Special Council Election in Ward 2

Election Set for April 11

There is currently a vacant seat on the Blaine City Council. The open Ward 2 seat will be filled through a special election on Tuesday, April 11. The filing period for this seat was open in early February. In person absentee voting is available at Blaine City Hall during normal business hours. All Ward 2 polling places will be open on Tuesday, April 11 for in person voting.

All City Meetings Will Start at 7pm

Starting in April all televised city meetings will start at 7PM. Previously, City Council meetings started at 7:30PM while boards and commission meetings started at either 6:30 or 7PM. Now all official meetings of the Council and boards and commissions will begin at 7PM. The City hopes this earlier and consistent start time will make it easier for residents to engage with City government.

The City of Blaine Parks and Recreation and Public Works Departments are seeking enthusiastic people to fill seasonal jobs this summer. In Parks and Rec various youth programs positions are available, along with park attendant roles. In Public Works there are openings on the streets, water, sewer/storm, and mechanic teams. The wage range is $14 to $17 hourly, depending on qualifications and position. The minimum age is between 16 and 18 years old depending on the position.

SBM Fire Offering Clinics

Car seats and helmet use are two of the simplest and most important things adults can do to protect children.

Traffic crashes are the leading cause of preventable deaths and injuries to children in the United States. Minnesota law states that all children must be in a child restraint device until they are 4-feet-9-inches tall, or at least 8 years of age, whichever comes first. In Minnesota, three out of four child seats are used incorrectly.

Additionally, riding a bicycle without a helmet significantly increases the risk of sustaining a head injury in the event of a crash. It is estimated that one out of seven children will receive head injuries because of a bicycle crash. Wearing a helmet in the event of a crash reduces the likelihood of serious head injury by 60 percent.

Department Spotlight

Say Hello to the Blaine Police Department Mental Health Coordinator

A new position at the Blaine Police Department is changing the way police respond to mental health calls in the City. The mental health coordinator position was developed out of the need for an adaptation in emergency response to include a mental health professional on scene. Over the last year and a half, the Blaine Police Department has been learning first hand how a mental health professional can work together with law enforcement.

To jump start this idea, the Blaine Police Department partnered with the Coon Rapids Police Department in 2021 to hire a mental health professional through a grant-funded contract position. Amanda Terwey was hired to identify populations in need within the communities and structure a program to best serve their needs while working alongside law enforcement. Amanda is a Licensed Independent Clinical Social Worker, with a master’s degree in social work from Saint Cloud State University.

Co-responding to mental health calls along with officers has been the most pivotal part of this position. Amanda partners with officers and goes to calls to provide on-scene assistance and collaboration.

Incorporating a mental health professional in law enforcement response was such a success that Blaine created a full-time position within the department. Amanda started full-time in Blaine in October of 2022. In the first three months of the new full-time position there have been 362 referrals and 28 on-scene assists. This position also follows up with individuals to connect them to services and address their individual needs. Amanda is involved with multiple committees and associations related to mental health, substance abuse, domestic violence, and the unsheltered population. In addition, Amanda works on community education initiatives to increase community awareness of mental illness and reduce the stigma often associated with it.

City Staff Complete Emergency Management Training

The City of Blaine’s emergency management team and supporting staff are always preparing for potential emergency situations in the City. Part of the preparation includes training. Staff recently spent five days completing two different training courses. The courses put staff into simulated disaster situations and allowed the participants to put their prior training into action.

The Blaine Emergency Management team is led by Captain Mark Boerboom of the Blaine Police Department. Staff, multiple levels deep, from each department are trained to be able to respond to an emergency situation in order to serve the community in a time of crisis.

Carbon Monoxide

Carbon monoxide (CO) is a colorless, odorless, tasteless, poisonous gas. Your senses cannot detect its presence. CO is produced by anything in your home that burns fuel inefficiently. Sources can include, but are not limited to, gas dryers, furnace, stove/burner, water heater, fireplace, automobile fumes, and portable heaters.

It is important to have a CO alarm for early warning and detection.

In MN, you must install CO alarms within 10 feet of the bedrooms. If people sleep on multiple levels, there must be a CO alarm on every level. Check CO alarms regularly to be sure they are functioning properly. CO alarms last between 5 and 10 years per the manufacturer’s date, which is located on the back of the device.

Make Curb Appeal Improvements with the Front Door Grant

The Front Door Grant can help you make curb appeal improvements to your home, like a new front door, permanent landscaping, or adding brick accents. Grants are issued as reimbursements of 15-25 percent of project cost, up to $5,000. Applicants must have a signed grant agreement with the City prior to starting the project.

Senior Safety and Wellness Fair

2022 Housing Wrap Up

Blaine Continues to Show Strong Growth

With attractions like the National Sports Center, the TPC Twin Cities, great schools, high quality parks and open spaces, Blaine is the perfect place for everyone from young families to single professionals to retirees. To meet the demand for housing in Blaine, builders and developers have been busy over the past year and will be for years to come. More than 15 different builders received housing permits in Blaine last year. Housing growth continues to be strong with almost 900 units permitted in 2022, the highest number of units permitted in a single year since 2004. Blaine was fourth among Twin Cities suburbs for residential permits issued and fifth for total number of units permitted in 2022, a higher ranking for both statistics than 2021. Multifamily projects currently under construction include two market rate projects, one luxury project, and one senior project.

Blaine continues to add approximately 1,000 residents annually to the City making Blaine one of the 10 largest cities in the state of Minnesota.

Share Your Vision: Hwy 47 and 65

Planning Study

Thank you to everyone who shared valuable feedback about the current transportation conditions along University and Central Avenues (Hwy 47 and Hwy 65). Many Blaine residents provided insight during the July 2022 engagement activities by showing up at in-person meetings, attending virtual events, and completing surveys on how the roads could work better.

Now the MnDOT study team is using that information, along with traffic data, to develop alternative concepts for the roads and intersections to better meet the community’s needs.

The new concepts will be ready for public review in March 2023. Residents can learn more and provide additional feedback and comments in any of three ways:

2023 Spring Flooding Outlook

In the Coon Creek Watershed District

Our early, local spring flooding forecast shows little chance for flooding because the soil, ponds, creeks, and wetlands have good capacity for holding or soaking in the snowmelt. This is because we are still in a drought. All this snow hasn’t had much water in it. With a month of winter weather yet, capacity for holding floodwaters can change quickly. Watch for several night temperatures above freezing, indicating a fast thaw and potentially large amount of runoff.

Cleaning a Storm Drain for Over 40 Years

Patty is a very active volunteer. One of Patty’s many volunteer activities is cleaning the storm drain in front of her house. She’s been keeping the drain and surrounding curbside clear since the 1970s. In the fall, Patty generally fills up at least a 96 gallon bin every week with leaves and pine needles. Leaves and needles aren’t what we typically think of as water pollutants, but they can be. This organic debris contains lots of nutrients that feed algae. Excess nutrients in water can lead to algae blooms, which can be damaging to aquatic life. By keeping all this debris out of her storm drain, Patty is helping to protect her local water system. Her reporting also counts towards Blaine’s standings in the Anoka County Community Adopt-a-Drain Challenge, happening from March to October of this year. Every drain adoption and cleaning report gets the City closer to winning the challenge.

Earth Day

April 17 thru May 15

Celebrate Earth Day by gathering with neighbors and cleaning up the neighborhood park. The Parks and Recreation Department is looking for residents to organize an Earth Day clean-up event at any of Blaine’s 66 parks. Select the date, time, and park. Supplies are provided. Select a date anytime between April 17 and May 15.

City Hall Meeting Rooms

Now Available for Public Rentals

There are four meeting rooms at Blaine City Hall that are available for public rental. The rooms range in size from 12 person conference rooms to large 70 person meeting rooms. All rooms come with presentation technology. City Hall rooms are available during the week. Weekend room rentals are available at the Mary Ann Young Center. Alice in Wonderland

Don’t be late for a very important date! Attend Alice in Wonderland’s tea party. The party will consist of finger sized refreshments, crafts, bingo, and a lot of fun. Fee includes one adult per registered child. Limit 30 children per session. Event held at the Blaine City Hall Atrium.
