Night to Unite – The Best Tuesday in Blaine is August 7

Join neighbors across the City of Blaine on Tuesday, August 7 for the annual Night to Unite celebration. Enjoy a summer evening with neighbors to celebrate your community.

Night to Unite is the best Tuesday of the year in which the police and fire departments are out in full force visiting block parties and strengthening community partnerships.

The City Public Works Department will again be joining the celebration and making visits to neighborhood parties with their special monster trucks. McGruff the Crime Dog along with specialty units within the Police Department will also be out that night. For the first time this year, members of the Minnesota State Patrol will be joining the community celebration.

Take your neighborhood block party to your local park and join with other block parties for an added bonus of getting to know your greater community, make new friends and a guaranteed visit from police, fire and others. Don’t know other party hosts in your area?

No problem. Check out the map on the website for parties near you or give us a call. In The Lakes area, the pavilion rental fee for Lakeside Commons Park will be waived for that evening with attendance of more than 75 people.

It’s free to register as a block party host, and the City will provide you with some ideas and items to help with planning your block party. Each party will receive door hangers, nametags, t-shirts for the organizers, informational forms and a few other goodies.

Registration deadline is July 20. The Pet Photo Contest is back again; with prizes.

In Memory of Officer Steve Nanney

On June 15, the Blaine Community lost two of its finest members. Officer Steve Nanney and his wife Susie were killed in an off-duty motorcycle crash with another vehicle. Officer Nanney had been a dedicated servant to our Community for over ten years. Many of our youth knew him well as he was the School Resource Officer at Blaine High School for the last three years. He fulfilled this role with compassion and dedication and had a true impact with our youth. He had orchestrated the Arrive Alive Program this past school year at Blaine High School, educating our youth about the dangers of impaired and distracted driving. Susie was an Associate Professor at the University of Minnesota and was dedicated to the dietary health of children in promoting healthy lifestyles for hunger relief and school wellness. The Nanney’s gave extensively of themselves to various charitable organizations, including Special Olympics.

Prior to serving in Blaine, Steve was an Officer for the Ballwin, Missouri and Murray City, Utah Police Departments. Both Steve and Susie are originally from Missouri. Steve and Susie were well known in our Community as incredible gracious, kind, caring people. A tribute to their lives was held at Blaine High School on June 21st. They gave to various charities and strongly believed in the power of education. In a world so often filled with darkness, Officer Steve Nanney and Susie were a shining light, serving as an example of which to live by.

PGA Tour Event Coming to Blaine in 2019

Beginning in 2019, the 3M PGA Champions Tour event will become the 3M Open, a Fed-Ex Cup PGA event. The event will be held at the TPC of the Twin Cities golf course here in Blaine. The course will undergo some redesign and reconstruction in order to accommodate regular PGA tour play. See the information below on this year’s final 3M Championship.

3M Championship, July 30 – August 5 The 3M Championship returns to the Tournament Players Club, Twin Cities in Blaine this year. The 2018 tournament runs July 30 through August 5, and features several days of events leading up to three days of stroke play August 3 thru 5. Public parking is available at the Anoka County-Blaine Airport.

Schwan’s USA Cup, July 13 – 21 The annual Schwan’s USA CUP, billed as the largest soccer tournament in the Western Hemisphere will run from July 13–21 at National Sports Center. Special traffic controls will be in place on both 105th Avenue and Davenport Street near the National Sports Center.

The newly re-designed 105th Avenue will be open in time for the tournament.

Summer Fire Safety Grilling Tips Although we have had plenty of warm days to pull out the grill already, now is a good time to make sure it is ready for the days ahead.

Here are some important safety tips to remember when using the grill:

CITIZENS

• Only use a grill outside and be sure it’s at least 3 feet from any siding, deck rails or eaves. Keep kids and pets out of this 3-foot area around the grill.

ACADEMY

• Be sure to keep your grill clean.

Remove the grease and give it a cleaning after each use to reduce the chances of starting a fire.

• If you are using a gas grill, open the lid before lighting.

• For those using charcoal grills, place ashes in a metal container once they have cooled and keep them away from the house or deck.

• Keep an eye on your grill and do not walk away from it once it is lit.

Fire safety tips are almost the same for indoor cooking as they are for outdoor cooking. In fact, cooking is the leading cause of fires across Minnesota and the nation. In 2016, cooking fires accounted for 45 percent of the structure fires across the state. The top three factors in those fires were unattended equipment, having combustibles too close, and equipment that was accidentally turned on or not turned off after use.

Attention Blaine residents and those who work in Blaine. If you are interested in learning more about safety services, registration for the 2018 Blaine Citizens Academy is now open!

The eight-week course, hosted by the City of Blaine Safety Services Division, is a great opportunity for individuals to learn more about the structure and operations of the Police, Fire and Community Standards departments while participating in a variety of exciting and fast-paced activities, all in a safe and fun environment. Class is held Wednesday evenings, Sept. 5 to Oct. 24, 2018 from 6:30 to 9:30 p.m. Citizens Academy meets at a different location each week depending on the activities scheduled.

Course topics and hands-on activities include: police use of force, motor vehicle extrication, firefighting, crime prevention, fire prevention, housing maintenance, code compliance, criminal investigations, fire investigations, drug awareness, traffic stops and other emergency response.

All applicants 18 years and older are invited to apply. Class size is limited and all applicants must pass a criminal history background check. Applications can be found on the City of Blaine website and will be accepted until the class fills, so register early.

Absentee Voting

Any voter can vote before Election Day by completing an absentee ballot. In-person absentee voting will be held at Blaine City Hall and Anoka County Elections Office, or you can request an absentee ballot application at MNVotes.org or by contacting the Anoka County Elections Office. Complete and return your application as early as possible by any of the following methods: • Mail: Anoka County Elections 2100 - 3rd Avenue Anoka, MN 55303 • Fax: 763-422-7526 • Email: Send a scanned image of your application to elections@co.anoka.mn.us An absentee ballot will be mailed to you within two business days.

The absentee ballot will contain voting instructions and a return envelope. Be sure to follow the absentee instructions very carefully and return the ballot as soon as possible.

Where Do I Vote?

To find out where you vote go to www.mnvotes.org and click on Election Day Voting. Once you type in your street address you will be able to see your polling place, precinct number, driving directions, a sample ballot, and lots of other voting information.

Primary Election Information

The Primary Election will be held on August 14 and the General Election on November 6. In addition to Federal, State, County, Judicial and some School District offices, Blaine residents will be electing Councilmembers from Wards 1, 2 and 3.

Electronic Poll Book System Coming to Blaine

Beginning with the August 14 Primary Election, Blaine voters will check in at their polling place using an electronic poll book system. Also known as e-poll books, this technology has been used in several Minnesota counties since 2016 and Anoka County is just one of many counties implementing in 2018. This secure system will offer a more accurate and efficient check-in and registration process and benefit both voters and poll workers on Election Day. The e-poll books replace the paper check-in process by using iPads electronically loaded with voter rosters. Minnesota laws and rules remain the same on Election Day but the tools used to perform tasks will be automated providing the following benefits: • Voters choose any line to check-in—no more lines designated by last name • Election judges check-in registered voters via iPads rather than paper rosters • Election judges register new voters via iPads instead of paper forms • Voters will sign their name on a small slip of paper instead of the roster binder • More efficient check-in – no need to flip through pages of voter rosters • More accurate check-in –prevents voters from accidentally signing the wrong line • Registration data captured electronically - scanned directly from a driver’s license • Screen prompts guide election judges through each step virtually, eliminating administrative errors • After the election, officials are able to upload Election Day vote history and registration data into the Statewide system instead of manually entering data from paper which can take months to complete Voter registration information is never connected to the ballot counting machines or results reporting process; the two systems function independently of each other and never share information. On average, each polling place will have four e-poll books but that will vary depending on precinct size. Jurisdictions in at least 34 states currently use e-poll books and the KNOWiNK Poll Pad selected for Anoka County has been used in 23 states with over 8 million voters processed in 2016.

You may register and vote in Minnesota if you: • will be at least 18 years old on Election Day • are a citizen of the United States • will have resided in Minnesota for 20 days immediately preceding Election Day • maintain residence at the address given on the registration form

• are not under court-ordered guardianship in which the court order revokes your right to vote • have not been found by a court to be legally incompetent to vote • have been convicted of a felony, but the felony sentence has expired (completed) or have been discharged from sentence and have read and understand the statement that giving false information is a felony punishable by not more than 5 years imprisonment or a fine of not more than $10,000, or both

Blaine is now the largest City in Anoka County. The current population estimate for Blaine is 65,369, and continues to grow by approximately 1,300 residents per year. This growth is expected to continue for at least the next five years and will continue to attract quality restaurants, and shopping opportunities.

Pesticides and Our Water Don’t Mix

Green lawns are a sign of summer, but they can come at a health cost. If you’re using synthetic pesticides (herbicides, insecticides, or fungicides) on your lawn, you may be polluting our waters!

This happens because any pesticide applied to your lawn can be washed off by rain, running into our street storm drains and then our ponds, creeks or groundwater.

Pollution control methods such as stormwater ponds are used that slow down and clean up this stormwater. However, these weren’t designed to remove pollutants like pesticides. Since pesticides don’t get removed, it’s important to keep them out of our water in the first place.

So, what can you do to help keep pesticides from getting into our water (and save money doing so)?

Here are a few tips: 1. Only apply pesticides when no rain is forecasted for the next 48 hours.

2. Focus on spot treatments; zero in on weedy areas instead of applying herbicides all over your lawn. Consider if you can tolerate some weeds.

3. Buy the smallest amount of pesticides you need to accomplish your task- save money and reduce waste! If you can’t use up your pesticides, keep the labels on and store them so they don’t freeze.

4. If you do have pesticides that froze or have unreadable labels, don’t put them in the trash! Instead, bring them to the Anoka County Household Hazardous Waste Facility (763-324-3400).

5. Consider alternatives to pesticides such as hand-pulling weeds. You could even go all natural- the Environmental Association for Great Lakes Education (EAGLE) has a great overview of natural lawn care basics (www.eagleaction.wordpress. com).

Mayor’s Office Hours at City Hall

Mayor Ryan holds regular office hours the second Tuesday of each month, from 2:30 – 5PM. You can stop by Blaine City Hall, 10801 Town Square Dr. NE, and meet with Mayor Ryan on any issue you want. There is no need to call and make an appointment; visits are done on a drop-in basis.

Office visits with Mayor Ryan are held in the Laddie Lake Conference Room located on the second floor of Blaine City Hall, on the west side of the building.

Sewer Backup? Water Concerns?

Contact Public Works

Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well.

Residents with questions regarding their water should contact the Public Works Department.

The City of Blaine sponsors a recycling drop-off day the third Saturday of each month. You do not need to be a Blaine resident to bring items to the drop-off day.

You and your dog can also enjoy the Pup-arazzi photo booth, caricatures, food trucks, music by the Backyard Band, and MORE! Dog licenses are available on site with proof of vaccination.
