Welcome to the July 2022 Recreation & Culture Guide A Message from Mayor Blaine Hyggen Welcome to summer, Lethbridge! While the spring weather may have held you back from getting outdoors as much as you wanted, our Parks staff have been working hard to make sure everything is ready when you are. In 2021, the City added 7.5 hectares of park land for you to enjoy. Legacy Park spray park and discovery playground are open along with a new pavilion and picnic shelter. Many playgrounds had their gravel replaced with rubber surfacing, there have been mountain bike park upgrades and an Elizabeth Hall Wetlands pathway renewal – and of course our hard working goats are back for another season of grazing. Our Parks staff have been busy getting everything ready for you to enjoy. If you have any concerns or questions, please call 311 and let them know. School is out for the summer, which means there will be lots of excited kids out riding bikes, skateboarding and soaking up the sunshine. Please be aware of them, especially in playground zones and around our many parks. Let’s have a happy and healthy summer, Mayor Blaine Hyggen

Summer 2022 Season!! We encourage you to only bring in the bear essentials, to maxiumize your fun in the water. Sealed beverages and small snacks are allowed. No alcohol or large coolers permited. We will be doing cooler checks at the front doors prior to enterance and random checks once inside. The Enmax conession will be open during your swim to purchase food and beverages.

Registrations can be made on line at recex.ca/lethbridge or by telephone Monday - Friday between the hours of 9am and 5pm at Stan Siwik Pool. - registration is on a first come first served basis - if registering by phone and no one answers please leave a message Participants may register in a maximum of two (2) classes/session Participants may waitlist in any class Preparing to Register - create an account prior to registration at recex.ca/lethbridge If you do not have an account you will need the following: - Name & birth date of account holder (Adult) - Name & birth date of participants - Home address, phone # and postal code - program level, session time and alternatives if class is full - Payment information incl 3 digit CVV # on credit cards for phone registrations Fees Fees must be paid in full at the time of registration. Cash, Debit, Visa, MC, Rec Ex Gift Card & cheque are accepted in person. Cheques are payable to Recreation Excellence. Post dated cheques are not accepted. A $25 charge will be applied to all NSF cheques. Only Visa & MC are accepted for phone registrations. Visa & MC Debit cards are accepted online and in person.
- Withdrawals received more than fourteen (14) days prior to the start of the lesson set or course will not be subject to a withdrawal fee. - Withdrawals made between five (5) and fourteen (14) days prior to the lesson start date will be subject to a 10% withdrawal fee. Transfers All transfers are subject to availability and may be made without penalty up to five (5) days prior to the lesson start date. Visit Cards / Memberships Visit Cards - are transferable and do not expire. They are non-refundable Memberships - are non-transferable which means others cannot use them. Refunds are granted only for medical or relocation reasons. Proof of medical and/or relocation must be provided in each case for a refund to be issued. All requests must be made before the membership expiry date. Refunds will be pro-rated for the unused portion of the membership. Memberships are valid at all pools so extensions will not be granted for Annual Shutdowns.

Changes coming to Water Safety Courses
Aquatics
The Red Cross has decided to turn down their involvement in water safety throughout 2022. By January 2023 there will no longer be Red Cross Water Safety Instructor courses or lessons. Standard First Aid will continue. The Lifesaving Society is taking over that responsibility. We are working with them to program our new Swim for Life Instructor courses and lessons. We're excited for this new chapter and look forward to working with everyone!

Changes to Lethbridge’s Curfew Bylaw, 1947 In 1909, Lethbridge City Council passed the original Lethbridge Curfew Bylaw – Bylaw 49. Under this by-law, no unaccompanied children were allowed on the streets after 9 pm in summer or 8 pm in winter. A curfew bell rang to announce when the curfew was in effect. The original curfew bell was the bell from the “Alberta” steamboat and is now part of the Galt Museum & Archives collection. In 1947, the curfew bylaw was updated and the bell replaced by a siren. The changes to the bylaw were the result of the growth of the city. On April 21, 1909, when the first curfew bylaw was passed here, a bell could be heard all over the city. By 1947, a powerful siren was necessary to carry the warning signal throughout the city.
Under the 1947 curfew bylaw the siren was sounded for 15 second each night at 9:15 pm standard time or 10:15 daylight saving time. The bylaw remains to this day, but the siren has long gone silent.

RECREATION & CULTURE FEE ASSISTANCE PROGRAM APPLICATION 2021 The City of Lethbridge Fee Assistance Program is administered by the Recreation and Culture department. It is to provide Lethbridge residents with the opportunity to participate in Recreation and Culture programs and activities at a subsidized cost. Confidentiality will be maintained, however communication with the organization offering the activity will be required to confirm the details.
To quality for this program you must:

Funding is available for one program/activity to a maximum of $150 per person from January – June and one program/activity to a maximum of $150 per person from July – December, while funds are available.
Activities that qualify must: • Be eligible for federal tax credits under the former Physical Activity or Arts and Culture tax credit guidelines • Be a Lethbridge organization • Be a minimum of 4 days/classes in length, be a camp, or used for a membership including virtual classes This program cannot be used for reimbursable fees (ie fundraising or uniform deposits), travel to out of town competition, or program of three days or less.
Due to COVID, there are no in person appointments at this time. Completed applications and documentation can be emailed to feeassistance@lethbridge.ca or dropped off at City Hall in an envelope with “3rd Floor” clearly written on the envelope. During business hours (8-4:30 Mon-Fri) they can be left inside at the security desk; after hours there is a mailbox in between the main doors at City Hall. For questions on the program please contact feeassistance@lethbridge.ca Recreation and sport activities can also receive funding support through Kidsport (5-18 yrs of age) and Jumpstart (4-18 yrs of age) and Comrie’s Sports Equipment Bank (children/youth). Please ask for more information.

Small and Fast: The Swift Fox Did You Know?
As the name suggests, the swift fox (Vulpes velox) is a speedy little fox species once found in the prairies and, foothills of the southern Alberta rockies.
The swift fox is the smallest wild dog in North America and among the smallest in the world — at two to three kilograms, it’s about as heavy as an adult Chihuahua, which allows it to reach top speeds of up to 60 km/hr. Other defining traits include vertical cat-like eyes, black facial spots on the sides of their muzzles, and long, black-tipped bushy tails.

The swift fox was distributed in large populations across the Canadian Prairies, but declined due to trapping and predator control programs and an increase in agrarian development in the late 1800s. This species was classified in Canada as extirpated (locally extinct) in 1978. (ASFPR 2006-2011; COSEWIC) and got reintroduced between 1983 and 1997. Swift foxes are a unique part of the prairie ecosystem, as they are omnivorous and will feed on almost anything, including pest species such as mice or insects.

How the World Helped Shape Canada's sport culture
Sport is a common language that can break down barriers. It brings people of different backgrounds together, transcends boundaries and provides a means of exchange and understanding.
Sports and sporting events have the power to bring people and cultures together. Sport is a great unifier.
Did You Know?
Locally we see great diversity in the origins of the sports we play. Lacrosse, also called 'The Creator's Game' is the oldest organized sport in North America, with its origins with the indigenous people of North America as early as the 12th century. In the 1840s, Europeans became interested in the game. The first recorded match between Europeans and members of the Mohawk tribe happened in August 1844. In 1856, the Montreal Lacrosse Club was formed in Quebec. Golf - While the modern game of golf originated in 15th-century Scotland, the game's ancient origins are unclear and much debated. Some historians trace the sport back to the Roman game of paganica, in which participants used a bent stick to hit a stuffed leather ball. There is evidence that the roots of the game sprouted in the small town of Loenen aan de Vecht in the Netherlands when it was played there in 1297. Rugby - Rugby is said to have originated at Rugby School in Warwickshire, England, in 1823 when during a game of football, William Webb Ellis decided to pick up a ball and go with it. Curling - The origin of curling traces back to 16th century Scotland, where the sport was played on frozen ponds and lochs. The first recorded match took place in 1541 when a notary recorded a challenge between a monk at and a relative of the abbott. Baseball - Baseball probably descended from two games from England. The first is a game called rounders that was a children’s game that came to New England with the colonists, and the second is cricket. The foundation of modern baseball started in 1845 when a group of men in New York formed the New York Knickerbocker Baseball Club. Soccer - Games similar to soccer can be dated all the way back to 2,500 B.C. in Ancient Egypt, where people kicked a ball around during the feast of the fertility. In China, from 476 B.C. to 221 B.C., people played a sport called cuju, which roughly translates to “kick the ball with foot.” The point of the game was to kick a leather ball stuffed with feathers through a cloth hung between two posts. They could use any part of their body, except for their hands. Soldiers used to play it in order to keep in shape. A similar game was played in Ancient Rome as well. There were 27 players on each team and they only had to get the ball in the other team’s goal.

People in Sport Jillian Weir is a Team Canada hammer thrower who resides in Lethbridge and trains at the University of Lethbridge. Jillian has maternal Indigenous lineage and is a member of the Mohawks Bay of the Quinte. She was the only known Indigenous athlete on Team Canada in her Olympic debut last year competing in Tokyo, Japan where she finished 19th overall. In July 2021 Weir spoke to The National Post about what it means to her to inspire indigenous youth and she said, “If I can inspire any Indigenous youth, it’s hard to put into words what that would mean. Because I never saw Indigenous athletes in track and field competing at the Olympics when I was a kid. If I can be a model for anybody out there, that would be a big honour… A lot of young Indigenous people might not even know what the hammer throw is and aren’t familiar with all the different sports and events at the Olympics. The exposure to more sports will get more kids involved and lead to opportunity.”
Recreation Programs
Jillian played many different sports growing up and started track and field in grade 6 when she competed in running, jumping, and throwing events before focusing on shot put and discus in high school then added the hammer throw in university. Jillian is now training for the 2024 Olympics in Paris, France where she will look to improve on her top 20 performance from her Olympic debut.
