A MESSAGE FROM THE CEO

I trust you are staying warm, during what has become one of Adelaide coldest starts to winter As we continue to navigate the current economic climate relative to our industry, I wanted to take a moment to address the recent federal budget and its implications for the licensed hospitality sector.

The budget highlights key initiatives focused on cost-ofliving relief, housing, the Future Made-in-Australia plan, and strengthening Medicare However, the specific measures directed towards our industry may feel somewhat underwhelming While there are some benefits to be found, we had hoped for more substantial support in addressing our unique challenges In this report, I will provide a summary the major announcements and how they impact our sector Thank you for your ongoing commitment and dedication to Clubs SA Together, we will continue to advocate for the needs of our industry and work towards a brighter future

I would also like to remind Clubs SA Members that not for profits (NFP) with an active ABN will need to lodge an annual return for the 2023 - 24 income year This annual self-review return will need to be lodged between 1 July and 31 October 2024 You can prepare for this change prior to 1 July 2024 by completing a selfreview process This will ensure you know if your Club meets the income tax exemption eligibility and that you have all the necessary documents

Other actions you can take prior to 1 July 2024 in readiness for the new annual self-review reporting obligations include:

Checking that your primary contact and ABN details are up to date; Setting up myGovID and ATO Online Services for the Club; and Reviewing and updating governing documents where needed

Note that NFPs registered with the Australian Charities and Not-for-profits Commission (ACNC) and endorsed by the ATO as income tax exempt, are eligible for income tax exemption but are not required to lodge an annual self-review return

Please be aware that Clubs SA staff are not qualified to give tax or financial advice, however, are here to assist and provide resources to for you – please contact us anytime

Lastly, I am delighted to announce the appointment of Meegan Stewart as the new Partnerships & Events Manager at Clubs SA Meegan comes to us with a wealth of experience in Event Management, Project Management, and Stakeholder Management within the hospitality industry, having worked widely in both Adelaide and Darwin Her extensive background and proven track record make her an exceptional addition to our team

In her role, Meegan will be instrumental in enhancing networking opportunities for you, our partners, and our members She will oversee all of Clubs SA’s major events, manage the Club Development Program Event Calendar, and explore opportunities for you to connect more directly with our members We are confident that her expertise will greatly benefit our partnership with you, our association, and the broader club community

We are excited to welcome Meegan to Clubs SA and look forward to the positive impact she will bring to our organisation and it’s initiatives

Clubs SA Welcomes the Mundoora Community Sports Club

We're delighted to welcome our newest Member to Clubs SA

Sitting 16 km inland from Port Broughton, the Mundoora Community Sports Club really is the heart of this town with the community taking over its running almost 60 years ago It is also home to the Australia Post outlet for the region, providing a vital service

A big thank you to manager Darren for providing some background about this unique community Club

"The Mundoora Community Sports Club opened its doors on 26th Oct 1967 only 10 months after the closure of the towns hotel due to the license being transferred to Port Broughton

The club is run by a committee of volunteers who work in the kitchen and help with various club events

They also appoint a manager who operates the club and looks after all the normal duties associated with running a bar and kitchen In addition, the manager also runs the Community Post Office as part of the club

A number of events are held at the club such as land auctions, fundraisers, meetings, funeral wakes and milestone birthday parties.

“Mundoora Teas” as they are known, are popular with people from miles around and the Saturday nights can also be used by any group as a fundraiser looking to raise money for their cause.

All in all, The Mundoora Club is a very welcoming place and is quite unique in the way it operates The club strives to keep prices down so the whole family can enjoy a night out without breaking the bank The success of this is shown by our membership of approx. 150 adults which in a town of only about 30 is pretty good!"

We look forward to working with Darren and the committee for many years to come.

ENSURE YOUR CLUB IS COMPLIANT

Minimum Wage and Superannuation Increase

Minimum Wage Increase

Members are advised that on 3 June 2024 the Fair Work Commission (FWC) announced that the minimum wages contained in the Registered and Licensed Clubs Award 2020 (Clubs Award) as well as other modern awards will increase by 3 75% The increase needed to take effect on the first full pay period on or after 1 July 2024 which means for example that if a clubs weekly pay period starts on a Wednesday, the new rates would have to have been implemented for employees from Wednesday 3 July 2024 onwards

The national minimum wage (NMW), that being the minimum rate that applies to employees not covered by a modern award or registered agreement, has also been increased going up to $24 10 per hour and $915 90 per week

A wage schedule containing the new minimum rates for the Clubs Award is available on the Clubs SA Members site and members need to ensure that they properly review the new wage rates and increase employees’ pay where needed.

Superannuation Guarantee Percentage Increase

There has also been a rise in the super guarantee percentage that has to be paid to eligible workers and more information on who is entitled to this can be found here

From 1 July 2024 this rose to 11 5% and it is important that Clubs implement this as a failure to do so can result in claims for unpaid super being made to the ATO The new percentage will need to be used to calculate super payments made on and after 1 July 2024, even if

some or all of the pay relates to work that was done before 1 July 2024.

The super guarantee needs to be included on payments considered as ordinary time earnings (OTE’s)

To ensure that the new wage and super guarantee increases are properly implemented and meet ongoing compliance, clubs should do the following if not already done:

Look at any bulletins and other correspondence from Clubs SA or elsewhere relating to the wage and super increases and review the new wage schedule; Check that employees are currently being paid the right wages and super (including payment of penalty rates, allowances and overtime rates where needed) and rectify any issues that are found;

If employees are paid a salary / are having award entitlements offset with an above award rate then ensure this amount is still sufficient to offset award entitlements;

Ensure that employees paid a salary / who are having award entitlements offset with an above award rate have a suitable written offset clause and / or agreement such as an Individual Flexibility Arrangement (IFA);

If employees are covered by an enterprise bargaining agreement (EBA) then ensure their base wage rate is at least the same as the relevant minimum award rate that would apply to them if they were under a modern award instead; Ensure payroll software is implementing the increases to wage and super rates as needed from the operative dates

Members who have any questions regarding minimum wages or super payments can contact me on 0448 273 355 or at workplacerelations@clubssa com au

MANAGING MENTAL HEALTH IN THE WORKPLACE

Sometimes an employer may be faced with the situation where an employee or volunteer (hereafter referred to as a worker) discloses mental health issues or concerns to them or there may be signs that a worker is struggling Depending on the severity and nature of the issue this could be a challenging and confronting situation for both parties and steps will need to be taken to ensure the safety of the worker and others

Below is guidance and tips relating to managing mental health in the workplace.

Steps to Help Create a Mentally Safe Workplace

Clubs have a duty of care towards all of their workers and the Work Health and Safety Act 2012 (SA) will also apply to all employees as well as volunteers at clubs that employ at least one person As such it is important that general steps are taken to protect the mental health of all workers

A club should firstly have appropriate policies and procedures in place to help maintain a healthy workplace including bullying, harassment and discrimination policies Someone who has to deal with violence, aggression, harassment or discrimination will naturally be negatively mentally affected and a club needs to ensure everyone is clear that these behaviours will not be tolerated Where an allegation is raised of bullying, harassment, discrimination or similar these need to be taken seriously and properly investigated

Training could also be looked at for managers in particular about dealing with mental wellbeing and how to approach and talk to people who may be suffering from a mental illness or even just generally going through a rough time

Other measures that could be taken include but are not limited to:

Ensuring appropriate guidance and support is given

to a worker, especially new or vulnerable workers; Giving clear direction in regards to what a workers role is and the expectations attached to them; Ensuring any job demands are reasonable and attainable and where it is obvious they need assistance, look to provide this ASAP; Have proper regard and recognition programs in place to make sure workers feel valued and that you are aware of the good work they are doing; Consult with workers about matters that will affect them and genuinely listen to any concerns they may raise

If a manager wants to approach a worker about possible mental health issues, then privacy is absolutely vital and they should not be pushed to disclose anything they don’t want to If a worker is struggling with their role as a result of mental health then ask if there is any assistance or workplace adjustment that could assist them in performing their job

Where an Employer Has Serious Concerns about a Workers Safety

A club is not expected to have the capabilities that a medical professional would but reasonable measures and steps to protect their health and safety must be taken Where the issues appear to be severe though, they should urge the worker to seek professional help This could include organisations such as Beyond Blue and Lifeline

A club could also be a bit more proactive where appropriate and look if they can help the work book a doctor’s appointment and offer to have someone attend with them Provided they receive the workers express permission to do so, they could even call a help line on their behalf.

Where there are serious concerns for a person ’ s health

and safety or the health and safety of others an employer can contact the Psychiatric Emergency Team or Crisis Assessment Team (CAT) at their local hospital or contact the police to conduct a welfare check

Performance Management & Mental Health

Sometimes the situation may occur where a club has a worker who is not performing well or is engaging is misconduct who has or they suspect may have a mental health issue.

Businesses are entitled to apply standard performance management to all workers where there is a legitimate concern about their performance

Where a worker has mental health issues though then these need to be factored in when assessing someone ’ s performance and whether it is reasonable to take action or have certain expectations For example, the issues may not be connected or excused by any mental health issues or there could be an obvious link or outside factors meaning the worker can’t be expected to perform to a usual standard

Also, again it is important to remember clubs need to take steps to protect their workers health and the question needs be asked whether this has adequately occurred or not

Clubs SA is thrilled to be partnering with Breakthrough Mental Health Research Foundation via funding from IGC - Clubs with Heart to offer members FREE Mental Health First Aid Training.

Mental health is a critical issue in our society Almost half of us will experience a mental illness in our lifetime and right now, one in five Australians has a mental illness and nine people die from suicide every day, so it’s essential that we take steps to address it

That is why we are offering members the opportunity to become a Mental Health First Aider for FREE.

So Why Become a Mental Health First Aider?

1 in 5 Australians will experience a mental health problem in any given year That means that every person is likely to know someone who is experiencing a mental health problem, whether that is a family member, a friend or colleague. In fact, mental illness is now said to affect every Australian either directly or indirectly. This makes mental health everybody’s business

Most people are familiar with physical first aid and the idea that when you attend a physical first aid course you learn the skills and knowledge required to recognise and respond to life-threatening emergencies and provide a first aid response to a casualty across a range of different situations.

Mental Health First Aid training adopts a similar approach The course teaches participants about the different types of mental illness and using a practical, skills-based action plan you learn the skills to assess and respond to someone experiencing a mental health problem or mental health crisis

What’s available

Mental Health First Aid is a full, 3-year accreditation There will be two sessions available in July and August Spots are limited to make sure you book your place as soon as possible

BREAKTHROUGH’S BIGGEST MEN’S MEALS AND MENTAL HEALTH DINNER

Breakthrough’s Biggest Men’s Meals and Mental Health Dinner was conceived with the vision of fostering a safe and supportive environment for men to come together and address the stigma, discrimination, and myths surrounding mental health The event amplified the impact by focusing on suicide prevention, with over 600 guests attended

The dinner, hosted by Jess Adamson and Mark Soderstrom, featured discussions led by SA leaders Police Commissioner Grant Stevens and Travis Boak, Breakthrough Ambassador Magic Mike (not a stripper) and interactive activity on the Oval called Step to Line, developed by Jeremy Edwards and included a comedy set from comedian Marc Ryan “The Beautiful Bogan”

Why men’s mental health?

Suicide prevention is a critical issue affecting men in our community, and it’s time we come together to address it, through open conversations, skill-building, fostering connections, and promoting vulnerability, we aim to empower men to take proactive steps in supporting their mental health and that of our mates

The event raised in excess of $464,000 which will support a new Suicide Prevention Fellowship in Men’s Mental Health
