Summertime fun across O’Fallon Online Bill Pay now available for City of O’Fallon utilities O’Fallon residents now have the option of paying O’Fallon Water and Sewer and Environmental Services bills online through the City’s website at www.ofallon.mo.us/ BillPay. The service also is accessible from www.ofallon.mo.us by clicking on the “Online Bill Pay” button. To begin, just set up an online account using your account number and last payment amount. Then, pay by credit card over an encrypted Internet connection. There is a $1.25 charge per transaction. In addition to making utility payments, users may view their transaction history, compare previous years of service and pay citations to the O’Fallon Municipal Court. The ability to pay citations online was introduced in 2010. Please note: To pay Water and Sewer bills via the website, residents must be customers of O’Fallon Water and Sewer. O’Fallon’s online bill pay is not available to Duckett Creek, PWSD, No. 2, Missouri American or St. Peters customers.

he kids are out of school, the endless days of spring rain are behind us, and all of us are ready for some summertime fun. Fortunately, here in O’Fallon, the summer of 2011 offers plenty of options for all ages. Much of the fun already has begun. We kicked off June with the groundbreaking for O’Fallon’s first all-inclusive playground in Westhoff Park. Construction is underway, and we are already talking about how we will celebrate the grand opening later this year. But there’s still plenty of work to do. The excitement of summer has taken over at Civic Park, where kids are beating the heat at Alligator’s Creek Aquatic Center, and music fills the air at the weekly Jammin’ concerts. Over at T.R. Hughes Ballpark, you can take in a great game as the River City Rascals try to repeat as Frontier League Champions. Or, just stroll the tree-lined paths of Fort Zumwalt Park. Of course, no summer in O’Fallon is complete without the annual Heritage & Freedom Fest. This year’s festival kicks off on July 2 with a special family night. On the 3rd, the fun shifts into high gear with country music greats Josh Gracin and Phil Vassar. On the 4th, the music will be rocking when OK GO and Tonic take the stage. And, both days feature wonderful free family activities, games, exciting rides and the best fireworks displays in St. Charles County. The City’s new “Smoke-Free O’Fallon” ordinance goes into effect at 12:01 a.m. on Thursday, June 16. The ordinance, which was approved by O’Fallon voters during the April 5 municipal election, bans smoking in local businesses, including bars and restaurants. Celebrate America’s 235th birthday at O’Fallon’s 31st Annual Heritage & Freedom Fest For an exciting Fourth of July holiday, O’Fallon’s Heritage & Freedom Fest at the Ozzie Smith Sports Complex is the place to be on July 2, 3 and 4. Festival highlights include the Special Family Night on Saturday, and traditional festivities on Sunday and Monday – spectacular fireworks, free concerts by nationally-recognized musicians, entertaining side shows, free kids’ activities, carnival rides, pony rides, crafters, and festival food and beverages. Festival admission is free, and free parking and shuttle service will be provided on Sunday and Monday.

Dress in patriotic colors and join the crowd along Main Street and Tom Ginnever Avenue to cheer for the largest, most patriotic parade in St. Charles County. Named for O’Fallon’s long-time Heritage & Freedom Fest coordinator, Jena “Dusty” Mielke, O’Fallon’s fireworks on Sunday and Monday will be among the biggest and brightest in the area. Please note, T.R. Hughes Blvd. and Cool Springs Industrial will temporarily close for one hour before fireworks shows.
Parking at the festival on July 3 – 4 General Parking - Free parking is available off Tom Ginnever Avenue at Fort Zumwalt North and Christian high schools. Airconditioned buses will shuttle patrons to a drop-off point near the festival grounds. Premium Parking - Want a “prime” parking spot? Park at the T.R. Hughes Ballpark west parking lot and enjoy the festivities without the hassle. Available on July 3 and 4, only, the cost is $5 on a first-come, first-served basis. Disabled Parking only at Westhoff Park - Disabled patrons are invited to park at Westhoff Park and ride a free shuttle to the festival entrance. A handicapped license plate or tag must be displayed for admission. No general parking will be allowed at this lot. Please note, there will be NO disabled parking and shuttle service available at other parking lots.
July is typically hot and humid, so dress for comfort, drink fluids and use sunscreen. If you need relief from the heat, just step into the free air-conditioned Heat Relief Tent. Paramedics and an ambulance will be on-site to assist with heat relief and other injuries. Please do not bring:
• Fireworks • Pets or animals, except service animals such as seeing- eye dogs • Bikes, skateboards, motorized coolers or scooters, skates or rollerblades. These items cannot be ridden on festival grounds. • Glass containers of any kind • Guns or weapons of any kind Coolers are permitted but they are subject to search by police officers, park rangers and parks personnel.
Thank you for recycling! It’s easy - just drop cans, bottles, boxes, paper, cartons, and foil in the bright blue recycling containers at the festival. But please, no food, diapers, Styrofoam or filmy plastic bags – please put those items in the trash.

Independence Day, Labor Day trash and recycling holiday schedule
Residents who participate in recycling are doing a terrific job! Currently, the City is picking up 26 tons more per month of recyclables than last year at this time. The large drop-off recycling containers in the parking lots at T.R. Hughes Ballpark and Monticello Plaza also are being heavily used. Since O’Fallon sells recyclables for reprocessing for industry, the effort pays off by returning funds to the City. It’s not too late to sign up for convenient, weekly yard waste collection for unwanted weeds, brush and grass clippings, and fallen or pruned limbs. It’s against state law to put yard waste in trash containers, and it’s illegal for the City to dump yard waste at a landfill. With two major holidays falling on a Monday – July 4 and Labor Day – it’s easy to remember that trash and recycling collection will move forward one day through the holiday week. If you normally set trash out on Monday, set it out on Tuesday, instead, and so forth.
Free Bulky Item Drop-Off in August O’Fallon residents are invited to bring acceptable items that are too large to fit into trash containers to the City’s waste transfer station at 1572 Progress West Lane between 7 a.m. and 3 p.m. on Saturday and Sunday, August 20 and 21. The service is free to O’Fallon residents with a valid photo ID and who are current on their Environmental Services bill. Unacceptable items include yard waste, appliances, tires, auto parts, batteries, paint, gas, oil, transmission fluid, solvents, pesticides, fungicides, herbicides and their containers. Residents also can opt to have many large items picked up at the curb year-round by calling Environmental Services at 636-272-0477, or contacting staff by e-mail, ofallonrecycles@ ofallon.mo.us. Cost of the service is $20 per truck hopper for curbside collection.

Historic Heald Home Tours, Special Events in Fort Zumwalt Park Built circa 1884 by wealthy farmer and O’Fallon civic leader Darius Heald, the second story of this handsome brick house was demolished by a tornado in 1915, and rebuilt one foot shorter.
