“THEY ARE DESTROYING THE PLACE”
The Magazine ABOUT and FOR Jávea - that you can hold in your hand
These were the words used by an impassioned lady who came into the Oasis Help Centre on 16th July - almost on the point of tears - to complain about the wanton destruction of what she and most others liked about Jávea, and the reason most came to live here - its ‘character’.
At first I thought she was talking about an invasion of lager-louts who had failed to get off their coach in Benidorm and been brought to Jávea, but it wasn’t - her anger was aimed at the nonsensicle decisions of Jávea Councillors, that is ripping the heart out of the town she loves.
We found ourselves in a game of ‘verbal chase’ - each finding it easy to find another way in which money had been wasted and the fabric destroyed. Cobbled roads may be preferred by tourists who don’t drive, but was the 3-year upheaval - closing off the town centre - a price worth paying. Removing vehicle access to niche businesses like Micka Computers, who had his road cut-off to create a bigger plaza outside the Correos office. Kerbstones with a 90º sharp edge that cut into drivers tyres, on roads made so narrow, that new ‘slimmer’ buses had to be bought by the Venturo contractor. Townhall - at the same time as spending a fortune on modernising the old Townhall in Plaza Iglesia, 6 million €uros is spent on building a new Townhall that no one wants to use. Port Library still waiting for books and furniture. Underground Parking that the Mayor was told by the Supreme court not to pay, but renegotiate the contract as ECISA, the contractor had taken no risk, was paid in full, leaving Jávea with parking it could ‘grow into’ and a debt of 30.000.000€uros.
Hospitality Seating was introduced to allow Paris-style ‘al-fresco’ drinking - from cups or glasses - all the more appreciated when smoking was banned from shops, bars, restaurants and workplaces. Jávea Council refused to discipline a business that stored bikes for repair - often 50 of them - in Av. Lepanto, but chose premises like Bar Smiths in nearby Toni Llido, who’s Gestor had paid the 800€ annual fee for fence, chairs and tables that caused no one any harm, but had to remove it by 1st May. No, of course the Gestor hasn’t been able to get the 800€ returned. Meanwhile, a Moors and Christians ‘Peña’ has use of the premises next door, and is allowed to erect a pergola, table and chairs, and drink their own liquor that they’ve bought from supermarkets. I keep hearing from the Councillors what a wonderful job they are doing, but I don’t hear voters agreeing. CR AEverW

This was around half of the students trained in Divine Healing Principles at Jávea Seminar
DIVINE HEALING TRAINEES AT TOSCAMAR After 18 hours of teaching, over 3 days, by American Curry Blake, many of the 80 students who had been learning 'how God does' Divine Healing, were present at the Saturday evening meeting attended by 40 visitors, of whom around 20 indicated that they had come seeking healing.
The meeting - and training sessions - in the lounge at Toscamar, had been arranged by Scandinavian Aki Niemi who relocated from Denmark to Cumbre del Sol, earlier this year, and is the Spanish representative for John G. Lake Ministries. The Founder of JGLM is credited with many miracles, including raising 9 people from the dead. JGLM is not backward at being positive: The Oldest Most Experienced Most Successful Healing Ministry in Existence Today and the Acknowledged Authority Concerning Healing and Operating in the Power of God.
Curry spoke for around 30 minutes (but with translation into Spanish it seemed much longer) explaining the Biblical foundation for Divine Healing, which is already practiced by many pastors, churches and congregations in Jávea and the Costa Blanca. A belief that God CAN heal is fundamental to Christianity, and Curry ensured that

everyone who came seeking healing, was prayed for by many people, so no one person could be credited with a miraculous outcome, other than God.
Curry said the ministry of Divine Healing was uncomplicated - as simple as telling people what God had done, and then gave a few examples, mostly from the States. The daughter of an Alzheimer's patient asked Curry if he had a 'prayer cloth' to take to her father, but he didn't, so she went into a restaurant and bought a serviette, over which Curry prayed. The daughter tied the serviette round her faher's neck - not like a bib - but like a cowboy wears. Moments later, the demented old man, looked to heaven and prayed a prayer to God thanking Him for the release of his mind. Another lady, a wife, wrote and asked Curry's office for a 'prayer cloth' - a common request among American Healing Evangelists - because her husband had a withered left arm. Curry was away, so Curry's wife cut the arm off a shirt Curry had worn, that was waiting to be laundered, and

It is hard - on the night - to evaluate Healing. "The proof is in the pudding" - has never been more true then when applied to healing. It's not only about improvement on the night, but evaluation in a week or more time.
Curry then told the story of a paralysed man being brought into one of his meetings, on a stretcher, and connected to machines that kept him alive. After prayer, the man said he had feeling returned to his toes. At the end of the

In the U.K. the methods of television and radio reception are changing. The old toast rack analogue and satellite dishes are being challenged! The twisted pair copper wire method of routing telephone and later ADSL is now being replaced by fibre optics, allowing a fantastic range of information to be sent down the telephone line with huge benefits to many of our reception problems. However, fibre optics is quite a costly replacement and therefore as a business enterprise, the largest cities are first in line. Rural areas are making noises, and in time it is hoped all will benefit, but I guess the economy will have to pick up first.
Fibre Optics is also in Spain, but again it looks like the Spanish economy may even prove a larger stumbling block, who knows? For some who demand the latest in viewing i.e. 3D viewing along

Last time, I promised I would enlarge on IPTV! Internet Protocol Television is a reasonably new method of receiving Television, Radio and several other interesting programmes e.g. UTube etc, where it seems the Sky is the limit as it’s such a fast moving medium!
You are given a small plastic box measuring 10 x 8 x 3 centimetres packed with electronic integrated circuit all mounted on a printed circuit board, which is all you require to know about the internals! Externally it offers connections to a small power supply, but often that is also fitted internally. Either method provides a mains lead and after other connections are completed it’s time to connect up to your mains supply.
The other required connections used is the supplied HDMI cable from the IPTV to one of the HDMI connections on your television receiver. The other connection is to your Wi-Fi IPTV input connection and this is introduced from your Wi-Fi/ADSL telephone link. One point to watch for here is that you must check the Bandwidth with your ADSL supplier and may I suggest you ensure at least 2Mb (Megabytes) better still 3Mb.

Other features it offers include the possibility of connecting an external disc recorder or a memory stick, making it quite a versatile box of tricks. Some companies are already offering this service, but it’s not to be confused with other services who instead use a private cable method or a beam signal to a mini dish.
Beam signals are subject to the same problems of all types of this method of transmission using satellite dishes, in that they are subject to the possibility of lightning damage. Recently one beam system was disabled for more than a week, not funny if this is your only method of entertainment. The same can happen to individual satellite dishes, but repairs are usually completed much faster! The company who have supplied some of my information have sent me a list of their proposed channel line up.
For the average viewer it offers a reasonable range of products and as our local telephone suppliers, Movistar, spring to mind with the improvement on the bandwidth of their service, then looking into the future it has many possibilities. This system will soon be on offer, offering Wi-Fi IPTV-UK Box including 12 months viewing for some 259 Euros,with the next year’s subscription costing 149 Euros. Continued on page 9

Energy Proficiency Certificate answers by Patrick Vine
I’ve had a number of people ask if the Energy Proficiency Certificate is obligatory? The answer is no! It is not required by law as any Notary will confirm to you. Your lawyer would also tell you the same and if they tell you it is needed then you should ask them where it is stated in the Official State Bulletin (BOE) because it is not! A Visado, which is the little blue stamp (or now the computerized stamp) should appear on any official building plans to be submitted to the town hall for a planning permission license for building a property or extensions but is not required on the energy certificate. The person issuing the certificate must be a qualified architect or technical architect. Another question being asked is if the person buying the property state they do not require the certificate, can it be wavered? There is an exception to the rule, if the property is only going to be used for 4 months of the year them the certificate is not needed. This will have to be declared in the deeds and the new owners will be responsible for the declaration. The Notary will warn you in Spanish that the risk of this being checked is quite real and that the fine - if found to be untrue - is between 600 & 1000€ (an Energy Certificate should not cost you more than 140€ for an apartment and 180€ for a town house or villa) the way that this is checked is by looking at the utility bills etc. The Energy Certificate now has to be registered at the Registro de Certificación de Eficencia Energétic de Edificios. This is a process where the architect registers the certificate and will need a photocopy of your N.I.E. number and your written consent to register the certificate. It can be done on line by the architect, who will need to have his details registered with a digital signature. You can register your own certificate (http://gcee.aven.es/publico/documentaci on.aspx?ob=ext&id=1) but it’s a complicated process as you will have to register yourself as a client and it is all in Spanish. The architect may want to charge you for this service. out his legs, stood up and began to walk. The man had thanked God, but not told Curry, until two years later. A stillborn baby could not be resuscitated at birth, so was placed in a basket, as doctors concentrated on helping the mother, after a difficult labour. A nurse who had been to one of Curry's meetings, went over to pray for the baby, and was joined by the infant’s father, satisfied his wife was in capable hands. After 15 minutes of prayer by the nurse, the baby's chest heaved, he cried, and has grown into a healthy and normal child. Curry spoke of a Downs syndrome child who was healed in another City in the States, not only her face becoming 'normal' but her DNA changing so that she no longer had the defective chromosome. On another occasion, long after Curry had left another City, a woman on the front row, keeled over and died. She had no pulse so they phoned for the ambulance, that was many miles away. Someone said "Let's pray like Curry taught us" and they did, until the paramedics arrived, at which point the woman coughed, sat up, was taken to hospital, but suffered no illeffects. Curry reminded us "The church doesn't know what God says it can do!"
What about Jávea?
One man, pushed into the Jávea Saturday evening meeting in a wheelchair, became a focus of prayer, by Aki, andhis wife, Karen, in the early part of the meeting, and by many of the students, afterwards. I was sitting close to the man in the wheelchair. Curry quoted other examples of God's healing
power, and I couldn't help but notice that each time Curry referred to telling people "You are going to be alright" there was a deep yearning cry from deep within the old man in the wheelchair. Yes, each and every time. It was as if the illness within the old man, was responding to an eviction notice! It is difficult to evaluate healings, but the fervour with which many of the students prayed, left little doubt that they believe God still heals and that he’d be using them to do so. The test of founder John G. Lake was pretty demanding: “When you complete your 30 day training, you’ll be given the name of a terminally ill patient to pray for. If the patient is cured (healed) in 6 weeks, you’ll get your Diploma. If the patient is not healed (or dies) in those 6 weeks, you haven’t got what it takes, and your healing ministry never existed. To the left of me was a Roumanian aneathetist from Barcelona, and in front, a lady who had travelled from France. Afterwards, Curry returned to the USA and Aki went to Paris, France to preach to the converted. Jávea could do with more miraculous healings. CR

BRITTANY (age 4) had an earache and wanted a pain killer. She tried in vain to take the lid off the bottle. Seeing her frustration, her Mum explained it was a child-proof cap and she'd have to open it for her. Eyes wide with wonder, the little girl asked: "How does it know it's me?"

ATHEIST IN THE WOODS (The truth laid bare or even, the bear necessities )
An atheist was walking through the woods. 'What majestic trees!' 'What powerful rivers!' 'What beautiful animals!' He said to himself.
As he walked beside the river, he heard a rustling in the bushes behind him.
He turned and saw a 7-foot grizzly bear charging towards him.
He ran as fast as he could up the path. He looked over his shoulder and saw the bear was closing in on him. He looked over his shoulder again and the bear was even closer.
He tripped and fell on the ground.
He rolled over to pick himself up but saw that the bear was right on top of him, reaching for him with his left paw and raising his right paw to strike him... At that instant the Atheist cried out, 'Oh my God!' Time stopped. The bear froze. The forest was silent.
As a bright light shone upon the man, a voice came out of the sky.
“You deny my existence for all these years, teach others I don't exist and even credit creation to cosmic accident. Do you expect me to help you out of this predicament? Am I to count you as a believer?”
The atheist looked directly into the light. “It would be hypocritical of me to suddenly ask you to treat me as a Christian now, but perhaps you could make the BEAR a Christian?”
“Very well.” said the voice.

WHAT’S IN A NAME?
Possibly very little, but the former premises of CONSUM, located opposite the ‘Moli Blanc’ will open as EUROMARKET. We’ve not been too successful with a Google search to discover the owners or origins of the new venture, and asked Jávea Town Hall what they knew, but didn’t get an answer. What we did discover is that there were supermarkets with the same name in Fuengirola and Mijas.
We gleaned from Euro Weekly News ‘Euromarket was also known originally as HiperEuropa and was once one of the most popular and largest hypermarkets in the Mijas region. It now has new owners, and it is expected to be re-opened under a new name. ‘Dating back to the early 80s it was at one time the only option for expats in the area wanting to relive their UK-style shopping experience. It was part of the Cayetano supermarket chain, which still has stores in Fuengirola. ‘Expatriate, Jim Andrews, who has lived in Fuengirola since 1994, told EWN: “Everyone shopped there back then. (bit like Costa Blanca Supermarket and Aldi, before it became Dicost, on the Jávea shopping scene) and apart from Euromarket there were just smaller supermarkets in town. There was no Eroski or Hipercor. There was no La Cañada in Marbella, or Miramar centre. It was the only show in town.”
‘But, earlier this year the shelves were emptying as the owners ran down stocks ready for its closure. A staff member (of the Mijas store) said the store would be closed for two or three months for refurbishment. She did not know for sure who the new owners were, but, she said, it is rumoured to be French supermarket giants Carrefour. I always believed that it would be 2015 before Jávea ‘bottomed-out’ of the ‘crisis’ caused by bank failures, but there are signs of ‘green shoots’ in many areas of Jávea. A CONSUM that rarely had a dozen cars in the carpark at its old premises, provided 273 spaces in the new premises. A large new construction on the East of C/. Cantallops (between Ferrobox and Tiffany’s) is rumoured to be a new German-owned residential care facility for the elderly, and it’s anybody’s guess what is being built on the road to Gata, opposite Talleres Pallacio. At a recent Marina Alta Business Club meeting, Corrine from the Sign Shop, said they were busier between February and June than they had been for 5 years - not as busy as 10 years ago - but none-the-less ‘busier’. The view was expressed that loss of welfare benefits was probably forcing people at ‘The Last Chance Saloon’ into selfemployment and business start-up, to try and shield their family from poverty. VPNUK While chatting about other methods of reception, quite a few people contact me with regard to using their home P.C. or laptop as a television receiver with BBC iPlayer and the equivalents provided by ITV, Four and Five etc. One problem when using these services outside of the U.K. is that you are greeted by a message advising that the service is blocked. However as many people have found out, there are several routes you can take to defeat the ‘Block’! I have tried a few. The one I have found to be of outstanding quality and involving a very economical charge is VPNUK. Simply go to Google, type in VPNUK and the web page offers several different methods offering a superb ‘Back Up’ service and if I am motoring through Europe all I need is to ask at the Hotel for their ADSL code and after dinner have an evenings viewing. Of course if you are at home experiencing one of our gota frias then at least you can view BBC etc using the VWNUK system, it’s a very good reserve system to have. being damaged on take-off this means that 2E will have to be put back some two weeks or so, we hope! After this it will have to be moved to its exact location at 28.2 Degrees South, South East. At this point many tests must be completed and only when Astra are fully satisfied will the switch over take place. We can only hope there are no further technical difficulties!
Newspaper Stories Picking up a few of the local papers, at first glance it reads that we are going to lose our National U.K. T.V. programmes around this area of Spain: Denia to Benidorm and also Inland. More careful reading tells us it is the Southern Spain readership who may be in trouble, but even that has yet to be confirmed! This has caused problems as so many people have telephoned me or sent eMails expressing concern about reception problems. Until we have the replacement satellites up and running no one can predict for sure what the ‘footprint’ coverage can be, but based on my test to date, I feel reasonably confident that those based in the South of Spain are going to be in difficulties. Most of the jobs I have been connected with going back at least 12 years have involved the larger satellite dishes, in particular 2.4 metres in size. I feel confident in the area stretching from north of Denia to beyond south of Benidorm and sweeping inland all should be O.K. A further bonus in bad weather conditions is that this size satellite dish will hold a signal for much longer!

What can help me stay at home? You may be used to handling everything for yourself, dividing up duties with your spouse, or relying on family members or friends for help. But as circumstances change, it’s good to be aware of all the home care services available that might be of help. What you may need depends on how much support you have, your general health, and your financial situation.
Household maintenance Keeping a household running smoothly takes a lot of work. If you’re finding it hard to keep up, you can look into laundry, shopping, gardening, housekeeping, and handyman services. If you’re having trouble staying on top of bills and appointments, financial and healthcare management may also be helpful.
Transportation Transportation is a key issue for older adults. Maybe you’re finding it hard to drive or don’t like to drive at night. Investigating transportation options can help you keep your independence and maintain your social network. You may want to look into local transportation such as buses, taxi sharing, and senior transportation options to appointments (assuming you live in an area where there is a bus service).
Home modifications If your mobility is becoming limited, home modifications can go a long way towards making home more comfortable. This can include things such as grab bars in the shower, ramps to avoid or minimize the use of stairs, or even installing new bathrooms on the ground floor.

INVOLVING LOVED ONES IN HOME CARE SERVICES Everyone has different family structures and support. In deciding your own options, take a look at your own family structure, culture, and the expectations you and family members might have. You may have already made alternate plans, preferring to keep family as little involved as possible. Perhaps you and your family want to work out a system where caregiving by family is your primary support for staying in the home. Or it could be that work, health issues or location of your family may not make this feasible. Your family could live far away, and prefer that you live with them or move close instead, which would mean giving up a local support system. While this conversation may not be easy, it’s better to discuss these issues earlier than to wait for an emergency when options may be more limited. An independent opinion, such as a home assessment by a geriatric case manager or consulting with other professionals, can be helpful in defusing family tensions too. You have the final decision as to where you want to live, but input from family members is also helpful. Are they worried about your safety or a health problem such as Alzheimer’s that will eventually require heavy care? Listening to concerns and keeping communication open is key. Even if you have strong family support, be open to the idea of having other help too. Many people have an initial feeling of “not wanting strangers in the house”. But caregiving can be physically and emotionally exhausting, especially if it is primarily on one person, such as a spouse. Your relationships will be healthier if you are open to the idea of getting help from more than one source. Once you’ve figured out your needs, it’s time to evaluate what home care services are right for you.
FINDING OUTSIDE PROVIDERS Start with your networks. Sometimes the best referrals come through family, friends, neighbours, or colleagues. There may be a neighbour interested in brief check-ins or providing yard maintenance, for example. If you’re part of a local church, there may be meals or social activities available. Ask the people you know if they have care providers they have used and trust. Your doctor or other healthcare professional may be able to provide referrals as well. More next month. Don’t give up! JUNE COUNCIL MEETING
Some major participants were absent as the hands of the clock ticked towards the 8pm start of the Plenary Session of Jávea Council on 27th June.
With 60 seconds to spare, Mayor Jose Chulvi and other Councillors arrived, fresh from the opening ceremony of the XVIII International Festival. Was it really, 17 years since Mayor Juan Bautist Moragues Pons (supported by members of the "Think Tank" he established of people born beyond the boundaries of Spain) gave the task to Helena Ter Veld to create something that was GOOD out of NOTHING?
Item 1. Decisions taken by the Mayor since the previous meeting were all approved, but only after a request for clarification by Jose Luis Genoves, was answered by the Treasurer.
Point 2. Unanimously approved responsibilities given to former Works Councillor in the Bloc, Antonio Torres.
Point 3. A request by the Mayor to request financial support for Education and Culture was unanimously approved.
Point 4. Unanimously approval of request similar to Point 3, but for Adult Education.
Point 5. Similar to Points 3 and 4, unanimous approval for a grant for the Conservatory of Music.
Point 6. A motion by the Compromis Party (seems to have replaced the Socialists as the 'Party of the Workers) requesting that administration of the new Denia Hospital be taken away from the current (private) company, and returned to the Generalitat, (where the Unions will again have the upper hand). I made the bits up that are in parenthesis, but the motion was unanimously approved. Do all of our 21 Councillors really believe the 'Old Team' who gave 20 people the same 9.00am slot to see the same consultant on the Pedrera Hospital, really want to go back to those days. Seems there's only one thing shorter than
a voter's memory - the memory of a Councillor.
Points 7 and 8. Related to the decision (at the May meeting) to withhold part of the guarantee put up to ensure good workmanship by ECISA when awarded the contract for both underground car parks. ECISA had admitted liability for leaks and already had men working to remove outer cladding and rectify the root cause of the problems. There was no discussion by the Councillors. Point 9. This referred to administrative procedures at 'La Plaza' urbanisation, and there was a robust discussion between Vicent Chorro (Compromis) Jose Luis Genoves (PP), Antonio Miragall (PSOE) and Antonio Torres (unsure whether he's Compromis, Mixta or Independent) which was approved, but with the abstentions of PP and Antonio Torres.
Point 10. Approved the continuance of the programme of cooperation with our neighbours in Benitachell. The principle benefit is that Javea residents (enpadronado) can use the Benitachell Swimming Pool on the same terms as Benitachell residents.The annual fee is a small (?) price to pay for the 'folly' of a municipal pool built near the Football Stadium in Frechinall, which broke its back before it could be completed, and Pepe Segarra (of the same political persuasion as the owner of the company who 'built' it) gave orders many years later that the hole be 'filled-in" as it constituted a hazard for children. In other words, proof of a political embarrassment was 'buried'. Pretty shrewd, when you come to think of it!
Point 11. This referred to changes in regulations that control the use of public spaces and was unanimously approved.
Point 14. Only 30 minutes had passed, 14 items approved, with most of the Councillors making no contribution, other than raising their hands like rehearsed marionettes. For the next 30 minutes there was discussion of Motions, most of which originated with the Compromis Party and involved input from some (but not all) of the - up until now silent Councillors.

The meeting was brought to a close by Mayor Jose Chulvi, after an hour. The 10 Councillors who receive a salary (between 21.600€ and 42.000€ a year) receive no reward for attending the monthly Plenary Meetings. Jose Chulvi, declined his 50.000€ salary entitlement as Mayor of Javea (because he receives a salary as a Diputado in Alicante - the 'County Council' for Javea). Those councillors who do NOT receive a monthly salary are entitled to claim 342,14€ for attending Committee Meetings, and 488,79€ (8,15€ a minute for the 58 minutes I sat through) for attending the June Plenary meeting. I am well aware, that not understanding Valenciano, I am disadvantaged in preparing my monthly report each month. It is NOT a situation with which I am happy. Ever since before the first edition of Jávea Jeard, I tried to ensure that coverage of the Plenary sessions would be informative and complete. I have asked a number of - I would have thought would be sympathetic Councillors for their help, but it has never been more substantial than translating the Agenda into English for me - and even I can do that for myself.
Are YOU, the reader, disadvantaged? YES, of course you are. I asked a very well connected Spanish friend to ask their Councillor friend, but the reply came back: "other than what is published in the Orden del día, they cannot give any more information due to professional secret. Also that any inside information can be given only once it has been approved and published." So there we have it. The business of the Council is SECRET. The fact that the meetings are held in Valenciano, a language understood by VERY FEW foreigners, is purely coincidental. CR.

TWO-WAY TRAFFIC LINKS TOWN TO PORT AGAIN
Avenida Juan Carlos I is expected to be converted back to 2-way traffic on Monday 22nd July. Parking will be banned in the direction of Port to Town, but it is planned to retain parking - for the convenience of local business - on the Southern side of the road. To compensate, the Town Hall has converted a large area of unseen scrubland, into off-street parking, accessible both from Av. Juan Carlos I (opposite C/. El Paradis) and C/. Historiador Palau via the centre portion of C/. Guitarista Tarrega.
Vehicles were banned from parking on ‘conversion day’ so 3 different contractors could complete the work in the one day. The change removes an estimated 60 car spaces, according to the police, which will be replaced with the opening of new off-street (but mud when it rains) parking area, with capacity for 100 vehicles. Town Planning Councillor, Pere Sapena, said the reversal of previous
(BLOC coalition) policy came from the neighbourhood association of the area and merchants of the port, since the connection between the Town and the Port had become a very complicated many direction obstacle course. The Importance of Diversification
As an investor, you may already know how important it is to have a welldiversified portfolio. Relying on ‘one’ asset class to consistently provide you with the returns you require, whether this be income or capital growth, is not how you should position your portfolio. It is vitally important that your portfolio consists of a range of asset classes, not just one.
In the main, there are five different types of asset class, namely equities bonds property alternative structures and cash.
Each of these have a very important role to play within your portfolio, and each needs to be given due consideration.
At the time of writing this article the FTSE 100 index has fallen from a high of 6762 on 28th May to its current level of 6,100 ( mid-day on 25th June). This represents a fall of 9.79%. This means that had your portfolio consisted entirely of UK equity based assets, it is highly probable that your portfolio would have fallen by a similar percentage.
However, at the start of 2013, the FT-SE 100 stood at 5,897, so even after the falls during June, the index is still some 3.44% higher for the year so far. This shows that despite the 9.79% fall as mentioned above, your UK equity portfolio should still be showing a good level of profit when compared, for example, to holding cash.
Let us suppose your portfolio consisted of a mixture of UK equities and high quality Corporate Bonds. If your portfolio was split, say, 50/50 into these

asset classes, it is highly likely that your portfolio would have weathered the June falls far better than a portfolio with purely equities. This is because high quality Bonds, in the main, are considered to be ‘lower risk’ than equities, and investors often use Bonds as a ‘safe haven’ when equities are falling. Consequently, when Equities fall, Bonds tend to increase in value, and vice versa.
When your adviser talks about investing monies for you, he/she should take into account all your current invested assets, and this includes bank accounts. It is important that you tell your adviser everything as, by not doing so, could result in your portfolio being incorrectly structured.
Consequently, a fall of 9.79% in June of the FT-SE 100 may have had a very limited effect on your portfolio, as you would have only had 25% exposure.

Now, let us suppose that your portfolio also had other asset classes, such as property and alternative structures. Xabia Help Desk offers free Spanish Lessons
When XD Councill and Deputy Mayor Oscar Anton started the Xabia Help Desk he had no idea just how important a fixture in the life of foreign nationals residing in Jávea it would become. The latest service from the Help Desk is to provide, free of charge, a course of classes in basic level conversational Spanish for non Spanish speakers in Jávea. Taking place in Jávea with a maximum of thirty places, the course starts on September 10th and runs for eight weeks with two sessions a week on Tuesday and Thursday mornings between 09.00 and 11.00. In addition to organising the classes and providing teachers Deputacion de Alicante provides all the necessary study material such as language books. This joint initiative is part of the ongoing commitment to help European Residents living in Jávea to better integrate in their adopted home and express themselves better in Spanish. “It is wonderful that Xabia Help Desk and the Department of European Residents of Deputacion de Alicante have combined to provide such an excellent facility for foreigners residing here in Jávea” commented XD spokesperson Stephen Burke, “hopefully it will be the first of many more.” To apply for a place you should go to the Help Desk in the Citizens Advice Bureau (OAC) at Avenida Amanecer, 2 and ask for Llanos Lopez or send an email to this address: llanos.lopez @ ajxabia.org Oscar tells us that the teacher is bilingual so can explain in English, why Spanish is different.

AMJASA coordinates with Diputación (County Council in Alicante to renew a leaking section of pipework
Jávea Mayor Jose Chulvi, and AMJASA Councillor Paco Torres, met with engineers from the Alicante Diputación at the beginning of July to coordinate construction work of a roundabout at the Saladar entrance to Urb. Tosalet.
Work has been included in the Provincial Highway Plan and will begin between 15th September and early October. The section of pipework to be replaced, pumps water from the Saladar to developments in Balcon al Mar and Portitxol and - because of age - suffers numerous fractures that create inconvenience to users. Around a kilometre of fibre cement pipe between the Camino Cabañes and XIC, will be replaced by a stronger and more durable pipe. Opportunity was taken, during the meeting, for other issues to be resolved, including permits for work where Jávea Ayuntamiento needs to dig-up roads belonging to the Diputación. The Mayor of Jávea, who is also a ‘Diputado’ (County Councillor), said Jávea was grateful for the trust shown by Alicante by agreeing parameters so future works could continue without delays, giving the resurfacing of a section of the CV735 (Jávea to Jesus Pobre road), a road with provincial ownership, and renewed street painting. The Mayor pointed out the council had invested in improving this road, particularly the section closest to the town centre, which also improved the safety of asphalted speed-bumps. The road has deteriorated in other places and paved sections are being considered, as well as more attention to accident ‘black-spots’. The CV735, as well as carrying traffic to Jesus Pobre and La Xara, also connects the town of Jávea with numerous developments along the Montgo, including Castellans, Colomer and Valls.
Plenary Session creates new Advisory Committees
An emergency motion brought by the Compromis Party on Jávea Municipal Council, called for establishment of advisory groups, comprised of representatives of local associations, Townhall staff, cultural associations and Agenda 21. Those serving on these advisory committees will not receive any financial reward. and will be elected after the Summer. Councilman Antonio Torres proposed a Motion to apply for grants to maintain Adult Education programmes and for restoration of Windmill Number 2 on La Plana. There was a similar proposal in 2003 (I think it was) and the then Mayor, Juan Moragues Pons,

We have asked Juan Moragues if he knows where there will be an archived copy of the Feasibility Report. Underground carpark constructor ECISA have been given until the end of July to rectify the poor construction that has resulted in water seepage into the car-parking areas. As reported elsewhere Compromis municipal group sought backing from Councillors for termination of the current contract with the private company that administers the new Denia Hospital, so it can be run by the regional government. the backing was unanimous. Compromis want to introduce a tracking of children in schools, to identify any children whose nutritional diet might be inadequate, as a result of the economic crisis that is affecting so many local families. They are particularly concerned about children during the Summer months when there are no school cafeteria.
World renowed composer and performer of contemporary church music, Noel Richards was in Jávea for less than 6 hours on 4th July, but thrilled his audience at the Baptist Church Centre every bit as much as his 2 million
audience on BBC’s “Songs of Praise”.
Noel had little time to be a tourist, but agreed with our description of Jávea as ‘Paradise’. Roger and Amanda Dean were on hand to look after ‘sound’ issues, and Ruedi and his fellow Baptists not only welcomed Noel, but made the use of their venue, a pleasure. He sang many Christian compositions with which he and his wife’s name are linked, but also a new range of compositions about everyday ‘young people problems’ - some of which will be used this coming year in UK school curriculum. The words don’t refer to ‘Christ’ or ‘Church’ but to issues facing young people in 2013.

Needing a replacement cover for the June edition and noting the success of Andy Murray at Wimbledon, and that more than 50% of people living in Jávea probably speak English, we thought we could have a ‘harmless joke’ by photographically replacing the name of local boy David Ferrer, with that of Handy Andy, A member of the Mayor’s Facebook Fan Club wrote to remonstrate: saying “I’m not sure if this is a joke (i hope it is) but I find that article very disrespectful and an insult to Javea, the people in Javea and David Ferrer himself, even if it is a joke.” As the author of the criticism had an 8-page photo-spread in a local online publication, we didn’t take her criticism too seriously! Not all grapes are sweet.

CHURCH ON THE MOVE
So many people have been ‘dropping’ into the Oasis Help Centre in Jávea Port looking for answers to their problems, that it has been decided to relocate the Sunday services to the Port premises at 11am. The new venue is a temporary arrangement for the Summer and Autumn, but could become permanent if people who have said they cannot get to the Town premises, support the Sunday services in the Port. The congregation were referred to as the “Hallelujah’s” and “Happy Clappy’s” when services were held in the Port for 16 years. Holy Communion is served every Sunday and the format is a mixture of Sacramental, Evangelical and Pentecostal, with the emphasis on ensuring that every visit is an encouraging experience. It is a church that prays for the sick and there have been miraculous results, including a baby of 3 months who was blind, receiving his sight whilst asleep during the sermon. The Pastor told us “People no longer want the church that met the needs of their grandparents - and probably don’t want the idea of ‘church’ anyway - so we will adapt the format to the needs of the newcomers, provided they tell us what they ‘liked’ or ‘didn’t like’.” If you’d like to meet someone to accompany you on your first visit, phone Ann on 669 386 701 and she will make arrangements with you. Jávea again achieves highest debt reduction in Spain
According yo Oscar Anton’s Facebook page, Jávea Town Hall has reduced the municipal debt from €48,262,768.65€ with interests payments of over €1.5 million per year to €32,740,201.58 - a reduction of over €15,000,000. Through excellent financial management and tough cost cutting measures Jávea is acheiving what other Spanish Towns can only aspire to in producing the highest debt reduction of any municipality in Spain.
Medieval Jávea by night
Jávea’s Department of Tourism carried out its first guided tour of Medieval Jávea by night. The route began in the tourist office built on the first Christian cemetery, dating from the fourteenth century, passed through the gardens of Loreto, the Soler Blasco museum , the chapel of Sta. Anna and Convent square. The climax was the last stop: The old cemetery, through which visitors strolled by torchlight examining old graves and discovering the funeral chapel of Sant Joan. This route will be offered twice during the month of August, Thursday 1st and Monday 26. To participate registration is required since places are limited.
Free Spanish classes
Jávea’s Help Desk department, through the Alicante Government, is providing Spanish lessons aimed at foreigners. The course is free of charge and is designed for attendees to be able to hold a basic conversation in Castilian, something which will improve their integration in the municipality and enable participation in more activities. Classes will begin on September 10 at the Adult Education School (EPA) and end on October 31. There will be two sessions per week from 9-11 hours, with a total of 36 hours of instruction. These will be questions about the model of the town, urban spaces, environment and sustainability, public transport, accessibility, facilities, safety, property, types of housing, assessment of landscapes and resources etc. Once this document is ready, meetings and workshops will be held for stakeholders to have as much information on what has been included in the participation plan. In addition, everyone who wants to fill in the form may do so over a period of three months in the office of the Capella de Santa Ana, near the municipal technical office.
Jávea wants new office for foreign tourists
The Alicante (County Council) have been asked to establish an office for foreign tourists in the town, similarto one in Málaga, that provides personalised, comprehensive assistance to foreign tourists, and, if they are a victim of crime, providing help from a special police team and interpreters which provide assistance in the foreigner's own language. The service has been implemented in Benidorm, and Jávea would be the second town in Alicante Province to have the facility.
Language students receive their Diploma
77 adult education students have been presented with language proficiency certificates. They’d completed 100 hour language courses in English and German given by a group of volunteer teachers drawn from the foreign resident community in the municipality. Free lessons were provided by Trish, Daisy, Jan, Rose, Ina, Morag, Chris, Tanya, Aileen, John, Sonia, Gisela, Ewa, Margit, Ursula, Carola, Monika, Martina, and Verena. CREAMA wants to continue to its language training despite being short of funds, as language skills are seen as an important assets in finding employment, particularly in the service sector.

Jávea closed June with 1851 people listed as unemployed, most of the enemployed belonging to the service sector, though 119 new jobs had been created during the same month.

British buyers fight back Foreign property investors are battling to recover money lost in deals gone bad and have discovered a useful law from 1968. The little-known legislation uncovered detailed procedures in the case of deposits put down on the construction and sale of dwellings, and outlines in clear terms the guarantees that a home buyer is entitled to…The law not only required the property developer to return buyers' money, but required the bank to guarantee that any amounts it received were spent on construction. The bank would, from now on, have to supervise the money and provide a guarantee "under its own responsibility." In other words, if a bank takes your money as a deposit on a property, if that property is not built, it is responsible for returning your money. In a recent case CAM was found responsible and ordered it to return the 1.5 million euros that British purchasers had paid to the developer.
Electricity Ministry grapples with funding gap

But the main contributor to the deficit has been a policy of keeping consumer rates low even as supply costs climbed, so the true costs were never passed on to the user. According to sources in the sector, the best approach would be to remove from electricity bills the extra costs that have nothing directly to do with electricity generation or distribution and that currently make up almost half of users' fees.
Encouraging tourism figures Hotel occupancy figures for the first fortnight of July were an encouraging 90% in Denia and 78% in Jávea, showing a slight increase over last year. Whereas previously the British and Germans accounted for almost the entire group of foreign tourists, this year there were more French.
Quick cleanup of dead fish on the beach
A combination of civic collaboration and muncipal action resulted in prompt action to solve a smelly problem. Hundreds of dead fish appeared on Benissero beach (the pebbly beach south of the port), as well as jellyfish that had emptied the beach of holidaymakers. A neighbour called the local police and by the afternoon all the fish had been removed by four workers from CESPA the waste collection company, leaving the beach in perfect condition for bathing. The source of the dead fish is unknown, but could have come from fishing boats.
Summer school in La Plana Monastery
The Vives Foundation for Humanism and Solidarity again chos the Monastery of San Jeronimo on la Plana to celebrate its summer school from 18th to 20th July. This year discussions will focus on "The Crisis of principles, principles to overcome the crisis ".

Young entrepreneurs get grants
Two groups of young entrepreneurs have won three months coaching at the Comboi premises in Arquitecto Urteaga, together with free mentoring and advice. The first winner was Cristina VicenteAlmazán with her "Dynamis Essavia Valencia" project, a distribution network of organic produce, linking farmers, consumers, retailers and the tourism sector. The second was a group of young TV scriptwriters who are producing a video series called "Winter Sun," episodes of which will be released on You Tube showing the cultural, scenic, gastronomic, and leisure riches of the Marina Alta through the adventures of its heroine. The narrative is about an English woman who buys a home in Parcent, then realises that she is far from the bustle of Benidorm, a city that initially attracted her. The woman decides to sell her house and leave, but due to the market situation, has to wait a long time. Gradually she gets to know the riches of the Marina Alta; the inland valleys full of almond and cherry trees, local festivals, mountains and beautiful coastlines. As she starts to fall in love with the region, she meets a man who steals her heart. Finally, she decides not to go and instead sets up a small rural hotel. To finance the project, the makers hope to invite regional businesses to appear in the series (a kind of "product placement")

New Town Hall building falling down
The unused municipal townhall at Portal del Clot - which cost 6 million to build, is already falling to bits. Two cladding tiles have fallen off the external walls. Municipal sources pointed out that the fall of these slabs could already reveal that the exterior finish is defective and that, sooner or later, they will have to inspect the entire building. The constructor was ECISA - the same company which built the ring roads and underground car parks in which a string of failures have been reported in recent months.

Calculated to reduce queues and waiting times at the Health Centres, a new once or twice yearly prescription has transferred the waiting to busy pharmacists, who have had to invest in new computers, dedicated to processing repeat prescriptions. There’s no longer a 10-day window to get your medicines. It’s the due day and the 5 that follow.
The chemist has first to scan the prescription barcode, that produces a page like a ‘chess’ or ‘draughts’ board, for medicines you can collect in your 6-day window. Come a day early, or a day late, and you’ll have waited for no purpose. The chemist then - where’s the automation - cuts out the barcode from each packet, covers it with sellotape and sticks it on a vacant square on your chess-board. Antonio Marin, a favourite with many of our readers, because of his patience and linguistic abilities, walked us through the procedure at his Pharmacy in Av. Augusta, at the rear of Mercadona on the Pla dual carriageway. He apologises profusely for the long queues in his shop, and even with having taken on additional staff, the new procedure is a ‘bureaucratic nightmare’, adding to the frustration of striving to maintain an improving public service, knowing not when the regional government is going to reimburse you for all the meds you have to buy, so he can keep his clients healthy, even if every prescription puts him deeper in debt. It was common-place last year for chemists to be owed for 6-months of presriptions, and I doubt very much if the position has improved. I guess it’s the non-prescription items that Antonio sells direct to his customers, that keeps his business ‘afloat’. Many chemists in Valencia have been forced to close because they were owed so much money.
PORT MEETING
Jávea Townhall has convened a meeting at 4 or 4.30pm on Thursday, 25th July, to explain proposed changes to Avenida Lepanto and Avenida Jaime Iº. We tried to find out details of the proposals, but nothing was forthcoming. The meeting will be held in the ‘Casal de Fiestas de Loreto’ in C/. Severo Ochoa.
CHURCH ON THE MOVE
Jávea Evangelical Church, founded in Jávea in May 1992, is moving it’s Sunday morning 11am service from the Christian Centre in Arquitecto Urteaga, to the OASIS Help Centre in the Port, at C/. CREAMA gets Autoservef Terminal in Jávea
Xabia Democratica Councillor Juan Luis Cardona, who is responsible for the Local Development Agency on Jávea Council has arranged installation of a touch terminal to allow Jávea residents, who are unemployed or wanting to change their job access to Autoservef services. Servef is provided by the Employment Service of Comunidad Valenciana, with a network of 56 employment offices throughout the autonomous region where job seekers participate in employment promotion programmes and match their CVs to suitable vacancies as well as receive careers guidance and job training. It is open to anyone over 16 years old living in the Comunidad Valenciana who is an EU citizen, from any other country within the EEA or Switzerland or from another country and who has a right to work in Spain. The terminal is located in the Avenida Clot offices of Creama. Juan Luis Cardona, commented that this is only one of the many initiatives he’s implemented since being appointed that improves the services Creama delivers. “Local residents will no longer have to travel to Denia to access these services” he said, “they can now do so in Jávea”
Jávea receives 141,568€ income from grants
Less publicised than the excellent job he is doing in debt reduction and running day to day finances in his role as Councillor in charge of Finance for Jávea Council, is the success of Deputy Mayor Oscar Anton in generating extra income for the municipal coffers. Constantly trawling through grants and subsidies available from Generalitat Valenciana, Diputación Provincial de Alicante, central government in Madrid and elsewhere, Anton identifies those from which Jávea can potentially benefit and goes for it! Having recognised likely income sources for Jávea, Anton studies the requirements for qualification and the necessary forms and sets to work. Meeting the criteria and filling in the correct paperwork is only the beginning. Anton explains; “every town wants a share of available grants from higher governments.” Winning on behalf of Jávea is where the XD Councillor has excelled, his most notable victory was the millions invested by Generalitat Valenciana in the

His most recent successful bids brought income of 141,568€. “These grants are all for specific projects and can only be used for the purpose they are awarded, so we have to be very precise in carrying out the commitments we made when we applied.” Anton explained. “From Generalitat Valenciana we received 7,000€ to improve beach play areas; 26,500€ to set up a relief and prevention programme for high dependency drug users; 22,210€ to help unemployed people in Jávea and 18,790€ to help those caring for dependents. A grant of 18,790€ was obtained as part of the Eurodisse programme where EU students studying for degrees in tourism outside Spain are employed in tourist offices during the summer months which gives them valuable work experience and provides additional staff during peak season.
