Carrollton is a Home Rule City and operates under a Council-Manager form of government. The City Council is composed of the Mayor and seven Councilmembers. All seven Councilmembers and the Mayor are elected at-large. However, four of the Councilmembers are required to reside within defined districts. Offices for all Council positions and the Mayor are three year staggered terms with a limit of two consecutive terms. The General Election for City officers is typically held in May. The Council usually meets on the first and third Tuesday of the month at City Hall. The Council worksession begins at 5:45 p.m., followed by the regular City Council meeting at approximately 7 p.m. Agendas are available at City Hall and on the City website 72 hours prior to each meeting. Citizens are invited to attend council meetings, watch them on cable television (see page 45 for schedule), or view them online at cityofcarrollton.com/council.
