It is intended to summarize the major accomplishments of the City during the past fiscal year (October 1, 2013 - September 30, 2014), and provide a comprehensive calendar of the City’s committee and board meetings and events for 2015. In October of last year, the City Commission, Community Redevelopment Agency Board and the City’s Executive Team worked diligently to develop a five-year plan that acts as an outline for the City's future growth and development. This year’s priorities and action agenda are available for viewing on the City’s website at www.boynton-beach.org. We continue to grow as a community, with visible progress. Boynton Beach is a community with a mix of unique neighborhoods. The City will continue its goal to attract quality development and redevelopment projects that both move the City forward economically yet still maintain its character. Our efforts will support strong historical integrity and spark increased quality residential and commercial development dispersed throughout the community by leveraging private and regional partnerships and collaborations. As Boynton Beach becomes increasingly more diverse in terms of its residents' age, income and racial and ethnic make-up, the City will use multiple ways to connect with all its residents and businesses, including new and emerging technologies. We want to offer special thanks to those who continue working tirelessly to make Boynton Beach a great place to live, work, play and raise a family. Dedication to our community is seen at every level, from those who are elected to represent you, to the professional staff who serve you and to the volunteers who help make this a great City. By their actions, they show that they are proud to play a role in our community's growth and success. We are fortunate to call Boynton Beach home with all of the amenities our waterfront community has to offer, including infrastructure improvements, an expanding economy and cultural and recreational opportunities that are second to none. QUALITY OF LIFE Volunteers Enhance City’s Parks

Avenue of the Arts Features Kinetic Art

The quality of life in Boynton Beach is enhanced by the volunteer force that assists the Recreation and Parks department each year. In FY2013/14, 59 volunteers donated 10,889 hours, equating to a $180,104 savings for the City. During the year, an average of 244 volunteers each month donated 2,126 hours, performing maintenance and clean up at eight Adopt-A-Park locations.

In September, nine iconic kinetic artworks were installed along East Boynton's Avenue of the Arts. Most of the artwork is powered by the wind and human interaction. The kinetic artists installed their artwork in preparation for the February 6-8, 2015, International Kinetic Art Exhibit and Symposium.

Bark in the Park On May 20, 2014, the City Commission permitted a one-year trial period allowing dogs on leash in the following parks: Jaycee, Intracoastal, Boynton Lakes and Dewey. At the end of one year, staff will report back to the Commission.

Meet Boone This past year, the City of Boynton Beach adopted Boone as a therapy dog. Boone was originally donated to Dogs for Disabled Veterans, but was unable to complete training due to an injury. He recently passed his therapy certification test and now provides company to seniors at the City’s Senior Center, plays with the children in the City’s after-school programs and visits our local hospital weekly. There is no cost to the City; Boone is cared for at the home of the Recreation and Parks director.

Conrad Pickel Celebration Last May, a celebration of International stained glass artist Conrad Pickel was held. The daylong event featured tours and presentations about Conrad Pickel’s historical imprint on Boynton Beach, his vision for Boynton Beach’s culture and his contribution to the global arts community.

Old Dixie Eco Walk Highlighted During the City’s Earth Week Celebration, a Butterfly Count and Native Plant ID event was held at Seabourne Cove’s Old Dixie Eco Walk, a public art installation reforestation project designed to attract and sustain butterflies. Art in Public Places hosted a walk for native plant, butterfly and wildlife organizations to attend. The Old Dixie Eco Walk will contribute to the future Blueway, Greenway, Bikeway project.

New Carts & GPS Tablets Hit The Links In November, the City’s Municipal golf course, The Links at Boynton Beach Golf Course, replaced its aging fleet of club car electric golf carts with 85 new Yamaha electric golf carts, adding state of the art GPS tablets!

Enhanced Playability at The Links To improve the overall playability of The Links, the tall vegetation around the lake banks was cut down to 3-4 inches in height and the fairways were re-contoured. Twenty five of the “80” on course bunkers have been renovated back to their original design with the remaining ones to be completed by September 2015. Numerous tee boxes have been re-leveled and the practice pitching & chipping green was resurfaced with a new variety of turf grass.

Committed to Teens The library is committed to encouraging youth to keep reading and learning. To achieve that goal, the library developed 133 programs that specifically target teens. This year, 2,950 teens participated in monthly book discussions and took advantage of educational and recreational programming.

New Computers and Programs Added at the Library An AWE AfterSchool Edge computer was purchased that features over 60 educational programs and hundreds of activities for all elementary school students, including math, art, science and vocabulary. In addition, a subscription of Learning Express Library was procured. This computer-based program will enable people to improve their scores on academic, civil service, military and professional licensing and certification exams, including the PSAT, SAT, GED replacement, TASC test and other exams. State funding enabled the library to replace 20 public access computers and one laptop computer.

AmeriCorps Volunteers Invaluable to Library The library was fortunate to have two AmeriCorp volunteers this past year, who assisted students with homework and prepared them to take college preparatory tests, including the SAT and ACT. These dedicated AmeriCorps workers contributed 3,400 hours to the Library.

9-11 Memorial Dedicated On December 7, 2013, the City of Boynton Beach dedicated a 9-11 Memorial at Veterans Memorial Park. Working together for over a year, the South Florida 9-11 Foundation, comprised of retired New York City firefighters, working with the Fire Commission and the 9-11 Foundation in New York City, secured a 40 pound, 12” x 14”, piece of steel from the World Trade Center. The total cost to produce and place the memorial was secured through donations.

A lower ISO typically indicates a lower cost of insurance for property owners. The City of Boynton Beach is only one of the 40 Fire Departments in the State of Florida that has an ISO rating of 2.

Our Citizen on Patrol (COP) volunteers donated

17,913 hours, equating to

adding 8.6 full time officers on patrol.

This past year, the Police Department partnered with Smart Water CSI, a service that provides citizens with the security of knowing that their valuables are marked with an invisible, DNAlike signature. It also allows for easy recovery of stolen property and a successful prosecution of those who are in possession of their valuables. During its first two, one-year pilot programs, there was a 72% reduction of burglaries in Boynton Lakes North and a 100% reduction of burglaries in Ocean Breeze West. Eighteen additional communities have been added to the program and additional participation is welcomed.

Town Hall Meetings The Police Department initiated Town Hall Meetings allowing residents to interact with the department’s command staff in a constructive and collaborative forum. In the FY2013/14, Town Hall Meetings were held at the Fraternal Order of Police Lodge, the Carolyn Sims Center, Village Royale on the Green and Boynton Leisureville. All meetings are streamed live on the Internet via Ustream for those who are unable to attend or engage.

MyPD App In May of 2013, the Police Department unveiled a smart phone application, MyPD. This app has many features, such as reporting anonymous crime tips, asking a question or commending an employee. It also provides the latest BBPD news, Twitter updates and Facebook posts. This free app is available for download on both iPhone and Android phones. BBPD was the first law enforcement agency in Florida to use the MyPD app.

New Communications Center Together, the City and County cooperated in moving the City’s communications functions from City Hall to Fire Station 5 at Gateway Boulevard and High Ridge Road. This project cost nearly $500,000, including just over $170,000 received from Palm Beach County for new 911 radio consoles. Fire Station Number 5 is a facility hardened to withstand a Category 5 hurricane; locating emergency communications services to this building will guard against service interruptions following a major storm event.

Detective Liaison Program While criminal clearance rates have remained relatively unchanged between 2011 and 2013, the department experienced a 36% increase in the volume of cases solved this past year.

The City welcomed a new Director of Utilities in May of 2013. Colin Groff is a professional engineer with over 27 years of experience serving various public agencies throughout Florida. Most recently, Mr. Groff worked for the Water & Wastewater Systems group at JEA, a northeast Florida regional utility provider.

1,000 Year Event

Capital Improvement Projects

In January 2014, the City experienced an extreme storm event that resulted in over 22 inches of rain falling within a 12 hour period. This type of storm is classified as a 1,000 Year Event, which means this amount of rainfall over a 12 hour period has the probability of occurring once every 1,000 years. Most stormwater drainage systems are designed to handle at minimum a 25 Year Event without damage to homes or property. This is the equivalent of approximately nine inches of rain in 24 hours. Following the event in January, the Utilities Department has initiated six new projects to correct areas that have sub-standard drainage that were exposed during this event. Those projects are expected to be completed by the summer of 2015.

• Upgrades to our water treatment plants to increase the long term water supply • Utility improvement projects in the Lake Boynton Estates and Central Seacrest Corridor neighborhoods • A new regional pump station at Pence Park to pump increased flows from Federal Highway redevelopment projects • The last phase of the large water transmission line from the western potable water wellfield to the East Water Treatment Plant In addition to the capital improvement projects, 35,000 Smart Meters for automated meter reading were installed this fiscal year, delivering improved service to customers. Customers will be able to monitor water usage, detect and manage leaks and select a payment date. These state-of-the-art meters are easier to read. provide more accurate billing, and reduce the City’s labor and fleet costs.

Beautification of Medians

Water Wise Program Water Wise, a water and conservation program, sponsored by the Utilities Department, and taught in fifth grade classrooms for more than 5 years, teaches children the importance of conservation. By educating more than 1,100 students a year, and having them install water saving devices in their homes, over 5.5 million gallons of water was saved last year.

In keeping with our Vision to be a beautiful coastal City, the Public Works department upgraded the landscaping on the medians along Federal Highway and Boynton Beach Boulevard. Utilizing a combination of more than 30 different small trees, bushes and native plants, that once mature, will require little maintenance and minimal water. In addition, the Community Redevelopment Agency has designed attractive, distinctive and personally inviting entrance signs into to the City.

2014 Arbor Day

In FY2013/14, residents recycled 3,014 tons of paper, glass, metal and plastic, which equates to 274 pounds per household. Let’s beat this record this coming year!

The Utilities Department services

For the 31st year in a row, the City of Boynton Beach has participated in Arbor Day. On April 24, 2014, 15 students from Pope John Paul II High School spent the morning learning the proper procedures for planting and caring for trees. With park staff, the students planted seven flowering trees in Congress Avenue Barrier-Free Park, located at 3111 S. Congress Avenue.

The City saw significant growth in the number of commercial property permits – a 28.7% increase over the previous fiscal year. Of the 7,909 permits issued, several large projects emerged, including Compson Place Apartments at Renaissance Commons, the Brass Tap Beer Bar on Congress Avenue and Christ Fellowship Church within the Boynton Beach Mall. Another large project permitted and scheduled to open in the first quarter of 2015 is a totally refurbished Boynton Commons shopping center featuring a rebuilt Publix Super Market.

Utilizing $344,964 in federal funds, through Housing and Urban Development (HUD) and State Housing Initiatives Partnership (SHIP) programs, five older homes were rehabilitated. Four additional homes, in foreclosure, were rehabilitated for resale to first-time homeowners. Through the Community Development Block Grant (CDBG) federal program, $213,477 was awarded to social service agencies providing support in our community, including organizations such as Aid to Victims of Domestic Abuse, Boynton Beach Faith-Based Community Development Corporation and the Community Caring Center. Ocean Breeze West, a single family subdivision located on Seacrest Boulevard in the Heart of Boynton, will celebrate its completion in January of 2015. This massive project, undertaken by the City, Community Redevelopment Agency, Habitat for Humanity and Faith-Based Community Development Corporation, includes 21 new single-family homes. 2011/12

$45,000 Granted for Job Creation The Economic Development Division awarded four grants FY2013/14 to assist in increasing the number of jobs in Boynton Beach. Grant recipients were Coughlan, N.P., Due South Brewery (pictured far left), Flipstone Technology and Joey’s Bakery (pictured left).

Energy Edge Rebates Provided to Residents The Development Department established an Energy Efficiency Rebate Program, which supplied rebates to residents for the purchase and installation of energy efficient improvement items. Item must have met the minimum energy requirements of the Florida Building Code. Ten Energy Edge Rebates were issued for a total of $10,000.

Downtown Heritage Trails With a $28,552 grant from the Florida Division of Historical Resources, the City began implementation of a Boynton Beach Heritage Education Program. A Downtown Heritage Trail and a Cemetery Heritage Trail were created, as well as guide brochures, information boards on the trails and a website with an interactive map. Quick Response (QR) codes may be scanned by a smart phone to take the user to the website for further information.
