When the 2021 Minnesota legislative session came to an end earlier this summer the City of Blaine was awarded a $7 million grant to continue the design of improvements to Highway 65 at 99th Avenue, 109th Avenue, and 117th Avenue. Highway 65 was the focus of a Planning and Environmental Linkages Study (PEL) from 2019-2020. The PEL looked at the highway from south of County Road 10 in Spring Lake Park all the way north past the Bunker Lake Boulevard intersection. The study divided the corridor into three segments with the middle section being the area from 99th Avenue to 117th Avenue.

The City of Blaine has taken the lead on the current project with support from Anoka County and MnDOT. The $7 million grant will complete the environmental review, a preliminary design of the full segment, and complete construction plans for the 99th Avenue intersection, the 109th Avenue intersection, and a new frontage road on the west side between these two roads. The goal is to make these projects shovel ready for federal transportation grant funding. The total cost for improvements to all three intersections will be more than $140 million. The City of Blaine is actively pursuing construction funding for the intersections of city streets to Highway 65. The initial focus will be at 99th Avenue and the west frontage road to the north of 99th Avenue. The City has already secured over $12 million in grants toward this project. Construction could begin as early as the fall of 2022 on the frontage road pieces and 2024 for the intersection itself. Securing additional funding is still needed before the project can begin. The City will also be looking for additional final design and construction funding for the eventual 117th Avenue intersection improvements. Anoka County is taking the lead on construction funding for the 109th Avenue intersection as this is a county road. This project cannot be funded by the City and County alone. Additional funding will be required from both the State of Minnesota and the federal government. Blaine residents, business owners, and visitors can help by making sure elected officials at all levels of government know the importance of infrastructure improvements in Blaine on the Highway 65 corridor. Blaine Police Explorers at the 3M Open

Blaine Police Explorer Program Police Explorer Post #3939 The Blaine Police Explorer Post #3939 is comprised of a group of students with an interest in law enforcement careers who are uniformed and receive specialized training in multiple aspects of police work. Explorers participate in many community events, such as the 3M Open, Blaine Festival, Blaine Fireworks, Safety Camp, and other community happenings. Explorers who are active in the post, both at meetings and who volunteer at community events, have the opportunity to ride along with a police officer once a month. These ride along experiences allow Explorers to get a firsthand look at law enforcement. In Blaine, Police Explorers must be between the ages of 14 and 21, maintain a C average or better in school, pass a criminal history background check, be willing to volunteer time for community events, and participate in weekly/biweekly training sessions. At the training sessions, explorers are trained by Blaine Police Department advisors, including City of Blaine Police Officers, CSOs and Reserves. Guest speakers are also brought in, and in the past have included the Minnesota State Patrol, Anoka County Sherriff’s Office, and other units.

Explorers Compete in Statewide Competition Earlier this summer, Blaine police explorers competed in a statewide explorer competition. The results from the competition show that Blaine explorers performed amazingly well. Here are the competition results: 1st - Street Decisions 2nd - Burglary Response 2nd - Domestic Crisis Response 3rd - Hostage Negotiation 3rd - Traffic Crash Investigation 3rd and 4th - Shooting Competition We are incredibly proud of our explorers and the hard work they continue to do in training, competition, and giving back to our community through volunteer opportunities.

Explorers are taught various police skills and test those skills annually at the three-day statewide Minnesota Law Enforcement Explorer Conference in Rochester, Minnnesota. Scenarios at the competition include Traffic Stops, Use of Force, Crime Scene Investigation, Bomb Threat Response, Emergency Field First Aid, and others. Other conference activities include academic sessions on pivotal law enforcement topics. The Explorer Post annually receives high marks at the competition. 70,222 Census Results Show Large Growth and More Diversity Data from the 2020 Census was recently released and Blaine now has a population of 70,222. The Census also showed growing diversity in Blaine with BIPOC residents making up 27 percent of our total population and 39 percent of the population under the age of 18. Overall Blaine grew by 13,036 people since the 2010 Census. This data will be used for redistricting, including city council ward boundaries, before the 2022 election.

SBM Fire Open House Learn About Fire Prevention Week The Spring Lake Park-Blaine-Mounds View Fire Department will be opening the doors at each of the four volunteer fire stations this fall. It is a chance to see the fire trucks up close, watch live demonstrations, meet your firefighters, and learn about fire safety and prevention. Each station will host an event.

1st Floor Community Room

City Hall Renovation Update Work continues on the renovations at Blaine City Hall. The previously vacant third floor is nearing completion and staff are expected to move into the new space in mid-September. This will allow work to begin on the second floor to expand space for the Blaine Police Department. Work is already underway on a new community space and customer service hub on the first floor. Additional first floor work is happening in the building inspections area. The entire project is on schedule to be complete early next year. Due to the construction, rooms at Blaine City Hall will not be available for community rentals until 2022. However, room rentals will start at the Mary Ann Young Center on October 1. Find more information about MAYC room rentals on page 8. Blaine City Hall will remain open to the public during business hours throughout the renovation.

City Begins Northtown Area Study Northtown Mall and the surrounding area are vital to the Blaine economy. With changes in the retail landscape and in the community, the City is putting a focus on the future of the Northtown area. The City sought proposals for a redevelopment and revitalization plan for the Northtown area. The City received proposals from 10 different firms. The top five firms were interviewed in late June and the Blaine Economic Development Authority entered into an agreement with Damon Farber in July. Damon Farber rose to the top of the candidate pool due to their communication approach, their invaluable experience with Burnsville Center, Rosedale, and Ridgedale Mall, the quality of the proposal, their connections and market experience in the retail sector, and their architectural perspective for this plan. The study will take approximately nine months to complete and there will be opportunities for public input during the process. Recycling Ambassador Class Offered by Anoka County, Tuesdays, September 28 - November 2, 6-7:30pm (Zoom) Join fellow waste reduction and recycling enthusiasts to learn about all facets of waste management and become an advocate in your community. Learn why it is important to recycle and compost the correct items and properly dispose of your waste. Recycling Ambassadors are trained by industry experts through a six-week course in the areas of reducing waste, recycling, composting, resource recovery, and disposal. K9 Officer Rex Retires New K-9 Tyrone Begins Training K9 Rex retired on August 12 after nine years of service with the Blaine Police Department. Rex and Officer Reggie Larson were one of two K9 teams for the Blaine Police Department. Officer Larson has already begun the 12 week training course with new K9 Tyrone.

Safety Camp Recap Kids and Safety Professionals Team Up In August, 130 Blaine students spent two days learning about safety. The always popular Blaine Safety Camp celebrated its return after being canceled last summer due to COVID-19. The students were joined by public safety professionals as their camp counselors. The kids learned about animal safety, bullying prevention, bike safety, self-control, railroad safety, electrical safety, fire safety, personal safety, and injury prevention. The Blaine Police Department also gave an information presentation and brought out a K9 team for a demonstration. The two day camp also included fun games, inflatables, food, dance parties, new friends, and lots of memories made. Safety Camp concluded with a ceremony at SBM Fire Station 3 and ice cream provided by Big Dipper. Thanks to everyone who participated.

Former Mayor Ryan Wins Prestigious Award C.C. Ludwig Award Former Mayor Tom Ryan was recently selected as the 2021 C.C. Ludwig Leadership Award recipient. This award from the League of Minnesota Cities is the highest honor given by the League to an elected official. Mayor Ryan served the City of Blaine for 34 years — 24 as mayor. Mayor Ryan retired at the end of 2020. Ryan is known for his personal approach to working with residents and for empowering city staff during a period of strong growth and development. Mayor Ryan was presented with the award at the Blaine City Council meeting on August 16, 2021. Congratulations Mayor Tom Ryan!

Summer Event Recap Busy Summer in Blaine The 2021 3M Open saw the return of large crowds to TPC Twin Cities. The 2020 3M Open was held without spectators but the roar of the crowd was back in 2021. The annual stop on the PGA Tour brings in 156 of the best golfers in the world to compete in Blaine. Cameron Champ took home the trophy this year with a two shot win on a crowded leaderboard. The 3M Open has an estimated $50 million economic impact. Much of that impact stays in the Blaine economy and provides a boost to local businesses. The 2022 3M Open will be back in Blaine next July.

3M Open

Target USA Cup had a different look in 2021 but it was much better than the canceled tournament in 2020. Due to the COVID-19 pandemic the tournament was only open to U.S. based teams. The nine day tournament at the National Sports Center still brought in almost 800 teams. International teams still were able to stay connected through video chats and live streaming. The tournament hopes to be able to welcome the world back to Blaine next summer. Target USA Cup also has a big economic impact on the region contributing an estimated $35 million per year to the local economy.

Goodyear Blimp Visits Blaine Blaine residents were treated to a rare sight in the sky earlier this summer. The Goodyear Blimp was in Blaine during the 3M Open. The Goodyear Blimp provided aerial coverage of the tournament on CBS. The blimp was stationed at the Anoka County-Blaine Airport during its stay. There are only three Goodyear Blimps in operation in the United States. The airships are 246 feet long and have a top speed of 70 miles per hour.

Blaine Festival The Blaine Festival in Aquatore Park featured live music, carnival rides, food, and many local and national vendors. The event saw thousands come together to celebrate community during the last weekend in June. The popular Blaine Festival Parade and medallion hunt also returned this year. The Blaine Festival is looking for more community members to join the organization’s planning committee. Performances in the Park Last summer during the pandemic the City was still able to offer a limited Performance in the Park series but this year saw the return of a full line up. Building Supervisor Position The City of Blaine is hiring building supervisors. Potential start date is October 1, 2021. Days and hours are flexible with a minimum of three hours per shift. Minnesota StarWatch Program All Ages, Monday, October 11, 7-9pm, Held at Lochness Park $15/person; $40/family Make the stars your old friends and watch the great celestial show in the skies over Blaine. Get to know constellations like Big Bear, Cygnus the Swan, Pegasus the Winged Horse, and some of the great stories behind them. Use large reflecting telescopes that are among the biggest mobile scopes in Minnesota for close up views of Saturn, Jupiter, star clusters, galaxies, and other magic in the early autumn skies. Host Mike Lynch will also bring a telescope-astrophotography system to see really distant targets such as galaxies millions of light years away. Mike Lynch is a former meteorologist at WCCO Radio and has been hosting star watch parties and teaching astronomy classes for over 48 years. He also writes a weekly stargazing column for the St. Paul Pioneer Press and is the author of the book; “Stars, a Month by Month Tour of the Constellations.” The book will be available for purchase at a discount. Super cool glow in the dark star shirts will also be available for purchase. Even if it is cloudy you will learn a lot, have a great time and get a Mike Lynch “Cloud Check” for a future Minnesota StarWatch class.

Winter Holiday Celebration

WorldFest September 11, 1-4PM, Tom Ryan Park WorldFest returns to Tom Ryan Park on Saturday, September 11. Night to Unite Over 100 Block Parties Night to Unite is held each year on the first Tuesday in August. After no event in 2020 due to the COVID-19 pandemic Night to Unite came back strong this year with more than 100 neighborhood block parties all over Blaine. The event which promotes community crime prevention and neighborhood bonding is a highlight of summer for many Blaine residents. The Blaine Police Department, Blaine Public Works, SBM Fire Department, and Blaine City Council visited events and met with residents. As a part of the event the City tested the CivicReady emergency notification system and provided information to residents face to face.
