I would like to extend a word of congratulation to Clive Read (and Ann his wife), residents who have worked to help expats know Xàbia better, its relevance and peculiarities, to assist them with a better integration, and have not hesitated to devote much of their time to others and social work.
Since coming to our town 30 years ago, Clive and Ann have proven to be people who do not look away, but are involved with everybody who needs help, those who are going through a difficult time, or abandoned pets; even with the victims of the wars in other parts of the world. One of their major projects at Oasis Help Centre is Jávea Jeard now attaining its 25th issue. Clive and his wife Ann have been a landmark for people who need advice, work, or language assistance.

Presenting Clive with a copy of the Charter of Freedom from Denia, granted to Jávea, the Mayor, José Chulvi wrote congratulating Clive on his 76th birthday on 2nd May, and added ‘Wishing you all the best for the coming years, and thanking you for all your work in the community.’ Clive is not often ‘lost for words’ but this time he was ‘close to tears’ that the Alcalde had made time to make a personal visit to the Oasis Help Centre (there was every sign he was suitably impressed by the range of services offered) and to deliver his birthday greeting and gift on behalf of the Townhall, Councillors and beneficiaries of the local imput from Clive and Ann since 1985.

Jávea Councillors’ April Meeting
The Agenda was shorter than normal, it being the last meeting of the current Councillors in monthly session. Of course, the day-to-day work of the Townhall will continue up to - and beyond - the May 24th election day.
Point 1 approved Minutes of PLE2015/02 and 03 of February and March 2015. Point 2 ratified the decisions taken by the Mayor’s office since 24th March. Point 3 ratified resolution 2015/0384, a decision made on 16th April regarding the grant requested for Adult Education, amounting to 177,296€uros from the Generalitat Vaenciana, Other grants for primary and secondary education to remain the same. Point 4 acknowledged damage to a vehicle belonging to Michel Jean Schenkelaars in the sum of 157.30€. The first 150€ to be paid by the Townhall and the remaining 7,30€ by Allianz insurance. Point 5 Premises Nº 4 in the Indoor Market will be rented to Jorge Serra for a period of 10 years, for use as a delicatessen. The appropriate deposits and taxes will be paid into the Townhall account. And that was the end of the official business of the meeting, and for any questions to be asked. Juan Luis Cardona referred to an epidemic of citris plant affecting bug, that had destroyed a third of production in Florida. The bug originates in Africa and is already affecting Portugal and Galicia.
Jose Chulvi acknowedged the need for a public swimming pool in Jávea, which was only one of many sport facilities in which Jávea was deficient. He reminded everyone of the agreement for Jávea to build a Trinquet pavillion (as they had in Frechinal) and the Generalitat would build a swimming pool. “We have fulfilled our part of the Agreement, now it is their turn, and if they don’t, measures will be taken.” José Chulvi agreed that there was a project to build 750 houses on Saladar 1 (the area between Barclays Bank and Scallops), but there are still several studies that must be submitted before the proposal can be brought to the monthly meeting of Councillors for discussion and a decision. He brought the meeting to a close by publicly thanking those who voted and the Councillors who had served.

Juan requested an emergency service be established to prevent the bug affecting local crops and destroying the livelihood of local farmers. The suggestion was Approved but Juan Planelles abstained from voting - NOT because he disagreed with his own Motion, but because he might be seen to be biased rather than impartial. Vicent Chorro said Jávea should discourage commerce between the EU and USA which was more likely to drive down the price, making production in places like Jávea, so difficult as to enjoy our historical farming roots. Vicent and Pepa voted in favour, there was one hand raised against, and everyone else abstained from voting. Juan Planelles referred to the new Safety and Security byelaws and asked when they would be enforced, referring particularly to people who frequent the Parque Montaña, as well as other areas of the Old Town, who must abide by the regulations. Jose Luis said he would not be standing again as a Councillor, but wished everyone well for the future. Empar will not be running for another term, either.

More than 750 people signed an online petition demanding Jávea have its own swimming pool, rather than ‘waste’ 1000€ a month so those on the padrón in Jávea can use the Benitachell pool, at the same price as Benitachell residents. How many of you saw the BBC documentary "Costa del Sol: Last Brits Standing"? It met with a barrage of criticism in some of the Spanish press: “It paints a picture of Spain as a cruel place, facing off against a British colony,” wrote Bárbara Mora of online television news site Vertele. She marvelled at its ability to fill 55 minutes with Spaniards who consistently described the English as “barbaric” and “crazy”, and with an expat who keeps a straight face as he explained that “the Spanish, before we arrived, used to ride on donkeys. Now they ride round on brand new cars because the bit of land they had, they sold to the Brits. We built houses, we built everything.” The documentary has been unofficially classified a "telebasura".

Benidorm - officially not a tourist town
According to the law, one of the requirements to be classified as a Tourist town is that the number of houses which are second residences must exceed the number which are primary residences. Benidorm fails this test, despite contributing 1% to Spain's GDP (10% of that of Valencia). As a result it is not entitled to extra funding to cover services to cater for any more than its 69,000 registered inhabitants. Benidorm has a floating population of 150,000 and more than 400,000 people flock there in the summer to enjoy the beaches and nightlife. Security is a problem, since the number of police it is able to employ is based on the registered population. A bill to modify the law failed to pass in the Congress of Deputies.
Complaints about the aesthetics of the new Port Plaza
Port residents have collected signatures to write to Jávea's Mayor Chulvi denouncing the design of the new public space in the Port, the Maruja Varó plaza. People consider the design to be pretentious, harsh, de-humanised, hot in the summer, and cold in the winter, with few plants and not taking into consideration the history or character of the area. Accepting the plaza was built in good faith, and that it can't be demolished, they ask that abundant vegetation should be introduced, with pergolas covered with climbing plants to provide shade in the summer, a refreshing water feature, references to

Massive fraud in recycling of appliances
The Consejo de Estado (Spanish Council of State - the supreme consultative council of the Spanish Government), has accused appliance manufacturers of being involved in a massive fraud over the past decade. Manufacturers are obliged to charge a fee of between 5-30 Euros to pay for recycling their old appliances, ("polluter pays" principle) but the suspicion is that the law has been ignored, the appliances sent to scrap, or sold to illegal scrap merchants who do not have the facilities to deal with toxic waste, and the money used for other investments. It is estimated that two thirds of the appliances end up as illegal scrap. The result is that Spain is near the bottom of the European recycling league (ahead only of Romania and Greece). In 2012, 3.3kg of electronic waste per inhabitant per year was collected in Spain, six times less than the figure for Norway (20kg). A "sting" operation carried out by a consumer organisation tracked 16 appliances left at collection points - only four completed their journey to approved recycling plants. There are moves to identify each appliance with a registration number so its fate can properly be tracked. This will require monitoring by each autonomous community.

Valencia rejects private parking project for the Port
The Ministry of Infrastructure has rejected a project proposal by a Madrid company to set up paid parking in La Caleta in Jávea Port during the peak Summer and Easter weeks. This rejection is based on objections raised by the Jávea Townhall who pointed out how this would add to congestion in the area, and reduce the already limited number of free parking spaces in the Port. They also stated that in view of the planned re-organisation of the Port, the issue of parking should be addressed in a comprehensive manner. Also that the Port is not an isolated entity, but a part of urban area, and any intervention should take that into account.
An "Energy Cheque" for low-income families The Valencia Government is to introduce an "Energy Cheque" worth €100 for families having dependent children under 18 and a household monthly income not exceeding €532 per month. The estimated cost will be €1 million, and the scheme will be run by an NGO, which will be selected by competition. They are looking for one which has the right network of offices to provide access to the scheme.
Easter Tourism - steady as she goes
Preliminary figures for hotel occupancy over Easter showed a figure of 90.13%, unchanged from last year and 20 points up on 2013. Full data will only be available when rubbish collection, electricity and water consumption figures have been assessed.
Almost 50%of tourists to the Valencian Community come during the 4 summer months
Despite efforts to extend the tourist season over the year, almost half the tourists come to the Comunidad Valenciana in the months of June to September. This applies both to foreign (48%) and Spanish (45%) tourists. The average hotel occupancy along the coast oscillates between 20% and 80% depending upon the season. Experts have advised diversifying the tourism offering: developing urban tourism, gastronomy, culture, shopping etc. and to try not to depend too much on one market. The UK for example comprises a third of foreign tourists and their numbers have fallen 10% so far this year. Other tourism markets such as China and India, which are not focused on "sun and sea" should be pursued. The
Chinese, Russians and Brasilians also spend more (600€ per day) than the Germans and Brits (100€). Long-time friend Amanda Philips told me recently she is launching a new initiative to attract ‘out of season tourists’ to Jávea.
Low cost dominates flights to the Comunidad Valenciana
Fears this will affect quality tourism Seven out of every ten travellers flying into the Valencian Community arrive on a low cost airline. The tourism sector creates 20,000 jobs and foreign tourists bring in a fat 5,300 million €, but there are fears this low cost model is compromising five star tourism; the tourism of congresses and gastronomy. Valencia no longer has direct flights to London Heathrow, and cannot compete in the market for holding congresses with cities such as Bilbao which do have direct flights. Low cost tourists also spend less (92€per day) than those which use the traditional airlines (116€). The profile of a low cost passenger is 25-44 years old, travels with a partner (rather than a family), does not come on a package holiday, and comes mainly to enjoy the sun and sea, sports and theme parks. However main stream airlines are having to modify their policies in order to compete with Ryanair and Easyjet, and Valencia needs to do something to attract the big airlines (BA, Emirates, Air France, American Airlines) back.
Moli Blanc installs sound absorbing panels
As a result of complaints and forced closure last year due to excessive sound from the Moli Blanc Nightclub, the owners have spent 200,000€ to install sound dampening panels, of the type used beside motorways in built-up areas. These panels will enable the club to pass acoustic tests and comply with noise regulations. They hope also, that the new bye-laws controlling ad-hoc street parties (botellon), will reduce the nuisance experienced by residents last year, and will also benefit the Club.

You can trawl the Internet looking for the answers to these questions, or you can get hold of a recently published book called

which is a guide to where 101 of the most important English language films were made in Spain. (Modesty prevents me from mentioning the author’s name). The book covers the whole of Spain, except Albacete, where so far there has been very little action, and was written in Valencia by a Londoner living in Valencia and is published by the Asturian bi-lingual publishing company, Camelot; Spain is different! and is

dedicated to the memory of John Cabrera, who did more for the Spanish film industry than they will ever realise. He is the man who brought Samuel Bronston to Spain to make El Cid, 55 Days at Peking and The Fall of the Roman Empire, among others. Visitors to Loja, in the province of Granada, are frequently surprised when they come across the silhouette of the Marx Brothers overlooking the village. The brothers have no connection with Loja but, curiously, the same view opens the film “Duck Soup” (1933), representing Groucho's eccentric kingdom of Sylvania. Now known as ‘Mirador de Sylvania’, this monument is an example of the importance of set-jetting in Spain, a country where over 700 English language films have been made and continue to be made, because as Orson Welles once said, Spain is not a country, it is a continent. In fact, no other non-English speaking country has made as many English language films as Spain. Even today you can find just about any kind of scenery you need, and years ago, with the compliance of the dictator Franco, the Spanish army and police force were readily available to make all kinds of epics. Check out George C Scott’s Patton for example. If you want to know why all the German soldiers looked so happy strolling into battle, it’s because they were Spanish soldiers, having a day off from peeling potatoes as part of their obligatory military service. Cinema tourism (set-jetting) is an undeniable fact; you only need to ask the delighted authorities of New Zealand, where they are still reaping the benefits of visitors attracted by the “Lord of the Rings” trilogy. Here in Spain, the number of American pilgrims on the ‘Camino de Santiago’ multiplied by 5 as a direct consequence of Martin Sheen’s film “The Way.”

Spain has it all; the deserts, the beaches, the forests, mountains, lakes and rivers, and of course that old Spanish castle magic. Hundreds of villages and towns were transformed in the 50s, 60s and 70s when Hollywood arrived and changed their lives. Many of today’s popular tourist resorts owe their initial prosperity to film makers, who hired entire populations, as well as the more than willing, disciplined Spanish army and police force to produce their epics about Romans, medieval knights or American GIs. Villages such as Peñiscola and Tossa del Mar began to blossom thanks to films like El Cid and Pandora and the Flying Dutchman. In fact Ava Gardner’s statue stares out sexily to sea even today from the battlements of the castle at Tossa. In this guide there are 101 films and their locations, (the title is of course a nudge and a wink to the Disney classic about the spotted dogs), and it is hoped readers will visit these places and share the knowledge that Spain is a lot more than sun, sand and sangria; although that’s all pretty good stuff too. Probably not many people will visit a place only to see where a film was made, but the existence of these locations gives added value; and the films themselves are free publicity which can be exploited. The book will also be going into schools, as the author has devised an activity for educational institutions, through which students can learn about the rich history of the international cinema industry in Spain, and in Valencia, he collaborates with the L’Iber Museum, which is the largest toy soldier museum in the world, on an activity called Hollywood & History, where students learn the truth about historical films (El Cid didn’t die a martyr’s death at Peñiscola/Valencia, but a few years later, in his bed). Firstly, may I apologise to anyone who did not receive a reply to a recently sent enquiry via e-mail, the reason was that I was visiting the USA - part holiday and part fact finding and the results will be mentioned in future editions of Satellite and Electronic News, Watch this space! Sky 3D to close
Sky UK is closing its dedicated 3D channel from June 9th, leaving viewers wanting 3D content having to download movies and programming via Sky’s ondemand service. The Sky on-demand service requires in most cases an extra piece of equipment that usually requires using the Broadband, which can only be achieved in Spain by purchasing a further unit. Closing the channel is expected to help create extra satellite bandwidth for Sky’s planned 4K service. Sky’s brand

Sky UK is continuing to promote its “ground breaking” 3D service on its web-site.

Satellite 2G it is hoped will break cover in June and then after testing commence transmissions. Until the actual footprint coverage of Spain, Portugal, Italy and the South of France is received and the Engineers’ reports come to hand, only then will I be able to give my reasoned opinion. It is expected and “hoped” to follow the existing Footprints of Satellite Transponders 2E and 2F.

Last month I mentioned that I would include some notes on satellite dish distortion. In the smaller size satellite dish, for example - within the range of 80 c.m. to 1.4 metres. The main range would include satellite dishes ranging from 1.8 c.m. to the very popular 2.4m, (for many years the only size that could guarantee reception of BBC/ITV until after 12 pm at night in the Jávea area!)

It should be mentioned that in most cases the satellite dish was damaged enroute to the client’s premises, as dishes from the manufacturer were normally delivered in wooden boxes containing 10 per box, virtually impossible to damage until unpacked at the wholesalers’ premises. Many methods were tried when the dish could not meet the late evening requirements. One interesting method was to attempt to find a very flat area and remove the dish from its mounting stand and lay it down on its face. The trick was to gently stand on any section of the dish that was not touching the floor in the hope that this would persuade the dish back to true.This method did in fact work to a certain degree, but is was not my preferred method. Another method used was to take advantage of the holes drilled around the outer area of the dish and using a cord to Continued on page 12

Movistar/Telefónica to triple customers’ broadband speeds before summer
Telecom operator Movistar/Telefónica has announced it will triple the connection speed for all its internet customers before the summer. The communications provider will also switch all its ADSL clients to its new fiber-optic network as soon as the service is available in their location at no extra charge. The unprecedented move rests on the fact that Telefónica knows its customers require a quality broadband connection in order to subscribe to its new services, such as streaming video or pay TV.
FIBRE OPTICS COMING TO JÁVEA AND ALFAZ
The Government has granted loans of 5.4 million €uro to introduce Fibre Optic technology in Jávea and La Nucia. In Jávea the money will be used to update and extend the existing cable network, ensuring faster internet speeds. The loan is granted to Aire Network Del Mediterraneo slu with whom the owner of Swiss Cable is already working. The grant is being made available by the Ministry of Industry, Energy and Tourismo, and the allocation to Jávea is 3.3 million €uros.

pass a series of criss-crosses between opposising holes, over the centre of the dish, with the aim of ensuring the Cross Point was exactly meeting at the centre. From there it was possible to re-adjust by inserting pressure on selected sections of the dish in an attempt to “True Up” the dish, but yet again the results were quite mixed. I always found the best method by far was to use my spectrum analyser. First you must check and set the LNB to exactly the correct off-set angle and then proceed to persuade the dish to improve the performance by gently manipulating the outer rim of the dish and watching the results indicated on your spectrum analyser. We always split the satellite dish into four quarters, marking each off accordingly and then treating each section, one at a time. For some 8/10 years using this method I had a 100% success, but I must record one failure and this was when the client lost patience with the time this procedure was taking and told me to leave it as it was!!! You cannot please everyone all the time, but I do try my best, honest.

Jean and her husband, a couple of early retirees, came to the Oasis Help Centre to report the theft of June’s handbag, as they’d sat in the sun on seats on land opposite Titanic bar, by a youth who ran away and got in a car that was round the corner, out of sight. They were thankful they were unharmed and that the bag contained no money or documents, just their house keys and an old mobile phone. They went to Titanic bar where the Guardia were contacted and someone phoned locksmith Carl Barclay, and it was arranged he would call at 4pm and change their front door lock and keys. The handbag was found dumped at the Arenal and the person who saw it realised it had not been left there by a diner, opened it and inside saw a broken-open mobile phone, and a small address book. Looking inside she saw the name of a friend whom she phoned, and the friend said she knew who the bag belonged to and arranged to collect it and take it to June. Before she got to their apartment she saw them in the street and called June’s name and returned the bag to her. What an amazing story! When Carl called at 4pm, on his way from a job near Benidorm, he was delighted to hear their nasty incident had such an unexpected ending. CR

I bought a bird feeder. I hung it on my back porch and filled It with seed. What a beauty of a bird feeder it was, as I filled it lovingly with seed. Within a week we had hundreds of birds taking advantage of the continuous flow of free and easily accessible food.
But then the birds started building nests in the boards of the patio, above the table, and next to the barbecue.
Then came the poop. It was everywhere: on the patio tiles, the chairs, the table, poop everywhere!
Then some of the birds turned mean. They would dive bomb me and try to peck me even though I had fed them out of my own pocket.
Others birds were boisterous and loud. They sat on the feeder and squawked and screamed at all hours of the day and night demanding that I fill it when it got low on food.
After a while, I couldn't even sit on my own back porch anymore. So I took down the bird feeder and in three days the birds were gone. I cleaned up their mess

ACTION ANNULS TAX ON SALES OF DEVALUED PROPERTIES sent by Myra Azzopardi Swainson, from the blog of Juan Espejo Lawyers The Administrative Courts have begun to annul the plusvalia taxes on properties where property values have either devalued or remained static. This will mean that vendors of these properties should not have this tax levied when selling or transmission of their homes. According to the townhalls, when selling a property at a loss, you are still expected to pay the Plusvalia tax. (Tax on the increase in value of land). However, the courts are beginning to take a different view. Articles 104 to 110 of the Law of local taxes approved by the Royal Decree 2/2004 March 5 regulates the taxes on the increase of the value of urban land and known as the ‘Plusvalia’. This is grounded in article 47 of the Spanish Constitution where it states: “The community will participate in the benefits generated by the urban activities of the public authorities”.
According to the article 104 of the above mentioned Royal Decree. the Plusvalia is a direct tax generating an increase by the change of ownership or any type of transmission including payable on the death of a title holder when the property is inherited by another including in the case of 'uso fructo'. Taking the above into consideration, I can categorically state and without any reservation that for a tax to be implemented would rely on three elements. 1. Legal transition of transfer of ownership or the transmission of the property with right to appreciate the results. 2. The land would need to be urban. 3. That there has been an increase in the value of the property from the date of purchase to the sale date. As stated above, one requirements for a sale to be subjected to a capital gains tax would be that the assets had increased in value.

Noting that the value is calculated by the 'valor catastral' which is revised periodically and not by the real market value. This can be contested and the real value of the property can be used in evidence. A court in Catalonia had already found in a case that simply put that ‘as there was no increase in the value of the asset’ the sale or transmission cannot be subject to a tax liability. God has always been one step ahead of Ann and I, though it cannot have been easy for Him, because I am impetuous. Good thing God prepared Ann to be my flywheel and brake. I’ve had some crazy ideas in the past but God has always proved my elder brother to be right “If Clive fell down a sewer he’d come to the top with a rose clenched between his teeth!” We were granted permission to live in properties that were in need of renovation, able to buy them just before we sold them, and build up a nest-egg that enabled me at 46 years of age, to bring my family to Spain. We bought another house and found a tenant for 15 years, who subsequently bought it at the height of the property boom, and left us with enough money to build a new 300-seater Worship Centre on the Gata Road, as well as 3 properties that would give us a retirement income. We’d received ‘the nod’ from Jávea Councillors to build on land zoned for industrial purposes, as our plans included 12 business start-up garages, but on condition that the project could be used by ALL community groups in Jávea. As it
included a 10m x 7.5m stage with lighting, curtains and sound system, we asked the Janet Phillips Jávea Players if they would use it if we financed and built it. Their answer was “No, we would rather build our own” and the project was dead-in-the-water, as they say. But what do we do with the money? The local manager of BNP Paribas came to our rescue - what little money we’d had in the previous 16 years we’d always put in their Promo Activos, because there was no risk. On a ‘house-swap’ holiday north of Paris, we received a call from the Bank to offer us 5% over 5 years with a guaranteed 100% NO RISK, so we cut short our holiday and returned to sign the paperwork. Four years later we discovered the local manager had placed our money in shares of Nordea bank in Luxembourg. He claimed we’d misunderstood what he’d offered us, because our Spanish was so poor, so I started a ‘blog’ at tinyurl.com/BNPParibasCrooks which unearthed another 9 Jávea Spanish families who had been similarily deceived. Litigation began but the Abogado warned us that BNP might cease paying interest on our money and freeze what was left - leaving us without an income, so we withdrew. Years passed and the original claim in Denia was lost but an Appeal to Alicante was successful and the Bank (by this time

absorbed into SabadellCam) was ordered to repay the original amount of money as the ‘contracts’ were declared ‘null and void’. SabadellCam offered 90% that was accepted by 7 of the families but rejected by 2, what wanted repayment in full and Appealed to Alicante. This time SabadellCam were ordered ro repay 100%, together with interest since 2004 and all legal and court costs - but where did this leave Ann and I? We’d chased down to Almoradi a few years back to see a ‘no win-no fee’ lawyer, but he wasn’t interested, so we carried on with our lives, regretting our losses and gritting our teeth as we smiled at the world! Then came an offer - from a Lawyer we’d only met over a coffee in the cafe opposite Denia Court - who made us an offer we could not refuse. The Legal costs of losing were so draconian that they deter many people from ‘trying’ because they cannot afford to lose and the outcome cannot be foreseen.
Deal or No Deal? The Abogado wants no money ‘up-front’ to take our claim to Court. He is so confident in his ability to win, that he will receive 30% of the TOTAL he recovers for us. If he fails to win, he receives no fee himself and has agreed to pay the Court and legal fees of SabadellCam. I’m not a betting man, but what would you do?

When I moved to Jávea thirty years ago, I was in my early 40s and ready to enjoy life to the full. But as I look back I wonder where the years have gone. These days the weeks fly past, and I seem to be always on the go. When Clive and I were married in 1960, we had no idea that his Dad would die at the age of 52. To us in our early 20s, Pop (as he was affectionally called), seemed old to us, as did his Mum and my parents. Pop was a very fit man, he had been a bricklayer for many years and when I met him, he was a foreman, but was always happy getting his hands dirty. The first indication that anything was wrong with him was when he came home early from work one day. Clive and I were living with his Mum and Dad at the time because our first home, a 38 foot mobile home sited on the Isle of Grain, became flooded out when the river banks broke while we were in

Yorkshire staying with my family over the Christmas period, which left the whole van full of damp and mildew. Pop said he was having tingling in his hands and had an appointment at the doctors, who after examining him, sent him to the hospital for tests. The tingling got worse and eventually Pop was admitted into hospital where he died two weeks later, just a few days after his 52nd birthday. Although Pop seemed old to us when we were in our early 20s, as we grew older, we began to realise, how young 52 really is. As we all get older, the aches and pains start to kick in, but inside, we all feel much younger. If I was to ask each of you how old you feel you are mentally, most of us would say we were in our 20s or 30s. Because I feel I am only 35, I expect my body to act accordingly, but it keeps telling me not to expect it to function as if I was in my 30s. I remember an incident about fifteen years ago. Clive and I were flying to the UK for a holiday. At

Alicante airport we were first on the bus to take us from the terminal to the plane, so we were fortunate enough to get seats. I was watching all the people get on when I noticed an old lady boarding the full bus. Having been taught as a young girl to always give my seat up to older people, I whispered to Clive, “I am going to give my seat up to that old lady that has just got on.” He quickly replied "I wouldn't bother if I were you, she's younger than you!" As most of our readers know, Clive and I (with our Son Peter) are at the Oasis Help Centre each morning from 10am to 2pm, answering questions, giving help and selling greeting cards at 1 €uro each. Incidentally, we now have a good selection of gift wrapping paper at 50c a sheet. Peter looks after all the printing enquiries in his back office while Clive and I look after the shop. During the course of the week, many people come through the door and we have got to know quite a few of them personally. We know their aches and pains and all of us agree we are all getting old. One of the jobs I do every three months, is pack up 12,000 copies of La Palabra Para Hoy (the Spanish version of The Word for Today) ready to put in the post. Two years ago 240 copies were packed in an A4 box and I had no trouble at all carrying the boxes around, but a year ago I found they were Continued on page 24

Tyre Pressure
Incorrect tyre pressure can result in tyre damage, increased fuel consumption and adversely affect the handling of the vehicle. Tyres that are not correctly inflated cause longer stopping distances, reduce stability for braking and cornering and increase your chance of a blow-out. Incorrect pressures also reduce the life of your tyres by causing uneven wear, so need replacing sooner. Recent Studies found that 90% of all cars have incorrectly inflated tyres, which means that 9 out of 10 drivers are in danger. Tyre pressures should always be checked when cold and ideally every two weeks (including the spare wheel). Correct tyre pressures can be found in the owner’s handbook, on the driver’s door or on the fuel cap.
How to check your tyre pressure Maintaining correct inflation pressure is essential and avoids premature or uneven wear. As tyres naturally lose pressure over time, you need to refill them regularly. Driving on the correct tyre pressure will extend the life of your tyre, improve vehicle safety and maintain fuel efficiency. Check your tyre pressure at least once a month, when your tyres are cold, and before long journeys. Follow our stepby-step advice on checking your pressures: Find the correct pressures in your vehicle handbook or inside the driver’s door or fuel cap (this will be a figure in psi or bar).
The plastic cap on the air valve Press the tyre-pressure gauge against the valve and hold it down firmly. If you hear a hissing noise, you are letting air out. Press down harder. Read the measurement on the gauge. To add air, pump gauge until correct pressure is shown. To deflate, depress the tyre valve.

1. Does a mobility vehicle have to be registered? No, in Spain you do not need to register them.
Can I Be Fined For Not Carrying A Spare Wheel?
Did you know that it's not always obligatory to carry a spare wheel in your vehicle? According to Appendix XII, paragraph 1.C of the Vehicle Regulations, it is obligatory to carry: “A complete spare wheel or a wheel for temporary use, with the tools necessary for changing wheels, or an alternative system for its replacement which offers sufficient guarantees for the mobility of the vehicle. In such cases one must drive with respect to the proper speed limitations of any alternative.” As a result you may, if you wish, substitute your spare wheel for an alternative system, as long as it is officially approved and suitable for your vehicle.
Mobility scooters and powered wheelchairs: the rules
You don’t need a licence to drive a mobility scooter or powered wheelchair. You can’t drive on bus lanes, ‘cycle only’ lanes or motorways. All normal parking restrictions apply to mobility scooters and powered wheelchairs. All vehicles can be used on footpaths, pavements, bridleways, and in pedestrian areas and can only be used on the road if a pavement is not available.
2. Do I need insurance? Whilst it is not a legal requirement to have insurance for a mobility vehicle, it is strongly advised that people take out insurance to cover personal safety, other people's safety and the value of the vehicle. In some cases your household insurance may provide cover but you would need to check this with your insurance provider. You will have to pay compensation if you have an accident and it was your fault. 3. Vehicle tax? You don’t have to pay vehicle tax for any mobility scooter or powered wheelchair.
4. Can I carry passengers? Mobility vehicles designed to carry two people cannot be used on the pavement or road because they don't meet the definition of an invalid carriage in law. With regard to children, the law does not explicitly state that an adult carrying an infant in a sling/pouch is unlawful. However, it is not permitted to carry anyone else on a mobility vehicle e.g. children standing on the vehicle etc.
Is it legal to use motorcycle intercoms?
Years ago a motorcyclist was fined by the police, according to this article: The General Driving Regulations states in Article 18: "Driving using earphones or headphones connected to receiving devices or sound players is prohibited." (The fine is 200€uro and 3 points off of your licence). However, a court in Zaragoza ruled in favour of a motorcyclist who had been fined for carrying and using intercoms.

The sentence reads: "The intercoms are small headphones that are placed on the helmet, not on the ears, but across them. This seems to lead us to conclude that we are talking about headphones, and therefore the law is violated, but the fact is that the difference between a speaker and headset is not the shape or size, but the form of use, since headphones are in contact with the inner part of the ear, blocking the ear, which can prevent or greatly hinder the reception of other noises, covered by the earpiece. As intercoms are not inserted in the ear, they are more of a speaker since they are not placed directly in the ear itself, which could have a limiting effect on the perception of external noise, and therefore are similar to a speaker inside of a car. Hence, we could say that once the intercom is integrated into the helmet, it becomes LEGAL.
Don’t get angry with the tow-truck driver
If the tow truck removes your car due to the police having called it, please in these situations, keep calm and remember that you always have 20 days to appeal the ticket if you disagree. Do not get angry with the tow truck man, he is only doing his job, arguing with him does not help you. If you parked your car and when you came back you cannot find it, please (before making a denuncia of theft) call the local police and the guardia civil to determine if your car has been stolen or removed by the police. People who come on holiday do not realise that parking is prohibited in certain sections of the road. When they return to pick up their car and do not see it, they call the police to report the robbery and when we introduce the plate number in our computer, we realise that the car has been removed by the local tow truck. The police usually put a sticker on the ground where your car was parked to inform you, that your vehicle was removed, and with a phone number to call for information.

“We’ve got your son” a fake kidnapping hiding a dangerous scam
This has been happening in the past month and the criminals are demanding between 350 and 5,000 Euros. The police have received dozens of complaints and are warning citizens about a dangerous new scam that uses a fake abduction in order to get hold of cash quickly. The victim receives a phone call on his mobile phone from an unknown person. From there, the key to the "business" for these criminals is that the father or mother go into "panic mode" after being told that their child has been retained, and that they will harm them if

they don’t go to an internet café or make a bank transfer and pay up as soon as possible. The false kidnappers ask for an amount that can be anything from 350 up to 5,000 euros, although they will accept much smaller sums of money. The police have said that in order to continue the sense of fear, the false kidnappers use different tricks. It is essential that the parent does not hang up the mobile phone and they should try their best to stay in control of their actions, despite the criminals keeping them in suspense with an audio recording of a child's voice crying or saying "Dad, they will harm me." To make it more credible that this is a real kidnapping, they use all available information that the victim has published on social networks. For instance, the child's name, description, including what school they attend and where the family spends their summer holiday. And all with one only goal in mind: convincing the victim that these people have their child, and that they will really harm them if the parents do not pay the ransom fast enough.

Here in Spain, where kidnappings are "very very occasional", the police have wasted no time in announcing this warning so people do not trust these types of phone calls and immediately dial 091. A married couple in Galicia received this type of phone call recently. While the woman was on the phone with the scammer, her husband called the police who arrived and spoke to the fake kidnapper, and thus put pay to his strategy. On another occasion, the police detective recalls, the officers arrived just in time and managed to prevent the parents from paying the ransom for their supposedly kidnapped child. The police understand parents can be paralysed with fear and the thought that the call may be fraudulent may not go through their minds at that time, or they may not consider that their child is in school. It is important to publicise this warning and to recommend anyone receiving such a phone call to stay as calm as possible. All of the families who reported these events to the police have stated that they did not hand over any money to the scammers, although investigators are sure that some of the victims will have done. This way, the criminals will move onto some other type of scam. Although the police are confident these tips will reach all of the wider public, investigators have already been in contact with Interpol to try to find out the origin of the calls –always made in the afternoon– as well as to identify the callers.
Offences which cause you to lose points from your driving licence

My vehicle has failed its ITV What should I do?
Royal Decree 2042/1994, of 14th October, Technical Inspection of Vehicles (ITV) regulation. Article 11 2. If the vehicle did not meet the minimum requirements, the ITV station will grant the owner less than two months in order to repair the problems. The exact timeline will be given having taken into account the nature of the problems. The owner of the vehicle will be the only person responsible for carrying out the repairs on the vehicle, which will be disqualified from driving on public roads, except for driving it to the mechanic or to return to the ITV station to finish the inspection. Once all of the issues have been properly solved, the vehicle must pass a new ITV inspection at the same ITV station. 5. In the event that a technical inspection deems the vehicle not suitable or the result of the inspection is negative, the applicant cannot apply for another inspection at a different ITV station. 7. All positive inspections, including specific results, will be recorded on the “Vehicle Records” of the “General Traffic Direction” (DGT in Spanish).

Why do hire car companies put stickers with the logo of the company at the rear of the car? The hire companies apply stickers on their cars as a form of advertising.
Do hire companies charge their clients if they take the sticker off? Depending on the hire company, for example hire companies such as "Edi Rent a Car", do not charge if the client takes them off, but other companies charge the client 25€ (approximately) if they do. We are told the sticker can be carefully peeled-off and then replaced just before you return the car.

Did you know that a correctly maintained air conditioning system also traps pollen and dust, delivering good clean pure air, which increases passenger comfort and keeps the driver alert? With the pollen season here, the weather is warming too.....keep calm, stop sneezing....don't be caught out and relax...... Irritability behind the wheel is much more noticeable in hot weather, opening the windows makes it worse, uses more fuel, the buffeting is tiring and not the answer. There is more to how your air conditioning works than most people think ... it needs looking after so it can look after you. We take air conditioning for granted now, but it is a fairly complex system. In simple terms, it is heat exchanging and only conditioning the air we breath into, increasing passenger comfort and assisting the driver in staying more alert. Only one degree either side of our body temperature will affect our ability to concentrate, remain calm and stop fidgeting around behind the wheel. Humans can deal with dry heat, however we do not like too much humidity, typically an ambient

temperature of 21ºC with around 40% humidity is comfortable for us. (Think warm cup of tea).
HOW DOES IT WORK? Well, a compressor (pump) driven by the engine will compress and heat refrigeration gas around a sealed system. As the gas is drawn into a heat exchanger behind your dashboard, through various coolers and a drier (to remove moisture and contamination) it is eventually stopped by a valve which will open and shut periodically, finally allowing the vapour into a large chamber (evaporator) located behind your dashboard, where it is allowed to expand and cool. The chamber absorbs the heat, but more importantly the humidity from the cabin through the metal fins on its exterior. When the fan is turned on inside the car, it will deliver pure fresh air, bacteria, pollen and dust free. We can regulate the amount of heat with the red and blue dials on manual refrigeration, this is usually found on less expensive vehicles, it's the same principal as climate control but managed in a different way. On a fully automatic system (climate control) numbers will be displayed in Celsius, sensors around the vehicle detect exact temperatures, and will move the airflow around through the different vents to eliminate hot or cold spots, a manual system will rely on the driver to change the airflow direction. The re-circulation button should remain in the 'off' position except to cool the vehicle quickly or to eliminate the intake of fumes or dust. Recirculated air is not particularly healthy, fresh air should flow.
MAINTENANCE Most of us own refrigerators, which do not require maintenance, it's plug and go....or not. The difference is that all the pipes that carry gas are welded, typically a fridge will not move and is not subject to vibration or big changes in the temperature around it. Cars are different, they have pipes that are joined together with nuts and bolts, sealed with flimsy rubber rings and exposed to lots of vibration with temperature changes. Components expand and contract, refrigeration loss is inevitable. Up to 10% a year is typical, 15% is not uncommon. The compressor (pump) is the heart of the system. It is a finely tuned instrument that needs refrigeration oil to function. Think of it as you would your own heart, without the right food at the right time and a reasonable amount of exercise, how long would we last? A 10% loss of nutrition will reduce the life of a compressor by 40%. All manufacturers insist on refrigeration gas servicing at least every two years and maybe less or more, depending on where and how the vehicle is used. We recommend 18 months for most vehicles as adequate, although all Civil Guard vehicles are checked every six months, as we understand the consequences of not doing so, and would rather not be taking the system apart to fix something we would rather not fix, we call it preventative maintenance. This is only a question, but do you change your oil when it should be changed or do you wait for the engine to knock first? Its the same principal. WHAT DOES A SERVICE INVOLVE? We connect the sealed system to a refrigeration service station and draw
out the balance of what is in there, the machine weighs it and we then compare the figure with what should be in there. All refrigerant weights are set by the manufacturer. The system is then purged to remove all moisture and contamination, typically this evacuation will contain tiny rubber and metal particles lost from the aging components. We also need to create a vacuum, a zero moisture content is also essential as moisture is water and it is not possible to compress water only gas. When the technician is satisfied, the system is charged with exactly the right amount of refrigeration gas and an oil unique to air conditioning systems. The cabin filter is cleaned or replaced and if necessary, and always with the customer’s consent, an anti bacterial treatment is applied to the interior, zeroing bacteria and residual odours, sterilising the airflow ducts, carpets and seats. The most common comment is 'my car smells like a new car'. There is always a build up of bacteria in vehicles whether we like it or not, this is caused for a number of reasons, although usually we only have ourselves to blame. When this is all done, we run up the air conditioning and test the face vents with a thermometer, the really exciting bit is when we see the reading moving between 3-5c, much less and it risks a freeze, this is not good, freezing cracks metal pipes, much more and something is wrong.
Can I do it myself? - No, it is against the law in Europe and also as refrigeration gas is a hazardous material, a life changing accident is likely. All handlers of hazardous materials should be qualified to do so and use personal protective clothing and eyewear as the unexpected can happen.
Can I use another cheaper gas? - No, it will blow the front of your car off.
What will happen if I just leave it as it seems to be working? - You can, but in the same way your Mother said 'if you carry on doing that there will be tears' - there will be tears, a broken system is inconvenient at best and will cost a lot of money to fix.
I know there is a leak why can't I just have it 'topped up’? - Firstly, there is no such thing as ' topping up', all systems require a specific weight to operate correctly. Unless we know what is in there we do not know how much to add. Too much is as harmful as too little.

Also, by adding to a depleted system without purging first we are trapping moisture in there, the mixture of refrigeration gas and moisture is corrosive and potentially explosive. It's cheaper and better to do the job properly.
I have an old car with old gas, can it still be serviced and re-filled? - Yes, but the technician needs to evaluate your car properly first, piling new gas into an old system may make it work, although not usually for very long. The pump and hoses were designed to run on a much thicker gas, it is only a matter of time before a hole appears, each case is different.
Is it possible to lose points on your licence when cycling? and Is it true you have to wear HiViz jacket whilst riding a bicycle and if you don't, you will be fined and points on your driving licence?
It is untrue, as regards losing points on your driving licence. The Traffic Department can only take points off a driving licence if you have got one, so if the law does not force you to have a licence to ride a bicycle, this is not possible. To ride a bicycle, you do not need a driving licence, it would be unfair to lose points only for those who have a licence. It is obligatory for cyclists to wear a High Viz jacket - At night (between sunset and sunrise) - In bad weather conditions when the visibility is reduced.

The cheapest way to transfer properties in Spain between spouses
Q. My husband and I have an apartment in Spain, Costa Blanca. We are not tax residents, and we want to put it my name only. I have been told that with the change in the inheritance and gift tax laws, the Valencian Tax Law will apply to us, and therefore the cheapest way would be as a donation or gift in my favour. Is this true? A. Thank you for your enquiry. The rules to determine the applicable tax law for donations, gifts and successions in Spain have indeed changed. So, even though you are not resident in Spain, if the property is in Costa Blanca (Valencia), the Valencian tax Law will apply to you, which is generally much more advantageous than national or state tax rules.
Law 13/1997 of the Valencian Government’s rules, in its Article 10 Bis, concerning reductions in donations and gifts, foresaw some tax reductions: a reduction of € 100,000 in donations in favor of descendants (children and grandchildren), and ascendants (parents and grandparents). Similarly, the Valencian legislation provides a tax benefit of a reduction of 75% of the tax to be paid, with a limit of 150,000 in gifts to children, grandchildren, parents or grandparents. Therefore, donations and gifts between ascendants and descendants have very significant tax benefits. But unfortunately the Valencian law does not foresee any relevant tax benefit on the tax payable when the donation is made between spouses, (there are important benefits in inheritance between spouses). Therefore, whilst it is true that the Valencian law will apply to you, despite not being resident tax, in your case as spouses, the gift tax would still be high. In your case, if the Spanish property is registered at the land registry in yours and your husband’s names, your husband could sell it to you, or even better, you could agree a division of the common property (or proindiviso), where you could be awarded the whole property, compensating your husband for his half. The advantage of this transaction (which legally has no consideration as a sale), is that it is

Recovering money lost investing in Bankia shares
As mentioned in a previous article, our law firm is helping many consumers who lost their savings in the purchase of Bankia’s shares, and we are continuously receiving enquiries on this subject. Almost every day new judgments are granted by the Spanish courts in favour of consumers, to name just a few: the courts of Mataro, Catalonia, Community of Valencia, City of Valencia, the Valencian Provincial Court, the Provincial Courts of Avila and Burgos, courts of the cities of Oviedo, Logroño, Madrid, Alcala de Henares, etc. We think it is clear that consumers bought shares of Bankia based on misinformation provided to them by the bank, from its IPO in 2011, until May 2012, when the real economic and financial situation of the bank was known. Bankia gave the image of being a large, healthy and solvent bank, when in fact, as came to light later, the real situation was very different from that advertised and reflected in their prospectus, publicity, etc. To assist consumers in this situation, our firm offers to waive our own fees for

clients in a "no win no fees" deal, meaning that only if the case is won would we charge our legal fees as per the Law Society, and if not, the only expense our office would need to charge would be a small provision to cover necessary unavoidable administrative expenses. However, clients should be aware, that if the court case and claim is lost, although you would not pay our fees, the court may ask you to pay the legal fees of Bankia’s lawyer and procurator, as in Spain, usually, whoever loses the court case must pay the costs of the winning party. To illustrate, consumers should note that according to law society criteria guidance fees book of the province of Alicante: In a claim for the amount of €1,200, the lawyer’s fees would be € 414 + VAT. If the claims for 4,000 €, the lawyer’s fees would be € 1,010 + VAT. For claims of € 18,000, the lawyer’s fees would be € 3,350 + VAT. If amounting € 60,000, the lawyer’s fees would be € 7,430 + VAT. Also, readers should know that claims for an amount of 6,000€ or less would be decided in an oral court case process, which is a faster court process. By contrast, those exceeding 6,000€ will be decided in an ordinary court process, which usually takes longer, but has the advantage that the bank must answer the claim in writing and before the hearing.
Recover money paid buying properties, off plan, in Spain. No win no fee
In recent years our firm has helped many families recover money paid to developers for the purchase of new properties off plan. Some of these successful cases have been reported in the media. The banks where promoters had their accounts, in which the buyersconsumers paid the money for buying properties off plan, are responsible for returning the money paid to the buyers, if: a) The property is not handed over, and b) If the developer - promoter has not provided the guarantees prescribed by law 57/68, to guarantee the money paid by buyers, i.e: when there is no bank guarantee or insurance policy, to cover the amounts paid on account. straining my back to lift them so we had to ask our printers to pack the copies in smaller boxes so it was less weight for me to carry. The half size boxes only contain 120 copies and seemed so light compared with the boxes holding 240 copies. But a year later, the smaller boxes are sometimes a struggle. Moving the odd box is no trouble, but when I am moving 15 - 20 boxes from our apartment in the Town to the car, with the envelopes inside ready for posting at Vergel Correos, I certainly know when I have done it. Fortunately, I have Peter on hand and he is more than willing to load the car up with the boxes and take them to Correos for me when I have post ready at the Oasis Centre. But growing old is something we all have to cope with. It really upsets me to see some of our older people that come to the Oasis Centre, who are obviously in a great deal of pain, yet they just smile through their pain and carry on. One lady that comes in to see us brings her little dog, she is forced to walk the dog two or three times a day, even though she can hardly move with the pain sometimes. But during this past month, I have seen other people walking the dog and that is good, it's what being a good neighbour is all about. It would be good if all of us could watch out for our elderly neighbours who may be living and struggling on their own, and offer to help them if we can. As we approach Summer, here are a few suggestions to help keep us young and healthy: Live and enjoy each day. There is always something positive or something to look forward to each day. Enjoy the sun shining, without sitting out in direct sunshine for long periods of time. Best to cover up or sit in the shade. Look forward to reading a good book or meeting with friends for lunch. If you feel lonely, go for a coffee in a local bar. They are great places to meet and talk to people who have similar interests. Mix and talk with people, even if you might never see them again. Attend a church, they are a great place to make new friends. Don't waste your time thinking that you're too old to do this or that. As long as you have your health, you can do just about anything you find an interest in doing. If you have never used a computer, buy one! Learn how to use it. You will find you have brought the whole world into your room. Learn new things that you haven't learned before. I use my computer every day to ask "Google" different questions that I come across. A computer is also useful for learning Spanish. You can learn at your own pace and in the privacy of your own home. Take care of your body. Take vitamins and eat healthy. We are
fortunate here on the Costa Blanca to have such a wonderful choice of healthy fruit and vegetables at reasonable prices. Exercise at either a gym or at home. Here in Jávea and surrounding areas, many of us are fortunate to have the use of a swimming pool. We have one on the roof of our apartment block and during the Summer months I swim every day for at least half-an-hour. As well as the exercise being good for me, I find I also lose weight, which is a bonus. Dust off those "Golden Oldies" CDs and dance along to the music, moving your body is great exercise. Go to the doctor if you are worried about any aspect of your health and visit your dentist at least once a year. Don't look back. Don't worry about what happened in the past. Live just for today. The one thing that no one can change is the past. What has been is over and done with. The future has not yet come, so all we have is today. So enjoy today, let the past go, and plan for the future. Worrying about the past or holding onto old hurts makes us bitter and unforgiving and affects us both mentally and physically. Keep your mind alert. Do crossword puzzles, learn Spanish, or take up a hobby you were always too busy for. I am not very good at crossword puzzles but love Sudoku. Become a volunteer at one of the charity shops, they are always appreciative of new volunteers. Find ways to interact. Even with no close friends or family around, there are many opportunities to talk to new people. Strike up a conversation with people you meet in the supermarket. Greet people you pass on the street, and ask them how they're doing. You'll be surprised at how refreshing it feels to give a kind word to a stranger. And a smile works wonders, I have found that when I smile at the people I meet in the street, how many will smile back, and a smile helps to keep us young! Be Optimistic. Try to avoid thinking negative thoughts as it will get you no where except sadness. For example, trying to figure out why a husband or wife died and left you alone will only bring tears to your eyes. Instead, remember all the wonderful years you shared and go out with a smile on your face, and enjoy the rest of your life as best as you can. Follow your dream. Look at something you always wanted to do and do it, no matter how old you are. I have a friend who had been terrified of water and could hardly swim, who joined a group who taught her to scuba dive when she was in her mid 50s. Many great painters didn't start till their sixties, seventies or eighties. I taught myself to play the flute when I was in my 50s. I am very rusty now, but still enjoy playing it. We can't prevent ageing, but we can all help keep our bodies stay fit and

healthy longer, and our minds active if we follow some of these suggestions. And keep smiling!!

68th out of 75 ‘men on the run’ captured in Jávea
Paul Monk, one of the UK's 10 most wanted fugitives has been arrested in his Jávea chalet home. Aged 54 years he was wanted for his alleged involvement in the kidnap and murder of Francis Brennan, the English man who was snatched from a Jávea street on 24th January 2014, by men pretending to be police officers, but his body, wrapped in plastic, was found just over a year ago on La Zenia beach in Orihuela. Monk’s arrest follows that of Paul Scott, who was detained in December as a private aircraft touched-down at a remote landing strip in the UK, and who allegedly planned the murder. During the past year the Guardia Civil has worked with the British National Crime Agency (NCA) to find Monk, who was on the Operation Captura list of the 10 most wanted criminals from the UK.

Last month we turned on the Spotlight and featured Angel Villalgordo Muño and his wife Paula who share a passion for cycling and fishing and we learned they had only been apart from each other twice in their thirty six years of married life. This month’s spotlight switches its attentions towards an Election Special where we take a look at two local leading politicians. The politicians we are featuring are Jávea’s Mayor José Chulvi and his Deputy Oscar Anton who have shared the running of the townhall for the last 4 years. This month there are many General Elections across Europe with countries like Spain, Greece, Britain, Poland, Denmark, Finland, Portugal and Estonia all going to the polls. The voting this month in the General Elections are going to be very important for a lot of countries as the crisis remains firm for many people across Europe and with the added threats to all our national securities the elected are going to face a lot of issues. The polls are suggesting that the traditional parties will need to fight hard for our votes because we are seeing new parties flexing their political muscles locally and in Europe and it is being suggested that the traditional parties of the centre left and centre right could eventually become a thing of the past. For instance in Britain we have seen the United Kingdom Independence Party (UKIP), a right wing party who won a number of council seats in 2013 and then in the 2014 European Elections, UKIP received the most votes which became the first time for over a century that a new party other than Labour or the Conservatives had won a UK wide election. In Greece this year we learnt that Syriza, a democratic coalition party made up of thirteen political groups and an official party since 2012 found their way into government. In Spain last year we saw Podemos (We Can) a left wing political party who were founded in 2014 by Pablo Inglesias and whose party rose very quickly to become the third largest party in Spain where 100,000 people signed up for membership within the first twenty days of the party allowing membership and now in 2015 it has become the second largest party with over 350,000 members. Based on these facts it is no wonder that this year’s elections could see more coalition governments spread across Europe than in any previous years. Returning closer to home and not being able to escape the election fever we thought you might like to know more about our two leading contestants who head-up the PSOE/PSPV and Xabia Democratica coalition.
Deputy Mayor, Oscar Rubén Antón Izquierdo Oscar was born in Valencia in 1977 and as a child his parents would bring him to Jávea for family holidays. After leaving school Oscar studied law at the University of Valencia.

Oscar is married to Monica who is a Jávea girl, born and bred and the couple met in Valecia when Oscar was 15 years old and Monica 13. After they married, Oscar moved to Jávea where in 2004 he took an office near the Arenal and founded his own law firm. They have two children Carlos, 6 years old and Vega, 3 years old. Oscar says he ‘fell into politics’ by coincidence for it was never a planned move. His clients usually had issues with the townhall as in the early days property licenses and the bureaucracy caused many unnecessary problems. It was evident to Oscar that most foreign people who had set up home here in Jávea should have access to a translator especially when at this time 45% of the population were expats. Oscar felt somebody had to attend the needs of the expats as many residents reported their bad experiences with the townhall and many felt the red tape was preventing access to a fair system. Oscar realised that the expats needed some form of representation and so something had to be done. At this time, Mr Tony Cabban was an English Councillor, GIX Party, who shared a friendship with Oscar and he also wanted to setup a new party which in 2007 was to become the Nueva Jávea (NJ or New Jávea) party. For Oscar this was his first steps onto the political stage and soon he became an elected councillor and spokesman for the party. The party’s visions were clear they wanted to make a better Jávea and they also believed in expat integration with open and transparent institutions. The party managed to create an assembly system where town planning had an administrator and the townhall held regular public meetings where the elected councillors spoke openly and publicly about finances and local government plans for the town. Although this sounded like a united party who were working for the residents of Jávea it soon became evident that it was not and eventually the party became labelled as a complete fiasco with many ideas being started and not many being accomplished. In 2010 many of the original members were fired from the party as was Oscar. Having a taste for political life Oscar and other fired colleagues decided in 2011 to form the Xabia Democratica Party (XDP), an independent political party made up of foreign residents, native Jávienses and local business people from across many sectors of local industry. In May 2011 local elections were held and the XDP became the third largest local political group: 1st place PSPV PSOE with 6 councillors, Continued on next page

Continued from previous page 2nd place PP with 5 councillors and 3rd place XDP with 3 councillors, Other party’s gained 7 councillors including the CpJ with 2. There are 21 seats available and to hold a majority vote you need to have a minimum of 11 councillors or more elected. If the winning party has fewer than 11 councillors elected then a coalition government will be formed where the third placed party will have the casting vote. After the 2011 elections the XDP were excited, competing in their first election and coming third. This was a huge achievement for a new party and it also fell to the XDP to decide who the coalition government should be. The XDP took a vote and it was decided they would support a coalition government with the PSPV PSOE party (Socialist). The current coalition government is made up of 11 councillors from the PSPV PSOE with 6 councillors + XDP 3 councillors + CpJ 2 councillors. Oscar said “we had made it clear to everybody in Jávea that when the XDP came into office 4 years ago we promised to complete the projects we started when we were first elected as councillors and now having achieved our aims we can now look to the future with other plans in mind. We will continue to tackle and reduce the colossal debts that were passed onto us from past governments and we will improve the infrastructure of Jávea”. Being elected as the Financial Councillor of Economy, Oscar’s tactics managed to reduce the debt of the townhall from 45 million euros to 26 million euros in 4 years. expats living here in Jávea should register on the padrón. There are around 30,000 people registered on the padrón but figures suggest there are 10,000 people who are not. For each person registered on the padrón, central government pays the town council 193€uros per person each year. The padrón also governs the size and scope of local services such as health, police, fire and postal service. Oscar asks you to register on the padrón, which is a simple process and by doing so you will help the Townhall recoup an estimated 1,930,000€uros. Oscar also said expats who reside here and who are on the padrón can then register with The Censo Electoral which gives all expats resident in Jávea the right to vote in municipal and European elections. Oscar has chosen his two councillors wisely and appointed Pere Joan Sapena, an experienced architect who controls and looks after the affairs of the Town Planning. Pere works an average 12 hours per day where he is finding solutions for those who are unable to sell their houses because of licensing issues. When he is not working I understand Pere raises money for local charity taking part in marathons and bike rides. Juan Luis Cardona Salvador was appointed by Oscar as Trade and Export Councillor. He is a businessman who has organised retraining courses for the unemployed. Oscar said Juan Luis Cardona Salvador has been instrumental in reducing the levels of unemployment in Jávea to those of 2009 and Jávea now has a rate of 7% of unemployment whereas in the rest of Spain the national average is around 25% of people who are unemployed. Oscar also confirmed that XDP have been contacting companies to come and invest in Jávea. Towards the end of last year Oscar had talks with a large company who promised to look into the advantages of financial investment in Jávea. Meanwhile Oscar confirmed that the ISP will invest 15 million euros in an English Secondary School here in Jávea. It is not a surprise that the XDP are an enthusiastic party, Oscar leads them with an untiring passion he is very proactive in meeting residents of Jávea, setting party goals, representing the town hall in various meetings and having regular spots on the local radio station where he discusses his beliefs and sets examples for other towns to follow. Mayor José Chulvi Being English and not knowing how I should officially address the Mayor of Jávea my mind was ticking, do I call him Señor, Mr or Mayor José? After reaching a decision I decided to be most courteous and address him by his official title and so Mayor José it would be. Linda, who naturally plays the part of my translator made the introductions and it was soon over to me to ask my first question. After asking several questions, each time addressing him as Mayor José, I noticed Mayor José lean across to Linda where he whispered to her “Why does Ian keep calling me Mari José? After I was told the joke we all had a laugh and he suggested that I called him José. This man has a real sense of humour and there is a genuine nicety about his character. Mayor José Chulvi was born in Jávea on the 25th December 1970, his wife (also called Monica) is also a Jávea girl. Mayor José became involved in politics when he was invited by a friend to attend a PSPV PSOE Party Conference and little by little he became more involved. In 2007 he became an elected councillor and by 2011 he was nominated to stand as Mayor for Jávea. Mayor José receives an annual salary from his ministerial position as an elected MP for The Alicante Provincial Government and he is also entitled to draw another salary from the local council for his position as Mayor of Jávea. Being a genuine man Mayor José decided he couldn’t accept two salaries as there are residents in Jávea who are unemployed, so donated the amount of a Mayor’s salary into the employment system which helps fund the social programme for employment, unlike the Mayors of Benissa and Calpe who I understand do receive two salaries for their work. So what is the role of the Mayor (or in Spanish terms) Alcalde. The Mayor is the executive head of a municipal or local government and he or she is
elected by other official councillors. The Mayor is also the highest ranking officer within the local government. Apart from being the Mayor he is also a qualified sports coach where his preferred sport is basketball although Mayor José does enjoy taking part and watching other sports. When he has spare time, he and his wife Monica enjoy going out to the Theatre and Cinema although this is not very often due to his working commitments. As the Mayor of Jávea, Mayor José fulfils 1,900 appointments each year which include the opening and closing of the town and port ceremonial functions. He also attends local school sports days, concerts, presentations and awards ceremonies, exhibitions and represents the town in all political matters and chairs public council meetings. The Mayor’s week begins like most of ours, on a Monday morning at 8am with a Councillors meeting where important matters are discussed such as the town’s issues that have been raised during the past week by the Councillors or the public as well as new plans and proposals. During their AGM in March at the Parador Hotel the members of U3A Jávea were addressed by the new President of Help - Denia and Marina Alta, Candy Wright, who explained about the facilities and services Help DAMA provides. Candy outlined her ambitions to expand the services offered by Help DAMA to start new support groups for Alzheimer Carers and for Stroke Victims. Candy introduced her Vice President, Catherine Pérez Pinto, who is a member of U3A Jávea and coordinates Help DAMA activities in Jávea. This is believed to be the first time Help President and Vice President have both been bilingual. After a gruelling working week from Monday to Friday finishes you would think the weekends would be a chance for Mayor José to unwind, not so. Our interview with Mayor José was on a Saturday afternoon at 1pm but we soon learnt that earlier in the day he had begun the day with an official visit to Altea where he had a political party meeting. After the meeting he made his way back to Jávea to attend a children’s educational programme called Mercarchef. This new initiative is planned for every Saturday in the town’s marketplace and the programme is aimed at introducing local children to the world of gastronomy and fresh local produce. Later in the afternoon he had other functions to attend which included awarding trophies to the competitors of a fishing competition and then onto an official visit to the theatre. Linda said to him “At least you can rest tomorrow” when he smiled and said, “At 10am I have the Jávea Marathon to attend, 11am I open a Gymnastics Display Tournament and then go to a local Tennis Club. At 1pm I will go back to the Jávea Marathon and award trophies to the competitors. After having lunch with my wife I will attend fiestas in the town in honour of Jesus Nazareno.” I then asked him what would be his notable achievements in his term of office during the past 4 years? He said he was extremely proud to have been involved in the development and opening of the new bus station in September 2013; the upgrade to the promenade on the Arenal Beach, where after 20 years delay and under his government the work recommenced in October 2012 with the laying of new paving stones and seating areas and it was completed and opened to the residents in March 2013. The promenade was renamed the David Ferrer Paseo in honour of the infamous Jávea tennis star. Major José also saw the completion and opening of the Library and Community Centre in the port in October 2013. Although there have been other projects started and completed like the asphalt plan and maintenance of highways, he maintains his biggest achievements have been the smaller things which have no physical being and therefore cannot be seen. My attentions then turned to the fire we’d all witnessed last September in the heart of the Montgó national park and to the destruction it had caused. “This incident caused unrest among our residents and the Valencian Community” said Major José. “Whilst the emergency services were battling the fires on the Montgó, the councillors were battling with the regional government to send in more air support. The emergency services were spread thinly on the ground and we had to safely evacuate 1400 people from their homes while trying to fight the fires. It is not the total responsibility of the local authority to battle disasters like this, but for the regional government to step in and assist us.” Mayor José continued, “I was providing the evacuated residents with vital information and then dashing off to make calls to the regional government in Valencia asking why they were not sending us vital air support. The next day we saw the support aircraft arrive but by this time the fire had been burning for 24 hours and had consumed over 450 hectares of national park land and some private properties. “I wanted an explanation from Valencia as to why they did not react to my requests in time especially when we had been asking for their support. Fake Tax Refund eMails
The Spanish Ministry of Finance has issued a warning this week over fake eMails received asking for bank details in order to reimburse money collected through taxes. The eMails claim the recipient has been identified for a repayment, with a description in Spanish such as “han sido elegidos para el reembolso de una cantidad de dinero por impuestos”. The Ministry warns that under no circumstances would they send eMails asking for bank or credit card details, but the fake messages are convincing on account of the scammers using similar forms to the ministry and accompanying logos. Hacienda have stressed that any return of tax is made by established legal procedures by the Tax Agency and

With so many fake eMails and internet scams around, it is important to verify the source of the message before submitting personal details. Official institutions and banks do not ask for details in this manner, but if there is ever any doubt, you should contact them, by telephone or in person, before submitting details.
Lottery Scam
The perpetrators send a mass message to eMails found on the Internet. The messages usually come from a free account and often include real logos from the National Lottery Organisation ("La Primitiva", "El Gordo de la Primitiva", "Lotería Nacional", etc.) as a cover ("Nacional Loto"). In the message, the perpetrator tells the receiver they have won a prize, even though the victim did not participate in any sort of contest (they often say someone has simply been selected because of their eMail, or because they visited a web page, or their tcket was bought in their name by a friend). The only action needed to receive the prize to pay a sum of money to cover the cost of taxes, tariffs, the transfer cost, or something similar. In this way, they obtain information about a bank account and request a transfer through various fund-transfer services. The perpetrators will use logos of secure businesses or well-known banks and say the message is from some Ministry as a way to ‘guarantee’ the authenticity of the offer. Along with this, the telephone and fax numbers given in the message are usually just pre-paid mobile phones. Once the requested amount has been transferred, there is never any news of the prize.

Card Sharps
This trick consists of getting people to bet money on games of skill that, supposedly, turn large profits and are played in openly on the street on a small table. The most common version asks the players to guess which cup or glass is hiding a small ball. In another version, they use cards. To make the game appear simple and easy to win, one or two accomplices (hooks) will circle the person in charge of the game and choose the correct item several times. Eventually, the person playing the game gets excited and starts to bet more money. The game is all about sleight of hand: the hand is faster than the eye. So when a player bets more money, the card sharp will remove the ball or card from the game making it impossible to win and the victim loses their money irretrievably. This scam is found commonly at fairs and markets.

Accidents on the motorway
If you have an accident or a breakdown and your car is on the motorway and you cannot move it, do not stay on the road. Use triangles to let other drivers know that your vehicle is there, and wait off to the side of the road, as you never know when other accidents can happen. If possible, move your car or truck as far off the road as physically possible. Protect yourself behind a guard rail if you are on the highway, or exit to a side street if at all possible. Do whatever you can to put a distance and a barrier between you and oncoming traffic. Do not risk your life, every year, many police officers lose their lives on the motorway, even though they try to take all the security measures, but sometimes it is not enough.

UK motorists going abroad after 8th June are warned they may need to take a special code with them if they want to hire a car.
From that date the paper counterpart of British driving licences - which records endorsements and fines - is being computerised. Anyone wanting to hire a car abroad could need a code to show convictions for offences like speeding. To obtain it, motorists will have to log on to the DVLA website beforehand. But the code is only valid for 72 hours, so anyone wanting to hire a car more than three days into their trip may need to generate a new code while they are abroad. For those who do not have internet access, a phone number will also be made available. However, the code is not an official requirement and it will depend on the individual hire company's terms whether or not it is required.

DVLA KEEPING THEIR BOOKS STRAIGHT - 13 MONTHS IN THE YEAR
Thousands of UK law-abiding motorists are having their cars towed away and being charged fines of as much as £800 after unwittingly falling foul of car tax rule changes introduced by the DVLA. Figures obtained reveal that DVLA clampings have risen dramatically since October, when the agency did away with paper vehicle excise duty discs.
Before the changes DVLA was clamping about 5,000 vehicles a month, but this has surged to more than 8,000 – with motorists horrified to discover their cars being towed away without even a warning letter from the agency. In total, more than 100,000 vehicles are likely to be clamped this year compared with 60,000 the year before.
While most motorists know that tax discs are no longer required, what is catching out many is that vehicle excise duty is automatically cancelled if a car changes ownership – even if there is a valid disc in the window.
Previously, anyone selling a used car could post adverts saying “Taxed and MOT” until a certain date. But now when a car is sold the tax, even if it has many months to run, automatically expires and the new owner has to tax it again. It is this change that is exposing
drivers to clamping by the DVLA and large fines.
The DVLA says it has worked with motor traders and written to new owners to make them aware of the change, but plenty of motorists have found their vehicles clamped or towed away after being given a taxed car by a relative, or even swapping cars within a family. Those who are caught out have no right of appeal to an independent body and say the DVLA is acting unfairly.

Last month married couple Christopher and Marianna Webb returned from a trekking holiday in Nepal to find that the ageing Ford Focus they’d left in the Battersea area of London had been towed and stored in a pound for non-payment of car tax. This was despite it having a valid tax disc in the window. Only after a two-day battle, which saw the couple from Bridport, Dorset, hand over £822 to the DVLA, did they get the car back.

decided to swap their already-taxed cars with one another. They diligently wrote to the DVLA to tell it about the changes of ownership. But unbeknown to them, the DVLA had cancelled their tax discs when they swapped, as per its new rules. The couple were sent refunds of the tax they had paid, but admit they failed to read the letter in its entirety, assuming all was well. They say they received no warning letters from the DVLA telling them their cars were not taxed. One eventually did arrive, but only after a car had been towed. “My first attempt to release the car after a £45 minicab fare failed because, although I had my passport, I did not have the registration certificate and a bill with my address on it,” Webb says. He was spared a round trip to Dorset after a neighbour sent his documents to London by £20 special next-day delivery. He had to hand over a release fee of £200, storage fees of £462 and a surety fee of £160, refundable when the car tax was paid. He was told that had he left it just a day longer his car would have been sold at auction, with no comeback.
“I always pay all my bills on time,” Webb says. “We both have valid discs on our windscreens, and genuinely did not understand anything whatever about the new system that came into being. I accept we should have read the one DVLA letter they sent in October more carefully. However, I feel they are very heavy-handed. Why did they not send a reminder letter in November, December, January or February?” Of course, Spain is different!

Mayor José Chulvi describes himself as a non-conventional politician who has a good and genuine relationship with all his working colleagues irrespective of politics or party representation. He also adds the decision making during his term of office has been of a joint nature between the parties of the coalition.
WHAT DO JÁVEA YOUNGSTERS THINK?
In addition to our main political feature this month and keeping in context with our political theme we decided to talk with a handful of our Spanish students between the ages of sixteen and twenty about the elections and their future expectations. Surprisingly we found the students’ views were all very similar to each other and the general feeling was of a concern for the ongoing crisis and the quality of the State education system. Some knew of students who had dropped out of the education system altogether and some knew of students who had decided to study overseas for a better education and a prospect of a job. Recently we have seen a small band of local mature students leave Jávea to go to the UK where they felt they had more chance in finding employment. The students we talked to also had a clear vision for their futures where some have decided to study Mechanical, Electronic, Electrical and Mechanical Engineering, Biochemistry and Medicine at Universities such as Valencia. Now you might think this will give Spain a skilful workforce in the future but sadly no, as at least three quarters of these students have said they will be looking for jobs overseas. I have recently read articles on the Spanish “Brain Drain” and if the future governments do not listen now to the students then this will become a massive problem for the future if it isn’t one already. Losing your talent is not good for any country especially scientists and engineers as usually it is this band of people who become the entrepreneurs and inventors who provide the growth with new markets and opportunities. In the view of the students the suggestion was that Spain could become more innovative but the Government has no money to invest in them. Cash for the economy is generated through tourism which appears to be the most important revenue stream for the country, but only creates limited jobs. If people choose not to holiday here it brings more problems and worsens the financial crisis. Exports are mainly vegetables and fruit, notably oranges which again doesn’t create a wealth of jobs and not all of us want to become farmers, wine makers or involved with tourism. The need for more technological industries like other European countries was the message we

heard from the students. The students may have a point and I feel kind of sorry for them but I have recently read from the columns of Agenda 21 that Spain is beginning to develop new technologies and it is possible for this country to become a leader in renewable energies, biomechanics and agri-technology. I understand that there are partnerships forming between the scientific communities of the UK and Spain, so over the coming years we may see a newer technological nation start to emerge, but today’s politicians must consider and breathe confidence into their students so visions for a brighter future here in Spain can begin for everyone. Recently a student, Nico Ros Bou submitted a piece of homework where he was asked to imagine he was a political leader for a new party and needed to write an inspirational political speech. For me his speech sums up the general feelings of students we chatted to and I thought it would be a fitting end to this election special. Nico is eighteen years old and has ambitions of gaining a high paid job either here in Spain or overseas. He will be leaving school in the Summer and is looking to study either Engineering or Economics at Valencia University in September.

There are many court precedents, and in this article, I want to highlight the recent judgment of 16 January 2015 (No. of Appeal: 2336/2013), of the Spanish Supreme Court, which confirmed two important issues: 1. The bank who received the money in its special account, is responsible for returning the money to the buyer-consumer, if the developer does not hand over the property, and if the money paid is not guaranteed otherwise, even if the buyer does not have an individual bank guarantee. 2.-The limitation period (deadline) to start a legal action against the bank is 15 years, as it is understood that the bank's liability arises from breach of the Law 57/68, and is a result of contract relation, thus the contractual liability deadline applies. The High Court judgment mentioned, is very important, and confirms the legal possibilities for all those who have paid money buying a property off plan, that was never handed over, asking the bank where the promoter received the money to return the money paid, even if the developer has disappeared, is in bankruptcy, etc. To assist consumers in this situation, our firm offers to waive our own Law Society fees for clients in a "no win no fees" deal, meaning that only if the case is won would we charge our legal fees as per the Law Society, and if not, the only expense our office would need to charge would be a small provision to cover necessary unavoidable administrative expenses. Court Nº 5 in Denia has ordered Banco Santander to return to a client (a former Ondara PP Councillor) 1.8 million €uros invested in a risk product after providing "biased" and "incomplete" information "abusing their trust" and knowing he did not want to play with money on which he depended for a pension in his later years. The court partially upheld the complaint filed by the client, represented by attorney Pedro Picazo, of Picazo Associates in Valencia, and declared the contracts ‘null and void’. There were two brothers who sued the bank for losing their money, about four and a half million €uros each. The brothers sold some land in October 2006 that they owned with their father on the seafront in Denia, affected by Internal Reform Plan, which until then was a camping business which the family ran. Each of the brothers received a total of 4,937,366.18 €uros. Following the sale of the camp site, the plaintiffs did not have any other source of income, since their income had been derived from the management of that business. Following the sale, a ‘consultant’ put them in touch with a manager of private banking at Banco Santander who was then spending his holiday in Dénia, whose office was in Ávila, Castile and León, as recognised in the lawsuit. That Summer, after several efforts, the bank advanced each of the brothers amounts in advance of payment by the purchaser of the land, granting two loans to each of them for a total amount of 2,468,383 €uros. These amounts were subsequently cancelled by ‘buying back the notes’, although the arrangement cost each brother almost 80,000 €uros. In October, and having already paid all the money into the bank, each brother signed a management portfolio authourising the bank to invest their money - worth 2.455 million €uros. The co-defendant Portfolios Santander SA was entrusted to invest the money deposited.

The judge, after studying all the documentation, witness declarations, and statements of plaintiffs and defendants, gave reasons for the decision. The judge considered there was no indication to the brothers of the 'global' risk integrated into the management contract portfolio, since this profile was not chosen by the client, because "it was the only one possible", according to the

Portugal is one of the most expensive countries in Europe, but you do not pay any fees or VAT paying only 24.5% of annual revenue. Italy applies the same standard, with reduced tax of 20%. Spain is one of the European countries that least helps the selfempoloyed, making it the undisputed TAX HELL. Spain is the only country with such an unfavourable environmental law for the self-employed, especially when it has become the only way out for many of the 4.5 million unemployed. Health and basic tax paid depending on the employment model chosen - costs between 264 and 1,075 €uros a month, regardless of the fact that the flat rate of 50 €uros, lasts for only the first six months, and depends on submitting accounts for at least three years. After that they are treated like everyone else with quarterly payment of VAT and the corresponding income tax, and the cost of an ‘Asesor’ or ‘Gestor” whose fee is often greater than the tax they owe. Comparing the law in neighbouring countries, the Portuguese autonomous Hacienda want annual reporting and there is no liability for payment of tax or health contributions. In Italy, the payment is also unique, like Portugal, at 20%. Further north, in Holland, self employed pay a fee of 100 €uros a month for insurance plus a 50 €uro annual fee. The government of Mariano Rajoy has frequently compared legislation in surrounding countries to justify tax increases - it is time to learn a lesson and reduce State overheads for the unemployed who see ‘Autonomo’ as the only solution to provide for themselves and their dependants.

On a recent visit to Denia the subject of value for money was mentioned - with the thought that ‘tourists’ might be regarded as ‘fair game’ but non-Spanish residents should not be penalised. I was told of a well-known and popular nightspot that justified 3.50€ for a bottle of ‘Agua sin gas’ because of the fancy bottle. Asking for another, the 2nd bottle already had the sealed cap broken. The waiter was dumb when asked “Why?” Looks like the empty bottles are returned to the kitcen and recycled with water out of the tap. It’s worth checking the seal yourself - you would with champagne!

The perrenial rumour about British people living abroad, being prevented by the UK NHS from travelling in Spain (where they reside) back to the UK to for treatment or operations in the country which provides their State retirement pension is being defined. UK election candidates talk of the cost to the NHS of ‘Health Tourists’ and we wonder how sick people get past Border Agency staff to become a burden to the UK taxpayer. Seems it is not the illegal immigrant who will be targeted, but those who live overseas and make no secret of how welcome their UK GP or Consultant makes them feel, when they return to keep their follow-up appointment. Everyone in Spain understands their reasoning, because it can often prove a bureaucratic nightmare to register with the local health authority in a foreign country and then work with a Spanish

On average the NHS claims to lose a massive 695 million €uros each year in revenue from this ‘fraud’.
