Blaine City Hall opened in 2001. At that time there were about 45,000 Blaine residents. Since that time Blaine has grown to a city of almost 70,000. Eventually Blaine will be home to more than 85,000 residents. The needs of the community mirrored this growth in population. More miles of streets to plow. More permits to be issued and inspections to be completed. More calls for service for both police and fire. To meet the needs of the community the City of Blaine has added 33 staff positions in the last 20 years, many of them in the police department. Back in the late 1990s when the current city hall and police department building was being designed the leaders at that time knew that Blaine was destined to grow into a regional hub. Blaine City Hall was built with three floors of space in 2001, however only the first two floors were occupied. In 2017 the Blaine City Council authorized a space needs study. That study showed it was time to expand operations to the third floor. The renovation project will meet the needs of both staff and the community for the next 20 years. In 2019 the City Council authorized the sale of $4.2 million in bonds to fund the project. When the COVID-19 pandemic hit the project was put on hold as designs and space needs were reevaluated in light of current circumstances. However, the bonds can only be spent on the project they were attached to at the time of approval. And the funding must be spent within three years. With this in mind the City Council approved the final designs and bids for the project in March. This project will infuse millions of dollars into the local economy with 24 different companies being awarded work on the project. The project includes a new community space on the first floor of city hall. This new community room will be available for use on evenings and weekends by community organizations. Prior to the pandemic and hopefully again soon it was not uncommon for all available meeting rooms at city hall to be booked in the evening. This new large space will provide another gathering option for the community. The construction started in late April and is expected to be completed by the end of the year. Blaine City Hall will remain open throughout the construction, any changes in operations will be posted on the city website at BlaineMN.gov/CityHallRenovation.

at City Hall Since last June anyone wanting to visit Blaine City Hall was asked to make an appointment prior to arriving at city hall. With some city staff working remotely due to the COVID-19 pandemic this appointment system was put in place to make sure that there would be the correct staff member on site to assist a customer. Throughout this last year city staff have also worked to help anyone who came to city hall without an appointment. A staff member has been stationed at a kiosk inside the front doors of city hall to make sure that anyone who arrived was able to get the service that they needed. Recently the City has started to return more employees to the workplace. Visitors are still able to make an appointment before coming to city hall. But with more staff on site walk in visitors will also be able to meet with various departments without an appointment. To meet the needs of all residents and business owners the City will also continue to offer ways to conduct business remotely. Blaine City Hall is open Monday-Friday from 8AM4:30PM. State Adds COVID-19 Vaccine Site in Anoka County The State of Minnesota recently announced the first permanent COVID-19 vaccination site in Anoka County. The vaccination site is located in the former YMCA building in Lino Lakes. The Lino Lakes site is the ninth vaccination site run by the State of Minnesota. All Minnesotans age 16 and older are encouraged to sign up for the Minnesota Vaccine Connector. Learn more about the Vaccine Connector at BlaineMN.gov/VaccineConnector. COVID-19 testing is still available at a community testing site at the Anoka Armory in downtown Anoka. Many private providers also offer testing. Aurelia Park Pond Project Rendering

Blaine to Partner on Clean Water Project in Aurelia Park The City of Blaine is partnering with the Coon Creek Watershed District (CCWD) to construct a new stormwater pond in the southwest corner of Aurelia Park. The pond is part of an ongoing effort by the City to enhance water quality in the area. This pond will act as a filter by allowing pollutants to settle, it will also provide water storage during large rain storms, and enable stormwater to be used to water the park grass. The funding for this project is through a State of Minnesota Clean Water Land and Legacy Grant, the City stormwater utility fund, and the CCWD.

Pesticides and Water Don’t Mix The grass is growing so it is time to think about your lawn care. If you maintain your lawn with synthetic pesticides (herbicides, insecticides, or fungicides), you can pollute our water. This happens because rain can wash off any improperly applied pesticide. The polluted rainwater runs into street storm drains and then waterbodies. Pollution control methods such as stormwater ponds clean up this water but were not designed to remove pollutants like synthetic pesticides. Coon Creek Watershed District has a new online resource guide about maintaining lawns that are nice for both the homeowner and the environment. Learn more at C o o n Cre e kWD.o rg/L aw n C a re. Here are some quick tips on how to keep pesticides out of water and save money.

At the time many neighborhoods in Blaine were constructed, stormwater was not considered in the design of the neighborhood. Since that time, concerns over the quality and quantity of the water flowing off the streets, sidewalks, driveways, and rooftops have emerged. Treatment practices are now required to be installed when building a new neighborhood. To construct this pond, some trees will be removed from the southwest corner of the park, but the project also includes planting replacement trees around the perimeter of the new pond and elsewhere in the park. Spotlight Your Business Celebrate Small Businesses Small businesses are the life-blood of our community. In fact, in 2018 small businesses made up 99.8 percent of all businesses in Anoka County with over 55 percent of businesses having fewer than five employees. More than half of Americans either own or work for a small business and they create nearly two out of every three new jobs in the U.S. each year. In Blaine there are many ways the City supports small businesses including: assistance programs, business workshops, staff and council business visits, and more. Starting in May the City is starting a new program to put a spotlight on our business community. The new Blaine business profile will highlight small businesses across all industries. The City is seeking businesses and business owners that would like to be highlighted on the City website and social media. By providing the City with some basic information and a few photos your business will be highlighted to the community. Sign up your business today at BlaineMN.gov/BusinessProfile.

1. Always follow the pesticide label directions. 2. Only apply pesticides when it is not windy and no rain is predicted for 48 hours. 3. Do not use weed and feed products; spot treat weeds instead. 4. Buy the smallest amount of pesticides needed and try to use them up. Take old or frozen pesticides to the Anoka County Household Hazardous Waste Facility. Hydrant Flushing Scheduled for May 10 thru 21 The Public Works department will be performing annual fire hydrant flushing May 10 – 14 and May 17 - 21. This process removes any sediment that may have settled in water mains over the course of the year, as well as presenting an opportunity to ensure hydrants are in proper working order. Crews will be working citywide from 7:30AM until at least 4:30PM to flush all hydrants within those days. Hydrant flushing will create periods of low water pressure, with the disturbance in the water mains potentially causing dark water. Although safe for human consumption, the discolored water may stain clothes. Residents are asked to refrain from washing clothes between the hours of 7:30AM to 5:30PM, or until hydrants in the area have been flushed. Please check for water discoloration before washing. Lawn Sprinkling Reminder Year-Round, Odd-Even Sprinkling Days, No Sprinkling Between 10AM and 6PM A reminder that the City’s sprinkling restrictions are as follows: • •

Year-round, odd-even sprinkling days. Residents with an even numbered address can water on even number days. Residents with an odd numbered address can water on odd number days. From May 15 until September 15, no sprinkling is allowed between 10AM and 6PM. This is the hottest part of the day and most water is lost to evaporation. 2020 Drinking Water Report Consumer Confidence Drinking Water Report By law, all community water systems are required to distribute their drinking water report to customers before July 1 of each year. This annual report, known as the Consumer Confidence Report (CCR), includes results of water monitoring conducted on the City’s drinking water from the previous year, in this case 2020. Proper Pond Buffer Example

Stormwater Pond Rules Stormwater ponds are constructed bodies of water designed for the purpose of treating stormwater runoff. All bodies of water you see in the City of Blaine are stormwater ponds with the exception of Laddie Lake and Sunrise Lake. Sunrise Lake is a constructed body of water, with Laddie Lake being the only natural lake in the City of Blaine. Ponds are a popular method of managing stormwater runoff. A properly designed pond can hold excess water for up to three weeks, allowing pollutants to settle to the bottom. As water is cleaned by this process, it is slowly released from the pond. This process helps to improve water quality. Given the purpose of the ponds, their small size and the amount of pollutants handled, these bodies of water will never function like the lakes home buyers might want. Alterations to shorelines or vegetation around stormwater ponds is not permitted unless authorized by the City. Fountains or other circulating devices and chemical treatment of stormwater ponds is also not allowed unless authorized by the City. Structures including but not limited to docks, piers, retaining walls, diving platforms, and bridges are not allowed to be within a stormwater pond or protective buffer zone. Dumping of yard waste materials in, on, or around any stormwater pond is also prohibited. Recreational activities such as boating, swimming, fishing, and skating are discouraged on all stormwater ponds. Stormwater ponds generally have large drop offs and hold large amounts of pollutants making them unsafe for recreation. Celebrate the Retirement of Former Mayor and Councilmember In December Mayor Tom Ryan and Councilmember Dick Swanson retired after decades of public service. The community is invited to a retirement celebration for Ryan and Swanson on June 17 at Tom Ryan Park. The event will include a chance for Blaine residents to personally thank Tom Ryan and Dick Swanson, a short program, and then a concert by the Red Rock Swing Band. Large Events Return in 2021 Usually Blaine finds itself at the center of the sports world each July. Target USA Cup and the 3M Open bring in upwards of 350,000 spectators and large viewing audiences from all across the world. Last summer Target USA Cup was canceled and the 3M Open was held without spectators both due to the COVID-19 pandemic. At this point it looks like both events will not only take place this summer but have some level of spectators in attendance. More information will be shared by the City and by the 3M Open and USA Cup as the events approach. Blaine residents can expect increased traffic and certain road closures during the events. But these events are part of what makes Blaine special and they have helped Blaine grow into the regional hub that it is today. Blaine Festival at Aquatore Park The 2021 edition of the Blaine Festival will bring carnival rides, live performances, food booths, craft vendors, and more to Aquatore Park on the last weekend in June. The Blaine Festival is not run by the City but is funded and operated by the non-profit Blaine Festival Committee. The City is glad to partner with the Blaine Festival to promote the event and to make sure that the 2021 event is able to be conducted in a safe way during the COVID-19 pandemic. A COVID-19 safety plan has been developed by the Blaine Festival and will be updated and changed as need as the event approaches. Safety measures will include designated entrances and exits, social distancing measures, and limits on the number of people that can participate in activities at the same time. Also returning this year will be the annual Blaine Festival parade. The parade will take place on Saturday, June 26 starting at Noon. A parade map is available at BlaineMN.gov/BlaineFestival. The City of Blaine sponsors a recycling drop-off day the third Saturday of each month. Participants do not need to be a Blaine resident to bring items to the drop-off day. Please note, no garbage will be accepted. As a part of their COVID-19 safety plan Green Lights Recycling is asking all people to remain in their vehicles during the drop-off event and to please wear a mask. The recycling drop-off day is funded by Anoka County and Minnesota SCORE funds (Select Committee on Recycling and the Environment). Youth Gardening Ages 8 to 14 This class introduces the basics of hands on gardening. It will be taught by members of the Blaine Garden Club. RevSports Ninja Warrior Fitness Camp Ages 2 to 11 Campers will learn to move faster, react quicker, kick and throw farther. This camp is designed for the players that already have an interest and experience in sports but want to train to be better. The camp involves obstacle training, active games, and individual challenges. This camp will be offered in a socially distant way for the current COVID-19 environment including limited camp size and adjusted activities. This program will be held at the Peterson Athletic Complex.

Playnet & Playnet Jr. Ages 3 to 11 Blast off on an out of this world adventure to Planet Blaine. A playground program is coming to a neighborhood park near you. The Cosmic Fun Van will be landing with Blaine’s highly trained recreation crew, taking kids on a quest for the best summer on Earth. This supervised and structured program focuses on fun, physical fitness, socialization, and exploring creativity by: offering age-appropriate active games and sport related activities; encouraging kids to meet other kids in their neighborhood; and providing planned arts and crafts projects and drama activities based on weekly themes. No make-up dates for cancellations due to weather. One session per child. Some sessions may be full, waitlist available.

Stand Up Paddleboarding Ages 12 to adult Ages 12 and up. Come out and enjoy a fun, new, easy, cool, and great way to workout. Pickleball Skill Development Sessions Players of all skill levels can register for a series of sessions with advanced and pro players from the North Star Pickleball Association. Players will learn, practice, and drill a variety of pickleball fundamentals and advanced strategies. Clinicians will provide skill stations based on North Star Pickleball Association curriculum and assist participants through drilling and practicing with other participants. Players will be grouped with other players of the same or similar skill levels.

Tae Kwon Do Ages 5 to adult Tae Kwon Do is a modern martial art based on Korean tradition that incorporates techniques of kicking, punching, and blocking. Learn selfdefense and controlled movements through sparring. This is a great class to develop discipline, strength, stamina, and flexibility. Join at any time, the fee will be prorated. When Visiting the Blaine Wetland Sanctuary

The Blaine Wetland Sanctuary (BWS) is one of the most popular spots in the north metro for walkers, bikers, bird watchers, and nature lovers. Recently there has been a large increase in the number of people going off the posted trails and exploring the wetland on foot or bike. It is important to remember that this site is in active restoration. The BWS is regularly evaluated by environmental agencies to determine the progress that the City is making in the restoration project. These agencies recently commented to the City that they are finding evidence of damage to the wetland caused by off trail use. This activity could hurt the ability for the City to get future trails permitted in the BWS. The Blaine Police Department will be increasing bike patrols in the area and you are encouraged to call 911 to report individuals who are off the trails. Thank you for helping to protect the wetland and this popular community asset.
