It’s a summer of fun in O’Fallon O’Fallon’s Purple Heart parking program dedicates parking spaces to combatwounded veterans The City of O’Fallon has embraced the national movement to honor Purple Heart recipients by designating reserved parking at City facilities for these distinguished veterans. The Purple Heart is a U.S. military medal awarded in the name of the President to those who have been wounded or killed in enemy combat. “Our combat-wounded veterans have put their lives on the line for our country, our freedom and our way of life,” said Mayor Bill Hennessy. “Dedicated parking is just one small way to honor them, and it’s a great way to remind us that we have these heroes living in our community.”

It’s been both a great honor and a pleasure to serve as your Mayor, and I am truly grateful for the opportunity to continue our work to keep O’Fallon one of the best places to raise a family. I am looking forward to the completion of milestone projects like the O’Fallon Justice Center this fall and the many Renew O’Fallon projects this year and in the years to come. I’m also looking forward to this upcoming summer. We’re getting ready to hold one of the biggest and most exciting Independence Day parties in the area, O’Fallon’s Heritage & Freedom Fest on July 2nd, 3rd and 4th. Our celebration includes fireworks displays and outstanding free concerts featuring the Rock & Roll Hall of Fame musicians of Creedence Clearwater Revisited with special guests World Classic Rockers, and Country music star Eric Paslay. On Tuesday nights from 6:30–9 p.m., Jammin’ concerts in Civic Park will feature some of the best regional bands and food trucks. Also in Civic Park, Alligator’s Creek Aquatic Center is open for the season, with Dads admitted free on Father’s Day. River City Rascals baseball is back at CarShield Field and our Rascals are one of the best teams in the Frontier League. In August, they’ll host Cardinals greats at the STL Legends Game. And, if you like to volunteer, there’s a summer of opportunities with the City waiting for you. As you are out-and-about this summer, please remember to shop O'Fallon first and “Keep it in the O.” Have a safe and wonderful summer!

Nationally-known bands, fireworks on July 3rd, 4th On Monday and Tuesday, July 3rd and 4th, the excitement mounts as the festival kicks into high gear with free, live concerts by nationally-recognized musicians and popular regional bands. Awe-inspiring fireworks will light up the sky each night at the end of the final concert.
Country hits on July 3rd On Monday, July 3rd, Eric Paslay, one of the most entertaining and influential singersongwriters on the country music scene today, will perform his AMC-nominated Song of the Year, “She Don’t Love You,” and hits “Friday Night,” “Song About A Girl,” “High Class,” and the Grammy-nominated, “The Driver.” The US Air Force Band of Mid-America Shades of Blue Jazz Ensemble will open the July 3rd show on the Main Stage, followed by Whiskey Morning.
Rock the 4th Main Stage concerts on Tuesday, July 4th, will celebrate classic American rock performed by some of the musicians who originated the music. From the opening notes of “Proud Mary” to the Cajun-influenced “Born on the Bayou,” Creedence Clearwater Revisited will transport the crowd from one mega-hit to the next with songs that include “Fortunate Son,” “Down on the Corner,” and “Suzie Q.”
Featuring former members of Journey, Santana, Steppenwolf, Boston and Lynyrd Skynyrd, special guests World Classic Rockers will perform famous hits from the 1960s and 70s, including “Born to be Wild,” “Black Magic Woman,” “Don’t Stop Believin',” and “Sweet Home Alabama.” Popular regional band Legends Undercover will open the day’s concerts, playing great rock music throughout the afternoon.

Heritage & Freedom Fest Parade On July 4, dress in red, white and blue and bring your family to downtown O’Fallon to cheer for patriotic, eye-catching entries in the biggest Fourth of July parade in St. Charles County. The parade steps off from the corner of Main and Third streets at 9:30 a.m., heading north up Main Street, turning east on Tom Ginnever Avenue, and ending at T.R. Hughes Boulevard near the festival entrance. Prize-winning entries will be announced on the Main Stage at 4 p.m.

Be alert for summer road construction projects As O’Fallon gets into the construction season and a multi-year effort to “renew” the City’s aging infrastructure and bring it up-to-date with an unprecedented level of investment, nearly every area of the City will see significant work. To help drivers, here’s a list of current and upcoming projects:
Main Street Water Main Project The Main Street Water Main Project continues this summer with the project moving into its second phase. This month, our contractors will complete the replacement of the main between Pitman St. and Church St., and they will be moving north to replace the stretch of main between Church St. and the railroad tracks. Signal lights on Main St. have been adjusted to allow for better traffic flow through this project. Please be patient throughout this process. We understand that there may be a few traffic delays, but the contractors are working diligently to expedite the project and complete it as soon as possible. The new main will provide more dependable service to residents and businesses.
2017 Concrete Program The replacement of aging, damaged concrete pavement is ongoing in various locations throughout the City. With millions of dollars worth of concrete improvements slated for this year, be on the lookout for crews in your subdivision.
Bryan Road Pavement Repairs, Phase II The project will include the removal and replacement of damaged road slabs, curbs, ramp upgrades, and other pedestrian improvements along Bryan Road between Sunview Drive and Norwood Hills Drive.
Traffic-calming speed dips will be installed in some subdivisions, and islands also may be installed at some sites. The installations will occur in the subdivisions of Turtle Creek, Royall Springs and Deer Creek, and on Paul Renaud Boulevard near Diehr Road.
Backflow prevention devices require an annual inspection If you’re an O’Fallon resident with a sprinkler system installed in your lawn, or a business with a fire suppression system, chances are you received a letter in March from the City of O’Fallon reminding you that the City requires backflow device(s), such as in your sprinkler system, to be tested annually to make sure they work properly. Plumbing businesses with certified backflow inspectors can perform the tests. If you did not get a letter and have a sprinkler system or know that you have a backflow device, please contact Kathy Pieper or Chris Pohlmeier at 636-379-5488. Backflow prevention devices in good working order are essential safeguards for public water supplies, because they are designed to stop contaminated or polluted water from flowing back into our City’s potable or drinking water supply. The Environmental Protection Agency (EPA) and Missouri’s Department of Natural Resources have rules and regulations for the certification of backflow device inspectors and the submission of backflow device inspections. To ensure compliance with these rules and to preserve the integrity of the City’s clean water system, O’Fallon has ordinances in place requiring yearly backflow device inspections. Patriotic Events Support Our Troops Supply Drive August 11 – September 8 Collection canisters for personal care items, batteries and individual snack packages will be located at City Hall and the Renaud Spirit Center. Donations of $17.35 per box will be needed to cover mailing costs. “Stamp of Support” monetary donations can be dropped off at City Hall with checks made payable to H.E.R.O.E.S. Care. Last year, with the help of more than 200 citizens and 20 organizations we shipped 170 boxes filled with supplies to troops serving overseas, to let them know, “O’Fallon Remembers.”

Home Improvement Loan Program Now accepting applications from new and former applicants! Funds are available for O’Fallon’s Home Improvement Loan Program (HILP). This valuable program provides no-interest, forgivable loans of up to $5,000 to eligible residents to make repairs and improvements to their owner-occupied property. New this year, if you’ve received a loan and completed your-five-year timeline for loan forgiveness, you can reapply for additional funding! For more information, visit www.ofallon. mo.us/grants.
Down Payment Assistance Program Have a friend or family member who wants to move to O'Fallon? The Down Payment Assistance Program is for lowto-moderate income first-time buyers. Funded through the St. Louis County HOME Consortium, the O'Fallon 1st Home program provides zero-interest down payment loans of $5,000 to income-eligible, first-time homebuyers in O'Fallon. O'Fallon's Veterans Affairs Office has an all-volunteer staff of U.S. military veterans who are dedicated to assisting fellow veterans and their families. A frequent request by veterans' families is for information about burials. The Department of Veterans Affairs (VA) furnishes upon request, at no charge to the applicant, a Government headstone or marker for the unmarked grave of any deceased eligible veteran in any cemetery around the world, regardless of the date of death. A Government-furnished headstone or marker may be provided for eligible veterans who died on or after November 1, 1990, and whose grave is marked with a privately-purchased headstone. A Government-furnished medallion may be provided for eligible Veterans who served on or after April 6, 1917, and whose grave is marked with a privately-purchased headstone or marker. Flat markers in granite, marble, and bronze and upright headstones in granite and marble are available. Bronze niche markers are also available. The style chosen must be permitted by the officials in charge of the private cemetery where it will be placed. Roscoe’s Den Trash, Recycling and Yard Waste Announcements Holiday trash collection schedules • Service will move to the next day during the week
of Independence Day (July 3–7) for trash, recycling and yard waste collection.
• There will be no change to the City’s trash,
recycling and yard waste pick-up during Labor Day week (September 4–8.)
Reminder: Free twice-a-year yard waste collection Two times a year, residents enrolled in the City’s trash and recycling service, but who do not have year-round yard waste service, may request free yard waste collection for up to 10 units. A unit is one yard waste bag, or one yard waste container or one bundle of sticks and limbs. For more information go to www.ofallon.mo.us/environmental-services. And, if you are currently enrolled in year-round yard waste service, twice a year you may request collection for up to twice the number of allowed units, up to 20 units (bags, yard waste receptacles or bundles) instead of ten. If you’re not yet enrolled in yard waste collection, you can sign up at any time. The cost is $5.62 per month, or $11.25 per bi-monthly trash bill. A one-year commitment is required. O’Fallon’s bi-monthly Free Electronics & Appliance Recycling events Bring your unwanted, outdated or broken electronics and appliances to O’Fallon’s Free Electronics & Appliance Recycling events from 8 a.m. to noon on Saturday, June 10 and August 5. The drop-off will be held in the west parking lot at CarShield Field, located at the corner of Tom Ginnever Avenue and T.R. Hughes Boulevard. There’s no charge except for CRT (cathode ray tube) televisions and computer monitors. The fees for CRT drop-offs are:

Free bi-monthly bulk waste drop-off If you’re an O’Fallon trash customer, you can drop off certain items that are too large to fit in your trash container, such as carpeting or furniture, at the City’s waste transfer station. The service is free. This spring’s bulk-waste drop-offs are scheduled for 7 a.m. to 3 p.m. on Saturday, June 17 and August 12. The transfer station is located at 1572 Progress West Lane, O’Fallon 63366. For a list of acceptable items, please visit www.ofallon. mo.us/bulk-waste.

Seniors Corner Free Senior Citizens Police Academy presentations starting at the O’Fallon Senior Center If you’re a senior who’s interested in police work and law enforcement issues geared to seniors, you’re invited to attend the free O’Fallon Senior Citizens Police Academy at the O’Fallon Senior Center, 106 North Main Street (at the east end of the Municipal Centre parking lot). Beginning June 6, classes will meet from 1–2 p.m. on Tuesdays and Thursdays through the month. No registration is necessary. Police Bulletins Get your neighborhood involved in National Night Out’s campaign to make communities safer, more caring places to live If your neighborhood participates in the annual National Night Out, you know how much fun it is to spend some time getting to know your neighbors and the O’Fallon police officers who patrol your area. On Tuesday, August 1, O’Fallon’s SWAT team, K-9 teams, motorcycle officers and the Mobile Command Post will be stopping at Neighborhood Watch parties all over the City. Learn disaster preparedness with a hands-on workshop, free Friday – Sunday, September 22–24 Public Works Building, 1089 Public Works Drive People from all walks of life are invited to learn basic disaster response skills, free, through O’Fallon’s Community Emergency Response Team (CERT) training. The O’Fallon Police Department’s 20-hour course will cover disaster preparation and survival, disaster psychology, basic medical treatment, terrorism, fire safety and light search and rescue. Classes meet from 6–10 p.m. on Friday and 8 a.m. – 5 p.m. on Saturday and Sunday. Participants completing the course will be able to keep valuable training materials for reference and participate in additional free training each month. NEW HOME, NEW LOOK FOR THE OPD
C
onstruction of the City of O’Fallon’s new Justice Center is moving along rapidly with the building set to open this fall. Interior work is well underway and many interior walls are already finished and painted. Meanwhile, the brick work to complete the outside is progressing and much of the area around the building is being prepped for finishing work. On July 21st at 3 p.m., the local chapter of the Masons will host a ceremony to lay the cornerstone for the new facility. The ceremony, which dates back hundreds of years, has been performed all across the country. The public is invited to attend. As the O’Fallon Police Department gets ready to move into the new building, the Department also is taking other steps to “freshen” their look. Last year, the Department changed uniforms, moving to an all-navy look that offers more options for officers. And, this year, the Department will introduce a new patch and a new look to their vehicles.
NEW PATCH DESIGN The new O'Fallon Police Department patch features the official Seal of the State of Missouri as the primary design feature. Using the State Seal is becoming more common for departments throughout the State in order to show solidarity with fellow officers and recognize the need for officers of all departments to work together in order to maintain safe communities. The patch also is outlined by a “thin blue line,” which has become a symbol honoring fallen officers and represents officers’ roles in protecting their communities. Later this year, all O’Fallon officers will add the new patch to their uniforms.
NEW COLOR AND LOOK FOR POLICE VEHICLES A more noticeable change will be coming to O’Fallon’s police vehicles. Each year, the department replaces a handful of vehicles to ensure the fleet can meet the needs of officers and the community. Beginning with this year's new vehicles, the Department will start to replace older, white vehicles with sleeker looking, black SUVs with a new design. The design will feature more modern lettering on the side and back with the word “POLICE” written in large text across the door. Each new vehicle also will include a “thin blue line” along the sides. Because the department only replaces a few vehicles a year, it will take several years before the entire fleet features the black color and new lettering. In the meantime, residents will see the white SUVs and cars on the streets as well. Gradually changing the vehicles over several years ensures the process can occur with no additional cost to tax payers.
