LEGISLATIVE BALANCE OF 2019 IN THE GAMBLING FIELD

As this year gets to the end, we think it is appropriate to review the most important legislative changes in the gambling field in 2019, the legislative proposals/projects still under debate, as well as the legislative forecasts that have taken shape so far. Since the beginning of 2019, the gambling industry has been seriously shaken by the entry into force of OUG 114/2018 regarding the establishment of some measures in the field of public investments and of certain fiscal-budgetary measures, the modification and completion of some normative acts and the extension of certain deadlines. The regulations that followed them were no less effort mobilizing from the gambling organizers. Law no. 129/2019 for the prevention and money laundering fighting and terrorist financing, as well as for the modification and completion of some normative acts, would bring to the attention of the gambling organizers new legislative aspects, new procedures and new emotions regarding a possible destabilization of the industry’s activity. Also, the projects on the legislative table throughout this period did not create the comfort of any relaxation from the gambling organizers. We will continue by performing a brief presentation of the most important legislative changes in the gambling field, this year. As I mentioned in a previous presentation, OUG 114/2018 was adopted at the end of last year, being published in the Official Gazette on December 29th and has been harshly criticized by the gam-
bling industry, representing the regulation that has certainly triggered the most vocal reaction in the field. One of the measures that caused the most tumultuous reactions was the establishment, in the content of art. 53 from the Ordinance, of a new tax in what regards the remote gambling organizers provided in OUG no. 77/2009 regarding the gambling organization and operation, in an amount of 2%, applied to
the total participation fees collected monthly from the participants in the gambling activities. According to art. 1 paragraph (3) from Order no. 38 from January 15, 2019 for the approval of the calculation method of the monthly tax provided in art. 53 of the Government Emergency Ordinance no. 114/2018 The total participation fees collected monthly are defined as any transfer from the

players’ bank account or similar to their gambling accounts on the gambling platform. Apart from this tax, OUG no. 114/2018 also establishes in the contents of art. 58 the contribution due by the organizers to fight the negative effects of gambling, as follows: (i) licensed organizers of remote gambling from class I - 5,000 euro per year;

(ii) legal entities directly involved in the traditional and distance gambling field licensed in class II - 1,000 euro per year; (iii) Class III state monopoly distance games - 5,000 euro annually; (iv) licensed traditional gambling organizers - 1,000 euro per year. It is very important to point out that this contribution was also included in the previous regulation, being provided for the gambling organizers since 2015. For administrative reasons, the beneficiary of these contributions, the Fund for the prevention of gambling addiction, has never been set up, the gambling organizers being the holders of an obligation that they could not actually fulfil. Another important change is the increase of the authorization fee for slot machines. According to the new provisions, the fee for the exploitation authorization for each class A slot machine has been increased from 2600 Euro/year to 3600 Euro/year. The bonus for the full advance payment of the annual operating license fee for both the casinos and poker clubs and for slot-machine gambling was also eliminated. Some modifications also occurred with regard to the final destination of the special tax provided by the video game operators (VLT). Another important legislative change is the regulation adopted in July in the matter of money laundering prevention and fighting and terrorism financing - Law no. 129/2019. Law no. 129/2019 transposes in Romania the provisions of Directive (EU) 2015/849 of the European Parliament and of the Council from May 20, 2015 regarding the prevention of the use of the financial system for the purpose of money laundering or terrorism financing, for the modification of the Regulation (EU) no. 648/2012 of the European Parliament and of the Council and for the abrogation of the Directive 2005/60/EC of the European Parliament and of the Council and Commission Directive 2006/70/EC. The gambling organizers are expressly targeted by the applicability of Law no. 129/2019, as reporting entities. In this capacity,
they have a series of obligations, of which we mention, as a general rule, the reporting obligations, as well as the obligations to apply measures involving the customer knowledge, which we have dealt with extensively in a previous article. However, in an attempt to punctually identify the situations that require the gambling organizers to apply the standard measures of customer knowledge, we consider it appropriate to turn our attention to the interpretation and application of the provisions of art. 13 paragraph (1) and (2) from the Law no. 129/2019. Thus, from the interpretation of the provisions of art. 13 paragraph (1) and (2) we observe that two possible situations of applicability are generated, respectively: (i) on the one hand, by par. (2), the law-maker has explicitly established for the gambling organizers
the obligation to apply the standard measures of customer knowledge at the time of collecting the gains, when buying or exchanging tokens, when carrying out transactions with minimum value representing the equivalent in lei of minimum 2,000 euro, in a single operation, and (ii) on the other hand, by par. (1) in art. 13 of the Law 129/2019, are regulated the situations in which the reporting entities (by reference to the generic category) have the obligation to apply the standard measures to know their customers. From the analysis of the aforementioned provisions, we notice that the question easily arises whether the provisions of para. (1), which establish the situations of application of the standard measures of customer knowledge are also applicable to the gambling organizers, by including them in the generic category of the reporting

entities, or if they have only the obligations provided by par. (2) from the same article. In this respect, we asked for a point of view and obtained an answer from the National Office for Money Laundering Prevention and Fighting regarding the interpretation of the provisions of art. 13 paragraph (1) and (2) from the Law no. 129/2019 from the perspective of the applicability for the gambling organizers, which confirmed that the law-maker’s intention was to establish for the gambling organizers an exception from the application of art. 13 paragraph (1) from Law no. 129/2019, the obligation to apply the standard measures to know the client, coming down to the situations set out in art. 13 paragraph (2). It is also important to mention that the National Gambling Office will issue the sectoral regulation

in view of applying the provisions from the Law no. 129/2019. Given that the legal deadline for the issuance of the sectoral regulation expired on November 20th and, from the information we have, the regulation is in a draft stage under the authority’s debate, we anticipate that the normative act will be adopted by the end of this year. . Next, we intend to review the stage of the projects under legislative debate, with a negative impact on the gambling industry. The draft bill for the amendment and completion of the Government Emergency Ordinance no. 77/2009 regarding the gambling organization and exploitation, which we have analyzed in detail in another presentation, was tacitly adopted by the Senate, by fulfilling the deadline for debate and adoption, and was forwarded to the Chamber of Deputies, being registered under no. 559/10.28.2019. We remind the fact that the main regulations proposed by the Project aim to impose restrictions on: (i) advertising spots and street advertising on gambling, (ii) conducting the activity in spaces located in buildings with housing destination or by reporting at a distance of minimum 200 m from the educational establishments, and (iii) the location at no less than 10 meters from the main entrance to the building of the spaces intended for smokers. Considering that the regulations proposed by the Draft Bill would unreasonably make it difficult for the gambling organizers to carry out the authorized activities, as well as the arguments set out in the unfavourable opinion issued by the Economic and Social Council, which confirms this conclusion, the Project, in the form proposed, can only generate expectations of rejection. The draft Bill for the amendment and completion of the Law no.196 from July 20, 2018 on the establishment, organization and functioning of homeowners associations and condominiums administration was also tacitly adopted by the Senate, by fulfilling the deadline for debate and adoption, and was submitted to the Chamber of
Deputies, being registered under no. 565/10.28.2019. This draft bill mainly proposes the following: (i) establishing the obligation to request a new written approval from the executive committee and the written agreement from the directly affected owners with whom it is neighbouring, if the commercial space located in a building for the purpose of housing initially developed a certain economic activity, and subsequently the main object of activity of the economic operator was changed, and (ii) the possibility of suspending or ceasing the activity of the economic operators that develop the activity in spaces located in buildings with destination of dwellings, if the executive committee withdraws its written approval given for modification of the destination of the space or if the directly affected owners with which they are bordering horizontally and vertically withdraw their prior agreement because of the violation, repeatedly, of their rights by the operator’s economic activity or for public nuisance. The expectations of rejection in this sense are also maintained for this legislative proposal, taking into account the conclusion issued by the Government of Romania of not supporting its adoption, the unfavourable notice issued on the project by the Economic and So-
cial Council, as well as the rejection report issued by the commission referred to in first instance the Commission for Public Administration, together with all the related arguments set out. At the moment, both legislative proposals are under debate in the committees of the Chamber of Deputies. Last but not least, we consider it relevant to mention the Draft Order available in the Decision Transparency section on the website of the National Gambling Office, a project which essentially aims to establish the minimum technical conditions for checking the gambling means, but which also regulates a number of requirements that compliance assessment bodies need to meet. This Draft Order was also dealt with extensively in a previous article, therefore we only summarize the provisions that we consider of great interest for the compliance assessment bodies. The draft Order provides, among other things, details on the form of organization under which a body intended for the compliance evaluation of the gambling means can operate, which must be established under the national law and have must legal personality. Practically, the compliance assessment bodies will be able to operate in Romania only as a Romanian company or a subsidiary

of a foreign company. At the same time, the Draft Order establishes the requirement that the compliance assessment bodies for gambling means must be certified/recognized and/or audited annually by the national certification body, RENAR, under the conditions established by the Regulation (EC) no. 765/2008 of the European Parliament and of the Council of July 9th, 2008 establishing the requirements for certification and market supervision in what regards the marketing of products and for the abrogation of the Regulation (EEC) no. 339/93. We reiterate, for the readers’ information that both legislative proposals in the Chamber of Deputies and the Draft Order available on the website of the National Gambling Office are under debate and may be subject to change until the time of adoption. In conclusion, although as it can be seen, gambling organizers have encountered difficulties throughout the year due to the regulations occurred in certain segments from the special legislation, but we are confident that despite them, the gambling industry will go on a maturity path and we are showing ourselves, on this occasion, more optimistic and hopeful that the next year will have a beginning without legislative incidents that are unfriendly to the industry.

Responsible Gambling Association, at the time of the balance sheet For the Responsible Gaming Association, the year 2019 meant an intensification of its activity, a fact proven both by the development of already existing projects and by the launch of new initiatives. Thus, through the projects launched, developed and implemented, the Responsible Gambling Association has an increasingly important contribution to the education and prevention of gambling addiction as well as to the provision of psychological counseling to people who face such problems. The training program, Trained for Majorate, which takes place in high schools all over the country and targets adolescents who are approaching the age of majority and for which the gambling activities will soon be allowed to continue their development at national level in 2019. The program has a dual role. The first is to educate young people so that they can make the right decisions, to know the risks of getting involved in activities that do not correspond to their level of psycho-social development and which may affect their further development. The second role is to prevent problems related to gambling excessively. Last year, Trained for Majorate reached over 2,700 students from 25 high schools in Bucharest and 11 cities: Alba-Iulia, Brașov, Brăila, Botoșani, Buzău, Cluj-Napoca, Constanța, Galați, Iași, Pitești and Timisoara. Trained for Majorate seminars take place in the form of interactive informal discussions, in which Dr. Cristian Andrei, psychotherapist and expert of the Responsible Gaming Association, speaks to students in the 11th and 12th grades about what is really important in social networking and how adolescents should react to the temptations of adult entertainment. And for the Responsible Gam-
bling project, the most important national program dedicated to people facing gambling problems and offering real help to them, the year 2019 has meant a sustained development. Designed to prevent, identify and assist players who have exceeded the recreational limit of gambling, through multiple and effective intervention, not only for the directly affected persons, but also for their families, Responsible Gambling implies, beyond the support offered to those who facing problems, and awareness raising and training activities carried out at the level of betting agencies and gambling halls. Currently, within the Responsible Gambling program, people with gambling problems can call one of the 6 psychotherapy offices opened in Bucharest (2), Cluj-Napoca (1), Iași (1), Craiova (1) and Constanta (1). They offer 5 free psychological counseling sessions for players and / or families of those affected by gambling issues, and the number of sessions is expected to be expanded gradually as the program develops. In figures, the Responsible Gambling program meant last year more than 1,500 people who called the toll-free telephone line GREEN-LINE, 0800.800.099, over 860
people who were scheduled at one of the offices in the program and over 500. people who showed up at one of these offices. The year 2019 did not represent for the Responsible Gambling Association only an intensification of the already existing projects and programs, but also an alignment with the international trends. Thus, at the beginning of September, the Association launched, for the first time for our country, the online psychological counseling service 24/7. This is the most modern instrument for facilitating access to psychological counseling made available to people with (potential) problems related to gambling, or those close to them, who feel the need for real-time guidance. Thus, the Responsible Gaming Association expands its range of methods by which it supports the people who have exceeded the recreational limit of this type of entertainment, favoring them the access to non-stop specialized help and, at the same time, offering an even higher level of confidence, comfort and confidentiality to those who use this service. The “Counseling 24/7” service can be accessed through the new website of the Responsible Gaming Association, www.jocresponsabil.

The “24/7 Counseling” service is a non-stop service, available 24 hours a day, 7 days a week. Therefore, the website www.jocresponsabil.ro, aimed at both players who feel they have problems, as well as their families and close friends, is now ready to answer all the needs and questions of those who access it, and at the same time make it available to users the most modern and complete methods of help and support. The implementation of this real-time online psychological assistance service “Counseling 24/7” aims to increase the self-control capacity of the players facing problems and, in particular, to provide support even from the first moments when they decide to ask for help. The launch of the “Counseling 24/7” service comes in the context in which specialized reports published internationally show that technology has positively influenced in the last years the way in which psychologists approach the compulsive behavior that some people may manifest towards gambling. In the 4 months since its launch, 24/7 Counseling has been accessed 1,660 times. The total duration of counseling sessions conducted by psychologists with the persons who called the service amounted to more than 2,700 hours of counseling, hours that went head to head, meaning over 115 days of counseling). Responsible Gambling Association thanks all the companies in the gambling industry who support these projects and intends to develop and implement projects and programs for community impact in 2020.

We are in a continuous development and the Palace Casino Team is reinventing itself every time the gambling market demands it. December was, as always, one of the most eventful and action-packed. On December 14, next to Santa, over 400 people - the maximum capacity of the casino location, celebrated in advance the arrival of Christmas. Guaranteed prizes, as well as entertainment moments, were not lacking. We would like to
thank the collaborators from Jidvei, who have been our partners for all the events organized by us. Their wonderful team of people is recognized nationally and internationally, with new awards for wine selections. Certainly behind awards, recognitions, a lot of teamwork comes. We’ve known them for a long time, and we’re proud to be with them. As their slogan says: “the first place is only the first step”. The events held in the casino
have always had the structure of 3 main components: the prizes to the players, the moments of entertainment addressed to all, and the partners. The huge taxes do not allow us to have a very large number of tables (14 game tables), the first remark of foreign players coming for the first time to Romania being the one related to size. More than this the games available are those tailored to the local requirement, of course based on the actual number of tables. A bold action of the year 2019, but which was extremely well received by the customers, was the one related to the introduction in the Food area of the “a la carte” Menu, which we modify at least 4 months, so that we can keep taking into account the seasonality of the different culinary preparations. We look forward to trying the new menu offered by our chef, Vincenzo Liberti. With the completion of the promotion on December 14, we decided that from that night we will continue with a new campaign, considering that the year 2020 brings 25 years of Palace Casino brand. Specifically, 25 years ago, the PALACE CASINO brand was born here at Casa Vernescu. Although there was a period of time when the casino did not work, this brand is and will be the legacy of the house. Gambling taxation in 2020
Article from the series “The practice of gambling”, by Anchidim Zăgrean, vice-president ROMBET The Romanian Constitution clearly establishes that the taxes and any other income of the state budget and of the state social insurance budget are established only by law and the local taxes and taxes are established by the local or county councils, within the limits and under the conditions of the law. Also here we find the provision that the amounts representing contributions to the establishment of funds are used, according to the law, only according to their destination. Starting from these general constitutional provisions, we can see that all the obligations of the nature of taxes and other contributions of the gambling organizers can be found either in the special law - GEO 77 of 2009 updated - or in the updated Tax Code, as we will continue to present them, with the mention that an online monthly fee has been introduced, through GEO 114 of 2018, for an additional monthly fee. I. The obligations stipulated in GEO 77 of 2009, updated 1. Annual license fee - is fixed and due on each type of activity, in a fixed amount, in the range between 5,000 - 120,000 euros / year, which is declared and paid in advance as follows: a) for the first year, until the 25th of the month following the month in which the documentation was approved; b) for the next nine years, 10 days before the expiration of the previous year. 2. Annual authorization fee is established and due, for each type of activity, in a lump sum, starting from a minimum of 1,500 euros / year to a maximum of 180,000 euros / year or as a perwww.casino-magazine.ro
centage, representing 16% of estimated income, but cannot be below the minimum limit set. In both cases, the tax declaration and payment are made in advance, and in the case of activities where the income is estimated, the authorization fee is recalculated and regularized monthly, by applying the 16% quota to the actual income realized. The exception is bingo games in the room, for which the annual authorization fee, calculated and due in advance, has a fixed component of 7,000 euros for each authorized room and a variable one, representing 3% of the nominal value of the printed game tickets. 3. Special taxes: a) Annual fee - is established and due, only for slot machine games with unlimited risk and video games, in the amount of 400 euros / year, for each authorized station; b) Special monthly fee for videotape - established and due in the form of a 3% share of the realized income; c) Daily access tax - is fixed and due, as a fixed amount, by each person entering the specialized locations of casinos, in the amount of 50 lei and of the poker clubs, in the amount of 30 lei. 4. Annual contributions established and due, in fixed amounts of 1,000 or 5,000 euros / year, by type of activity, to be used for the purpose of preventing gambling addiction. 5. Administrative fees - fixed and due, in a fixed amount, only in the case of remote gambling, for the analysis of documents, in the amount of 2,500 euros and for the issuance of the license, in

the amount of 8,500 euros. II. Obligation established by GEO 114 of 2018 1. Monthly fee - established and due, in the amount of 2% of the game participation fee, collected monthly, by all the online gambling organizers. III. Obligations provided in the Fiscal Code 1. The tax on the income of micro-enterprises - mandatory tax for legal persons who: on December 31 of the previous year made incomes below the level of 1,000,000 euros; their share capital is owned by persons other than the state and the administrative-territorial units; it is not in dissolution, followed by liquidation, registered in the trade register or in the courts, according to the law.
c) Income tax on prizes and gambling: - The tax on the income from prizes and contests - the revenues in the form of prizes are imposed, by withholding at the source, with a 10% share applied to the net income realized from each prize. The prizes under the value of the non-taxable amount established in the amount of 600 lei are not taxable, including, realized by the taxpayer for each prize; - The tax on gambling income due is determined at each payment, by applying the following tax scale on each gross
income received by a participant, from an organizer or payer of gambling income: up to 66,750, including, with 1%; over 66,750 - 445,000, inclusive, with 667.5 + 16% for what exceeds 66,750 and over 445,000 with 61,187.5 + 25% for what exceeds 445,000. The income obtained as a result of participating in the gambling characteristic of casinos, poker clubs, slot machines and slots under the value of the non-taxable amount of 66,750 lei, including, realized by the taxpayer for each gross income received, are not taxable.
The tax rates on the income of micro-enterprises are: a) 1% of the income for micro-enterprises that have one or more employees; b) 3% of the income for micro-enterprises that do not have employees. 2. Profit tax - established and due by those who do not fulfill the conditions for payment of the tax on the income of micro-enterprises and the tax rate on profit, which is applied to the taxable profit, is 16%. By way of exception, taxpayers who carry out activities of a casino nature, including legal entities that make these revenues under an association contract, and if the profit tax due for this activity is less than 5% of the respective revenues, are obliged to pay tax rate of 5% applied to these recorded revenues.
The verification of the classification in the non-taxable ceiling is made on each payment, regardless of the type of game from which the respective income was obtained. If the gross income received on each payment exceeds the non-taxable ceiling of 66,750 lei, including, the taxation is made separately from the income obtained from participating in other types of gambling. B) Compulsory social contributions a) Social insurance contributions due to the state social insurance budget - it is due by the natural persons who have the quality of employees or for whom there is the obligation to pay the social insurance contribution, in a 25% quota applied to the tax base; b) Social health insurance contributions - it is due by the natural persons who have the quality of employees or for whom there is the obligation to pay the social health insurance contribution in a 10% rate applied to the tax base; c) The insurance contribution for work - it is due to the natural and legal persons who have the status of employers or are assimilated to them, in a 2.25% quota applied to the tax base calculated as the sum of the gross gains realized from the salaries and incomes assimilated to the salaries. 4. VAT - transactions regarding the activity of bets, lotteries and other forms of gambling performed by the persons authorized, according to the law, to carry out such activities are exempt without the right of deduction.
3. Compulsory income taxes and social contributions - established and payable by natural persons, withheld at the source by employers or payers, include: A) Income taxes a) Tax on salaries and assimilated to them - in a 10% quota applied to the tax base; b) Dividend tax - in the 5% quota applied to the tax base;

The Future of Gaming in Brazil

Brazil has the fifth largest population, and the ninth largest economy in the world, the country could easily be a significant market for sports betting. With a population approÂaching almost 220 million, Brazil’s online sports betting market could be worth over $1.15bn, as Senator Flexa Ribeiro pointed out. Although Brazilian online
sports betting has been largely unregulated until now, online sportsbooks were legal. Attempts to ban online gambling prove how prevalent it is. The government in Brazil tried to ban online gambling payments way back in 2006, 2008, and most recently in 2010. Thus far, all attempts have failed. Furthermore, the Senate attempted to ban online sports-
books in 2011. That measure also failed to gain sufficient support. The Brazilian Senate passed a bill in 2015 that proposed to regulate and tax online sportsbooks, and additionally creating two new lotteries.
Legal Grey Area
Former Brazilian President Dilma Rousseff vetoed the bill in

2015, and so far, online sports betting operates in a legal grey area. Although Brazilians love betting on sports events, there are not that many legitimate online sportsbooks in Brazil. Until now, Brazilian gamblers have accessed international online bookmakers that accept real money players from Brazil.
Regulations for online sports betting in Brazil Online sportsbooks that cater to Brazilian bettors need to include South American and European football betting options. A legitimate Brazilian sportsbook provides betting on Jiu-Jitsu in mixed martial arts. Several Brazilian fighters participate in the MMA; therefore, sportsbooks will need to offer bet options on the UFC, as well as, the other significant MMA associations. Other popular sports in Brazil include South American and NBA basketball, along with horseracing. Sportsbooks will need to have all online sports bets in the Portuguese language. Sites should also support online transactions in Brazilian Reais.

(MP) 846. It was subsequently signed into Law 13,756/2018 in December 2018 by the President. The law authorises online sports betting and land-based betting, however, legislation is yet to receive specific enforcement regulations enabling licenses to be granted to private betting operators. The Brazilian Ministry of Finance will be the new regulator for legal sports betting on the country. It is estimated that another two years are needed to finalise all the specific regulations. Since the Law 13,756/2018 was approved and sanctioned, the Brazilian sports betting market experienced a massive shift. There has been significant growth in advertising revenue for local soccer clubs. Increases have been noted in the number of soccer tournaments and leagues, sports ambassadors, and sponsorships. New land-based and online operations have sprung up as the projected increase in the betting volume takes effect. The new legislation sets out fixed quota betting for retail and online operators. Online operators will
be obliged to pay back at least 89% of bets handled back to the customer. Additionally, operators will have to pay a tax rate of 8% on their turnover. Out of these 8%, 3% is to be channelled into education, social security, along with law enforcement. Unexpectedly, approval of the bill was passed relatively quickly for the country, notorious for its cumbersome political system. The new political climate seems to be much friendlier towards gambling. The Senate Bill PLS 186/2014, passed this year, legalising online sports betting, online casino games and bingo was defeated by 13-2 in a senate vote.
Final Public Consultation Potential sports betting operators in Brazil are being invited to a final public consultation. It is a chance to influence and shape the new gambling rules before they are carved in stone. The Ministry of the Economy in Brazil announced the consulta-
tion regarding proposed plans, and the regulation of online and offline sports betting. Interested parties had up until the end of September to submit their proposals and counter-reactions to the new draft decree. The document was initially launched in July, and attracted 1,850 submissions, with a third of them from industry types. The draft decree was the result of the ministry’s interpretation of submissions. However, there were apparently still several areas of uncertainty.
Summary Moreover, the decree confirms both online and land operators will have to pay 1% tax on betting turnover. According to government estimates, that will work out at about 6% of the gross revenue from gambling. The draft decree does not contain any other information regarding fees or taxes; however, the government previously confirmed licensees have to pay an upfront fee of US$735, and monthly fees of BRL30k for

online operators, BRL20k for land-based, and BRL45k for both at once. Applicants for betting licenses need to provide proof of financial reserves of $1.5m to ensure bettors are paid if the bookmaker encounters financial difficulties. All advertising for betting has to be accompanied by a responsible gambling messaging, and the online operators’ home pages need to be visible. Operators will not be permitted to make fun of the cultural beliefs or traditions in Brazil, or mock people who disapprove of gambling. Operators who are flouting the rules may face penalties amounting to 100% of their gross revenue. Repeat offenders are charged double the original penalty. Betting legislation was signed into law last year, allowing two years for the government to make the final betting regulations. The plan is to prepare and finalise the rules by December 2019, ahead of a betting market launch in June 2020. The Constanta Casino was on the agenda of the Government meeting on May 8 to re-approve the technical and economic indicators for consolidation and restoration.

After a very long period of delays, changes of owners and lack of interest from local and national authorities, finally the Constanta Casino reverted to general attention. The government has decided that it is time to restore this marvelous architectural masterpiece from the seafront, a true symbol of Constanța, a symbol that is on the brink of collapse. The estimated duration of the project is 30 months (3 months for the design phase and 27 months for the execution stage). The total estimated value of the investment is 111,553,449.35 lei (VAT included).

The works will be carried out by the Ministry of Regional Development and Public Administration (MDRAP) through the National Investment Company (CNI). “In order to secure the investment objective it is proposed to carry out the consolidation and restoration works (building S + P + 1E + M, partial bridge and access ramp to the basement) and exterior ones (rehabilitation terrace platform, utilities networks, wall defense and railing).
