Residential Construction and Growth In 2020, Blaine had 270 units, the lowest number seen in a decade due to a lack of new apartment projects, however the number of residential permits were on par with the rest of the decade with 260 permits issued. The City still saw growth this year in the multifamily sector with the opening of a large senior apartment complex, The Legends of Blaine and continued construction on Cedar Green Apartments (permitted in 2019). Blaine continues to be in the top 10 suburbs in the metro for residential permits issued in 2020, but has dropped to number 13 in terms of number of units trailing just behind St. Michael and Savage. 2020 ranked third in the past decade for platting activity in Blaine with focus on single family builds and townhomes.

Business Employment 2019 was a record year for employment in Blaine with over 25,000 jobs in the City, which had been increasing year over year since the Great Recession. Blaine employment is expected to continue to grow. The Metropolitan Council predicts Blaine will have 31,000 jobs by 2040. Employment in 2020 took an unexpected dive in the beginning of the 2nd quarter due to the COVID-19 pandemic hitting peak unemployment of 9.5 percent in May 2020. Blaine ended 2020 with 4.4 percent unemployment rate in December with an overall average of 5.7 percent for 2020 compared to 2.9 percent in 2019.

Home Loan Improvement Program Maintaining existing housing stock is a key component to a strong economic climate in the City of Blaine. According to the Metropolitan Council, the average home value in Blaine is $230,900 up from $219,600 in 2018. This is slightly below the average for Anoka County which is $232,400. The average home value for the 7-county metropolitan region is $257,000. There are a little over 24,000 housing structures in Blaine with 26 percent of those constructed prior to 1980. Though the home loan program is available to any home owner, the general focus is to encourage those with older homes to make improvements and maintain the housing stock. Changes were made in 2016 that increased the maximum loan amount from $25,000 to $50,000. Income limits were also removed which opened the program to any Blaine homeowner. There are currently 44 outstanding loans with 1 new loan originating in 2020.
EDA Fire Suppression Grant Program In 2016, the Blaine EDA reestablished the fire suppression grant program to encourage owners of commercial and industrial buildings to install fire suppression. In 2020, $50,000 in grant funds were provided to two different property owners to install fire suppression.
Small Business Loan Program In 2018, the Blaine EDA established a small business loan program to encourage reinvestment in existing commercial and industrial properties. The intent of this program is to provide additional financial assistance to small business owners who are improving an existing building and/or redeveloping a commercial or industrial property. In general projects will increase tax base, improve blighted properties, increase employment, and bring properties into conformance with existing city and state codes. The Blaine EDA provided $250,0000 in initial funding for the program. The maximum loan amount is $75,000. In 2020, the EDA approved two loans for projects that needed demolition assistance. Those projects were Fresh Picked Pizza at 8682 Central Avenue NE and Kingdom Baking at 10130 Sunset Avenue NE.

EDA Land and Redevelopment Activity Purchase of 10601 Nassau Street NE The Blaine EDA purchased 10601 Nassau Street NE in May 2020. The building is located in an identified redevelopment area in the 2040 Comprehensive Plan. The Blaine EDA is currently leasing the building to SureCast Inc. The parent company of company of SureCast has a purchase agreement to buy land from the EDA located at 10610 Nassau Street NE to construct a new facility. Construction of this new facility is anticipated to occur in 2021.
