Greetings, fellow citizens! The phrase “in these uncertain times” – as they say in almost every newscast or promotional advertisement lately – has never been more true. While definitely challenging, these times have also renewed or enhanced the appreciation we have not only for one another, but also for those things we each hold dear, including our quality of life and recreational opportunities. Without a doubt, the fall season and the spectacular show that Mother Nature puts on encourages all of us to get out and enjoy the great outdoors. Suffolk Parks & Recreation is home to some of the region’s most beautiful parks and glistening waterways. Among the many acres of parks available to choose from, Suffolk is home to four regional parks that truly are a jewel in Suffolk’s crown. Lone Star Lakes Park, Bennett’s Creek Park, Sleepy Hole Park, and Constant’s Wharf Park & Marina all lend themselves to unique yet great outdoor fun and activities while also making it easy to maintain recommended social distancing. Outdoor recreational opportunities abound, including archery, biking, canoeing, disc golf, fishing, hiking, horseshoes, skateboarding, volleyball, and more! The change of season also brings with it several accompanying holidays, many of which we may be celebrating in new, untraditional, and extraordinary ways this year. While we remain under Governor Ralph Northam’s Executive Order which continues to limit the number of individuals that can gather together in public settings and mandates the wearing of masks, unfortunately we are required to re-evaluate large scale gatherings including parades, festivals, and similar events that we have traditionally enjoyed during the holiday season. Our dedicated and talented Library, Parks & Recreation, and Tourism staff have continued to rise to the challenge in order to keep our citizens engaged, informed, and entertained through a variety of “virtual” and on-line opportunities, as well as reimagined smaller scale gatherings. As Interim City Manager, I thank you for your unwavering support and understanding throughout these difficult times. Each of us have been impacted and touched by this pandemic. The actions of our City employees and first responders, medical professionals, citizens, and small businesses continue to remind us that hope, kindness, and compassion haven’t been canceled. This Program Guide includes information about a variety of family friendly events and activities for this Fall and Winter. Please recognize, however, that these scheduled events are subject to the guidelines we’ll be asked to follow in the months moving ahead. Please reach out via the contact information shared within this Program Guide for Library, Parks & Recreation, and Tourism to confirm the event, class, or activity status prior to making plans to attend or participate.

CITY OF SUFFOLK - PARKS & RECREATION FACILITIES Sleepy Hole Park 4616 Sleepy Hole Road Here you will find 12 picnic shelters, volleyball courts, horseshoe courts, a playground, trails, a children’s learning garden, and a fishing pier with a kayak launch. Constant’s Wharf Park & Marina 110 East Constance Road This park features an 18 slip marina. Reservations for marina slips must be made 24 hours in advance. Call 757-514-7250 to reserve. Bennett’s Creek Park 3000 Bennetts Creek Park Road Here you will find boat ramps, picnic shelters, tennis courts, a stage, disc golf course, trails, horseshoe pit, fishing pier, and a skate park.
Lake Meade Park 201 Holly Lawn Parkway This park features a dog park, skate park, a walking trail that looks over the lake, an inclusive playground, and the Howard Mast Tennis Complex which has 10 Tennis Courts for use. Lone Star Lakes Park 401 Kings Highway At this park, find shelters, a playground, a fishing pier, a 4-mile trail, and shoreline fishing areas surrounding 11 lakes. Boats must be registered and can use only an electric motor of 15 Horsepower or less. Boats can have any size gas outboard motor on it, but cannot be used while in the lakes.

Suffolk Visitor Center & Pavilion

Overlooking the Nansemond River, the provincial Roman Revival style structure with its very tall Tuscan columns was an impressive site for early travelers arriving on the river. The former Nansemond County Courthouse (1840) is the third such structure on this site at the busy intersection of Main Street and Constance Road. Two previous courthouse buildings were destroyed by fires. During the Civil War, the courthouse was reportedly used as barracks for Union soldiers as the neighboring Mills Riddick home on its south side served as Union Army headquarters. The building remained in service as a courthouse until the completion of the Mills Godwin Courts Complex in 1998. Today, the building retains its commanding presence and historical significance as the Suffolk Visitor Center. The first floor provides an exhibit gallery highlighting the history of Suffolk and the Great Dismal Swamp, a greeting and information area, and a gift shop. The second floor houses municipal offices for the Department of Economic Development and Division of Tourism.
Seaboard Station Railroad Museum

This restored Main Street Station, originally built in 1885, has remained basically unchanged over the years and displays a 2-room HO-scale model of Suffolk in 1907 that was built by the Tidewater Division of the National Model Railroad Association. The Queen Anne style building is reminiscent of the Victorian age and has an interesting tower with a beautiful, walnut, spiral staircase. Many original features were saved and restored such as the doors, windows, coffered ceiling, fireplace and porch. The museum contains a collection of items including bells from steam locomotives, a light from a steam locomotive tender, cast iron and concrete signs, railroad lanterns, railroad tools, as well as a unique collection of smaller items, including silver items used in dining cars, office items used in the agent’s offices, and advertising items. The museum features railroad memorabilia and changing exhibits.

The National Association of Town Watch (NATW), founder of National Night Out, advised earlier this summer that due to the COVID-19 pandemic, they strongly recommended that all National Night Out 2020 areas celebrate on October 6, 2020, instead of this year’s previously scheduled date of August 4, 2020. The City of Suffolk had originally planned to celebrate this year’s rescheduled National Night Out on October 6th together at a large, outdoor combined community concert event instead of our usual individual community celebrations since we’ve been apart for so long. Unfortunately, due to Commonwealth of Virginia Governor’s Executive Order 67 limiting large events and directing individuals to social distance when not at home and to take all necessary precautions in response to COVID-19, this event has also been cancelled. Suffolk has proudly ranked first in the nation in our population category in our celebrations in 2008, 2009, 2014, 2016, and 2018, and we’ve been in the top five in the nation for 14 straight years due to involved, caring citizens. To mark what we’re calling this year’s “National Night In”, we’ve compiled a video including snippets of our NNO celebrations from years past which is available to view on the NNO website at www.SuffolkNNO.com. Just as our chosen theme for NNO 2020 stated, we can still CREATE COMMUNITY CONNECTIONS, even if we can’t do so together at this time! Mark your calendars now for NNO 2021 on Tuesday, August 3, 2021.
As we are all aware, there remains much uncertainty regarding the continuing threat of COVID-19, and the fall and winter months are a special concern due to the regular flu season and potential complications because of the Novel Coronavirus. The health and safety of employees and citizens is now and always has been our highest priority, and staff continue to follow all recommendations from the Centers for Disease Control (CDC), Virginia Department of Health (VDH), in addition to Executive Orders from Governor Ralph Northam and other guidance. Special events, particularly those where the potential for large crowds combined with issues regarding recommended social distancing, require careful consideration, and determinations are made utilizing the most current health and safety precautions and guidelines available. While the activities featured in this Special Events Calendar are currently limited due to COVID-19, please understand that these are subject to change or cancellation. It is recommended that you reach out directly to the sponsoring Department for the latest information prior to making plans to attend. Event information is subject to change.

Planter’s Club - 4600 Planters Club Road
Suffolk Parks & Recreation offers rental spaces at all of our Recreation Facilities and the beautiful Planter’s Club. For details on spaces available and the reservation process, contact us at our Administrative Office at 5147250. A $150 refundable deposit is required for all rentals. There is a $25 non-refundable application fee for processing each application. Application, application fee, and deposit must be received a minimum of 30 business days prior to date requested.
This facility is great for wedding receptions and formal family gatherings. It includes a 2,500 square-foot banquet room with a raised stage, bar, and fully equipped kitchen. There is also a 450 square-foot deck that overlooks the lovely Nansemond River. The facility can hold 144 people. All rentals must be a minimum of four hours and require a refundable $150 deposit. There is a $25 non-refundable application fee for processing each application. Renter is responsible for their own setup.*

Shelter Rentals Shelter rentals are available at Bennett’s Creek Park, Lake Meade Park, and Sleepy Hole Park. They are rented on a first-come, first-serve basis. Shelters are $75 per day. To schedule a rental, come by the Administrative Office between 8:30 AM - 5:00 PM, Monday - Friday. For more information, call 757-514-7250.
* Setup fees for the Planter’s Club are now at a rate of $50 per hour with a two-hour minimum, and a four-hour maximum.
Shelter Rental Fees All shelter rentals are $75 per shelter per day except Shelter 9 at Sleepy Hole Park, which is $125 per day. Operating Hours for parks are sunrise to sunset, seven days a week. Cancellation of shelter rental constitutes a loss of the reservation fee with the exception of severe weather (ie. Hurricane, northeastern storm), in which case the decision to grant a refund or reschedule will be determined by the Director of Parks & Recreation. Special events may be held in parks only upon obtaining a Special Event Permit. A Special Event Permit is needed when one or more of the following criteria applies to your event or activity: • • • • • • • • 7
100 or more expected at park and/or park shelters. 50 or more people expected other than at a park shelter. Musical entertainment or electricity is needed. Fee collection on City property (donations, admissions, concession, or merchandise sales). Use of temporary structures like tents, shade structures, stages, booths, amusement devices. The general public is invited or notified by the media. Animals on display for show, or for rides. Use of the shelter or park is in a manner other than their specified recreational use.

PARKS & RECREATION - BEFORE AND AFTER SCHOOL CARE Due to the uncertainty of Suffolk Public Schools’ Fall Learning Plan and the 20202021 school year, Before and After Care at Joint-Use Facilities has been impacted. However, Suffolk Parks & Recreation is pleased to announce the opening of a limited full-day camp program. During the Suffolk Public School’s virtual 1st nine (9) weeks reporting period, the Suffolk Parks & Recreation Kid Zone program will be open from 7 a.m. to 6 p.m., Monday through Friday at the King’s Fork Recreation Center, located at Kings Fork Middle School, 350 Kings Fork Road. The following two-week sessions will be available for registration: September 8 – September 18 September 21 – October 2 October 5 – October 16 October 19 – November 2 The cost is $ $85 per two-week session with a onetime $35 registration fee. In keeping with Forward Virginia Phased guidelines, limited camp spaces will be available for Pre-K4 through 5th grade students. Four-year-olds must be enrolled in the Suffolk Public School’s Pre-K4/Early Start program to participate.
Precautions will be in place to ensure the safety of children and staff to include daily screening procedures. Children are encouraged to bring their Chromebooks with headphones to the camp. The daily camp activity plan will center on the Suffolk Public School’s Instructional Schedule. Children will be given the opportunity to log on and participate in their virtual instruction. Parents or guardians are responsible for ensuring their child has been trained on the Chromebook use and providing a safe method of transporting the device. Drive-up registration will occur at two Joint-Use sites: Booker T. Washington and Creekside Recreation Centers. Drive-up registration will occur by appointment only. Please call Booker T. Washington at (757) 5147247 or Creekside at (757) 514-7245 for a registration appointment. The Booker T. Washington Recreation Center is located at 204 Walnut Street. The Creekside Recreation Center is located at 1000 Bennetts Creek Park Road. Once an appointment is made, customers will be directed to registration sites at either Booker T. Washington Recreation Center or Creekside Recreation Center. Customer must bring check or money order for payment, proof of residency, proof of child’s grade, and information for two emergency contacts. Staff will assist customers with registration forms. GENERAL INFORMATION FOR PARKS & RECREATION PROGRAMS • Course Minimums - Each class has a minimum and maximum enrollment. Classes will be canceled a week prior to start if minimum enrollment is not met. • Age Requirements - Age requirements have been established to safely facilitate age appropriate classes. Participants must be of the appropriate age by the first day of class in order to register. Sorry, no exceptions. • Corrections & Updates - There are times when errors or revisions in dates, times, fees, or instructors do occur. We recommend that you check the City’s website for up-to-date information. We appreciate your patience and understanding when these situations occur. • Photo Policy - Please be advised that all participants involved in any Department programs or special events are subject to being photographed. Such photographs may be used by the City of Suffolk without an obligation to provide compensation to those photographed. • Are you a resident? Therapeutic Recreation (TR) is a treatment service designed to meet the needs of individuals with various disabilities and facilitate the development of leisure and recreation skills, socialization, independence, and overall quality of life. Tennis and Pickleball Classes, tournaments, and round robin leagues are held at the Howard Mast Tennis Complex located behind Kroger and next to Lake Meade Park. PARKS & RECREATION - OUTDOOR/ SPECIAL EVENTS Outdoor Programs Staff Member Nakiesha Bridgers is a biologist, currently serving as the Recreation Programs Specialist (Outdoor Programs) for the City of Suffolk Parks & Recreation Department. Prior to her appointment, Bridgers was the Recreation Specialist II over Outdoor Programs for the City of Chesapeake. She has previously worked as a Biology and Earth Science teacher at Chatham High School. Bridgers received her undergraduate degree in Biology from Virginia State University in 2007. She then worked as a wildlife graduate research assistant for Virginia Tech for 3 years studying bog turtles’ reproductive and nesting ecology. Bridgers began her career as a lab technician/intern for the University of Nebraska Medical Center, studying breast cancer cells in addition to at Virginia State University, studying reptile populations in Southeast Arizona. Nakiesha’s hobbies include camping, kayaking, biking, weight training, gardening, and just overall exploring nature and parks.

While Mills Riddick’s contemporaries may have mocked his Greek Revival home when it was built in 1837, the house now stands as a beautiful reminder of the past and is one of Suffolk’s most popular attractions. The impressive structure features striking architectural details. The five frieze band windows across the front of the house are rarely seen in eastern Virginia. The front of the mansion is bricked in Flemish bond, and double chimneys rise from both ends of the stately historic landmark. Slender columns of the Greek Revival period frame the main entrance. The interior showcases intricately carved moldings and elaborate ceiling medallions throughout the house. Riddick’s Folly has four floors, 21 rooms, and 16 fireplaces. All four floors are open to the public. The building features elegantly furnished double parlors, a gentleman’s library, and adult and children’s bed chambers. Also open are the laundry, dining rooms, and kitchen. Registered with the Virginia Historic Landmarks Commission and the National Register of Historic Places. During the Civil War, Riddick’s Folly served as headquarters for the Union Army.

The band’s concert repertoire draws primarily from Jim’s catalog of original songs, in particular material from his three CDs released over the last four years.

SUFFOLK TOURISM Suffolk Farmers’ Market
Suffolk Art League’s Annual Juried Exhibition Date: October 24 - December 4 Time: 10:00 AM - 5:00 PM (Tues - Sat); 1:00 - 5:00 PM (Sun). Ages: All Cost: Free Location: Suffolk Art Gallery at 118 Bosley Avenue. This Juried Exhibition is open to all visual artists working in any medium. The exhibition typically features approximately 100 works of art by artists from the Hampton Roads region and beyond. Over $2,500 in awards will be given, including a $500 First Prize and the opportunity for a one-person exhibit at the Suffolk Art Gallery in 2021.
After starting the new season in a timely “To-Go” edition, the 2020 Market transitioned back to the open air special event pavilion, conveniently located behind the Suffolk Visitor Center at 524 North Main Street in Downtown, on July 4. Free and open to the public, the current Farmers’ Market Season will conclude on Saturday, November 21. Regular market hours are 9:00 AM - 1:00 PM, weather permitting.
Since 2005, the Suffolk Farmers’ Market has been a popular outlet for locally grown fruits and vegetables, baked goods, organically raised poultry, fresh eggs and milk, honey and a variety of artisan-crafted goods. The Suffolk Farmers’ Market is founded on the concept of preserving the City’s agricultural heritage through wholesome family activities. Our mission is to support local family farms and artisans by creating a place of connectivity between producers and consumers. Market participation is open to regional producers within a 100-mile radius of Suffolk.

Be sure to bring your cameras! **Sunday December 13 is “Bring your pet to meet Santa Day!” We welcome all friendly, well-behaved critters. Dogs must be leashed. Pet owners are encouraged to bring a donation for the homeless and adoptable pets at the Suffolk Animal Care Center. Suggested donation items can be found on our website.

Suffolk Tour Program The Suffolk Division of Tourism offers a variety of guided tours, with something for history buffs, nature lovers, adventurers, and even for those folks who are seeking the “supernatural” side of Suffolk. All Suffolk Tourism tours depart from the Suffolk Visitor Center (with a few exceptions noted). Reservations are required and cancellations are expected no less than 48 hours prior to scheduled tour. Location: 3100 Desert Road For more info: fws.gov/refuge/great_dismal_swamp Despite its foreboding moniker, the Great Dismal Swamp is one of few remaining American wildernesses and the largest intact remnant of a vast habitat that once covered more than one million acres of southeastern Virginia and northeastern North Carolina. This nature preserve encompasses over 111,000 acres where visitors enjoy wildlife observation, history, mystery and lore.

Meet the Great Dismal Swamp National Wildlife Refuge in a new way - up close and personal! Enjoy a biologistled nature walk as you learn about the flora, fauna, wildlife and history that abound in the 111,000-acre wilderness.
Because of its geographic location and climate, the Great Dismal is known for its unique blending of northern and southern species, and is a haven for black bear, bobcats, rare plants, rattlesnakes, and river otters. Less fearsome creatures include 200 species of birds, frogs, lizards, salamanders, toads, and yellow-bellied and spotted turtles. Lake Drummond, a 3,108-acre lake located near the center of the swamp, is the largest of only two naturally occurring lakes in Virginia. It stands only 18 feet above sea level, and though it is three miles wide, it is only five to six feet deep, allowing great cypresses to rise from its still, shallow waters. For those who venture in, the Dismal Swamp shelters a wealth of history and lore, flora and fauna. Visitors may participate in biking, fishing and boating, hiking, hunting, nature photography, and wildlife observation.

OUR NEWEST TOUR: Historic Cedar Hill Cemetery Hometown Heroes Walking Tour Dates: September 19; October 17; November 21 Time: 11:00 AM Ages: 12+ Cost: $7 adults; $5 seniors (60+), military, and children. Not recommended for children under 12. This 60-minute walking tour highlights and honors the graves and memorials of soldiers from Suffolk and old Nansemond County who died in combat during the two World Wars, Korean War, and Vietnam War.
