Welcome to the winter issue of What’s Happening, the magazine for residents of the City of Wanneroo.

This level of growth brings great opportunities as well as many challenges, including high demand for rail and road infrastructure, community facilities, programs and services.

As Mayor I am proud to say that the City continues to grow at an incredible rate, with 8,000 new people joining our community each year. We are in fact one of the fastest growing local government areas in Australia.

What’s Happening highlights just some of the work that the City is doing in these areas on your behalf. The revitalisation of the Wanneroo Town Centre continues to progress well and several projects are close to completion, such as the new ECU Health Centre on

Dundebar Road which will be a valuable facility for the local community. In the south, Hainsworth Centre in Girrawheen has been beautifully renovated, in response to community feedback. Please take the opportunity to visit the centre, which runs a number of excellent community programs for all ages. We’ve seen coastal restoration works taking shape at Quinns Beach while in the north Yanchep is a hive of activity, including

works on Brazier Road and Lagoon Drive. Please remember that you, our community, are the eyes and ears of the Council. Customer relations a top priority More than 80 per cent of customer enquiries are being handled at the first point of contact thanks to the establishment of a new Customer Relations Centre at the City of Wanneroo. The Centre is made up of a team of Officers located at the Civic Centre and Clarkson Library, undertaking in person, telephone, email and written correspondence responses to customer enquiries. The new Customer Relations team handle all phone, email, written and social media enquiries and

administration functions on behalf of many of the City’s service units.

Providing immediate answers to questions

This means the City delivers better customer service by:

Handling peak seasonal demands without impacting the level of service received

Offering a clear and simple point of access Improving the consistency and quality of service Eliminating or reducing form-filling and lengthy wait for customer responses Reducing the incidence of repeated or wasted customer contact

From July 2013 to April 2014, the Customer Relations Centre has been busy handling: • 110,938 phone calls • 26,899 emails This has resulted in measurable improvements with customer satisfaction.

Wanneroo Town Centre revitalisation underway Residents and visitors to Wanneroo would have noticed a number of changes taking place within the Town Centre which will serve the local community for many years to come. 2014 also marks the 5th birthdays of the Wanneroo Library

and Cultural Centre and the redeveloped Wanneroo Aquamotion, two key aspects of the Wanneroo Town Centre revitalisation. Below are some key projects currently underway.

ECU Health Centre a boost for the community The four-level office style ECU Health Centre on Dundebar Road is fast taking shape, with practical completion on schedule for mid-year. Internal fit out and occupation is on track to occur throughout August and September, with the building operational in October. The $22 million project will provide much-needed health services to the region, offering general practitioner, nursing and midwifery services to the community whilst providing teaching and research opportunities for ECU students and staff. It is also proposed to deliver allied health services such as clinical psychology, physiotherapy, speech pathology, occupational therapy, nutrition and exercise physiology, along with Indigenous health and visiting specialist services.

Deputy Mayor Dot Newton and Crs Frank Cvitan and Dianne Guise are looking forward to the benefits the new ECU Health Centre will bring to the community.

Wanneroo Road Streetscape Work is almost complete on the Wanneroo Road streetscape upgrade, which included landscaping of the median strip and verges between Noonan Drive and Church Street.

The $1 million project was fully funded by a State Government grant.

The median strip was completed at the end of April, in coordination with intersection works at the shopping centre.

Civic Centre extension Councillors have approved a proposed extension to the City of Wanneroo Civic Centre. The existing building is struggling to accommodate current staff numbers, already exceeding the number of employees it was designed to house. Several measures have already taken place in a bid to address the lack of space, such as turning community function rooms into office space and moving staff off-site. The plans include a new multi-storey office building, lettable office space and car parking facilities. The new extension will compliment the Town Centre improvements.

A step forward for Yanchep Active Open Space

City’s proposal rests with State Government Following years of negotiations, the City of Wanneroo recently signed a deed of agreement for the Yanchep Active Open Space with the Yanchep Beach Joint Venture.

Whilst further progress now rests in the hands of the State Government, the signing represents a step forward for the proposed sporting facilities project.

“This complex is desperately needed because there are simply not enough playing fields in the Yanchep area,” Mayor Roberts said.

The complex will feature two full size ovals serviced by a sports amenities building, including changing rooms and a kiosk, and is budgeted at $7.15 million. Mayor Tracey Roberts said the City of Wanneroo has allocated $3.8 million in City funds over the

“The land acquisition component of this project is significant and it is not reasonable to expect our residents to fund this. “I have expressed the importance of this matter to both the Minister for Planning and the Local Member for Butler.” Yanchep Beach Joint Venture CEO Gin Wah Ang said, “We are very pleased to see that the ovals have started to gain momentum again. This is a very important community project and we are keen to see construction of the ovals underway as soon as possible. “From our perspective we just want see a positive outcome for the local community.”

Signs of change The Yanchep Active Open Space is just one of many projects underway in the City of Wanneroo’s northern suburbs. Mayor Roberts said the north is a hive of activity with more than $40 million dollars earmarked for future development. “The City of Wanneroo is injecting a significant amount of money into the north, particularly Yanchep, as the local population continues to grow,” Mayor Roberts said. “When complete, these redevelopment projects will ensure that residents and visitors alike will have access to some of the best facilities in the City.”

Brazier Road Realignment (Stage 2) Stage 2 works involve the realignment of the existing Brazier Road to the Yanchep Kiosk and includes construction of a new single carriageway with street lighting, drainage and pathways. This will connect into Stage 1 in the south (between Wilkie Avenue and Yanchep Beach Road) and the existing Brazier Road in the east, allowing for a connection to the future Capricorn Esplanade extension. 04

Budgeted at $1.6m, works are due to commence as we go to print and are expected to be completed, and open to traffic, by December 2014. Access to Lagoon Beach will be closed to the public for a period of eight weeks during the construction of the permanent stair access. The kiosk will still be accessible via Wilkie Avenue.

Brazier Road/ Lagoon Drive Traffic Management Median treatments are close to being finalised with the completion of the roundabout at the Brazier Road/ Lagoon Drive intersection.

Yanchep Surf Life Saving Club and Public Amenities Facility The City has received development approval for the YSLSC and public amenities facility, subject to a number of conditions, including provision of a coastal Hazard Risk Management and Adaption Plan. Pending approval of the plan, design of the club and amenities building is expected to advance during 2014/15. This project is budgeted at $7 million.

Feel at home at the Hainsworth Centre If it has been a while since you’ve visited the Hainsworth Centre on Hainsworth Avenue Girrawheen, pop in and check out the many changes that have occurred in recent months. The Centre is noticeably more welcoming and lively, thanks to place-making strategies that took place in response to community feedback. External areas have been transformed, with a community herb garden now thriving in the courtyard, as well as an alfresco area with cafe style tables and chairs, the perfect place to relax with a coffee or socialise. Landscaping has also taken place to create new areas that can be used for activities such as gardening, play areas for children and a community art project. In March, a new Book Nook and Little Free Library were officially opened. The latter is a small mobile collection of books that can be moved in or around the Centre and is one of only two official Little Free Libraries in WA, 13 across Australia and thousands around the world. Find something new to read and relax undisturbed in the Book Nook, or use the computers for free.

City of Wanneroo councillors visited the Centre recently, and were thrilled with the revitalisation. The Hainsworth Centre has also hosted pop up events including a Wildflower Gardening session and an It’s All About Play day.

If you would like to contribute to the revival of the Centre and have something you are skilled or passionate about such as gardening or art, go along to Hainsworth and introduce yourself. Alternatively, attend a monthly morning tea on the second Tuesday of every month from 10.30am.

Broadview Park in Landsdale will soon boast a new viewing platform for residents to enjoy.

Kingsway Indoor Stadium, Madeley

Construction of a viewing platform, gazebo and its associated boardwalk, footpath and landscaping is expected to be complete in June.

Court lights have been upgraded at the Kingsway Indoor Stadium at a cost of $75,000. All court lights were changed to LED solid fixed under roof structure mounted units to prevent danger from falling lights.

Kingsway Regional Sporting Complex, Madeley Stage 6a of the redevelopment involves installation of lighting for baseball fields one and two. Stage 6b will focus on the redevelopment of Baseball 3.

Alexander Heights Park, Alexander Heights Drainage upgrade will take place between June and August to minimise stormwater drainage discharge to Emu Lake. Work will involve construction of an underground stormwater drainage storage system and swale.


Construction of a shed at the rear of the fire station was completed in May. The Incident Control Vehicle Shed is for the safe storage of fire trucks, with the entire project costing $80,000.

Two accessible toilet blocks are being constructed at the Gumblossom Community Centre. The $60,000

Dewars Beach Access Track reopens Dewars Track in Two Rocks reopened to the public in April having previously been temporarily closed on safety grounds. Since the track’s temporary closure, the City has received feedback from a wide range of people including local residents and regular track users. The City will continue to consult with all parties to find long-term solutions for all issues raised. Council voted to reopen the track on the condition that the City undertook works to make the track safer based on independent recommendations, including minor widening, grading, new signage and ranger patrols. In addition, City administration will prepare a policy and a five year plan to support off-road activities and examine options to work with other agencies to utilise government owned or leased land.

Ranger’s actions halt fire - leads to arrest A City of Wanneroo Ranger has been applauded for his efforts in stopping a serious bushfire threat which lead to an arrest. While performing a routine early morning patrol during summer, Ranger Sean saw a man on Wanneroo Road, near Flynn Drive, allegedly lighting fires in the bush. Approximately four fires had been started and the person was crossing the

road, endangering himself and other road users. Recognising the serious danger of the situation, Ranger Sean requested additional support and supervised the man until Police arrived. Fire services were able to control the fires before they spread, and the person was arrested by Clarkson Police, thanks to the quick-thinking and actions of Ranger Sean.

Quinns Beach coastal protection works Coastal protection works at Quinns Beach are forging ahead, with construction of the sand bag and rock revetment designed to safeguard the area against severe erosion. City of Wanneroo Mayor Tracey Roberts visits the area regularly to assess how work is progressing. “It is very reassuring to see that work is underway, with many sand bags

already in place, forming a foundation for the revetment,” Mayor Roberts said. “Sand renourishment works are also underway to the north of the groyne to provide protection against further erosion. “Community consultation during January showed that an overwhelming majority of respondents - 86.4%

- supported the construction of a limestone wall. Council listened to the community’s views and as a result works commenced on 31 March. “Construction of the wall means that in the future residents will once again be able to enjoy Fred Stubbs Park.” All coastal protection works at Quinns Beach are scheduled for completion in June 2014.

‘It’s all about Play’ at Banksia Grove Banksia Grove Community Centre has been a hive of activity recently with the arrival of ‘It’s all about Play’ and ‘It’s all about Parenting’. ‘It’s all about Play’ is a free, unique play environment for parents to enjoy with their children. The play space is set up in the foyer, and is attracting over 50 participants every week. Parents, grandparents and carers of children under 5 years are enjoying some quality time together exploring the play opportunities which include light boxes, tee pees, sand play and craft activities and much more.

There is also a variety of home-made toys and experiences on show, and accompanying play sheets for parents to take home. A professional video production has been made about the history of Atlantis Marine Park which draws upon material donated by the community at the Atlantis Rises Memory Sharing Day in April 2013. Interviews with former Park staff and their family members were recorded on the day and excerpts from these, interwoven with video footage, advertisements, photographs, postcards and other objects, vividly bring to life the fascinating and poignant story of Atlantis Marine Park.

Art Awards showcase depth of talent Almost $17,000 worth of prizes were awarded at the 13th annual City of Wanneroo Art Awards. The highlight of our City’s artistic community featured more than 200 entries on the opening night.

Congratulations to all winners, especially the winner of the City of Wanneroo Open Award (acquisitive), Jeremy Kirwan-Ward with his painting ‘Surface to Air’, which was highly praised by the judges.
