Jávea Townhall apologises to people who’d paid all (or part) of their IBI TAX for “Taking it again”

One can’t help thinking it wouldn’t have happened if Oscar Anton, the former Councillor for Finance had still had his hand on the helm. The Townhall admitted that a ‘gremlin’ in the software had resulted in people who paid being charged again. Those who opted to pay by 4 or 10 installments discovered themselves ‘overdrawn’ when the full amount was demanded on 30th August, when a claim for full payment instead of partial payment was generated. The Department of Finance said the situation was detected quickly and the order - once discovered - was cancelled. but that didn’t help account holders in dispute with the bank. They have already made the necessary arrangements with banks to solve the error without causing damage to those affected. NEW TEAM TO GOVERN AND OVERSEE THE PERFORMANCE OF AMJASA

Jávea’s municipal water company, Amjasa, this week updated its board to reflect the May municipal elections. Each political group was asked to nominate representatives, not all of whom are Councillors, but need to be Amjasa clients. The PSPV have six members, the Mayor, and party and representatives Paco Torres Maria Teresa Bou, Lynn Cobb, Lourdes and Francisco Javier Bonet Ros. Rosa Maria Perez Ortuño will represent the PP and Francesc Catala will represent Compromís. The electoral coalition Democratic-Citizens Xàbia, in the absence of being constituted a municipal group,

will not be represented. The ninth member - and nominated by the Mayor, is Doris Courcelles, Councillor for the Environment. Membership is not necessarily on merit, but must comply with the Law of Parity with 5 of the 9 directors being female. In late 2011, Amjasa terminated its former manager and has operated under the guidance of Josep Lluis Henarejos. The Mayor, José Chulvi, thanked the previous team for all the effort and involvement in the previous years and who have managed to turn Amjasa into a solvent asset, able to lead the fight against any future drought.

The annual 9th October awards were announced at a recent August meeting of the Council. The awards are in two categories, firstly a notable person (educationalist Inmaculada Yáñez) and the other a group, each of which must have made an outstanding contribution in their field. The group award in 2015 is to Ciné Jayan in the Port. Both will be awarded during a special celebration evening at the Townhall on 9th October. Yáñez and Cine Cyan in the Port will be awarded on 9th October by the ‘Vila of Jávea’. It will be an extraordinary meeting and will not replace normal monthly meetings held on the last Thursday of most months. I still cannot get used to the new seating plan at the monthly meeting of Councillors. The Mayor, Treasurer (Interventor) and Secretary are at the ‘top table’ and it used to be ‘those for’ on the right and ’those against’ on the Mayor’s left, but since three Councillors from XD/CpL Coalition jumped ship when they found they’d lost, they now vote with José Chulvi, and sit on his right, oblivious to the fact that they fought against him in the May municipal elections. The full City Council of Jávea approved unanimously to grant the teacher Inmaculada Yáñez García and Cine Jayan the 9th October Vila of Jávea Awards. The teacher, who served in the Port from 1984 to 2003, was chosen as a recipient of the award for solidarity "for generosity, altruism, dedication to others and constant help to the neediest people who come knowing ;

It was not a difficult decision because few others have demonstrated "solidarity activism", exercised with humility and discretion and volunteer activity with The Red Cross, Sanitarium Fontilles, Caritas and Our Lady of Loreto and support centres missions in countries such as Guatemala, Rwanda and Burundi. Meanwhile, the contribution the familyowned Cine Jayan has made to citizens during 53 years of showing films in original and sub-titled versions. Cine Jayan has resisted the popularity of multiplexes and viewing at home on a computer due mostly to its unique ability to dhow films that people want to see. The awards will be presented on 9th October at an official ceremony organized by the municipality to commemorate the historic day of the Valencians. Continuing on culture, and the unanimous verdict, the Municipal Council approved the composition of the Culture Council, the advisory body which advises the Townhall about design, development, evaluation and monitoring of activities and cultural programmes and artistic creation in Jávea. It will consist of Paco Reus, Pepa Guardiola, Kiko Berenguer, Isabel Bilbao and Rafael Andarias. Also members are representatives of the political groups Federico Ibanez (PSOE), Vicente Espasa (PP) and Isabel Arbona (Compromís). In economic news, the Corporation approved a loan modification under the remaining cash for a total

FREE LANQUAGE COURSES

Jávea Townhall councillors have been assigned responsibility for different areas of the town, allowing them to have a better understanding of the strengths and problems of the residents living there. To facilitate contact with the public, the five councillors will have an email address to which residents can forward any concerns, complaints or suggestions relating to their area. In addition, the councillors will create a schedule of appointments to which all those interested can attend. Jávea’s Department of economic development has announced a new season of free language courses taught through Creama thanks to the collaboration of foreigners living in Jávea. Following the success achieved in previous English and German courses, and in response to demand, this year they want to offer classes in French. Creama needs more volunteers to act as teachers. There is already a team to deliver the basic level, but they need more teachers to expand the course to higher levels. All courses will begin in October and the morning classes will extend until March covering over 100 hours. AMJASA appoints new board of Directors

Consequent to the elections last May, the Municipal water company AMJASA has been obliged to modify the composition of its management board. comprising of nine members representing the various political parties, (7 from PSPV, 1 PP and 1 from Compromis - XD and CP do not have representation since legally they are not constituted as a municipal group) and includes three councillors. For the first time there will be a majority of women under the Law of Parity, which gives increased prominence to women. The board consists of: José Chulvi, Paco Torres, Doris Courcelles, Javier Bonet, Lourdes Ros, Lynn Cobb, Tere Bou, Rosa Ortuño y Paco Catala. The highly successful chief executive from the past four years (José Luis Henarejos) will not be remaining in the post. The new Councillor fot Water, Paco Torres will assume his functions until a Manager is appointed. The selection process for this post started two years ago, but was delayed by various legal complications. However now it has a green light to go ahead.

Sierra de Gata blaze sparks petition against law reform permitting land reclassification

A petition to scrap a law reform which allows forest fire-damaged land to be reclassified for development has gained 155,000 signatures. It was set up on the campaign site Change.org after an inferno devastated the Sierra de Gata mountain range in Acebo, north of Cáceres in the land-locked western region of Extremadura, having burned for more than four days after starting on August 5th, the blaze led to 3,000 residents being evacuated. Last month, Spain's government amended legislation which had been in place for nine years which established a ban on reclassifying fire-damaged land enabling it to be built on after 30. It can now be legally developed immediately, as long as the promoter of any building work can justify the plans being 'in the public interest', which in practice, is not difficult whatever type of construction is in the pipeline.

Wanted - company to deal rapidly with 18,000 tons of garden waste

Some weeks ago, Jávea Townhall published the tender for management of the Ramblars green waste dump, a transfer plant for the preliminary processing of garden waste which is then transferred to a specialised waste treatment plant. The contest has been running since mid-July and the companies concerned have a period of 40 calendar days after the announcement was published in the Official Journal of the European Union. The contract amount is 336,000€uros (including VAT) for one year. Although the main criteria for the tender is usuallyprice, anything too low will be regarded as being over ambitious. The garden rubbish must not be allowed to accumulate for more than one month, a shredder must be installed, and a bulldoser must be equipped with a fire extinguisher. "the contractor is obliged to take all measures necessary to prevent the risk of fire in the dump "

High death toll from Bull running this year

At least 12 people have been fatally gored during bull runs across Spain this Summer, in what is shaping up to be an especially deadly fiesta season across the country…“This number isn’t normal,” said Antonio Lorca, the bullfighting critic for El País. Spain’s economic crisis has forced a sharp drop in the number of bullfights in the country, with about 300 fewer bullfights scheduled for this year as compared with the years before the crisis. The number of ranchers who are raising fighting bulls has stayed the same. “The only way out for these ranchers would be in these local festivals in these,” Lorca said. “It suggests that many of the bulls that would have been destined for bullfights are instead running along the streets of this country.”

Valencia asks to be reimbursed €70 million for treating national tourists

In 2014, Valencia spent 97 million €uros treating of Spanish nationals from other autonomous communities, mostly tourists. The estimated cost of care of Valencians in other communities over the same period was about 25 million euros, so the resulting balance is a net expense of over 70 million. Three years ago a law setting up the "Fondo de Garantía Asistencial" ( Guaranteed assistance fund) was passed, enabling the cross billing of care between regions, but it is not yet fully implemented. Last Year, Valencia received 1 million €uros, being part of the cost of drugs for 2013. The regional Health Minister has requested the immediate implemention of FOGA, and the inclusion of drugs necessarily dispensed to patients with chronic conditions.

Loreto Firework display to be launched from floating platforms

Last year the regional government refused permission for launch of fireworks from the usual position due to its location just a few metres within the 500m exclusion zone designed to protect green zones, in this case the Parque Natural del Montgó. This year fireworks will be launched from three floating platforms totalling 126 square metres located close to the line of buoys off the beach of La Grava. The Ayuntamiento opted to rent the platforms at a cost of some 13,000 €uros to evaluate their stability, strength and effectiveness. Continued on page 12

The Burden of Being British

Sometimes, when I have nothing stronger in the medicine cabinet, I like to take umbrage; it is after all an Englishman’s sacred right and a native bearer’s solemn duty to make my blood boil, my resolve stiffen and my outrage surge to hitherto unknown zeniths of fury before resigning myself to the fact that all foreigners, and most Englishmen of a certain social class, are in fact, beneath contempt. It is a well known fact that most gentlemen of an overseas persuasion will, when having mastered the complexities of the modern, hand-held telephone, respond to the searching question: “where are you, dammit?” with the firm but unuseful reply: “beneath contempt, Sir.” This ‘Contempt’ chappie obviously has a lot to answer for! The word ‘umbrage’ comes from the Latin word “umbra”, meaning ‘shade’ or ‘shadow’; as does indeed the word ‘umbrella’, and as indeed does the word ‘penumbra’. The idea of ‘taking umbrage’ is that one has been slighted by some malicious fellow, a fiendish fellon of a fellow who has cast a shadow upon one, but not in the sense of wafting a soothing banyan tree leaf over one while one sips one’s G&T and sways gently to and fro in one’s hammock upon one’s balcony overlooking one’s

Speaking of offspring (which are quite literally those smaller humans who ‘spring’ off one when the female recipient of one’s favour has concluded her part of the bargain), a rather useful word in case you were in search of one is ‘quadroon’, which is the offspring of a person of Caucasian origin in conjunction with a mulatto, although I don’t suppose we’re allowed to call them that anymore. You have my permission to divulge that information at the next cocktail party you attend; especially if the hors d’oeuvres are not up to scratch. My old Religious Instruction teacher would often exclaim, in moments of heated academic passion: “Scratch a scab boy! Do you have mouse droppings for brains?” He also used to chew garlic cloves between meals, but that is a separate issue. ‘Being up to scratch’; which most of us decidedly aren’t most of the time, is quite naturally a sporting metaphor, referring to one’s toes being up to the starting line that had previously been scratched in the clay in the days when young boys were still allowed to do cross country running in all weathers in preparation for a healthy life in the trenches. Today someone will mutter that all that, and Christmas too, is “intolerable!” Nowadays people go on quite a bit about ‘tolerance’, as if tolerance were a virtue! Those of us who have been burdened with a considerable number of servants know that tolerance will always be construed as weakness by one’s enemies and underlings, and before you know where you are the tea is being served lukewarm and so is the G&T. As Jenkins, the chap who owned the estate next to mine used to say: “what’s the point of raising a regiment to fight for democracy if the blighters are allowed to talk back to you?” I rest my case, as the traveller said to the hackney carriage driver.

August has, as expected been very hot with high humidity, resulting in examination of satellite installations, installing or repairing them, has been far from enjoyable for the Technician, for whom it is hard work at the best of time. Climbing ladders, walking across very hot roofs, trying not to break tiles and all the rest of it, does mean you have to be careful, after all one slip can result in quite serious injury. Surprisingly over the August period I have been rather busy as have my colleague's Peter and Geoff. It seems many people have decided to move from one property to another, as well as people making their first purchase be it Villa or Apartment, Normally work drops off during the heat of summer but not this year though!

I was asked to have a look at an installation after a client had decided to have a go at completing it himself! After many hours, he threw in the ‘towel’ so it was down to me to correct the installation! I had never come across this type of satellite dish before, it was

of very poor construction and all sections had far too much play. Even the LNB on the centre stem could be rocked from left to right or up and down, I suggested to the client it must have been manufactured by Wobbly & Co.! I suggested the client return the complete assembly back to the supplier for a complete refund, but as you would expect this did not go down well!

I explained the position he had selected was partly shielded by trees and that a 2 metre pole and two wall mounting brackets would solve all his problems. At the same time we decided not to use Raw Bolts but instead we used ‘Threaded Rod’ along with a two part special solution that guarantees a permanent ‘fix’ even into walls which are ageing and flaky! We used a very high quality 1.4 metre satellite dish and the results were very rewarding and the client was delighted.

The next call I received, was again from another client who had moved villa. On this occasion examination of the satellite dish installation revealed it was manufactured in Germany - a superb piece of engineering, a credit to the manufacturers. Testing it proved it had been used to receive Continental programmes and as it was only a 60 cm type was far too small for the reception of U.K. programmes here on the Costa Blanca. It was suggested it be replaced by a high quality 1.4 metre satellite dish using the existing coaxial down-leads. This would provide excellent coverage of all the U.K. transmissions, including national programmes BBC1 etc., ITV1 etc. Channel 4, Five and of course all the Sky offerings.

When considering having a new satellite installation great care must be taken to decide on the most suitable position, as this involves taking some measurements into account the direction of the required signal (approx. 140 degrees SSE) and to check out the Azimuth (direction ) and having established a fix on this, usually a distant object can be used as a reference point, then moving on to the elevation (up and down angle).

Very often a scale is marked on the actual main adjustment section, but I have found in practice they are not very reliable and prefer to use an inclinometer, which are very accurate and guarantee results.

In this area from the horizontal the inclinometer needs a setting of some 36 degrees and as long as these readings are in the clear i.e. no objects as it must be a clear 'Line of Site ' no Buildings, no trees (they do grow!)

An elderly Florida lady did her shopping and, upon returning to her car, found four males in the act of leaving with her vehicle. The four men didn't wait for a second threat. They got out and ran like mad. The lady, somewhat shaken, then proceeded to load her shopping bags into the back of the car and got into the driver's seat. She was so shaken that she could not get her key into the ignition. She tried and tried, and then she realised why. It was for the same reason she had wondered why there was a football, a Frisbee, and two 12-packs of beer in the front seat. No charges were filed. Moral of the story? If you're going to have a senior moment...make it memorable!

Jávea honours visiting sportsmen

Jávea Townhall opened its doors again to the local sport participants, who continue to reap great successes in the hands of the young. Two receptions for athletes have been held in recent weeks One of them, honoured Julia Miñana, who at 15 is a sailor and future European Champion. Julia signed the book of honour of the town and was received by the mayor, José Chulvi, the sports Councillor, Vicent Colomer and many other Councillors. Together with her family and a large group of friends and colleagues from Jávea Yacht Club, she received

congratulations from municipal officials, who predicted a great future, and took as a souvenir a sculpture with the municipal recognition. Meanwhile, the sailor recalled her beginnings in sailing, just four years ago thanked the support of his family and tutors. The sports afternoon continued with a new protagonist: Siro, Piña an athlete of 16 who won the championship of Spain junior track at 800 meters and participated in the world championships in Cali (Colombia). Siro also left his signature in the book of honour of the town and received the congratulations of the entire municipal corporation then went to plenary hall where he accompanied his family and co Llebeig Athletics Club. Public representatives, also praised the talent and character of the athlete wrestler and his role as ambassador of Jávea throughout the world. The athletes said they wanted to thank all the support throughout the season of their Jávea neighbours through social networks, in a year when many have been able to fulfill a dream of participation in a World Cup.

IMF warns Spanish economic growth may slow over next five years

The International Monetary Fund warns that Spain's accelerating economic growth is likely to slow in the next few years after picking up to 3.1% by the end of 2015. IMF directors said Spain needs to improve conditions to allow small and medium-sized enterprises to grow, and recommended keeping wages in line with productivity and business conditions at the firm level, strengthening the skills of the long-term unemployed.

Marina Alta has to return €2.1 million

The municipalities of the Marina Alta will have to return more than 2.1 million €uros to this Government. The problem is that Treasury miscalculated and gave more money than taken in taxes in 2013. The report, conducted by the newspaper "Information" affects Townhall’s throughout the Valencian Community. Xàbia is hit with a bill of 19,5,683€while Denia is hit the hardest having to return 619,828€. The money will be repaid gradually over a period of 10 years. The only municipality to benefit from the error is Castell de Castells, which will receive an extra €1371 from Madrid.

Jávea clinches long term deal for water with Pedreguer

It has been agreed that for a minimum of five years, AMJASA will buy a monthly minimum of 10,000 €uros worth of water from the Pedreguer Community of Irrigators . This amounts to some 300,000 cubic metres a year, up to a maximum of 600,000 cubic metres a year, an agreement which may be extended in cases of urgent necessity if the supply is available. The commitment would only be suspended in the event that it is detected by AMJASA that the water being supplied is unfit for human consumption. Amasa has agreed for analysis of the water to ensure there is no danger to members of the public. This agreement has been made without having to raise water rates (easily explained because it charges much more for water it sells than for water it buys). Even outside the demanding summer months, the cost per cubic metre of water from Pedreguer is less than the cost of producing the same in the desalination plant.

Spanish government modifies tax on small-scale solar power producers

Spain’s Industry Ministry says it will lower the charges it intended to impose on individuals who instal solar panels to generate electricity for their own use. Those with installations producing up to 10 kilowatts will be exempt from the tax on electricity generated outside the national grid, although they will still be liable to pay a toll to cover maintenance of the system and other costs faced by Spain’s electricity companies.

SOCIALIST MAYOR OF DENIA WANTS VALENCIA TO CLOSELY MONITOR DENIA NEW HOSPITAL

Socialist employees at the new La Jara Hospital complain at 3-monthly imtervals about their poor working conditions, and the new Mayor of Dania Vicent Grimalt decided he could make politcal mileage out of supporting their demands. The Hospital is operated by Marina Salud, and workers want to return to the nationalised form of nursing and treatment they provided at the Pedrera

He was satisfied with initial talks, he said afterwards, repeating his intention of defending equal healthcare for all residents “with no first and second category Valencian citizens.”

The previous government outsourced the area’s state-funded primary care centres and Denia hospital to Marina Salud six years ago. The Generalitat’s Consell or Cabinet intends eventually to recover this and other healthcare concessions in the Valencia region, Carmen Monton told Denia Mayor Vicent Grimalt during a recent meeting.

During the meeting Grimalt outlined those aspects of Marina Alta healthcare needing improvement, that include Denia’s often-promised second health centre, waiting lists and perennial complaints about transferring chronic patients to the La Pedrera long-stay hospital. Marina Salud has been accused of shunning Denia’s specialist centre because it is state-run and charges the concessionary company for referrals.

Monton and Grimalt also discussed the need for a Children’s Health unit, problems with emergencies and the low ratio of specialists like cardiologists and brain surgeons to patients. Until the Marina Salud concession expires, the regional government will press the company to comply with its contract conditions, Grimalt was told.

There was also a possibility that the contract could be rescinded on the grounds that the company had not fulfilled all its obligations, the mayor revealed.

What a hot humid summer we have had here in Jávea! And how busy the roads have been, and parking a nightmare. But here we are at the end of August when many of the holiday makers return to their own homes in time to get their children organised for the new school year.

As many of you know, my husband Clive was very ill last year and he has found it a very difficult summer to live through. We have lived here in Spain for thirty years and can't remember a summer as hot and humid as this one has been. The last three weddings Clive has conducted as a Priest has been held in beautiful venues but all three of them

I think I have mentioned it before that when I go into a shop I hate it when an assistant suddenly appears close by to tidy shelves, or generally hang around, obviously to keep an eye on me in case I am going to steal something. This happened to me recently and I immediately left the shop because it makes me feel uncomfortable. Some of the Chinese shops are notorious for this but there is a shop near Mercadona in the town (close to where I live) where I feel completely at ease. The owner (or his staff), have never followed me around or mysteriously appeared to tidy shelves but he is so helpful if I need help to find something I can't find. The shop goes back a long way and he is happy to sit at his desk at the front of the shop, working on his computer and let his customers roam around for as long as they want.

Talking of shops, as many of our readers know, in the Oasis Centre in the Port close to the Dolphin roundabout, we have a very good selection of greetings cards, all at 1 €uro each and recently our selection and quantity of cards has greatly increased. We now have a good selection of cards with Scripture verses inside which will please the people that have been asking for them since we opened. Many come to the shop with a list of all the birthdays and anniversaries they have for the next two months and often buy as many as 10 - 15 cards at a time. It's well worth a visit. One of our customers that used to live in Jávea but moved about seven hours drive away, comes into the Oasis when he is visiting Jávea to stock up on his selection of English greeting cards because he can't buy them where he lives. Last week he was disappointed to find that we hadn't got our stock of Christmas cards up on the shelves yet!! I promised to get them out for his perusal before he returns home in a week's time. The Oasis Centre was opened over two years ago when it was announced that there had been three suicides in the town. We opened the Centre to provide a listening ear to anyone who was going through a difficult time and to generally help anyone who needed it. If you are involved in an accident while driving in Spain you have to fill out a European Accident Statement. The European Accident Statement is called "Parte Amistoso" in Spain. You should always carry one in your vehicle. If you do not have one in your vehicle, ask your Insurance Company or Hire Company for one copy. This statement has 2 sheets, one for each driver. Remember that after having an accident, within 7 days you have to inform your insurance about the accident, sending them a copy of the statement. If you have minor damages in your vehicles, and no one was injured, you do not have to call the police, only need to fill out the statement and after signing it, give one copy to the other driver.

This number is usually 14 to 18 digits long. The IMEI is usually found printed inside the battery compartment of the handset, except on iPhones where it is located on a pull-out tray. It can also be displayed on the phone’s screen by entering *#06# on the phone’s keypad.

2. WHY IS IMEI NUMBER IMPORTANT? IMEI number is important for the same reason as your car’s serial number. Mobile providers can track usage of your mobile phone very fast if it is used in the same network, but police can not track your car so fast. Mobile operator can see if your phone is used by some other user in their network, but if it is used in other operators network then your network operator can not see it.

3. WHY IS IMEI NUMBER IMPORTANT AND USEFUL? If your phone is stolen or lost, you should report it to your operator and police by telling them your MANUFACTURER, MODEL, IMEI number, colour, some special recognisable details (if any), place and date where it was stolen and some other circumstances that could help them find or locate your mobile phone. Mobile providers can also use the IMEI number to identify valid subscribers and the type of equipment used in the network. Mobile operator can also disable mobile phone remotely if phone is reported as stolen or lost. Remember that you can find your IMEI by entering *#06# into the keypad of your phone. CAN I CARRY A PHOTOCOPY (actual size or reduced) OF MY PASSPORT or DRIVING PERMISSION

During the summer, almost every other day, we have had the same problem with foreign drivers that leave their ‘original’ driving license at home. If you have an overseas driving licence, European or not, and leave it at home; how can the police know you have a driving licence?. We realise that holidaymakers and expats, often keep their documents at home when they are out. They are afraid of being robbed or losing the documents, so they decide to leave them at home, and when they are stopped in a police checkpoint or suffer a traffic accident, they are unable to prove they have a licence or who they are, so we have to take them to a police station, in order to know their identity, and wait until someone brings the driving licence to us. When this does not happen, because the driver left the licence in his home country for example, the driver spends one night in the police station and the following day is taken to the court for a trial. We remind you that notarised photocopies are VALID in Spain, so please photocopy your driving licence and take it with you while driving please. If for any reason you have left your licence in your home country or you do not know where you have it, unless you have a Spanish licence, avoid driving, we can only check Spanish licences in our computers, and it is a

criminal offence to drive without it, please think twice and do not run the risk of being detained. In Spain you can get a notarised copy in a "Notaria" and leave the original documents at home, it only costs a few euros. Many people carry a minaturised and laminated photocopy of the driving permission or passport, and this is often accepted by a police officer as if they had seen the original.

Two men have been charged with committing at least nineteen counts of robbery or theft, as well as offences of forgery, belonging to a criminal gang and impersonating the police. The investigation began in March when the Guardia Civil became aware of two men committing robberies in this way and sought to catch the perpetrators. According to the investigators, in order to commit the offences the men would wear fake uniforms and other items of clothing and target foreign drivers who they believed would not know the actual appearance and routines of the Spanish security services. The men also had fake identity cards and badges which gave the impression they were police officers, all of which were in fact fakes. The pair would sometimes pretend to carry out “routine inspections” of vehicles in order to commit their crimes, and would routinely target foreigners in rest areas and service stations along the motorway network, as well as in the main roads and streets. They would often pull alongside vehicles and identify themselves as police, and demand to check for drugs, as well as checking bags and bumbags, and stealing money during these checks. During the arrest the officers found various items which they believed were used to commit the offences, including police identity cards, false number plates, clothing which bears similarities to those worn by the police, documents, cash and other items. The two arrestees have been handed over to the courts in Villena.

It’s a phrase easly misunderstood, and some might think it cast’s doubt on the honesty and integrity of another. But the easiest way of understaning it is: a person who advocates an opposing or unpopular cause for the sake of argument or to expose it to a thorough examination. Reminds me of my Uncle Tom, from Haworth, who said poachers usualy made the best gamekeepers. He had been both. Unable to understand finance figures and ‘mishaps’ at the Townhall, I asked Oscar Anton - Finance Councillor in the previous Administration - for his thoughts on current matters. “At the beginning of last August, we proceeded to issue receipts for property tax (IBI), by sending the receipt or direct debit charge. Now it all has to be done online and many people who come to the Centre are elderly and don't have computers. Clive is able to download the appropriate form on his computer and fill the details online with the applicant and emails the form back. Often people just come in for a chat, some live alone and others are very lonely.

Clive and I live on the outskirts of Jávea town and our apartment overlooks a car park that was created when the council closed the main road from the Port to the Town (Jaime 1) but it was never finished and now it is a dust bath in the dry weather and a bog in the wet weather. Many of the local people bring their dogs to the car park to do their business, but very few clear up after them!! So it is not a pleasant area to walk when I need to collect my car from the car park. Whenever possible I park on the ground surrounding the apartment block but it's not always possible.

Our three balconies look out over the car park and when I sit outside to drink my tea or read a book, I love to watch the antics that the dogs get up to when they meet each other, some on leads and others runningfree. One evening I noticed that a big lorry had been parked on the car park but the driver had locked up and gone away without turning the lights off. I kept hoping he would return to his lorry and turn them off but as I was sitting out later in the evening I saw the lights still on. I knew by the morning the battery would be dead so decided to keep an eye open next morning and when the driver returned to his lorry, I would offer my jump leads and car to get him started.

Next morning about 9.30 I looked out and saw that the lorry had been moved a short distance, out from its parked position and was now stuck right in the middle of the road. I went to speak to the driver and explained that I had noticed his lights had been left on overnight and offered my jump leads which he turned down and said that he and his two mates would give the lorry a push to get it started. I watched as two of the men tried to push the lorry while the third man sat in the driver's seat steering, but the lorry wouldn't budge. The driver got out and came up with a brilliant suggestion as he noticed that I was standing watching them. He said to me "You get into the driver's seat and steer the lorry and my mates and I will push." "I don't think so," I thought to myself.

The only way to jump-start the lorry would be to push it onto the road which was designated a one-way street for traffic coming up in the opposite direction. "I have a better idea" I said to him. "You get back in and steer the lorry and I will push with your two mates to get the lorry going." Well they didn't actually laugh as they looked at this (young!) woman in her 70s who claimed she had enough strength to push the lorry and get it going when the two young men were pushing with all their might and the lorry wasn't moving. But they humoured me and the driver got back into the driving seat.

Well many of you know that I am a 'Born Again Christian' and I believe that all day long I have guardian angels that help me through the day and keep me safe from harm. So as I got into position with the two young men to push the lorry I said under my breath, "Come on angels, let's show these men how strong we are." The two men bent over puffing and panting, pushing with all their might and not moving the lorry an inch, when I bent over put my hands on the lorry and pushed. The look on their faces as the lorry moved off the car park with ease, and into the road was a picture. The road was a slight hill and as soon as the lorry picked up speed on the road, the driver jump-started it and they all gave a huge cheer as the engine started. They were full of gratitude and thanked me profusely and I wish I knew enough Spanish to explain to them that my guardian angels had pushed the lorry with me!!

Talking of guardian angels I read a lovely inspiring story recently that really encouraged me. Diane, a young Christian university student, was home for the summer. She had gone to visit some friends one evening and the time passed quickly as each shared their various experiences of the past year. She ended up staying longer than she had planned and had to walk home alone. But she wasn't afraid because it was a small town and she lived only a few blocks away. As she walked along under the tall elm trees, Diane asked "God" to keep her safe from harm and danger. When she reached the alley, which was a short cut to her house, she decided to take it because the alternative was a much longer walk in the dark. However, halfway down the alley she noticed a man standing at the end as though he was waiting for her. She became uneasy and began to pray, asking again for God's protection. Instantly a comforting feeling of quietness and security wrapped around her, she felt as though someone was walking with her. When she reached the end of the alley, she

walked right past the man and looked him straight in the face and within a very short time was safely home.

The following day, she read in the paper that a young girl had been raped in the same alley, just twenty minutes after she had been there. Feeling overwhelmed by this tragedy and the fact that it could have been her, she began to cry as she thanked God for her safety. To help this young woman, she decided to go to the police station. She felt she could recognise the man, so she told them her story. The police asked her if she would be willing to look at a lineup to see if she could identify the man. She agreed and as she walked down the line of men, she immediately pointed out the man she had seen in the alley the night before.

When the man was told he had been identified, he immediately broke down and confessed. The policeman thanked Diane for her bravery and asked if there was anything they could do for her. She said she would like him to ask the man one question, Diane was curious as to why he had not attacked her when she went down the same alley twenty minutes earlier. When the policeman asked him, he answered, "Because she wasn't alone. She had two tall men walking on either side of her." What a fantastic true story.

On October 1st, Clive and I celebrate our 55th wedding anniversary. We are flying to the UK for six days, staying at the Meadowhall Travelodge in Sheffield and on the 1st, we will be going to a Cliff Richard concert at the Sheffield City Hall. It is Cliff's 75th Birthday on the 14th October and to celebrate he is performing at several venues throughout the UK. High death toll from Bull running this year

At least 9 people have been fatally gored during bull runs across Spain this summer, in what is shaping up to be an especially deadly fiesta season across the country. “This number isn’t normal,” said Antonio Lorca, the bullfighting critic for El País. Spain’s economic crisis has forced a sharp drop in the number of bullfights in the country, with about 300 fewer bullfights scheduled for this year as compared with the years before the crisis. Yet the number of ranchers who are raising fighting bulls has stayed the same. “The only way out for these ranchers would be in the festivals in these municipalities,” Lorca said. “It suggests that many of the bulls that would have been destined for bullfights are instead running along our village streets.”

Valencia asks to be reimbursed €70 million for treating national tourists

In 2014, Valencia spent 97 million €uros on treatment of Spanish nationals from other autonomous communities, mostly tourists. The estimated cost of care of Valencians in other communities over the same period was about 25 million euros, so the resulting balance is a net expense of over 70 million. Three years ago a law setting up the "Fondo de Garantía Asistencial" ( Guaranteed assistance fund) was passed, enabling the cross billing of care between regions, but it is not yet fully implemented. Last Year, Valencia received 1 million Euros, being part of the cost of drugs for 2013. The regional Health Minister has requested the immediate implemention of FOGA, and the inclusion of drugs necessarily dispensed to patients with chronic conditions.

IMF warns Spanish economic growth may slow by 2020

The International Monetary Fund warned that Spain's accelerating economic growth is likely to slow in the next few years after picking up to 3.1% by the end of 2015. IMF directors say Spain needs to improve conditions to allow small- and medium-sized enterprises to grow, and recommended keeping wages in line with productivity and business conditions at the firm level and strengthening the skills of the long-term unemployed.

Marina Alta has to return €2.1 million

Bad news from the Ministry of Finance . The municipalities of Marina Alta will have to return more than 2.1 million euros to this administration. The problem is that Treasury miscalculated and gave more money than taken in taxes in 2013. The report, conducted by the newspaper "Information" affects the consistory all the Valencian Community. Jávea is hit with a bill of 195683€, while Denia is hit the hardest having to return 619828€. The money will be returned gradually over a period of 10 years. The only municipality to benefit from the error is Castell de Castells, which will receive an extra 1371€ from Madrid.

Jávea clinches long term deal for water with Pedreguer

Meanwhile Benitachell and Teulada combine in their hunt for water It has been agreed that for a minimum of five years, AMJASA will buy a monthly minimum of 10,000 €uros worth of water from the Pedreguer Community of Irrigators . This amounts to some 300,000 cubic metres a year, up to a maximum of 600,000 cubic metres a year, an agreement which may be extended in cases of urgent necessity if the supply is available. The commitment would only be suspended in the event that it is detected that the water being supplied is unfit for human consumption so AMJASA will monitot water quality, taking regular samples for analysis. The agreement has been made without having to raise water rates. Even outside the demanding summer months, the cost per cubic metre of water from Pedreguer is less than the cost of producing the same in the desalination plant. Meantime, Benitachell and Teulada have increased the amount of water

pumped from the Lluca and Canor wells (La Marina Plaza) and agreed to coordinate their search for water and will survey and drill in the area of La Pederea - El Polvorí, where there may be water reserves, as well as the mysterious subterranean river of Moraig.

Spanish government modifies tax on small-scale solar power producers

Spain’s Industry Ministry says it will lower the charges it planned to impose on individuals who install solar panels to generate electricity for their own use. Those with installations producing up to 10 kilowatts will be exempt from a tax on electricity generated outside the national grid, although they will still be liable to pay a toll to cover maintenance of the system and other costs faced by Spain’s electricity companies.

The three municipalities, all recently affected by extensive forest fires have sent requests to central Government for measures to mitigate against future forest fires and obtain compensation for people recently affected. 1. Compensation: They ask for: 'aid necessary to alleviate personal and property damage caused by September fires in Denia and Javea and the May fire in Pego, Vall d'Ebo, Gallinera, Vall de Laguar and l 'Atzúvia" - extending a 2010 State law. Are foreigners in Spain entitled to donate property they own to their children?

between Javea and Denia, valued about 195,000€. I want to transfer the property to my 2 sons who live in the UK. I have been told that the best way is to give it to them. Is that correct? What would be the tax to be paid? A. Dear reader, thank you for your legal advice request. I wish more people would seek legal advice before contemplating such major changes. As per the recent changes, it is true that gift and donation are often the most tax efficient way to transfer a property in Spain to our family. It wasn’t always that way, but benefits of inheritance and gift tax, previously reserved for tax residents in Spain, now apply to citizens tax resident in the European Union or the European Economic Area also. But it is not always the case, as certain information must be obtained and studied prior to making a gift, to understand the real consequences of such a decision. 1. Gift / donation Tax: As your children are living in a country of the European Union, they will benefit from the tax reductions foreseen in the Gift Tax Law of the Valencian Region, where the property is. living in Denia, Alicante. Most of our assets and real estate are in Spain, although we have some investments in the UK. We want to get divorced, is it nrcessary to return to the UK to apply for the divorce there, or can we get divorced here.? Thank you for your help.

Thank you for your enquiry. In principle, and as prescribed in Article 3 of the Council Regulation (EC) No 2201/2003 of 27 November 2003 concerning jurisdiction and the recognition and enforcement of judgments in matrimonial matters and matters of parental responsibility, if both spouses have their habitual residence in Spain, it will be the Spanish courts that will have jurisdiction to decide on the divorce. Although this rule has some exceptions, (if you return to your country, or if you have kept domicile in your country for example), normally, it is advisable to file for divorce before the Spanish courts. In addition, under Article 8 of the COUNCIL REGULATION (EU) No 1259/2010 of 20 December 2010 implementing enhanced cooperation in the area of the law applicable to divorce and legal separation, it is established, that if the spouses had not choosen any law as the applicable one for the divorce, the divorce should be subject to the law of the State: (a) where the spouses are habitually resident at the time the court is held; or, failing that (b) where the spouses were last habitually resident, provided that the period of residence did not end more than 1 year before the court was held, in so far as one of the spouses still resides in that State at the time the court is held; etc. Therefore, we understand that if you want to apply for a divorce by mutual agreement or consent, it would be easier and advisable, to apply for it in front of the Spanish courts, for various reasons: 1. Proximity, you will not have to deal with the courts of your country of origin where you no longer reside. 2. Registery. Having goods and assets in Spain, the Spanish Court’s decision will be directly registrable in the relevant registers, as the Land Registry, etc. This is important, as sometimes there are serious problems in recognising foreign divorce judgments in Spain, as their wording, structure, and content are sometimes very different from the Spanish judicial decisions, which can affect the type of tax to be paid, and the possibility being directly registered, etc. Continued on page 27

This column is about the people in our community and their everyday lives which (often hid neneath a bowl) that tells of their connections to Jávea. Last month we turned the Spotlight to feature two popular fiestas in Jávea where Sandra Vilar Gómez talked to us about the importance of the Fogueres Sant Joan fiesta and Bartolome Sapena Marténez told us what it was like to take part in the Moors and Christians fiesta. This month, the spotlight column is a year old and so we thought it would be good to celebrate with an article about a special musical family who are known to many in Jávea as the Grupo Fardiquera de Jávea. The family are passionate about their roots in Gypsy Flamenco and are reputed to be the best in their business performing original song and dance routines that are based on the traditional styles of flamenco. If you are like me and for many years have believed that flamenco meant “The Dance Of The Flamingo” or thought that flamenco was a customary dance throughout Spain, then like me, you are mistaken.

(Migratory bird), flame coloured, or a person from the Flemish (Flanders) region in Northern Belgium and the word has a reference to being arrogant and flamboyant, which may well have been the terms used to describe the Romani-Spanish Gypsy, Gitanos, pronounced Xi tanos. For certain, the flamenco genre emerged from the region of Southern Spain, notably Andalucía and Seville, where the music is associated with the Gitanos people who are the RomaniGypsy people of Spain. The name flamenco was first recorded in the 18th Century to describe this seductive and passionate art form of song and dance. Flamenco is now performed across the world and has been developed into a variety of styles, European, Latin and Asian are just some examples. Surprisingly there are also more flamenco academies in Japan than there are here in Spain. The combination of singing, dancing and playing guitar presents itself in the forms of Palos or Cante (singing), Toque (guitar playing), Baile (dance) and Jaleo which refers to the vocalisations and rhythmic sounds of Palmas (handclapping) and Pitos (finger snapping). The flamenco guitar is a beautiful instrument and in the right hands it can produce some wonderful sounds. It is made from Spanish Cypress, Sycamore or Rosewood for the back and sides and Spruce for the top. The guitar differs from that of a classical guitar because it is fitted with a tap plate (Golpeador) which protects the guitar body from the rhythmic hits made by the flamenco player. The different techniques in playing flamenco guitar include Golpe which is percussive finger tapping on the guitar tap plate, the Picado which involves the player to alternately play with the index and middle fingers, and the Rasgueado, a rhythmic roll created by strumming

with outward flicks of the right hand where five, four or three fingers are used. Influential and famous flamenco guitar players include Francisco Gustavo Sánchez Gomes, otherwise known as Paco de Lucía (b:Dec 1947- d: Feb 2014). Incidentally if you have recently posted mail back to the UK then the chances are you would have noticed on the stamp a photograph of Paco playing his flamenco guitar. Vicente Amigo (b:March 1967- Pres) from Seville is also an influential figure. Flamenco singers are called Cantadores as the name comes from the word Cante which is a genre of flamenco song. Singing flamenco is an art form as the singer must take on the moods, expressions and passions of the songs then convey them back to the audience. For example the Cante Grande is a profound and deep song that often deals with death, anguish, despair or religion and requires the correct vocal expressions to portray these feelings. In comparison the Cante Intermedio is often talking about emotional subjects and so is sung much softer than the Cante Grande. The Cante Chico style of song is sung light heartedly because the songs are usually about bawdy humour, happiness and this section also includes themes of being in love. Other styles of singing include Cante Flamenco Gitano, a traditional Romani-Gypsi style of song, Cante Flamenco Adaluz, a traditional folklore music including the varying styles of Fandango and Cantinas. Cantes Folklóricos Aflamencados, includes the styles of Sevillanas, Farruca and the Cuban Rumba. Influential and famous Cantadores include Antonio Fernandez (b:1770d:1850), from Cadiz, Silverio Franconetti (b:1829-d:1889), from Morón de la Frontera, Pastora Maria Pavon Cruz, from Seville, Manolo Continued on next page

dance. His wife Señora Matilde Gómez Fernandez provides the Jaleo, the rhythmic vocal sounds and plays the castanets. She also performs some arduous dance routines with her daughter Naima (age 25) who also plays the cajun drum during the show. Earlier this year she introduced her husband, Ivan Cortéz Martine, into the family group and her younger brother Manual (age 13) shares with her husband the percussion sounds as they both play the cajun drums.

The Baile or dance is known for its emotional intensity, upright stance and positive body carriage which often portrays an air of arrogance and flamboyancy by the dancer. This could be the reason why the name flamenco became associated with the dance. m However, the dancer combines these expressions with low or rapid arm movements and with the rhythmic succession of the stamping of the feet draws the audience into feeling the body and soul of the music. The styles of flamenco vary considerably but the “Flamenco Puro” is considered to be the closest to the original influences of the Gitano people where the use of castanets is usually frowned upon. The “Classical Flamenco” tends to be the common form of flamenco where the castanets enhances the dancers arrogant and flamboyant posture but it appears “Modern Flamenco” is now setting the stage alight with lightning speed footwork for both men and woman dancers and therefore the coordination of the feet must be exercised with the greatest precision. The frilled and spotted dresses are fashioned from the Sevillanas style dresses that are traditionally worn at the annual Feria in Seville. Younger people are not considered emotionally mature to relate the body and soul of flamenco music and so this is the reason why we see many traditional performers in their middle and mature years.

The family believe in starting out young, as Naima has been dancing to her father´s music since she was 4 years old and now Naima´s 4 year old daughter is doing the same. As a boy growing up in Alicante, Jose Manuel Diaz Cortés lived with his parents in an area known as the place of a thousand buildings where the Gypsy

Back in Jávea, and at their home in the town we met up with the Grupo Fardiquera family troupe. When we arrived the happy and talented musical family were buzzing from their previous night´s performance where the head of the family Señor Jose Manuel Diaz Cortés said, “It was a fantastic night as the audience were up for a good time and the atmosphere was terrific”. Jose Manuel Diaz Cortes plays the flamenco guitar, but also provides his audience with a breath taking flamenco

community thrived. Originally Gypsy Flamenco was performed for the pleasure of the family and with friends but some gypsy families in Alicante saw an opportunity to adapt their flamenco repertoires for the tourists and put on shows around the bars and restaurants. This form of flamenco music made an impression on Jose Manuel and so he decided to teach himself the traditional dance moves and later he learnt to play the flamenco guitar. Jose Manuel bought a cheap flamenco guitar and began

listening to his parent’s record collection of flamenco music. He started to strum the guitar and eventually found the chords which led him to being able to reproduce the sounds that he heard on the records. At the age of 13 years old, Jose Manuel was able to play the flamenco guitar and after perfecting his dance routines he started performing solo shows across Benidorm. As he built up his success over the years he became an accomplished flamenco guitar player and well known for his flamenco solos. One evening in Benidorm and after completing a show to a packed out audience he was invited by a local Jávea bar owner to perform for 4 nights each week during the summer period. He was very successful in Jávea and after three months he decided to stay here. In 1987 while performing in a local Jávea bar he met his future wife Matilde, who originally came from Granada, and after a brief courtship the couple decided to marry in 1988. Jose Manuel introduced his wife and some other dancers into his routines which led to the flamenco dance troupe “Fardiquera” being born. Apart from performing flamenco routines they also perform traditional hymns including The Lord´s Prayer at wedding ceremonies around the Marina Alta area and Jose also directs a choir of twenty choristers called the Casa de Andalucía, who are based in Calpe. Today, the group Fardiquera are the most popular and longest running flamenco group in Jávea and unlike other groups manage to pack their venues with a mixture of local people and visitors. The Humphries family, from London, who were holidaying nearby had watched the previous night´s show. Mr Grahame Humphries said the show was spectacular, and thanks to the Fardiquera Group his family were now converted flamenco fans. His daughter Eva Humphries (aged 6) enjoyed the show so much she wanted a souvenir photograph and so posed with Naima. This was Ava´s first flamenco show and by the look on her face you can see she was a very happy child. Being part of the group is exhausting says Matilde. Her husband Jose Manuel works very hard devising the group’s entire repertoire and dance sequences. He creates the dances, invents new techniques and writes the songs for their shows. She continued to say that he is a perfectionist and it can take a few years to perfect his song and dance routines. Continued on next page

Continued from previous page Jose Manuel uses a range of traditional flamenco influences in his repertoires which includes Taconeo, the fast paced footwork rhythms and heel stamping, Palmas rhythm clapping, and Bulerias which is a fast rhythm using

flat stones in the palm of the hand or walking sticks where they begin the sequence slowly until the rhythm becomes fast paced, and becomes amazing to watch as they keep the time and order without losing the rhythm. Apart from producing the group’s works he also decides on the choices of dress the girls wear during their performances. He says it is important to always look good on and off the stage and so our clothes must always reflects the gypsy roots, style and mood of the flamenco they are portraying. Jose Manuel has 30 guitars each giving different acoustic sounds. He chooses a guitar that he will use in his performance to the style of play he is going to perform. His favourite guitar is a Manuel Reyes Maldonado guitar, who is famous for hand making flamenco guitars and is regarded as one of the finest flamenco and classical guitar makers in the world. The waiting list for one of these hand built instruments is ten years.

Jose Manuel recalls finding a scratch on his Manuel Reyes guitar and after taking it to a local restorer he was politely told that nobody would touch the guitar because of who the maker was and the associated value. Jose Manuel had to travel to Cordoba where the great man himself, Manual Reyes Maldonado, repaired the guitar for two thousand €uros although Jose Manuel says this is a small price to pay when you consider that a Manual Reyes guitar can be valued in excess of fifty thousand €uros. 'A low cost version of the ValenciaAlicante train via a Dénia-Gandia link has been put forward by the regional government. Rather than a high-speed AVE line travelling at up to 220 kilometres per hour, the stretch between Dénia and Benidorm will remain as it is - with a few minor improvements - and a top speed of 84 kilometres per hour. Trains would run on electricity, tracks would be widened and defects patched up, a far cry from the state-of-the-art cross-national network originally on the cards. The only AVE line would be from Benidorm to Madrid, although a direct connection from the former to Alicante airport would be included in the plans meaning travellers could at last get there without having to take the car. It would also mean getting from Benidorm to the capital would take less than two-and-a-half hours - and if enough trains ran at the right times, day trips from the Costa Blanca to Madrid would be very feasible.

The researchers at the Institute of Cancer Research in London carried out a trial on 55 female cancer patients who were at high risk of relapsing due to the large size of the tumour and discovered 12 cancers out of the 15 women who had relapsed.

By analysing the mutated DNA of the tumour, they were able to search the blood for the same mutations, thereby finding cancers which they would not normally have been able to detect. With much regret we have to inform that Audrey passed away on Friday, 28th August, aged 93 years. Audrey was a volunteer for The Original Charity Shop and Library for more than 23 years and worked as cashier on Wednesdays and Saturdays until just a few weeks ago. She was born in London and grew up and worked in various parts of England before coming to Spain. During the war she was a driver and she also did some modelling before deciding on the restaurant business. She spent 14 years on the island of Lanzarote where she ran two restaurants (even entertaining Omar Sharif on one occasion), before settling in Jávea where she ran El Horno restaurant until she retired. Rest in Peace Audrey and thank you from staff and customers for the hard work put in over the years, we will all miss you very much.
