The productive seafront group investigates the industrial areas along the pacific seafront of Ishinomaki devastated by the Tsunami of 11 march 2011. The research focuses on the seafood process area (sakanamachi) and the industrial port (kougyoukou). In order to frame the challenges of these industrial areas an extensive survey of the (trans)-port infrastructure and remaining industries is conducted. Contacts with local stakeholders have shown the determination to enhance the industrial process. Beyond the Tsunami, local stakeholders see the planned construction of a 7 meters high seawall along the pacific coast as a barrier preventing from redeveloping industrial activities.

2011年3月11日の津波で被害を受けた石巻の太平洋沿岸 沿いの工業地域を、産業とシーフロントのグループが調査し た。この調査は水産加工エリア(魚 町)と工業港を対象とし ている。これらの工業港における課題を組み立てるために、 港のインフラと残存している工業について広範囲にわたる調 査が行われた。地元のステークホルダーとの接触により、工 業製品加工の機能を強化させることが決定した。津波の後 に、地元のステークホルダーは太平洋沿いに建設予定の工業 生産の再出発を妨げるような7mもの防潮堤に直面した。
The survey defined the specificity of Ishinomaki industrial activities: Japanese traditional processing of natural resources such as fish and wood. For these two natural resources, the group investigated the whole industrial cycle from fishing, cutting, processing to distribution in order to reduce the energy, time, pollution and cost consumed in this cycle. This study identifies the potential synergies in order to create a global branding strategy and an enhanced intermodal transport system for improving the competitiveness of Ishinomaki’s port industries.
この調査によって石巻の工業生産の特質が明らかにな った。それは魚や木材のような自然資源の伝統的な加 工であった。これら二つの自然資源ために、私たちは 漁獲、一次加工、二次加工から配送にわたる全体的な 産業のサイクルを調査した。その目的はエネルギー、 時間、汚染、そしてこのサイクルにかかる費用を減ら すことである。 石巻の港湾産業の競争力を得るための世界に向けたブ ランド化の戦略、そしてより高度でインターモーダル な輸送システムを作り出すために、この研究は石巻の ポテンシャルとそれをつなぐ可能性を提示した。

Minimal design: The multipurpose 最小限のデザイン:多機能型防潮堤 The detailed study of the fish industry from fishing to processing and distribution pointed out many potential improvements by decreasing the energy, time, pollution and cost consumed in this cycle. A first step is to introduce Internet and camera on fishing boat for instant selling. A second step would be to construct a collective cutting, processing, freezing and water cleaning efficient facility. A third step is to provide new distribution opportunities by train and rapid train (domestic market) and by airplane for international market. These step by step improvements would be the means for launching Ishinomaki’s Kinka eco label for traditional Japanese processing seafood such as Oden.

漁業における漁獲から加工までの詳細な調査は、エネルギー、時間、汚染、これらのサイクルにかか るコストを減らすことによる、多くの改良の可能性を指摘している。最初のステップとしては、即座 に売却できるように船の上でのインターネットとカメラの利用を導入することである。二つ目のステ ップは集約的な一次加工、二次加工、冷凍、そして汚水の高効率洗浄機能を構築することである。三 つ目のステップとしては電車や新幹線による配送(国内市場)、さらに国際的な市場のための航空輸 送による新しい配送の機会を提供することである。これらの段階的なステップアップは、おでんのよ うな伝統的な日本の水産加工食品において石巻独自の金華ブランドを始める手段となる。

The proposal wishes to take the construction of the seawall as an opportunity to define a global strategy for Ishinomaki ‘s seafront industries. Instead of preventing industrial redevelopment the wall should be the starting point of an inclusive infrastructural investment in the port. The wall protects industries from further tsunami and typhoon but it also provides the basic infrastructure for the new fish market, processing factories and the intermodal cargo station.

The analysis of the industrial port emphazises the wood processing industries. As new added value wood processing industries such as Ishinomaki Koubou are emerging in the city, the proposal suggests to concentrate these industries around a multimodal platform in the port. Sustainable distribution and export opportunities are
provided by the use of the canal leading to Sendai international port. For the national market, the connection to Ishinomaki’s railway line leading to Tokyo via Kogota offers also efficient distribution opportunities. All these improvement should allow the development of added value wood processing industries belonging to the label of Ishinomaki Koubou.
工業港の分析は材木加工業に重点を置いている。石巻工 房のような新しい付加価値の付いた材木加工業が市街地 に登場しているので、計画ではこれらの産業を港湾のマ ルチモーダルなプラットホームへ集積させることを提案 している。仙台国際港へ続く運河の利用は、持続可能な 配送と輸出の可能性を提供する。国際的な市場に向け て、石巻の鉄道を小牛田経由で東京へ繋ぐことは効率的
な配送の機会を与えてくれる。これらの改善はすべて石 巻工房の名にふさわしい高価値の材木加工業の発展を許 容すべきである。
