Referred to as the "Rodat" case, brought in response to a complaint from a neighbour, the brother of Valancia Mayor Rita Barbera, who often spends time in Summer at the house. Both defendents denied committing any irregularities in granting building licenses to Hotel Rodat in the 1990's, on the opening day of their trial, in which Eduado Monfort defended himself (he is a formidable lawyer). Prosecutors asked for penalties of eight months in jail and seven years inelegibility to stand for public office if found guilty. Once the Judge of First Instruction had head the evidence of the prosecurio (Neighbours) they then listen to the Defence (Councillors) and has to decide, most likely, where the truth lies. It has taken 8 years to get this far -

Elected as a Councillor for NUEVA JAVEA but who then decided to be an Independent, Paco Catala was the subject of a public question at the January Plenum session, which wanted to ask why someone who had been found guilty of a crime against the Municipal Police, was still a sitting Jávea councillor? The questioner was Belen Quiroga of NUEVA JAVEA but her question, letter and statement was disallowed by Jose Chulvi. She was advised to submit her request via the ‘Registry’, but if it was like mine of 28th February, 2012, she’ll hear absolutely nothing.

Jávea Townhall January meeting

Publication of Javea Jeard is scheduled for the 6th of each month, but much depends on the date of the monthly meeting of Javea Councillors, which in January was not until the 30th.

Mayor José Chulvi always makes a point of shaking my hand as he enters the Council Chamber, and we exchange pleasantries. The first unusual occurance was my noticing that the seat for the Partida Popular spokesman was no longer unused but occupied

by José Juan Castelló who had been studying his Masters Degree in America for 6 months, and been granted leave of absence from Jávea Council meetings. Point 1 approved Minutes of the meetings on 25th July and 26th September, 2013 but there was an amendment that acknowledged that two of the councillors could not have abstained during a vote - as they had not been present. Point 2 approved the various decisions taken by the Mayor’s office since 17th December. Point 3 took account of the unfavourable report by the local inspector relating to article 218 of the Royal Decree 2/2004 referring to local taxation. Point 4 was the first time I had noticed that a Motion from a Councillor had appeared in the early part of the Agenda, which is normally reserved for admin rectifications. Pepa Chorro, on behalf of Compromis group of councillors read out a long statement regarding the high level of debt of the Valencian Community, caused by grants from Madrid being distributed disproportionally to population, with the underpayment estimated at more

January’s meeting was no exception. Pepa spoke with great compassion against Madrid proposals to make abortion illegal. Pepa always presents her ‘proposals’ like a detailed ‘Appeal’ to a supreme body for injustice to be rectified. Preventing legal and medically supervised abortion, Pepe told her colleagues “will not decrease abortions. but force women to go abroad or visit clendestine clinics, increasing the dangers and consequences of what is already an incredibly complicated decision.” Ireland, Malta and Poland (and now SPAIN if the PP proposals are approved) are the most restrictive countries with regard to abortions. “There are no social or medical reasons for introducing this change. It was a PP proposal in the PP manifesto, but has been extracted for action, whilst many other similar proposals are not being pursued.” Abortion is never an easy

than 13,000 million €uros. All Jávea councillors voted in favour of Valencia claiming the missing money. Point 5 considered a proposal by the Mayor of Ondara for closer cooperation and the view was expressed, based on a newspaper report, that the Mayor of Ondara hoped it would result in creating jobs in Ondara, whereas Jávea councillors should be focussed on Jávea jobs. Oscar Anton said this was not the first time Jávea had supported other towns, even as far away as Crevillente and Aspe andit cost us nothing to be involved in the sharing of ideas and information. The Mayor urged a vote in favour of proposals that had no economical cost, but shared information and advice with neighbouring municipalities. Compromis abstained. Point 6 approved expenditure of 114,391€ under reference D/2014/1. Point 7 approved payment of 135,955€ under reference F/2014/1 but there was indication of the reason. Point 8 approved payment of an unspecified amount with reference F/20143/3. Point 9 approved payment of 30,345€in respect of outgoings at the underground car parks last November. Video serveillance would reduce overheads and use of the Clot carpark would likely increase greatly when the Municipal Police and Social Services were moved into the building above, both changes had already been approved. Payment was approved, despite two votes against and an abstention. Point 10 referred to an action plan by PATRICOVA that seeks to prevent flooding in the Valencian Community. The content of the plan caused councillors to reiterate that our town’s name is XABIA/JÁVEA, used together, not either, and pointed out that there were many

locations where only one of the names was used. Councillors will maintain local vigilence on areas prone to flooding, and will cooperate with a study to be sent to the Ministry. Approval was unanimous. Point 11 proposed that the name of Carrer Benimuslem be changed to Carrer Benimarfull, affecting a short piece of road between La Coroña and Puig Molins that was intended to be extended, but it had never happened. Emergency services will be advised to avoid delays. Unanimously approved. Those 11 items had been discussed and approved in 30 minutes. The penultimate point of the monthly meeting allows councillors to submit their own motions for approval. Abortion Pepa Chorro of Compromis can always be relied-upon to have plenty to say, and

Xàbia Museum receives more than 20,000 visitors

The Soler Blasco Museum in Xàbia Old Town received 20,789 visits in 2013 of which 5,295 were foreigners, who had information in English in the display rooms thanks to the Friends of the Museum Association (AMUX). Some 1575 visitors were schoolchildren participating in educational visits. The busiest months were August, March and May.

15th Century drawings in Xàbia's Casa Candelaria copied and preserved

A set of 15th century drawings of ships and figures found on the walls of the municipally-owned "Casa Candelaria" have been copied, consolidated and covered with a sheet of cork to preserve them. The house itself is in a state of disrepair, being propped up with struts and with leaks in the roof. The Town Hall has yet to decide how to use the

building. In the meantine, municipal archaeologist Joaquim Bolufer will be carrying out a dig in three silos which have been documented in the floor of the building.

Finding treasure in the trash

The European Union has mandated that all member states - their homes, supermarkets, factories and restaurants must halve the amount of food that goes into the waste bin by the year 2025. Spain ranks sixth on the list of EU members that throw out the largest amounts of healthy, edible food: 7.7 million metric tons of it a year, according to EC figures from 2010. The five worst performers are Germany (10.3 tons), the Netherlands (9.4 tons), France (9.0), Poland (8.9) and Italy (8.8). There are inspirational examples like Britain, which managed to reduce its waste by 21 percent in five years through awareness campaigns.

Work on Central Cine to start this year

Work to refurbish the Central Cinema building in Xàbia Old Town will start this year. It was used as a cinema until the 1990s and has since fallen into disrepair. The Townhall bought the building almost 13 years ago, with the aim of converting it into a cultural centre, and this has been a popular idea with the public at large. The project will create a multi-use building with a space for workshops and exhibitions on the lower floor. Above, there will be the amphitheatre seating around 300 and a stage which will serve as a theatre, cinema and place for musical activities. The total cost is some €930,000, which will be met in part by a grant from the

Diputación de Alicante. The balance of €400,000 will be from the 2014 and 2015 town budgets, reflecting the increasingly healthy economic situation in the Town's resources. It is hoped that the new Cine will help to revitalise the Old Town.

Unintended consquences of Asset Declaration

According to technicians of the Spanish authority, only 131,411 people submitted "Modelo 720" - the declaration of assets held overseas by tax residents in Spain, while there were an estimated 2.6 million possible foreign wealthy residents in Spain from central and northern Europe, USA, Canada, Japan and Saudi. The penalties for not declaring, or late submission are so draconian, that it would now be fiscal suicide for any of these people to "come clean". Apparently DMS consulting (Majorca) has sent a denuncia to Brussels about the penalties, but it's being processed at a snail's pace (from Existe el suicidio Fiscal..... In a possibly related development, Denia saw a fall of 28% of foreigners registered on the Padrón. The number of Brits fell from 1579 to 1048.

The shocking price of Spanish electricity

Spain's electricity bills are among the highest in Europe, having risen 60 percent between 2006 and 2012, with only the Irish and Cypriots paying more. The Red Cross says around 40 percent of families who come to it for help - many of them on an average wage until recently - cannot keep their homes warm in winter. Why such high costs? Some electricity is produced by wind, some from a dam that was built 70 years ago, and around a third by a power plant using imported gas whose price depends on a wide range of external factors. But consumers pay the same price, whatever the source, corresponding to the most expensive electricity produced that day.

Food bank for pets in Alicante

The crisis has hit pet owners leading to an increase in abandoned animals, and dogs without their legally required vaccinations. In response to this, Alicante city has set up a pet food bank and free veterinary services at the dog pound. Pet owners who can prove that that are in economic difficulty via a social services accreditaion can get free basic veterinary services such as vaccinations and deworming, and help in feeding their pet so the animal can stay with its owner. The Minimum cost of owning a pet is around €550, 150 of this being vaccinations required by law, and the rest food.

The Age of Sustainable Development

This new, free, on-line course on Sustainable Development started on 21st January. It is from Jeffrey Sachs of the Earth Institute (Columbia University) and hosted by Coursera. https://www.coursera.org/course/susdev "This course provides an introduction to the interdisciplinary field of sustainable development, drawing on the most recent developments in the social, policy, and physical sciences. “Sustainable development is the most urgent challenge facing humanity. The course describes the complex interactions between the world economy and the Earth's physical environment.

At the same time, human activities (farming, land use, urbanization, demographic change, and energy use) change the physical environments, increasingly in dangerous ways. The course offers a broad overview of the key challenges and potential solutions to achieve sustainable development in the 21st century. Jávea promotes cycle routes and Riu Rau’s at International Tourism Fair

Jávea and Dénia both promoted tourism at the FITUR International tourism fair in Madrid, under the banner of the Costa Blanca. Jávea promoted its 10 cycling routes (which are currently being signposted, including informative posts and GPS locations) and have also contributed to a regional guide and tour of Riu Rau in Ondara, La Xara, Jesus Pobre, Teulada, Gata de Gorgos, Benissa, Parcent, Benitachell, Lliber and Pedreguer. Jávea’s representatives are also trying to promote Jávea through social networking by asking FITUR visitors to take a photo to be shared with the hashtag #xabia365 for which they get a free cap and chance to win a free weekend in Jávea. Dénia promoted its historical heritage with a guide to the castle and a virtual reality 3D app showing Dénia in Roman times. They are working on a similar app for Denia in Moorish times, since it is 1000 years since Denia became the capital of the "Taifa". They are also working in getting Denia categorised as a UNESCO city of Gastronomy.

Satellite Fact File

Astra SES/Astra 2E on Stream !

Recently I received an eMail from ES Satellite Fleet confirming that during the first two weeks of February the change over from the old Transponder that has served for over a decade will be replaced by Astra/SES 2E and during this process channels will be moved over and after a ‘Test Profile’ is completed, then our rather elderly transponder will be closed down and parked in the Satellite Graveyard. As I produce these notes on the 30 of January 2014, I suspect that this will cause quite a few viewers great concern as to what will happen to many of their favourite programmes,including BBC, ITV, Channel 4 and Five etc. To date our only guide has been the performance of 2E’s Sister 2F (the Footprint of Astra/SES 2F and 2E are very similar, leading us to hope they will be of comparable coverage?)which has been found to a have much stronger signal in the area stretching from Denia, Javea, Calpe and Benidorm and inland from those coastal resorts. Reports from the Southern Spain have been much more disappointing! However living in Jávea, I and colleagues’ have joined forces and are busy from now on comparing signal levels in the hopes that after completion we can with confidence advise in this area of Spain. Satellite System Performance Testing One very interesting point over the last twelve months or so. Quite a few people have contacted Peter, Geoff, Paco and I regarding problems causing the picture to break up in small segments from time to time, quite annoying when you missed the final part of a good Film or Football match! The technical term for that is Pixilation and is often accompanied by the sound breaking up in sympathy. We do carry equipment that includes the ability to scan the whole of the frequencies that our satellite stations

cover and this is known as a ‘Spectrum Analyser’ and using this rather clever test equipment it is possible to identify and in many cases cure the problem as you are able to pin point the weakness in the received signals. This normally involves ensuring that the satellite dish focal length setting is in line with the manufacturer’s specification (this measurement is taken from the dish centre to the front leading edge of the LNB) and then the ‘Skew’ djustment of the LNB again is set correctly (this means slight rotation of the LNB, adjusting for minimum ‘Bit Error Reading’) for the area in question. Having completed these checks then its time to very carefully adjust the satellite dish for maximum performance over the required range. If this does not eradicate the problem and assuming you have complete line of sight (No trees, buildings etc in the way!) then a substitute LNB is required of a known performance. Having experience of over 22 years in this area of Eastern Spain we had to advise that a good quality 2.4 Metre Satellite Dish would be required for BBC, ITV, 4 and 5, but that has all changed! In this area now, it has been possible to obtain good reception on a good quality 1.0 metre satellite dish when receiving signals from 2F but we now have to wait for 2E be be positioned and many will be keeping their fingers crossed.

Induction Loop System. Having spent quite a lot of my working life involved in various facets of electronics one recurring aspect is that of dealing with the demands of those suffering various stages of deafness! It can be quite difficult in persuading a partner that they are tending to operate a radio or television at rather a higher sound level and that as time goes on it an be quite objectionable. Another fact is that some children also suffer from a reduced level of hearing or in the more serious cases are found to be profoundly deaf. In this area huge developments have taken place with hearing appliances that provide a range to cater for many hearing problems. Running along side of this. another very interesting product is the ‘Induction Loop System’ ! This involves the installation of a very fine wire around the edge of a room, often in line with the skirting. Once it is a complete loop then this is used to induce an electrical signal that spreads over the

required area. Most hearing aids can be switched to a ‘T’ setting, at which point it can receive a signal that can then be used to provide a direct source from a radio or television. The package usually contains Amplifier - often with a series of controls covering Volume and Tone- a suitable coil of very flexible wire that can be carefully go over a door surround etc and a microphone that is attached to the speaker of a radio or television etc. Reasonably easy to install. The setting up of the equipment starts with the volume of the selected ‘emiter’to be adjusted to a reasonable level for other people, and then for the person using the ‘T’ facility to simply adjust the volume and tone settings on the Amplifier to their requirements ... Job Done! In practice I have found this to be a very satisfactory solution to those experiencing a hearing problem.

Wireless T.V. Listening Devices. Another quite helpful device involves wearing a set of lightweight headphones which have a radio receiver unit built into them. Usually intended to plug into the T.V. set (providing it has an audio output socket) is a small transmitter that sends a continuous audio signal to the receiver headphones. In practice it works quite well, however some users have said that they may change to the Loop System as its more flexible. If you are interested in these products contact me for more information. Benidorm is on the Edge,Murcia has lost all,I understand from first tests. The bulk of my interest was dealing with 2.4 metre dishes and they have come through with flying colours. Seems to me that it may settle down to High Gain 1.00/1.1 metre types in the javea area, however taking into account varying weather conditions to be on the safe side if funds are available 1.4 type. Best wait until its considered that Astra/SES 2E has settled and all, if any adjustments are completed !

Valencia Opera house repairs to cost more than €3 million

The Palau de les Arts, cost 478 million euros to build, was designed by the prominent architect Santiago Calatrava and opened eight years ago. On December 26th, a section of the roof's mosaic fell off, forcing the opera house to shut down and cancel performances. The roofing job is something akin to "tiling the hull of a ship, it's very complicated." So complicated, in fact, that authorities have decided to simply rip off the 8,000 square metres of "trencadís". The problem of ceramic tiles falling off the roof is caused by a "faulty design and selection of materials, or a faulty execution, or both." To complicate matters further, the metal dome and the ceramic covering have different coefficients of thermal expansion and they are subjected to notable temperature changes, all of which has resulted in lumps and wrinkles forming visibly on the façade. It is hoped opera performances will resume on Feb 22rd.

Alcalalí promotes Almond Blossom as a Tourist attraction

The roof of the Potal del Clot carpark has been fitted out with ramps etc. as a Skate park (a Citizen's participatory budget project from last year) at a cost of around €14,000. The space can be used for BMX, roller skates and practicing skate board, minimum age 8, and helmets must be worn.

Taking advantage of the public scruitiny of the regional hydrological plan, Jávea Mayor Chulvi convened a meeting of the Mayors of the Marina Alta and their water technicians to discuss the possibility of pooling and coordinating water managment in the region. Topics covered include an extended network for drinking water, connecting sources and the desalination plant; the recovery of depleted aquifers and the purification of waste water from urbanisations for irrigation use and human consumption.

Tech giants taunt the taxman

All the major US technology groups continue to dodge the Spanish taxman.

The fiscal engineering tactics developed by their advisors allow them to pay hardly any tax on their business operations in Spain. Financial data for the main Spanish affiliates of Google, Apple, Amazon, Facebook, Yahoo, eBay and Microsoft show that their joint provisions for tax on profits in 2012 — the last year for which figures are available — was just 1,251,608 euros. That’s to say: 1.2 million in taxes among seven giants of the industry… Apple has discovered what one US senator described as “the Holy Grail of tax avoidance”: thanks to a loophole in tax residency legislation, its subsidiaries do not pay taxes in the US because Apple’s primary offshore holding company is based in Ireland; yet they do not pay taxes in Ireland either because this holding company is actually managed and controlled not from Ireland but from the US. American legislation determines tax residency by a company’s place of incorporation, while Ireland does so based on the place where it is managed.

Who’s afraid of the big, bad wolf?

"Genetic studies on the population of wolves in Spain and Portugal suggest that these animals have been much closer to extinction in relatively recent times than was previously thought," Today, the wolf occupies just 25 percent of its historical range. There have been no studies on its potential future distribution but because of a wolf's requirements - extensive habitat and sufficient wild prey - it is possible Spain's population could extend its range considerably. The European Union's Habitats Directive established a frontier in Spain to protect the Iberian wolf: the River Duero. South of the waterway the wolf is considered of "community interest" and is therefore protected. If an animal must be killed, the regional authorities are responsible for doing so. But north of the Duero the wolf's status is less clear. In Castilla y León, Cantabria and Galicia hunting wolves is permitted, but in Asturias it is not - Farmers complain of stock losses through apparent wolf kills, hunters want bigger quotas, which conservationists state that:"More objectivity needs to be applied to wolf management and less pressure exerted."

Re-urbanisation of Frechinal area up for tender

Montgó SL awarded the Port works The project to finish the re-urbanisation of the Frechinal area and completion of Calle Malta is up for tender at a maximum value of €469,000. To tender, contractors must provide a guarantee of €14,078 and add 21% VAT on their tender price. Also, according to the official gazette, the Jávea’s Montgó SL has won the contract to renovate Av, Jaume I in the Port, at a cost of €80,667.

Foreign tourist numbers up The Valencian Comunidad welcomed 5.9 million foreign tourists in 2013, while Spain as a whole received 60.6 million, 5.6 percent more than in 2012. UK tourists comprised 23.6% (14.3 million), up by 5.2%; Germans 16.2%, and French 15.7%. There was an increase in the number of visitors from Nordic countries, which now comprise 8% of the total, and an increase was seen in the number of Russians who were

2.6% of the international arrivals at 1.58 million. December tourism was up by 16.3% over the previous year, with 3.1 million winter visitors.

Spain displaces China as third most popular tourist destination

But the positive figures disguise the fact that it was the beach-holiday segment that buoyed the market, with the north and the interior of the country, which rely much more on domestic tourism, still suffering from weak demand. “From the macroeconomic point of view, everything is fine. But if you go into details, the differences are enormous. The key is the type of client: those sectors not doing well depend on domestic tourism,” explains Ricard Santomà, the director of the tourism school Sant-Ignasi, linked to Ramon Llull University. Madrid is a case in point, with the number of visitors to the region down 7 percent.

Beach tourists who collect shells may be harming the Environment

At one beach in Spain (Larga, Barcelona), increasing numbers of tourists have caused a 60 percent decline in shell abundance, potentially disrupting the aquatic ecosystem…the authors think the habitat changes might be "multiple," including increased beach erosion, a decline in calcium carbonate from recycled shells and a drop in diversity and abundance of animals and plants that depend on shells, such as crabs, small fishes, algae and seagrass.

Denia House rehabilitation reveals historical treasures

A Denia house, protected because it had 17th century architecture has revealed buried relics from a more distant past: Two islamic houses (including a wellpreserved courtyard), traces of a road, Arabic inscriptions, three graves from the Christian era as well as 17th century wall drawings. The building was recently bought by Davidoff Spain Properties to convert it into an estate agents. Once the archeological work is complete they plan to preserve as much of the historical interior as possible and allow access to the public.

Jávea receives grant of 393,250 €uros for Central Cinema

Mayor Chulvi has announced that Jávea has received a grant of €393,250 from the Alicante Government for the rehabilitation of the Central Cinema building. The total budget is some €930,000 - the balance to be provided by the Town Hall.

Jávea receives electricity savings boost

The Town Hall has negotiated a 19% discount in the price it pays its electricity provider, resulting in the budgeted cost for 2014 falling from a million or so to around €811,000. In addition Jávea has obtained a grant of 93,750€ to improve the energy efficiency in municipal buildings, a sum to which the Townhall must add 26,000€ from its own funds, to be spent on a massive changeover of light bulbs to LED lighting in municipal buildings, with annual future savings of 20,000€ from this switchover. Most money is spent on street lighting.

Missing the big migratory picture

“Europe is, and will continue to be, deeply confused about immigration, largely as a result of the political pressure applied by the far right, which sees the issue as an opportunity to increase its political support,” says Papademetriou of the Migration Policy Institute. “A decrease in the number of immigrants would be a loss for Europe, which has a declining birth rate, and will continue to do so. Immigration is inevitable, not on a massive scale, but we will continue to need them.” …. Academic research suggests that far from being a burden, migrants are net contributors to the welfare state. A study by University College London published in November shows that in the last 10 years, immigrants from the EU have contributed 30 billion euros in taxes to their host countries’ economies, paying 34 percent more than they received in terms of social services. A similar study by the National Institute of Economic and Social Research, which surveyed non-EU migrants and students living in the United Kingdom, concluded that foreign residents used social services less often than nationals, and that the relative balance between costs and benefits was positive both for the economy and public finances.

According to the proposals, wind farms set up prior to that year will receive only what they can sell their electricity for in the market and will cease to receive subsidies.

On Thursday 6th February at 19.00 hours, in the Casa de Cultura, a public meeting was scheduled of Jávea's Consultative Committee on Culture. Details of the project to refurbish the old Central Cinema (near the Museum in the Old Town) were due to be unveiled. It has been suggested that the Consultative committee will recommend how the refurbished building will be used. It will have some 350 seats and will cost some €930,000. The preliminary plans have yet to be finalised by an architect, but it is expected work will start before ths summer.

Promoter of luxury villa fells municipal trees

The promoter building a €1.8 million luxury villa overlooking the Barraca beach has cut down two eucalyptus trees and topped some pine trees on a municipal green zone which were spoiling the villa's seas view. The townhall is starting proceedings against the developer …but the deed is done, and the beautiful view of the Illa del de Portitxol for the eventual villa purchaser preserved. Note: the villa is on the last remaining building plot on the road down to the beach.

Dénia composting plant now in action

In October Denia awarded the contract for making organic compost from prunings and garden waste to Excavaciones Blas Antequera, S.L.. The plant is now functioning and users of the plant can now pick up compost.

Jávea responds to regional flood prevention plan

Jávea Townhall has presented comments on the regional government's flood prevention proposals (PATRICOVA), demanding that plans for Xàbia should be more precise, particularly in the area at risk levels 4 and 5, which are mainly near the Gorgos river. The proposals will affect the drafting of the town's General Plan, as well as the development of its own flood risk study which looks at the

affects of flooding in great detail. The original PATRICOVA plan was actually approved 10 years ago, but has been revised in the light of subsequent technological improvements and regulatory changes. The final document was released to stakeholders in November for feedback.

Free concert for CARITAS

Cantores Santis Diebus, a choir from the U.K., will give a one-off performance in the Church of Nuestra Sra. De Loreto, the Fishermen’s Church, on February 15th at 21.15. Admission is free of charge but (instead) donations for the Port branch of Cáritas after the performance will be collected - and greatly appreciated. Caritas is a church-run charity which has a food bank for the poor and disadvantaged in Jávea. Cantores Santis Diebus has performed in Jávea several times before. The choir, director Nicholas Hale, will sing acapella: musica sacra from the Renaissance. The concert will last approximately one hour.

One in three children in Spain lives in poverty, says Save the Children

Over 2.8 million children in Spain live in actual poverty, with the total having gone up in a year by nearly 268,000, according to a report by international charity Save the Children. Taking figures from Eurostat – the most recent being from the end of 2012 – Save the Children says the number of minors living in situations of poverty went up in 12 months from 30.6 per cent to 33.8 per cent – meaning that, as at a year ago, over one in three children were in a situation of 'risk of social exclusion'. They define 'poverty' as being where the total household income is below the breadline of 15,000 euros a year – a net 1,025 euros a month; a high level of unemployment within the family, such as both parents and any adult children still living at home; or 'serious material deprivation'. The latter translates to not enough money to guarantee food on the table or pay the electricity, water bills, rent or mortgage.

Xàbia promotes diving (at last)

With 7 legal dive clubs, 25 km of coastline, numerous hidden coves and grottoes beneath the cliffs, Jávea had never considered diving tourism…Until now. Next month, Jávea will debut itself as a destination for snorkeling and diving in a trade fair. Jávea has the most dive centres and schools in the province of Alicante, but until recently had not considered the potential for diving and snorkeling tourism.

Two former Jávea mayors and other local councillors deny wrongdoing

Former Jávea mayors Juan Bautista Moragues (PP) and Eduardo Monfort Bolufer (CDS-Bloc) and seven other councilors who formed the Commission on Services in 1997 - only Toñi Sebastiá is still a councillor, but now with Partida Popular - appeared before the Alicante Court of First Investigation, charged with an alleged crime against the community in connection with the construction of 'El Rodat'.

The action was brought about by the denuncia of neighbours, one of whom is the brother of Valencia Alcaldesa (lady Mayor) but other Tosalet residents were under the impression that the property belonged to the Alcaldesa, who spent a lot of time their each Summer, as proven by 'round-the-clock' Generalitat (Regional) Protection Officers, parked in Calle Murciana, under trees opposite the entrance to the Hotel, Restaurant and Health Spa.

Many of the facts are not in dispute and it will be interesting to know if the then culture 'everyone does it' will influence the outcome of the Court hearing. It was alleged - in those days - that ApartHotel Pinosol was constructed on land that all owners THOUGHT was theirs for sport facilities, and when it was claimed it was being built without planning permission, Virgin's Sir Richard Branson pulled out of plans to use the premises in his holiday brochure.

According to neighbours of El Rodat, Jávea's Planning Committee authorised the construction of 47 bungalows on land reserved for use as a Hotel, as additional accommodation. Because they were not intended to be sold or occupied by the same people for longer than a holiday period, they did not require the Cedula de Primera Habitabilidad and without which an individual property cannot be connected to public water or electricity supply.

Problems arose - it is claimed - when the Hotel decided to sell individual bungalows to individual purchasers (yet retain the right of the Hotel to use them for holidaymakers - for a payment when the owners were absent) but bringing them clearly into the need for a Cedula which should have been sought by the legal adviser for each purchaser.

The prosecutor has asked for an 8 months prison sentence for each of the

accused, and that they be be prohibited from holding public office for 7 years.

The complainants said they had told the Ayuntamiento about the intended irregularity but no action was taken. The accused each deny knowledge of any such warning. There was a claim that some documents were 'missing' and that another was 'forged'.

Whilst Juan Moragues Pons and Eduardo Monfort Boluger and seven colleagues are being persued by the Courts in Alicante over wrongdoing in connection with ‘El Rodat; Councillor Paco Catala has always been present at the monthly meeting and championed the right of the unemployed and marginalized people. Th Courts are expected to unearth the truth, and a further investigtion into events of 2005 are now under investigation.

Paco Catala, formerly a Councillor with Nueva Javea, but now voting and speaking as an Independent, has been convicted as the protagonist despite the breaking of his bones by the police - and give Paxo Cartala 1 year in prison, and a fine of 1290 €ureos, after an ‘altercation’ with the municipal police. Paco intends to appeal to the Constitutional Court because the police were held as innocent, although Paco’s bones was broken. The one years in prison is not as bad as it might sound, because it is only sentences of two years of more than have to be served by incarceratin in prison, and results in the convicted person beung regarded as WITHOUT a criminal record. At the meeting of the end of January Paco was present - less verbal than at some previous meetings, but it was obvious Paco had no intention of submitting his resignation. If colleagues forced Paco to resign those Nueva Javea nominees who received fewer votes, Ana Vasbinder, and Belen Quiroga, could fill his position if he resigned. The word is out that they might all deny interest in filling the vacancy, that would open the door to Ricardo Marquez. Many feel that Paco Catala is a’ man of the people’ rather than a ‘political canon’. CR

FORMER Jávea COUNCILLOR STABBED IN STOMACH BY HIS SON

Former Jávea Councillor Juan Gonzalez (but I thought hus surname began with an H) was stabbed in the stomach, by his 49-year-old son, at Juan’s apartment in Jardines Del Sol. The son is alleged to be on medication, following the breakup of his marriage, then tried to take his own life using the same kitchen knife. Juan was introduced to me by Juan Moragues as “the former - but now retired - Pilot of the Helicopter of King Juan Carlos” although press reports on Sunday 9th February, suggest the stabbed father was a Councillor for the CpJ, rather than Moragues’ own party, the Partida Popular. He resigned from local Politics, having had responsibility for Public Security (police) and always chatten to me if we passed in the street. CR

First Rule of Life in Spain

When Clive and I first came to Spain in 1985, people who lived here told us "the first rule of living here is never to throw anything away." So over the years, as we upgraded our machinery and computers, we were very reluctant to throw the old ones away if they still worked. A few weeks ago, Clive sent me a link via uTube of a video showing the internal workings of the very first Apple Macintosh computer, which first went on sale 30 years ago. There were no queues of people waiting to buy this new computer as there are today when Apple launch a new product. Recently a man named Jake Howe picked up a 1984 Macintosh computer for just £5 on eBay. At first he didn't even know what he was buying, the description on eBay was very poor, but Jake was surprised when it turned up and realised that it was something really special.

At its launch the computer delighted crowds with its compact size, it could be picked up in just one hand and had (for its day) high tech capabilities. Apple has always been renowned for its design, but back in 1984 the computers manufacturers also gave each product a personal touch. Jake Howe explained "In the back of the computer you have all the signatures of the people involved in making the Macintosh including Steve Jobs' signature." Why would Clive send me this link? Why would he think I would be interested in seeing the first Apple Macintosh being dismantled to show all the electrical connections and the signatures? Because Clive and our son Peter brought one of these computers to Spain nearly twentynine years ago and we still have both machines in storage at 'Kickstart' our premises in the town and they both still work!!! When we came to Spain in 1985, we had owned and run a home for

the elderly in Shirebrook, just outside Mansfield, but before that we had been printers and typesetters, in business for many years. We published a fortnightly newspaper, 'The Mosborough Leader' and we still have several copies stored in our ‘museum’ at 'Kickstart'. After we had sold 'The Mosborough Leader' we concentrated on producing brochures for estate agents of the various houses on offer. The description of the house was typed into the memory of the typesetting machine and when the corrections were done, on screen, the text was sent to print. It was printed onto photographic paper which was protected in a cassette to keep out the light, and the cassette was taken into the dark room and put through a machine which developed, fixed and dried the photographic paper. The text was then cut out with a Stanley knife and put through a waxing machine which put a coating of wax on the back. This was then placed on the page of the brochure and rolled down with a narrow wallpaper roller. Very laborious and messy. So when Clive told me that Apple had produced a computer where everything, text and photograph could be placed into position on screen and the whole page produced and printed out in one sheet, I couldn't believe it. So he took me to Worksop and London to see these new magical machines and we fell in love with it, and just had to have one Continued on page 20

Hedge Funds – high or low risk?

Hedge Funds can and often do come under close scrutiny. They are seen by many as high risk investment vehicles, with the potential to gain or lose vast quantities of money. The mere mention of a Hedge Fund can cause a spinetingling reaction, akin to watching a late night horror movie on Channel 4!

However, not all Hedge Funds are high risk. In fact, you may be surprised to learn that some are very ‘low risk’, and merely look to protect values rather than produce high returns. Consequently, when you hear mention of a Hedge Fund, you should not automatically jump to the conclusion that you are looking at a high risk and potentially capital losing investment. Capital losses can occur with many different investment types, not just Hedge Funds, so before you make your judgment, look at the fund in depth.

Hedge Fund managers will actively manage investments in order to seek and provide positive absolute returns regardless of overall market movements. To do this, they will use a number of investment strategies, such as ‘hedging against market downturns’, ‘investing in currencies or securities which they believe are trading below their true value’, and ‘using gearing (borrowing) to enhance investment return’.

In a previous article, I explained briefly about Standard Deviation, which gives a good indication of the level of risk inherent in a Fund. To re-cap, Standard Deviation measures risk against an average expected return. For example, if a Fund has an average annual return of 8%, and Standard Deviation is 5%, this means that ‘on average’, the return of the Fund will be between 3% (8% minus 5%) and 13% (8% plus 5%), with the ‘mean average’ being 8%. There are other factors involved when looking at Standard Deviation, but as an example, this will suffice.

With the above in mind, if a Hedge Fund aims to achieve an annual return of, say, 9% per annum, and has a Standard Deviation of 2%, would you say that this Fund is more or less volatile (risky) than a UK Equity Fund which looks to return 6%, but has a Standard Deviation of 4%? The answer is, of course, that the Hedge Fund is less volatile (risky) than the UK Equity Fund, despite its higher expected return.

All Funds have risk, but that risk does really depend on a number of factors. What can make a Hedge Fund high risk is its level of borrowing. Such Funds do have the ability to ‘gear up’ (borrow) and if losses do occur, such losses can be greatly magnified. Consequently, when looking at a Hedge Fund, it is important to determine its level of ‘gearing’. This does not mean that a Fund with high gearing should be avoided, it just means that its risk is higher than a Fund with limited or zero borrowing.

As with any investment portfolio, it is important that you diversify and hold a mixture of assets. You certainly would not invest all your money in a Hedge Fund, but it is certainly valid to have a small percentage of your portfolio allocated to this asset class. to take to our new home in Spain. Over the past 30 years technology has changed so much. We have in our Oasis Centre in the Port, hundreds of VHS tapes of films and television programmes that have been recorded but it seems that hardly anyone has a VHS recorder anymore to show these films. At the last count, I believe we have three in Kickstart!!! But we are reluctant to get rid of them because if we do, all the VHS tapes we recorded personally, will become useless. When we bought our house in Deveses, the other side of Dénia many years ago, we inherited one of the very first mobile telephones, big heavy bulky things. I remember Doctor Willis who practiced in Jávea for many years had one of these, and he had to carry the battery round with him everywhere and it looked very heavy. Well, this telephone in the house in Deveses disappeared. Clive is convinced I broke the first rule of Spain and threw it away, but I have always denied it!!! A few years later when we had moved to an apartment in Avenida Lepanto in the Port, the telephone shop which our apartment overlooked, was having a clear-out and guess what they were throwing away? Clive looked in the skip, and went into the shop to ask if he could remove something from the skip, which he did. We now have TWO of these original bulky telephones!!!! I did manage to persuade Clive to throw away one of the first fax machines to be manufactured because it was so heavy it took four men to lift it!!! It must have cost a fortune when it was bought but we didn't actually buy it. In the early 1980s when Clive and I were concentrating on publishing 'The Mosborough Leader', when all the pages were ready to print, we took the finished newspaper pages to a non-union printing works called 'Huthwaite Printers' in Mansfield who printed our newspaper on a huge printing machine in less than 30 minutes, 15,000 copies. The printers union called a national strike and we were contacted by a newspaper in Scotland who said we had been recommended by Huthwaite Printers (who also printed their newspaper), because we were a nonunion company and could we help them out by typesetting their newspaper as their own typesetters were out on strike. Clive's reply was "We would love to help out but how on earth can our company based in Chesterfield in Derbyshire, do the typesetting for a newspaper in Scotland, how on earth are we going to get your copy and adverts?" "That's simple" was the reply. "We will arrange for a fascimile machine to be delivered and installed in your premises and we already have one in ours."

"What's a fascimile machine?" Clive asked in bewilderment. "It's a new machine which enables text and pictures to be transmitted to another machine anywhere in the world through a telephone line. We will send all our copy and advertisements from our machine to yours, you set them and send the finished pages back to us for proofing. We will send you the corrections and when they have been done, you take the finished pages to Huthwaite Printers for them to print the newspaper." It all went like a dream and when the strike was ended and our services were no longer needed, we were told to keep the fascimile machine!!! So that is how we came to own one of the first fax machines to be manufactured, and what a wonderful machine it was, it could even reduce and enlarge images very successfully. It was a shame to put it in the skip but modern machines are so much easier to operate and store. A Google search didn’t find me a picture of the Kalle Infotec Fax machine, it took 3ftx 3ft of desktop and was 12inches tall. Up in our 'Kickstart' premises we have a museum of old machinery and electrical items and many times over the years our friends have contacted us with the question "I don't suppose you have a . . . . ?" And very often we do have. We even have a large tape-to-tape recorder so we can listen to (if we ever had the time or the inclination!!!) original tapes we made of 'Radio Caroline' when they transmitted offshore 50 years ago!!! The Spanish Baptist Church contacted us when they urgently needed to locate a slide projector because they had a missionary visiting the next day who wanted to show slides. We were able to lend them our one!!!! As many of you know, Clive and I, with our son Peter, set up the 'CopiShop' in the Port about 12 years ago and over the years we have bought new printing machinery as it became available. One of our main jobs was publishing and printing 'The Grapevine' magazine. When Peter went to Thailand to live, the 'CopiShop' was sold but Clive and I have always retained our own printing works and replaced our equipment with new machines as they came on the market. First we had a machine that printed in one colour at a time. If we needed the main text in black and an additional colour, (red, green or blue), the paper had to be put through the machine twice. Then technology changed and a new machine was manufactured where two colours could be printed at the same time, usually black and a spot colour. The printed pages had to be put through a collator and finally through a machine that folded and stapled the completed magazine. Now at our Oasis premises we have a machine that prints the whole

of 'Javea Jeard' in full colour. Internally, all the pages are printed, both sides, folded and stapled and the completed magazine is passed into the delivery tray, magic!!! But all our machines we had in the past, as we updated, are still in good working order and in our museum. As Clive and I look back, we thank God that we have had such a wonderful life always enjoying the work we were doing and getting so much job satisfaction. So many people we meet have been trapped in jobs they disliked, who were glad when they retired and moved to Spain. People often ask us when we are going to retire now that we are both in our 70s. But we are quite happy working each morning at the Oasis Centre in the Port where we offer help and advice to everyone who needs it. Only this week I had a young Spanish lady come into the Oasis for prayer for her home and financial situation. I was able to listen to her problems, pray with her and give her two large bags of food donated by our Oasis customers and 'Iceland' in Benissa. The manager has allowed us to place bins in the shop for customers to place food in for needy families. 'Iceland' in Jávea also have similar bins but their food is given to 'The Harvest Store' for distribution. Her face lit up with such a lovely smile when I gave her the food as her financial situation was so bad she had no food in the cupboard. So here we have a lady who came in the Oasis in tears, who left with a lovely smile on her face, and food to help feed her family for a week. |o all our customers who have brought food into the Oasis including one English couple who donated an enormous Serrano ham that they had been given in a Christmas hamper that they knew they would be unable to eat, as it was so big. It was passed on to Pastor Marcos of the Spanish Church in the Town for distribution to his congregation who find themselves homeless or hit badly by the crisis. There are so many families in Jávea hit by the crisis. Many families have returned to the UK because there is no work here for them and many others are worried about being evicted. AR

“Rubbish Recycling Points or PUNTS VERTS as the Javienses describe them, are not - in themselves - glomourous, but Jávea would be a much uglier place in which to live, were it not for them and the dedication of Jávea residents to use them. PLEASE don’t think that I want anyone to STOP using them, but can I ask for some extra caution where ashes from chimneys or barbeques are involved, Thanks to this initiative, the firemen volunteers of “Balcón al Mar” and my Department of Services & Environment you will see these WARNING REMINDERS to make people aware of the fire risk when throwing away ashes from chimneys or barbecues into the different containers. Sometimes we don't realise that even if the coal or the wood seem to be extinct, there is still a risk of latent fire for a few hours, which is why we ask peopleto wait a day before throwing out the ashes. During the past few weeks there have been almost 30 incidents where - UNINTENTIONALLY - the content of bins has been set alight and the bin so badly damaged that it has to be replaced.

The municipal social employment programme, which employs 30 unemployed Jávea residents for a 3month term to give them work experience and learn new skills, has just completed its second phase. I want to pay tribute to, and thank the efforts of the 15 brigades members who have strengthened regular staff from the Department of Environment and engaged in projects such as clearing sites for forest fire prevention, clearing and maintenance of natural drainage gulleys and ravines as well as municipal plots, parks and roads. Specifically, this special brigade created an 800 metre fire-break in Tossal as well as a similar preventative measure beside the forest track of Camí Vell de la Granadella. They have also worked on the ravines running parallel to Calle Ermita and Calle Montgó on the lower slopes of the Montgó Massif as well as improved the landscape around the Ermita de Santa Llúcia, sitting high on the hillock of the same name which overlooks the town. In addition, the brigades have worked on 30 roads in the areas of Montgó and Costa Nova. There are plans to try and offer similar programmes in the near future as the project was introduced to help families in a difficult economic

situation. Thirty people benefited and received a decent salary, between 1156€ and 1224€, per month. My task as Councillor for Services

and Environment - as well as my colleagues with their own responsibilities - would find their tasks much more of a burden and difficult, were it not for our wonderful citizens that’s you!z

Ever since Nueva Jávea founder Ana Vasbinder, took the decision to build Jávea Desalination Plant without first seeking a grant from Brussels, Jávea Townhall has been under pressure to share its resource with neighbouring municipalities. Jávea Mayor, José Chulvin recently convened a meeting, taking advantage of the Hydrological Plan Júcar RBD, to which the Marina Alta Water System Operators belong, to investigate how Jávea can sell surplus water to its neighbours, rather than submit to pressure from Valencia to accept money so the plant no longer belongs to Jávea.

ART CENTRE ASSOCIATION, JAVEA

The Art Centre opened in 2002 and its aim is to encourage both beginners and experienced artists alike, by offering tuition in a wide variety of traditional and contemporary arts and crafts. There is an occasional newsletter, and an ‘Antiques Road Show’ for the ‘HELP’ charity each year. Membership is €5 per year from September to September. Members are welcome to use the Art Centre as a meeting point. The Art Centre is in a quiet country house not too far away from ‘Inn On The Green’ bowling club and near Las Laderas Urbanization. Part of the house has been remodelled with extra windows, special lighting and central heating for the two studios, reception area and coffee lounge. WIFI is available, we have our own car park and wheelchairs can enter directly into studio 1 via the french windows. Lorely and Glyn Griffiths have retired after more than 35 years working around the World. Glyn had previously been involved in telecommunications (now promoted to car park attendant and janitor for the Art Centre!) This will be the 4th Art Association Lorely will be running. She started the first Design College in Nairobi more than 30 years ago and finally was looking after the Art Society in Dubai for many years. Subjects usually available are: - Painting in Oil, Acrylic, Watercolour, Pastel, Drawing, Mixed Media, Portraiture, Creative Textiles, and Porcelain Restoration.

The aim of the meeting was to open a way to "join forces and unite to suggest improvements that have more weight" said Chulvi . Amjasa CEO, Josep Lluís Henarejos (recently elected as representative of the urban supply in the Council’s Water Demarcation Júcar) outlined the Hydrological Plan issues affecting the Marina Alta and made some suggestions for improvement. Henarejos indicated his commitment to regional cooperation in two ways: First, activate a common network infrastructure to coordinated response to the common demand for drinkable

Jávea Jeard 43 million €uros facelift for train

Well-loved by those who use it for pleasure, business or getting to school, it is still known as “el trenet”. 18 months ago there were rumours it would be closed, too expensive to upgrade and unsafe to use. Much of the track is on single track, cut into the edge of mountain rock, and it would create a huge problem if there was an engineering emergency. Valencian Community’s president Alberto Fabra has announced that the regional railway network, Ferrocarrils de la Generalitat (FGV) is investing €43 million in the line that runs from Denia to Alicante, but remains 7Kms from Jávea. The €20 million modernisation of the Benidorm to Calpe section should be completed by 2017. The Calpe to Denia phase costing €23 million will be finished in 2020. Diesel trains will be replaced and the tracks – readied for eventual electrification - will be installed with improved safety systems. All the line’s metal bridges and viaducts – some over deep gorges – will be renovated and repaired. A total of 733,982 passengers used

Line 9 last year, principally for pleasure, leisure and tourism. This is a good indicator of Line 9’s potential as “basic infrastructure providing tourists with modern and efficient transport,” Alberto Fabra said.

Spain animal rights groups call for ban on hunting with dogs

ANIMAL RIGHTS groups urged Spain to ban the use of dogs in hunting, which they said leads to the abandonment of roughly 50,000 greyhounds each year when they become too slow to hunt with. Greyhounds, known as “galgos”, are used in Spain for hunting, but when the end of the November-February hunting season comes around their owners often decide they have no further need for them. Campaigners say many are just abandoned and often starve to death or die in car accidents. In some cases hunters dispose of their greyhounds by hanging them from trees or throwing them down wells, or they torture poorly performing dogs by breaking their legs or burning them. Silvia Barquero, the vice president of Pacma, a small animal rights party, said: “A ban on hunting with dogs, as already exists in other European nations, would be a measure that would avoid much suffering to all these animals.”

LETTER HOME  FROM SCOUT CAMP

Dear Mum, Our Scoutmaster told us to write to our parents in case you saw the flood on TV and got worried. We are okay. Only one of our tents and 2 sleeping bags got washed away. Luckily, none of us got drowned because we were all up on the mountain looking for Adam when it happened. Oh yes, please call Adam's mother and tell her he is okay. He can't write because of the cast. I got to ride in one of the search and rescue Jeeps. It was great. We never would have found Adam in the dark if it hadn't been for the lightning. Scoutmaster Ted got mad at Adam for going on a hike alone without telling anyone. Adam said he did tell him, but it was during the fire so he probably didn't hear him. Did you know that if you put gas on a fire, the gas will blow up? The wet wood didn't burn, but one of the tents did and also some of our clothes. Matthew is going to look weird until his hair grows back. We will be home on Saturday if Scoutmaster Ted gets the bus fixed. It wasn't his fault about the crash. The brakes worked okay when we left. Scoutmaster Ted said that with a bus that old, you have to expect something to break down; that's probably why he can't get insurance. We think it's a super bus. He doesn't care if we get it dirty, and if it's hot, sometimes he lets us ride on the bumpers. It gets pretty hot with 45 people in a bus made for 24. He let us take turns riding in the trailer until the policeman stopped and talked to us.. Scoutmaster Ted is a neat guy. Don't worry, he is a good driver. In fact, he is teaching Horace how to drive on the mountain roads where there aren't any cops. All we ever see up there are huge logging trucks. This morning all of the guys were diving off the rocks and swimming out to the rapids. Scoutmaster Ted wouldn't let me because I can't swim, and Adam was afraid he would sink because of his cast (it's concrete because we didn't have any plaster), so he let us take the canoe out. It was great. You can still see some of the trees under the water from the flood. Scoutmaster Ted isn't crabby like some Scoutmasters. He didn't even get mad about the life jackets. He has to spend a lot of time working on the bus so we are trying not to cause him any trouble.

Guess what? We have all passed our first aid merit badges. When Andrew dived into the lake and cut his arm, we all got to see how a tourniquet works. Steve and I threw up, but Scoutmaster Ted said it was probably just food poisoning from the left-over chicken. He said they got sick that way with food they ate in prison. I'm so glad he got out and became our Scoutmaster. He said he sure figured out how to get things done better while he was doing his time. By the way, what is a pedal-file? I have to go now. We are going to town to post our letters and buy some more beer and ammo. Don't worry about anything.

A little wisdom goes a long way

A father left 17 camels as an asset for his three sons. When the father passed away, his sons opened up the Will. The Will of the father stated the eldest son should get half of 17 camels while the middle son should be given 1/3rd (one-third). The youngest son should be given 1/9th (one-ninth) of the 17 camels. As it is not possible to divide 17 into half or 17 by 3 or 17 by 9, the three sons started to fight with each other, but decided to seek the advice of a ‘wise man’. The wise man listened patiently about the Will, and after giving it thought, brought one camel of his own to the 17, making a total of 18 camels. Next, he started reading the deceased father’s Will: Half of 18 = 9. So he gave the eldest son 9 camels; 1/3rd of 18 = 6. So he gave the middle son 6 camels; 1/9th of 18 = 2. So he gave the youngest son 2 camels. You can do the maths 9 plus 6 plus 2 is 17 and this leaves one camel, which the wise man took back to his home.

MORAL: The attitude of negotiation and problem solving is to find the 18th camel - the common ground. Once a person is able to find the common ground, the issue is resolved. It is difficult at times. However, to reach a solution, the first step is to believe that there is a solution. If we think that there is no solution, we won’t be able to reach any!


HIP, HIP HURRAH

The Denia Hospital has added to its portfolio of services a new technique in Traumatology, for arthroscopic hip replacement. Unlike the traditional ‘big hole’ approach, the new equipment needs only three incissions, through which the replacment joint is inserted and and made secure. The technique is similar to that used in shoulder and knee replacement, and has taken longer to develop as the hip involves many muscles that create access difficulties. The origin of hip arthroscopy has developed alongside radiological techniques such as magnetic resonance arthrography. Traditionally, hip injuries have not been diagnosed at an early stage and, when treated, had often degenerated into osteoarthritis in. Surgery that was available was open, much more invasive and with slower and less recovery. Hip arthroscopy is not a treatment in itself but a tool especially suitable for young people with very specific injuries. After surgery, the patient is discharged within 24 hours and can walk after a few days with the help of crutches. Six months usually sees the recipient fully returned to their normal activity.

FITUR REPORT

Tourism Councillor Antonio Miragall, appointed by Jose Chulvi because of his extensive travel trade connections and experience (he is Director of Calima Vacaciones, that specialises in wholesaling holidays in Ibiza and Palma de Mallorca from their Jávea HQ) gave a very ‘upbeat’ report of this years attendance at FITUR in Madrid. It was an opportunity for Mario Schumacher, resposible for promoting Jávea using the internet, to encourage ‘bloggers’ and ‘tourist visitors’ to receive JÁVEA baseball hats, in return for sending their friends of photo of themselves on the Jávea exhibit. As an event, FITUR was the subject of 5.5 million text messages with the ‘hashtag’ #xabia.365logro being responsible for 1,126,000 of them, giving Jávea 20% of this new volume. The Jávea exhibit also featured people dressed to explain the procedure for creating raisens from grapes, and joined with other surrounding municipalities in explaining the purpose of the curved arch ‘Riu Rau’ which were so important to the raisin industry. Visitors to the exhibit asked about accommodation, hiking, biking, the environment, swimming and diving and some had even heard that Jávea’s Bon Amb Restaurant had been awarded a Michelin star.

Diving is high on the list of interests of potential tourists and the Jávea coast is considered one of the best places to dive and so great was the interest at FITUR, that Jávea will exhibit at a specialist Sustainable Diving Fair in Madridfrom 7-9th March, when it is expected that the many diving schools in Jávea will attend, with their specialist knowledge. Jávea Mayor, Jose Chulvi, commented on the positive value of attendance at FITUR, and pointed out that the appointment of Mario Schumacher emerged from the Council of Tourism on which members of the publuc advise. He praised the close cooperation of tourism staff from municipalities of all political colour and said the future of tourism must remain the prime focus of Jávea and its neighbours.

2013 exceeds the 900,000€uros initially budgeted and approaches 2007 levels

Revenue from Plus Valor (capital gains tax), which is paid on the increased value of the land of urban nature as a result of a transfer either by sale or by inheritance or donation increased dramatically last year. If you cannot understand this tax, let me explain. If your property increased in value, the Townhall believes PART of the increase is based on their having made the town ‘attractive to new buyers’ by spending money on infrastructure, so they wamt their ‘cut’ of your ‘profit’. If you lose money on your sale, the Townhall still wants ‘their cut” because your ‘loss’ is not their fault. It’s known as Municipal Logic. Jávea Townhall received more than

1.5 million €uros, or 70% more than in the previous year, when the council raised 912,490 €uros, despite the current economic situation, that far exceeded estimates.

Opening Licenses Another aspect highlighted by Finance Councillor, Oscar Anton, is the increase in the number of ‘opening licences’ for new business premises. There were 181 applications, which Oscar said “shows that Jávea's is an attractive town and still a place where entreprenuers believe it is best suited for new businesses.” With regard to unemployment, Oscar said it was between 8 and 10% Jávea, or 50% below the national average, that he believes reflects local policies to combat unemployment.

Spain displaces China as third most popular tourist destination in world

Industry, Energy and Tourism Ministry figures confirm that over 60 million foreign visitors flocked to Spain last year. Spain last year ousted China as the third most popular holiday destination in the world after France and the United States, with more than 60 million foreign visitors opting to enjoy their vacations here. According to the Industry, Energy and Tourism Ministry’s Frontur survey, overseas arrivals in 2013 climbed 5.6% from a year earlier to 60.661 million, slightly more than the increase on a global level, which was 5.0%. In December alone, the number of foreign tourists climbed 16.3%to 3.1 million, with Spain benefiting from unrest in rival destinations in the eastern Mediterranean such as Egypt. There were consecutive record monthly number of visitors to Spain in the period May-October. Britain remained Spain’s most important market, accounting for 23.6% of total visitors, followed by Germany with 16.2%, and France with 15.7%. The number of British arrivals climbed 5.2% from a year earlier, while those from Germany climbed 5.8%, and those from France by 6.9 %. The biggest rise was in the number of Russian visitors, with their ranks boosted by 31.6% to 1.6 million. The Frontur survey showed increasing numbers of overseas visitors

opting out of package holidays. Some 42.4 million, or 69.9% of total visitors, decided to make their own arrangements, an increase of 6.8% over 2012. The NGO Humana People to People Foundation collected 100.026 kilos of used clothing and shoes in Jávea last year. The NGO claimed that reprocessing the donated items has prevented 317 tons of carbon dioxide from being released into the atmosphere, had they been burned in a landfill. The foundation is responsible for the selective collection of used clothing in ¨ Jávea through a network of 32 containers placed in easily accessible locations. In the Region of the NGO has 616 containers of used clothing thanks to the partnerships established with different municipalities, institutions and private companies. Last year 1,292 tons of clothing were collected.
