Mayor assumes responsibility for Tourism
The Vicente Tena School in Jávea has launched a new pilot project in response to the needs of many parents who, for work reasons, need to leave their children in school before 9 o'clock. This is the programme "Matinera School", an extension of time (from 7.45 to 9 pm) with supervision of teachers and a special instructor who takes care of children and even gives them the opportunity to have breakfast in the centre itself.
Aware of the problems of many families to balance their work and family life, the School managers have worked with the company which handles the dining room and has reinforced the supervision of the teaching staff, as occurs during extra curricular evening activities. "It is the policy of the center, provided that no extra activities remains at the center a group of teachers to make things easier or if things go wrong," says the director Isabel Henarejos.
Councillor for Education, Montse Villaverde, has congratulated the school on the initiative to help reconcile the work and personal lives of parents, and give a new option for children to feel less of a nuisance.. The school added this matinera to their continuous journey project, which was introduced last year as a pilot. "We are open to consider all requests from family members, provided they can be carried out responsibly and thinking about the good of the children."
The Mayor of Jávea, José Chulvi, made a small reshuffle in his cabinet to take responsibility for tourism. Taking responsibility for Tourism, Jávea is aligning itself with municipalities in Dénia and Teulada-Moraira. With this change, the former head of Tourism, Pilar Zamora, will continue to lead the departments of Heritage and the district of Arenal, as well as taking responsibility for office management and consumer health, an area which is particularly sensitive since their active participation in associations such as APHID.

There were only 7 points on the Orden del Día or Agenda for the September meeting
Point 1 Minutes of the meeting of 27th August were approved. Point 2 Councillors approved the decisions taken by the Mayor under the powers delegated to his office since 25th August. Point 3 Councillors approved the list of suppliers to the Townhall whom the Treasurer had decided not to pay (usually because their invoices had not been presented in the correct electronic format). Point 4 The Treasurer had circulated his report on the 3rd quarter of 2015. Tere Ern, leader of the Partida Popular sought clarification of the statement indicating that Councillors had access to the Townhall financial database, but was told the only person who had full access was the Treasurer, who apologised for any misunderstanding. Point 5 The accounts for 2014 were approved as being a true and complete record. Before proceeding to Questions and Answers, Tere Ern the PP Leader expressed concern that Catalunya was holding elections on Sunday 27th September, aimed at determining local support for independence from the rest of Spain, with Tere stressing that Spain is a great nation both in unity and heritage. Spain is a nation where there is Freedom of Speech, a strong and charitable nation which has overcome the disastrous recession. In being democratic it respects the views of the people and guards the Constitution. The PSOE spokesman said they would abstain from
respect of location, illumination and height. Trees outside Av. Pla, Bloque 5 were so tall they almost reached the 6th floor. An Expone had been submitted to create a file at the Townhall a year ago, but no action had been taken. The inner open space at Jávea Park had become a rubbish tip for lazy people for more than 25 years and the Townhall had regularly been asked to resolve the problem. The Mayor explained it was private land and it was suggested the Townhall clean the area and send the ‘Bill’ to the Community of Owners. Bar ‘Casa Angel’ in the Port had requested permission to construct decking that had been unanimously rejected at the March meeting of Councillors. Details of the infringement had been notified to the Ministry, which had since become the subject
of an application for building permission. At urbanisation La Corona there was a problem with street lighting but Councillors heard the problem would be resolved in October. The short meeting was brought to a close.

supporting Tere’s motion, as did Cesc Comprubi, who is a Catalan. Oscar Anton (Xabia Democratica) said he could not understand how anyone could be against a statement on Nationhood, no matter the election result. He also agreed Spain was a great nation. Mayor Chulvi said he had no argument that Spain was a great nation but expressed the view that PP should not have raised their motion during a meeting of Jávea Councillors. Motions affecting Health, Education and Refining Health Care are much more important locally than the result of an election in Catalyuna. Tere asked “What about the Zapatero years?” and was told by Jose Chulvi that mistakes had been made, but local Socialists had not raised the Motion. Partida Popular and Xabia Democratica voted in favour and against were the rest of the Councillors. Cesc abstained. Questions: JuanLu referred to illegal advertising boards in Jávea and though he had been assured that action was being taken, even more were being erected. PSOE said two erected near the Cemetery were the subject of investigation. JuanLu congratulated the Town on the ‘Mobility Event’ when people were asked not to use cars but cycle or walk, and hopes there will be greater advertising next year and improved participation. Oscar said the new sign on the edge of the carpark at Consum had been the subject of an Expone a while ago, but the fact that the roadside sign is now illuminated is causing a nuisance to nearby neighbours. Valencia calls for 'as many refugees as possible' for region
Valencia's regional government has called for president Mariano Rajoy's cabinet in Madrid to agree to accept more refugees from the war-torn Middle East than the 2,000 he has proposed to date, saying if every town in the eastern federal community housed one family, this alone would cover more than 1,000. If each of the Comunidad Valenciana's 550 towns and villages took in just one Syrian family, Rajoy's proposed 2,000 would be comfortably covered – and Spain has 16 other autonomously-governed communities, meaning the country could accommodate 34,000 refugees without noticing and at very little extra cost.

Repairs include painting, cleaning, a bathroom for the disabled, changed doors, leak repairs etc. In addition, the local police and Education department have got together to finalise safe routes for children to walk or bike to school, instead of taking the car, and technical details to deal with parking and traffic changes at school opening and closing times.
Vicente Tena school introduces touch tablets
Vicente Tena school began the new school year with the use of tablets (computers) in the fifth primary level. After attending various courses and conferences, the ICT coordinator recommended introduction of new leaning technology to those thought most likely to benefit. Other schools began the process as early as 2013 but slow internet speeds lessened the opportunity. "We are fortunate to have a mother, and computer professionals, who help families to become familiar with this new tool, and have also prepared a meeting with the parents of the classes involved for the whole community"said the centre's director, Isabel Henarejos. Vicente Tena also highlighted the work of AMPA that is now in its third year. "We are a centre that believes in equality and we all have to have the same opportunities to develop the potential of every child. We are excited, we are a good team and we are going forward slowly but surely" concluded the director.

Sales of goods to Saudi Arabia increased by 42.8% and to Egypt by 28%. Overall figures by the end of July stood at just over €148.6 billion, reducing Spains negative foreign trade balance from €13.7bn to €12.87bn. Motor vehicles, chemical products and foodstuffs are the most-exported goods.

Spain received an all-time-record 47.2 million tourist visits during the first eight months of this year, a 4.1% rise from 2014, according to a report recently released by the Ministry of Industry, Energy and Tourism. The figures, compiled through the ministry’s Tourism Border Movements Survey (Frontur), also show that a record number of 9.2 million visitors from other countries spent their vacations somewhere in Spain last month – a 1.6% rise from August 2014 figures. Britain and France accounted for most of the tourists in the eighth month of the year.

The idea is to promote businesses close to urban areas, and thus contribute to the maintenance of urban centres. They plan also to generate an environment favourable to entrepreneurship and small and medium sized enterprises, and optimise the efficiency of the public sector. There will also be legislation developing commercial management in a coherent way, with spatial and sustainable planning (PATSECOVA), an Action Plan for business in Rural Environments (PACER) and Plan for quality commerce and crafts will also be promoted.
71% of young workers in Spain are on temporary contracts
The Organisation for Economic Cooperation and Development (OECD) says Spain has the highest proportion of 15-to-24-year-olds who are forced to accept part-time contracts. A young Spaniard takes an average six years to find a permanent position, compared with two years in Denmark. “The share of youths neither in employment, education nor training ranks near the top of the OECD, surpassed only in Mexico, Greece and Italy.”
Jávea’s Hiking group organises mountain walks for children
The "Centro Excursionista de Xàbia" is organising a programme of mountain walks once a month on Sundays from October to May. Participating children have to be more than 9 years old, or if younger checked to see if the route is suitable for them. Each child must be accompanied by a parent or tutor. All routes will be in the Marina Alta area,some requiring bus transport which will be free for the children, and €10 for the child's minder. All the valley walks and one planned for the Vall de Pop in Benichembla will also be opne to the general public.
Mercadona boss opens new business support and training centre in Valencia port
A huge office complex for start-up firms, a business school offering undergraduate and master's degrees and an outpost of a company which invests in new ventures has opened in Valencia's old America's Cup marina at the hands of the region's richest resident, Mercadona supermarket founder Juan Roig. Two of the giant warehouses which were used as a base for
international sailing teams in 2007 and 2008 have been turned into a complex known as the Marina de Empresas ('companies marina') thanks to a 30 million €uro investment. It has been described as the largest 'entrepreneurial nerve centre' in the Mediterranean. This 'trading pole' cluster is expected to get at least 1,000 people hoping to start their own businesses off the ground, and by 2017 will have helped set up over 200 new firms. Juan Roig says he has 'received so much' from his family, the national supermarket chain he runs, and from society as a whole, that he felt it was 'time to give something back' to the community.

Drawing a Tie in English
When I woke up this morning the sun was singing and the birds were shining. I felt wonderful; in fact I felt more gruntled than I had in a long time. Now however all that has changed, now I am feeling distinctly disgruntled. The reason for this change of mood is that I have just given an English class. This proved to be a very unpleasant experience, as a result of which, whereas earlier I was feeling fed down, I am now feeling decidedly fed up. Perhaps I am just immature; after all, if a mature person demonstrates maturity and a simple person personifies simplicity, then surely to act like an adult denotes adultery? Some time ago I had the joyful experience of watching one of our water sports; Wimbledon. Is it pure chance that we have so many ways to say nil, nought, zero, o, love or a duck, or is it to avoid repetition when outlining our sporting achievements since 1966. And on the subject of numbers; why is it that the ‘v’ in five feels the irresistible urge to become an ‘f’ in fifteen and fifty? Is this because we are always f-ing and blinding? We British have invented many sports, and yet we have never really exerted ourselves when it comes to new vocabulary.
In swimming for example, can anyone explain to me which parts of the body are used to achieve the breast stroke? Or how somebody steaming through the water with arms a-flailing resembles a colourful flying insect? Would it really have been so difficult to explain that if you don’t win or lose a game then you need to wear something formal around your neck or get some paper and pencils and make pictures? And for a nation that spends most of its leisure time on the 19th hole staring into ‘glasses’, how come we couldn’t think of a different word for our spectacles? English is a strange language, even for those of us condemned to speak it. We often hear cinema heroes telling us that they have had a “close shave”. Could you please tell me what other shaves are available? Have you perhaps devised a way to shave by remote control? And does someone who has a close shave escape by the non-existent skin of his teeth? We assert that we are “full of beans” as if this were an attractive quality rather than a sad reflection on our ability to conquer nations of sublime culinary levels without having any of their talent rub off on us whatsoever! Some of my countrymen maintain that the greatest contribution of the English language to philological advancement has been the introduction of the doublebarrelled irrelevance of expressions such as: willy nilly, roly poly, hanky panky, wishy washy, topsy turvey, shilly shally and I could go on until I’m bleu in the face but I think I have made my point.

As I write it's raining heavily and more is forecast. To many this means spending more time in front of the TV which some of the elderly are not too keen on, and now the nights are drawing in. Another reason for switching on the 'Box'! Having lived in Jávea twenty four years or so, it's quite surprising how Jávea has changed. My first introduction to Jávea was 43 years or so ago and like many, my Wife Jean and I fell in love with the place, as did our three small Daughters. In those days we coped with car and caravan, but it did not take long before we purchased an Apartment. As I got to know quite a few people, word spread that I was a Lecturer in RTVE at Bradford College and had been invited to work for the British Council in the Middle East! I was very involved with satellite reception and found I was also working along with Americans, so it became very competitive. This created a fantastic opportunity to hone our skills and we pooled information to create a ‘Knowledge

Base’ - each depending on the other. It was a tremendous experience in all the various methods available at that time. Of course if you transmit information to a satellite (like a mirror in the sky) you need a transponder to direct the signal back to earth and another to decode it until it is a signal you can see or hear, on a TV or radio. This led to stereo sound and coloured pictures. These days it seems that every few months some clever person has developed an even better method that adds to the viewers pleasure, or does it ? Many of the people I chat with, very often complain they do not understand how the new ‘Telly’ really works or for that matter how the dammed satellite receiver operates. Often I am told that only their Grandson can get it to work. Perhaps that striked a cord in your household? To add to this we find several local companies offering systems that at first glance appear to be very competitive in price for the range of programmes they provide. At the same time I hear rumours within the trade that some are experiencing problems. I was offered a good deal recently to invest in local technology, but it’s something I put on the ‘back burner’ for now. This brings me to the many offers to receive a TV signal (with or without a phone line) that can look quite tempting, but in the main they are on a contract basis and this is where I suggest, with respect, you do the Maths one of my favourite subjects. For those who enjoy the Telly and are quite content with what the UK offers, including BBC 1, 2, 3, 4 as well as ITV 1, 2, 3 etc not forgetting Channel 4 and of course Five, Sky News is also there as is a range of other Free-To-View programmes. Why do I mention this? Simple, depending on the area where you live, it is possible to receive them on a satellite dish that can be fully installed for as little as 220 €uros (you may have one already that can be pressed back into service!) My engineer husband is meticulous but mild-mannered. While our new house was being built, he would leave notes for the workmen, politely calling their attention to mistakes or oversights. Two weeks before we were to move in, the floors still were not finished, the bathrooms were not tiled, and necessary fixtures were not installed. I was sure the work would never be completed in time. However, on moving day, we found that the house was ready to receive us. Curious as to how this miracle had been accomplished, I went and checked where my husband always left his notes for the workmen. Posted prominently on the living room wall was my husband's last note: "After September 15, all work will be supervised by five children".

We will issue one S.E.R. for every 100 €uros invested. When we reach 70,000€ or more in the scheme we will issue 700 or more S.E.R. documents. Every document will be independent and signed by SWISS CABLE . It will hold the economic rights of dividends and pay back of initial investment rights.
Together with the S.E.R. the investor will sign the standard contract common to all investors in the scheme. The contract will be signed between SWISS CABLE operations (SUIS BOGA TELECOM SL CIF B54530738) and SWISS CABLE Group (RONDA SOFT SL CIF B53086229) and the investor.

Street Banks will not fund the type of investment we require. This is also why SWISS CABLE is looking for small and medium enterprise equity risk funding and we believe crowd funding platforms are the ideal method to develop this type of funding, and fits our needs.
Question: How do you guarantee I will recover my investment? We believe income from the investment in telecom assets will be more than enough to pay the expected dividends from investors and return the investment. It is also in SWISS CABLE’S interest to pay expected dividends as the company needs a source of funding for future projects and extend our geographic coverage. Meeting our obligation to current investors is the best way to ensure future investors. SWISS CABLE has also a track record of paying its financial commitments with investors and banks.
Question: How long will the dividends be paid? SWISS CABLE will pay dividends until the 14% gross return on investment is reached or permanently if not.
Achieving the 14% return could happen in a minimum of 6 months, or 2 years or 5 years or in 10 years or longer. We are not in a position to set a redemption date but it is in the best interest of SWISS CABLE to minimise the length of time. When the 14% return on investment is fully paid the contract will be finished and dividends will no longer be paid.

Work commitments usually dictate when we are able to take our summer holidays and as the first week in September looked to be a quiet period, we decided this would be the week we would use for our short break. The burning question in July was should we opt for a city break away or stay at home and catch up on a few things? and street vendors to our hotel. The hotel manager was very attentive towards us and provided us with a detailed map and some tips on how we could walk around Rome and see all the places of interest. We told him that we had already booked our Rome and Vatican passes and that we had to collect them from St Peter’s square in the morning. He then proceeded to scribble the route onto our map and assured us it was no more than a 40 minute walk from the hotel. After a good night’s sleep and a sweet pastry continental breakfast we set off with the map in hand and walked to St Peter’s square. Our route took us past many interesting places like the Basilica of Santa Maria Maggiore which incidentally houses five relic pieces from the crib of Jesus, The Colosseum and The Roman Forum, and St Peter the Apostle’s prison. The walk probably took nearly 2 hours by the time we had taken some photos along the way. Arriving at the tourist offices in St Peter’s square around 11am we found the queue was thankfully very short. The reason I use thankfully is because Rome is well known for its very long queues, especially around anything touristy. After confirming our details with the receptionist at the tourist office we were soon given two small wallets containing a pocket size map and our passes that would give us free transportation and free entry into the Vatican and other Continued on page 13

One of her cheap jokes where she expected an answer like “Not today, but we will let him know that you asked after him.” Instead the receptionist asked her colleague a question or two in her native Italian and then asked us to wait at the counter. After a few minutes the receptionist returned to us with a couple of blue tickets she passed to us. Linda asked “what are these?” The receptionist said with a smile on her face
“Be here tomorrow morning for 7.30am because these tickets give you access to the seated area so you can see The Pope.” Both Linda and I looked at each other in disbelief and a thought of whose calling the jokes now started to cross our minds. The Speeder
A traffic policeman on patrol one night, watching the 30-mph zone on the edge of town, suddenly saw a car come blazing by his hideout. Quickly grabbing at his radar gun, he clocked the fastmoving vehicle at 87 mph! The officer took off after the speeder and soon had the car pulled over on the side of the road. Expecting trouble with such a reckless driver, the patrolman approached cautiously. To his surprise, the driver of the offending vehicle was a little old lady, barely tall enough to see over the steering wheel. "Ma'am," the officer began, "do you know how fast you were going?" "I was just getting her up around 90, I believe, officer," the old lady answered calmly, peering up at him through her bifocals. "Why, what seems to be the problem?" Shocked, the officer returned her comment, "What seems to be the problem? Why, this is a 30-mph zone! That's the problem. Didn't you see the sign?" "Oh sure," the old lady returned, "That's why I'm driving so fast. I'm just trying to follow its instruction." Dumbfounded, the officer was momentarily speechless. "Just what sign are you talking about, ma'am?" he asked, when he finally recovered. Smiling up at the officer, the old lady placed a gentle hand on his wrist and said, "Why, the one that said 'Speed Zone Ahead' of course!"
Door Mishap
The door of the science labs at my highschool opens outward, and a number of students have been whacked by it. To prevent any more mishaps, one of the teachers stuck a warning on the door advising people not to stand too close. There was also a comic strip attached showing a student being hit by a door being opened. One day I was pushing a cart into the hall and opened the door extrawide.

Questions from the public The last item in any monthly meeting of Councillors, since José Chulvi became Mayor was a genuine invitation to anyone who had sat in the public seats, to raise a point of concern. A resident of Jávea Park asked the Townhall to be more diligent about the mountain of rubbish on the ground that borders the Civic Punt and wants the Council to clean the area and then submit the bill to the Administrators of the Community of Owners for payment. Mayor, José Chulvi said he was aware of the problem, but "it is not easy," and Security Councillor Pepa Gisbert pointed out that the small area of land to which the complainant referred, involved as many as four Communities of Owners. The Mayor thanked the complainant for their question and said the Townhall was exploring what steps they could take to fix the problem.

Those interested have until 4 November to obtain details at the Social Centre of Jávea. The Department of Social Welfare, is again, offering a holiday programme for people over 65 or pensioners 60 years of age and living alone, to spend the upcoming holiday season on an official holiday away from Jávea. "Do not be alone at Christmas" is specifically aimed at the elderly residents who are unable to spend the days of Christmas with their family or friends and can help themselves to perform the basic activities of daily life. This year the venue is a hotel in Oropesa del Mar from 23 to 27 December with services of socio-cultural activities, medical services and transport included. The municipal department of social services in Jávea has opened registration to participate in the programme. Those interested must apply before November 4 at the offices of the second floor of the Community Centre (requesting appointment on the phone 965 794 142, extension 1808).

In my article last month I said I would tell you about our special trip to Sheffield to hear Cliff Richard in concert at the Sheffield City Hall to celebrate our 55th Wedding Anniversary on the 1st October.
Monday the 28th, we left home at 7.30, drove to Alicante and parked our car with Claus. They took us to the airport by mini-bus and our adventure began. As Clive has great difficulty with steps, walking and standing, we booked (for the first time) assisted package with the airline and I must say they were amazing. We checked our suitcase in at the Ryanair desk which is located just inside the airport door and they asked us to wait for a few minutes while they arranged for someone to accompany us through the airport. Within ten minutes a very pleasant young lady turned up, filled in all the appropriate paperwork

We were taken through a staff door which took us directly into a security desk where there was only one person waiting and within a couple of minutes we were through - no waiting!
Clive was then pushed into the departure lounge until it was time to board the plane. A young man came to collect him and we were taken out to the plane. (Clive told me he feared Ryanair would throw him a rope and the cabin crew would drag him up the stairs!) but a special lift took us up into the door through which food enters. Unfortunately the flight was delayed half-an-hour which caused us to miss our coach from East Midlands airport to Sheffield Meadowhall. When we originally booked our flight, it was

scheduled to leave an hour earlier so booked our coach from the airport knowing we had 90 minutes spare time to allow for delays and collecting luggage etc. About two months ago we were told the departure time had been changed but decided not to change our coach for a later one, but hoped half-anhour was sufficient after landing to collect luggage and make our way to the coach, which was a short walk away.
The plane landed twenty minutes late and we missed our coach by ten minutes which meant a wait of over two hours for the next one. On arrival at Meadowhall, we were told Travelodge hotel was a short walk away, but they didn't mention that some of it was uphill which was difficult for Clive dragging the suitcase. On arrival at the hotel we found our room wasn't ready so we had to wait for half-an-hour until it had been cleaned. Apparently house-keeping hadn't turned up for work that day and the remaining staff were fighting all day to get rooms ready for occupation. Next morning a disaster happened! Clive's computer had a software problem and wouldn't work. I took pity on him and offered the use of mine while I went to the Apple store in Continued on page 21

MORE CHECKS ON SEATBELTS and CHILD SEATS
The seatbelt is a fundamental element of vehicle safety and reduces the risk of death by 50%. Not wearing a seatbelt, along with alcohol, drugs and inappropriate speed is one of the principal factors in road fatalities and serious injuries. The use of a seatbelt is mandatory for all occupants of a vehicle, in both the front and rear seats, and the number of passengers allowed to be carried is equal to the number of seatbelts. In other words, if there are only two seatbelts in the back, only two passengers can be carried. Children shorter than 1.5 metres in height are also required to use appropriate restraints in vehicles which match their height and, in some cases, weight. Children under 12 years of age are not allowed to travel in the front seat, unless using a properly fitted and approved restraint, with the only exception being when the child’s height is equal to or greater than 135 centimetres, in which case they can use the normal seatbelt. In the rear seats, people whose height does not reach 135 centimetres must use a properly fitted child restraint system suitable for their height and weight. People whose height is equal to or greater than 135 centimetres and no greater than 150 centimetres, may either use a child restraint system suitable for their height and weight or the fitted seatbelt. According to the DGT, 70% of children in cars are not properly protected. The correct use of child restraints helps reduce injuries from an accident by 75%. Incredibly, nine out of ten children in serious or fatal crashes were not using child restraints correctly. In the last campaign in March, over 5,000 adults were fined for not wearing their seatbelt. In addition, a staggering
287 children under 12 were found travelling without any kind of restraint, 70 of whom were in the front seat, 217 in the rear. Large vehicles may need extra road space to turn or to deal with a hazard that you are not able to see. If you are following a large vehicle, such as a bus or articulated lorry, be aware that the driver may not be able to see you in the mirrors. Be prepared to stop and wait if it needs room or time to turn.
Checking Your Tyres
You should check your tyres at least once a month and before and after long trips. It’s easy to forget that tyres are the only point of contact between your vehicle and the road. That is why it’s extremely important to preserve the quality and performance of your tyres to ensure both your safety and your mobility.
Safe Following Distance
Exactly how far should you be, behind the vehicle ahead, so that you can still stop safely if that other vehicle has a tyre blow out or if it hits an obstruction? Allow at least a two-second gap between you and the vehicle in front on roads carrying faster-moving traffic and in tunnels where visibility is reduced. The gap should be at least doubled on wet roads.
Emergency Vehicles
Do you know what to do when you see lights and sirens approaching?
Jávea Jeard If an emergency vehicle is approaching and is sounding an alarm or showing flashing lights, you must move out of the path of the emergency vehicle as soon as you can do so safely. Tips for assisting our emergency services response vehicles: 1. Do not panic. 2. Slow down (but do not break rapidly). 3. Use your indicators. (Emergency lights to warn other drivers). 4. Be aware of other motorists. 5. Move as far to the right of the road as you can. 6. If you cannot move out of the path safely, stay where you are and let the emergency vehicle drive around you. It is an offence not to give way to an emergency vehicle. Please do the right thing — look, listen and move out of the path. An obstructed journey can be the difference between life and death. Don’t panic, slow down, give-way and indicate.
Speed Limit Signs
Some of the most confusing signs for drivers moving to Spain are those related to speed limits. There are some similarities in the UK Highway Code. When we look at road signs we remember some basic principles. Red circles tell us what me must NOT do, blue circles tell us what we MUST do, squares and rectangles offer information, triangles are warnings. There are a couple of others, such as the hexagonal stop sign, but they are the principle points to remember. Red circles DON´T, blue circles DO, squares and rectangles are info, triangles are warnings. The maximum permitted speed on a road is indicated by means of a circular sign with a red border and the numbers are in black in the centre. This is a mandatory speed limit sign, known as R-301. There is also a minimum required speed sign, the R-411, which is a blue circle with numbers in white in the centre. A minimum speed is a requirement on a number of roads, and so if your vehicle is incapable of reaching those speeds, you will not be allowed on them. Continued on next page

These signs can also appear in conjunction with other information, such as denoting the minimum or maximum speed in a particular lane, such as the S-50. The third signs relating to speed are the S-7 and S9, which is an advisory maximum speed limit sign. It is a blue square with white numbers printed in the centre and denotes the advised maximum speed which your vehicle should travel on through the stretch in question. This sign can also be accompanied by a danger warning and is active for the stretch of road where the danger exists. The S-9 sign denoted a variable recommended maximum speed, with the advice being to keep the speed between the parameters shown, depending on the weather and environmental conditions of the road and traffic. When placed under a warning sign of a danger, the recommendation refers to the section in which that danger persists. All roads have a speed limit, even those which don’t display speed limit signs. It is important to know the different characteristics of the roads so as to determine the maximum permitted speed, especially in the event of no signs being displayed. Roads are separated into four main groups. The first group is toll roads and motorways, otherwise known as autopistas and autovias. The second group are conventional roads, which is split again into two subgroups, vías automóviles and carreteras convencionales with a hard shoulder equal to or greater than 1.5 m or more than two lanes for either direction (3 lanes or more in total); and other conventional roads, otras carreteras convencionales. The final group are urban roads, or Vías urbanas, travesías. The table at the head of the next two columns indicates the maximum permitted speed, depending upon the type of vehicle you are driving. Many vehicles (like big lorries or coaches) have a circular sticker (or two) which specifies the MUCH LOWER maximum speed they are allowed to use, based on the weight of their load and ability to stop - QUICKLY!
DRIVING TIPS
Signals warn and inform other road users, including pedestrians, of your intended actions. You should always: • give clear signals in plenty of time, having checked it is not misleading to signal at that time • use them to advise other road users before changing course or direction, stopping or moving off
• cancel them after use • make sure your signals will not confuse others. If, for instance, you want to stop after a side road, do not signal until you are passing the road. If you signal earlier it may give the impression that you intend to turn into the road. Your brake lights will warn traffic behind you that you are slowing down • use an arm signal to emphasise or reinforce your signal if necessary. "Remember, signalling does NOT give you priority."

Are these tickets for real?” The receptionist smiled and said “you asked me if The Pope was at home and I said No, but tomorrow he will be here and so we are giving you two free tickets so you can see him. Now hide them quickly because we have no more left.” This one act of kindness from the receptionist had just made Linda’s holiday a very special one and I could see the joy and excitement brewing in her face. She looked at me and became emotional, shaking with excitement and disbelief. This was a beautiful surprise that she will never forget and it probably will be a once in a life time experience for the both of us. The next day we were up early and out of the hotel heading towards the metro. We arrived at St Peter’s square for 7.30am, but even at this hour a queue had formed which appeared to wind around every corner and street leading from the Vatican and near to St Peter’s square. As we joined the end of the line our hearts sank a little when we thought maybe we wouldn’t see him after all. Linda spotted a handful of people with tickets who suddenly started to leave the queue, and being naturally inquisitive she asked what was happening. A young girl clutching her blue ticket said, that the people with tickets could now make their way up to the front of the queue as most of the people who were queuing had no tickets and were lining up on the off-chance there might be an available seat. What a relief, no long queuing times for us but I did feel sorry for all

the people, some young, some old and frail, families and small groups, all of them standing patiently in a very long and winding queue hoping for their chance to gain entry into the seated area. After passing through the security checks, which incidentally was at a higher level than at Rome airport, we were ushered into a large seated area by the Swiss Guard. We kept walking straight until we could go no further, like lost sheep we were all penned in but Linda and I just looked at each other shaking our heads in disbelief that we were in Rome and going to see The Pope. As we sat down in the centre section we noticed that we were just one row behind the front of this section and so we would get a very clear view of The Pope when he walked onto the stage. In front of us was an area reserved for the VIPs and to the left and right hand sides of us were two other sections which housed people who like us had tickets. Each section was separated by a large gangway which I thought was for emergency access. Far behind us was a barrier where people without tickets would be contained and we knew that within a few hours those barriers would be at breaking point as the crowds outside jostled with each other for a brief and distant glimpse of The Pope. While we were waiting, we began chatting to a few people who were sitting around us and from these people we learned that many had travelled on an annual pilgrimage from countries like Argentina, Columbia and India. I then tugged Linda’s arm and whispered these

people have planned their trips to coincide with The Pope, yet we have come over and somehow found ourselves sitting among the audience, how lucky are we? Rumours in our section began circulating that The Pope was going to pass within a few metres of us, and if it were true it would be just one unbelievable experience and it would be the icing on the cake, especially for Linda. The rumours kept circulating and Linda asked me, Do you think it is true Ian, will he come past us?” I was not sure if it was likely and so did not want her expectations raised too high, and so I calmly said “probably not darling.” “No I didn’t think so either,” said Linda. The doors of St Peter’s Basilica opened around 8:45am and out came a handful of Cardinals who read the names of the groups and organisations who had made a pilgrimage to The Vatican. The Cardinals took it in turns to welcome the pilgrim groups by reading out their group names in Italian, Spanish, English and German. Each time a name was called a loud cheer erupted from the part of the audience from where the groups were sitting. The welcoming applause accompanied by lots of flag waving from the different nationalities set a friendly atmosphere. At 10:15am, and what appeared to be all at the same time, a huge cheer erupted from the thousands of people. The atmosphere became super charged with excitement and emotion, everybody seemed to be shouting out Papa, Papa Francis, but we could not see him. The audio switched from being silent to a very loud jolly flute like sound which for me sounded like a theme tune that announced to the audience the arrival of The Pope and that we were all now in the presence of the most Holy. The video screens gave me an idea on The Pope’s location within the square and so I stood on my chair giving an advantage of height and after finding him through the lens of my video camera, I started giving a running commentary to Linda, which other people also took the advantage of listening to. Pressing the zoom button on my camera was an indication for me that The Pope was getting nearer to us and I excitedly shouted to Linda “He is here.” Many people in our row also turned in the direction of The Pope, but Linda - like a terrier - shot forward to the front seats in our section. She was now in front and watching her catch her first sight of The Pope was a moving experience. She could not believe her eyes. They couldn't help very much because all their engineers were fully booked for two days and the earliest they could do anything was the day before we were returning to Spain, but the young man gave me a phone number for Clive to ring to receive help. The man he spoke to was helpful and patient and put some of the problems right but when it came to installing the programme system again, Clive gave it up as a bad job as the download time was 35 hours, due to slow Wi-Fi in the hotel. He decided to wait until he returned home to do the installation.
During the afternoon I went into Sheffield on the train from the Meadowhall Interchange to pick up a parcel for Clive from Maplin and to go to the City Hall to collect our tickets for the concert on Thursday to save waiting in a queue on the night. I enjoyed walking around the shops, and seeing the changes that had been made to the town centre. We lived in Sheffield from about 1965 until 1975 and loved our time there.
Wednesday morning Clive came to Meadowhall with me because we decided that in case his computer couldn't be restored, he would buy a new one. Meadowhall have a special hire section that deals with equipment for the disabled. There is no charge for the service and we hired a wheelchair for Clive as Meadowhall is a vast place. They also have walking sticks and mobility scooters but there were no mobility scooters available until 3pm. The Apple store was heaving with people but we were eventually served and a new computer chosen. All went well until it was time to pay. Clive's Nat West card was rejected because it had developed a fault so we were faced with finding a Nat West Bank and drawing the cash out.
We returned the wheelchair and went outside expecting to hire a taxi, but a woman sitting on a bench waiting for her daughter to arrive said we would have to ring for one. She took pity on us and rang herself and within ten minutes her daughter arrived in a Rotherham taxi and we were his next fare. He drove us to Attercliffe, about a ten minutes drive and we asked him to wait in the car park while we were in the bank and take us back to Meadowhall. We were ages in the bank. The card was faulty and a new one had to be ordered. The cashier
decided to withdraw the money using my NatWest card but unfortunately, I didn't have the pin number so we had a long wait while she filled in a complicated form to authorise the payment. Altogether we must have been in the bank for at least twenty minutes and I thought of the poor taxi driver waiting and wondering how much fare was being clocked up on the meter. He took us back to Travelodge (we decided to buy the computer later in the day), and when I asked him how much we owed, was astounded when he told us the total fare was £7. Unbelievably cheap, but we gave him a good tip.
That afternoon we had arranged for my sister Carol and brother-in-law Pete to come to visit us at Travelodge and later, go to Meadowhall for a celebratory meal for our anniversary. We first went to buy Clive's new computer then Carol and I did shopping while we waited for their son Dale and granddaughter Ruby to join us for the meal after Dale had finished work. It was great to see them all again, we hadn't been together since the wedding of Katy (their daughter) two years previously. The food was excellent and afterwards Pete dropped us back to the Travelodge before driving home to Featherstone.
Thursday (our last full day) was another shopping day at Meadowhall. Clive had been having problems with the new computer so we decided to take it back to the shop and ask why. Heather, one of the assistants was very helpful and put some of the problems right and we left the store to go back to Travelodge and spend the afternoon resting before our Cliff Richard concert.

heart out. The atmosphere was electric and when he came on stage the cheers he received was unbelievable. He was almost in tears as he thanked us for attending his concert. I had read on the 'Cliff Richard' radio' Facebook page that he had confided to one of the producers that he was afraid that because of the allegations against him, people in Sheffield in particular would not turn up. But it was a full house, and he was obviously very touched at seeing such a huge crowd. As he was thanking us, one lady shouted out, so everyone could hear, "WE LOVE YOU CLIFF" and everyone cheered and clapped. The concerts, held at various venues around the UK, are to celebrate Cliff's 75th birthday on October 14th. We were entertained for about an hour, with many of my favourite songs, then after a thirty minute break, they continued for another fifty minutes. I have always loved Cliff ever since I bought his 45rpm record of "Living Doll". About three years ago, Clive took me to Nottingham to see Cliff in concert and I really enjoyed it, but this concert in Sheffield was outstanding. At the end of every song the roar of the crowd and the clapping was wonderful. When we left the venue there was a mad rush for taxis but Clive noticed a large invalidity taxi parked over the road. We assumed the driver was waiting for his passengers but Clive went over to ask him if he would mind ringing his company for a taxi to take us home. "No need for that," he said, "I can take you myself if you like." What an answer to prayer!

The lift duly arrived to get him on board and we were on our way home. The flight left early and arrived early and when it landed, Clive sent me to remind the stewardess we needed assistance off the plane. But the lift was already there, and a very pleasant young man took us to collect our TWO suitcases. Yes, I know we only went over with one but I was going to do some serious shopping and would need the extra case on our return flight! The young man collected the suitcases from the carousel and took us out of the airport to wait for the mini-bus from Claus parking to take us to our own car. We were soon on our way home, it felt as if we had been away much longer than five days. The whole journey to the UK had been hard going for Clive who finds it so difficult to walk and climb stairs, so I would like to say a special "Thank you Clive for my wonderful 55th Wedding Anniversary treat to see Cliff in concert, I will treasure the memory forever."

Eventually The Pope Mobil arrived and stopped within two or three metres of where Linda and I were standing. These few precious seconds gave Linda and I, an opportunity to take close-up photos and video. After The Pope moved off we all simmered down but Linda was captivated, spellbound and shaking with excitement and emotion. She immediately reviewed the digital photos on her camera while shouting out “Look!, Look! I have lots of photos, Look at this one, wow what about that one?” and so on. After the Pope had passed us twice he eventually made his way onto the

Could you be paying more IBI than you should for your Spanish Property?
In Spain, it is usually around this time of year when we pay the local IBI tax (depending on which municipality you are in). The tax is sent by your Townhall, or in some municipalities by entities responsible for the local tax management (IBI, vehicles, waste, etc.), such as SUMA, etc. This tax is based on the cadastral value of the property, depending on many factors, mainly on the description of the property on the Catastro, i.e: the nature of the property (urban, rustic, etc.), the surface of the plot, the building area, type of construction, etc. It is very common when we review our clients’ catastral property description for the first time, to discover details on catastro do not correspond to the physical reality, and often taxpayers have been over paying local taxes for years, especially property tax, due to these cadastral errors. Cadastral mistakes occur for many reasons; improper measurement of the land or plot surface or construction or built area, or attributing a different use to the property - different to the real one, for example understanding the property to be commercial or industrial in use when it is not, etc. An error in the cadastral data of your property can not only have implications on the payment each year of local tax IBI, but it can also affect the inheritance and gift tax, property transfer tax, etc., as the tax authorities usually review the declared values comparing them with the cadastral values. In addition, the wrong cadastral property value could cause you to pay more in the tax commonly known as local Plusvalia when we sell our property (or inherit it, etc.), and also affect the income tax for non-residents in Spain because it is paid applying a % on the cadastral value. This column is about the people in this community and their everyday lives and connections to the area of Jávea. Last month we turned on the Spotlight and featured the longest running and most popular Gypsy Flamenco group in Jávea called, Grupo Fardiquera de Jávea.
This month the spotlight falls on Carl Barclay who grew up in Jávea during the 1970s. Carl is known to many people as the key man of Jávea because if you have mistakenly locked yourself out of your home or business, lost your keys or been a victim of a break-in then it is possible that Carl the Locksmith may have helped you in your hour of need. Carl was born in Malta although his parents decided to move back to Portsmouth, England, when he was about twelve months old. By the time he was at nursery age the family had moved from England to a place in the Pyrenees, France. Carl remembers being totally immersed in Spanish lessons and so at a young age he was speaking Spanish as well as his native English. Once all the family had learnt sufficient Spanish they decided to venture south of the Pyrenees and so Written by Ian Amer

crossed over the border from France entering into Northern Spain. After living in Northern Spain and having a taste for the Spanish way of life his parents decided to venture further south and eventually they came across Denia. During a visit to Jávea his parents decided it would be here they would set down their roots. In 1972, Carl attended the Colegio Jose Font School in Jávea, which today no longer exists. As a child he remembers growing up under the Franco regime. He said the people lived freely although there were some imposed rules. During the early 1970s the Valencian Community were not allowed to speak Valenciano, they could only speak in Castillian but immediately after the death of General Franco in 1975, everything changed. The people openly spoke in Valenciano and on the walls and empty buildings appeared Valencian graffiti. After passing through the Spanish education system and having grown up in Spain it was surprising for me to learn that when he turned eighteen Carl was required to purchase a working permit. The working permits from the authorities were expensive to buy and he still had to prove that he had enough money in his bank account to support himself. He said that when he turned eighteen he became a foreigner, yet had been here practically all of his childhood life and treated as a Spaniard. After obtaining his working permit he found part time work doing odd jobs until he was offered a permanent job working for a local agricultural company assembling plant machinery. He worked hard and proved to his Spanish bosses that he had the energy and drive where he soon found himself climbing the promotional ladder. One day he was asked to take up a position in the United States and therefore he emigrated to the East Coast. Carl thinks the reason why he was invited to take up a position in America was because he spoke both Spanish and English fluently and was therefore an effective communicator between the management and Hispanic factory workforce. After many years growing tired of working in the United States, Carl decided to return to England. He was offered a job working for a fire protection company near Portsmouth, where he learnt all about automatic fire protection barriers. Carl proved himself to be very versatile and soon was promoted from an assembly operator to the product manager. As he honed his skills within the company he found his

way into sales and eventually became the site coordinator. Although his life appeared to be mapped out, deep down he knew that he would not stay in the U.K and would one day return to Jávea. Carl was missing his favourite place, he missed the natural beauty, the bays and of course the climate. While thumbing through the pages of a newspaper he found an advert for a locksmith course and so decided to enrol. It was not long before he realised that this was the work he wanted to do because it was interesting and like an emergency service he could use a skill that would help people in their hour of need. After passing his qualifications he decided to return to Jávea and set up a locksmith business. After moving back to Jávea he wasted no time in finding a local accountant who gave him some good advice about setting up a business here. First he was advised to spend a few months in establishing contacts and then to became a registered business at the start of the local authority tax year. Carl took the advice and now recommends to anyone who is considering setting up a business in the service industry to spend time researching. He went on to say it always pays to become legal because there are so many benefits, one in particular is that you are able to compete on insurance work which can provide you with a large slice of new business.
When Carl first started out in January 2004 he provided his locksmith services from a van. After a few years he found a kiosk where he began selling and installing security alarm systems and then 5 years ago he took the leap of faith and moved his business into a shop, Casa Segura Locksmiths, near the tennis club in Jávea Park. more services including Security Alarm Systems, Closed Circuit TV, Safes and a Key Holding Service. He says apart from the shop providing security solutions he has also found himself acting like a tourist advisor. He has had people popping into the shop who have asked him for the best places to visit in Jávea and recommendations for hotels and m restaurants. Some of his customers make special detours to the shop, not to buy anything, but to drop off a treat for Louis! Louis is Carl’s pet dog and is a bit of a celebrity. Carl said that he and his wife Sarah like jazz and so named their dog after Louis Armstrong. While Carl was telling me his story he was receiving a steady stream of calls on his mobile, a robbery had taken place and Carl was asked to attend the scene to secure the premises, another was a lockout, then another, a maintenance call, and another, power failure on an alarm system. His comment to me was “You can see I don’t get bored in my work.” He then proceeded to call each one back reassuring them he could help and after giving each a time he would arrive, we continued with our interview. He continued to say that his service is 24 hours, seven days a week and people know that he is available for them. Carl said his services are a mixture of emergency and preventative services which gives him a personal buzz. Carl enjoys working with the public either in the role of property security advisor or being there as the fourth emergency service. He says his satisfaction is not always when people say thank you but when you can see the relief on their faces. “In most cases when I take the initial call people are often very nervous and unable to think clearly because of the situation they are in which often causes them to panic.”
To cope with future expansion and new technologies, Carl has recruited his son Spencer as an apprentice. He said Spencer is just starting out and has a lot

to learn but he is far better at computer technology than Carl. They are both looking forward to a course in Madrid where father and son will be learning about new technologies as security systems are becoming so high-tec that before long you will need to be a computer expert as the software becomes more advanced. Being a locksmith brings you into contact with people who find themselves in many different and sometimes compromising situations. He remembers his first call-out was a very strange and bizarre experience that would leave Carl feeling a little spooked but the call-out did lead to a long term friendship. One night a lady telephoned Carl and explained to him that she needed a lock repair after a robbery had taken place at her holiday home in Pinosol Park. So Carl, as usual reassured her over the phone and said he was on his way. After securing the property, the lady introduced herself as Mrs Christine Stones. Carl explained that she would need to report the crime to the Guardia Civil but Mrs Stones appeared to be a little worried because she was unsure of the procedure and did not speak the language. Carl told her not to worry about a thing as he would take her to the Guardia Civil first thing in the morning to report the robbery. At the Guardia Civil, Carl introduced Mrs Stones to the officer at the desk and explained her unfortunate situation. He also helped her complete all the reports. Mrs Stones was very appreciative for Carl’s help and could not stop saying “thank you”. At this point Carl asked her why she had kept saying ‘thank you’ and Mrs Stones said her time was divided between living in England and here and that she had become very reliant on a man who, for the past 15 years, had helped her in all matters relating to the property. He would also give her advice and any help she needed when it came to form filling. She said before calling Carl she had been trying to raise the alarm with this man who appears to have simply vanished from the face of the earth. Carl asked for the man’s name and when Mrs Stones told him he could not believe what he heard. For the man was Carl’s stepfather who had sadly passed away 6 months earlier. It appears that Carl’s stepfather was on hand to help Mrs Stones from beyond the grave

because Mrs Stones found Carl’s number. The next day, Carl’s phone rang and to his surprise it was the officer who attended them the day before at the Guardia Civil. He had become locked out of his home and needed Carl’s help. After attending the officers need Carl found himself on the Guardia Civil approved list of trusted businesses. Carl said it is strange how a set of circumstances can turn out, as he now provides the services of his late stepfather to Mrs Stones and the Police. Carl’s next story was a baffling one. He was asked by the Police to attend a failed robbery attempt at a bank in Cumbre del Sol. The front door of the bank had been damaged so much the police could not gain entry. When Carl studied the door it was strange because it had been kicked in from the inside. After sorting out the door they found the robbers had entered the bank through a shaft inside the bank and when the robbery failed, the robbers panicked and had tried to escape through the front door. They had kicked the door in as if they were locked in. Why they kicked in the door is beyond belief as you would have thought they would have immediately gone back the same way in which they came in. By the time the Police gained entry into the bank there was no sign of the robbers. Carl would like to thank all his customers for their support over the years. Beware: If you have a mortgage or loan, you may be affected by a floor interest clause and not even know it. Many of our readers who have a personal or mortgage loan with a bank, may have a floor clause, and not even know of its existence. The floor clause could cause serious economic damage. As we explained some while ago, the floor or minimum interest rate clause, is that by which, even if the reference interest rate of your mortgage or loan (usually Euribor) lowers, the interest rate to be paid by the borrower or debtor will not decrease beyond a certain % set by the bank, known as the "floor" or minimum. Therefore, everyone, whether consumers, self-employed, companies, etc. who have signed a loan should review it and check if there is any clause whereby the lender, usually a bank, will receive a minimum interest rate, even the variable interest rate agreed downs. Normally floors are fixed at percentages around 3% -5%.

Other information of interest includes: How and where? To find out if you are affected by a floor (ground) clause you should check your bank statements and your mortgage loan deed or agreement. If you do not know how to do so, please feel free to send us a copy, and we will check for you. Do you have a good chance of winning the claim? Yes, the vast majority of courts ruled in favor of consumers, some media say more than 90% . Normally the courts understand that although the floor interest clauses are legal, the banks have not adequately informed consumers and therefore the requirement set by the Spanish Supreme Court for its validity are not satisfied. Therefore, these clauses are normally declared null and void. Is it worth suing? If the courts declare null and void the ground or minimum interest clauses, this clause will be considered not to be in the agreement anymore, and you will enjoy and pay, normally, a much lower interest rate. You must take into account that the majority of mortgage loans are referenced to the EURIBOR, which it is now about 0.15%. If you do not claim, the bank will be very unlikely to remove it and you will be affected by this unfair clause, paying more interest than you should, throughout the life of your loan, which could be many years. Do I have a right to be paid back the interest overpaid? Although personally I understand that the declaration of invalidity (null and void) should have as a logical consequence the return of all interest overpaid, the Supreme Court of Spain understands that banks must repay the overpaid interest from after May 2013. For all the reasons above, we encourage all individuals, companies, and self-employed, who have loans, to review them to see if there exists a ground/minimum or floor interest clause. Have you bought a cheap property in Spain, and been asked to pay more taxes?
Question: A few months ago I bought an apartment and a villa in Spain, both resales, in the province of Alicante (Costa Blanca), for a very good price, both were real bargains. Now a few months after, I have received a letter from the tax authorities, Hacienda, saying they believe that the value of the purchased property is higher than the declared price, and are asking me to pay more tax. Is this legal? Is there anything I can do? Answer: It is common in this time of crisis to find a real estate "bargain", but it’s also very common that after purchase and signing the relevant deeds, the buyer receives a notice from the Taxman of the region where the property is located,
indicating that the declared value is less than the real value, and therefore they request an additional amount of transfer tax, on top of that already paid, since the declared value is lower than the real value, and theoretically the tax to be paid must be on the highest value.
As explained in a previous article, in connection with the revised values in Valencian Region by the Oficinas Liquidadoras, there is a very important court decision granted on the 1st of October 2013, judgment number 1336/2013 from the Superior Court of Justice of Valencia, where it was stated that the methods used so far by the administration to check and review the declared values were not adequate, since they were based on cadastral details of the property, and the properties were not visited, so no individual assessments were carried out, etc. Despite this judgment, the tax authorities continue issuing such Tax Liquidations and Penalties for Transfer Tax (TPO) on second-hand property purchases, as a result of these checks and revision of the "real values", but after the indicated court decision, the administration has changed its strategy, and now: Continued on page 28

Although their valuations are consequences of administration surveyor visits, they do not respect what was stated in the mentioned judgment, because these valuations are not based on the state and condition of the property, rather they fix the value according to the coefficients and values set out in the annual order. Also we understand that this order, on which the valuation is based, has several formal defects that could even result in its invalidity. It is important to know, it is possible to appeal against these tax liquidations without the need to pay the fine or guarantee the money asked for by the taxman. The way to achieve this is by stating on the appeal claim that we reserve the right to ask for a contradictory expert valuation. By doing so, we can appeal without paying in advance, only paying at the end of the appeal if we lose it. The former premises of Clínica Cume on Avenida Palmela, where drivers took the medical to renew their Spanish permit to drive, have been absorbed into their main premises in the one-way street to the left of Día Supermarket. Tests and certificates are issued each Thursday between 4.30 and 8.30pm and each Monday between 5 and 8pm. An appointment can be booked by visiting the reception area of Clínica Cume at any time when they are open. I have been told that after 6.30pm they will accept for testing people who have not made a previous appointment, but that will be subject to the number of unexpected clients who arrive. Take your expiring licence, and Cume will take a photo of you electronically, attach it to your test report, and send it to Trafico. Cume will issue you with a receipt indicating details of your previous licence and that they have applied for a renewed replacement for you, that can be shown to any police officer who asks for your documents. The cost of 65€uros includes the test, photo and submitting the application. If your current permit to drive expires after your 70th birthday, the cost of the test, photo etc. at Cume is reduced to 40 €uros. Cume can also accept and process the payment to Trafico for the new driving permit. You should receive the renewed licence delivered to your home (or post box) by the Correos Cartero, within a month.
