ra pe vremea când unul dintre cei mai mari operatori europeni tocmai fusese exclus de pe piață la scurt timp după ce obținuse dreptul temporar de operare, când autoritatea de reglementare (ONJN) anunța măsuri penale împotriva altor mari operatori europeni care nu recurseseră la procedura de obținere a dreptului interimar de operare, când împotriva a zeci de mii de jucători se anunțau sancțiuni contravenționale pentru că jucaseră pe platforme online despre care nu era clar dacă erau sau nu autorizate și când instanțele judecătorești erau sesizate cu sute de plângeri împotriva măsurilor ONJN. Totodată, atât Comisia Europeană, cât și alte autorități publice avertizau ONJN asupra posibilelor neconformități ale reglementării primare cu legislația Uniunii Europene. Între timp, cadrul legislativ primar s-a completat prin apariția normelor de punere în aplicare a legii, precum și prin apariția reglementărilor tehnice subsecvente și a ordinelor emise de Președintele ONJN. Operatori și furnizori de servicii conexe jocurilor de noroc au început să aplice pentru obținerea licențelor de clasa I sau de clasa a II-a și în prezent există un număr important de licențiați care plătesc taxe către statul român (unii chiar fără a avea vreo prezență directă pe teritoriul României). Cu toate acestea, așteptările rezonabile legate de previzibilitatea și transparența reglementării și, mai ales, a interpretării date de către ONJN reglementărilor deficitare sau chiar contradictorii (la elaborarea cărora însăși autoritatea a contribuit) sunt, în continuare, departe de a fi atinse și expun atât operatorii și furnizorii de servicii conexe licențiați, cât și pe cei care ar dori să se licențieze unor riscuri deloc neglijabile. Câteva exemple mai jos: ”Mijloacele de joc” și ”echipamentele tehnice” au reglementări separate în legislația primară, în pofida faptului că, oricare ar fi diferența dintre cele două pe care legiuitorul a intenționat să o instituie, aceasta nu se reflectă în prevederile legale. One year ago, after an international gambling conference which was held to the fore of the secondary legislation in the gambling field entering into force, we responded to the moderator's query on how the Romanian gambling regime looks like in few words: "like a mining field".

t was the time when one of the leading European operators had been excluded from the Romanian market right after obtaining a temporary right to operate, when the Romanian regulator (the ”NOG”) had publicly threatened criminal liability of other European operators which had decided not to obtain a temporary right to operate, when tens of thousands players had risked liability for minor offenses for betting on online websites whose authorization status was profoundly unclear and when hundreds of court challenges had been filed against the measures taken by the NOG. Nonetheless, it was the time when both the European Commission and the Romanian public authorities notified the NOG about the likely nonconformity of the primary legislation with the European legal framework. Meanwhile, the Romanian primary legislation has been rounded with secondary norms for implementation, subsequent technical regulations and some orders issued by the NOG's President. Organizers and service providers have decided to apply for class 1 or class 2 licenses and so it is that nowadays an important number of licensees (some of which have no direct local presence) pay taxes to the Romanian state. Despite all of the above, the reasonable expectations of predictability and transparency of the legal framework and, especially, of the way in which the NOG implements scarce or even adverse regulations (whose drafting was directly originated by the local regulator) are far from being achieved and expose organizers and services providers, both licensed or willing to license, to potential risks hardly negligible. Few examples below: "Gaming devices" and "technical equipment" have different regulations within the primary legislation, although, whatever the difference

zorii de ”mijloace de joc” sunt obligați în mod expres să obțină licență clasa a II-a, în timp ce prevederile legale nu reglementează o categorie separată de licență pentru furnizorii de ”echipamente tehnice”. Totuși, dacă analizăm mai în detaliu, există o prevedere în legislația primară care stabilește obligativitatea obținerii unei licențe emise de ONJN de către toți producătorii de ”echipamente” și o altă prevedere în legislația secundară care, referindu-se la licența clasa a II-a, vorbește despre ”echipamente” de jocuri de noroc și nu despre ”mijloace de joc”. Speranța unor clarificări suplimentare venea de la prevederea legală care precizează faptul că lista ”echipamentelor tehnice” va fi publicată printr-un ordin al Președintelui ONJN, însă, din păcate, acest ordin nu a fost niciodată adoptat după intrarea în vigoare a noii legislații, prelungind suspansul. Potrivit legislației primare, ”lista neagră” ar trebui să includă doar websiteurile de jocuri de noroc neautorizate să funcționeze în România. O privire rapidă în legislația secundară ne va schimba părerea la 180 de grade, având în vedere că domeniile de internet, platformele, aplicațiile de jocuri de noroc, entitățile juridice sau chiar persoanele fizice (!?) pot fi incluse de ONJN pe ”lista neagră”. Care dintre multiplele posibilități să fie cea corectă? Fără nicio îndoială, orice autoritate de reglementare ar întâmpina dificultăți în procesul de punere în aplicare a unui nou regim juridic precum cel al jocurilor de noroc în România și, în consecință, discuțiile directe cu actorii din piață ar trebui să fie binevenite. Cu toate acestea, dacă atunci când colecta taxe ONJN a răspuns la aproape orice solicitare de clarificări în decurs de câteva zile, în prezent durează uneori câteva săptămâni ca ONJN să confirme până și doar disponibilitatea stabilirii unei audiențe pentru lămurirea aspectelor neclare. În plus, nu există niciun mecanism instituțional de comunicare directă cu persoanele responsabile din cadrul ONJN în vederea clarificării întrebărilor, în timp ce funcționarii ONJN refuză să își asume orice răspunsuri și îndrumă solicitantul să-și redirecționeze întrebările către persoanele extrem de ocupate din conducerea instituției. În concluzie, suntem de părere că autoritatea de reglementare din România nu pare a fi deloc dispusă să evolueze de la o abordare autoritară către o abordare mai degrabă de parteneriat și colaborare cu piața. Din acest punct de vedere, metafora ”terenului minat” este încă de actualitate. Spre deosebire de începutul anului, pe aceste teren minat vedem acum câteva marcaje suplimentare care, dacă sunt bine deslușite, ar trebui să călăuzească călătorul printre zonele periculoase. Doar că nu toate minele din teren sunt și semnalizate și, din când în când, ar mai putea exploda câte una, pentru că nici autoritatea de reglementare nu mai știe exact unde lea pus pe toate. Vreți să punem pariu?

between the two intended by the initiator of the law, it clearly does not reflect in the legal provisions. To continue, providers of gaming devices are expressly required a class 2 license, while there is no separate category of license for providing technical equipment. But if one looks further into the legislation, there is a provision within the primary legislation requiring a license issued by the NOG from all producers of "equipment" and further on, another provision in the secondary legislation which links the class 2 license mentioned before to "equipment" for gaming rather than to gaming devices. A hope for additional clarity rises from the legal provision indicating that the list of "technical equipment" will be contained in an order approved by the NOG’s president, but unfortunately that order hasn't been enacted after the entry into force of the new legal framework, leaving the thrill to go on. According to the primary legislation, the "blacklist" should prevent unauthorized gambling websites from operating in Romania. A quick look into the secondary legislation turns one's first impression 180 degrees, as internet domains, platforms, gaming applications, legal entities or even natural persons (!?) may be "blacklisted" by the NOG. So, which of the many is it? Undoubtedly, any regulator would face difficulties in the process of implementing a new legal regime such as the Romanian one and so round-table discussions with the market should be welcomed. However, while upon collecting taxes the NOG responded to quite any query in few days, nowadays it takes sometimes more than several weeks for NOG just to confirm the availability for an audience where to address the unclear issues. Additionally, there is no operative mechanism implemented for direct communication with persons appointed within NOG to provide clarification, while usually non-executive employees of NOG refuse to provide any clarification and point out to their extremely busy directors. As a conclusion, we are of the view that the Romanian regulator still appears to have no intention to evolve from an authoritarian approach towards real partnership and collaboration with the market. From this perspective, the "mining field" metaphor seems as fresh as ever. Compared to the beginning of the year, this mining field, indeed, now has some additional flags whose quiz, should they be figured out correctly, might guide the minesweeper. It's just that there are still unmarked squares which might blow up from time to time, especially as the regulator itself seems to have forgotten where all the mines were placed. Would you bet on that?

Chiar dacă unii descriu fenomenul ca fiind ”partea întunecată a pariurilor sportive” și acuză creșterea necontrolată a lui Daily Fantasy Sports Betting, nu putem nega creșterea spectaculoasă a acestei forme de pariuri și nici beneficiile imense pe care le aduce celor care vor să dezvolte afaceri în lumea gamblingului. Nu în ultimul rând, importante beneficii sunt bifate și pentru iubitorii de sporturi, care au șansa de a pătrunde tainele jocului favorit prin intermediul unei lumi virtuale. Daily Fantasy Sports (DFS) înseamnă așadar miliarde de dolari puși ca pariuri, un nou debușeu pentru publicitate, dar și multe scandaluri legate de legalitatea acestor tipuri de pariuri și încadrarea lor legislativă. Sunt legitime astfel de îngrijorări sau fenomenul trebuie încurajat? O regulă comună multor sporturi este aceea că nu se pot alege prea mulţi jucători de la aceeași echipă, așa ca va fi imposibil de replicat o echipă ca Real Madrid, de pildă.

O industrie cu multe zerouri Această industrie a ajuns la o valoare foarte mare – în prezent ea produce 2 miliarde de dolari/an, iar compania de cercetare Eilers Research estimează că valoarea pariurilor pe DFS va ajunge la 2.6 miliarde de dolari în 2016, prognozând totodată o creștere anuală de 41%, astfel încât până în 2020 industria va avea o valoare de 14.4 miliarde de dolari. În 2015, 51 de milioane de oameni din Canada și SUA au jucat DFS, în creștere cu 25% faţă de 2011. Diferenţa majoră faţă de alte jocuri de tip fantasy este că DFS oferă premii cash care pot fi ridicate în aceeași zi în care sunt câștigate. Cei mai mari doi jucători de pe piaţa din Statele Unite, FanDuel și DrafKings, vor plăti împreună în jur de un miliard de dolari ca premii către jucători în 2016, în timp ce zeci de milioane de dolari vor merge către publicitate, pentru a atrage în continuare noi jucători, deci noi venituri. DraftKings, de exemplu, și-a bugetat investiţii de 250 de milioane de dolari în publicitate pentru următorii doi ani, suma fiind alocată celui mai mare post tv dedicat sportului din SUA, ESPN. Această investiţie vizează câștigarea competiţiei cu principalul concurent din industrie, FanDuel.

This concept was developed five years ago in the USA, and since that it increasingly became more popular, and in Great Britain there already is a soccer fantasy league, while in the United States there are fantasy sports games for the main american sorts, such as basket (NBA), American football (NFL), baseball, hockey, golf, tenis, Formula 1, but also for horse races of martial arts. The main idea that has to be kept in mind by unprofessionals is that players need to first form a team, called in the field a “fantasy team”, which will be formed by active players engaged in a certain type of sport.

Even if the phenomenon is described by some as “the dark side of sport betting”, taking an accusatory stance on the uncontrolled rise of Daily Fantasy Sports Betting, we cannot deny the spectacular rise of this form of bets neither can we obstruct the immense benefits that it brings to those who want to develop new businesses in gambling. Last but not least, important benefits are also brought for the sports fans who thus have the chance to immerse within the secrets of their favorite sport by engaging in a virtual world. Daily Fantasy Sports (DFS) means millions of dollars placed in bets, a new open market for advertising, but also many scandals related to the legality of this type of betting as well as their juridical framework. Are these concerns legitimate or on the contrary this phenomenon should be encouraged? In order to find strongly fact supported answers to these questions, let’s first get to know better the social, economic and technological coordinates of Daily Fantasy Sports. Even if the fantasy sports industry went through a meteoric rise both in incomes and investments, the most recent debates about this type of bets approaches its inclusion within the field of gambling. Nevertheless, casino operators in Vegas are becoming increasingly worried regarding the impact these games could have over millions of clients that will increasingly bet on mobile and give up on casinos and parlors. Those who support this industry claim that sites dedicated to the fantasy sports betting domain can legally pay their clients, as at the governmental level fantasy sports are not included in the vast area of what is called gambling.

Procurorul general al statului Illinois a dat o explicaţie mai clară: ”Lipsa legislaţiei care să excepteze concursurile de fantasy sports de la prevederile legate de gambling, înseamnă din punctul meu de vedere că Daily Fantasy Sports constituie o formă de gambling illegal sub legea din acest stat”. Ei bine, asta înseamnă că ”formele de gambling care nu sunt recunoscute specific de către stat sunt ilegale”. Vorbim așadar de un vacuum legal care ar putea împinge aceste pariuri la limita legalităţii în tot mai multe state din SUA. În final, chiar dacă întâmpină multe probleme legale și sunt încă văzute ca un fel de paria în cadrul industriei, Daily Fantasy Sports sunt o nouă formă de escapism dedicată gamblingului, iar magnitudinea acestei industrii o face imposibil de ignorat sau de limitat. Celor care sunt dispuși să lupte pentru democratizarea în cadrul industriei de gambling, nu le putem spune decât: aux armes! A rule that is common to all sports is that one cannot choose too many players from the same team, so it becomes impossible to create a replica of Real Madrid on the virtual field.

An industry with many digits This industry reached an enourmous value – it now brings incomes of $2 billion/ year, and the Eilers Research company estimates that the value of bets places on DFS will reach $2.6 billion in 2016, while projecting an annual increase of 41%, so that in 2020 the industry will reach the value of $14.4 billion. In 2016, 51 million people in Canada and USA have played DFS, a 25% increase compared to 2011. The main difference compared to other types of fantasy games is that DFS offers cash prizes that can be withdrawn in the same day. The two biggest players in the United States market, FanDuel and DraftKings, will together pay a total prize pool of one billion dollars in prizes to players during the year 2016, while tens of millions of dollars will be directed to commercials, in order to continue to attract new players and thus more incomes. DraftKings, for example, has budgeted investments of $250 million in commercials in the next two years, all the money being directed towards the biggest TV channel dedicated to sports in the USA, ESPN. In the United States we have recently witnessed a big scandal regarding the legality of these activities. Big companies activating in the Daily Fantasy Sports field have brought to light a new subject regarding the way in which we define sports and what does gambling mean now in the era of mobile, thus questioning the validity of federal laws in gambling when applied to fantasy sports. In fact, in states like New York, Alabama, Illinois and Texas – to name but a few – there has been a surge in offensives coming from federal authorities against these types of bets. Of course, there are an increase in the number of voices claiming that the fantasy version of sports betting is based more on skill and math than on luck/ chance, but it is not here where the legal issue lies. The general prosecutor of the state of Illinois gave a clearer explanation: “Lack of legislation meant to exempt daily fantasy sports contests from the legal provisions applying to gambling, from my point of view means that Daily Fantasy Sports still remains an illegal form of gambling under the laws of this state”. Well, this means that “forms of gambling that are not specifically recognized by the stat are illegal”. We are speaking thus about a legal vacuum that could push this kind of betting at the limit of legality in more and more American states. In the end, we can say that even if it still encounters many legal problems and it is still regarded as a pariah inside the industry, Daily Fantasy Sports represent a new form of escapism dedicated to gambling, and the magnitude of this industry makes it impossible to be ignored or limit. To those who are willing to fight for the democratization of this activity within the gambling industry we can only say this: aux armes! What has been the life of artist Wilmark Rizzo lately? What projects have you developed lately? There are four aspects that are important to me: the family, the dance school, the MC/ entertainer career and the artistic director career. Here is a great part of my life, the projects appear approximately from 6 to 6 months, we make theme shows for private and public companies, the portfolio is great - from classical to modern - we work for them to each detail. I consider that the final product, the one delivered to the spectator, represents the law, everything starts from the first discussion with the client until meetings with artists, rehearsals on stage, we create unique moments for the client to transmit his message by the means of the show.

How would you describe the artist life in Romania? Can you portray it as being paved with success or not? Yes, but success comes as a result of experience, and the latter as a result of work, and you can draw a conclusion only if you are coherent. To me success is represented by each rehearsal, each show performed with mastery, everything materializes once with the public’s applauses, it is the field that I go in for. I have dealt with radio since I was in high school in Santafe de Bogota, dance since common school, music since childhood, and in Romania I switched over to television. It is obvious that there is no developed showbiz industry. As in the case of many other jobs, there are lacunae in my career as an artist; however, I have learned to make use of anything, but beyond opportunity there is the desire of doing something because sooner or later the harvest period will come. It is then when one can say he is successful.

Care mai este viaţa artistului Wilmark Rizzo în ultima perioadă? Ce proiecte ai derulat în ultimul timp?

When did you come to Romania, and how was our country back then? How do you find Romania now?

Patru aspecte sunt importante pentru mine: familia, școala de dans, cariera de MC/entertainer și cea de director artistic. Aici se regăsește o mare parte din viaţa mea, proiectele apar la noi aproximativ din 6 în 6 luni, montăm spectacole tematice pentru companii private și public, portofoliul e mare - de la clasic la modern - lucrăm minuţios la ele. Consider că produsul final, cel care este livrat către spectator este legea, totul pleacă de la prima discuţie cu clientul până la întâlniri cu artiști, repetiţiile pe scenă, creăm momente unice unde clientul transmite mesajul lui printr-un spectacol.

A major change! As a matter of fact, I remember that in 1994 one did not see cars on the street that much, and now one cannot even walk as a pedestrian, it was the beginning of the transition period. What I see now? Many entrepreneurs, young people wishing to conquer the world, I see a Romania that is constantly changing, not the one that wants to show, but the one that wants to prove, and this is what thrills me.

Cum ai descrie viaţa de artist din România? O poţi zugrăvii ca fiind una încununată de reușite sau nu?

Our objectives are to create the conditions necessary for our dancers to be entirely dedicated to their artistic, sporting and personal development. To sustain national events and competitions in order to maintain the dance at the highest level; to avoid talented dancers leaving the activity due to the lack of skill of promoting themselves, or due to a precarious marketing, despite their competences. Romania has world-class dancers, but we also need people who love arts in order to sustain these projects.

Da, însă reușitele vin în urma experienţei, iar aceasta în urma muncii, și poţi scoate o concluzie doar dacă esti consecvent. Pentru mine o reușită este fiecare repetiţie, fiecare show executat cu virtuozitate, totul se concretizează cu aplauzele publicului, e domeniul care m-a pasionat. Fac radio de când eram la liceu în Santafe de Bogota, dans din școala generală, muzică din copilărie, iar în România am trecut la televiziune. Este clar că nu există o industrie dezvoltată de showbiz. Ca și pentru multe alte meserii există lipsuri în cariera de artist, am învăţat însă să facem bici din orice, dar mai presus de oportunităţi este dorinţa de a face, pentru că mai devreme sau mai târziu perioada recoltei va veni. Abia atunci poţi spune că ești un om de succes.

You are the president of the Romanian Dance Association. What are the object and the objectives of the association?

INTERVIU Când ai venit în România, și cum era ţara noastră atunci? Cum găsești România acum? O schimbare majoră! Ca fapt divers, ţin minte că în 1994 nu prea vedeai mașini circulând pe stradă, acum nu ai loc nici măcar să mergi ca pieton, era începutul perioadei de tranziţie. Acum ce văd? Mulţi oameni întreprinzători, tineri doritori să cucerească lumea, văd o Românie într-o schimbare constantă, nu acea care vrea să arate, ci cea care vrea să dovedească, și asta mă încântă.

Ești președintele Asociaţiei Române de Dans. Care este obiectul și care sunt obiectivele asociaţiei? Obiectivele noastre sunt crearea condiţiilor necesare pentru dansatori astfel încât să se poată dedica întru totul dezvoltării lor artistice, sportive și personale. Să susţinem evenimentele și competiţiile naţionale pentru a menţine dansul la cel mai înalt nivel; să evităm ca dansatorii talentaţi să părăsească activitatea pentru că nu se pricep să se promoveze, sau au un marketing deficitar, în ciuda competenţelor lor. România are dansatori de talie internaţională, însă avem nevoie și de oameni care iubesc arta, ca să putem să susţinem aceste proiecte.

Echipa ta de artiști încântă oamenii cu o mulţime de spectacole minunate peste tot în România și cred că și la nivel internaţional. Te rog să ne dai mai multe detalii despre lucrurile pe care le faceţi acum. Agenţia noastră de entertainment se ocupă să studieze, să dezvolte și să creeze spectacole pentru companii, acestea se fac în funcţie de evoluţia pieţei din România, și nu numai. Lucrăm numai cu performeri/dansatori/cântăreţi/prezentatori/ iluzioniști/tehnicieni/ingineri recunoscuţi pentru calităţile lor, fie artistice sau profesionale și pentru implicarea în proiectele noastre, având ca rezultat un produs legat și omogen.

Ce faci când ţi-e dor de Columbia, ţara ta natală? Plâng, râd, îmi amintesc cu drag plăcerea și relaxarea cu care oamenii trăiesc acolo, bucurându-se de lucrurile simple pe care oamenii și viaţa în general ni le oferă. Este relaxant să petreci o vacanţă în Caraibe .

Care sunt lucrurile pe care le au în comun cele două ţări: România și Columbia? Care sunt lucrurile care le despart? Asemănări sunt multe și destul de interesante. Dintre ţările est-europene e clar că spiritul latin predomină în România, iar probabil caracteristica cea mai importantă este pasiunea. Ca latini ne implicăm, ne dăruim cu totul, de acolo apare și plăcerea și suferinţa. Wilmark Rizzo Hernandez can be considered a classical example of love ”at first site” regarding Romania, his second home. He came to become a petroleum engineer (graduating from the Petroleum-Gas University of Ploiești), but he stayed to live his dream. He has a beautiful family, two children, and he does exactly what he wanted from the beginning - shows, dance, music, as he is a promoter of the Latin-American culture in our country. As the former member of the jury of the famous television show broadcasting on PRO TV - Dansez Pentru Tine (Dancing with the stars), Wilmark represents the example of a star who is not abusive of his image and who does what he loves without compromise; he breaths music and dance through all his pores. INTERVIU Cu siguranţă dansul și muzica latino reprezintă un stil de viaţă pentru tine. Te rog să ne spui dacă cultura Europeană sau cea din România te-au influenţat cu ceva în cariera ta de artist? Așa este. Chiar este viaţa mea. Lumea mea se învârte în jurul spectacolelor, în mod normal trebuia să fiu inginer specializat în petrol şi gaze însă pregătirea din școală și din timpul liceului adunate cu dorul de casă, au fost reţeta perfectă pentru a deveni un promotor al culturii latino-americane, chemarea a fost din copilărie.

Te rog să ne spui cum vezi industria de gambling de la noi din România și cum crezi că firma ta de specatacole își poate aduce aportul la viaţa sa plină de distracţie și amuzament? Din punctul meu de vedere este o industrie care se dezvoltă indiferent de circumstanţe, sunt jucători mari în acest domeniu, companiile mari au manageri cu un nivel profesional ridicat, care înţeleg importanţa unui serviciu de calitate, și sunt conștienţi că dacă se vând ieftin vor fi primiţi ca atare, atunci preferă să ofere momente artistice de calitate și spectaculoase. Nu cred că lucrurile se termină aici, am început să montăm spectacole din ce în ce mai complexe, ceea ce îmi produce o satisfacţie enormă, cu toate că recunosc că nu îmi place partea la care trebuie să mă așez să scriu și să gândesc bugetele, mi se pare că îmi fură din timpul de creaţie.

Care sunt lucrurile pe care le faci în afară de muzică și dans? Care îţi sunt hobbyurile? Ceea ce mulţi oameni denumesc muncă, pentru mine este stilul meu de viaţă, iubesc ce fac și asta este și pasiunea mea.

Your team of artists delights people with a lot of wonderful shows all over Romania and I believe on an international scale as well. I kindly ask you to give us more details about the things that you do now. Our entertainment agency deals with the study, development and creation of shows for companies; these are done according to the evolution of the Romanian market, and not only. We only work with performers/ dancers/ singers/ presenters/ illusionists/ technicians/ engineers renown for their qualities, be it artistic or professional and for being involved in our projects, resulting in a tied and homogenous project.

What do you do when you miss Columbia, your home country? I cry, I laugh, I remember fondly the pleasance and relaxation that represent the life there, people enjoying the simple things that people and life in general gives us. Spending a vacation in the Caribbean is relaxing.

What are the things that are common to the two countries: Romania and Columbia? What are the things that separate them? There are many, quite interesting, similarities. Of all East European countries, it is obvious that the Latino spirit prevails in Romania, and probably the most important characteristic is the passion. As Latinos, we get involved, we go over for something entirely, that is where pleasance and suffering come from. However, I also had to learn here other things that are not a part of the Latin American practices, such as: “neighbor’s goat should die” or “become the devil’s brother until you cross the bridge”, “don’t take a sack to the praised tree”, “the thin cheek is kept on expense”, or “The old chicken makes good soup” (literal translation) - here I admit, I have eaten lots of soups, yet I cannot tell the difference! :)

To you, the Latino dance and music definitely represent a way of life. Please tell us if the European or Romanian culture have somehow influenced your artistic career. It is true. It truly is my life. My world spins around shows, I normally should have been a petroleum-gas specialized engineer, but the school and high school preparation together with the homesickness have represented the perfect recipe for becoming a promoter of the Latin American culture; the calling came from childhood.

Your company, Wilmark Entertainment, is a rich offer of artistic representations, being able to offer a wide range of show services. Please tell us the way you see the gambling industry in Romania and how your show company could contribute to its life full of fun and amusement. Indeed our company offers tailor made services for some companies in the field, the offer has to be various, dynamic, and it has to be fit to the area of interest of the contractor; our services include concept, organization, implementation, artistic performance at the highest standard. The theme events with lots of entertainment are a high point of attraction. From my point of view it is an industry that is developing regardless of circumstances, there are big players in this field, the big companies have managers with high professional level who understand the importance of a quality service, and who are aware of the fact that selling cheap comes with being perceived as such; thus they prefer to offer quality and spectacular artistic acts. I do not believe that things end here, we have started to develop more and more complex shows, which brings me huge satisfaction, even though I admit that I hate the part when I have to sit down, write and conceive the budget; it seems to me that this takes from my creative time.

What are the things that you do besides music and dance? What are your hobbies? To me, what many people call work, I consider my lifestyle, I love what I do and this is my passion.

Strategia profitului dorit sau a profitului fix este în mare parte o strategie simplă de gestiune a mizelor, care poate da naștere unor numeroase alte metode și stiluri de joc.

Strategia de money management Spre deosebire de metoda flat staking (miză fixă), această strategie este bazată pe profitul dorit, pe care îl vei stabili înainte de a începe și ulterior îţi vei calcula miza înainte de a plasa fiecare pariu, după formula: profit dorit / (cotă - 1) Să spunem că te-ai hotărât ca în fiecare zi de joc să obţii

un profit de 100 RON. În funcţie de stilul de joc pe care îl vei alege – despre care vom vorbi în partea secundă a articolului – îţi vei putea face și o idee despre cota medie pe care o vei paria și astfel vei putea stabili bugetul de care ai nevoie. Continuând scenariul, să considerăm că vei avea o cotă medie în jur de 3.00. Dacă biletul pe care vrei să-l pariezi are cotă 3, iar profitul fix este de 100 RON, înseamnă că va trebui să ai ca miză: 100 / (3 - 1) = 50 RON. Practic, vei paria 50 RON, iar dacă biletul se dovedește a fi câștigător, vei încasa 150 RON, realizând un profit fix egal cu ceea ce ţi-ai propus iniţial. Ce vei face însă dacă pariul este pierzător? Aici există mai multe posibilităţi, despre care vom vorbi în secţiunea ce urmează. Pentru moment, sper că ai înţeles mecanismul și că putem deja trece la detalii.

continuă să se aplice la scară largă Direcția de Sănătate din Macao spune că din luna ianuarie a deschis 536 de dosare de urmărire penală pentru fumat ilegal în cazinourile locale; din care aproape 80% au fost comise de turiști, după cum a relatat și Macau Daily Business. Potrivit Direcției, pe parcursul ultimelor 10 luni, au fost derulate 413 inspecții în cazinourile locale, acțiuni efectuate în comun cu Inspectoratul Jocurilor de Noroc din fosta colonie portugheză (DICJ). Din cele 536 de cazuri de urmărire penală, 427 au fost atribuite turiștilor, ceea ce reprezintă 79,7% din total. Rezidenții locali au comis 106 ilegalități, respectiv 19,8%, iar lucrătorii nerezidenți au comis 3 trei încălcări sau 0.06%, potrivit raportului. Începând cu luna octombrie 2014, în interiorul cazinourilor din Macao fumatul nu este permis decât în camere VIP sau în saloanele autorizate, de stilul celor din aeroporturi. Unul dintre cele mai populare a devenit World Of Warcraft, cu 8-9 milioane de jucători în întreaga lume la apogeul său. Aceste jocuri au scenarii extreme de atractive, mai ales pentru adolescenţi. Phil a început să joace “serios” poker în 2003 cu grupul său de prieteni. Câţiva ani mai târziu, când avea 21 de ani, a renunţat la studii (fiind student la Universitatea Wisconsin-Madison) ca să se dedice în totalitate pokerului. Așa cum au început toţi pokerul de performanţă, și Phil s-a concentrat mai întai pe turneele sit-n-go, mai cu seamă în primii 2 ani și jumătate. Phil started playing "serious" poker in 2003 with his group of friends. A few years later, when he was 21, he dropped out of school (he was a student at the University of Wisconsin-Madison) to fully dedicate himself to poker. As all players began with the performance poker, Phil also concentrated on sit-n-go tournaments at first, especially in his first 2 years and a half. t may sound surprising for those who think that gambling was born in east Asia, or in Nevada, Vegas, but they should know that Puerto Rico has one of the oldest legislations in the world for regulating gambling – if we take into account only those institutionalized and legal forms of gambling. Well, Puerto Rico’s Games of Chance Act was issued in 1948 and since then it was modified many times, with the most recent major attempt in this regard was in 2014, when 431 slots machine parlors were closed in raids purported by the officials. Slot machines parlors are forbidden in Puerto Rico, but this did not stood in the way of a major trend in opening such parlors, thus affecting casinos’ incomes. Consequently, casino operators have asked for a clarification of the law in this aspect, given the fact that the number of this kind of parlors is estimated at 4.500 around the entire archi-

In fact, it is one of the very few countries in the world and the only one in the United States that still allows bloody fights between animals within a betting activity. We can thus firmly say that the gambling landscape is not at all restrictive – for example, some casinos allow non-stop access to slots machines and video poker, even if the table games are available only during certain times of the day. The most familiar games in casinos are Craps, American Roulette, Blackjack, Caribbean Stud Poker, Baccarat, 3-card poker, Texas Hold’em. function they need an operating license from the Tourism Company and it is compulsory for them to be located inside a hotel. We also need to mention the fact that a part of the incomes that go to the Tourism Company – responsible for promoting “the brand of the island” for foreign tourists – come from gambling taxes. A fair share of these taxes is redistributed towards Puerto Rico University, the biggest public university on the island. If up until a few years ago the gambling industry in Puerto Rico would have easily passed as a flourishing and promising one, the country has been hit hard by recession. After prestigious brands like Sheraton or Hilton decided to open casinos on this island, they are now constrained to announce shut down. In July 2015 Hilton announced the closure of one of the biggest and most known casinos in Puerto Rico, after 40 years of activity – Condado Plaza Hilton. It is the seventh casino that has been closed in the last five years, a fact that is not at all surprising for an economy marking its ninth year of recession, with an unemployment rate of 12.6%. The impact following a casino closing its doors is not at all negligible – many persons lose their jobs and the impact on incomes reaches a few million dollars. Many of the casinos that have encountered financial problems are now helped by big companies on Wall Street. For example, a billionaire from Wall Street has invested $20 million in order to save San Juan Beach Hotel from bankruptcy, and another company has bought El San Juan Resort and Casino, one of the biggest on the island, for $71 million. As a territory belonging to the United States, Puerto Rico has freedom to make its own regulations, nevertheless the USA Congress can annul laws that it deems are not consistent with some of its principles. In fact, Puerto Rico is not represented in this Congress. This means that all restrictions that apply in the USA regarding online bets are also applicable here – financial transactions from banks to online gambling sites are forbidden, interstate bets are also forbidden, and thus most forms of online gambling are illegal in Puerto Rico. Moreover, online sports bets are not allowed neither, an activity that is online legal in the Nevada state. On the other side, Puerto Rican players can enter and play on online gambling sites. Puerto Rico still remains, despite economic difficulties, one of the most exotic destinations for gambling and one of the main attractions for players in the USA. Well, even if it hosts only 3.6 million inhabitants, this island established its reputation as an important gambling industry ever since the Spanish colonization period, when the king of Spain opened the first lottery here (1814).

Dintr-o perspectivă contrafactuală, dacă Japonia ar fi legalizat în anii `60 cazinourile, numele lui Kunio ar fi devenit probabil cunoscut și în Macao sau Vegas. Specificitatea jocului Pachinko i-a restrâns opţiunile antreprenoriatului, însă probabil tocmai aceasta a fost reţeta lui de succes, care i-a permis un semi-monopol pe piaţa de jocuri de noroc din Japonia. The company he founded, Sanky, is one of the three biggest companies that produce Pachinko game machines and is presently run by one of his sons, Hideyuki. At 91, Kunio can brag with the title of president of honor at the same company that in 2011 brought him the title of the „fourth richest man in Japan”, a title hard to ignore in a country with a capital city of 40 inhabitants, equaling the population of Canada. From a counterfactual perspective, had Japan legalized casinos in the 60s, Kunio’s name would have been very well known in Macau and Vegas by now. The specificity of the Pachinko game cut him down on entrepreneurship options, but probably also meant his succes story, allowing him a semi-monopoly on the gambling market in Japan. The restrictions imposed in the country go as far as prohibiting players to cash money directly from Pachinko gaming machines. Instead, they get some chips and with them they are able to collect their money of products. Before opening his own business in this domain, Kunio worked for another Pachinko gaming machines producer – Heiwa. In 1996 he decided to lay the foundations of SANKYO Co.
