The Story of Blaine
Dakota and Ojibwe hunted on the land that later became Blaine long before settlers appeared. In 1847, a government land survey crew led by Deputy Surveyor Andrew Hewett measured the perimeters of the township “by slogging through swamp and thicket and over dunes.” In his report, Hewett concluded, “The township is almost inaccessible for either man or beasts except when frozen up.”
In the 1850s, speculators began acquiring land by hiring squatters with the idea of turning over ownership in the form of land patents to the speculators, who by all accounts never lived there. However, one individual, Andrew More, who purchased land in 1855, most likely lived in the township. His name appears in the 1857 census, making him possibly the first non-indigenous settler.
The first permanent settler was most likely Phillip Leddy, whose name was misspelled in early historical sources as Laddy. Leddy purchased land in 1857 and 1859 near what was later called Laddie Lake, presumably named for him. He farmed there from about 1862 until his death in 1872. Leddy’s wife Bridget and three of their seven daughters continued to live on the farm until at least 1875. They then moved to Minneapolis.
The township was officially organized in 1877. Moses Ripley was elected as the first chairman of the Board of Supervisors. According to local lore, Ripley, who had come to Minnesota from Maine, persuaded his fellow board members to name the new township in honor of James G. Blaine, a U.S. Senator and statesman, also from Maine. In 1880, Blaine Township had a population of 128.
A former enslaved person from Kentucky also helped set Blaine on its early course to permanent settlement. Greenberry “Green” Chambers served as a private in Company H of the 115th U.S. Colored Infantry and later as a supervisor cook during the Civil War. After his 1865 discharge from the Union Army, Chambers traveled by steamboat up the Mississippi River to Minnesota with his wife and three of their five children in search of a better life.
Chambers purchased a farm in Anoka County that later was lost to foreclosure. The family then settled on another farm, likely in southeastern Blaine, where Chambers served on the Township Board of Supervisors from 1878-1881 as a constable and in 1882 as a road overseer. He and his son, Green Jr., are listed as voters in the 1881 Blaine Township election.
Dairy farms dominated the landscape in Blaine well into the 20th century. After World War II, with the severe housing shortage created

by returning servicemen and their growing families, starter home developments began to spring up in southern and eastern Blaine. In 1950 the population reached 1,694. Dairy farms gave way to vegetable and sod farms and later were sold to housing developers.
The development of Interstate 35W, Highway 10, and Highway 65 created greater accessibility to the Twin Cities. The National Sports Center was constructed in 1990 and the TPC of the Twin Cities was completed in 2000. By 2024, more then 170 years after Hewett’s survey, Blaine’s population topped 72,000, making it the largest city in Anoka County and the 10th largest in Minnesota.

Tune into channel 799 (HD) or 16 (SD) on the Comcast (Xfinity) cable system. The channel airs a variety of short videos about city events and local news stories covering Blaine. Blaine City Council, Traffic Commission, Planning Commission, Natural Resources Conservation Board, and Park Advisory Board meetings are also broadcast live as well as played back on the channel. The channel can also be found on the North Metro TV app on Apple TV or Roku.

The City of Blaine has an extensive park and trail system. The City currently has 66 parks encompassing 753 acres of land. Most of the parks are located within residential neighborhoods. Larger community parks contain major athletic facilities, picnic areas, or natural environment resources characteristic of Blaine. Over 75 miles of trails and trail corridors interconnect parks, schools, and open spaces. There are over 826 acres of open-space land available to Blaine residents, including the 500-acre Blaine Wetland Sanctuary.

Residents are encouraged to use the variety of park facilities available within the Blaine park system. Family or group reservations for large pavilions are available. Park shelter and field reservations can be made at BlaineMN.gov/FacilityRental. Most parks are open for community use from 5AM to 10PM daily.
Adult Programs
Adults have the opportunity to participate in a variety of recreational activities offered throughout the year. Program areas include health and fitness classes, recreational athletic leagues, lifetime sports, outings, and hobby and special interest classes.
Senior Programs
The Mary Ann Young Center in Aquatore Park is home to senior programs and has general community space as well. The center offers a wide variety of programs and services year-round and seniors have the opportunity to become involved in daily recreational activities, educational classes, special events, and outings. The center staff also provides access services, such as information and referral, advocacy, and outreach. A senior newsletter is published monthly. A daily senior dining program is available. Youth Programs
A variety of recreational activities are planned throughout the year for children from preschool age through high school. These activities range from youth athletics, arts, field trips, enrichment camps, to summer playgrounds, and more. During the winter, supervised skating rinks with warming houses are provided at various park locations.
Park amenities include fencing with separate large and small dog areas, shelter with heater/power, picnic tables, clean bag containers, drinking fountains, and a security light.
Dog Park Rules
• Dogs must be properly vaccinated.
• Dog owners must pick up and dispose of pet waste in trash receptacles.
• Dogs must be under control at all times.
• At the first sign of aggression, dogs must be leashed and removed.
• Dogs that are declared dangerous are not allowed.
• Dog owners are liable for damage or injury inflicted by their dogs.
• Dogs must be leashed when entering or exiting.
• No more than three dogs per handler.
• Parents must closely supervise children at all times.
• Dogs in heat are not permitted.
• No food except training treats.
• All personal property must be removed daily.
• Dogs are not permitted to dig.
• No use of tobacco.

Since the late 1980s, the City has had a vision for creating a wetland classroom in the area known as the Blaine Wetland Sanctuary. In 2000, residents approved a $3.5 million bond referendum to purchase property for open space. The first purchase was the 62-acre wetland and eightacre oak forest in the Lakes of Radisson development, which added to the city’s existing 435 wetland acres east of the Lakes of Radisson development extending south to 109th Avenue. Since that time, research has been conducted in the 500-acre open-space property west of Lexington Avenue adjacent to Anoka
County Ditch 53-62. This area is part of the larger Anoka Sand Plain, which is home to unique plant communities found in very few places anywhere in the country. Several species of rare and endangered plants were discovered and the concept of restoring the wetlands to allow those species to flourish began to take shape. Combined with the big picture of being in city open space and the prospect of adding a pavilion for public education and access for the enjoyment of nature lovers, plans were put in motion.
The goal of the project is to enhance, restore, and protect three wetland community types and upland islands. The upland communities will be restored to oak forest or aspen-birch forest types. The wetland communities will be restored to Anoka Sand Plain rich and poor fen, which are unique and rare plant community types containing two confirmed threatened and endangered species. The restoration will release the dormant native seed bank and existing rare species and their habitats will thrive and expand.

The boardwalk and parking lot were completed in August 2017, giving the public the opportunity to walk from East Lake Park in the Lakes of Radisson development to the regional trail along Lexington Avenue. The parking lot was constructed off of Lexington Avenue, providing a trailhead for the boardwalk and parking for educational programming.
Active management of the wetland site will continue to accomplish the plan approved by the regulatory agencies, and ongoing maintenance will continue into perpetuity to remain in compliance with the approved plan. Throughout the spring, summer, and fall, crews will be out applying herbicides to control invasive species that inhibit the growth of native vegetation. Prescribed burns and over-seeding with native herbaceous species will allow the area to thrive and provide important habitat for birds and wildlife. TPC Golf Course
The 18-hole TPC Twin Cities golf course is Minnesota’s only PGA Tour-owned property, spanning 235 acres of countryside.
Designed by Arnold Palmer and Tom Lehman, the course has been honored multiple times by Golf Digest magazine and is the site of the PGA TOUR 3M Open.
TPC Twin Cities golf course secured a seven-year deal with the PGA Tour; the annual tournament brings some of the world’s top golfers to Minnesota.
Fogerty Arena
Opened in 1982, this civic center and ice arena, known as “The Ice House,” was one of the first facilities in the Twin Cities with curling ice.
National Sports Center

3M Open Links PGA Tour
For almost 20 years, TPC Twin Cities in Blaine hosted the 3M Championship, a PGA Tour Champions senior event. But a new chapter of golf in Minnesota began in 2019 with the inaugural 3M Open.
What started as the Burnet Senior Classic in 1993, played at Bunker Hills Golf Course in Coon Rapids, transformed a bit in 2001. 3M took over as the title sponsor and the tournament moved to TPC Twin Cities, where it remained the preeminent Minnesota golf event for almost two decades.
The 2018 3M Championship was the final Champions Tour event and its replacement was announced that same year.
An official PGA Tour stop and part of the FedExCup series, the 3M Open got the ball rolling in July 2019 at TPC Twin Cities.
The private golf club first opened in 2000, when Arnold Palmer Design consulted with golf legend and Minnesota native Tom Lehman to convert a former sod farm into a premier golf course. The grounds were long considered one of the top designs on the PGA Tour Champions circuit.
To challenge golfers at the PGA Tour level, the layout received some significant upgrades and reconfigurations. Now a par 71 that plays up to 7,468 yards, the course is longer and narrower, with 27 water hazards and 74 bunkers.
The event marked the PGA Tour’s first regular stop in the state in half a century. The tour stopped in Minnesota 34 times between 1930-1969.
Each year a field of 156 golfers compete in the 3M Open. The tournament has been headlined by some of the best players on the PGA Tour and some of the up-and-coming future stars.
With an annual impact of $50 million, the tournament is a major driver of economic activity in the region.

National Sports Center

A Unique Resource for Residents
The largest amateur sports campus in the world right in the City of Blaine, the National Sports Center (NSC) offers over 600 acres for year-round sports programs and events in sports as diverse as soccer, hockey, golf, figure skating, yoga, and ultimate disc.
The NSC opened in 1990. Built by the State of Minnesota but operated by the nonprofit corporation National Sports Center Foundation (NSCF), the NSC operates on a self-supporting basis. Although state funds were used to build the facility, no operating subsidy is provided.
The NSC’s flagship annual event is the Target USA CUP, the largest youth soccer tournament in the Western Hemisphere. Last year, the event hosted 1,245 teams, representing numerous states and 20 countries. The nine days of USA CUP is a unique and proud time for Blaine residents, as the world truly comes to Blaine.
Super Rink
Opened in October of 1998, the Super Rink expanded from the original four sheets of ice to eight sheets in the fall of 2006. Programs include hockey, figure skating, broomball, short-track speedskating, and public skating.
The Super Rink features two unique facilities. The Herb Brooks Training Center is a 12,500 square-foot dry-land training facility to teach young players the latest training techniques. For the figure skating community, the 6,200 square foot training center provides a conditioning and dance studio, changing area, parents’ viewing
area, and offices for coaches.
The Super Rink is the training home for the U.S. Women’s National Hockey Team, and the team visits Blaine for training camps several times each year. The rink is the home ice for the Bethel University men’s and women’s hockey teams, as well as Irondale, Mounds View, and Legacy Christian high school hockey teams.
Victory Links Golf Course
Established in 2003, Victory Links is the only PGA Tour-designed public golf course in Minnesota. Boasting 18 holes of links-style golf, Victory Links is designed to be inviting as a familyfriendly course suitable for youth golf and challenging enough to host a PGA Tour event. In fact, the course hosted three qualifying tournaments for the 3M Open this year.
With 50 soccer fields, the NSC has been certified by the Guinness Book of Records as the “largest soccer complex” in the world. And with 4 million visitors a year, the NSC is Minnesota’s most-visited sports facility.
Victory Links is comprised of an 18-hole championship course, oversized grass tee driving range, and a one-of-a-kind 18-hole bent grass putting course. Covering over 400 acres, players can enjoy the beauty of the Minnesota prairie grasses, tranquil native areas, and even glimpses of wildlife.

Minnesota United FC
Minnesota’s MLS professional soccer team Minnesota United FC calls the National Sports Center home. MN United plays their games at Allianz Field in St. Paul but spends the rest of their time in Blaine. The team has dedicated field space, locker rooms, training rooms, and offices at the National Sports Center.
The Welcome Center
Opened in the spring of 2005, the Welcome Center hosts sportrelated events, conferences, and trade shows as well as NSC tournament activities. The Welcome Center includes meeting rooms of varying sizes. The small conference rooms can double as VIP suites for major stadium events.
In 2012, the 21,000 square-foot Sport Expo Center was added to the Welcome Center complex. This facility adds an expo space for
consumer and trade shows and can be used for sports training including basketball and volleyball. The addition makes the entire Welcome Center a 36,000 square-foot facility.
Major Features on Campus
Stadium: The 5,500 seat NSC Stadium hosts Target USA CUP feature games and ceremonies, major soccer games such as U.S. National Team games, and even concerts and marching band festivals. The stadium has hosted six different U.S. National Team soccer games over the years against teams from Canada, Sweden, Norway, Australia, and Mexico. The NSC Stadium is the training grounds for the Minnesota United FC, an MLS professional team. The stadium is available year-round with a temporary dome cover during the winter months.
Sports Hall: The indoor Sports Hall, 100 x 70 yards, is host to indoor soccer, lacrosse, baseball training, and other field sports activities. During the winter months, the NSC Sports Hall is busy every day with soccer leagues and training, offering a great offseason training opportunity for Blaine soccer families.
Fields: For first-time visitors to Blaine, the most striking feature of the NSC campus is the number of multi-use playing fields. Currently with 50 fields, the plan is to ultimately add 12 additional fields to bring the campus to an impressive 62 fields.
Soccer is the big field sport at the NSC, but the fields are also used for other sports such as rugby, lacrosse, and ultimate disc.

Blaine Experiencing Strong Development
Developers are gearing up for projects during what is another big year of development in Blaine. All sectors, including residential, commercial, industrial, and public, are going to be busy.
Housing Development is in High Demand
With attractions like the National Sports Center, TPC Twin Cities, great schools, and high-quality parks and open spaces, Blaine is the perfect place for everyone from young families to single professionals to retirees. To meet the demand for housing in Blaine, builders and developers have been busy over the past year and will be for years to come. Despite high interest rates, new housing starts continued to be strong in Blaine throughout 2023 with a variety of housing types. Active subdivisions include townhomes, villas, small lot single family, and larger executive lots. Nearly 400 apartment units were completed in 2023, across four market rate general occupancy buildings. A senior market rate complex was completed in early 2024. Blaine continues to be one of the Twin Cities’ most rapidly growing suburbs. But the City’s lifeline and main corridor, Highway 65, has been notorious for traffic accidents, congestion, and restricting access for pedestrians and bicyclists. The Thrive on 65 project aims to clear the way for businesses and the community.
Funding & Timeline
The Thrive on 65 project, which focuses on improving the stretch between 97th Avenue and 119th Avenue, received full funding this year. The state of Minnesota is investing over $145 million to fix Highway 65, mainly through transportation and bonding bills. The project also received significant funding at the federal level over the last several years.
After conducting an extensive planning and evaluation process that included input from residents and local businesses, a plan has been selected and is moving forward. This project will improve safety and traffic congestion while having minimal impact on private property owners in the area. Pending final design approval, construction will begin in late 2025 and be completed after three years.
Impactful Improvements
Once completed, the impact will be felt by all. Commuters, residents, and businesses will enjoy greater safety and access to the community. Travelers heading north to enjoy Minnesota’s lake country will also benefit from a faster, smoother journey. And the 7 million visitors coming to Blaine each year for major international events will be able to navigate the city with ease..

Administration
The administration department is made up of the city manager’s office as well as the city clerk, communications, and human resources divisions.
The City Manager is selected by the Blaine City Council to manage the day-to-day operation of all functions of city government. The City Clerk’s Office is responsible for running local elections, licensing businesses, maintaining official city records, and managing Blaine City Council meeting agendas. The city clerk also maintains a record of all council proceedings, publishes legal notices and newly adopted ordinances, and responds to city code inquiries. Human Resources coordinates recruitment and hiring, conducts contract negotiations, and administers employee benefits, compensation, and job classifications. Parks and Recreation in Blaine provides a comprehensive, year-round recreational activity program for residents of all ages and includes the senior center facility and senior programs. Finance Department
The finance department is composed of two divisions – finance and information technology (IT).
Finance oversees all financial activity of the City and manages four subdivisions: accounting, which oversees the payroll and accounts payable functions and is responsible for the City’s financial reporting; budgeting, which manages the City’s financial and capital planning functions; treasury and debt management, which manages the City’s banking, investment, and debt issuance functions; and utility billing, which is responsible for the billing and account maintenance of Blaine water, sewer, refuse, and recycling accounts.
Information Technology is responsible for managing the City’s computerized system of hardware and software and its supporting infrastructure that allows the exchange of information, both internally and externally, through the use of voice, data, and video. Community Development
The community development department consists of three divisions: planning, economic development, and building inspections.
Planning functions revolve around reviewing and processing the development proposals for the Blaine Planning Commission and Blaine City Council as well as interpreting and enforcing zoning and subdivision codes. This division prepares and implements the comprehensive municipal plan, which guides land use, zoning, sewer extension, transportation, and community facility improvements or anticipated changes. They also prepare special reports and studies of redevelopment and long-range plans.
Planning also oversees all land development within the City of Blaine. Staff is available to answer questions on past, current, and future development, zoning, building code changes, home occupations, business signage, and variances to the codes. Economic Development offers assistance to businesses in finding available sites and coordinating the site planning process. In some cases, financial assistance is available through the Blaine EDA for projects which address City goals.

Building Inspections reviews and inspects all new construction and remodeling within the City. All building permits and licenses are issued from building inspections through the iMS online permitting system at BlaineMN.gov/IMS
A building permit is needed for any new construction, remodeling, sprinkler systems, plumbing, heating, fence, deck, shed, in-ground pool, or mobile home setup. Safety Services
The safety services department consists of three divisions: community standards, police, and facilities. This department also oversees the City's contracted fire response with SBM Fire.
Community Standards includes three divisions, starting with Neighborhood Services that enforces City ordinances relating to the public health, safety, and general condition and upkeep of the community. This department responds to inquiries about code issues. Neighborhood services strives to work cooperatively with residents and business owners to gain voluntary compliance of community standards.
Fire Inspections is responsible for new construction plan review and inspection. Fire inspections also conducts routine fire inspections of commercial and industrial buildings. Housing Services is responsible for the rental license program for all single and multiple family rental properties within the City of Blaine. All rental properties are required to obtain an annual license and scheduled inspections.
Housing Services is also responsible for conducting the fire inspections of all apartments and residential board and care facilities as well as responding to property complaints. For additional information, visit BlaineMN.gov/CommunityStandards.
Facilities This division provides day-to-day maintenance and upkeep of city buildings. They are also responsible for long-term planning and capital improvements to city buildings to keep them operating in a safe, cost-effective manner, extending the life of the structures.

Public Works
The public works department is divided into several divisions providing services for the maintenance of, and some construction of, public facilities such as streets and parks and the provision of utility services.
Streets and Parks maintains city streets, parks, buildings, and grounds through weed cutting, street sweeping, traffic signs, snow and ice removal, and related activities.
Water and Sewer operates, maintains, and repairs all water mains, sanitary sewer mains, and storm sewers within the City, including wells and lift stations.
Maintenance provides a program of preventive maintenance and repair work for city vehicles and equipment.
Forestry helps balance the preservation of our natural resources with the growth and needs of our community. This includes insect and disease control, tree preservation, hazard tree management, Arbor Day, and other planting events.

Engineering
The engineering department consists of two divisions: engineering and GIS.
Engineering ensures that municipal sewer, water main, storm drainage, and street improvements are constructed in accordance with city specifications. Geographic Information Systems (GIS) produces maps, reports, analysis, and geospatial data as well as creating and maintaining a vast array of point, line, polygon, raster, and tabular data for the City of Blaine and surrounding area. Council, Boards, and Commissions
Blaine City Council
As the elected representatives of the people, City councilmembers comprise the policy-making body of the City. The council is composed of six councilmembers and the mayor. Though voting equally with the other six members of the council, the mayor is the presiding officer at council meetings and is the official representative of the City. Two councilmembers are elected from each council ward on staggered four-year terms. The mayor’s position, a four-year term, is elected at large.
The City is comprised of three council wards. Elections are held each August and November in even-numbered years. The councilmembers, as a body, implement all policies exclusively through the city manager and, as individuals, neither perform or interfere with any of the administrative work themselves.

Blaine Economic Development Authority
In May 1985, the Blaine Housing and Redevelopment Authority (HRA) was established to promote economic development. State law empowered HRAs with broad authority to engage in redevelopment and economic development activities. Although the HRA was an autonomous organization, the HRA was governed by a board whose members are the Blaine City Council.
In December 1988, the Economic Development Authority (EDA) was established to replace the HRA as the vehicle for subsequent economic development activities. Previous City and HRA projects were consolidated under the EDA’s authority. In part this was done because state statute provided the EDA with greater flexibility. The EDA is governed by the Blaine City Council, which serves as the EDA’s board of directors and president. The city manager is the executive director of the Blaine EDA. The EDA meets as needed. Meetings are held either before or after regularly scheduled Blaine City Council meetings. Meetings are televised live on cable channels 799 and 16. Charter Commission
The Blaine Charter Commission reviews the City charter and recommends charter amendments in keeping with the state law. Commissioners are volunteers recommended for appointment by the Blaine City Council to the Tenth Judicial District Chief Judge. Natural Resources Conservation Board
The Blaine Natural Resources Conservation Board is an advisory board to the city council that develops and recommends a policy framework for the maintenance and preservation of Blaine’s natural resources. The board also develops a natural resources plan, which includes long-term and near-term objectives and a plan for the acquisition of significant natural areas.

Park Advisory Board
The Blaine Park Advisory Board, consisting of seven members appointed for two-year terms, holds neighborhood meetings, receives resident input, conducts surveys, addresses funding strategies, evaluates and recommends capital improvements for new and existing park facilities, and conducts public meetings for resident involvement in the park planning process.

Senior Advisory Council
The Blaine Senior Advisory Council has been established by the Blaine City Council to recommend programs and services for the senior residents of Blaine. It is the intent of the advisory council to make every effort to provide equal program opportunities for all Blaine area senior citizens. The Blaine Senior Advisory Council also recommends guidelines for use of the Mary Ann Young Center.

Blaine Historical Society
The primary goal of the Blaine Historical Society is to collect, preserve, research, disseminate, and display historical knowledge and artifacts relating to Blaine, Minnesota. Future membership opportunities are anticipated for those interested in joining the society.

The Spring Lake Park - Blaine - Mounds View (SBM) Fire Department is a nonprofit corporation managed by a Fire Board consisting of firefighters and community representatives. Blaine representatives must either live or work full time in Blaine. Safety Services
Blaine Safety Services are comprised of the Blaine Police Department, the Spring Lake Park - Blaine - Mounds View (SBM) Fire Department, and Community Standards.
Blaine Police Department
The Blaine Police Department has an authorized strength of 83 sworn officers, 11 full-time support personnel, and seven part-time non-sworn community service officers. The department responds to over 50,000 calls for service annually. The police department has three K-9 teams. Other specialty units include: a traffic unit, retail crime unit, and the directed operations group. There are five divisions in the police department: the patrol division, special operations, administrative services, emergency management, and support services. In addition, the police department also has a reserve unit and a law enforcement explorer post.
The Blaine Police Department strives to have the most up-to-date policies that
reflect changes in federal and state court rulings and law changes, as well as keep them contemporary with the ever-changing world around us. In 2019, the department contracted with Lexipol, a renowned US company. Lexipol is a national law enforcement policy company that not only ensures policies are legal and defensible, but best practices are followed as well. This process is on going and will continue to provide updates to the policy manual.

In addition to response for calls for service, the Police Department provides a number of specialized services:
• In the Patrol Division, there are dedicated K-9 officers as well as officers dedicated to traffic enforcement and education.
• The traffic officers work in conjunction with the Blaine Traffic Commission to address and improve traffic safety in our community.
• Community service officers provide non-emergency assistance with ordinance issues and traffic safety/flow.
• Police Reserves and Explorers provide volunteer services to the police department on patrol and at special events throughout the city.
• The Investigations Division includes detectives and sergeants and provides 24-hour investigative coverage to our community.
• One of the detectives and one of the sergeants are assigned to the Anoka Hennepin Narcotics and Violent Crimes Task Force.
• There are additionally school resource officers assigned to Blaine High School, Roosevelt Middle School, Centennial High School, and Westwood Middle School.
• The Patrol Division has retail officers dedicated to the Northtown Mall area in the southeast corner of the city. They work in conjunction with the businesses in the area to provide a safe, secure retail area.
• Special Operations also has officers in the Directed Operations Group. The Directed Operations Group provides specialized targeted enforcement in problem areas of the City of Blaine.
• There are also staff members who provide support services which include records management and administration.
• Emergency Management in Blaine is overseen by the police department.

SBM Fire Department
Residents incorporated the Spring Lake Fire Department on January 17, 1944 as a nonprofit corporation, starting with two pieces of apparatus and 20 volunteer firefighters. The fire district was quite large at the time and consisted of the current communities of Blaine, Spring Lake Park, Mounds View, Fridley, Arden Hills, Shoreview, and Coon Rapids. Today, the SBMFD is a dynamic, high-performing organization that provides extraordinary all-hazard emergency response, innovative fire prevention services, and public fire education to the communities of Spring Lake Park, Blaine, and Mounds View. SBMFD currently serves a permanent population of over 92,000 residents who are dispersed throughout approximately 40 square miles. The coverage area includes the Anoka County Airport, critical state infrastructure, major regional employers, and numerous schools.
The operations division provides services through a unique combination-staffing model, staffing with full-time personnel and duty crews who are assigned to cover each station at a specific duty time, delivering an effective service at one of the lowest per capita costs in Minnesota. The new duty crew model was put into place in 2024 and has significantly reduced response time while ensuring that all stations are staffed at the most critical times. The SBMFD operates out of five fire stations, four of which are located in the City of Blaine and have an apparatus complement of six engines, two ladders, four RIV/Utility, and additional support vehicles. Weekday response combines 13 full-time SBMFD personnel with 11 full-time City of Blaine employees who are also firefighters. Calls for service continue to rise throughout the SBM coverage area. The community risk reduction division delivers innovative fire prevention and safety programs to the community in several focus areas. Some of these innovative and crucial programs are: after the fire care, bike helmet fittings, car seat clinics, citizens academy, first aid and CPR, home safety surveys, safety camp, senior safety fair, school education, and youth firesetter intervention. Community Standards Division
The Community Standards division consists of a full-time staff who conduct city code compliance inspections and enforcement activities related to the fire marshal, fire inspections, rental licensing, and code enforcement. Most of the Community Standards staff also supports the SBM Fire Department as daytime responders to fire, serious medical calls, and vehicle crashes. Blaine Police Community Alliance
The Blaine Police Community Alliance is a collaborative group made up of leaders from our community and police personnel, built on the principles of community partnership and inclusivity, created to enhance public safety and foster mutual trust. This partnership is characterized by open dialogue and communication, where members are encouraged to voice their concerns, ideas, and feedback. Partnering for a Safer Blaine
Blaine Safety Services actively engages in resident safety and resident awareness. Blaine Safety Services, along with the City of Blaine Parks & Recreation department, annually hosts a summer safety camp event for children entering fourth grade in the fall. This two-day event teaches the children a variety of safety precautions in a fun environment. Blaine Safety Services also holds a two-day bike helmet safety event. This is hosted annually in the spring and is an event to learn how to fit bike helmets for adults as well as children. You can bring in your own helmet for a fitting or buy one at cost at the event.
Every fall, adults have an opportunity to experience what it is like to be a police officer or firefighter at Blaine’s Citizens Academy. This eight-week program helps people understand the operations of the police and fire departments and offers the chance to use some of the actual equipment that Safety Services members use daily.

Utility Billing
The finance department is responsible for the billing of water, sewer, and garbage service to over 23,000 homes and commercial properties in the City of Blaine.
Bills are sent quarterly to residential customers and monthly to commercial customers. All bills are due on the last day of the month. Any payments not received by the due date will result in a 10 percent late payment penalty. Any accounts that become delinquent are certified to the county for collection with the property taxes.
Water
Residential customers will be billed a quarterly service charge, plus a charge per 1,000 gallons of water used.

Sanitary Sewer
Sewage treatment services for Blaine, as well as most other cities in the seven-county metropolitan area, are provided by the Metropolitan Council Environmental Services. Sewage leaving each city is metered and treated at the Metropolitan Council Treatment Site in St. Paul. Each city is billed for the amount of sewage treated.

Monthly Recycling Drop-Off Day
The City of Blaine sponsors a recycling drop-off day on the third Saturday of each month at Recycle Technologies.
The collection event runs from 8AM - Noon and is open to anyone. You do not need to be a Blaine resident to bring items to the drop-off day.
Recycle Technologies collects mattresses, box springs, carpet, appliances, fluorescent lamps, electronics, rechargeable batteries, and tires. Please note that there is a fee for most items.
You can also drop off tires and rechargeable batteries for a small fee. For more information on fees, call 763-785-0456. See the complete list of fees on the Blaine website under garbage and recycling information.
Free items include scrap metal and vehicle batteries.
Randy's Environmental Services offers free paper shredding on the drop-off day. Wait time for shredding can be long.

Bikes 4 Kids (April
- October)
Drop off any size bicycle that you no longer want at Blaine’s monthly recycling drop-off day. The bikes will be accepted by Bikes 4 Kids to be refurbished or have their parts used in refurbishing other bikes. Bikes 4 Kids then donates the bikes to people in need.
There is no charge to drop a bike off at the monthly recycling drop-off day. Bikes 4 Kids is a part of The Robert & Wilma Burbach Bike Foundation. Learn more at Bikes4KidsMN.org .

Recycling & Garbage
Blaine has organized recycling and refuse service and contracts with Walters Recycling and Refuse for all single-family homes in the City. Three service levels are available to meet a variety of disposal needs.
• Premium Service (includes six bulk items per year)

• 38 Gallon Service
Unlimited single-sort recycling is included with each garbage service. All recyclable materials can be placed together loosely in the recycling containers provided. Recycling is collected every other week on residents’ designated garbage day.
Walters offers seasonal yard waste pickup from AprilNovember. Yard waste containers can be ordered directly from Walters by calling 763-780-8464.
How can you save money on your garbage bill?
The best way to save money on your garbage bill, especially households at the unlimited level, is to recycle as much material as possible. These days most household waste is actually recyclable. In Blaine’s curbside recycling program, you can recycle the following items:
• Newspapers and all inserts
• All magazines and catalogs
• Phone books
• Training manuals
• All mixed mail including envelopes If it comes in the mail and is paper, you can recycle it.
• All office and school papers, file folders, fax sheets, notebooks, etc.
• Paperback books
• Brown paper bags
• Corrugated cardboard boxes cut up to fit in recycling cart (or flatten and bundle 3 feet by 3 feet by 1 foot thick, and place 3 feet from the recycling cart)
• Box board (cake, cereal, cracker, tissue, and shoe/shirt boxes)
• Aluminum cans
• Tin/steel cans
• Glass bottles and jars (clear, brown, and green)
• Plastic food and beverage containers
Please do not recycle the following items:
Plastic bags, Styrofoam, plastic motor oil bottles, boxes for freezer foods, pizza boxes, any type of used tissue product.
If you need additional recycling carts to handle all of the recycling material, you can get them at no additional cost. That’s right; residents can put out as much recycling as possible without an increase in cost. In fact, it could save you money by allowing you to use a smaller garbage cart.

Organics Waste Collection
The City of Blaine offers a free organics recycling drop off program. Organic waste can be collected and then dropped off in the marked organic recycling bins in the south parking lot at Blaine City Hall.
What are organics?
Organics include all food scraps, most nonrecyclable and food-soiled paper, and certified compostable products.
Why should organics be removed from the trash?
Approximately one-third of the waste collected weekly is recyclable, organic material. Removal of organics from your weekly trash reduces the amount of material dumped at the landfill. Once this material reaches the landfill, the collection and reuse of it is no longer feasible.
What happens to the organics?
Food scraps and nonrecyclable paper products are processed and turned into compost, a nutrient-rich resource that improves soil and decreases the need for fertilizers.
What is the cost?
This will be a free program for Blaine residents. The City is able to offer this service at no cost through a SCORE (Select Committee on Recycling and the Environment) grant.

Any resident who wants to participate should sign up at BlaineMN.gov/ OrganicsSignup and get a free starter kit at Blaine City Hall.

Area Dog Parks
In 2016, the City enclosed an area of Aquatore Park that serves as an off-leash dog area. Off-leash parks in the area include:

Clean Up After Your Pets
Under City ordinance, pet owners are required to clean up after their dogs. Pet owners must carry a plastic bag or some other means of picking up after their pet whenever they are off their own property.
Block Parties
Block parties are permitted without special permit. However, residents should be aware of several important issues. Selling or dispensing of beer requires a temporary beer license, which must be approved by the City. Residents may not barricade or block off streets and must be conscientious of loud music and impact to surrounding neighbors. The City’s noise ordinance restricts noisy parties and gatherings. Animals
Number and Types A resident may own up to three domestic pets of any one type over four months of age. A domestic pet is defined as a dog, cat, bird, or other common house pet. Non-domesticated, wild animals are not permitted. Domestic farm animals, including cattle, horses, sheep, and goats are only permitted in agricultural (AG) and farm residential (FR) zoning districts. Hogs (pot-bellied pigs) are not permitted within any zoning district.
Private or Commercial Kennel If a resident owns or boards more than three adult domestic pets of one type, a kennel license is required. Kennels are not permitted in single family (R-1, R-2, and R-3) zoning districts.
Cats Cat licensing is not required. There is no ordinance on stray cats in the City of Blaine.
Leash Law Dogs in the City of Blaine must be on a leash and under control while off the owner’s property.
Dog License All dogs six months or older are required to be licensed. A license can be obtained at Blaine City Hall for $10. The owner must provide evidence that the dog has been vaccinated for rabies. Dog licenses must be renewed by April 30 and are good for two years.
Barking Dog It shall be unlawful for any person to own, keep, or harbor any dog considered a barking dog. By definition a barking dog is any dog that barks, bays, cries, howls, or makes any other noise continuously and/or incessantly for a period of 10 minutes or barks intermittently for 30 minutes or more at any time either day or night. Contact the Blaine Police Department or Community Standards for more information.
Dog Enclosures (Kennel) Dog enclosures are only permitted in rear yards. Dog enclosures must be located at least 30 feet from the side property line and 10 feet from the rear lot line. All enclosures must be screened from adjacent property. Dog enclosures must also be kept in a clean and sanitary condition. Boulevard Maintenance
Residents with property fronting a street right-of-way are responsible for the general maintenance and upkeep of the boulevard. This includes mowing tall grass/weeds, raking leaves, tree trimming/removal, and sidewalk snow removal.
Driveways
A permit is not required for new driveway construction or improvement unless a modification to the curb is needed. Depending on the zoning district there are different setback requirements for driveways. All driveways and approaches must be hard surface using concrete or blacktop. Contact the planning division for more information at 763-784-6180.
Fences
The City requires a building permit for the construction of new yard fencing or substantial alteration of an existing fence. The following fence guidelines must be followed:
• Seasonal fences are allowed without permit.
• Post and framework must be placed within property line of the owner. The fencing material, such as lumber, pickets, etc., shall be placed on the side of the fence facing the street or adjacent property.
• All fences must be constructed in a workman-like manner and be maintained in a state of reasonable repair.
• Maximum heights: Front yard = 4 feet. Side and rear yards = 6 feet.

Home Daycare
Providers must be licensed by Anoka County and the State of Minnesota. Specific questions or complaints should be directed to Anoka County at 763-422-7146.
Garage Sales
Garage sales are allowed without special permit if they meet the following standards: sale can last no longer than three days and no more than twice each year; no goods purchased for sale or consignment goods may be offered for resale; and all signs advertising the sale must be placed on private property with owner’s permission and removed after the sale. Contact Community Standards for more information.
Firearms/Hunting
The discharge of deadly weapons is prohibited within city limits. Deadly weapons include all firearms, bow and arrows when arrows are point-tipped, BB guns, air rifles, and slingshots. The Blaine Police Department may issue temporary bow and arrow deer hunting authorization for certain designated properties within the city.
Persons owning property within designated hunting areas must obtain a permit for each person who will be hunting on said property and the permit must be in the hunter’s possession. All regulations established by the Department of Natural Resources shall be adhered to. Contact the Blaine Police Department for more information at 763-785-6168.
Home Business
A home business may operate in a residential zoning district without a conditional use permit if there is no exterior storage of materials or business equipment, the business is conducted within a residential dwelling and does not exceed 20 percent of total floor area of residence, and only people living in the residence are employed. Inoperable Vehicles
The City of Blaine does not allow the parking or storage of stock cars, race cars, or junk vehicles. All vehicles must be in an operable condition, currently licensed, and licensed to the occupants of the property or their guests. Contact Community Standards for more info at 763-784-6700.
Vehicle Repair
Residents are not allowed to repair or perform maintenance work on vehicles on public streets or on private land unless the vehicle is enclosed in a garage or storage building.
Noise
The City of Blaine noise ordinance is in effect between 10PM and 7AM. During this period, the following activities are restricted:
• Operation of tools and domestic maintenance equipment
• Repair or servicing of vehicles if noise is audible beyond property line
• Exterior construction or remodeling
• Use of electronic or audio sound if plainly audible at a distance of 50 feet or more
• Noisy parties or gatherings audible at a distance of 50 feet or more

Parking
No vehicle shall be parked on any highway, street, or alley in the city for more than 48 consecutive hours at any time.
• From November 1 to April 1, no vehicle shall be parked on any highway, street, or alley between the hours of 2AM and 7AM.
• Parking permits may be issued by the Blaine Police Department for emergency or other situations.
• No vehicle may be parked on any highway, street, or alley in the city in violation of any temporary or permanent regulatory sign posted by the city.
Traffic Visibility
On all corner lots, no fence, object, or planting in excess of 30 inches in height is allowed in the sight distance triangle. Contact Community Standards for more information at 763-785-6187.
Rental Dwellings Require License
All rental housing in Blaine must secure a license prior to tenants moving into the unit. Contact housing services at 763-785-6146 to request a license application and schedule the necessary pre-inspection. Licensing is required on an annual basis; the licensing period runs from January 1 through December 31.
The rental dwelling ordinance governs all rental units within the City. It pertains to single-family detached and attached townhomes and condos and all multi-family rentals comprised of two or more units.
Residential Exterior Storage
Personal unused property should be stored inside. Miscellaneous storage, including yard maintenance equipment, toys, and nonpermanent recreational equipment, may not be stored outside for periods longer than 72 consecutive hours. Vehicles and ornamental yard enhancements are excluded from this standard. Contact Community Standards for more information.
Septic Systems
Septic tanks must be pumped and inspected every three years by a certified pumper. Contact Building Inspections for more info.
Sheds
City zoning requirements limit the number of accessory buildings (including attached garages) to two, with a combined area no greater than 1,000 square feet. Sheds must be located in the rear yard, unless side yard shed requirements are met. A permit is required for any shed greater than 120 square feet in area or that has permanent footings or slab. Regulations vary by development, please contact Planning at 763-717-2748 for specific requirements.
Irrigation Usage
Blaine enforces year-round, odd-even sprinkling days - Residents with an even numbered address can sprinkle on even numbered days. Residents with an odd numbered address can sprinkle on odd numbered days.
No sprinkling between 10AM and 6PMFrom May 15 until September 15 no sprinkling is allowed between 10AM and 6PM. This is the hottest part of the day and most water is lost to evaporation.
FINES FOR BREAKING ORDINANCE
• First Offense - Warning
• Second Offense - $25 fine
• Third Offense - $50 fine
• Fourth Offense - $75 fine
• Four or More - $100 fine each time
EXCEPTIONS
• Private wells used for watering.
• City owned athletic fields.
• Hand watering of gardens and trees using a watering can or hose.
• New landscaping or sod, may be watered daily but not between 10AM and 6PM, for a period of 30 days after installation. Please contact Public Works at 763-785-6165 to request a 30 day exemption.
Snow Removal
Residents with property fronting a sidewalk are responsible for the removal of snow within 48 hours after the snowfall has ceased. Residents are prohibited from pushing snow, slush, or ice into the street or onto private property without permission.

Swimming Pools
Swimming pools are permitted in certain residential zoning districts in rear yards and must meet a 10 foot setback from property lines. Pools cannot be located closer than six feet to the primary residence and all associated decks or patios must be located a minimum distance of 10 feet from adjacent lot lines. All outdoor pools need to be completely enclosed by a non-climbing type fence or wall. Fence and gates shall be at least four feet tall. Building permits are required for construction of all above- and belowground pools exceeding 200 square feet in area. Call 763-784-6700 for more information.
Tree Preservation
Residents are allowed to remove two significant trees per year from privately owned property. Trees removed because they pose a hazard or because they are diseased are exempt. An approved forest management plan is required if more than two significant trees per year are removed from non-developing lots or parcels. On developing lots, a tree preservation plan must be submitted for City approval prior to site grading or excavation. Prior to site disturbance, the site shall be staked and fenced for tree preservation plan. All significant trees removed or fatally damaged must be replaced on-site or in the form of a payment of a fee to the city restoration fund. Contact Public Works for more information.
Wood Storage
Firewood may be stored in the side or rear yard no closer than five feet from the property line unless screened by a solid fence or wall.

Building Permits
Building Inspections reviews and inspects all new construction and remodeling within the City. All building permits and licenses, as well as Certificates of Occupancy, are issued from Building Inspections. A building permit is needed for any new construction, remodeling, sprinkler system, plumbing, heating, fence, deck, shed, in-ground pool, or mobile home setup. All Blaine building permits are obtained online. Start the process today at BlaineMN.gov/BuildingInspections.
The Simple & Easy Building Permit Process
1. Talk to your local code official. Code officials want your project to be a success and will help you avoid potential problems that could cost time and money. Residents will be asked some basic questions (What are you planning to do? Where?), advised of any requirements, and, if necessary, referred to other departments for their approval. The code official will provide you with the resources and information needed for compliance with the applicable building codes. You will then receive an application for a building permit.
2. Submit application. At this stage, the applicant will document the who, what, when, where, and how of the job, along with any sketches or plans of the proposed work. Learn more at BlaineMN.gov/BuildingInspections.
3. Building inspections. The code official will review your plans and determine if your project is in compliance with local requirements. If your plans meet these requirements, a permit is issued. If for some reason they do not, the code official will work with you to help correct the problem.
4. Receive permit. Now that you have been approved for a permit, you have legal permission to start construction. A fee, based on the size of the job, is collected to cover the cost of the application, the review, and the inspection process. An experienced code official is available should you have any questions concerning your project. You should consider your code official as an ally who will help you make your project a success. Typically, separate permits are required for electrical, plumbing, and heating or air conditioning work.
5. Job-site visits. On-site inspections are required to make certain the work conforms to the permit, local codes, and plans. Again, you will have access to the expertise of the code official to help you with questions or concerns regarding the project and to ward off potentially costly mistakes. The code official will let you know approximately how many inspections may be needed for your project. Typically, several days are needed when requesting visits.
6. Final approval. The code official will provide documentation when construction is completed and code compliance is determined. You will then have the personal satisfaction of a job done safely and correctly. You can enjoy your improvements with the knowledge that they meet the safety standards in your community.

Important Information
Deck, Porch, and Addition Footing Design
Most homes in Blaine are constructed on corrected soil pads. This is because soil conditions prior to development were too low and often unsuitable. These corrected building pads are not much larger than the home structure. Soils outside of these corrected pads may not be suitable for the construction of decks, porches, or home/garage additions. Any proposed construction of a deck, porch, or addition may require soils corrections, or an engineer’s soils report may be required to verify minimum bearing capacity of 1,500 pounds per square foot.
How to Design Footing for a Deck or Porch
Areas of known poor soils require soils corrections and/or deck footings must be designed by a licensed professional engineer prior to the issuance of the permit. Please call the building inspections department for soil information in your development at 763-785-6170 as your first step in planning for your deck or porch.
1. Concrete Footings – The permit holder is responsible for the design size, but the footings cannot be a smaller diameter than listed in the City of Blaine deck or porch handout footing guide. In lieu of using the guide in the handout, another option is to provide an engineer’s soils report to verify minimum bearing capacity and design them accordingly. Footings must still be set on sandy/ suitable soils (no black organic type soils) or the footing inspection will fail. In some developments, the depth to suitable soil may be much deeper than the 42 inch frost depth. The footing inspection will
fail if suitable soils cannot be verified, and soils corrections and/or deck footings must be designed by a licensed professional engineer.
2. Non-concrete manufactured pin style footings – The permit holder is responsible for the design size, and the base area comparison must be equal to or greater than concrete footing diameter listed in the City of Blaine deck handout footing guide. These pin style footings are only permitted for decks and may not be permitted for porch footings; verify with the product manufacturer.
3. Helical piles (screw-pile) – These are permitted in accordance with manufacturer's instructions. These are long screw-like piles that can reach suitable soils without the need for soils corrections. Screw-piles must be installed by a certified contractor.
Frost Footings for Home and Garage Additions
The following applies to all areas in the City of Blaine that have corrected soil pads or other areas with black organic type soils at the depth of the footings. Soils corrections must be designed by a licensed professional engineer, or an engineer's soils report must be provided to verify minimum bearing capacity of 1,500 per square foot prior to issuance of the building permit.

Anoka-Hennepin School District 11 enrolls approximately 38,000 students and is one of the state’s largest districts.
