Looking forward to springtime fun O’Fallon launches enhanced emergency notification system With the threat of severe spring and summer weather looming, O’Fallon has launched an improved emergency notification system for residents. With the tool, residents may receive emergency and other important notifications such as boil advisories, road closures and more via phone, text, email or social media. Additionally, the tool, called Swift 9-1-1 allows residents to register for weather alerts or other customized notifications. The City launched the new tool this month. Although every effort was made to transfer all resident contact data from the City’s previous system to Swift 9-1-1, every resident is encouraged to check their personal information and ensure it is up to date at www.ofallon.mo.us. Please take five minutes to click the link on the front page of our website to ensure your information is accurate and that you are receiving messages in the best way possible in the event of an emergency!

inter is in the rear-view mirror, and we are heading into O’Fallon’s beautiful spring season. This is always my favorite time of year as O’Fallon literally blooms from North to South. It is an amazing feeling to walk through one of our parks — or even just drive through my subdivision — and see the colors of spring liven up our City. Spring also means new opportunities for outdoor fun such as the Adult Easter Egg Hunt on March 24. This year’s event will feature live entertainment and food trucks at CarShield Field. Baseball, softball and soccer leagues already are underway at Ozzie Smith Sports Complex and Sports Park. And, on April 27, we will celebrate the start of baseball season with the year’s first Food Truck Frenzy, featuring a River City Rascals Fan Fest at CarShield Field. This season will be a big one for the Rascals as they host the Frontier League Home Run Derby and All-Star Game on July 10–11. Family-friendly outdoor fun continues with Founders’ Day & Garden Expo on May 5, the Public Works Fair on May 23, and the opening of our newly-expanded Alligator’s Creek Aquatic Center on Memorial Day weekend. On June 1, the RSC Challenge Run offers side-by-side obstacle courses for kids and adults. Starting June 5, free Tuesday-night Jammin’ outdoor concerts will bring food trucks and live music by top bands to Civic Park. I am proud to say that our City has patriotic ceremonies honoring our soldiers and veterans coming up at the Veterans Memorial Walk with Armed Forces Day on May 19 and the Memorial Day Ceremony on May 28. I cannot wait to see you and your families out and about this spring. And, please remember to shop and dine in O’Fallon when you are out having fun. Residents can easily assist local charities by donating $1, $3 or $5 per billing cycle when they pay their City water, sewer and trash collection bills. Each year, the O’Fallon City Council designates which charity will receive the funds, and for 2018 it is Meals on Wheels. The nonprofit depends on voluntary donations for the hot, nutritious food delivered to homebound seniors who can’t easily make a meal. To register for the donation program, fill out the form at www.ofallon.mo.us/finance and include it with your mailed payment. The amount will automatically be added to your bimonthly bill. Residents 65+ or disabled may qualify for utility tax rebates

If you are a resident age 65+ or legally disabled and you would like to recoup some of your phone and City utility taxes, gather your 2017 gas, electric and phone bills, including your cell phone. With those in hand, plus your completed tax return, you may be able to file for O’Fallon’s utility tax rebates. To file, you must be an O’Fallon resident who is 65+, or have been determined totally disabled by the Social Security Administration (legal proof of disability required). And, you must have an annual adjusted gross income of no more than $41,750 for a single head-ofhousehold or $47,700 for a married (two-person) household. Social Security income is not counted. If you qualify, you can file for the rebates at City Hall, 100 North Main St., on weekdays April 2 through May 31.

Grants and Assistance In addition to our popular Home Improvement Loan and Siding Repair programs, the City of O’Fallon has two unique programs for residents in need. To apply, please contact Public Assistance Specialist Alexis Jaegers at 636-379-5411 or ajaegers@ofallon.mo.us.

O’Fallon’s Down Payment Assistance Program For low-to-moderate income, first-time homebuyers, the Down Payment Assistance Program provides zero-interest, forgivable down payment loans of $5,000 to eligible buyers in O’Fallon. Pre-purchase housing counseling is required for eligibility.

Disabled Transportation Program OATS, Inc., provides transportation for eligible O’Fallon residents with disabilities to essential living destinations, including medical appointments, grocery and personal care shopping and banking. Wheelchair-accessible vehicles are available upon request. Due to funding constraints, rides are limited to two round-trip rides per month.

Veterans Report The Veterans Assistance Office on the 3rd floor at City Hall is staffed by US military veterans who are dedicated to providing assistance to all military veterans and their families regarding eligibility for and/or entitlement to VA Benefits. RSC Challenge Run • Ages 5+ & Movie in the Park, The LEGO Ninjago Movie Friday, June 1 Race starts at 7 p.m., movie begins at 8 p.m. RSC (Renaud Spirit Center) This family-friendly, one-mile, out-and-back run features parallel obstacle courses, one for kids and the other for adults. Participants will be released in heats to avoid lines at the obstacles, and each runner who crosses the finish line will receive a medal. Registration is required and limited to 300. Early registration ends May 18 and costs $25 for residents and $29 for non-residents. The movie and kids’ activities are free and require no registration. Renew O’Fallon Your Tax Dollars at Work 2018 projects are already underway As our Renew O’Fallon campaign kicks into year two, millions of dollars in road improvements will be coming to main roads and subdivision streets near you. Here is an update on some of the projects:

Bryan Road Pavement Repairs, Phase 2 Currently underway, the project calls for replacement of damaged road slabs, curbs, ramp upgrades and additional improvements for pedestrians. The work is taking place along Bryan Road between Sunview Drive and Norwood Hills Drive.

Highway K Shared Use Path Project This project is underway to build a continuous shared-use path along Highway K from Feise Road to Technology Drive.

I-70 Corridor Improvement Project Designed to relieve traffic congestion and make local businesses more accessible to drivers along the I-70 corridor, construction of the I-70 Corridor Improvement Project from T.R. Hughes Boulevard to Woodlawn Avenue is getting underway this spring. In general, project features include new interstate exits, revised signage to assist drivers, the construction of a new south outer road, designating outer roads as one-way, designated U-turn lanes to keep traffic on the go and fewer traffic signals for drivers to navigate.

Concrete and Asphalt Program

www.ofallon.mo.us/projects The new Krekel Civic Center in Civic Park also is under construction. When it is completed later this year, it will bring Parks and Recreation classes and much-needed meeting, program and banquet space back to the City’s north side.

O’Day Park Construction has begun on our new 57-acre park south of I-64. This spectacular new park will be unlike any in the City, and it promises to become one of our crown jewels. When completed in early 2019, O’Day Park will offer residents an activity/ conference center, an amphitheater, a campground for scout and youth groups, a playground with multiple age-appropriate playground components and miles of paved and natural paths.

Looking back: O’Fallon’s 2017 Renew O’Fallon project wrap-up In just the first year of our Renew O’Fallon campaign, these major City projects were completed:

The Main Street Water Main Project This much-needed water main replacement reached completion on time and under budget. On behalf of the City of O’Fallon and all of our contractors, thank you for your cooperation, especially everyone who drove safely through this area during construction.

Hawk Ridge Trail and Route N Intersection Improvements

More than 1,000 aging or damaged concrete slabs in neighborhoods will be replaced in 2018. And, many of the City’s asphalt roads will be repaved this year. The total cost of these repairs will exceed $2 million.

The successful installation of additional turn lanes, sidewalks and pedestrian facilities will make the area safer and more accessible for everyone.

O’Fallon’s two major parks projects are underway

This major project concluded with intersection improvements at Lake St. Louis Boulevard and Highway N, the extension of Lake St. Louis Boulevard from Highway N to Paul Renaud Boulevard and construction of a multi-use path on the east side of Lake St. Louis Boulevard.

As promised, the Renew O’Fallon campaign is extending to our parks as well. The O’Day and Civic Park projects, which were overwhelmingly approved by voters, will bring great new amenities and a whole new park to O’Fallon.

Civic Park O’Fallon’s oldest park is undergoing a transformation. The expansion of the Alligator’s Creek Aquatic Center will double the pool’s capacity and add a new bathhouse, concession stand, longer lazy river and a spray pad, all of which are expected to be completed in time for the Memorial Day opening weekend.

Lake St. Louis Boulevard Extension

Please, do not post signs on public property Please remember that the City of O’Fallon has ordinances prohibiting the placement of private signs, even temporary ones, on public property or infrastructure. This includes signs for missing pets and garage sales. In addition to being illegal, posting signs can cause unsightly damage to sign posts and lamp posts from tape residue and peeling paint.

Public Works Fair Wednesday, May 23 10 a.m. – 2 p.m., Ozzie Smith Sports Complex O’Fallon’s Public Works Fair allows kids a chance to sit in the driver’s seat of some of the working equipment the City uses to provide City services, such as a street sweeper, recycling truck (with kids getting a chance to operate the mechanical arm), snow plow, paint striper and many more. Both kids and adults will enjoy the working models of the City’s water treatment plant and the Enviroscape water pollution model. Additional activities include free rides on the City train, safety awareness games, giveaways, and departmental booths with emergency preparedness handouts and information, and the chance to talk to City staff. A free hotdog lunch with chips and water will be available.

National Volunteer Appreciation Week Sunday – Saturday, April 15–21 The City of O’Fallon will celebrate its legion of volunteers with a full week of appreciation. Over the past year, 2,303 volunteers collectively donated 15,822 hours to assist at O’Fallon events, City programs, assist with City projects, sit on boards and commissions and staff O’Fallon’s all-volunteer Veteran’s Assistance Office. Thank you, O’Fallon volunteers!

O’Fallon Earth Day Saturday, April 21, 9–11 a.m. Your assistance is needed! Become a major participant in the community by volunteering for projects at roadsides, creeks, parks and military memorial sites. Families, individuals and organizations are welcome. Register by Friday, April 13.

Severe spring weather can cause flooded roads, homes and businesses Torrential spring rains, tornadoes, hail and flooding are some of the severe weather conditions that occur in our area. Through drills at work and school, many people are aware of the need to take shelter when tornado weather threatens. But when it comes to flooding, drivers can get into trouble by thinking it is all right to drive through water rising over the road. In our area, one of the most important safety tips during severe weather is this: If you encounter water over the road, turn around and do not drown!

Prepare before a flood Because flooding can damage your home and put your family at risk, you want to be prepared. Here are a few helpful tips:

Make a family communication plan so you can stay in touch during an emergency. Choose a friend or relative living out of your area who can be contacted to let family members know they are safe. Create and practice a family disaster plan. Learn the safest spots to shelter and determine the best escape routes from your home at www.cdc.gov/ disasters/index.html. Finally, agree on safe places to meet up outside your home. Assemble a disaster preparedness kit for your family and pets, plus a second kit to keep in your car. Roscoe’s Den Trash, Recycling and Yard Waste Announcements O’Fallon’s weekly yard waste disposal resumes With spring’s official arrival this month, lawns and shrubs are greening up and growing. If you already have yard waste service, you know what a convenience it is to be able to neatly dispose of limbs, yard trimmings and grass clippings at the curb each week. If you are not yet enrolled in yard waste collection, you can sign up at any time. The cost is $5.62 per month, or $11.25 per bi-monthly trash bill. A one-year commitment is required. Free twice-a-year yard waste collection Residents enrolled in the City’s trash and recycling service, but who do not have year-round yard waste service, may request two free yard waste collections for up to 10 units. A unit is one yard waste bag, or one yard waste container or one bundle of sticks and limbs. See www.ofallon.mo.us/ES for more information. If you are currently enrolled in year-round yard waste service, twice a year you may request collection for up to two times the number of allowed units (up to 20 bags, yard waste receptacles or bundles instead of ten).

Keep O’Fallon clean by bagging your trash and recycling O’Fallon’s Municipal Code requires dumpsters and trash containers to be properly closed and secured in an enclosure. If you see trash along O’Fallon’s streets and sidewalks, or if you see trash containers or dumpsters that are left open or unsecured, please contact O’Fallon’s Citizens First Center at 636-379-5553 to alert our Code Enforcement officers.

Free bi-monthly bulk waste drop-off This spring’s free bulk waste drop-offs are scheduled for 7 a.m. to 3 p.m. on Saturday, April 21 and Saturday, June 16. During these events, O’Fallon trash customers can drop off certain items that are too large to fit in the trash container, such as carpeting or furniture, at the City’s waste transfer station. Senior Citizens Police Academy starts June 5

Seniors who are interested in law enforcement issues geared to their interests are invited to attend the O’Fallon Police Department’s Senior Citizens Police Academy, free. Beginning June 5, classes meet from 1–2 p.m. on Tuesdays and Thursdays through the month. The first class on Tuesday, June 5, will meet at the O’Fallon Justice Center, 1019 Bryan Road, for an introduction and tour. The remainder of the classes, June 7 through 28, will meet at the O’Fallon Senior Center, 106 North Main Street. All seniors are welcome to attend as many classes as they can. No registration is necessary. Topics include: Justice Center Tour; Fraud, Scams and Identity Theft; SWAT Demo; O’Fallon K-9 Demo; Drug Take-back, Crisis Intervention, Social Media and Police Dispatch; EMS Response; Elder Abuse and Neglect; Home Safety and Emergency Preparation. Guests are invited to take self-guided tours through the state-of-the-art facility to see the court division, corrections, gun range, the Vir-Tra interactive training system, detective bureau and more. A vehicle display outside the Justice Center may include the Mobile Command Vehicle, SWAT vehicle, a helicopter and patrol vehicles. Other attractions include, food trucks, giveaways and kids’ activities: a bounce house, balloon twisting, a petting zoo and an obstacle course.

O’Fallon Safety Town teaches young children how to play safe Registration opens at 8 a.m. on Monday, April 2, online at www.ofallon.mo.us/PD/ofallon-safety-town or in-person at the RSC (Renaud Spirit Center) O’Fallon Safety Town is a nationally-accredited program to teach children ages 4½ through 6½ how to play safe and stay safe. The course is presented in a kid-sized, simulated city layout and classroom and includes an off-campus field trip. Under the guidance of police officers, a certified teacher, paramedics and firefighters, children experience “real life” situations and are taught to evaluate “safe from unsafe” and how to react safely. Space is limited, so early enrollment is encouraged. The cost for the two-week session is $60 per child; each additional child from the same family is $40. Fees must be paid in full when children are enrolled.

Safely dispose of old prescription medications with O’Fallon’s Drug Take-Back program To help keep unused prescription medications out of the hands of those who should not have them, the O’Fallon Police Department has a drug take-back receptacle for easily disposing of unwanted prescription meds. The receptacle is located inside the O’Fallon Justice Center, 1019 Bryan Rd., and available for use 24/7. 1.

As required by state law, bring your medications to the Police Department in the original pharmaceutical containers.

If you have liquid prescriptions to drop off, please keep them in their containers with lids securely tightened, put them in a plastic bag and then dispose of them in the drop-off slot.

O’Fallon’s Historic Preservation Commission ave you ever driven down Main Street in O’Fallon and wondered about the history of some of the buildings that line the street? If so, you are not alone in your curiosity. Many of the older buildings that go quietly unnoticed on the City’s landscape have some great stories that go along with the architecture. Although most people think of O’Fallon as a newer City, there is a lot of history here, and the O’Fallon Historic Preservation Commission’s goal is to make sure it is preserved for future generations to enjoy. In 2012, the City Council recognized the need for the City to be an active voice for its history and established the appointed Commission. In 2014, O’Fallon formalized the process even further by taking steps to become a Certified Local Government (CLG) through the State of Missouri. As one of only 59 CLGs in Missouri, the O’Fallon Historic Preservation Commission is able to expand local preservation efforts to the state level, including receiving technical training on preservation techniques as well as grant opportunities from the Department of Natural Resources’ State Historic Preservation Office. Today, the Commission is working to expand knowledge of the City’s history and preserve and protect our historic properties through numerous activities. They are developing an O’Fallon Historic Preservation Commission Facebook page, supporting the efforts to nominate Sage Chapel Cemetery for the National Register of Historic Places, promoting educational outreach efforts through photo displays at City events and submitting various grant applications for consideration.

Three buildings have been designated as local historic properties by the Historic Preservation Commission: (From top) The Krekel Home was the first home in O’Fallon. Restored in 2017, the building recently reopened as Cleo Bridal; Sisters of the Most Precious Blood Convent is now partly occupied by O’Fallon Municipal Centre; the Heald Home renovated in the early 2000s, it is now open for tours during the spring and summer (see page 7).

Additionally, one of the primary goals of the Commission is to research local historic properties for local nomination to the City’s Historic Designation Program. To date, the Krekel Home on Civic Park Drive, the Heald Home in Fort Zumwalt Park and the Sisters of the Most Precious Blood Convent on Main Street have all been designated as local historic properties and presented with plaques. The mound at Dames Park and the Audrain Mill Homestead also have been given this designation. The O’Fallon Historic Preservation Commission consists of eight voting members and up to three non-voting members. There is a representative from each of the City’s Wards and three additional members serve the committee at large. Currently, the Commission has a vacancy in Ward 4.
