A special time of year O’Fallon ranked as second safest city in America The City of O’Fallon is the second safest city in the country, according to CQ Press’ annual survey of data comparing crime numbers, rates and trends throughout the country. This is the third year in a row that O’Fallon has been eligible for the rankings. In 2008, the City ranked as the third safest city in America and in 2009, O’Fallon ranked as the country’s 14th safest. “This professional ranking is a tremendous honor for our City and our residents, and it shows that public safety is a top priority for O'Fallon,” said Mayor Bill Hennessy. “It is a testament to the fact that we have one of the finest Police Departments and tremendous first responders. Our City is governed by the vision to be the ‘Best city in Missouri,’ and this ranking is just further evidence that we continually strive to achieve that goal.”

hat do you like most about celebrating the holidays? For me, it’s those beloved Christmas traditions that have been passed down in our family for many years. That’s what this time of year is all about. Remembering those we love and taking an opportunity to spend time together. Here in O’Fallon, we have our own holiday tradition, the Celebration of Lights. For 19 years, families have been piling in their car or van to drive through beautiful Fort Zumwalt Park. This year, everyone who visits will see more than a million brilliant lights and great displays, including some new ones. And, as always, the proceeds will benefit local not-for-profit organizations. Plus, every attendee will receive a valuable flyer offering great discounts for shopping in O’Fallon. I encourage you to take advantage of these tremendous discounts as you do your holiday shopping. Remember to “Keep it in the ‘O” this year as you shop. You will find everything you need and help support your community. These crews are installing new automated water meter readers for all O’Fallon Water customers, and they will be working throughout December and January. Pursuant to Section 3.2, Article 8 and Section 14.5 of the Charter of the City of O’Fallon, Missouri, an election will be held on Tuesday, April 5, 2011, for the purpose of electing one Member of the O’Fallon City Council from each of Wards 1, 2, 3, 4 and 5 for a term of three (3) and filling a vacancy in Ward 3, for the remaining two years of a three year term. Pursuant to Section 115.347 of the Revised Statutes of the State of Missouri, and the O’Fallon City Charter no candidate’s name shall be printed on any official ballot unless his/her written, signed and sworn Declaration of Candidacy, including, address, age, length of residency, and the office for which he or she is running, has been filed in the office of the city clerk within the time allowed by law. You are hereby advised that the first day for filing a declaration of candidacy for the April 5, 2011, election is from 8:00 a.m. to 5:00 p.m. on Tuesday, December 14, 2010. Disabled residents and seniors 65+ are encouraged to save 2010 utility receipts for tax rebates O’Fallon residents who meet certain income guidelines and who are age 65 or older, or completely disabled, are encouraged to save copies of their 2010 bills for gas, electricity and telephones, including cell phones. Based on the bills, qualifying residents can file for reimbursements for City taxes that were paid on the bills in 2010. To qualify by income, seniors (65+) and completely disabled residents must have an annual adjusted gross income of no more than:

$38,300 or less for a single head-of-household, $43,750 for a married (two-person) household. Social Security income is not counted.

City of O’Fallon’s home weatherization grant for low-income O’Fallon homeowners Help for low-income O’Fallon homeowners in lowering heating and cooling bills is now available, thanks to the Missouri Department of Natural Resources' Energize Missouri Housing Initiative. The initiative is funded through the Federal Recovery Act. O’Fallon is one of only three municipalities in the state to receive the grant, which was awarded to the City in partnership with the North East Community Action Corporation (NECAC). Qualified applicants are eligible for home weatherization improvements designed to boost energy efficiency, such as insulation, caulking, window repairs, doors, weather stripping, and furnace and water heater repairs. Join the O’Fallon Police Explorers Young men and women ages 14 to 20 who are considering a career in law enforcement are invited to join O’Fallon Police Explorer Post 2943. In 2010, Explorer Post 2943 earned the President’s Gold Volunteer Service Award for community service. Through service, Explorers become involved in the daily operations of the police department. At meetings, Explorers learn various aspects of police work and participate in roleplaying related to their training. Police Explorers also get hands-on training by helping the Police Department and City staff during community events, such as the O’Fallon Heritage & Freedom Fest, the Fall Festival & Craft Bazaar, and O’Fallon Jammin’ outdoor concerts. hen it snows, City of O’Fallon crews work around the clock to get motorists moving as quickly as possible. The crews are responsible for plowing more than 700 "lane miles" of pavement, and receive yearly training to learn their routes and keep their skills fresh. Can I call to report an area that needs plowing?

If I have an emergency, will the City plow my area first so an ambulance can get through?
Which streets are cleared first? Snow plows are dispatched when snow begins to accumulate, and crews put an emphasis on clearing major thoroughfares, including Main Street, Mexico Road, Feise Road, Bryan Road, etc. Will the City clean my sidewalk or parking lot? The City cannot plow privately-owned streets or lots. Residents and business owners are required to keep their own driveways, sidewalks and private streets clear of ice and snow. When I park on the street, my car gets buried by snow plows. What can I do? By City ordinance, no street parking is allowed after two inches or more of snowfall. If no off-street parking is available, it is strongly recommended that you and your neighbors park along one side of the road, only. No service will be provided if crews feel they can’t safely plow your street because of parked vehicles or other obstructions. How can I keep my driveway from being snowed-in by plowing? Make room for snow discharged from plows by clearing the snow from the end of your driveway and along your curb.

Yes. O’Fallon’s Snow and Ice Removal Call Center is put into action when the forecast calls for five or more inches of snow, and the snow has begun to accumulate. At that time, you can call 636-379-3826 between 8 a.m. and 8 p.m. for any snow or ice removal questions or concerns. For questions at other times, please call the City’s Street Division at 636-379-3808. Snow removal information also is posted on the City’s website, www.ofallon.mo.us/Snow.
Call 9-1-1 only in life-threatening emergencies; the dispatcher will contact the O’Fallon Street Division should an emergency vehicle need access to a snow or ice-covered street. Is the City responsible for damage to my basketball hoop, my mailbox, or my decorative landscaping? If your mailbox or landscaping is damaged by a snowplow, please contact the City’s Street Division at 636-379-3808 for repairs or replacements, or fill out a request form online at www.ofallon.mo.us/Snow. However, because O’Fallon’s code prohibits basketball goals and other obstructions from the City’s public right-ofway (mid-street to about 10 feet beyond the curb), the City will not pay for any damage to these items. Place original snow from end of driveway on this side.

Winter yard waste service
The City of O'Fallon has partnered with Ameren Missouri to offer free compact fluorescent light (CFL) bulb recycling at O'Fallon Municipal Centre (City Hall) and the Renaud Spirit Center (RSC). To safely dispose of burnt out CFLs, which contain minute amounts of mercury, residents may dispose of them in special Ameren Missouri recycling containers, which will be available near the front desk at both facilities. Broken bulbs should be enclosed in resealable plastic sandwich bags before disposal. For more information about CFLs and CFL recycling, visit www.Uefficiency.com.
No change in December trash and recycling collection There will be no change in trash and recycling collection over Christmas holidays, Friday, December 24 and Monday, December 27, or New Year’s Eve, Friday December 31. Please set your trash and recyclables out on your regularly-scheduled day.
Please recycle unwanted holiday light strands O’Fallon residents are encouraged to drop off unwanted or broken holiday light strands for recycling. Receptacles for holiday light strands are available in the Renaud Spirit Center and at City Hall. Starting December 26, lights also can be dropped off in parking lots at O’Fallon Sports Park and Civic Park, along with holiday trees.

Lights from C-7 and C-9 strands, which have larger bulbs, should be removed and discarded. Miniature light strands can remain intact. No string, wire, bags or packaging should be used to tie or contain the light strands. Simply drop the strands into the receptacle.
Now that weekly yard waste collection has ended for the season, O’Fallon’s Environmental Services Department wants to remind everyone of the options for wintertime yard waste disposal. Residents who are enrolled in O’Fallon’s yard waste program can participate in once-a-month yard waste collection on the fourth Wednesday of the month: December 23, January 27 and February 24. There’s no extra charge for the service. Just be sure to arrange for the monthly pick-up in advance by calling 636-272-0477. Residents who are not enrolled in yard waste collection may sign up anytime by calling 636-272-0477. Weekly yard waste collection resumes on Monday, March 14, 2011. Residents also can call Hansen’s Environmental Wood Resources at 636-379-1830, and arrange to drop off yard waste at a special rate of $.50 cents per bag or bundle, or $8 per cubic yard for loose material. Residents must bring an ID showing their O’Fallon address.
Christmas tree drop-off in Civic Park, O'Fallon Sports Park Residents can dispose of live holiday trees, free, between December 26 and January 17, at parking lots in Civic Park or O’Fallon Sports Park. Lots will be open dawn to dusk. Only live or natural trees with no decorations will be accepted. Please remove all ornaments, tinsel, lights, string or wire. No wreaths, shrubs, plastic bags or yard waste should be dropped off. For more information, please contact the O’Fallon Parks and Recreation Department at 636-379-5575. For a $10 fee, residents who would like to have Christmas trees picked up can call 636-272-0477 for curbside service. Only live or natural trees will be picked up, and trees MUST have all decorations removed. Do not place trees in a plastic bag.
Roscoe’s Tip: After all the presents are opened, please remember to recycle all the Christmas wrapping paper, holiday cards, gift boxes and cardboard boxes, too.
