STRATEGIC WORKING GROUPS This summer the Columbus Partnership began to implement three member-led working groups that will structure and guide our work through the next year and beyond.

The Governance and Membership working group, chaired by Nancy Kramer, will evolve the structure and governance policies of the Partnership, analyze and update the charter and bylaws to reflect the best possible model and engage in succession planning. Additionally, a formal finance committee is being led by Mark Howard of Nationwide.

PPE SAFETY TOOLKITS This summer, One Columbus distributed PPE Safety Toolkits, donated by JobsOhio, to assist small businesses throughout the Region. These PPE Safety Toolkits provide PPE resources to stay protected and operate within the State’s safety guidelines. With help from the Columbus Urban League, the Columbus Chamber of Commerce, the Hispanic Chamber of Commerce and local economic development partners, nearly 3,000 toolkits were distributed to small businesses throughout the Columbus Region. Each toolkit included 100 masks, 10 KN95 masks and hand sanitizer.
EQUITY ALLIANCE The Franklin County Board of Commissioners, One Columbus and the Columbus Urban League are collaborating in a historic partnership dedicated to supporting black and underutilized businesses diminished by the economic injury of systemic racism and the impact of COVID-19. The new Franklin County Business Growth and Equity Alliance (the Equity Alliance) focuses on implementing economic equity and shared prosperity strategies. The priority initiative was to establish the Franklin County Community Equity Fund to provide grants to small blackowned businesses, laying the foundation for a Community Development Financing Institution (CDFI) to serve the unmet credit needs of low and moderate wealth communities.
PUBLIC POLICY With new leadership in the Ohio House of Representatives, the Columbus Partnership has worked to ensure that advocacy is community-focused and solution-oriented as we direct our efforts towards this year’s election, the COVID-19 pandemic, economic challenges and the fight for racial equity.
2020 ELECTION The upcoming election will have major significance for Columbus. City of Columbus Issue 2 A top priority for the Partnership this election season has been to work in collaboration with leaders across the community on Columbus Issue 2. Issue 2 is a charter amendment that, if passed in November, would establish an independent civilian review board and Inspector General for the Columbus Division of Police. Columbus is the only major metropolitan in the United States that does not have civilian oversight of police. Through a broad coalition of elected officials, business leaders, community organizers, and faith leaders, we believe that in November we can bring about this crucial change in the continued pursuit of racial justice in Columbus. Connectivity with Candidates The Partnership’s public policy team has continued to connect with candidates on both sides of the political aisle who are running to represent local communities and the State of Ohio.

City of Columbus Issue 1 With a commitment to sustainable energy, the Partnership has continued to promote economic prosperity via renewable energy aggregation by supporting ballot Issue 1. This ballot initiative, if passed, would allow Columbus residents and businesses to pay competitive consumer electric rates for clean energy. This proposal would generate $1 billion in new investments in Ohio and generate hundreds of construction jobs and many permanent jobs. Franklin County Issue 24 The Partnership supports Franklin County Issue 24, which will guarantee that ADAMH has resources to ensure the operation of mental health, alcohol and drug addiction programs for children, adults and families are a priority in the region. This year’s only county-wide issue campaign includes the funding of addiction programs for children, adults and families including crisis, residential and outpatient treatment programs, school and communitybased prevention programs and patient housing support.
LEGISLATIVE UPDATE AND COMPETITIVENESS COUNCIL The introduction of new Ohio House Speaker Bob Cupp has ushered in a spirit of renewed collaboration at the Statehouse. Our team is looking forward to continuing to foster relationships with every sector of government, including this new Statehouse administration. The Columbus Region Coalition continues its work to identify legislative priorities that affect economic advancement in our region. As we look towards a post-election lame duck session, we will continue to advocate for our priorities in a potential capital budget, tax issues and other legislative actions.
COVID-19 As we continue to face the health and economic ramifications of COVID-19, the Columbus Partnership has worked with elected leaders to protect Ohioans through: •

The passage of House Bill 606, which provides civil immunity to the health care community, businesses, schools and individuals from lawsuit arising out the pandemic Continued advocacy on municipal income tax issues to ensure that our tax structure allows for economic recovery. This work aligns business groups under a long-term statewide tax policy that provides clarity for businesses and cities regarding remote worker tax issues that are tied to the Governor’s Emergency Order In-depth discussions with all sectors of government to identify solutions to COVID-19 disparities
PLANNING AND DEVELOPMENT Development projects continued to make progress in the second quarter. In conjunction with governmental agencies and local partners, the Partnership maintains focus on transformational projects that will have lasting impacts on the Columbus Region.
DEVELOPMENT UPDATES OSU Innovation District
Visible progress can be seen at the corner of Lane Avenue and Kenny Road as The Ohio State University continues to build its Interdisciplinary Research Facility. Co-located in the new facility will be the Energy Advancement & Innovation Center which will focus on smart energy systems, renewable energy and green mobility solutions. The Partnership continues to assist OSU in partnering with the City of Columbus, JobsOhio and other potential funders to ensure public infrastructure is available to complement this once-ina-generation development.
Scioto Peninsula
Community leaders came together for a unique virtual groundbreaking of the mixed-use development, The Peninsula. The 26-acre site will feature a 240,000 square feet office building, an 8-story, 400-room hotel by Rockbridge and two buildings of residential units, including workforce housing. Upon complete buildout, The Peninsula will serve as one of Columbus’ signature neighborhoods and feature 2 million square feet of office, 1,800 residential units, 200,000 square feet of retail and 400 hotel rooms.

Affordable Housing
Efforts continue to strengthen the partnership between CDDC, the City and Partnership members to increase affordable housing opportunities downtown. Land assembly continues and in close consultation with the City, CCDC’s goal is to identify a 100-unit project downtown which will feature units at 60, 80 and 100 percent of area median income. Additionally, the Partnership is working with MORPC on next steps from its recently released Regional Housing Strategy for Central Ohio report, which can be found at morpc.org.
Northwest Corridor
The Partnership supports MORPC on its Northwest Corridor Executive Committee. Community input is currently being collected and will help shape future decisions designed to create economic and housing opportunities in the community. Planning efforts have also commenced for the next corridor (East-West), which will focus on routes along West Broad Street, East Broad Street and East Main Street.
SMART COLUMBUS Smart Columbus was founded on the premise that together, our community can use technology and innovation to counter the disruptions impacting our residents and our region. This year has brought more disruption than anticipated, but the challenges provide us with new ways to think about Smart Columbus and its potential impact. Following is a summary of Smart Columbus Q3 activities, and a look at promising initiatives that will inform the mission and scope of Smart Columbus 2.0.
USDOT PROJECTS IN LINDEN The pandemic has impacted the ways we implement projects within the U.S. Department of Transportation grant portfolio, but the team has worked to quickly pivot to continue to serve the grant’s mission to improve quality of life through access to mobility. In July, Mayor Andrew J. Ginther joined community leaders to unveil three pilots that seek to improve mobility, road safety, and community food support in Linden: • Initially closed to the public to observe social distancing policies, the Linden LEAP self-driving shuttles have been recommissioned to transport pre-packaged food boxes from St. Stephen’s Food and Nutrition Center to the Rosewind Community Center. • Installations are underway so that residents may participate in the Connected Vehicle Environment. The equipment will provide real-time safety alerts intended to help drivers make more informed decisions while driving through Linden. The pilot will also enable Smart Columbus to hire up to 10 individuals as “Connected Vehicle Technicians In-Training” during the study. • Smart Mobility Hubs are now open at Columbus State Community College, Linden Transit Center, St. Stephen’s Community House, the Columbus Metropolitan Library’s Linden Branch, COTA’s Northern Lights Park and Ride, and Easton Transit Center.

ELECTRIFICATION AND DECARBONIZATION Smart Columbus has partnered with AEP Energy to establish a community grant program whereby a portion of the income from the City of Columbus’ Community Choice Aggregation program will be dedicated to achieving the city’s carbon reduction goals. These funds have the potential to fund continued Smart Columbus programming in the arenas of electrification, residential solar generation, residential energy efficiency in opportunity neighborhoods and more. Smart Columbus has also earned approval from the Public Utilities Commission of Ohio (PUCO) to act as an Energy Aggregator and Power Broker. Corporate and industrial organizations can now purchase Retail Renewable Energy from Smart Columbus Energy just as they purchase traditional energy today, and at a cost that is comparable to current electricity prices, which are at a historic low. With the commitments we secure, AEP Energy is investing in new wind and solar projects in the state of Ohio to fulfill the energy demand. The brokerage fee paid to Smart Columbus Energy is used to fund initiatives in pursuit of prosperity for Central Ohio residents.
SMART COLUMBUS 2.0 The team has worked with Mayor Ginther’s office and our Executive Committee to develop a framework for the next evolution of Smart Columbus. As we look to the future, we see sustainability, connectivity and innovation as key focus areas.
SMART COLUMBUS (cont.) NEW POWER MODEL FOR COMMUNITY SERVICE To further advance the innovation response to community problems, Can’t Stop Columbus is exploring how to leverage the skilled talent in our partner companies to develop technology solutions. Skilled volunteering can enable our region to rapidly address immediate needs and also deliver solutions that create long-term efficiencies and solve problems for the long-term. We look forward to working with Partnership companies on this in the months ahead. Can’t Stop Columbus also participated in intensive training with The Columbus Foundation to better learn how to leverage human-centered design to benefit the people of our region.

LEADERSHIP DEVELOPMENT YOUNG AMERICAN LEADERS PROGRAM In the face of the pandemic, our partners at the Harvard Business School have organized a number of virtual sessions gathering YALP cohorts from around the country. In July, the group studied and discussed Singapore’s development and launch of the first Bluetooth based contact tracing system, TraceTogether, a beta for the world designed to limit to the spread of COVID-19. Locally, with support from the Columbus Foundation, Columbus YALPers exclusively gathered for a discussion with Bina Venkataraman, author of the Optimist’s Telescope and editorial page editor for the Boston Globe. The group had an inspiring dialogue about the premise of the book and the role of optimism as we plan our present and future.
YPO In September, we resumed hosting the In the Boardroom Series with members of YPO with a conversation with Alex Fischer. As we begin to look ahead to 2021, we will be calling on members of the Partnership to host these roundtable discussions to share their career journey and leadership lessons with this group of next generation leaders in our community.

THE EDGE SISTERS
In September, the mixed-use development project on the Scioto Peninsula broke ground. Led by the Columbus Downtown Development Corp. alongside both public and private partners, the project signifies a significant reinvestment in the area as well as a way to meet the demand for pedestrian-friendly urban destinations. For more details on the project, see pg.10.
This summer, a group of women leaders in our community began meeting monthly to share ideas about how they can lean in more to a variety of community issues. Dubbed the Edge Sisters, the informal group kicked off their first engagement by bringing White Fragility author Robin DiAngelo “in” (virtually) to speak to anyone who was interested. Members of the gorup include Sandy DoyleAhern, Tanny Crane, Jane Grote Abell, and Francie Henry.

The first weekend of August in Columbus is usually marked by thousands of bicyclists hitting the streats for Pelotonia’s annual ride. This year, participants mobilized over the three days in various ways to fundraise for and bring awareness to cancer research.
BIG LOTS / NVMM PARTNERSHIP Through point-of-sale donations, Big Lots customers raised more than $1.4M earlier this summer to support the National Veterans Memorial and Museum, which was closed for a few months due to the pandemic.
COVID-19 EMERGENCY RESPONSE FUND The Columbus Foundation established the Emergency Response Fund on March 9 to help nonprofits in Franklin County assist those in our community affected by the pandemic. As of August 31, the fund had granted more than $5.6 million to more than 150 organizations.
