As the warmer months approach, South Australian Surf Life Saving Clubs are preparing for another season of dedication and service to our coastal communities
These clubs play a vital role in keeping our beaches safe, with their volunteer members tirelessly patrolling the shores, educating beachgoers, and responding to emergencies
As we head into the new season, we wish all the clubs and their members the very best Your commitment to safeguarding lives, promoting water safety, and fostering community spirit is invaluable. Here's to a successful and safe season ahead thank you for everything you do!
SUMMER PATROL SEASON

B O W L I N G C L U B S
All our Bowling Club Members are welcoming back their committee, members and volunteers now with the season start fast approaching
We caught up with Scott at Semaphore Bowling Club recently. Trials have already started and they are looking forward to Pennants kicking off 12 October, although the enthusiasm is somewhat dulled with knowing the difficulties ahead with the lack of volunteers This is a similar story across the Club industry with many of our Members, whether it’s bowling, football, RSLs or other sport / interest that brings them to the Club commenting how hard it has become to bring in younger, new people
There are some wonderful initiatives being put in place by many Clubs to attract younger demographics Semaphore has kids involved through the program it operates in conjunction with the local school and social bowls are a regular on the calendar: Night Owls will run throughout the Summer on Tuesday and Thursday evenings with a BBQ from 6pm, nightly raffle and full bar facilities. I’m sure their efforts will pay off and they will be successful in gaining some new Members We wish them well!

In September, our CEO Peter Apostolopoulos had the privilege of spending an inspiring and unforgettable time at Yankaninna Station with Operation Flinders
Operation Flinders leads the transformation of young people’s lives by creating opportunities for those facing challenges to discover a pathway to wellbeing and life success through remote outback adventure programs This includes outback treks of up to 100km, abseiling, Indigenous culture, bushcraft and navigation and so much more
A huge thank you to the incredible team and volunteers at Operation Flinders for their dedication, skills, and warm hospitality Peter was truly grateful for the opportunity to meet such an amazing group of staff, volunteers, and participants Gaining a deeper insight into the seamless logistics behind the scenes and the positive impact this experience has on the lives of young people Thank you to everyone who made this weekend so memorable!
Clubs SA has facilitated through the IGC funding to support Operation Flinders via the Clubs for Communities initiative Learn more about the wonderful initiatives of Operation Flinders at www.operationsflinders.org.au
How Operation Flinders creates change
At the heart of the program are the Operation Flinders Exercises Over 8 days, young people trek up to 100km and experience abseiling, Indigenous culture, bushcraft and navigation Equally integral to the program is Yankaninna Station, in the northern Flinders Ranges, providing the remote and ancient landscape upon which these Exercises are conducted After completing the 8day Exercise, young people can join the Next Step program, offering free activities weekends and camps, skills development and employment training. This program opens young people up to a world of opportunity and growth to continue transforming their lives By challenging themselves through the programs, young people build their resilience, connection and sense of purpose in their lives Over time, young people who have participated in the programs make changes in their life to increase their wellbeing and to engage positively with the community, including in education The ultimate goal is: through experiencing the programs, young people transform their lives and thrive.
Participants
Many young people today are experiencing disconnection – from themselves, their communities and the natural world The young people that have been on the Core Exercise this year face additional challenges: trauma, disadvantage, learning disabilities and disengagement from school. Often, they also lack the confidence and support they need to manage their situation
Increased resilience, social connection and sense of purpose are key protective factors that support greater wellbeing in young people These are also key protective factors that lead to positive community engagement, including increased engagement with education and employment and decreased antisocial behaviour
The Next Step program is an opportunity for young people who have completed the Exercise to sustain their connection with Operation Flinders As they continue to face difficult life circumstances, the Next Step program reinforces the changes experienced through the Core Exercise and creates new avenues for young people to strengthen their resilience, connection and sense of purpose.
In turn this supports young people to maintain and improve their personal wellbeing, and build positive community engagement
“[Next Step] makes me feel more motivated and confident in life ”
“I can talk to people and connect with people a lot better than I thought I could.”
“I can trust myself more and push myself more and I can do things I thought were too hard for me ”
“I learned that I do have the social skills that I didn’t think I had before. I learned to talk better with other people and better with teamwork ”
Clubs SA is proud to support Operations Flinders through the Clubs for Communities initiative

MAKING CHANGES TO YOUR PREMISES OR LIQUOR LICENCE
I have had several Members recently contact me regarding making changes These have included extending the licensed area, making physical alterations to the Club, increasing the hours of trading and adding a condition to their licence to allow the sale of takeaway. Changes to your licensed premises and your liquor licence require an online application for approval to Consumer and Business Services (CBS) via your LGO account
We have an extensive library of step by step guides on the applications available in Members Only and can provide further advice via phone and in person
Our first piece of advice is for you to contact your local council to discuss your proposal It is highly recommended to check this first as in most instances, council needs to approve such changes Without it, there isChange the layout of your licensed venue – such as move the bar Make any structural changes – such as remove a wall, build a new wall
Change (redefine) your approved licensed area (the red line)
Change the trading hours currently stated on your liquor licence
Add / change a condition relating to the management of your Club when operating Allow Club to sell liquor to takeaway to Members Allow Club to sell liquor to takeaway to general public
Often, a Club has already completed a renovation or even had a completely new Clubroom built without seeking approval from CBS In this case, you will still need to submit an application to ensure that your premises plan for example, actually reflects the premises accurately rather than have this non compliance identified by a liquor inspector.
It is always advisable to give us a call first for clarification and advice on the easiest and most cost effective approach, so please feel free to give me a call

of clause 25 8 of the Clubs Award Other potential options in this scenario are for the permanent employee to take time off in lieu (TOIL) if they have some accrued or agree to take unpaid leave
Most importantly this clause states that employer and employee may also agree in writing for the periods they don’t have annual leave for to be taken as leave without pay This means where an employee has insufficient leave to cover the shutdown period, they can only be made to take unpaid leave if they mutually agree to this As such should a permanent employee not agree to take unpaid leave during part or all of a shutdown period (and they aren’t taking annual leave in advance or using any TOIL they have accrued) then a club either has to find work for them to do, if work can be performed, or they will have to pay them their ordinary hours for the time they can’t use annual leave
Clubs should also be aware that if a public holiday or holidays fall during the shutdown then a permanent employee may be entitled to be paid for that day as ordinary hours Firstly, under the Fair Work Act 2009 (Cth) a full-time or part-time employee who normally works on the day a public holiday falls will be entitled to be paid their base pay rate for the ordinary hours they would have worked if they had not been away because of the public holiday Additionally, clause 31 4 of the Clubs Award states the following (and clubs with staff covered by another award or agreement should check if a similar provision is present within them):
(a)A full-time employee whose rostered day off falls on a public holiday must, subject to clause 24 3: (i) be paid an extra day’s pay; (ii) be provided with an alternative day off within 28 days; or
(iii) receive an additional day’s annual leave
(b)Clause 31 4(a) does not apply in relation to Easter Saturday, if employees have their ordinary hours rostered

USING INDIVIDUAL FLEXIBILITY ARRANGEMENTS (IFA’S)
An individual flexibility arrangement (IFA) is a written agreement used by an employer and employee to change the effect of certain clauses in their award or enterprise agreement to the party’s benefit All modern awards and enterprise agreements will have an individual flexibility arrangement clause contained within them, and this can be found in the Clubs Award in clause 5
IFA’s can make alternate arrangements but can’t be used to remove or reduce an employee’s entitlements In awards you can use an IFA to vary clauses relating to: arrangements for when work is performed, such as working hours; or overtime rates; or penalty rates; or allowances; or leave loading
