CRIME CONTROL AND PREVENTION DISTRICT
Forney City Council approved an Ordinance proposing the creation of a Crime Control and Prevention District with the power to levy a sales and use tax subject to voter approval. A Crime Control and Prevention District is a special purpose district created for the purpose of improving crime prevention and reduction. Cities around Texas use CCPDs to fund equipment, personnel, and programming designed to assist law enforcement efforts. The maximum sales and use tax allocation for the City of Forney is 2%, and the city is currently at this maximum rate. Therefore, no new sales and use taxes can be imposed to fund the district. However, the City Council/Temporary Board of Directors may propose reallocating existing sales and use taxes to the voters.
RENTAL PROPERTY REGISTRATION PROGRAM
Council approved changes to the city’s rental registration program, including several key updates. Building Officials are now required to make inspection reports accessible online, and new rental properties must undergo inspection and obtain a registration certificate before occupancy, with late registrations incurring additional fees. Property owners must designate emergency communication representatives and ensure that ad valorem taxes are paid before registration certificates are issued. Owners must include crime prevention addendums in lease agreements, and fees have been raised to improve property management practices and ensure regulatory compliance. The purpose of the changes are to ensure landlords maintain safe, habitable environments for tenants.
CONCESSION SERVICES AGREEMENT
The City Council approved a concession services agreement with Maretate Inc. for Mulberry and Community Park Concession stands. As part of the FY 2024 budget, the Parks and Recreation Department has taken over management of both the youth baseball and softball leagues. Previously, these associations were responsible for operating the concession stands at their respective locations during season games and outside tournaments.
