What is Burn Boot Camp?

No matter the Burn Boot camp location, you’ll walk in to find their gyms aren’t set up like your “typical” gym. Instead of machines and treadmills, you’ll find free weights, hurdles, kettlebells, battle ropes, and so much more. The philosophy behind the lack of plug-ins comes from the idea of the body acting as the machine. “Nothing plugs in besides our computers and vacuum,” said Tina Hegna with a laugh. She is the owner of Burn Boot Camp locations in Blaine, Maple Grove, and Eden Prairie. When you work out at this gym, you’ll immerse yourself in a community of like-minded individuals who are all working toward the same goal, to feel good both inside and out. Burn Boot Camp continues to stand out from the competition with its group workout atmosphere and complimentary child watch. The challenging 45-minute group workouts are designed to meet the needs of all fitness levels, whether you are 16 or 76. Despite members working out in numbers, after the personal trainer gives a demo, each member receives one-onone time with a trainer. They walk around the group to assist form, necessary weight changes, and suggest any workout modifications. In addition to the attention on the floor, members also take part in meetings with the trainer to discuss fitness goals and the specific ways they want to be trained.

Where it All Began Prior to owning her three current Burn Boot Camp locations, Tina Hegna started attending camps at the Eden Prairie location with a promo pass. Soon after realizing the physical and mental

transformation that was possible at Burn Boot Camp, she went from personal workouts to realizing Burn is what she needed in her life. “Instantly, I loved the energy I felt as I walked in the doors. I thought, this is what I’ve been missing in my life. At Burn, there was so much new equipment I was excited to try because of the encouragement from the community and trainers. You don’t get that when you walk into a gym with your headphones in.” From the beginning, Tina noticed the health improvements that began to take shape, even if that meant she had to wake up before her family to squeeze a workout in. “I became a better wife, mom, friend, and employee, just by joining and making myself a priority again,” she beamed. As an added bonus, her kids also enjoyed the complimentary child watch while she got some quality “me time.” Tina took this new passion towards her own wellbeing and saw how she could start changing others’ lives, too. After talking with Burn Boot Camp Corporate Headquarters, she saw the opportunity to open her first location. “My reasoning for opening our Maple Grove location came from the passion to help others improve their lives. It’s incredible to see the look on their faces when they meet their goals and personal records,” she added.

Three Locations and Growing In January of 2022, Tina had the opportunity to purchase her original home gym in Eden Prairie. Thanks to the success of the three locations in Blaine, Maple Grove, and Eden Prairie, Tina plans to open a fourth location in Plymouth.

The Story of

D

akota and Ojibwe Indians hunted on the land that later became Blaine long before settlers appeared. In 1847, a government land survey crew led by Deputy Surveyor Andrew Hewett measured the perimeters of the township “by slogging through swamp and thicket and over dunes.” In his report, Hewett concluded, “The township is almost inaccessible for either man or beasts except when frozen up.” In the 1850s, speculators began acquiring land by hiring squatters with the idea of turning over ownership in the form of land patents to the speculators, who by all accounts never lived there. However, one individual, Andrew More, who purchased land in 1855, most likely lived in the township. His name appears in the 1857 census, making him possibly the first settler.

The first permanent settler was most likely Phillip Leddy, whose name was misspelled in early historical sources as Laddy. Leddy purchased land in 1857 and 1859 near what was later called Laddie Lake, presumably named for him. He farmed there from about 1862 until his death in 1872. Leddy’s wife Bridget and three of their seven daughters continued to live on the farm until at least 1875. They then moved to Minneapolis. The township was officially organized in 1877. Moses Ripley was elected as the first chairman of the Board of Supervisors. According to local lore, Ripley, who had come to Minnesota from Maine, persuaded his fellow board members to name the new township in honor of James G. Blaine, a U.S. Senator and statesman, also from Maine. In 1880, Blaine Township had a population of 128. A former enslaved person from Kentucky also helped set Blaine on its early course to permanent settlement. Greenberry “Green” Chambers served as a private in Company H of the 115th U.S. Colored Infantry and later as a supervisor cook during the Civil War. After his 1865 discharge from the Union Army, Chambers traveled by steamboat up the Mississippi River to Minnesota with his wife and three of their five children in search of a better life. Chambers purchased a farm in Anoka County that later was lost to foreclosure. The family then settled on another farm, likely in southeastern Blaine, where Chambers served on the Township Board of Supervisors from 1878-1881 as a constable and in 1882 as a road overseer. He and his son, Green Jr., are listed as voters in the 1881 Blaine Township election.

Blaine City Council, Traffic Commission, Planning Commission, Natural Resources Conservation Board, and Park Advisory Board meetings are also broadcast live as well as played back on the channel. Parks & Trails

Senior Programs

The City of Blaine has an extensive park and trail system. The City currently has 65 parks encompassing 753 acres of land. Most of the parks are located within residential neighborhoods. Larger community parks contain major athletic facilities, picnic areas, or natural environment resources characteristic of Blaine. Over 75 miles of trails and trail corridors interconnect parks, schools, and open spaces. There are over 826 acres of open-space land available to Blaine residents, including the 500-acre Blaine Wetland Sanctuary.

The Mary Ann Young Center in Aquatore Park is home to senior programs and has general community space as well. The center offers a wide variety of programs and services year-round and seniors have the opportunity to become involved in daily recreational activities, educational classes, special events, and outings. The center staff also provides access services, such as information and referral, advocacy, and outreach. A senior newsletter is published monthly for seniors. A daily senior dining program is available. Transportation is also provided for programs at the center. For information call 763-786-9375 or visit BlaineMN.gov/MAYC.

Community Use of Park Facilities Residents are encouraged to use the variety of park facilities available within the Blaine park system. Family or group reservations for large pavilions are available. Park shelter and field reservations can be made at BlaineParks.com/Register. Most parks are open for community use from 5AM to 10PM daily.

Adult Programs Adults have the opportunity to participate in a variety of recreational activities offered throughout the year. Program areas include health and fitness classes, recreational athletic leagues, lifetime sports, outings, and hobby and special interest classes.

Youth Programs A variety of recreational activities are planned throughout the year for children from preschool age through high school. These activities range from youth athletics, arts, field trips, enrichment camps, summer playgrounds, and more. During the winter, supervised skating rinks with warming houses are provided at various park locations.

Blaine Wetland Sanctuary S ince the late 1980s, the City has had a vision for creating a wetland classroom in the area known as the Blaine Wetland Sanctuary. In 2000, residents approved a $3.5 million bond referendum to purchase property for open space. The first purchase was the 62-acre wetland and eight-acre oak forest in the Lakes of Radisson development, which added to the city’s existing 435 wetland acres east of the Lakes of Radisson development extending south to 109th Avenue. Since that time, research has been conducted in the 500-acre open-space property west of Lexington Avenue adjacent to Anoka County Ditch 53-62. This area is part of the larger Anoka Sand

Plain, which is home to unique plant communities found in very few places anywhere in the country. Several species of rare and endangered plants were discovered and the concept of restoring the wetlands to allow those species to flourish began to take shape. Combined with the big picture of being in city open space and the prospect of adding a pavilion for public education and access for the enjoyment of nature lovers, plans were put in motion. The goal of the project is to enhance, restore, and protect three wetland community types and upland islands. The upland communities will be restored to oak forest or aspen-birch forest types. The wetland communities will be restored to

Anoka Sand Plain rich and poor fen, which are unique and rare plant community types containing two confirmed threatened and endangered species. The restoration will release the dormant native seed bank and existing rare species and their habitats will thrive and expand. The boardwalk and parking lot were completed in August 2017, giving the public the opportunity to walk from East Lake Park in the Lakes of Radisson development to the regional trail along Lexington Avenue. The parking lot was constructed off of Lexington Avenue, providing a trailhead for the boardwalk and parking for educational programming. Active management of the wetland site will continue to accomplish the plan

Throughout the spring, summer, and fall, crews will be out applying herbicides to control invasive species that inhibit the growth of native vegetation. Prescribed burns and over-seeding with native herbaceous species will allow the area to thrive and provide important habitat for birds and wildlife. Spectators and athletes from all over the globe gather at Blaine’s worldrenowned athletic facilities for events year-round, which strengthens the growing community. For over 35 years, Blaine has been dedicated to creating recreational opportunities and facilities for residents and visitors.

TPC Golf Course (pictured below) The 18-hole TPC Golf Course is Minnesota’s only PGA tour owned property, spanning 235 acres of countryside. Designed by Arnold Palmer and Tom Lehman, the course has been honored multiple times by Golf Digest magazine and is the site of the PGA TOUR 3M Open. The TPC Twin Cities golf course secured a seven-year deal with the PGA TOUR; the annual tournament brings some of the world’s top golfers to Minnesota.

Fogerty Arena Opened in 1982, this civic center and ice arena, known as “The Ice House,” was one of the first facilities in the Twin Cities with curling ice.

National Sports Center The National Sports Center (NSC) is the world’s largest amateur sports facility, a six-hundred-acre campus featuring: • The Super Rink, with eight sheets of ice under one roof. Yearly attendance reaches nearly 2 million. • The NSC Stadium, a multipurpose outdoor athletic stadium with a grandstand that seats up to 5,500 spectators. 3M Open Links PGA Tour For almost 20 years, TPC Twin Cities in Blaine hosted the 3M Championship, a PGA Tour Champions senior event. But a new chapter of golf in Minnesota began in 2019 with the inaugural 3M Open. What started as the Burnet Senior Classic in 1993, played at Bunker Hills Golf Course in Coon Rapids, transformed a bit in 2001. 3M took over as the title sponsor and the tournament moved to TPC Twin Cities, where it remained the preeminent Minnesota golf event for almost two decades. The 2018 3M Championship was the final Champions Tour event and its replacement was announced that same year. An official PGA Tour stop and part of the FedExCup series, the 3M Open got the ball rolling in July 2019 at TPC Twin Cities. The private golf club first opened in 2000, when Arnold Palmer Design consulted with golf legend and Minnesota native Tom Lehman to convert a former sod farm into a premier golf course. The grounds were long considered one of the top designs on the PGA Tour Champions circuit. To challenge golfers at the PGA Tour level, the layout received some significant upgrades and reconfigurations. Now a par 71 that plays up to 7,468 yards, the course is longer and narrower, with 27 water hazards and 74 bunkers. The event marked the PGA Tour’s first regular stop in the state in half a century. The tour stopped in Minnesota 34 times between 1930-1969. Each year a field of 156 golfers compete in the 3M Open. The tournament has been headlined by such notable names as Masters champions Phil Mickelson, Patrick Reed, and Dustin Johnson, and top-ranked players Brooks Koepka, Jason Day, Tony Finau, Matthew Wolff, and Bryson DeChambeau. With an annual impact of $50 million, the tournament is a major driver of economic activity in the region.

A Unique Resource for Residents The largest amateur sports campus in the world right in the City of Blaine, the National Sports Center (NSC) offers over 600 acres for year-round sports programs and events in sports as diverse as soccer, hockey, golf, figure skating, yoga, and ultimate disc. The NSC opened in 1990. Built by the State of Minnesota but operated by the nonprofit corporation National Sports Center Foundation (NSCF), the NSC operates on a self-supporting basis. Although state funds were used to build the facility, no operating subsidy is provided. The NSC’s flagship annual event is the Target USA CUP, the largest youth soccer tournament in the Western Hemisphere. In 2019, the event hosted 16,389 players from 1,152 teams, representing 22 states and 20 countries. The nine days of USA CUP is a unique and proud time for Blaine residents, as the world truly comes to Blaine.

Super Rink Opened in October of 1998, the Super Rink expanded from the original four sheets of ice to eight sheets in the fall of 2006. Programs include hockey, figure skating, broomball, short-track speedskating, and public skating. The Super Rink features two unique facilities. The Herb Brooks Training Center is a 12,500 square-foot dry-land training facility to teach young players the latest training techniques. For the figure skating community, the 6,200 square foot training center provides

a conditioning and dance studio, changing area, parents’ viewing area, and offices for coaches. The Super Rink is the training home for the U.S. Women’s National Hockey Team, and the team visits Blaine for training camps several times each year. The rink is the home ice for the Bethel University men’s and women’s hockey teams, as well as Irondale, Mounds View, and Legacy Christian high school hockey teams.

Victory Links Golf Course

With 50 soccer fields, the NSC has been certified by the Guinness Book of Records as the “largest soccer complex” in the world. And with 4 million visitors a year, the NSC is Minnesota’s most-visited sports facility.

Established in 2003, Victory Links is the only PGA Tour-designed public golf course in Minnesota. Boasting 18 holes of links-style golf, Victory Links is designed to be inviting as a family-friendly course suitable for youth golf and challenging enough to host a PGA Tour event. In fact, the course hosted three qualifying tournaments for the 3M Open this year. Victory Links is comprised of an 18-hole championship course, oversized grass tee driving range, and a one-of-a-kind 18-hole bent grass putting course. Covering over 400 acres, players can enjoy the beauty of the Minnesota prairie grasses, tranquil native areas, and even glimpses of wildlife.

Major Features on Campus Stadium: The 5,500 seat NSC Stadium hosts Target USA CUP feature games and ceremonies, major soccer games such as U.S. National Team games, and even concerts and marching band festivals. The stadium has hosted six different U.S. National Team soccer games over the years against teams from Canada, Sweden, Norway, Australia, and Mexico. The NSC Stadium is the training grounds for the Minnesota United FC, an MLS professional team. The stadium is available year-round with a temporary dome cover during the winter months.

The Welcome Center Opened in the spring of 2005, the Welcome Center hosts sportrelated events, conferences, and trade shows as well as NSC tournament activities. The Welcome Center includes meeting rooms of varying sizes. The small conference rooms can double as VIP suites for major stadium events. In 2012, the 21,000 square-foot Sport Expo Center was added to the Welcome Center complex. This facility adds an expo space for

Blaine Experiencing Strong Development D

evelopers are gearing up for projects during what is another big year of development in Blaine. All sectors, including residential, commercial, industrial, and public, are going to be busy.

House Growth Returns to Prerecession Levels Recovering from a slower year in 2020, 2021 was a strong year for residential development in Blaine. Units permitted, permits issued, and lots platted all hit their highest level since the Great Recession. 2021 also saw diversification in product types with growth in townhomes and apartments, reflecting the demand for a variety of housing options to meet the needs of current and future Blaine residents. 2021 was a record-breaking year for residential permitting in Blaine with 332 single family detached homes, 172 townhome units, and 82 apartment units, totaling 586 total units permitted, the highest since 2005. Blaine was fifth among Twin Cities suburbs for residential permits issued and sixth for residential units permitted in 2021. The City anticipates strong growth to continue into 2022 with a large inventory of platted lots and several apartment projects expected to be permitted in the first half of the year.

This committee is responsible for crafting the House bonding bill in the Minnesota State Legislature. Thrive during uncertain times Three local companies found ways to navigate the pandemic and find success.

A

key phrase in the City of Blaine’s vision statement refers to Blaine as a place where businesses thrive. Over the last two years, thriving as a business has been difficult. With a pandemic unlike the world has seen for generations, businesses were left scrambling to stay afloat, let alone thrive. Blaine is proud to be home to more than 1,400 businesses, many of them small businesses owned and operated by Blaine residents. These businesses are in many ways the lifeblood of the community. The City was able to bolster many businesses and nonprofits during this time through different financial assistance programs, providing nearly $1 million in grants. With all the assistance, programs, and resources available, each business still has a unique story and circumstances that they have endured during the pandemic.

Blaine's First Brewery Invictus Brewing Co. opened in May 2018 in the heart of Blaine across from the National Sports Center. After years of planning, a group of Blaine residents were ready to open Blaine’s first brewery. Invictus was a hit with the community, packed with locals and visitors daily. Invictus had been open for less than two years when the pandemic – and stay-at-home orders – hit, something that was never in the business plan. Gone were the overflowing parking lot and full taproom. Invictus owners had to reinvent their business on the fly. “First, I have to give most of the credit for our ability to come out of

the pandemic to our staff,” said owner Previn Solberg. “They stepped up and helped us get through the toughest of times when we were most vulnerable. When the State announced that in-person dining would be shut down on March 17, our taproom manager had our curbside pickup system in place before we opened the next day.” Previn recognized the team for not complaining or placing blame. “We accepted our reality and controlled the things we could control and did our best to mitigate the impact of the things we couldn’t,” he said. “We never lost faith that we would prevail in the end. In a lot of ways, we are better off because of it.” The pandemic brought many changes to the hospitality industry, many of which Previn believes are here to stay. Enhanced processes at Invictus include a host position to help control traffic and movement, a QR code ordering system at the table, a seating waitlist, and an online curbside ordering system. “We were forced to innovate and implement several business practices that we may not have done or thought about had the pandemic not happened,” said Solberg. “From a financial standpoint, yes, the pandemic hurt…big time. But the reality is that we will come out of the pandemic a more efficient and better-run business.” The pandemic changed the business plan for Invictus, but Solberg says they are still growing and moving forward, expanding their distribution footprint into the St. Cloud area and possibly other areas in Minnesota and other states in the coming years. In addition, they will soon outgrow their current production space and will need to expand to increase production capacity.


“We’re always trying to develop new products in all of our three categories: beer, hard cider ale, and hard seltzer,” Solberg said. “We constantly challenge ourselves to do something different and innovative, but that’s getting increasingly more difficult as so many breweries are doing a lot of cool and innovative stuff. It’s harder to be unique anymore. It’s challenging us to be better, and we embrace the challenge.”

THE FUN LAB

Keeping Fun Alive The Fun Lab, did what they could to hang on during the early days of the pandemic, but without the ability to welcome customers into their interactive space, they eventually had to close for good. At least that’s what they thought. A new partner helped bring The Fun Lab back to life in 2021. When Jim and Marilyn Webber opened The Fun Lab in a portion of a former Gander Mountain store, they brought their vision of a family entertainment center to life. Both had long careers and they were looking for something new. Blaine residents since 2005, they thought the community could use this type of venue. After much planning, they opened their doors in January 2019. They were continuing to invest in the business and grow their brand in the community when the pandemic suddenly closed their doors. “During the mandatory lockdowns for the pandemic, our type of business was closed for several months,” Jim Webber shared. “When we were finally able to reopen with restrictions, the public was uncomfortable with returning to an indoor venue such as ours. Without customers, we were not able to operate any longer and the business closed in August. Our bank took over The Fun Lab and made a decision to sell the business.” But the story of The Fun Lab does not end there. With the bank looking to sell the business, Webber reached out to several groups to see if they would be interested in buying The Fun Lab. None were able to reach a deal with the bank. The bank finally sold the business to the landlord of the building, but because the landlord did not want to operate the business, he also wanted to sell. “We were very fortunate to find another local investor that heard about our story,” said Webber. “He was able to make a deal with the landlord and purchased The Fun Lab. The investor brought me on as a partner/manager to operate The Fun Lab again.” The Fun Lab reopened in July 2021, and the Webbers were excited to be given a second chance. “The Fun Lab was a huge part of us,” Webber said. “We are so grateful for the opportunity.”

Taking the Leap As businesses like Invictus and The Fun Lab were trying to survive, business partners and sisters-in-law Christie and Amanda Dewey, the owners of Reverie Boutique & Co., decided that a pandemic was the perfect time to open a new business. Well, maybe not perfect – but it sure was adventurous. Christie knew that she wanted to own and operate a boutique business and with Amanda’s 16 years of experience in the salon industry, it felt like the right time to make the leap and combine forces to create a unique combination space. “Timing is everything. Had it not been for the pandemic, I don’t know that I would have gone through with it,” Christie said. “My husband had been working from home since the beginning of the pandemic and that helped immensely with school schedules, kid schedules, and just in general offsetting the time I would be away from home.” Reverie is a boutique with size-inclusive apparel options, accessories, and gifts as well as a full-service hair salon right in the store, allowing for a focus on truly helping customers look and feel their best. The planning for this innovative concept during the pandemic, meaning what might have been a new reality for many business owners was simply reality at Reverie. “I don’t think the pandemic changed our business model,” she continued. “We opened on Friday the 13th in November 2020, and our thought was we could only go up from there. Shipping times and inventory issues that were an upheaval for others were totally normal for us because we didn’t know differently.” Private shopping parties became another norm, giving people a way to connect socially, enjoy one another’s company, and cater to the uniqueness of 2021. “The pandemic helped us get a firm footing in the community,” Christie said. “I think people realized how important small businesses are to the community and we really saw that support last year. From our perspective, people are much more intentional about where they put their money. Finance Department

The administration department is made up of the city manager’s office as well as the city clerk, communications, and human resources divisions. The City Manager is selected by the Blaine City Council to manage the day-to-day operation of all functions of city government. The finance department is composed of three divisions – finance, GIS, and information technology (IT). Finance oversees all financial activity of the City and manages four subdivisions: accounting, which oversees the payroll and accounts payable functions and is responsible for the City’s financial reporting; budgeting, which manages the City’s financial and capital planning functions; treasury and debt management, which manages the City’s banking, investment, and debt issuance functions; and utility billing, which is responsible for the billing, receipting, and account maintenance of Blaine water, sewer, refuse, and recycling accounts. Geographic Information Systems (GIS) produces maps, reports, analysis, and geospatial data as well as creating and maintaining a vast array of point, line, polygon, raster, and tabular data for the City of Blaine and surrounding area. Community Development The community development department consists of three divisions: planning, economic development, and building inspections. Planning functions revolve around reviewing and processing the development proposals for the Blaine Planning Commission and Blaine City Council as well as interpreting and enforcing zoning and subdivision codes. This division prepares and implements the comprehensive municipal plan, which guides land use, zoning, sewer extension, transportation, and community facility improvements or anticipated changes. They also prepare special reports and studies of redevelopment and long-range plans. Planning also oversees all land development within the City of Blaine. Staff is available to answer questions on past, current, and future development, zoning, building code changes, home

All building permits and licenses are issued from building inspections through the iMS online permitting system at BlaineMN.gov/IMS. A building permit is needed for any new construction, remodeling, sprinkler systems, plumbing, heating, fence, deck, shed, in-ground pool, or mobile home setup. Safety Services The community standards department consists of three divisions: neighborhood services, fire inspections, and housing services. Neighborhood Services enforces City ordinances relating to the public health, safety, and general condition and upkeep of the community. This department responds to inquiries about code issues. Neighborhood services strives to work cooperatively with residents and business owners to gain voluntary compliance of community standards. Fire Inspections is responsible for new construction plan review and inspection. Fire inspections also conducts routine fire inspections of commercial and industrial buildings. Housing Services is responsible for the rental license program for all single and multiple family rental property within the City of Blaine. All rental properties are required to obtain an annual license and scheduled inspections. Housing services is also responsible for conducting the fire inspections of all

Public Facilities staff provide day-to-day maintenance and upkeep of city buildings. This division is also responsible for longterm planning and capital improvements to city buildings to keep them operating in a safe and cost-effective manner, extending the life of the structures.

Public Works The public works department is divided into several divisions providing services for the maintenance of, and some construction of, public facilities such as streets and parks and the provision of utility services. Engineering ensures that municipal sewer, water main, storm drainage, and street improvements are constructed in accordance with city specifications. Engineering coordinates engineering services during the planning and construction stages of residential and industrial development as well as maintaining compliance with all applicable wetland requirements. Streets and Parks maintains city streets, parks, buildings, and grounds through weed cutting, street sweeping, traffic signs, snow and ice removal, and related activities. Maintenance provides a program of preventive maintenance and repair work for city vehicles and equipment. Forestry helps balance the preservation of our natural resources with the growth and needs of our community. Council, Boards, and Commissions Blaine City Council

Blaine Economic Development Authority

As the elected representatives of the people, City councilmembers comprise the policy-making body of the City. The council is composed of six councilmembers and the mayor. Though voting equally with the other six members of the council, the mayor is the presiding officer at council meetings and is the official representative of the City. Two councilmembers are elected from each council ward on staggered four-year terms. The mayor’s

In May 1985, the Blaine Housing and Redevelopment Authority (HRA) was established to promote economic development. State law empowered HRAs with broad authority to engage in redevelopment and economic development activities. Although the HRA was an autonomous organization, the HRA was governed by a board whose members are the Blaine City Council. In December 1988, the Economic Development Authority

position, a four-year term, is elected at large. The City is comprised of three council wards. Elections are held each August and November in even-numbered years. The councilmembers, as a body, implement all policies exclusively through the city manager and, as individuals, neither perform nor interfere with any of the administrative work themselves. (EDA) was established to replace the HRA as the vehicle for subsequent economic development activities. Previous City and HRA projects were consolidated under the EDA’s authority. In part this was done because state statute provided the EDA with greater flexibility. The EDA is governed by the Blaine City Council, which serves as the EDA’s board of directors and president. The city manager is the executive director of the Blaine EDA. The EDA meets as needed. Meetings are held either before or after regularly scheduled Blaine City Council meetings. Natural Resources Conservation Board The Blaine Natural Resources Conservation Board is an advisory board to the city council that develops and recommends a policy framework for the maintenance and preservation of Blaine’s natural resources. Ad Hoc Boards/Councils: Senior Advisory Council The Blaine Senior Advisory Council has been established by the Blaine City Council to recommend programs and services for the senior residents of Blaine. It is the intent of the advisory council to make every effort to provide equal program opportunities for all Blaine area senior citizens. The Blaine Senior Advisory Council also recommends guidelines for use of the Mary Ann Young Center. The Blaine City Council appoints a councilmember to sit on the board, and the mayor also presides. laine Safety Services are comprised of the Blaine Police Department, the Spring Lake Park - Blaine Mounds View (SBM) Fire Department, and community standards.

Blaine Police Department The Blaine Police Department has an authorized strength of 74 sworn officers, 11 full-time support personnel, and eight part-time non-sworn community service officers. The department responds to over 45,000 calls for service annually. The police department has two K-9 teams and will be adding a third in 2022. Other specialty units include: a traffic unit, retail crime unit, and the directed operations group. There are five divisions in the police department: the patrol division, special operations, administrative services, emergency management, and support services. In addition, the police department also has a reserve unit and a law enforcement explorer post. The Blaine Police Department strives to have the most up-to-date policies that reflect changes in federal and state court rulings and law changes, as well as keep them contemporary with the ever-changing world around us. In 2019, the department contracted with Lexipol, a renowned US company. Lexipol is a national law enforcement policy company that not only ensures policies are legal and

defensible, but best practices are followed as well. This process will take the department into 2022 and beyond by continually going through our entire policy manual and updating it on a real time basis. The Blaine Police Department believes in building strong relationships with its community members through engaging interactions and events. We strive to create trust and confidence in the neighborhoods, schools, and businesses we serve. In addition to being a wonderful city in which to live and work, Blaine is also a destination community. Many large-scale sporting events, concerts, festivals, and other activities present unique public safety challenges. As Blaine continues to grow, the police department integrates with other members of the community to provide a safe, thriving community. The mission statement of the Blaine Police Department is: “As proud members of our community, we, the members of the Blaine Police Department, strive to enhance the quality of life in Blaine by serving with integrity, respect, and professionalism.” The department strongly believes in this and is here for everyone in Blaine. • Community service officers provide non-emergency assistance with ordinance issues and traffic safety/flow. • Police Reserves and Explorers provide volunteer services to the police department on patrol and at special events throughout the city. • The Investigations Division includes nine detectives and two sergeants and provides 24-hour investigative coverage to our community. • One of the detectives and one of the sergeants are assigned to the Anoka Hennepin Narcotics and Violent Crimes Task Force. • There are additionally four school resource officers assigned to Blaine High School, Roosevelt Middle School, Centennial High School, and Westwood Middle School. • The Patrol Division has two retail officers dedicated to the Northtown Mall area in the southeast corner of the city. SBM Fire Department Residents incorporated the Spring Lake Fire Department on January 17, 1944 as a nonprofit corporation, starting with two pieces of apparatus and 20 volunteer firefighters. The fire district was quite large at the time and consisted of the current communities of Blaine, Spring Lake Park, Mounds View, Fridley, Arden Hills, Shoreview, and Coon Rapids. Today, the SBMFD is a dynamic, high-performing organization, which provides extraordinary all-hazard emergency response, innovative fire prevention services, and public fire education to the communities of Spring Lake Park, Blaine, and Mounds View. SBMFD currently serves a permanent population of over 87,000 residents who are dispersed throughout approximately 40 square miles. The coverage area includes the Anoka County Airport, critical state infrastructure, major regional employers, and numerous schools. The operations division provides services through a unique combination-staffing model, staffing with full-time personnel and volunteers, delivering an effective service at one of the lowest per capita costs in Minnesota. The SBMFD operates out of five fire stations, four of which are located in the City of Blaine and have an apparatus complement of six engines, two ladders, four RIV/Utility, and additional support vehicles. Weekday response combines 13 full-time SBMFD personnel with 11 full-time City of Blaine employees who are also firefighters. During the evening, weekends, and holidays, service is provided by approximately 55 volunteer personnel who respond to their assigned fire stations from their homes. In 2018, the SBMFD responded to over 1,500 calls for service within Spring Lake Park, Blaine, and Mounds View and in surrounding communities as a mutual aid partner. The community risk reduction division delivers innovative fire prevention and safety programs to the community in several focus areas. The community standards division consists of 14 full-time staff who conduct city code compliance inspections and enforcement activities related to the fire marshal, fire inspections, rental licensing, and code enforcement. Most of the community standards staff also supports the SBM Fire Department as daytime responders to fire, serious medical calls, and vehicle crashes. Blaine Safety Services actively engages in resident safety and resident awareness. Blaine Safety Services, along with the City of Blaine Parks & Recreation department, annually hosts a summer safety camp event for children entering fourth grade in the fall. This two-day event teaches the children a variety of safety precautions in a fun environment. Blaine Safety Services also holds a two-day bike helmet safety event. This is hosted annually in the spring and is an event to learn how to fit bike helmets for adults as well as children. You can bring in your own helmet for a fitting or buy one at cost at the event. Every fall, adults have an opportunity to experience what it is like to be a police officer or firefighter at Blaine’s Citizens Academy. This eight-week program helps people understand the operations of the police and fire departments and offers the chance to use some of the actual equipment that Safety Services members use daily. Utility Billing The finance department is responsible for the billing of water, sewer, and garbage service to over 20,000 homes and commercial properties in the City of Blaine. Bills are sent quarterly to residential customers and monthly to commercial customers. All bills are due on the last day of the month. Any payments not received by the due date will result in a 10 percent late payment penalty. Any accounts that become delinquent are certified to the county for collection with the property taxes.

Water Residential customers will be billed a quarterly service charge, plus a charge per 1,000 gallons of water used. Commercial customers will be billed a monthly service charge, plus a charge per 1,000 gallons of water used. To see current water rates visit, BlaineMN.gov/UtilityBilling.

Sanitary Sewer Sewage treatment services for Blaine, as well as most other cities in the seven-county metropolitan area, are provided by the Metropolitan Council Environmental Services. Sewage leaving each city is metered and treated at the Metropolitan Council Treatment Site in St. Paul. Each city is billed for the amount of sewage treated.

Monthly Recycling Drop-Off Day The City of Blaine sponsors a recycling drop-off day on the third Saturday of each month at Green Lights Recycling. The collection event runs from 8AM - Noon and is open to anyone. You do not need to be a Blaine resident to bring items to the drop-off day. Green Lights Recycling collects mattresses, box springs, carpet, appliances, fluorescent lamps, electronics, rechargeable batteries, and tires. Please note that there is a fee for most items. You can also drop off tires and rechargeable batteries for a small fee. For more information on fees, call 763-785-0456. See the complete list of fees on the Blaine website under garbage and recycling information. Free items include scrap metal and vehicle batteries. Randy's Environmental Services offers free paper shredding on the drop-off day. Wait time for shredding can be long. Please note: No garbage will be accepted at the drop-off day. Bikes 4 Kids

(April - October)

Drop off any size bicycle that you no longer want at Blaine’s monthly recycling drop-off day. The bikes will be accepted by Bikes 4 Kids to be refurbished or have their parts used in refurbishing other bikes. Bikes 4 Kids then donates the bikes to people in need. There is no charge to drop a bike off at the monthly recycling drop-off day. Bikes 4 Kids is a part of The Robert & Wilma Burbach Bike Foundation. Learn more at Bikes4KidsMN.org.

Recycling & Garbage Blaine has organized recycling and refuse service and contracts with Walters Recycling and Refuse for all single-family homes in the city. Three service levels are available to meet a variety of disposal needs. • Premium Service (includes six bulk items per year) • 68 Gallon Service

Unlimited single-sort recycling is included with each garbage service. All recyclable materials can be placed together loosely in the recycling containers provided. Recycling is collected every other week on residents’ designated garbage day. Walters offers seasonal yard waste pickup from April – November. Yard waste containers can be ordered directly from Walters by calling 763-780-8464.

How can you save money on your garbage bill? The best way to save money on your garbage bill, especially households at the unlimited level, is to recycle as much material as possible. These days most household waste is actually recyclable. In Blaine’s curbside recycling program, you can recycle the following items: • Newspapers and all inserts • All magazines and catalogs • Phone books • Training manuals

• Corrugated cardboard boxes cut up to fit in recycling cart (or flatten and bundle 3 feet by 3 feet by 1 foot thick, and place 3 feet from the recycling cart)

• All mixed mail including envelopes If it comes in the mail and is paper, you can recycle it.

• Box board (cake, cereal, cracker, tissue, and shoe/shirt boxes)

• All office and school papers, file folders, fax sheets, notebooks, etc.

Please do not recycle the following items: Plastic bags, Styrofoam, plastic motor oil bottles, boxes for freezer foods, pizza boxes, any type of used tissue product. That’s right; residents can put out as much recycling as possible without an increase in cost. In fact, it could save you money by allowing you to use a smaller garbage cart. To save money and change your level of garbage service to a smaller container, call the city Utility Billing Department at 763-785-6141. New! Organics Waste Collection The City of Blaine is currently working with Anoka County to set up an organic waste collection program. The pilot program will include a free drop-off location at City Hall. The plan is to use this first location to test the participation levels and demand. If there is enough demand, additional locations will be added.

What are organics? Organics include all food scraps, most nonrecyclable and food-soiled paper, and certified compostable products.

Why should organics be removed from the trash? Approximately one-third of the waste collected weekly is recyclable, organic material. Removal of organics from your weekly trash reduces the amount of material dumped at the landfill. Once this material reaches the landfill, the collection and reuse of it is no longer feasible.

What happens to the organics? Food scraps and non-recyclable paper products are processed and turned into compost, a nutrient rich resource that improves soil and decreases the need for fertilizers.

What is the cost? This will be a free program for Blaine residents. The City is able to offer this service at no cost through a SCORE (Select Committee on Recycling and the Environment) grant.

How do I start? Any resident who wants to participate should sign up at BlaineMN.gov/OrganicsSignup and get a free starter kit at Blaine City Hall.

Clean Up After Your Pets Under City ordinance, pet owners are required to clean up after their dogs. Pet owners must carry a plastic bag or some other means of picking up after their pet whenever they are off their own property.

Block Parties Block parties are permitted without special permit. However, residents should be aware of several important issues. Selling or dispensing of beer requires a temporary beer license, which must be approved by the city. Residents may not barricade or block off streets and must be conscientious of loud music and impact to surrounding neighbors. The City’s noise ordinance restricts noisy parties and gatherings. Animals Number and Types A resident may own up to three domestic pets of any one type over six months of age. A domestic pet is defined as a dog, cat, bird, or other common house pet. Non-domesticated, wild animals are not permitted. Domestic farm animals, including cattle, horses, snakes, sheep, goats, and domesticated birds are only permitted in agricultural (AG) and farm residential (FR) zoning districts. Hogs (pot-bellied pigs) are not permitted within any zoning district. Private or Commercial Kennel If a resident owns or boards more than three adult domestic pets, a kennel license is required. Kennels are not permitted in single family (R-1, R-2, and R-3) zoning. Cats Cat licensing is not required. There is no ordinance on stray cats in the City of Blaine. Leash Law Dogs in the City of Blaine must be on a leash and under control while off the owner’s property. Dog License All dogs six months or older are required to be licensed. A license can be obtained at Blaine City Hall for $10. The owner must provide evidence that the dog has been vaccinated for rabies. Dog licenses must be renewed by April 30 and are good for two years. Barking Dog It shall be unlawful for any person to own, keep, or harbor any dog considered a barking dog. By definition a barking dog is any dog that barks, bays, cries, howls, or makes any other noise continuously and/or incessantly for a period of 10 minutes or barks intermittently for 30 minutes or more at any time either day or night. Contact the Blaine Police Department or Community Standards for more information. Dog Enclosures (Kennel) Dog enclosures are only permitted in rear yards. Dog enclosures must be located at least 30 feet from the side property line and 10 feet from the rear lot line. All enclosures must be screened from adjacent property. GARAGE SALES Garage sales are allowed without special permit if they meet the following standards: sale can last no longer than three days and no more than twice each year; no goods purchased for sale or consignment goods may be offered for resale; and all signs advertising the sale must be placed on private property with owner’s permission and removed after the sale. Boulevard Maintenance Residents with property fronting a street right-of-way are responsible for the general maintenance and upkeep of the boulevard. This includes mowing tall grass/weeds, raking leaves, tree trimming/removal, and sidewalk snow removal.

A permit is not required for new driveway construction or improvement unless a modification to the curb is needed. Depending on zoning districts, driveways cannot be constructed closer than three feet from the adjacent property line. All driveways and approaches must be hard surface using concrete or blacktop. Fences The City requires a building permit for the construction of new yard fencing or substantial alteration of an existing fence. The following fence guidelines must be followed: • Seasonal fences are allowed without permit. • Post and framework must be placed within property line of the owner. The fencing material, such as lumber, pickets, etc., shall be placed on the side of the fence facing the street or adjacent property. • All fences must be constructed in a workman-like manner and be maintained in a state of reasonable repair. • Maximum heights: Front yard = 4 feet. Firearms/Hunting The discharge of deadly weapons is prohibited within city limits. Deadly weapons include all firearms, bow and arrows when arrows are point-tipped, BB guns, air rifles, and slingshots. The Blaine Police Department may issue temporary bow and arrow deer hunting authorization for certain designated properties within the city. Persons owning property within designated hunting areas must obtain a permit for each person who will be hunting on said property and the permit must be in the hunter’s possession. Home Business Home Daycare Providers must be licensed by Anoka County and the State of Minnesota. Specific questions or complaints should be directed to Anoka County at 763-422-7146.

A home business may operate in a residential zoning district without a conditional use permit if there is no exterior storage of materials or business equipment, the business is conducted within a residential dwelling and does not exceed 20 percent of total floor area of residence, and only people living in the residence are employed. Inoperable Vehicles

The City of Blaine does not allow the parking or storage of stock cars, race cars, or junk vehicles. All vehicles must be in an operable condition, currently licensed, and licensed to the occupants of the property or their guests. Contact Community Standards for more info at 763-784-6700.

SNOW REMOVAL Residents with property fronting a sidewalk are responsible for the removal of snow within 48 hours after the snowfall has ceased. Residents are prohibited from pushing snow, slush, or ice into the street or onto private property without permission.

Vehicle Repair

Residents are not allowed to repair or perform maintenance work on vehicles on public streets or on private land unless the vehicle is enclosed in a garage or storage building.

Noise

The City of Blaine noise ordinance is in effect between 10PM and 7AM. During this period, the following activities are restricted: • Operation of tools and domestic maintenance equipment • Repair or servicing of vehicles if noise is audible beyond property line • Exterior construction or remodeling • Use of electronic or audio sound if plainly audible at a distance of 50 feet or more • Noisy parties or gatherings audible at a distance of 50 feet or more Contact Community Standards for information at 763-785-6187.

Parking

No vehicle shall be parked on any highway, street, or alley in the city for more than 48 consecutive hours at any time. • From November 1 to April 1, no vehicle shall be parked on any highway, street, or alley between the hours of 2AM and 7AM. • Parking permits may be issued by the Blaine Police Department for emergency or other situations. • No vehicle may be parked on any highway, street, or alley in the city in violation of any temporary or permanent regulatory sign posted by the city.

Traffic Visibility

Rental Dwellings Require License

Satellite Dishes

All rental housing in Blaine must secure a license prior to tenants moving into the unit. Contact housing services at 763-785-6146 to request a license application and schedule the necessary pre-inspection. Licensing is required on an annual basis; the licensing period runs from January 1 through December 31. The rental dwelling ordinance governs all rental units within the City. It pertains to singlefamily detached and attached townhomes and condos and all multi-family rentals comprised of two or more units.

Dishes exceeding 24 inches in diameter must be located in the rear yard at a distance of five feet from adjacent property lines. Contact Community Standards for more information.

Residential Exterior Storage Personal unused property should be stored inside. Miscellaneous storage, including yard maintenance equipment, toys, and non-permanent recreational equipment, may not be stored outside for periods longer than 72 consecutive hours. Septic Systems Septic tanks must be pumped and inspected every three years by a certified pumper. Contact Building Inspections for more info.

Sheds City zoning requirements limit the number of accessory buildings (including attached garages) to two, with a combined area no greater than 1000 square feet. Sheds must be located in the rear yard, unless side yard shed requirements are met. A permit is required for any shed greater than 120 square feet in area or that has permanent footings or slab.

Tree Preservation Residents are allowed to remove two significant trees per year from privately owned property. Trees removed because they pose a hazard are exempt. An approved forest management plan is required if more than two significant trees per year are removed from non-developing lots or parcels. Building Permits B

uilding Inspections reviews and inspects all new construction and remodeling within the City. All building permits and licenses, as well as Certificates of Occupancy, are issued from Building Inspections. A building permit is needed for any new construction, remodeling, sprinkler system, plumbing, heating, fence, deck, shed, in-ground pool, or mobile home setup. All Blaine building permits are obtained online. Start the process today at BlaineMN.gov/BuildingInspections.

The Simple & Easy Building Permit Process 1. T alk to Your Local Code Official. Code officials want your project to be a success and will help you avoid potential problems that could cost time and money. Residents will be asked some basic questions (What are you planning to do? Where?), advised of any requirements, and, if necessary, referred to other departments for their approval. The code official will provide you with the resources and information needed for compliance with the applicable building codes. You will then receive an application for a building permit. 2. S ubmit Application. At this stage, the applicant will document the who, what, when, where, and how of the job, along with any sketches or plans of the proposed work. Learn more at BlaineMN.gov/BuildingInspections. 3. Building Inspections. The code official will review your plans and determine if your project is in compliance with local requirements. If your plans meet these requirements, a permit is issued. If for some reason they do not, the code official will work with you to help correct the problem.

4. R eceive Permit. Now that you have been approved for a permit, you have legal permission to start construction. A fee, based on the size of the job, is collected to cover the cost of the application, the review, and the inspection process. An experienced code official is available should you have any questions concerning your project. You should consider your code official as an ally who will help you make your project a success. Typically, separate permits are required for electrical, plumbing, and heating or air conditioning work. 5. Job-Site Visits. On-site inspections are required to make certain the work conforms to the permit, local codes, and plans. Again, you will have access to the expertise of the code official to help you with questions or concerns regarding the project and to ward off potentially costly mistakes. Information Deck, Porch, and Addition Footing Design

M

ost homes in Blaine are constructed on corrected soil pads. This is because soil conditions prior to development were too low and often unsuitable. These corrected building pads are not much larger than the home structure. Soils outside of these corrected pads may not be suitable for the construction of decks, porches, or home/garage additions. Any proposed construction of a deck, porch, or addition may require soils corrections, or an engineer’s soils report may be required to verify minimum bearing capacity of 1,500 pounds per square foot.

N on-concrete manufactured pin style footings – The permit holder is responsible for the design size, and the base area comparison must be equal to or greater than concrete footing diameter listed in the City of Blaine deck handout footing guide. hree different school districts provide public education to the City of Blaine. No matter the region or the system, students’ development of knowledge is top priority. Anoka-Hennepin School District 11 enrolls approximately 38,000 students and is one of the state’s largest districts. Each year, the District promotes a strategic initiative to support and improve both teaching and learning. District 11 strives to be a public school system of excellence, with high quality staff, first-rate programs, and successful graduates. Spring Lake Park District 16 specifies “High expectations, high achievement for all. No excuses.” District 16 personalizes learning for each student by creating a culture of innovation, creativity, and practical design thinking. One hundred percent of schools offer STEM makerspaces that engage students in real-world problem solving. Centennial School District 12 comprises nine schools, serving about 6,400 students. Curriculum focuses on the skills and knowledge necessary to help students succeed. Seventy-eight percent of the district’s teachers hold master’s degrees.
