He will only be singing to a capacity crowd of 100 at Jávea Baptist Church on Thursday 4th July, but singer, composer and song-writer NOEL RICHARDS has provided a ‘musical escape route’ for his audience to feel they are in the presence of God. There are 18 of his compositions in the Top 500 tunes played in churches throughout the world, according to the Churches Copyright Licensing annual statistics. He will feel ‘at home’ and ‘at ease’ in Jávea as much as he does in front of the 2 million audience he has on BBC’s “Songs of Praise”.
Noel has been compared to 'David' - who wrote many of the Psalms in the Old Testament - because he combines voice and words to praise God, who everyone agrees is beyond being described adequately by human words or music. Noel’s programme has yet to be finalised, having announced his intention (and Jávea may be ‘a first’) where, instead of leading believing worshippers in their praise of God, Noel intersperses compositions of his and other popular composers, to explain his 'personal relationship with the Creator of the world' and the way in which God guides Noel (and his wife Tricia) to write songs and tunes that are sung in churches throughout the world. Noel arrives in Jávea from 'events' in Germany, as well as Perth, in Scotland. Noel’s songs are more like 'ballads', and he will be explaining the process which has brought about 'Songs of Worship' that have been sung in every country of the world. 'At home' in 'housegroups' of a dozen or so people or to 40,000 or 60,000 people at Wembley Stadium, Noel sees his visit to Jávea as
the start of a more ‘intimate’ relationship between himself and Tricia, and the people who sing their compositions. The 5€ adult ticket entitles the driver to FREE parking in the nearby underground parking (beneath the Thursday market site in Plaza de la Constitución). More details on page 9. A lot has changed in the 10 years since I last attended a monthly meeting of Jávea Councillors. In those days, meetings were in Castillian Spanish, the Chairman was Juan Moragues Pons, and there was an array of cables, connected to microphones in front of him, to tape recoders or live transmission to SEUR or the local TV channel, just like happens in Denia.
I decided to make the effort to attend, after an article in an online magazine, by the Mayor, referred to “opinions ... written in the most absolute ignorance of the political reality of Xabia and the daily work done by myself and the other councillors.” I couldn’t ignore the possibility that he might be referring to me - after all, he knew as little about me as I know about him - so I decided to rectify any ignorance and sat myself on the front row of the public seats for the meeting on Thursday 30th May. I recognised many familar faces: friends of many years from all political groups, for whom I had respect and each greeted me with a huge smile of recognition. Any member of the public can attend and about 15 of the 60-70 seats (I didn’t count them) were occupied. A word of warning though - before you make a date in your diary to join me in June - is that all business is conducted in Valenciano. Pictures of King Juan Carlos and Jesus Nazareno, tower over the background of Jose Chulvi, and I ponder whether the King would understand anything said if he was present, but had no doubt that Jesus understands every word of every language and dialect, as well as the unspoken words of our hearts. Would the Mayor, if the King was present, propose a Motion that - out of respect - Castillian Spanish should be used. Tax-payers not born in this region deserve the same respect, but you can’t change the desire of members of a ‘Club’ to speak
in their own language - how many Brits still speak ‘BackSlang’? I never got the hang of it. But back to the meeting.

Approval of the recognition of the debt in favour of C.L. de S.R.B, with respect to ACCL Pia of Tourism 2012. Approved, but 5 councillors from PP and

Approval of request to the Diputacion Alicante Provincial for a grant towards restoration and refurbishment of the Town Cinema, from the 2014 Provincial budget. √ but only after a detailed discussion between former NJ Councillors and Pere Sapena. Point 12. Request to the Diputacion of Alicante Province for construction of a permanent roundabout where the Av. Pla intersects with C/. Arenal, from the 2013/4 Budget for Municipal Cooperation. √ Under this same point there was agreement to accept

withdrawal of the Integrated Action Programme Montgo Ermita Unit 6. √ Point 13. Approval and Implementation of unit Adsudia Rebaldi-28. √ Point 14. The Mayor wanted to immediately accept a question from a gentleman sitting in the public seats, but there were various other Motions of Urgency from groups of Councillors (reported elsewhere) and it was Oscar Anton, the Deputy Mayor, who responded to the man’s question. New UK Ambassador Continued from page 1 Mr Manley (who is married to Maria Isabel Fernandez Utgés, and they have 3 daughters) joined the FCO in 1990 and has worked on EU, UN and security issues, in London, Brussels and New York, including two secondments to the EU institutions. WHEN IS A FRIEND NOT A FRIEND?
It’s hard to be sure, until you start receiving reports that you’ve been criticised - behind your back - in a way that is untrue. Facebook was founded on the concept of Friendship. When Jávea Mayor, Jose Chulvi, announced a Facebook page for his English-speaking friends, I immediately joined because I have always backed 100% whoever was the Alcalde (Mayor) of Jávea, even when the way they had been elected, appeared undemocratic to those unfamiliar with Proportional Representation. My support is 100% - out of respect for the ballot box, but support can often be lessened by the actions of the person to whom you want to remain loyal. In the first issue of Jávea Jeard, we included a two-page article about the Mayor’s ‘Facebook Friends’ meeting at the Parador. As far as I can remember, the report didn’t include a single malicious reference to the Mayor, the PSOE President, George Thomas, or Councillor Doris Courcelles, whom Ann and I have regarded as a friend for longer than we’ve been on Facebook. Having written on behalf of every AMJASA water customer to the responsible Councillor to ask for changes to a tarrif which denied cheap water (a renewable resource) to people with pools and gardens, and not

receiving a reply for 10 months, I took the opportunity when the Mayor and I met last Christmas, to ask him why I’d not received the courtesy of a reply? He replied, in front of witnesses “You had a meeting with AMJASA, and are satisfied with what you were told” which was a shock to me, as I’d neither attended, nor been invited to any meeting. Someone, it seems, had been telling the Mayor of Jávea porky pies! I wrote and asked Jose Chulvi if he would investigate why he had been informed of a successful meeting - when none had been held - because it undermined the position of Mayor of Jávea? That was two letters to which (though they were entered officially through the Townhall registry), there has been no reply. Seeing ‘my Facebook friend’ Jose, parking his car in the street, I asked him when he was going to reply to my written requests? His answer: “I’m not!” He did respond however, by removing myself (and my son with whom he had had no contact) from his Facebook friends. I felt betrayed - and the hurt has remained with me. CR
On Thursday 9th May, wanting to show my 100% support for Jose Chulvi, I personally delivered to the PSOE sede in the Convent Square, my application to join the PSOE as a MILITANTE. Wonder how long I have to wait for a reply and my membership card? I kept a photocopy - just in case, for Madrid.

MUNICIPAL LAND SALE RAISES CASH FOR INVESTMENT
More than 300.000 €uros will be raised for projects of the Participatory Budget scheme (with suggestions often routed via Agenda 21) from the sale of a municipal plot of land. Heritage Councillor Antonio Miragall confirmed a plot of land of 1,147 square metres located in the Plan Parcial Mar Azul in Calle Barraca, Portichol, has been successfully auctioned with a winning bid of 300.000 €uros plus IVA. The successful bidder had 10 days to make the transfer of payment with the money going entirely into investment. As confirmed in the budgets for 2013, the sale of municipal assets in Jávea will be used to fund some of the projects which were voted for by residents in the last round of Participatory Budget forums. 100.000 €uros will be allocated to repair of pavements in the port area whilst 60.000 €uros will be used to refurbish a section of Vía Augusta, whilst some money will be used to create a simple park area after the old Guardia Civil barracks were demolished in Admiral Basterreche in the port. There have been at least two previous projects to use the area for a pensioners club.
Other investments to benefit from the sale of municipal land include improvements to the town's historical heritage, such as the illumination of the iconic windmills on La Plana (40.000 €uros) and improvements made to the ruins of the 18th century Castell de la Granadella (18.000 €uros) which sits on the headland protecting the beautiful cove of Granadella. In addition, investment will also benefit younger members of the community with school games areas that are in need of repair.
The governing body declared that these investments, together with those already budgeted in the account for 2013, such as the renovation of the Central Cinema and the Surco building as well as the repairs to the Casa Candelaria, demonstrate the commitment of the Townhall to citizen participation through the Participatory Budgeting scheme which the Townhall wants to make as representative as possible.

Bar Imperial will be serving theatre-goers with a splendid pretheatre tapas supper with mixed salad, bread, alloli, dessert and a half bottle of wine in Jávea Old Town’s lovely Plaza de Baix at 7pm. After supper they will go into the Casa de Cultura to enjoy two very funny farces by David Tristram; ‘What’s for Pudding?’ and ‘Last Tango in Little Grimley’.
In ‘What’s for Pudding?’ Jack, an accountant who, according to his wife, couldn’t do anything interesting if his life depended on it, played by David Garnett, is spending a quiet Saturday night at home bickering with his wife, Mary, played by Carol Saunders. In spite of the hour, it is gone 9.30, the door bell rings and there, on the doorstep, stands their friends, Ted and Maureen, played by Keith and Geraldine Livesey. They stay for a drink or two. Then a late night shopper, Dennis, played by Gerald Joy, arrives looking for a pair of trousers. Very quickly the quiet night in turns into something of a hilarious riot.
‘Last Tango in Little Grimley’ tells the story of the desperate efforts the four remaining members of the Little Grimley Amateur Dramatic
Society make to save their society from extinction. Chairman, Gordon, played by Andrew Cleven, a man with a Simon Cowell like eye for making the extra buck, provides the daring rescue plan. He knows that what puts bums on seats are sex and scandal. So, he writes for his society to stage, a play with more than sufficient of both to be worthy of an X certificate. And, then the really demoniacally cleaver bit, he makes the purveyors of the sex and the scandal barely disguised local people. Hardly cricket but hilarious fun.

Which Came First?

A computer scientist, a surgeon, and a civil engineer were gathered at the pub. The surgeon boasts, "Surgery is the oldest technology in the world. It's in the Bible. God removed Adam's rib while he slept. This is clear evidence that surgery pre-dates all other technological endeavours." Without so much as a heartbeat delay, the civil engineer says, "Before that, God formed the earth, the stars, and everything from nothing but chaos. He created rivers, mountians and oceans. This was clear evidence that civil engineering pre-dates all other technological endeavours." Not to be outdone, the computer scientist points out, "Yes, but where do you think the chaos came from?"
The Painter
The homeowner was delighted with the way the painter had done all the work on his house. "You did a great job," he said as he handed the man a cheque. "Also, in order to thank you, here's an extra £80 to take the missus out to dinner and a movie." Later that night, the doorbell rang and it was the painter. Thinking the man had forgotten something, he asked, "What's the matter? Did you forget something?" "Nope," replied the painter. "I'm just here to take your missus out to dinner and a movie like you asked."

A priest was being honoured at his retirement dinner after 25 years in the parish. A leading local politician and member of the congregation was chosen to make the presentation and give a little speech at the dinner. He was delayed, so the priest decided to say his own few words while they waited. “I got my first impression of the parish from the first confession I heard here. I thought I had been assigned to a terrible place. The very first person to enter my confessional told me he had stolen a television set and, when questioned by the police, was able to lie his way out of it. He had stolen money from his parents, embezzled from his employer, had an affair with his boss' wife, and taken illegal drugs.

Just as the priest finished his talk, the politician arrived, full of apologies at being late. He immediately began to make his presentation. John went to visit his 90-year-old grandfather in a very secluded rural area of Saskatchewan. After spending a great evening chatting the night away, the next morning John's grandfather prepared a breakfast of bacon, eggs, and toast. However, John noticed a film-like substance on his plate. Spanish Inheritance Tax and Habitual Residence
The Valencian Community, amongst other autonomous regions in Spain, allows huge reductions on inheritance tax. Conversely, Spanish Inheritance Tax (aka Succession Tax) can be a nightmare if you don’t qualify for these reductions. To qualify, the deceased AND the beneficiary would need to be habitually resident in the Valencian Community. Habitually resident is defined as spending the majority of the 5 years prior to death, in the Valencian Community. In the UK, inheritance tax is chargeable on the deceased’s estate when it is worth more than £325,000 (£650,000 if unused allowances are included). In Spain, it is the beneficiary who is taxed. The rate of tax will be determined by the relationship, where the parties are resident, and what existing wealth the beneficiary has. In the Valencian Community, the tax free allowance is €40,000. This would apply to children (over 21), parents and spouses. Children under 21 have increased allowances. In addition, there is a 99% reduction on the remaining tax due. As mentioned, these allowances and reductions are only applicable to habitual tax residents and those who are in Group 1 or 2 as detailed in the Spanish Inheritance Tax Rates section. Those who do not qualify - such as some unmarried couples, or those who are non-resident, would expect an allowance of around 16.000€ (15.956,87√ to be precise) with no further reductions. There are a number of other factors but these are the basics. Tax is payable on gifts as well as inheritances and the rules are very similar to inheritance tax - albeit with some restrictions on how much can be gifted to benefit from the reductions. Valencia reinstates Wealth Tax
For most parts of Spain, Wealth Tax (Impuesto sobre Transmisiones Patrimoniales) was reinstated for the tax year 2011. Madrid, the Balearics, and Valencia continued to apply a 100% tax credit. However, it was announced by Valencia in July 2012 that they would remove this credit and reinstate the tax from the year 2012. This means reports will have to be made in 2013. The basic provisions are that tax is due on assets over 700.000€ (per person) and an additional allowance of up to €300,000 applied to the main residence but only for residents. The scale of charges is 0.5% to 2.5% depending on individual circumstances. This was not meant to effect many people but with the introduction of the new Overseas Assets Declarations we can see more and more people affected by Wealth Tax and you are welcome to contact me for more information. It is a relatively simple concept but (according to the editor of Jávea Jeard, one that many people do not understand: the relevance of currency exchange. It is simply the transfer of funds from one country to another and from one currency denomination to another. We can most easily learn, by looking at some examples;-
Spot Contracts Mr B recently decided to purchase a property in Spain for 200,000€. When he approached his bank, Mr B was offered an exchange rate of 1.14, so contacted Currencies4you and was offered 1.17, a much more favourable exchange rate, saving him around 6.000€.
Regular Payments Mrs M is an old age pensioner currently living in Spain. She needs her company pension sent from England to Spain on a monthly basis as she needs the money to live on. By using her bank she is getting a poor exchange rate and it also takes 7 days for the funds to appear in her Spanish bank account. When Mrs M came to Currencies4you she found the process far simpler. She set up a bankers order making it an automated process. As soon as the funds arrive at Currencies4you they are converted at a better exchange rate and are in her Spanish bank account within 24 hours. This has given Mrs M an extra €1.000 each year.
It is, of course, possible to do this by asking your bank in the UK to send money to your bank in Spain. By using this method to move say £100,000 you may well be £4,000/£5,000 worse off than using a currency exchange company. The same ratio can be applied to smaller amounts eg pension transfers, car purchase etc. You benefit - no matter how large or small your transfer. Spain is number one for UK ‘benefit fraud abroad’
With an estimated 800,000 Britons living in Spain, it’s the number one country in the world for Britons committing ‘benefit fraud abroad’ More allegations are made about people living in Spain whilst continuing to receive UK benefits than in any other country where British expats live. Investigators from the Department of Work and Pension on 17th June, issued a fresh appeal to British expats to report anyone they suspect of fraudulently claiming UK benefits whilst living in Spain, to help stop taxpayers’ money being wasted on benefit thieves when it could be spent on valuable public services such as hospitals and schools. Married couple Peter and Marilyn Flanders from Exmouth, Devon lied to benefit officials about having no income or property in order to claim a variety of means-tested UK benefits including housing and council tax benefit. It later transpired that the couple owned a villa in Spain that, if declared, would have made them ineligible for the benefits. In total they had fraudulently claimed over £30,000 of UK taxpayers’ money. They were given confiscation orders and ordered to repay the money they had stolen or face imprisonment. David Freud, Minister for Welfare Reform, said: “Taxpayers’ money should be going to the people who need it most, not lining the pockets of criminals. The vast majority of British people overseas are law abiding. But those who are fraudulently claiming benefits while living abroad are committing a crime. We are determined to put a stop to it.” Investigators say the most common types of benefit fraud in Spain involve l people who are on means-tested benefits going abroad but failing to declare their absence l have undeclared property abroad and are working while claiming sickness benefits. In Spain, claims for Income Support or Pension Credit are the most frequently investigated for fraud. Benefit fraudsters are thieves, so if you suspect someone of committing benefit fraud in Spain call the free and confidential fraud hotline on 900 554 440.

More than 70 guests enjoyed a garden party, dinner-dance and cabaret, organised and hosted by Keith and Sue Hyde at their Seniola home. Principal guests were Councillors, Oscar Anton and Juan Lu Cardona with Amjasa XD representative Jose Mata. Food was provided by La Cocina and served by XDs Brenda Bates, with the bar in the capable hands of Lisa Bates.
Entertainment was provided by John Anthony whose guitar is more like a ventriloquists dummy, sat on his knee - the way he makes it talk, and his petite partner Suzanne. I always thought Flamenco needed to be delivered by someone tall and slim, but Suzanne proved otherwise. Jávea is fortunate to have this talented couple living nearby. A raffle was organised by Lorna Ainsworth and prizes included items donated by internationally renowned artist and Jávea resident Mia Griffin, restaurant vouchers from La Cocina and Le Gourmand, voucher from the long established residencial kennels, Casa Antigua, a book by Toni Mari, renowned sculptor and whisky and wines from
members of XD. The raffle generated a surplus of 250 €uros. After deducting the cost of food, drink and entertainment from the amount guests paid for the event, there was an additional surplus of 303 €uros, in addition to 140 €uros collected specifically for Jávea Red Cross. Hospitality at street level Everyone agreed that there was general dissatisfaction among traders in relation to the new rules of tables and chairs on pavements and at the kerbside As reported in our May edition of Jávea Jeard, the proposal to ban all tables and chairs was never opposed by the Associations represeting Traders, despite extending the deadline, and unless the Council was going to deny its own authority, everything was gone overnight - by 1st May. Brought in from the ‘cold’ 850 Jávea homes will be brought into the tax payment system, despite the developers failing to meet infrastructure requirements. 350 had already been issued with Cedula de Habitabilidad, (allowing them to officially be

connected to electricity and water, and be charged for up to 5-years rate (IBI) arrears.
Town Plan The May monthly meeting of all Councillors was expected to approve the revised General Plan, which had been on public display.
AMJASA report XD representative on the Amjasa Board, J. J. Mata said he had hired an external audit of electricity, to try and reduce the staggering high cost of removing salt from seawater, using electrically powered chambers. He had been asked by the Town Hall to include street-light and Town Hall offices in his remit, as well as a punitive overcharge by Iberdrola, when the pumping station at Pedreguer had used twice as much electricity, because of a fault. (Sounds reasonable doesn’t it, but what would the AMJASA reply be if there was a leak on your side of the water meter, discharging hundreds of cubic metres of desalinated water, back into the water bed? (Fat Chance! Editor’s comment). AMJASA has won the lawsuit it had with the former manager worth 60.000€.
Membership Matters The new Membership Secretary was having health issues, and her predecessor was living away from Javea, so Linda McGilicudy had volunteered to help. Following the offer by a young man at the AGM, to make contact with young people about XD, this will be encouraged. The Parador brunch had been well attended, with 9 new members inscribed, and a surplus of 132€ on the raffle.

Couple win their claim against Monarch
A BRITISH couple who waited 26 hours for a delayed flight from Mallorca have won a landmark case against one of Britain’s largest airlines. Kim Brittain, 61, and his wife Sue, 55, sued Monarch after 200 tourists were stranded at Palma de Mallorca Airport. Their victory is one of the first of its kind in the British courts and could open the floodgates for thousands of other cases. It comes after the European Court of Justice declared that airlines must pay compensation for delays caused by their own failures, such as technical faults and staff problems. A judge at Worcester County Court awarded the couple their full compensation claim of 504€, plus legal costs. The ruling follows a judgement last October in which the European courts found passengers should be entitled to compensation of up to €560, plus expenses, for delays longer than three hours.
Jávea and Gata ask Regional Government to declare a disaster area
Damage caused by hail on an otherwise quiet Monday afternoon, affected 90% of crops, the most affected being grapes, oranges and vegetables. Jávea Councillors approved a Xabia Democratica motion at their Plenum session on 30th May, for the area to be designated a disaster zone due to the damage caused by the hail on the previous Monday afternoon. The proposal was supported by all Councillors. Councillor for Agriculture and Fishing, Juan Luis Cardona, told us the petition will be sent to the appropriate bodies, as well as the Regional Government. On the Thursday morning (the day of the monthly meeting) Cardona spoke to the representatives of the Valencian Farmers Asociation (AVA) in Jávea to prepare the petition. According to what the farmers told him, damages caused by the hail affected over 90% of their crops. Grapes, oranges, olives and vegetables were the most affected, due to the force and size of the hail that swept across the fields. Juan Luis Cardona also made contact with the neighbouring town of Gata to coordinate with them in the petition for the declaration of a disaster area. The Councillor explained that Gata Town Hall send him the motion which had been presented and also ratified unanimously, so that a joint request could be made. Jávea has also established the Office of Agriculture, located in the OAC (Citizens Advice Bureau), as the point where those affected must notify incidents caused by the hail. Other parts of the region where the hail did significant damage were Pedreguer, Orba and Benidoleig, according to Antonio Mezquida, AVA representative in Denia. Citruses and vegetables were also damaged by the effects of the hail. The Sales Process - what can you ‘realistically’ expect?
Following on from my article on ‘Treating Customers Fairly’, I thought I would take you through a typical sales process so that you, the investor, can see if you are being treated fairly, or getting a raw deal!
The advisory process starts with a meeting in which the adviser should gather from you numerous facts and figures, which will enable him/her to provide you with suitable advice. There is no standard format as to how these facts are gathered, but they will normally constitute the adviser completing a ‘Confidential Fact Find Questionnaire’, covering such topics as family details, income and expenditure levels, existing assets, wills, investment requirements, risk, etc.
It is important during this ‘fact-finding’ process that you impart all information requested, as failure to disclose something could result in improper advice being given. The more information you provide, the better your adviser will understand your requirements and the better the advice you receive.
At the same time, you should use this opportunity to quiz the adviser on numerous matters, such as regulation, qualifications, remuneration and service levels to name a few. This is your opportunity to decide if the adviser is right for you!
Following the ‘fact-find’ process, the adviser is now in a position to offer you a suitable solution. This will normally take the form of a ‘Suitability Letter’. This ‘Suitability Letter’ is basically a ‘snap-shot’ of the information gathered during the ‘fact-finding’ process, and will re-confirm your existing status, point out any requirements which should be looked at (such as Wills) and make recommendations in respect of
new monies for investment and/or alternative structures to that which you already hold.
It is extremely important that the ‘Suitability Letter’ stipulates any charges and fees which you will have to pay in respect of the investments recommended. This is especially important if you are being advised to ‘change investments’. In addition to the information being provided to you within the ‘Suitability Letter’, you should also be provided with numerous supporting documents relating to the investments which are being recommended. These can take the form of ‘fund fact-sheets’, ‘key features documents’, ‘personal illustrations’, ‘brochures’, etc. These documents should also be up-to-date.
Having been presented with all this information, the adviser should now leave you alone to go though it in your own time. You should not be asked to complete the ‘application’ there and then. You should be given time to digest the information, fully understand its content, and be in a position to make an informed decision yourself. However, if you do not understand something or if something is not totally clear, you must seek clarification.
Once you are satisfied that all is right for you, it is now time to establish your new investment. The application can be completed with the assistance of your adviser (if you prefer), or you can complete it by yourself. However,

before you actually put pen to paper, you should once again go over everything with your adviser, to ensure your full understanding of the term (i.e. is a term specified or is it open-ended?), access (are there penalties for early encashment?), charges (what are the initial and ongoing fees/charges?), commission levels (what exactly will your adviser earn? This should be the ‘gross’ commission and not just the commission actually payable to an adviser which is usually quite a bit lower than the ‘gross’ amount payable), and after-sales service levels. Receiving a good after-sales service is paramount. The client-adviser relationship can only develop with a sound and efficient after-sales service, which should comprise at the very least, of regular updates (valuations) and regular (annual) financial reviews.

Spaniards flock to Germany to escape recession
A RECORD number of Spanish people moved to Germany last year, faced with soaring unemployment and economic crisis at home. According to figures from the German Federal Statistical Office (Destatis), the number of Spanish immigrants arriving in Germany in 2012 increased by 45 percent to 29,910. That was the greatest number of Spanish entrants to Germany since Destatis first compiled the statistical series in 1996. More than six million Spaniards were out of work in the first quarter of 2013, with the jobless rate hitting a record 27.2 percent. Overall Immigration to Germany reached a 17-year high in 2012, with waves of Poles, Romanians, Bulgarians and Hungarians also heading to the EU economic powerhouse. The most immigrants came from Poland, with 68,100 new arrivals, while 45,700 came from Romania, and 51,500 arrived from Hungary and Bulgaria. But the greatest increases came from peripheral eurozone countries such as Italy, Portugal and Greece. Some 4,000 more immigrants arrived from Portugal in 2012, while 10,000 more came from Greece and 14,000 from Italy. from Olive Press

Jávea Councillors vote to restore the town Ciné
Jávea City Council, at their Plenum session on 30th May, approved two grant requests to the Provincial Council of Alicante for inclusion in their 2014 Aid Plan. Although our Mayor, José Chulvi, often remains silent during the discussion of Motions (he is, after all, the CHAIRMAN of the meeting) I like to think that, as the PSOE Diputado for Jávea and Denia on the Alicante Regional Council (Diputación) José will already have laid the foundation for the application with his Alicante colleagues, before submitting it for approval from Jávea. The first application involves restoration of the Central Cinema, involving complete restoration of the historic building located in Plaza Hermanos Segarra Llamas. Town Planning Councillor, Pere Sapena, told colleagues the project respects the structure and facade of the firmer cinema, completely renovating the floor and installing removable seats to encourage multipurpose use. The work is estimated at 930.528€, of which 537,000€ will be provided by the town in two grants with 394.000€ from the Provincial Government. The other work for which assistance is the roundabout between Avenida del Pla and Arenal, a contract valued at 275.000 €uros and for which the City Council requesting a grant of 120.000€ or 43% In urban planning and construction, the monthly meeting of Councillors also approved the Jávea General Plan, which updates the map and notes the changes made since the previous update.

Turning to the economic position, Councillors unanimously approved a motion by Mayor José Chulvi, with respect to changes in way tax is collected by the local authority, demanding payment of Capital Gains Tax or Purchase Tax from people who do not have their principal residence in Jávea. This measure aims to improve collection for everyone contributing to the maintenance of services. Another point in economic matters was a modification of loans worth 265.668€. Bidding for two seats on the Mercat Municipal of Supplies will be held again after the previous auction was declared void.

Commission on home evictions
New Help Centre in Jávea Park
Jávea Town Council has opened a multipurpose space called "Espai Civic Punt" in Jávea Park, which has many immigrant residents, and will host activities to strengthen the social fabric and promote the participation of residents. The project was carried out with a grant of 67.500 €uros from the European Integration Fund. The objective is to combat truancy, drug abuse and social exclusion and avoid creating ghettos. The new social focal point is on the ground floor of Avenida del Pla number 35 and is staffed by a social worker and an educator. (Perhaps someone can explain WHY, if the centre is for Immigrants, its title is in Valenciano? If you don’t recognise where Av. del Pla 35 is, I discovered it in the former premises of Euro Bazaar, on the Southern tip of the Javea Park ‘Horseshoe’. JJ Ed.) Staff at the ‘Civic Punt’ found themselves the focus of general municipal enquiries i.e. enquiries in relation to Town planning and Services, rather than just social services issues as was intended. People have also made requests there, such as a for local library, cultural activities at the Arenal, improved street cleaning and garden maintenance and the installation of waste paper bins in Jávea Park Square. The problem of how to develop the square remains a thorny issue because the centre of the ‘horseshoe’ of surrounding apartments, bars and charity shops is privately owned and the town hall cannot intervene - although it has bye-laws it can use. Some have suggested it should be made into a proper plaza, where children can play, and people can sit. The plan is to run between 2014 and 2020 and will be officially presented after the Berggruen Institute conference later this month, involving intellectuals, economic and political leaders from across the globe.
50% of second-generation immigrants say they feel ‘Spanish’
Spain "is no longer a country of immigrants," says Alejandro Portes, coauthor of a report on integration among second-generation immigrants. In a study carried out by the Ortega y Gasset University Institute and Princeton University, a comparison between the same target group in 2008 and 2012 shows a 20 percent increase in the number of second-generation children who feel Spanish - from 30% to 50%.
DEATH of Industrial Sector in the Marina Alta
If the Marina Alta had hopes to diversify its economy and boost industry, everything has been ruined. The crisis has not only sunk the construction sector, new industrial

projects have failed without exception. In December 2006, Benissa Town Council awarded a contract for the extension of its industrial area to Iniciativas Costablanca, S. L. But last December, that is six years later, it annulled the award considering that it was better coming under direct management. The company has filed an appeal against the Town Hall, landing the project in court. Meanwhile, in Teulada, the streets of a new industrial area have been built, but nothing more. The programme (the sector has 100,000 square metres) was awarded to Vives Dalmau in 2008. Today the land is used by productive vineyards surrounded by streets, sidewalks and light boxes. And, within walking distance (a little over a km), is the La Pedrera industrial estate which belongs to Benissa. No one in the Marina Alta recognised that industrial planning must be regional. Industrial areas have been developed such as Beniarbeig (48,374 m2) which has not got off the ground. In Denia, the polygon Madrigueres (487,415 m2) is suffering lack of investment. The Maria Alta region has 2.8 million square metres of industrial estate (0.35% of the land). El Verger with 586,865 m2 takes the biscuit with industry employing 10.18% of the working population in a sector which is unlikely to take off.

Stuck in the middle of the lost decade
Statistics show that Spain has already endured its first five years of crisis, with figures for the March 2013 data recently released, reflect 20 consecutive quarters below the GDP of 2008. And pundits are forecasting at least five more years until the economy returns to those levels again. The lost decade, an expression that sounded terribly pessimistic at the beginning of the Great Recession, is now something of a best-case scenario. "I call this Spain's Great Depression," says Francisco Comín, a professor of economic history. "In terms of duration and decrease in activity, it is only comparable to the Civil War (19361939) and the postwar era."
Arenal Telephone lines go underground
Some telephone cables along the Arenal promenade are being re-located underground, so that two telephone poles between the parking area next to the canal de la Fontana and the avenue of the same name, to improve the aesthetic appearance of the area.
International Festival to be (almost) self sufficient
The association running this year's (18th?) International Festival of Xàbia will meet 75% of the costs, estimated to be €40,000, with the Town Hall picking up the rest of the tab, through collaboration as well as funds. The festival will be held between 27th and 29th June. (Commemorative handbooks with daily programme and intro for each participating country are available from ‘Try Again’ bar).
Marketing the Med to tourists
A number of interesting points came out of the one’day conference on Tourism on June 7th- One was that the concept of "The Mediterranean" had a good reputation, for example among the Nordic countries - so much so that Croatia is using this adjective in its tourism marketing. Secondly: it was better to look at the average expenditure of tourists rather than stats on the numbers of tourists; thirdly, that brands must be created which survive changes in administrations. The importance of building a brand and applying it was also emphasised.
Graduates caught in a debt trap
This year, the 2,235 graduate and PhD students who received loans from the Education Ministry for the 2010-2011 semesters will have to start paying back around 300 euros a month. But in a country with nearly six million unemployed, finding a job is almost a miracle, and that's despite the fact that these university students long ago gave up on finding work in line with their level of education. Right now they would gladly accept a job as a waiter, a supermarket cashier, telemarketing … anything.
Only 45 major works building licenses granted in first quarter of 2013
Las Provincias recently published a review of urban development for the first quarter of 2013, revealing that 45 licenses have been granted for major works. A considerable number of these permits were for the construction of new houses, with work starting on two overlooking the isla del Descubridor. The total budget of the work amounts to 3.5 million euros, generating revenues 190,000 euros for the Town Hall coffers.
New pedestrian crossings for the Avenida Pla dual carriageway So great is the demand for shoppers in Supercor to dash across the road to Iceland for bargains, that Jávea Townhall has created ‘Zebra’ crossings at a cost of 7.000€. There are also plans for another ‘Zebra’ at the roundabout where the dual carriageway (Av. del Pla) crosses the Canal de la Fontana, but work on this will have to wait for a few months.
Tourism committee discusses allocation of 32.000€ budget
Xàbia's Consultative Committee on Tourism (which is comprised of tourism professionals, members of the public and Townhall staff) has been discussing how the Town's tourism budget should

be spent. Among the ideas approved was the appointment of a a professional (community manager) to spread information about Xàbia via social networks. (Interesting that the Townhall already has an agreement with APPTuristicaofficial.com to create an APP to promote Javea on smart phones, iPads and tablets, that will be sounded by shopkeepers. They discussed collaboration with a group of Russian jounalists and travel agents and the creation of an office for the promotion and monetisation of heritage and municipal resources. Other ideas were more dynamic advertising billboards and invitations to influential bloggers to stay in Xàbia.

“Wealthy pensioners face losing their benefits under a Labour government” Ed Balls suggests His words followed those of Nick Clegg, UK Deputy Prime Minister who said he “will only proceed with further welfare reform” if there is a “debate” in Government about rich pensioners losing befits like the winter fuel allowance and free TV licences. His comments came after Downing Street blocked plans by Iain Duncan Smith, the Work and Pensions Secretary, to remove winter fuel payments from elderly people living in warm countries around the world. Mr Duncan Smith is understood to have wanted to introduce a “temperature test” meaning the £300-a-year benefit would only go to elderly Britons living abroad in colder countries. His plans could have removed the benefit from around 100,000 expatriates living in warmer climates like Spain. Downing Street officials are said to have blocked the temperature test over fears it would undermine David Cameron’s pledge to protect taxpayerfunded benefits for all pensioners until the 2015 general election. The Labour Party announced earlier this month it would strip the wealthiest pensioners of the winter fuel allowance if it wins the 2015 General Election. Ed Balls, the Shadow Chancellor, has said he planned to include pension spending inside Labour's proposal for a welfare cap - adding later that the party was committed to the coalition's "triple lock" pension increase reforms.

UK and Spain want their health systems to be more efficient
Health Professionals from Spain and the UK met in Madrid on 7th June (hope the sun was shining and the food better than patients receive) to see how current ‘practice’ could be maintained - and hopefully improved. The long financial crisis the Spanish and British health systems face, makes it essential that every € or £ invested delivers the very best results. Several leading figures from the sector took part, including the Head of European and Global Affairs at the UK’s Department of Health, Nick Thomlinson, Scottish NHS 24 Chief Executive, John Turner, Health Advisor for the Community of Madrid, Javier Fernández-Lasquetty, and Northern Ireland Minister for Health, Social Care and Public Safety, Edwin Poots. The aim of the conference was to share experiences and inspire new ideas on how to reduce costs without impacting levels of patient care.
Nick Thomlinson referred to this last point, stating it was not easy to sustain the health needs of citizens with an ageing population that required increasingly complex treatments. Thomlinson claimed both health systems were amongst the best in the world: to put that into figures, he stated that the British system provided care to no less than three million people a week.
Thomlinson posed the question: “Why would we want to change the way it works if it is considered one of the best?” and answered by saying: “These days we have to make more efficient use of resources.” He admitted adjustments in investment to guarantee that most of the National Health Service (NHS) resources would be invested locally.

Thomlinson also mentioned telecare as a good way to save money and at the same time improve patients’ health care. Fernández-Lasquetty agreed UK and Spain’s public health systems were excellent, but pointed out “in Spain’s case it cost a lot of money to maintain.”
The Health Adviser for the Community of Madrid said a system whose only source of financing was taxes depended on the evolution of the economy, and this made it very vulnerable. In his opinion, the recent changes and privatizations proposed for the Spanish healthcare system were facilitating not only large cost savings, but also the achievement of that much sought-after structural sustainability.
John Turner highlighted two key dates for the Scottish health system. Firstly 2015, the deadline set for improving the care conditions of 10,000 patients and designing improvements and technological advances in the treatment of 55,000 more - all part of the framework of the Living It Up plan. Secondly, 2020, the deadline to carry out a reform of the public health sector, decentralize powers and move forward in research and development through increased investment in the sector.
The Northern Ireland representative, Edwin Poots, highlighted a key difference between his country and those mentioned previously: the youth of its inhabitants (it has the youngest population in the UK), would undergo an important change. According to Poots, in the next 15 years, the population over 65 would double. That obviously implied an increase in the number of diseases and pathologies. And whilst the annual expenditure on healthcare for that population segment was around €6,000 per head, he said that “changes are necessary.” That was why Northern Ireland had introduced so called multisector collaborative networks, which made the most of the services of its professionals, provided patients with care closer to their home, and reduced the number of unnecessary visits to hospital. Poots also recommended increased use of telecaring which, in Ireland, has lead to a more efficient service and early intervention with patients that have needed it.

US billionaire demands non smoking laws for Madrid casino
American casino billionaire Sheldon Adelson will bring tens of thousands of jobs to Madrid, but only if the government does a U-turn on antismoking laws. He has submitted plans to build ‘Eurovegas’, a vast complex of casinos, hotels and conference centres on the outskirts of Madrid. The project would be one of the biggest construction sites in Europe and give a much needed boost to the Spanish economy, creating thousands of jobs. The only stumbling block to work commencing is Spanish anti-smoking laws that prevent lighting up inside public areas, which is a vital requirement for Adelson’s clients. The casino billionaire has now appealed to the ruling PP party to lift the law. He believes this will not be a stumbling block after he told PM Mariano Rajoy that he already has over €9 billion of finance in place. Opponents of the plan have organised a petition on website change.org demanding that there is no change to the law. “We Spaniards do not want the law to be changed so that Mr Adelson can earn more money while Spain becomes poorer,” explained a spokesman. Ignacio González, head of Madrid’s regional government, said legal changes needed to allow Eurovegas could be in place by the beginning of August.

The municipal department of Jávea Townhall has agreed on minor maintenance work that they claim will improve road safety in the municipality. They include two new zebra crossings where Avenida Palmela joins the beginning of the road from Cape La Nao (Avenida Pla). These are in addition to other recently completed crossings between Supercor and Iceland.

Until now, zebra crossings have beeb painted on the asphalt and pedestrians complain that drivers ignore pedestrian's preference. The reality is that parking is allowed so close to pedestrian crossing that pedestrians waiting to cross are hidden from the driver’s view, The zebra banding will now be painted on ‘Speed Humps’ but in black and white, instead of the more familiar red and white. Further restrictions will apply in Carretara La Guardia, where residents claim that emerging from the Garden Centre, 3rd phase of Tosalet or Urb. Entrepinos are dangerous due to the speed of cars travelling from Costa Nova towards the Arenal. The Townhall say creating antispeeding humps is a quick process and should be completed before the end of June. Repair work will be undertaken in the road to the beach of La Barraca or Portichol, and some speed bumps that are too abrupt, will be ‘softened’. Tests are being made in the Caleta area and if the results are acceptable offending humps will have a ‘haircut’ after the San Juan fiestas have closed. Jávea Townhall recruits for 30 temporary jobs for the unemployed without benefits
Jávea Townhall has released the criteria to be met for a programme of urgent employment within environmental protection, for 30 people who are in a precarious socio-economic situation. As explained by the Mayor and Councillor for Personnel, José Chulvi, the plan is especially designed for people who are unemployed, and because of their previous work history, are unable to receive unemployment benefit. Also, the plan will have a positive impact on the image of the municipality and the protection of the environment, as the ‘brigade’ will be responsible for conducting fire prevention work in the forest areas of Granadella, Tossal Gros and the Montgo, cleaning and maintenance of water gullies, (barrancos) and clearing of public roads after torrential rain. These tasks, in a municipality which has 3,000 hectares of forest, are key to preventing fires in summer and leave clean the gullies before the rainy season, so the work will take place this summer and also involve the cleaning of more than 100 streets and rural roads proposed by the Councillors for Agriculture and Environment. To qualify for these positions it is mandatory that the applicant speaks and understands Spanish and must have been registered in Jávea as unemployed for at least a year. The programme allows for 18 ‘labourers’ as well as for 12 ‘foremen’ who will have training experience and/or qualifications, and who only need to have been registered unemployed for 6 months.
Rules for applications The deadline for applications ends on July 4, and are to be submitted at the Citizens Advice Bureau (OAC) at Av. Amanecer 2, where guidance is available and a current ‘padron’ can be supplied, to accompany the application.
Other documents required are a photocopy of the DNI or NIE residence certificate, proof of registration with the Ministry of (un) Employment, and that they have not been able to find you work for the 6 or 12 month qualifying period. Among the merits used by the selection panel, will be whether or not the applicant is part of a family that has been receiving social assistance, are younger than 30 or older than 45, belong to a large family, have children for whom they are responsible, are unemployed or have mortgaged or rented residence. The aim of the plan is to help the maximum number of families in distress, so only one job will be awarded per household. The contracts have a duration of three months and a gross salary of 1,156€ for labourers and 1,224€ for foremen. The selection process will be conducted entirely by a panel of technical, mainly of Social Services, and succesful applicants will join the squad in two shifts of 15 workers every three months. According to the Mayor, many local groups have been involved in these proposals, and the 155.500€ cost will be met from the 50.000€ a year salary that José Chulvi ‘waived’ when he was elected Mayor, to finance social projects. With this direct contracting, Jávea Townhall continues its active policy to boost employment and self-employment, which began with the opening of job substitutions, the implementation of youth employment plan in AMJASA and suspension of the opening taxes for new businesses and educational activities. The Mayor expressed his hope that the plan would help families who are suffering and now need the support of Social Services to meet their daily expenses. The councillor responsible for this department, Tere Bisquert, has highlighted the moral boost it will give to people who have so much time coping with unemployment "and get out of the spiral of long-term unemployment, which also affects self-esteem." New Residents’ Card/Certificate is smaller but not like a Spaniard’s Identity Card
This is the smaller design A new green EU Residents Card replaces the previous A4 size green certificate. Similar in size to the former ‘Comunidad’ card, it costs the same as a Spanish identity card, but lacks the photo, that would make it of REAL value to the non-Spaniard. and also the old foreign Residence Card which foreigners used to have to apply for after being physically resident in Spain for more than 3 months. The current law says foreign residents from EU countries must apply for the
new Certificate if they intend to live in Spain for longer than the 90 continuous days permitted for Tourism. To apply for the new EU Residents Card (now a green credit card sized card WITHOUT photo) visit your nearest National Police office and complete Residents Certificate Form EX 18 ("Solicitud de certificado de registro de residencia comunitaria") along with Modelo 790 (codigo 012) tax form which you must then take to the bank and pay the tax charge (currently 10,20 euros). It is best to be there for 9am, if not 30 mins or 1 hour earlier to ensure you can be seen and avoid a wasted trip. People are often queuing from 8am or even 7am and shortly before 9am the first x number of people (usually 50

Anyone who already has the A4 green Residents Certificate does not NEED to change to the new card size version, but the new version is much easier to carry with you as ID and to show when paying in shops, etc. If you mislay the old form, you can get a replacement card.
