A primary goal in 2021 is to commit resources that maintain a keen focus on the City’s economic recovery. This focus will ensure a more resilient future for all residents and businesses. When a local economy thrives, a community thrives! The Laguna Niguel City Council has been steadfast in helping to minimize the negative impacts that the pandemic has had on residents and local businesses. The City remains committed to effectively responding to the pandemic by ensuring that the Laguna Niguel business community is provided with the necessary resources. The reorganization of City staff in order to launch the “Economic Recovery Team” is a perfect example of an effective action taken by the City to assist businesses. The “Economic Recovery Team” and the Chamber have been responsible for helping to guide local businesses through local, state, and federal loan and grant programs. The team has also enhanced individual business marketing capabilities through 8 I

the use of video and social media and has assisted businesses with state guideline compliance. Additionally, the “Economic Recovery Team” has continued to publish weekly e-newsletters that serve as a useful tool and resource that provides accurate, timely and informative updates that directly pertain to and impact the Laguna Niguel business community. The City is also proud to have been a catalyst to promote and assist with the County’s Business Grant Program which to date has provided more than 170 Laguna Niguel businesses with a total of nearly $2 Million in funding, with more funding likely. Staff continues to monitor all business grant opportunities and will make that information available to the local business community as it becomes available. In order to further build upon the City’s efforts to help local businesses, an Economic Recovery/COVID-19 Ad Hoc Committee was established by the City Council to ensure that economic

recovery in Laguna Niguel is strong and that the community is supported appropriately throughout the recovery process. Mayor Fred Minagar and Mayor Pro Tem Elaine Gennawey currently serve as the City Council representatives on the Ad Hoc Committee. One of the Committee’s first directives was to develop an online business survey to ensure that the City understands the individual needs of each Laguna Niguel business and to gain an understanding of how the City can best serve the business community. In addition to the online business survey, Mayor Minagar and Mayor Pro Tem Gennawey visited several commercial centers throughout the City to hear directly from the local business community. The City’s strong partnership with the Laguna Niguel Chamber of Commerce allowed for further promotion and distribution of the important business survey while also providing

incentives to participating businesses. The Ad Hoc Committee will continue to make efforts to better understand each local business’ unique needs and how the City can best offer the business community valuable resources and support. The Laguna Niguel City Council is fully committed to taking every step possible to help Laguna Niguel businesses succeed, especially with moving forward past such an unprecedented and tumultuous year. FRED MINAGAR Laguna Niguel Mayor
A
nyone who knows Laguna Niguel Mayor Fred Minagar will tell you he is a builder. He has spent his professional career as a civil engineer who has earned a national reputation – but there is much more to our City’s highest-ranking elected official. The Mayor doesn’t just know how to build roads and guide development. He is a consensus builder as well, and he has built a solid base of loyal supporters because he knows how to listen and then take action accordingly. The Mayor and his wife Julie moved to Orange County from New York City in 1989 and have been residents of Laguna Niguel for over 25 years. They have raised their two children in Laguna Niguel to be very active members of their local community and schools. In 1993 he launched his private engineering and planning consulting firm, Minagar & Associates, Inc., building it from a start-up consultancy to a nationallyrecognized firm. It’s easy to see where the Mayor’s passions and dedication lie. He is dedicated to his family, and he will tell you that every decision he makes as an elected official and as a professional engineer takes into account what is best for his family, his neighbors and the Laguna Niguel community. Mayor Minagar has served the City of Laguna Niguel for nearly three decades. Following years of volunteer service applying his engineering sensibilities to the Laguna Niguel community on the City’s Planning Commission and Traffic & Transportation Commission, he was elected to the Laguna Niguel City Council in November 2014 and re-elected in 2018. He was selected to serve as Mayor Pro Tem in 2016 and 2019 and served as Mayor in 2017. Then in December 2020, Fred was selected by his City Council colleagues to serve as our Mayor for the 2021 term. His City Council colleagues recognized his dedication when they elected him Mayor, and he is grateful for their support and faith in him. When he was selected, Mayor Minagar said, “I want to thank my colleagues on the City Council for expressing their confidence in me to serve as our beautiful City’s Mayor.” The Mayor is proud to have energetically supported the movement to defeat the proposal to build the controversial El Toro Airport, playing a leadership role
with grass-roots organizations and other like-minded activists against the El Toro Reuse Planning Authority and fought for a ballot measure that protected Laguna Niguel and nearby communities from untold noise and air pollution.

he City of Laguna Niguel is proud to announce that the construction of the Crown Valley Community Center at Crown Valley Park has been completed and that the state-ofthe-art facility is now open to the public. This new building is spectacular! It is a beautiful facility that will serve many generations to come. The construction of the Crown Valley Community Center was part of a larger Crown Valley Park Improvement Project, which was recently selected as the recipient of two distinguished awards! The first is from the American Society of Civil Engineers, (ASCE) Orange County Branch, in the category of 2020 Outstanding Urban or Land Development Project. The second is from the California Park and Recreation Society (CPRS) in the category of Excellence in Facility Design. The completion of this project signifies the single largest capital improvement investment by the City of Laguna Niguel in its 31-year history since incorporation. The Crown Valley Community Center was designed by architectural design firm, LPA, Inc., and the construction of the building was overseen by construction management firm, C.W. Driver, Inc. The building is 30,000-square feet and is three stories. The facility provides several rooms that are available for the public to rent for special events, meetings, and programs. The facility is also home to the City’s Parks and Recreation Department staff. The new building has a contemporary look and features a dedicated art room, fitness and dance room, collaborative tech room, multi-purpose room with a 300-person dining capacity, a catering kitchen, and several multi-purpose classrooms. The lower aquatics level features locker rooms with private changing areas and classrooms that

Staff-led tours of the facility are also currently being offered to members of the public, including the business community. Additionally, the Laguna Niguel Aquatics Center located on the lower level of the Community Center continues to accept reservation-based lap swimming 7-days per week.

Laguna Niguel 2050 The Pursuit of Happiness Strategic Plan 2020-2021 Update
MISSION STATEMENT
The goals illuminated in the Strategic Plan are multi-year in nature and set the framework for policies and decisions going forward.

Additionally, the City completed numerous projects in 2020 that support the Strategic Plan goals, such as adopting a balanced budget for Fiscal Year 2020-2021, effectively responding to the global pandemic, enhancing and growing the City’s social media presence, introducing a new City website, and completing eight Capital Improvement Projects. There are also twenty strategies in the plan that are ongoing and/or in process and another ten strategies that are on schedule with their targeted completion date. Recognizing that the Strategic Plan is an actual living document, the City Council is also committed to updating the goals and strategies annually. This is critical for the overall successful implementation of the Laguna Niguel 2050: The Pursuit of Happiness Strategic Plan. A Strategic Plan Update workshop was recently held in February 2021 with the City Council and City Executive Team to revisit the adopted strategies and timelines. The goal of the workshop was to ensure that current strategies remain consistent with the goals and timelines for the coming year.
n November 19, 2019, the Laguna Niguel City Council adopted the City’s first-ever strategic plan. The City of Laguna Niguel developed the Laguna Niguel 2050: The Pursuit of Happiness Strategic Plan to define current and future needs, and to set goals and strategies to meet those needs over the course of the next thirty years (2020-2050). The Strategic Plan was created through a systematic and collaborative process. The process included a workshop, community wide online and mailed surveys, and person-to-person discussions from which a definitive mission and vision statement, core guiding values, goals, and strategies were developed. Together, they paint a picture of how the City will look and operate in 2050 and what it will take to get there. Despite the subsequent challenges presented by the pandemic, the City Council and city staff have remained committed to working on achieving the objectives of the six established goal areas. Since adoption, five strategies have been fully completed, with many others already underway or in process.

New strategies were also created, as necessary, to continue making progress toward the existing goals. The City will continue to update the Strategic Plan each year to ensure that the goals are met. GOALS AND STRATEGIES
The goals illuminated in the Strategic Plan are multi-year in nature and set the framework for policies and decisions going forward. Those six goals, which state the elements of the City’s General Plan and Way of Life, have been identified by the City and are listed above. It’s not enough to state your goals. The City wisely determined its strategic priorities and its path to reach those goals. That strategy is key to achieving sustained success. Strategies are the means to achieve goals. In the case of Laguna Niguel’s newly adopted Strategic Plan, they are the projects, priorities and plans to achieve the goals. Strategies are measurable and are the specific projects for which the City staff and the community will be held accountable. Strategies provide a way for progress to be tracked. A set of strategies has been created for each of the six goals. Each of the goals for this Strategic Plan are identified, along with a set of strategies to achieve each goal. The process includes the adoption of an Implementation Action Plan, which will be updated annually. You can’t get where you want to go without knowing how to get there. The City of Laguna Niguel has a road map to its future…and it’s called “Laguna Niguel 2050: The Pursuit of Happiness.”
HOUSING, INCOME AND DEMOGRAPHIC GROWTH AND TRENDS
In the case of Laguna Niguel, the number of dwelling units has steadily increased since 1990, from 18,892 units to 26,834 units in 2019. Owner occupancy has also steadily increased, while renter occupancy has seen slower growth since 2010. Laguna Niguel median home values have increased consistently and steadily since the City’s founding. In 1990, the median home value for a Laguna Niguel home was $311,800. 30 years later, the median home value for Laguna Niguel homes in 2019 was $876,870. The median income for residents of the City of Laguna Niguel continues to trend upward as well. Median household income of City residents currently sits at $105,466, up from $61,501 in 1990. That figure was at $80,733 in 2000, and $93,427 in 2010. Since 2000, various resident age groups within the City have increased, while others have decreased. For instance, the City has seen a 5% decline in residents between 5-14 years old and a 10% decline in residents 35-44 years old in the past twenty years.

The Chamber took the lead in communicating vital and often-times urgent information to its members and others throughout the community, sending out over 300 nearly daily email messages in 2020 alone to a strong and loyal database of over 1,100. That is in addition to monthly newsletters and multiple social media postings daily. When federal CARES Act passthrough grant funds from the County of Orange became available midway through 2020, the Chamber’s concerted outreach and education efforts and assistance resulted in 45 Laguna Niguel companies successfully receiving a total of nearly a half million dollars in grant funding at a difficult time when it was truly needed. Most thanked the Chamber for its guidance.

It has been at the forefront of representing a vibrantly growing business community since 1982, and some of those founding Chamber leaders are still active in an organization that has evolved and progressed along with the City. As our City formed and has grown, so has the Chamber, making it one of the most effective business organizations in south Orange County. Serving the Business Community Since 1982 Helping its members and all of the Laguna Niguel business community to navigate the federal and state programs like Small Business Administration’s Economic Injury Disaster Loans (EIDL) and Payroll Protection Program loans became a quest – and scores of companies benefitted from the Chamber’s energetic outreach, encouragement and assistance. The entire community of Laguna Niguel excels at the art of volunteerism. Chamber of Commerce members provide a body of work of literally thousands of donated hours each year. You will see Chamber members serving on the City Council, City Commissions and task forces, volunteering with scouting, youth athletic coaching, schools and mentoring, countless charities and other programs in need of expertise and energy. The Chamber Board of Directors, Membership Team, Ambassadors, Power Partners and other groups boast proactive participation by the City’s finest!
LAGUNA NIGUEL CHAMBER MEASUREABLES
It is difficult to place a value or measure the impact of what the Chamber did for the Laguna Niguel business community throughout the pandemic. Here are some examples: • Focused email blasts have been sent to a data list of over 1,100 virtually every work day since the beginning of pandemic in early March 2020. Verified confirmed figures with the number of openings and readings for each email sent ranged from a low of 15.2% (170 readers) to a high of 37.5 (420) and were generally in the 16.5-18% range (185-202). • The Chamber’s annual Shop and Dine program received considerable attention and participation between mid-November and December 31st and has been in place for over a decade. The program has resulted in over 4,000 purchase receipts entered into the contest for sales within the City of Laguna Niguel in recent years. Over $1,750 in cash card prizes are distributed each year. • The Chamber played a very key role in getting the word out about federal pass-through CARES Act grant funds. In addition, members were informed about the details and direct application links for the federal Small Business Administration (SBA) and Payroll Protection Plan (PPP) loans. Most of the recipients stated that they would not have known about these grant opportunities without information directly from the Chamber. • In addition to the annual State of the City luncheon at the City’s new Community Center on October 21st, five “first-ever” special events are scheduled for the second half of 2021. They include:
