we can. One question I often get is how an article gets into the Gazette. We do not accept payment for articles. Article subjects are picked by me for inclusion based on the interest to the residents and visitors to the Broad Ripple area. Since this is a bi-weekly paper, we will not be able to cover news as it happens. Rather, our focus is on issues that are not time sensitive. You will probably never see these stories anywhere else, so getting them a week or so later will be much better than not at all. We try to include a new/recently opened business or long-time business feature article in each issue. I have hundreds of stories planned, but if there is something you want to read about, please let us know. I think you will enjoy the Gazette. I know I enjoy bringing it to you.

Buzzing Around Town with Nora Spitznogle Summer weather is hanging on and I’m loving it - except for the fact that I should probably mow the grass at least one more time. I’m sure you’ve heard the news, but IndyGo is stretching out the free Red Line rides until mid-November. Hop on and explore the neighborhood. I’ve been out and about more now that I don’t have to worry about parking. It’s easier then ever to get to Yat’s, the Vogue, and Northside Social.

The Serenade Jazz Orchestra is a 16-member jazz band formed in 1985 and based in Indianapolis. They play big band 1930s and 40s music, as well as big band arrangements from the 1970s and 80s. They encompass a variety of styles including swing, rock, Latin, and blues. The band is made up of a fun mix of folks, including professional musicians, businessmen, teachers, and even a doctor. This promises to be a big fun evening!

You might remember Mac Bellner from her long-standing Saturday night gig at the Aristocrat Pub with Hogeye Navvy. I knew that Mac was a professional performer of folk music, focusing on traditional style music of Ireland, Scotland, England, and North America. I didn’t know anything about her background. She was born in a two room, tin-roofed shack on a cotton farm in Louisiana and grew up in Mississippi and west Texas, cutting her musical teeth on StampsBaxter gospel and spiritual music as well as classic juke box country music. She discovered her main musical niche in folk music. Mac has performed throughout the United States, in England, and South Africa. She’s now living in Massachusetts and I was lucky enough to see her at the Indiana State Fair this summer. Don’t miss her while she is in town!

Re-Cycling I-69 Poem In 1999, I wrote a poem about the proposed 1-69 extension. I made a few copies for my friends at the Hoosier Environmental Council and kept a few copies for myself. Eight years later, the poem is still relevant. Below is a copy of the poem about the issue that won’t go away:

HOOSIER HARVEST Indiana vintners continue to bring in the 2019 wine grape crop. Jill Blume of the Purdue Wine Grape team says cool nights and dry days have helped grapes on the vine continue to ripen and reach peak acid and sugar levels. Bruce Bordelon is Professor of Viticulture and part of the Purdue Wine Grape Team. He reports that the southern part of the state is very dry, so much so that a burn ban is in effect. That’s worrisome for the landscape but good for the grape. Bordelon says the late season warmth will help fully ripen reds such as Chambourcin, Norton, red vinifera Cab, Cab Franc, Malbec and Petit Verdot. He says that doesn’t happen every year so wine drinkers should enjoy some excellent red wines from Vintage 2019. I asked Bordelon if vintners are experimenting with any new grapes. He said growers in the north continue to produce cold hardy varieties like Petite Pearl, Crimson Pearl, Marquette, La Cresent and Brianna. A few vintners are giving Itasca, a new white wine grape a try. Both Bordelon and Blume say Indiana vintners are experimenting with new blends, so consumers can expect to see some new styles in release later this year.

SUMMER SOAVE The recent return to summertime temps sent me searching my dusty, dog hair laden wine cellar for a refreshing white wine. I found a bottle of Soave. The dry Italian white is made from the Garganega grape from the Soave zone in the Veneto region of northeast Italy. Soave is one of the few white wines that can age well. The 2016 bottle of Pieropan I opened and enjoyed certainly proved that fact. An inviting nose of peach and citrus produced similar flavors and a long silky finish. It’s delicious chilled on its own and partners well with Asian, Indian and Vegan dishes. If you’re looking for an alternative white for Thanksgiving turkey, Soave satisfies.

A Garden Party While I love the smell of freshly turned earth, spring onions and the emergence of tiny seedlings, Fall is actually my favorite season in the garden. That’s harvest time and where the efforts of the spring and summer come to fruition. Literally. I love eating seasonally but I’m a canner and put away veggies in the forms of spaghetti sauce, eggplant caponata, pickles and salsas all summer long. I love filling up my freezer and my pantry shelves with foods that I create and that I know my family will enjoy. BUT (and this is the big “but”) no matter how much I serve and stash away, I ALWAYS celebrate the bounty of my annual garden with an old fave. Here’s to an abundance of squash, eggplant, ripe tomato, herbs, onions. I give you: Ratatouille. I served this recipe annually at Corner Wine Bar. After simmering a cacophony of veggie goodness, we’d pile it into a toasted sourdough bread A variety of fresh tomatoes steals the show. boule, top it with a bit of shredded Parmesan and fresh basil. Hearty, a gorgeous meal and brimming with the bounty of the season. Ratatouille is a bright and chunky vegetable stew.

Ratatouille Serves 8-10

One large eggplant, cut into 1/2 inch cubes 6 T olive oil 2 zucchini, cut into 1/2 inch cubes 2 yellow squash, cut into 1/2 inch cubes 2 yellow onions, chopped 1 each of red, orange and yellow bell pepper, chopped 5 large cloves garlic, minced 2 large carrots, sliced into 1/4 inch pieces 2# fresh, ripe tomato, cut into 1/2 inch cubes 1 small can of tomato paste 2 teaspoons fresh thyme 1/2 teaspoon crushed red pepper flakes 1 tablespoon sugar 3 tablespoons fresh basil, chopped for garnish Shredded Parmesan cheese, optional for garnish Plenty of salt and pepper, to your taste Heat olive oil in a large stockpot. Add eggplant and cook until it begins to brown, stirring constantly. Add onion and continue to cook over medium until the onion becomes translucent. Next, add the squash, carrots, bell peppers. Continue to cook, over medium heat, stirring for about four minutes. Add the remaining ingredients, stirring periodically until the stew comes to a gentle boil. At this point, reduce heat to low and simmer until all veggies are tender, about 25 minutes. You can cool the stew and chill it to reheat later, but I prefer to serve it hot. It is excellent ladled over a buttered baked potato Or served in a hollowed out and toasted bread boule. Either way is fantastic, but be sure to drizzle a bit more olive oil over the top, sprinkle with Parmesan cheese and fresh basil. A sourdough boule makes the perfect “bowl” for ratatouille. Pro Tip: This dish is very freezer friendly. After it has cooled completely, freeze it in an airtight container or freezer bag for up to three months.
