Santa Casa da Misericórdia de Lisboa (SCML) can look back on more than 500 years of history and work on behalf of the population in Lisbon in general, and its underprivileged and vulnerable citizens in particular. It is a commitment that has been a hallmark of the institution and the people that make it since its foundation in 1498 by Queen Leonor. Today SCML still pursues its original mission to improve the quality of life of the citizens and to contribute to the well-being of the individual as a whole. To this end, over the centuries it has expanded and restructured its models of intervention, at all times seeking the most adequate social responses to each given situation in its history. Best known for its social welfare work, Santa Casa is also active extensively in the fields of health, education, teaching and research, culture, entrepreneurism and social economics, as well as in the development of its considerable property assets, many of which have been and are bequeathed by benefactors. It is also responsible for operation of the state lottery games, thanks to an exclusive concession from the Portuguese State for the whole territory of Portugal. The revenue from the lottery games goes to worthy causes all around the country. On a daily basis Santa Casa reaches out to millions of children and young people, the elderly, the socially vulnerable and those who need better health care. Renewing their hope. A Santa Casa da Misericórdia de Lisboa (SCML) conta com mais de 500 anos de História e de Obra em prol de toda a população da capital, sobretudo dos mais desfavorecidos e desprotegidos. Um compromisso que tem sido apanágio da instituição e das pessoas que a fazem, desde a sua fundação, pela rainha D. Leonor, em 1498. Hoje, a SCML prossegue a missão original de melhorar a qualidade de vida dos cidadãos e de contribuir para o bem-estar do indivíduo no seu todo. Para tal, alargou e reformulou, ao longo dos séculos, os seus modelos de intervenção, sempre em busca das respostas sociais mais adequadas a cada momento histórico. UMA INSTITUIÇÃO PIONEIRA A PIONEERING INSTITUTION A Santa Casa da Misericórdia de Lisboa ,“a primeira misericórdia portuguesa“, foi fundada pela rainha D. Leonor, viúva de D. João II. Com o total apoio do rei D. Manuel I, a rainha instituiu uma Irmandade de Invocação a Nossa Senhora da Misericórdia. Esta Irmandade de “cem homens de boa fama e sã consciência e honesta vida” assumia então o compromisso de apoiar os mais desfavorecidos, levando a cabo 14 obras de Misericórdia:

With the full backing of King Manuel I, the queen established a brotherhood devoted to Our Lady of Mercy. Durante vários séculos muito dependente das benemerências e doações, a Santa Casa atravessou períodos de grande dificuldade financeira. Para dar continuidade à realização das boas obras, em 1783 a rainha D. Maria I concedeu à instituição a exploração de uma lotaria anual, que passou a ser uma das suas principais fontes de rendimento. Já no século XX, em 1961, surgia um novo jogo social, o Totobola, que passou a ser organizado pelo Departamento de Apostas Mútuas Desportivas. As receitas líquidas eram repartidas, em partes iguais, pela assistência em reabilitação e pelo fomento da educação física e do desporto. Tais receitas permitiram à Misericórdia de Lisboa inaugurar, em 1966, o Centro de Medicina de Reabilitação de Alcoitão, o primeiro equipamento de excelência em Portugal inteiramente vocacionado para a área da reabilitação. Ao longo do século XX, para captar novas receitas e poder dar respostas cada vez mais abrangentes às necessidades da população, instituíram-se novos jogos sociais, que a Santa Casa hoje gere e cujos resultados distribui por diversas entidades beneficiárias em todo o território nacional: o Totoloto, o Joker, a Lotaria Instantânea (conhecida como Raspadinha), a Lotaria Popular e o Euromilhões. Com uma obra e experiência ímpares adquiridas ao longo de séculos, a Santa Casa da Misericórdia de Lisboa é uma instituição de referência na sociedade portuguesa. For several centuries dependent on benefaction and donations, Santa Casa experienced periods of great financial difficulty. In order for it to continue its good works, in 1783 Queen Maria I granted Santa Casa a concession for operation of an annual lottery, which became one of its main sources of revenue. In the 20th century, in 1961 to be precise, a new state game, Totobola, was created. It was operated by the Department of Mutual Bets (Departamento de Apostas Mútuas Desportivas). The net revenue from the game went in equal parts to rehabilitation assistance and the advancement of physical education and sports. This income enabled Santa Casa da Misericórdia de Lisboa to open the Alcoitão Rehabilitation Medicine Centre in 1966, the first top-grade facility in Portugal that was entirely devoted to the area of rehabilitation. With the aim of sourcing new income and finding increasingly comprehensive responses to the needs of the population, further lottery games were created in the course of the 20th century, which Santa Casa continues to operate today: Totoloto, Joker, Lotaria Instantânea (commonly known as Raspadinha scratch cards), Lotaria Popular and Euromilhões. The revenue from these games is distributed to the various beneficiary institutions around the country. With its peerless achievements and experience acquired over centuries, Santa Casa da Misericórdia de Lisboa is a benchmark institution in Portuguese society. NATUREZA LEGAL FORM SCML is a corporation governed by private law but with recognised public utility. It is specifically governed by its articles of association and the laws that are specifically applicable to it. In accordance with the articles of association and the legislation, the government minister responsible for the area of Social Security is also responsible for oversight of SCML. In addition to the powers specifically laid out in the articles of association, this oversight includes defining the general management guidelines, supervising SCML operations and coordinating those operations with other state bodies and entities dependent on the state.

A SCML é uma pessoa coletiva de direito privado e utilidade pública administrativa, que se rege pelos seus estatutos e pela lei que lhe seja especialmente aplicável. A tutela, nos termos previstos nos estatutos e na lei, é exercida pelo membro do Governo que superintende a área da Segurança Social e abrange, além dos poderes especialmente previstos nos estatutos, a definição das orientações gerais de gestão, a fiscalização da atividade da SCML e a sua coordenação com os organismos do Estado ou dele dependentes.

GOS Apenas 29% dos resultados líquidos dos Jogos Sociais têm como destino a atividade da Santa Casa da Misericórdia de Lisboa. Os restantes 71% chegam a um conjunto de outros beneficiários que atuam nas áreas da ação social, saúde, desporto e cultura, de Norte a Sul do país

Face a inúmeras e graves carências da população, em 18 de novembro de 1783, a Mesa da Misericórdia e os Hospitais Reais de Enfermos e Expostos solicitaram à rainha D. Maria I que lhes fosse concedida permissão para instituir uma Lotaria anual. A exploração da Lotaria passou, assim, a constituir uma decisiva fonte de financiamento da Misericórdia de Lisboa, importância essa que originou, desde logo, a implementação de medidas para a preservar, nomeadamente o combate à realização de lotarias extraordinárias e à concorrência das lotarias estrangeiras. Mais recentemente, o Decreto-lei 322/91 de 26 de agosto aprovou a criação do Departamento de Jogos da Santa Casa da Misericórdia de Lisboa (SCML), que teve por objeto a exploração dos jogos sociais do Estado, sempre com base em princípios éticos de jogo responsável, padrões de segurança e qualidade internacionais. Com efeito, o Estado Português atribuiu a exploração dos jogos sociais à SCML como garante permanente da ligação dos Jogos às Boas Causas, reconhecendo o caráter de idoneidade, seriedade e de segurança demonstrado ao longo dos seus mais de cinco séculos de história.

UMA BOA APOSTA

Faced with widespread and severe want from the population, on 18 November 1783 the Board of “Santa Casa and the Royal Hospitals for the Infirm and Exposed” asked Queen Maria I for permission to run an annual lottery. The establishment of the Lottery became an important source of funding for the Misericórdia, which led to a number of measures to protect this form of funding, fighting rival lotteries that diverted funds from the Misericórdia and resisting competition from foreign Lotteries. More recently, Decree-Law no. 322/91 of 26 August 1991 approved the creation of the Games Department at Santa Casa da Misericórdia de Lisboa (SCML) to operate the state lottery games in accordance with the ethical principles of responsible gaming and international security and quality standards. The Portuguese state entrusted Santa Casa with the operation of state lotteries as a permanent guarantee of the link that exists between the Games and the Good Causes they help funding. By doing so, the Portuguese State has also wanted to recognise the impartiality, the trust and confidence that Santa Casa has been enjoying along its five centuries’old history.

A GOOD BET

Only 29% of the net income from the lottery games goes to funding Santa Casa operations. The remaining 71% is distributed to other beneficiaries active in the areas of Social Welfare, Health, Sport and Culture in all parts of the country.

The games can be purchased from a sales network of more than 4,500 Retailers and via the internet portal and mobile phones (sms) as well. The diversified offer in terms of games and distribution channels have made it possible not only to extend this form of entertainment but also to increase the public funding of social policies and the scope of SCML charitable activity within society.

O Departamento de Jogos da SCML explora atualmente, em regime de exclusividade para todo o território nacional, a Lotaria Clássica, a Lotaria Popular, a Lotaria Instantânea (Raspadinha), o Totoloto, o Totobola, o Joker e o Euromilhões, que estão disponíveis numa rede comercial que abrange mais de 4.500 mediadores, bem como através de um portal na internet e telemóvel (sms). A oferta diversificada de jogos e de canais de distribuição alternativos permitiram não só alargar o entretenimento disponível, mas também ampliar o financiamento público das políticas sociais e a dimensão da atividade da própria SCML.

The main objective of the Games’ Department is to channel the demand for gaming for money, including illegal forms, towards the legal possibilities offered by the state, with a view to ensuring responsible gaming practices so as to protect families’ assets and to return to society the money spent on gaming, both in the form of prizes and the revenue allocation to a large group of beneficiaries acting in the fields of Social Welfare, Health, Sport and Culture.

THE REVENUE OBTAINED FROM THE OPERATION OF LOTTERY GAMES IS ALMOST ENTIRELY USED TO FUND SOCIAL CAUSES: 55.5% of the gross income is returned to the players in prize money; While Jogos Santa Casa has been particularly committed to diversifying and perfecting the offer of legal games, it also strives to make them attractive, more accessible and secure, taking into account the socio-cultural customs and traditions in Portugal. Besides this, investment is channelled to offering updated technological resources to players, training actions for Retailers and improving the knowledge of all stakeholders: players, retailers and employees of the Games’ Department.

31.2% of the gross income is used to financing the state social policies, distributed amongst a wide range of beneficiaries, the most important being: Social Welfare, which receives almost 33% of the funds; Health, with 16%; Sport, with 10%; Santa Casa da Misericórdia, with approximately 29%.

A maior aposta dos JSC tem incidido numa diversificação da oferta legal e íntegra de jogos, mas também atrativa, mais acessível e segura, de acordo com os hábitos e tradição sociocultural portuguesa. Crianças e jovens de famílias fragilizadas, idosos, pessoas em risco de exclusão ou em situações de carência grave, toxicodependentes, comunidades étnicas, pessoas portadoras de deficiência e pessoas portadoras de VIH/SIDA, todos merecem o maior cuidado no dia a dia da instituição. Para cumprir a sua missão, a Santa Casa promove uma obra de grande valor no Atendimento Social no concelho de Lisboa e gere um vasto conjunto de serviços e equipamentos de Ação Social e de Saúde, de forma integrada e coordenada com outras entidades públicas e privadas.

Social Welfare is the heart of Santa Casa da Misericórdia de Lisboa operations. Every day at Santa Casa we strive to find the best social responses to situations of inequality and socio-economic deprivation, vulnerability and social exclusion, seeking the re-integration of all on an equal footing. Whether it is children and young people from vulnerable families, the elderly, people in risk of exclusion or in situations of grave need, people with addictions, ethnic minorities, people with disabilities or people with HIV/AIDS – all deserve the best day-to-day care the institution can provide. In order to fulfil its mission Santa Casa carries out work of great value in the area of Social Services in the municipality of Lisbon and manages a large network of Social Welfare and Health services and facilities together, and in coordination, with other public and private institutions.

Santa Casa performs essential work in providing assistance to the elderly in the city of Lisbon. In addition to running 15 homes, it provides home help, assisted living and temporary assisted living services for hundreds of people, as well as operating day care and social centres. It also provides a telephone assistance service that operates around the clock, 365 days a year. In this still young 21st century, the promotion of dignified, active and healthy ageing has become a central objective in SCML operations. Concern with the growing isolation and solitude of the elderly has led to the creation of the Inter-Generations Programme, which covered more than 23,000 elderly people in the city of Lisbon in 2012.

No arranque do século XXI, a promoção de um envelhecimento digno, ativo e saudável torna-se um objetivo central da atuação da SCML. É da preocupação com o crescente isolamento e solidão dos mais idosos que nasce, entre outros, o Programa Inter-Gerações, que referenciou mais de 23 mil idosos na cidade de Lisboa, em 2012.

The well-being and happiness of children and youths has always been one of the “major causes” of Santa Casa da Misericórdia de Lisboa. With its centuries of history in the field of child protection, SCML was also the first institution in Portugal to operate the “Foundling Wheel” that made it possible for mothers who did not have the economic or social means to rear new-born children to give them into the care of others. Today Santa Casa is responsible for the promotion of adoption in the municipality of Lisbon, ensuring the necessary integration and monitoring after the final legal ruling to give a child to an adoptive family. The Santa Casa supports and also, whenever necessary, takes in children and youths that are at risk or are living in vulnerable situations, in an effort to guarantee their full personal development and respective social and family integration.

Equal opportunities and respect for differences is one of the cornerstones of full citizenship. On the basis of this principle, Santa Casa endeavours to find the best social responses with a view to reintegrating all those “marginalised” by adverse life situations and prejudice. It also takes inspiration from this principle in fostering the development and potential of people with disabilities. SCML provides support and assistance to children, youths and adults with disabilities and their families in specialised centres, fostering rehabilitation with the aim of improving quality of life and independence in everyday life. Diariamente, a SCML promove um trabalho fundamental na área da Saúde Comunitária, na vertente preventiva e curativa, sobretudo junto da população mais desprotegida e carenciada da capital. Permite o acesso de pessoas de todo o país a serviços de excelência em Ortopedia, Medicina Física de Reabilitação e Cuidados Continuados e Paliativos. A instituição detém várias unidades de saúde dispersas pela cidade de Lisboa, unidades móveis afetas ao programa “Saúde Mais Próxima”, um programa vocacionado para os jovens, dois hospitais – o Hospital Ortopédico de Sant’Ana e o Centro de Medicina de Reabilitação de Alcoitão – e uma Escola Superior de Saúde. Abriu ainda a Unidade de Saúde Maria José Nogueira Pinto, em 2012, vocacionada para os cuidados continuados e paliativos, numa resposta à necessidade crescente desta especialidade. Every day SCML is responsible for fundamental work – both preventive and curative – in the area of Community Health, above all for the most underprivileged and needy population groups in Lisbon. BRINGING MORE HEALTH TO ALL THE POPULATION Thousands of Lisbon citizens benefit from SCML health care services. In health care units that cover the whole city, citizens have access to consultations and screenings in the most diverse specialities, alongside the other existing systems such as the Portuguese National Health System. In the course of the year the travelling Closer Health Programme covers the whole city, going to the people and encouraging them to take part in health care screenings and awareness and prevention programmes for some of the common conditions that afflict the Portuguese. Accompanied by two mobile health care units and an inflatable tent, three teams of SCML nurses visit the main residential neighbourhoods in the city, opening doors to those who wish to have a health check-up and switch to healthier lifestyles.

Maria José Nogueira Pinto, ex-Provedora da Santa Casa, dá nome à primeira unidade com vocação para cuidados continuados e paliativos da instituição, inaugurada em 2012, na aldeia do Juso, em Cascais. O novo equipamento assume uma abordagem inovadora ao integrar as componentes clínica e terapêutica nos cuidados continuados e paliativos. Os cuidados continuados e paliativos são um novo território de atuação da Santa Casa, contribuindo para a melhoria da oferta nesta especialidade e dando resposta às necessidades crescentes que se registam em Portugal.

Maria José Nogueira Pinto, a former President of Santa Casa, has lent her name to the institution’s first health unit specialising in continued and palliative health care. It was opened in the village of Juso in Cascais in 2012. The new facility takes an innovative approach by integrating the clinical and therapeutic components of continued and palliative care. Continued and palliative treatments are a new field for Santa Casa and represent an improvement in the offer in this area of specialisation, in response to the growing needs identified in Portugal.

CENTRO DE MEDICINA DE REABILITAÇÃO DE ALCOITÃO (CMRA) O CMRA é reconhecido a nível nacional e internacional pelos cuidados especializados que presta no domínio da medicina física e de reabilitação, em regime de internamento e ambulatório. Recebe pessoas portadoras de deficiência física e multideficiência congénita ou adquirida, vindas de todo o país. Inaugurado a 2 de julho de 1966 pela SCML, foi o primeiro centro totalmente dedicado à reabilitação. Em 1957, a Santa Casa foi também precursora na formação de profissionais de saúde da área de reabilitação, com a abertura dos primeiros cursos, no país, de Fisioterapia e Terapia Ocupacional e, mais tarde, em 1962, de Terapia da Fala. Com o lema “Excelência em Reabilitação”, o CMRA é líder no diagnóstico, tratamento e acompanhamento de pacientes, no desenvolvimento e investigação e na formação de profissionais de saúde nas áreas da reabilitação.

ALCOITÃO REHABILITATION MEDICINE CENTRE (CMRA) CMRA is recognised nationally and internationally for its specialised treatments in the field of physical medicine and rehabilitation – both for in-patients and out-patients. It receives people with congenital or acquired physical disabilities and multi-disabilities from all over the country. Opened by SCML on 2 July 1966, CMRA was the first centre in Portugal totally dedicated to rehabilitation. In 1957 Santa Casa was also a forerunner in the training of rehabilitation professionals with the launch of the first Physiotherapy and Occupational Therapy courses in Portugal, followed in 1962 by the first Speech Therapy course. Under the motto “Excellence in Rehabilitation”, CMRA leads the field in the diagnostics, treatment and monitoring of patients, research and development and the training of health professionals in the areas of rehabilitation.

ESCOLA SUPERIOR DE ENSINO DE ALCOITÃO (ESSA)

Integrada no universo da SCML, a Escola Superior de Ensino de Alcoitão é um estabelecimento de ensino superior particular, pioneiro em Portugal na formação de fisioterapeutas, terapeutas ocupacionais e terapeutas da fala. Desde a sua criação, é uma referência nesta área, celebrando vários protocolos internacionais, nomeadamente com os PALOP. A ESSA possui um corpo docente com cerca de 100 académicos e profissionais de saúde, entre os mais qualificados a nível nacional que, em conjunto com formadores externos, ministram cursos a mais de 500 alunos de licenciatura, pós-graduação e mestrado.

An integral part of SCML universe, Alcoitão College of Health (ESSA) is a private higher education establishment that plays a pioneering role in the training of physiotherapists and occupational and speech therapists. It has been a benchmark in this area since it was opened and has signed several international protocols, particularly with Portuguese-speaking countries in Africa. ESSA has a teaching staff of some 100 health academics and professionals, some of which are the most highly qualified in Portugal. Together with external trainers, they administer courses to more than 500 undergraduate, post-graduate and Master’s students.

Pela primeira vez na sua história, e a partir de 2013, a Santa Casa investe diretamente na investigação científica e médica de excelência através da criação dos maiores prémios para trabalhos em Neurociências desenvolvidos em Portugal. Os PRÉMIOS SANTA CASA NEUROCIÊNCIAS, iniciativa do Provedor da instituição, Pedro Santana Lopes, são uma aposta ambiciosa na promoção de melhores cuidados de saúde no país. Um total de 400 mil euros por ano, distribuídos por dois galardões de 200 mil euros para duas áreas de atuação da instituição consideradas prioritárias: o Prémio Melo e Castro, para a descoberta de soluções para a recuperação de limitações motoras e fisiológicas causadas por lesões vertebro-medulares; e o Prémio Mantero Belard, para a compreensão das causas, prevenção, tratamento e cura de doenças neurodegenerativas associadas ao envelhecimento, como Parkinson e Alzheimer.

A APOSTA NA INVESTIGAÇÃO CIENTÍFICA E MÉDICA DE EXCELÊNCIA

For the first time in its history, from 2013 onwards Santa Casa will be investing directly in scientific and medical research of the highest standards, through the creation of the most important prizes for neuroscience work carried out in Portugal. The PRÉMIOS SANTA CASA NEUROCIÊNCIAS (Santa Casa Prizes for Neuroscience), an initiative developed by SCML President, Pedro Santana Lopes, constitute an ambitious endeavour to promote the best health care practices in the country. A total of EUR 400,000 has been allocated each year, for two prizes of EUR 200,000 each in the two fields the institution considers to be priority areas: the Melo e Castro Prize for the discovery of solutions for the motor and physiological recovery from limitations caused by spinal cord injuries; and the Mantero Belard Prize for the understanding of the causes, prevention, treatment and cure of neurodegenerative diseases associated with ageing, such as Parkinson’s and Alzheimer’s.

The advancement of mankind through access to culture has taken on a role of ever-growing importance in the history of Santa Casa da Misericórdia de Lisboa, in line with the stipulations in the institution’s articles of association. In response to the challenges we face in the 21st century, SCML has striven to develop and enhance its unique heritage and to make the most of the São Roque complex, investing also in the support of Portuguese culture and music. Since its foundation in 1498, Santa Casa has amassed considerable historical, artistic and documental heritage assets, including the collections of the Museum and Church of São Roque (which was listed as a protected National Monument in 1910), the Historical Archives, Library, the Monastery of São Pedro de Alcântara and a collection of properties of particular historical and architectural interest. These assets are, to a large extent, the result of the generosity of benefactors who have bequeathed their possessions to the institution over the centuries. Reflecting the care it demonstrates in the conservation of its own assets, SCML has also become involved in the restoration of the artistic and cultural heritage in all parts of the country, under the motto “Caring for Our Heritage”.

A promoção do Homem através do acesso à cultura tem vindo a ocupar um papel de crescente relevo na história da Santa Casa da Misericórdia de Lisboa (SCML), de acordo com o que determinam os Estatutos da instituição. Em resposta aos desafios do século XXI, a SCML tem procurado valorizar o seu legado patrimonial único e dinamizar o complexo de São Roque, investindo também no apoio à cultura e à música nacional. Desde a sua fundação, em 1498, a Santa Casa reuniu um vasto património histórico, artístico e documental, do qual se destacam os acervos do Museu e da Igreja de São Roque (classificada como Monumento Nacional em 1910), o Arquivo Histórico, a Biblioteca, o Convento de São Pedro de Alcântara e um conjunto de imóveis com particular interesse histórico e arquitetónico. Este património resulta, em grande parte, da generosidade de beneméritos que, ao longo dos séculos, confiaram os seus bens à instituição. À semelhança do cuidado demonstrado na preservação do conjunto dos seus bens, a SCML associa-se ainda à reabilitação do património artístico e cultural um pouco por todo o território nacional, ao encontro do seu lema “Cuidamos do nosso Património”.

O Museu e a Igreja de São Roque são símbolos maiores do património cultural da Misericórdia de Lisboa e dos mais relevantes museus-monumentos do país. A Igreja é contígua ao espaço da antiga Casa Professa da Companhia de Jesus que a Santa Casa recebeu por doação régia, em 1768, e que hoje integra serviços do museu e da instituição. No seu conjunto, igreja e museu representam 500 anos da história do país e do mundo, em obras de arte provenientes da antiga Ermida Manuelina de São Roque, do espólio da Companhia de Jesus, reunindo também importantes testemunhos da história da Santa Casa. O museu, um dos mais antigos da cidade, abriu ao público em SÃO ROQUE 1905, com a designação de CHURCH Museu do Tesouro da Capela de AND MUSEUM São João Batista, tendo sido precisamente criado para receber a coleção de arte italiana resultante da encomenda régia que acompanhou a edificação desta capela, considerada uma obra de arte total do barroco. A capela foi alvo de um cuidado processo de requalificação, concluído em 2012, que lhe devolveu o esplendor, encerrando a beneficiação geral da Igreja de São Roque. “A Encomenda Prodigiosa – Da Patriarcal à Capela de São João Batista”, mostra patente de 27 de junho a 29 de setembro de 2013, constitui um momento alto na celebração deste restauro. A exposição conjunta da Santa Casa e do Museu Nacional de Arte Antiga complementa-se em dois polos, para dar a conhecer a Capela de São João Batista e a produção do tesouro que acompanhou esta obra magistral. Ao longo do século XX, o museu foi também objeto de várias remodelações, duplicando a área de exposição permanente. Hoje apresenta uma das mais completas coleções de arte sacra existentes em Portugal, da pintura à escultura, dos relicários e da ourivesaria aos têxteis e ao património epigráfico, dinamizando uma programação diversificada, desde a organização de visitas guiadas gerais e temáticas à proposta de jogos, ateliês e workshops de arte, tanto para o público adulto como infantil.

The Church and Museum of São Roque (St. Rochus) are important symbols of the cultural heritage of Santa Casa de Misericórdia de Lisboa and one of the most important museums/monuments in the country. The church adjoins the site of the former Casa Professa or motherhouse of the Jesuit Order that was given to Santa Casa by royal donation in 1768 and today houses the museum and other institution departments. Together, the church and museum represent 500 years of Portuguese and world history, with works of art from the former Manueline Chapel of São Roque, the collection of the Jesuit Order and also including important testimonies from the history of Santa Casa itself. The museum, which is one of Lisbon’s oldest, opened to the public in 1905 under the name Museu do Tesouro da Capela de São João Batista, as it was created especially to house the collection of Italian art resulting from the royal commission for the erection of the chapel of São João Batista (St. John the Baptist), which is today considered a total work of Baroque art. The chapel underwent a meticulous restoration process that was completed in 2012, returning it to its original splendour and also concluding the overall restoration of the Church of São Roque. “The Prodigious Commission – From the Patriarchal Basilica to the Royal Chapel of Saint John the Baptist”, an exhibition that will run from 27 June to 29 September 2013, represents a high point in the celebration of this restoration project. The exhibition, organised jointly by Santa Casa and the Museu Nacional de Arte Antiga, will be held on two complementary sites, showcasing the chapel of São João Batista itself and the production of the treasures that constitute this masterful work. Throughout the 20th century the museum also underwent a number of remodelling projects which doubled the exhibition space. Today it houses one of the most comprehensive collections of sacred art in Portugal – from painting and sculpture through relics and gold and silver work to textiles and printed works. It organises a diversified programme that ranges from general and themed guided tours to art-based games, courses and workshops for both adults and children.

ARQUIVO ARCHIVES A documentação histórica da SCML é constituída por documentos em papel, pergaminho, fotografias e registos sonoros, organizados ao longo de cerca de 3,5 km de prateleiras. A formação deste arquivo começou em finais do século XV, com a fundação da Santa Casa. No acervo, destacam-se documentos relacionados com a proteção aos mais necessitados, testamentos de benfeitores, processos relativos à lotaria ou à sessão do “Cartório” (antigo arquivo). Merece particular relevo o conjunto de Compromissos da Santa Casa - o mais antigo remonta a 1502. Este serviço é também responsável pela preservação e tratamento técnico da biblioteca de Livro Antigo, que engloba exemplares impressos do período entre os séculos XV e XIX.

SCML historical documentation is made up of documents on paper and parchment, photographs and recordings, which are organised over some 3.5 km of shelves. The archives date back to the end of the 15th century, when Santa Casa was founded. The collection includes documents related with the protection of the needy, the wills of benefactors, processes relating to lottery games and the “Registry” (the old archives). Of particular interest are the “Commitments of Santa Casa”, the oldest version of which is from 1502. The archives department is also responsible for the conservation and technical treatment of the Old Book library, which houses printed works from the 15th to the 19th century.

LIBRARY A Biblioteca da SCML foi criada em 1979, para possibilitar o acesso a recursos bibliográficos e documentos necessários ao estudo de temas relacionados com as áreas de ação da instituição: da Ação Social à Educação, Saúde, Direito, Emprego e Trabalho, assim como a História das Misericórdias. Tem à sua guarda o acervo bibliográfico dos séculos XIX a XXI. Abre portas ao público, no Largo Trindade Coelho, para a consulta, estudo e investigação, disponibilizando o seu Catálogo online em http://biblio.scml.pt, o acesso à Biblioteca do Conhecimento Online (Sala de Leitura), empréstimo domiciliário e interbibliotecas e a reprodução documental.

SCML Library was established in 1979 in order to provide access to bibliographic resources and documents necessary for the study of matters related with the institution’s areas of operation, from social welfare to education, health, law, employment and labour, as well as the history of the Misericórdias. It houses books published from the 19th century to today. The library on Largo Trindade Coelho in Lisbon is open to the public for consultation, study and research purposes, with its catalogue available for online consultation at http://biblio. scml.pt. It also provides access to the Online Knowledge Library (Reading Room), offers a home and inter-library book lending services and produces copies of documents.

O Serviço de Públicos e Desenvolvimento Cultural tem como função dar a conhecer o património com valor histórico e artístico da SCML, promovendo a partilha de ideias e conhecimentos. Organiza atividades dirigidas ao público infantojuvenil e adulto – nomeadamente visitas guiadas em vários idiomas, de caráter geral e temáticas, ateliês e workshops, ações de formação dirigidas a profissionais do setor turístico e da área da educação, ciclos de conferências, entre outras iniciativas.

AO SERVIÇO DOS PÚBLICOS IN THE SERVICE OF OUR PUBLICS The Publics and Cultural Development Department promotes the SCML assets that have a historical and artistic value, fostering the sharing of ideas and knowledge. It organises activities aimed directly at children’s, youth and adult groups – namely guided tours in various languages, general and themed tours, courses and workshops, training actions for tourism and teaching professionals, conference cycles and other initiatives.

Criado em 2006, o Centro Editorial promove, coordena e executa o plano editorial da SCML, através da publicação de edições nas suas áreas de atuação, da Ação Social à Saúde, Cultura e Educação. Tem vindo a criar um conjunto de coleções, para o público em geral, que desvendam a história, a atividade diversificada e o património singular de uma instituição com mais de cinco séculos de existência. Livros que dão a conhecer o passado e o presente da Misericórdia de Lisboa, de que são exemplos as coleções “Cadernos Solidários SCML” e “Beneméritos SCML”. O Centro Editorial concebe, coordena e edita ainda a “Cidade Solidária” - Revista da Santa Casa da Misericórdia de Lisboa -, uma publicação semestral, de natureza técnica.

Set up in 2006, the Publishing Centre promotes, coordinates and executes the SCML publishing programme, publishing works on areas in which the institution operates – from Social Welfare to Health Care and from Culture to Education. It has been publishing works in a series of collections for the general public showcasing the history, diversified activities and unique heritage of this institution that is more than five hundred years old. They are books that illuminate the past and present of Santa Casa, for example in collections with titles such as “Cadernos Solidários SCML” (SCML Notebooks on Solidarity) and “Beneméritos SCML” (SCML Benefactors). The Publishing Centre also conceives, coordinates and publishes the half-yearly magazine “Cidade Solidária – Revista da Santa Casa da Misericórdia de Lisboa” which reports on the institution’s specific actions.

Santa Casa owns a considerable and diversified property portfolio, particularly in Lisbon but also throughout the whole country. Some 93% of these properties are the result of the trust of our benefactors – men and women who have bequeathed or donated their assets to our institution in the certainty that they would be used to the benefit of the needy. In many of these properties we have installed homes, crèches, health care units and other SCML services. Examples of this are Sant’Ana Hospital (bequeathed by Claudina Chamiço), Dr. José Domingos Barreiro Health Unit and Faria Mantero Home, to name but a few. Varying greatly in styles and types, these properties are a testimony to the collective memory of the institution and at the same time reflect the evolution of Portuguese architecture from the 16th to the 20th century. Other properties are rented out for housing and services purposes (commerce and offices). The Property Management and Heritage Department is responsible for managing these properties, respecting the obligations assumed in relation to the benefactors and with the aim of generating revenue that can be reinvested in the Good Cause supported by the institution. This business is, indeed, one of Santa Casa’s mains sources of income. The Urban Rehabilitation Programme was launched in 2012 with a view to enhancing and developing the institution’s property assets. It is an urban regeneration programme for Lisbon that will be reflected not only in the renewal of the city but also in the improvement of the quality of life for the city’s population.

A Santa Casa é detentora de um vasto e diversificado património imobiliário, sobretudo em Lisboa, mas que se estende por todo o território nacional. Resulta, em cerca de 93%, da confiança dos seus beneméritos, homens e mulheres, que entregaram à instituição os seus bens, na certeza de serem colocados ao serviço de quem mais precisa. Em muitos destes edifícios estão instalados lares, creches, unidades de saúde e demais serviços da SCML. São disso exemplo o Hospital de Sant’Ana (legado de D. Claudina Chamiço), a Unidade de Saúde Dr. José Domingos Barreiro e a Residência Faria Mantero, entre muitos outros. De épocas e tipologias muito variadas, este conjunto de edifícios constitui um testemunho da memória coletiva da instituição, e expressa, em simultâneo, a evolução da arquitetura portuguesa entre os séculos XVI e XX. Outra parte do património imobiliário destina-se ao arrendamento para habitação e serviços (comércio e escritórios). É ao Departamento de Gestão Imobiliária e Património que cabe gerir estes imóveis, no respeito das obrigações assumidas com os beneméritos, tendo como objetivo gerar receitas que possam ser reinvestidas nas Boas Causas apoiadas pela instituição. Esta constitui atualmente, aliás, uma das principais fontes de rendimento da Santa Casa. Para valorizar o património da instituição foi lançado, em 2012, o “Reabilitar”, um amplo programa de reabilitação urbana em Lisboa, com reflexo não só no rejuvenescimento da cidade, mas também na melhoria da qualidade de vida da população da capital.

A Santa Casa da Misericórdia de Lisboa tem vindo a reforçar a aposta no Empreendedorismo, criando novas ferramentas de apoio a ideias de negócio geradoras de valor social e economicamente sustentáveis, em particular de pessoas em situação precária ou desempregadas. Para tal, em 2013 lançou um Banco de Inovação Social (BIS), para ajudar e acompanhar a concretização de 30 projetos empreendedores, escolhidos entre 700 propostas apresentadas a concurso, vindas de todo o país. Entre outras, o BIS apoia ideias que possam contribuir para dar resposta a quatro necessidades sociais prioritárias: a promoção de um envelhecimento ativo; o combate ao abandono escolar; o combate ao desperdício; e o combate ao desemprego. O BIS é uma plataforma única, que reúne a administração pública, sociedade civil, IPSS, empresas e bancos, e agrega diferentes ativos dos parceiros, colocando-os ao serviço dos empreendedores e dos projetos apoiados: seja apoio logístico, financeiro, de ciência e tecnologia, contabilidade, design e marketing, jurídico, entre outros. Além da Santa Casa da Misericórdia de Lisboa, integram a rede o Ministério da Solidariedade e Segurança Social, a Câmara Municipal de Lisboa e a de Cascais, o Montepio, o IAPMEI, o ACIDI, a CIG, a AICEP, a CASES, o IEFP, o INATEL, o IPDJ, o IADE, a Universidade Técnica de Lisboa, o The Lisbon MBA, a Associação Cais, o Instituto para o Empreendedorismo Social, o Uniaudax (ISCTE), o Instituto Padre António Vieira, a ANDC, a Federação Nacional das Associações de Business Angels, a Fundação Fernando Pombo, a BDO e o Action Tank Portugal. Um Polo formado por empreendedores de iniciativas anteriores da Santa Casa, bem como uma bolsa de tutores voluntários, vão contribuir também para dar apoio e mentoring aos empreendedores do BIS. A Santa Casa criou, ainda, o primeiro Fundo de Investimento Social do país vocacionado para apoiar financeiramente projetos de inovação e de empreendedorismo com valor social.

Santa Casa da Misericórdia de Lisboa has been strengthening its commitment to Entrepreneurism, creating new support instruments for business ideas that generate social value and are economically sustainable, in particular coming from people in precarious work situations or the unemployed. In 2013 it launched a new Social Innovation Bank (BIS) to support and assist in the realisation of 30 entrepreneurial projects chosen from a total of 700 proposals submitted to a competition from all around the country. Amongst other things, BIS provides backing for ideas that may help to provide responses to four priority social needs: promotion of active ageing; combating early school leaving; combating waste; and combating unemployment. BIS is a single platform that brings together the public administration, civil society, voluntary organisations, enterprises and banks, pooling the various assets of the partners and making them available to the entrepreneurs and projects deemed worthy of support. The support may take the form of assistance with logistical, financial, scientific and technological, accounting, design and marketing or legal matters. In addition to Santa Casa da Misericórdia de Lisboa, the other members of the network are: the Ministry of Solidarity and Social Security; Lisbon City Council; Cascais City Council; Montepio; IAPMEI; ACIDI; CIG, AICEP; CASES; IEFP; INATEL; IPDJ; IADE; Technical University of Lisbon; The Lisbon MBA; Associação Cais; Institute for Social Entrepreneurism (IES); Uniaudax (ISCTE); Padre António Vieira Institute; ANDC; National Federation of Business Angels Associations; Fernando Pombo Foundation; BDO; and Action Tank Portugal.
