The Australia Day Awards in January this year once again recognised the contributions of respected members of the Chung Wah Association. This year, Dr. Bob Chin Huat Tan became a member of the Order of Australia for his meritorious contributions and voluntary service to the Perth Chinese community. Dr. Tan is the chairperson of the Chung Wah Council of Elders and he is the third member of Chung Wah Association to be awarded this honour.

2018年的澳大利亚日,中华会馆的元老会主席,陈振发医生获颁澳大利亚勋位勋章 Medal of the Order (OAM),成为中华会馆贡献者第三位获此勋章。

The Order of Australia Nomination and Appointment of OAM

In the Australian honours system, appointments to the Order of Australia confer the highest recognition for outstanding achievement and service.

Her Majesty Queen Elizabeth II established this system of honours and awards on 14 February 1975. Prior to 1975, Australians were recognised under the British honours system, also known as the Imperial Awards.

There are two divisions of the Order of Australia: the Civil or General Division and the Military Division. The General Division of the Order of Australia has fi ve levels originally: Knights / Dames of the Order; Companion of the Order (AC); Offi cer of the Order (AO); Member of the Order (AM) and Medal of the Order (OAM). The rank of knighthood from the Order of Australia was scrapped in 1986. It was reinstated by former Prime Minister Tony Abbott in 2014, but was removed from the list by current Prime Minister Malcolm Turnbull in November 2015. Nominations for awards in the General Division of the Order of Australia come directly from the community. Nominations are considered by the Council for the Order of Australia, which makes recommendations direct to the Governor-General. The Council meets twice a year. There are 19 members, including representatives of every state and territory, public offi ce holders (ex-offi cio) and community representatives. The Governor-General on the recommendation of the Prime Minister appoints the community representatives on the Council.

Appointments in the Order of Australia are not made posthumously. However, a nomination will be considered if the person is alive when the nomination form is received by the Australian Honours and Awards Secretariat at Government House in Canberra.

The awards are generally announced on Australia Day (26 January) and on the Queen’s Birthday public holiday (June).

澳大利亚勋章 澳洲勋章如何选定?

每一年的澳大利亚国庆日和女王生日,澳大利亚政府都会为国 家或人民作出卓越贡献或突出服务的澳大利亚公民进行表彰,并颁 发”澳大利亚勋章” (Order of Australia)。此澳大利亚勋章制度, 是由英国女王伊丽莎白二世在1975年2月14日创立的。而在此之 前,澳大利亚则是沿用英国帝国体系来表彰本国公民的。

澳大利亚勋章分为两大类:通用类和军事类,原本分为五个级 别,排名由高至低为:澳大利亚爵级勋章和女爵级勋章 Knights / Dames of the Order,澳大利亚同伴勋章 Companion of the Order (AC), 澳大利亚官佐勋章 Offi cer of the Order (AO), 澳大利亚 员佐勋章 Member of the Order(AM), 澳大利亚勋位勋章 Medal of the Order (OAM)。其中的澳大利亚爵级和女爵级勋章只限于通用 类别,在1986年曾撤销,在2014年由时任总理艾伯特宣布恢复这一 勋位,但于2015年11月又被继任的总理特恩布尔宣布取消。 如今,爵级和女爵级勋章已被删除,其余通用类的勋章的提 名来自社区。“澳大利亚勋章委员会”Council for the Order of Australia将所有递交申请的提名人选进行筛选,之后直接推荐给联 邦总督。“澳大利亚勋章委员会”一共有19名成员,他们是来自各州 和领地地区的人民以及公务员代表。人民代表由联邦总督根据总理 的提名来任命。

Since 1975, three active members of the Association have been appointed as OAM. They are Mrs. Edie Hoy Poy (1988), Mrs. Anita Chong (2015) and the most current recipient, Dr. Bob Tan.

由1975年至今,中华会馆的活跃分子中有三人曾获颁澳大利亚勋位勋章 Medal of the Order (OAM),他们分别是1988年荣获此殊荣 的“中华妈妈”阮丽茹女士;2015年有林玉莲;2018年有陈振发医生。

Bob TAN OAM

Dr Bob Tan, the chairperson of the Chung Wah Council of Elders, was conferred the Medal of the Order of Australia (OAM) as part of the 2018 Australia Day honours. Bob was awarded the medal for his service to the Chinese community in Western Australia. In addition to serving on the Chung Wah Executive Committee, Bob was active in many Chung Wah cultural activities and he actively initiated the process which led to the fundraising and subsequent acquisition of the land in Balcatta, where the current activity centre is situated. He received life membership from the Association in 2010 and is also a life member of the Royal Australian College of General Practitioners, as well as a Justice of the Peace since 1983. Bob has dedicated over 40 years to voluntary work with the Chinese, seniors and the disadvantaged in our society.

2018年澳大利亚日,中华会馆元老会 主席,陈振发医生被授予澳大利亚荣誉勋 章,以表彰他为西澳华人社区所作出的杰 出贡献。早期,Bob不仅在中华会馆的理事 会服务多年,他也活跃于组织各类文化活 动,并积极推行筹款活动落实购买中华会馆 Balcatta区的土地,及中华文化中心的所在 地。2010年,他获得了中华会馆的永久会员 荣誉。此外,他也是皇家澳大利亚普通医生 学院的永久会员。自1983年以来,他一直持 有太平绅士的身份。四十年来志愿性帮助了 不少华人、长者和弱势群体。

Anita Chong OAM

The late Mrs. Anita Chong was conferred the Medal of the Order of Australia (OAM) as part of the 2015 Queen’s Birthday Honours. Anita was awarded the medal for her service to foreign language education as a teacher, as well as to professional organisations. Anita began teaching Mandarin at the Chung Wah weekend schools in 1977 as a volunteer teacher and became the fi rst Principal in 1984 of the Chung Wah Chinese School based at West Leederville Primary School. She was a Founding and Life Member of both the Chinese Language Teachers Association of Western Australia and the Chinese Language Teachers Federation of Australia. In 2000, Anita was awarded “Outstanding Chinese Language Educator” by the government of the People’s Republic of China. In 2009, she received an Outstanding Contribution Award from the Professional Teaching Council of Western Australia. Three years later, she won the coveted MLTAWA (Modern Language Teachers’ Association of WA), Hilde Dixon Award, the highest honour for language teachers in WA.

Edie Hoy Poy OAM

The late Mrs. Edie Hoy Poy was the fi rst member of Chung Wah to be awarded the Medal of the Order of Australia for her meritorious contributions and voluntary services to the Perth Chinese community. Edie was personally vested with the Medal by Her Majesty Queen Elizabeth II at the Government House Ballroom in April 1988. This Australia Day Award was an honour which was richly deserved and proudly felt by all Chung Wah members and the Chinese community at that time. Edie worked tirelessly for over 50 years with the Chinese and other migrant communities, seniors and the disadvantaged in our society. Her active involvement in community groups, forums, workshops and public consultations was directly responsible for the development and improvement of a vast number of services and programs that benefi t both the migrant and wider communities. In 2002, Edie received the Multicultural Ambassador Award and the Western Australian Citizen of the Year Community Service Award.

已故阮丽茹女士Edie,是首位中华会馆 会员被授予澳大利亚荣誉勋章,以表彰她为 珀斯华人社区所作出的杰出贡献和志愿服 务。1988年4月,英国 Elizabeth 女王二世在 政府大楼正厅亲自为阮丽茹戴上了澳大利亚 勋章,这让当时华人社区的所有人感到无比 骄傲。Edie生平为华人及其他移民社区、长 者和弱势群体,孜孜不倦地奉献。作为一位 充满热情和敢于直言的志愿者,她的努力间 接或直接让移民以及其他少数民族所接受 的社会服务和项目得到改善。2002年,阮丽 茹被授予多元文化大使奖项,随后也在2003 年获颁西澳年度最佳公民(社区服务)。
