Letter FROM THE Mayor
Dear Woodstock,
This time of year offers us the perfect opportunity to reflect on the past, appreciate the beauty of our community, and look forward to all the exciting things ahead. Whether you’re enjoying the festive lights, attending local events, or spending time with loved ones, there’s no better moment to experience the best of Woodstock.
We’re currently witnessing some wonderful transformations, and I’m proud to share a few highlights. The newly renovated Woodstock Opera House has launched a full season of performances, featuring must-see holiday shows that are sure to delight.
The intergenerational playground at Emricson Park will soon be ready for its grand opening in the spring. This inclusive space is designed to bring together people of all ages and abilities, creating cherished memories for everyone.
Additionally, we are thrilled to announce that the Old Courthouse Center received three prestigious awards this fall—the 2024 Excellence in Economic Development Gold Award and the highly coveted Best in Show Award from the International Economic Development Council (IEDC), along with the 2024 Landmarks Illinois Richard H. Driehaus Foundation Preservation Award for adaptive reuse. These honors celebrate the dedication to preserving our city’s history while ensuring it remains a vibrant part of our community.
And, of course, mark your calendars as we eagerly anticipate the return of Woodstock’s beloved Groundhog Days Festival, scheduled for January 30 through February 2. Wishing you a wonderful holiday season and a Happy New Year!
Mayor Mike Turner

No matter what the season, motorists need to be mindful of the pedestrian’s right-of-way at crosswalks. The Illinois Vehicle Code 625 Section 5/11-1002 states, “When traffic control signals are not in place or not in operation the driver of a vehicle shall stop and yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk…”
The Woodstock Police Department urges motorists to be alert for pedestrians both on City sidewalks, and the pathways in City Parks, and yield to pedestrians as required by Illinois Law.

Christmas Tree Collection
The Public Works Department offers its residents several opportunities in January to have their discarded Christmas tree collected and mulched. Beginning Monday, January 6 through Friday, January 31, residents must have their tree in the parkway (the area between the sidewalk and street) by 7:00A on your regularly scheduled garbage day to ensure collection.
TREE COLLECTION TIPS:
• Trees must be placed on a public parkway (residents living in communities with property managed areas must make sure their tree is placed on a public parkway nearest to their residence).
• Branches, wreaths, roping, and other greens will not be collected.
• Secure your tree so it will not blow into the street, possibly creating a traffic hazard.
ALL ORNAMENTS, TINSEL, LIGHTS, DECORATIONS, NAILS, BAGS AND STANDS MUST BE REMOVED PRIOR TO PICK UP. TREES ARE MULCHED AND CANNOT BE COLLECTED WITH THESE ITEMS ATTACHED!
Please note, employees collecting trees are also responsible for snow and ice control activities, which could delay the collection of your tree. Please contact the Public Works Department at 815-338-6118 or pwdept@woodstockil.gov if you have any questions about this program.
Home Winterization Tips
It is never too late to prepare your home for cold weather. Here are some tips to help save some money, and perhaps some hardship, during the winter season:
• Have your furnace inspected and cleaned by a reputable HVAC company.
• Change your furnace filter on a monthly basis during the winter months.
• Clean debris out of your gutters. Ice dams can form and not only cause large and potentially dangerous icicles, but water could back up into the soffits and potentially get into the exterior walls of your home causing thousands in repairs.
• Flush your water heater. Sediment that builds up in the bottom of the water tank can cause the heating element or flame to run longer to heat the water. This can lead to increased heating costs and premature failure of the tank.
• Reverse your ceiling fans to pull warm air up to the ceiling and force it out and down the walls.
• Install window insulation film on windowpanes. This will serve as a layer of insulation on the glass and is especially helpful on single pane windows.
• Install draft guards on the bottoms of doors. This is especially important if there is any gap between the bottom of the door and the floor. This can even help on interior doors, especially if there are some rooms in your house you keep cooler and do not use often.
• Install weather stripping around interior windows and door frames.
• Caulk around exterior windows and door frames.
• Pack exterior windows in basements or crawlspaces with insulation.
• Install a programmable thermostat to change your home’s temperature at different times of the day.
• If you have a fireplace chimney that you do not use, consider installing a chimney boom. This is essentially a type of balloon that will expand to fit the chimney opening and will restrict air more than just closing the damper.
• Insulate any water piping (hot and cold) that you can access. Insulation will help to keep the heat in and the cold out.
• Make sure anywhere you have water pipes, valves, or a meter, the temperature never gets below freezing.
• In extremely cold temperatures, trickle water from faucets to prevent freezing.
Frozen Water Pipes
Each winter, the Public Works Department receives calls from residents whose water pipes have frozen. Please consider the following suggestions, which may help to prevent pipes from freezing:
• Shut off and drain pipes leading to outside spigots
• Seal any cold air leaks where pipes are located
• Insulate pipes most susceptible to freezing: those along outer walls, in crawl spaces, or in attics (pipe insulation is available at most hardware stores)
• Leave a cold-water faucet open overnight at a trickle
• Make sure the furnace is left on and set no lower than 55 degrees
Should you have any questions, please contact the Public Works Department at pwdept@woodstockil.gov or 815-338-6118.
Educational Tours
Plant tours explain the treatment process and environmental benefits provided to student groups, youth organizations, and interested residents. To schedule a tour, or for further information, contact our Wastewater Treatment Plant Superintendent or our Water Treatment Plant Superintendent at pwdept@woodstockil.gov or 815-338-6118.
Flushable Wipes NOT BIODEGRADABLE
Please refrain from flushing ‘flushable’ wipes, baby wipes, disinfecting wipes, paper towels, napkins, tissue or any other non-toilet paper products. Doing so can clog the sanitary sewer systems and lead to sewer backups at your residence or private sewer line.
These alternative products are not biodegradable and will not break down the same as toilet paper, which is made to disintegrate quickly in water. If there is a backup within your residence, your first call should be to Public Works. If the problem is determined to be in your individual service line, it can be a costly repair and it will be at your expense. For more information, please contact the Public Works Department at 815-338-6118.

Community Involvement
ADOPT A FIRE HYDRANT!
Please consider clearing the snow from around the fire hydrant near your home when you clear your driveway and sidewalk during the winter. By doing so, you save the Fire Department precious time when called to the scene of a fire. With over 1,400 fire hydrants on the City’s water system, it is impossible for the Public Works Department and/ or Fire Department to clear the snow from every hydrant. If every resident, however, cleared a 2-3’ radius around the fire hydrant in front of each home making the hydrant visible, fire fighters can concentrate on their job, and you will be doing a great service to yourself, your neighbors and your community. Adopt a fire hydrant this winter!
ADOPT-A-HIGHWAY
Each year the Public Works Department provides support to organizations who have adopted several well-traveled, very visible roadways under the Adopt-A-Highway program. Is your group interested in adopting a section of highway? For more information, please contact pwdept@woodstockil.gov or 815-338-6118.

During winter, the City of Woodstock and The Langton Group clear approximately 1.65 miles of the recreation path within two days of snowfall. Note that the path will not be salted, so be cautious of intermittent icing and drifting snow. Enjoy sledding on the East side hill, snowshoeing, or cross-country skiing through the park.

Community
The City of Woodstock is accepting donations to the Melissa O’Leary Memorial Splash Pad fund as a way to honor the late Melissa Canto O’Leary’s life, her unwavering commitment to our City and its residents.
A community splash pad would be a fitting tribute to her longtime service (20 years) to Woodstock Water Works and creating a fun and safe place for families and children to create special memories.
HELP US REACH OUR GOAL OF $250,000 TO COMPLETE THIS PROJECT!
Thank you to those who have already donated – Donations of any amount are welcome and greatly appreciated!
