Mayor’s Message Welcome to the spring issue of What’s Happening magazine. Our City continues to grow at an enormous pace with more and more families choosing to make this wonderful place home. The City has exceeded previously forecast growth, reaching 180,000 residents earlier than predicted. With a growing population across the City, comes an increasing demand for local infrastructure and services.
Council’s budget for the new financial year was announced in July and I am pleased to advise that around $63 million will be invested in roads, footpaths, community facilities and safety initiatives across the City in the next 12 months

Innovative youth program recognised in Premier’s Awards A City program to tackle bullying and increase cyber-safety in schools was shortlisted as a finalist in the 2014 Premier’s Awards earlier this year.
Wanneroo CEO Daniel Simms said the City’s Youth Services team developed the program after discovering a real need in the community.
Shift ATTITUDES is a series of workshops developed by the City’s Youth Services staff to help educate students, parents and teachers alike about about bullying and cyber-safety.
“With 10 per cent of Western Australia’s youth population living in the City of Wanneroo, and with more than 60 City schools, Shift ATTITUDES is an incredibly important program,” Mr Simms said.
The age tailored workshops incorporate a range of interactive elements such as activities, videos and discussion.
“More people are looking at local governments to provide services for young people and their families.
“The program is a great success, regardless of whether it wins an award or not.” Shortlisted in the Strengthening Families and Communities category, Premier’s Award winners will be announced at an awards ceremony in November. Community safety a top priority Community safety is a top priority for Council, and rangers and community safety officers act as our eyes and ears throughout the City of Wanneroo. The City has a team of about 20 rangers and community safety officers who patrol the City’s streets, parks and reserves, working with WA Police and other agencies to reduce antisocial and criminal behaviour.
“In addition, our CCTV systems have an important part to play in community safety with cameras located in a number of locations around the City,” Mayor Roberts said. “The City has provided CCTV footage to police in relation to a number of major crimes including murder investigations and assaults as well as car theft and bag snatching.
Charlie Carver, District Superintendent with WA Police said he was very pleased with the partnership approach to crime by North West Metropolitan Police and City of Wanneroo, and the collaboration had worked well and helped reduce crime.
Other responsibilities include dealing with dangerous dogs, unauthorised parking and abandoned vehicles.
“Importantly, CCTV systems can often deter criminal activity occurring in the first place.”
“I appreciate the dedicated assistance of the Rangers and staff from the City of Wanneroo and look forward to a continued successful partnership in combating crime and ensuring a safer community,” said DS Carver.
Mayor Tracey Roberts said the City’s rangers and safety officers played a valuable role in making Wanneroo a safer place to live.
Over the coming year CCTV will be installed at Butler Community Centre. This comes in response to increasing antisocial behaviour at the centre over the last five years.
At the time of print, total verified offences were down by 8.7% compared to the previous year, a reduction of 1,695 offences across the City.

Key budget highlights in 2014/2015 All residents will benefit from safety measures such as CCTV, security and ranger patrols, and we will deliver a new online customer service centre to provide our residents with a wealth
of important and readily accessible information.
Road users will benefit from improved road safety with several targeted road safety measures throughout the City ($1.8M) while pedestrians will welcome the upgrade and extension of the City’s network of pathways ($970,000).
Upgraded parks and new community centres will cater for children, parents and the young at heart, and new sporting facilities will encourage an active, healthy population.
Below are the highlights for each ward.
Located at Koondoola Park, residents are likely to make use of the existing sporting facilities in the park.
KINGSWAY BASEBALL/SOFTBALL CLUBROOMS Baseball and softball teams at Kingsway will benefit from new clubrooms, including toilets and showers, a kiosk, a new function space and storage areas.
Works are budgeted at $1M this year and $1.4M next year, including a grant contribution of $700,000 from Lotterywest.
The clubrooms, which overlook the recently upgraded baseball and softball diamonds, are budgeted at $1M this year and $700,000 next year including $400,000 from the Department of Sport and Recreation and $80,000 contribution from the sporting clubs.

KOONDOOLA COMMUNITY CENTRE The existing centre in Koondoola is extremely run down and in an awkward location. The new centre will allow for a fantastic range of community activities for all ages, including educational activities for children, and vocational and leisure programs for adults.
NEERABUP INDUSTRIAL AREA The Neerabup Industrial Area currently provides an estimated 650 jobs with the potential to provide up to 20,000 jobs. During the next year, the City will finalise environmental offset requirements before reporting to Council on potential options for the development of the area. Around $76,000 has been budgeted for environment offset activities this year. FLYNN DRIVE, NEERABUP, STAGE 2 Also in Neerabup, Stage 2 involves the reconstruction of approximately 1.3km on Flynn Drive from the eastern limit of the current construction works on Flynn Drive Stage 1 to the intersection with Tranquil Drive. At the time of going to print, an engineering consultant was finalising the detailed design. The City expects 04

BRAZIER ROAD, YANCHEP, STAGE 2 CONSTRUCTION The contract to complete the realignment of Brazier Road between the Yanchep Kiosk* and the existing Brazier Road was awarded to Ertech in May 2014. Works commenced in June 2014 and include construction of a new roundabout at Brazier Road, single lane carriageways, parallel parking bays, street lighting, a dual use path, temporary access roads to the existing car park and existing Surf Life Saving Club, and provision for underground services required for the proposed new Surf Life Saving Club. Stairs to provide public access down to the beach were completed at the end of August and will eventually allow access to the new surf club. Stage 2 works will cost $1.9M in total. Separately, Capricorn Village Joint Venture commenced work on the extension of Capricorn Esplanade in August. Both projects are scheduled for completion in December 2014. QUINNS BEACH COASTAL PROTECTION WORKS The City has continued to combat erosion at Quinns Beach in the short term, with works from February to September 2014 including beach renourishment, sand bag and rock revetment, groyne maintenance and a limestone retaining wall at a total cost of around $3M. Erosion is a recognised issue for Australia’s coastal communities and the City applied for State Government funding to assist with these repair costs. Disappointingly, our request for financial support for these urgently required works were turned down.
Over the past months, the City has also been collecting data via beach surveys, hydrographic surveys, metocean data and photographic monitoring. Data collected will be used to inform a consultancy study, which will provide a detailed assessment of coastal processes via numerical modelling and identify long term coastal management options. The costs for the data collection and study this year will be around $250,000 with the City and State Government providing half each. INSTALLATION OF CCTV AT BUTLER COMMUNITY CENTRE
The City recently received funding approval from Main Roads WA to construct a dual carriageway on Connolly Drive from Neerabup Road to Lukin Drive. The City is contributing one third of the costs for this project, with $96,000 allocated this year for preparation of detailed design, with a further $7.7M in following years for construction. Construction will coincide with the proposed extension of the Mitchell Freeway from Burns Beach through to Hester Avenue to be undertaken by Main Roads WA. Cr Driver

A small turf area is also being considered. A budget of $160,000 is approved for this project. LENORE ROAD, HOCKING, STAGE 2 CONSTRUCTION
Subject to approval by Main Roads WA, the City will close the two way traffic flow on Cafaggio Crescent and Scenario Drive between Servite Terrace and Dundebar Road and alter the roads to create a one way traffic system from Servite Terrace heading east along Cafaggio Crescent, and then south via Scenario Drive exiting into Dundebar Road.
Stage 2 involves the reconstruction of approximately 1.9km on Lenore Road from East Road on the south to High Road on the north.
A tender for construction is expected to be advertised in September 2015 and the anticipated completion date for the project is July 2017.
Design is complete and the City will advertise for construction tenders in September. Construction is expected to commence early January 2015 with completion scheduled by November 2015. Stage 2 is budgeted at $6.8M.
The City will invest $3.6M into the project this financial year.

$114m for community facilities in our North The approval of an amendment to the City of Wanneroo’s planning scheme is a significant outcome for the entire northern corridor according to Mayor Tracey Roberts. Planning Minister John Day recently approved amendment no.122 to the City’s district planning scheme no.2 which will allow the introduction of development contribution plans for the City’s northern coastal growth areas.

Under the plans, 11 new facilities will be delivered in Alkimos-Eglinton over the next 25 years at an overall estimated cost of $86.2 million, and three new facilities in Yanchep-Two Rocks over the next ten years at an estimated total cost of $28.5 million.
Under the development contribution plans, all developers in Alkimos, Eglinton, Yanchep and Two Rocks will need to contribute funds to the City each time they develop land in the area.
“It is fantastic to know that the City now has a mechanism in place to provide local community facilities for our growing population in Alkimos up to Two Rocks for many years to come,” Mayor Roberts said.

Mayor Roberts said the Minister’s approval of amendment no.122 represented the culmination of several years work by City administration in close collaboration with development industry stakeholders and Department of Planning colleagues. “This excellent community outcome would not have been possible without the efforts of all involved,” Mayor Roberts said.
The future is bright for the communities of Alkimos, Eglinton, Yanchep and Two Rocks in the northern corridor.

Australasian Safari roars back to Wanneroo The Australasian Safari, recognised as Western Australia’s toughest motorsport event, is coming back to Wanneroo Showgrounds this year. The showgrounds will provide a base for the endurance motorsport event’s competitors, service crew, media, officials and staff, before they embark on seven days and 3,500km of off-road racing adventure through Western Australia’s outback.
The Safari Show, where the official ceremonial start commences, will also be hosted at the showgrounds. The Show is a free event where the community can meet the competitors, view the vehicles and enjoy free entertainment. City of Wanneroo presents: Eskimo Joe How do you feel about sharing music online? When I was growing up, we’d always be making mix tapes for friends, swapping and sharing albums on tape. It’s exactly the same today, only it’s digital, so it’s infinitely easier and much more widespread. It has definitely hurt the music industry sales wise, but it also has helped the world music community grow into this amazing place where the globe’s music is easily accessible and word of mouth has never been so powerful.

Your latest album definitely has an electro touch - do you think it’s helped you connect with a new generation of fans?
With eight ARIAs and six albums under their belt, including the 2013 Wastelands, you can be sure the band will deliver an incredible performance on the night. The concert is suitable for the whole family with kids’ entertainment and plenty of fun activities for all.
I certainly hope so. It is easily the album I am most proud of. We had such a great time exploring new sounds and learning some really old analogue technology, so I hope we’ve piqued the interest of a new generation of fans.
Guitarist Stu MacLeod lifts the lid on where the trio find their musical inspiration, how they stay connected with fans and why Wastelands is the album he is most proud of. What inspires your song writing? For me, personally, I am usually inspired by music itself. A sound, a beat, or melody can usually trigger something for me. In terms of lyrical content I find my life in general pretty inspiring. I draw inspiration from people I know, be they close friends or mortal enemies... Of course, we are also always inspired by new music and old. A lot of Beatles, Bowie, Zeppelin, Beach Boys, Neil Young etc from early years, and then through 80s and 90s bands like Pixies, Nirvana, and Massive Attack through to today’s bands... there seems to be so much to get inspired by, there’s never enough room to list them all.
You have active Facebook and Twitter accounts - why do you think an online presence is important? The internet is such a hugely powerful tool, you’d be an absolute fool to not take advantage of it. The ability to directly communicate with your fans all over the globe is truly priceless.

How did you find the Pozible crowd funding experience for Wastelands? The Pozible experience was hugely positive. We not only raised the money to self fund our record, but we got our biggest fans involved in the album from conception, before any music was even made. This brought them into the process and got them excited through the whole process. Plus we got to know a whole bunch of our fans personally as a result. Highly recommend it.
Where did your band name come from? A friend of ours had an op-shop t-shirt from Eskimo Joe’s Diner in Stillwater, Oklahoma. We thought it would make a great name.

Growing up on her family’s five acre market garden property in Osborne Park, Mary lived on the same street and went to the same school as Lino Borgogno, with the high school sweethearts marrying in 1958.
MARY BORGOGNO Born in Perth in 1940, Mary was the daughter of Colombo and Maria De Piazzi and the youngest of four children.
Six years later the pair moved to Ashley Road in Tapping, along with their small sons Frank and Jeffrey, where Mary still lives to this day.
Marilyn Crisafulli has lived her entire life in Wanneroo.
Marilyn often worked in the family’s local garage and service station, enabling her father to take part in his roles as a member of the Wanneroo Road Board, the Wanneroo Show and the Volunteer Bushfire Brigade.

Growing up at the 15 Mile Peg in Wanneroo, Marilyn was one of four children; Nancy, Eddie and Jillian. As soon as she was old enough, Marilyn helped out at the Wanneroo Show, stewarding in the exhibition pavilion. In fact one of her fondest memories of Wanneroo was of the Show some 55 years ago, and dressing up like all of the ladies by wearing a hat and gloves.
Wales and South Australia - Trevor and his West Australian wife Audrey settled in Perth in 1972 with their young family; Brett, Kim, Lee and Scott. He bought a block of land on Belgrade Road, Wanneroo, and eventually became a full-time mushroom grower, despite no farming background. Crown Mushrooms grew into the State’s biggest privately owned mushroom producer, providing many with employment.

BETTY HAVEL (NEE CURRIE) Born in Cottesloe, Betty was a western suburbs girl until she met her husband Joe and moved to Papua New Guinea.
Having come from a coal-mining district devoid of trees, Joe developed a passion for the Australian bush, and after completing his post, he started studies and work in the forestry industry.
When working in Papua New Guinea, he and his family returned for a holiday in Yanchep. During the trip, Joe and his wife Betty, also a Wanneroo pioneer, decided to buy a house in Wanneroo. Joe later secured employment working on planning pine plantations in the area.
During a cycling trip from his job in Gnangara, Joe rode through Wanneroo and fell in love with the trees and lakes.
It was his work in this area that later resulted in additions to Yanchep National Park and the creation of Melaleuca Park.
On their return to Australia, the couple chose to live in Wanneroo, the perfect compromise because of Betty’s love of the beach and Joe’s love of the bush.

Formerly a dressmaker and then nurse, Betty left her working life to run her busy household and care for her son who suffered a from a rare bone disease. A devoted mother, Betty was a very active parent at Wanneroo Primary

In 1961, aged 20, Helena went to a dance at the Embassy Ballroom in Perth where she met a young man by the name of Frank. From that moment on they were inseparable and the couple married soon after. Joe’s father Victor was a trade assistant and his mother Norah was a pig farmer.
JOSEPH JAMES HAWKINS Born in Perth in 1945, Joe first moved to Wanneroo in1953 at the age of eight with his parents and five siblings.
With her husband Joe and friends from the area, Betty ran a small Sunday school. As the number of young families in the area grew, she became involved in the youth club and Christian fellowship.
In 1965 at the age of 20, Joe married Daphne Webb and moved to Osborne Park for a brief period, before returning to live on Wanneroo Road at the 13 Mile Peg in 1967. Joe found work as a driver in the transport industry with Sam Conti, a local cartage contractor, for two years.

The young newlyweds moved to an area known as Elliot Road in Wanneroo, which later became Janbanis Road. With 11 hectares of bushland, Frank and Helena worked hard to clear the land and build their own house, digging holes to install electricity and bores for groundwater. They also built an incredible 22 indoor and outdoor stables on the property.
He then spent the next few years setting up a very successful transport company JJ Hawkins and Company Pty Ltd, which today employs 100 people and is located in Landsdale with subsidiaries across WA. Joe served on Wanneroo’s Council from 1983-86 and fondly remembers being appointed MC at an event celebrating Wanneroo becoming a City in October 1985.

The 5000 Poppies Project is a nationwide program encouraging people to make fabric poppies in remembrance of those who served in World War One. They will be displayed in Federation Square, Melbourne, on ANZAC Day 2015. The City of Wanneroo is the collection point for locally made poppies and will be displaying them in the Wanneroo Library and Cultural Centre in November 2014.
