A summer of fun in O’Fallon O’Fallon takes top spot as “Most Livable Small City” SmartAsset.com, a financial advice website, compiled their 2021 edition of the “Most Livable Small Cities in the United States,” and O’Fallon was ranked #1 overall, beating out hundreds of other cities in a variety of metrics. SmartAsset cited O’Fallon’s high quality of living, home affordability and low income inequality in naming our City first overall, and also noted our concentration of entertainment establishments, restaurants and bars, access to healthcare and low average commute time. O’Fallon’s ranking improved from SmartAsset's 2020 listing, when the City placed 4th overall. For more information about SmartAsset's methodology, check out the full list at www.smartasset.com.

o the voters of O’Fallon, I would like to extend a heartfelt “thank you” for your continued trust and support. It's been a tremendous honor to serve as your Mayor, and I am grateful for the opportunity to continue our work of making O’Fallon a great place to live, work and play for every family. You also passed Proposition W, which established a new Water Line Insurance Program. Like our popular Sewer Lateral Insurance Program, this new insurance program will help protect every homeowner in O’Fallon from costly repairs, regardless of their water company. We are in the process of building this program, and it will be in place beginning January 1, 2022. I'm very thankful for your support of this important initiative. After a rough 18 months, we are all looking forward to this upcoming summer. After a brief hiatus last year, the Heritage & Freedom Fest is back and bigger than ever on July 2, 3 and 4. This year's celebration includes some concerts I'm really excited about, as rising country star Dylan Scott performs on July 3 and rock legends Styx close out the main stage entertainment on July 4. Plus, families can come out to the parade on July 3 and “ooh” and “ahh” at our tremendous fireworks displays after each night of music. While you’re at the festival, be sure to check out the “Remembering Our Fallen” memorial, sponsored by Lowe’s. This touring display is a touching tribute to the sacrifices made by the men and women of our armed forces, and I'm proud our City was chosen to host the display all three days of the festival. On Tuesday nights in Civic Park, we have our Jammin’ concerts, featuring the area’s best bands and food trucks. And, the fun continues when you dive into Alligator's Creek Aquatic Center or take in some O’Fallon Hoots action at CarShield Field. Plus, this summer O’Day Park will host live music, live theater and more! On behalf of the O’Fallon City Council, I would like to wish you and your family a safe and happy summer. This legendary band was the first group to score four triple-platinum albums in a row, and festivalgoers won’t be able to resist singing along with hits like “Come Sail Away,” “The Grand Illusion” and “Crystal Ball.”
Apex Shrine St. Louis natives Apex Shrine are famous for their energetic barrage of sound, and their fresh take on rock can best be described as “classic rock groove with modern structure and punch.” Irresistable jams like “Burner” and “All For You” will keep the party going, and they’ll break out new hits from their upcoming album as well.
Hounds Built on vibrant, ringing harmonies and concentrated rock riffs, Hounds became a popular sight at festivals across the county. They’ve opened for Blues Traveler, Andy Grammer and O.A.R., and now this St. Louis-based band returns to rock O'Fallon.

Dress in patriotic red, white and blue and bring your family to downtown O’Fallon to cheer for your favorite entries in the biggest Fourth of July parade in St. Charles County. O’Fallon’s Heritage & Freedom Fest Parade steps off at 9:30 a.m. from the corner of Main Street and Civic Park Drive, heads north on Main Street, turns east on Tom Ginnever Avenue and ends at T.R. Hughes Boulevard near the festival entrance. This year's theme is “Celebrating American Heroes,” and the prize-winning entries will be announced on the festival main stage.
Ride it again... and again... and again with unlimited ride wristbands With more than 16 exciting rides for kids, teens and adults, why limit yourself? Purchase an all-you-can-ride wristband in advance for $20 per day, on sale June 7 through July 1 at www.heritageandfreedomfest.com. Wristbands also can be purchased on-site at the festival for $25 per day. Individual tickets can be purchased for $1.25 per ticket. Each ride will require three to six individual tickets.

Named in memory of O’Fallon’s longtime Heritage & Freedom Fest coordinator, the shows will light up the sky after the final concert of each evening.

“Remembering Our Fallen” Memorial Sponsored by This touring memorial reminds visitors of the ultimate sacrifice made by American servicemen and women, both while wearing our uniform abroad or while stationed stateside. It also includes a tribute to those who return from war with the invisible wounds of post-traumatic stress. This moving monument will be on display all three days of the Heritage & Freedom Fest.

Air-conditioned buses will drop patrons off near the festival entrance. • ADA-Accessible parking, July 2–4 – Free parking for the disabled will be available only at Westhoff Park via the entrance from St. Matthew Avenue. Shuttles will be provided from the lot to the festival entrance. A handicapped license plate or tag must be displayed for admission. No general parking will be allowed at this lot. No ADA-accessible parking will be available at other lots.
Temporary road closures for fireworks displays July 3, 4 On Saturday and Sunday, approximately 30 minutes before fireworks are scheduled to begin, T.R. Hughes Boulevard and Cool Springs Industrial Drive will close temporarily and remain closed until 30 minutes after each show ends.

I-70 Improvements continue with phase 2
2021 Concrete Program expanded
After the successful conclusion of the first phase of the I-70 Corridor Improvements Project, work has begun on the second phase of this important renovation project. Phase 2 will see the completion of the Texas U-Turn on the west side of Highway K, as well as improvements to the outer road system between Woodlawn Avenue and Highway K. This project will begin in the fall, and construction will conclude in 2022.
Thanks to residents passing a use tax in 2020, O’Fallon was able to greatly expand our investment in the 2021 Concrete Program. When completed in the fall, this year's Concrete Program will have repaired over 40,000 square yards of concrete in neighborhood streets and roads all across O'Fallon.
Highway DD Improvements to begin soon In cooperation with MoDOT, the Highway DD Improvements project will help meet the growing needs of the area. This project includes improvements to the Highway DD corridor near the I-64/DD interchange and will include the addition of traffic lights and a roundabout, widening the roadway and adding traffic lanes. Construction is expected to begin in early July.
Mexico Road improvements continue This multi-year project involves the resurfacing of Mexico Road from Highway K to Bryan Road. Included in this renovation are ADA upgrades at public street intersections throughout the roadway and the installation of a new pedestrian bridge over Belleau Creek near Woodlawn Avenue. The resurfacing will provide the Mexico Road corridor with improved ride quality and longevity, and the ADA upgrades and pedestrian bridge aim to improve O’Fallon’s accessibility and pedestrian infrastucture. Look for construction to begin later this summer.
WingHaven Blvd. resurfacing underway Work continues on resurfacing WingHaven Boulevard, and crews are adding stormwater drainage improvements between Highway N and Hammack Drive as well. Throughout the project, ADA-accessible features will be added along this important roadway, as will bike and pedestrian improvements. Construction is expected to begin in the fall and will conclude in early 2022.
2021 Asphalt Program targets new areas For 2021, our Asphalt Program has targeted more than 16,000 square yards of pavement area, starting with Phoenix Parkway and Redhawk Parkway, and will update curb ramps as well.
Crews to mitigate Laura Drive drainage issues The City has undertaken a reconstruction project to improve drainage along Laura Drive. The project aims to correct the flooding of a nearby pond by installing a new outfall structure and 500 linear feet of storm sewer pipe replacement. Construction on this project begins later this summer.
O'Fallon's Justice Center to receive cutting-edge new upgrades O’Fallon’s police officers will soon be able to train at a higher level, thanks to the construction of a new Defensive Tactics Room in the Justice Center. This new training area will offer the Police Department a functional and improved space to provide advanced training opportunities and programs to officers. Like the 2021 Concrete Program, this project is made possible through the voters’ passage of a use tax in 2020. Funds raised through the use tax may only be used for the police department and road maintenance and are already having a major impact on these departments.

O'FallonTheatreWorks presents Clue The Musical July 23–25 and July 30 – August 1 7:30 p.m. Fridays and Saturdays; 2 p.m. on Sundays The internationally popular game Clue is now a fun-filled musical that brings the world’s best-known suspects to life. The show invites the audience to help solve the mystery: who killed Mr. Boddy, in what room, and with what weapon. The audience receives forms to help them deduce the solution from clues given throughout the evening. Three audience members choose from cards representing the potential murderers, weapons and rooms; there are 216 possible solutions! Only one hard-nosed female detective is qualified to unravel the merry mayhem. Comic antics, witty lyrics and a beguiling score carry the investigation from room to room. O'FallonTheatreWorks presents Little Women October 15–17 and 22–24 7:30 p.m. Fridays and Saturdays; 2 p.m. on Sundays Louisa May Alcott’s immortal 19th century novel takes a spirited leap onto the OTW stage, telling the story of a family struggling to make their way in a time when opportunities for women are few and the American Civil War is raging across the land. As the inventive and adventurous March sisters navigate that timeless journey between youth and adulthood, they’ll each discover what it means to be a strong woman and how important it is to love one another through the many triumphs, hardships and mistakes that come with growing up in the 1860s. Like the cozy warmth of a blanket on a cold winter night, Little Women has been inspiring the young and the young at heart for more than 150 years. Tips for your DD-214 Your DD-214, Discharge Papers and Separation Documents, is the most important military document you will ever receive. This form serves as your proof of military service and is often used to verify military service for benefits such as the GI Bill, VA Loans, VA medical benefits, retirement benefits, burial benefits, employment and membership in veteran’s organizations. Your DD-214 should be treated like any other important document. Keep your original copy in a lockbox, fireproof safe, safety deposit box or another secure location. Should you need a replacement of your DD-214, you will need to contact the National Archives at vetrecs.archives.gov. The O’Fallon Veterans Assistance Office is able to assist veterans and family with procuring a replacement DD-214.
Public Assistance O’Fallon’s grants and assistance programs can help eligible residents with home maintenance, transportation and other needs For low-income residents and others who qualify for help, the City of O’Fallon offers a variety of programs such as zero-interest loans for home maintenance, down payment support for new homeowners and transportation to essential living destinations. Free Shred-It Day for O’Fallon residents Saturday, September 18 8 a.m. – noon, Environmental Services building O’Fallon’s Environmental Services Department offers a “Shred-It Day” where anyone can bring in boxes of paper to be shredded in a secure environment. The event will take place on Saturday, September 18, from 8 a.m. until noon at the Environmental Services building at 1550 Progress West Lane. To participate, place the documents in cardboard bankers’ boxes, or cardboard boxes of a similar size, and drive up to the facility and drop them off. Please make sure the boxes are not too heavy to lift or overfilled. The service is free for residents for up to five bankers-sized boxes. Additional boxes will be accepted for a cost of $5 per box. Non-residents may also drop off paper for shredding at a cost of $5 per box. Residents must bring photo identification showing O’Fallon residency and all trash customers must have their account in good standing in order to receive the free services. Please do not bring computer discs or hanging file rods. If you can tear it, then we can shred it with this complimentary service. It is okay for documents to have staples or paper clips.

Experience the career of a police officer as an O'Fallon Police Explorer Police Explorer Post 2943 provides area youth with the opportunity to learn what it takes to be a police officer and develop leadership skills through this integral part of the O’Fallon Police Department. Explorers are provided with policing experience while assisting the police department’s various community events. The Explorer Program is a year-round program, open to young men and women ages 14½ to 20. Members receive basic instruction in various phases of law enforcement, and assist the O'Fallon Police Department with traffic direction, security and communications. They also take part in activities like field trips, multi-regional training seminars and ride-alongs.

Updates to O'Fallon's golf cart ordinance In 2020, the O’Fallon City Council passed an ordinance setting regulations for the use of golf carts within the City of O’Fallon. After one year of use, the City Council reviewed the ordinance to see if it needed any tweaks. As part of this review, the City Council made one change in response to a request from several individuals advocating for residents with disabilities. Because some residents with disabilities may be able to safely drive a golf cart but may not be able to obtain a drivers’ license, the City Council voted at their April 8th, 2021, meeting to remove the requirement that all operators have a license.

Help prevent crime by registering your home camera or surveillance system
What to know about sales people and canvassers in O'Fallon
If you have a doorbell camera or surveillance system, consider signing up for our Residential Surveillance Program, which would allow O’Fallon Police to contact you and request footage if a crime occurs in your area. This only gives officers your contact information, not access to any cameras or video. The O’Fallon Police Department will only use this information to investigate crimes in the vicinity of your home or business. To register, please visit www.ofallon.mo.us/pd.
The City of O’Fallon has regulations regarding the three types of door-to-door salespeople that you may see in your neighborhood. Solicitors and Peddlers are required to have licenses, and although the City cannot require a Canvasser to be licensed, canvassers also may apply for a license. Although the definition of each is different, all three have one thing in common: if they are “cold-calling” or do not have a prior invitation or appointment to meet with you or someone at your residence, they are subject to City regulations when approaching your home. For your own safety, remember: If you see someone going door-to-door in your neighborhood, you can and should: • Ask to see an identification card, and if the person is unable to produce one, contact the police. • Pay close attention to the physical description of the person or persons, along with vehicles they may be driving. • Do not invite the person into your home; be sure to speak with them outside of your residence. • Lock your door if you accompany them away from your front door, such as to the side or rear of your house. • If for any reason you are uncomfortable and you feel there is something suspicious about the person, immediately contact the police by dialing 9-1-1.
