About Blaine

Blaine is a rapidly growing metropolitan community situated 11 miles north of downtown Minneapolis. The City encompasses 34 square miles with a population of 70,222. The City’s park and recreation system provide a variety of leisure experiences, Blaine is also home to the National Sports Center, TPC golf course, Blaine is one of the fastest growing suburbs in the Twin Cities Metro area. Its population has grown by over 10,000 residents since 2010. Blaine continues to rank high in new housing development in the metro area.

The Anoka County Airport is located in Blaine, which is the Metro Area’s second busiest reliever airport.

Residential Construction and Growth Blaine witnessed a rebound in residential permits seeing the highest number of units permitted, permits issued, and lots platted since the Great Recession. 2021 also saw diversification in product types with growth in townhomes and apartments reflecting the need for a variety of housing options to meet market demand. 2021 was a record breaking year for residential permitting in Blaine with 332 single family detached homes, 172 townhome units, and 82 apartment units, totaling 586 units permitted, the highest since 2005. Blaine ranked fifth among Twin Cities suburbs for residential permits issued and sixth for number of units permitted in 2021. The City anticipates strong growth to continue into 2022 with a large inventory of platted lots and several apartment projects expected to be permitted in the first half of the year.

Business Employment 2020 experienced high rates of job loss and unemployment within the City due to the COVID-19 pandemic as the City lost over 3,000 jobs from 2019 to 2020 respectively. Prior to March 2020, employment had been increasing annually since the Great Recession. Blaine’s employment is expected to rebound and continue to grow. The Metropolitan Council predicts Blaine will have 31,000 jobs by 2040. Despite high levels of unemployment in 2020, 2021 saw unemployment rates significantly decrease to 3.4 percent, just half a percent higher than 2019 unemployment. Businesses continue to struggle with a workforce shortage, unable to recruit and retain the labor needed creating barriers to production and efficiency.

Business Outreach

3M Open Golf Tournament The City of Blaine hosted a hospitality tent at the 3M Open in July. Blaine staff was present Thursday through Sunday filling the tent with Blaine businesses, real estate brokers/developers, Blaine staff, and other invited guests. All allotted tickets were distributed to guests attending the event.

Blaine Business Council The City played an active role in 2021 at the quarterly Blaine Business Council providing quarterly updates to the business community on development and public safety.

Home Loan Improvement Program Maintaining existing housing stock is a key component to a strong economic climate in the City of Blaine. According to the Minneapolis Area Realtors, the average 2021 home sale price in Blaine was $376,446 up from $355,322 in 2020. This is above the average for Anoka County which is $355,439. Blaine has over 25,000 housing units with a quarter of those constructed prior to 1980. Though the home loan program is available to any homeowner, the general focus is to encourage those with older homes to make improvements and maintain the housing stock. There are currently 40 outstanding loans with two new loans originating in 2021.

EDA Fire Suppression Grant Program In 2016, the Blaine EDA reestablished the fire suppression grant program to encourage owners of commercial and industrial buildings to install fire suppression. In 2021, $25,000 in grant funds were provided to install fire suppression. To date, the program has distributed $298,633 in grants to 16 different properties across the City.

Small Business Loan Program In 2018, the Blaine EDA established a small business loan program to encourage reinvestment in existing commercial and industrial properties. The intent of this program is to provide additional financial assistance to small business owners who are improving an existing building and/or redeveloping a commercial or industrial property. In general projects will increase tax base, improve blighted properties, increase employment, and bring properties into conformance with existing city and state codes. The Blaine EDA provided $250,0000 in initial funding for the program. The maximum loan amount is $75,000. In 2021, the City of Blaine provided a $25,000 loan to Kingdom Baking.

EDA Land and Redevelopment Activity

Northtown Redevelopment Study Northtown Mall and the surrounding area are vital to the Blaine economy. With changes in the retail landscape and in the community, the City is putting a focus on the future of the Northtown area. The City sought proposals for a redevelopment and revitalization plan for the Northtown area and opted to partner with Damon Farber. The study will take approximately nine months to complete with an expected date of completion in Spring 2022. The study will include the Northtown Mall property plus the surrounding area. The long term plan will address land use, redevelopment/revitalization options, multimodal transportation and public improvements. The City’s goal is to help Northtown Mall continue to be a relevant and important asset to the City and to spur growth appropriate with current market trends and community desires.

105th Area Redevelopment Study The Blaine City Council has identified an area near 105th Avenue, Nassau Street, and Radisson Road for future redevelopment. Initial discussion from the City Council has identified this area as a potential entertainment hub to capitalize on the activity at the National Sports Center and serve the entire Blaine community. The Blaine EDA has been active in acquiring older, blighted property in an effort to revitalize the tax base and appearance in this highly visible and active area. The City is embarking on a visioning study to identify future land uses in this area to guide redevelopment. The study will be completed in Spring 2022 with the final product being an illustrative master plan that can be used to market the area for future development.

Purchase of 10524 Nassau Street The Blaine EDA purchased 10524 Nassau Street in April of 2021. The building is located in an identified redevelopment area in the 2040 Comprehensive Plan and is part of the 105th Area Redevelopment Study. The City plans to demolish this building in 2022 to make way for new development.

Purchase of 10549 Nassau Street The EDA acquired 10549 Nassau Street in July 2021. The building is located in an identified redevelopment area in the 2040 Comprehensive Plan and is part of the 105th Area Redevelopment Study. The City is leasing the building to Invictus Brewing until redevelopment is ready to occur on the site.

Purchase of 2150 106th Lane, 10600 Radisson Road, and 10590 Radisson Road Blaine EDA purchased the Blake Drilling property in December of 2021. These buildings are located in an identified redevelopment area of the 2040 Comprehensive Plan and is part of the 105th Area Redevelopment Study. The City is leasing the property back to Blake Drilling for 18 months.

Sale of 10610 Nassau Street The Blaine EDA sold 10610 Nassau Street to Sure Cast for construction of their new facility.
