Rising Real Estate, Rising Spirits

Local real estate data shows continued improvement, matching state-wide and nation-wide trends

With the national housing market showing strong and continued signs of recovery, local real estate experts are optimistic for sales in Eagle County to follow suit; numbers from the latest Quarterly Indicators Report (QIR), collected from Q4 of 2012, support reasons for optimism. While many potential threats to the economy lingered, the housing market clearly showed strong and continuing signs of recovery. Leading the statistics for the nation, Colorado is showing improved inventory and rising prices. Eagle County numbers also present positive signs, new listings decreased 19.4 percent; pending sales were up 26.6 percent; inventory levels shrank 26.2 percent; the number of days a property spent on the

by Vail Board of realtors market was down 24.5 percent. Prices softened somewhat, with the median sales price decreasing 17.6 percent to $445,000. “It’s encouraging to see this steady increase in positive housing data,” said Julie Retzlaff, Chairperson of the Vail Board of REALTORS® Board of Directors. “When looking at the statistics not only from the last quarter, but year over year, we’re seeing a definite increase in the number of properties going under contract and selling; prices are stabilizing in some areas of the county as well.” Limited inventory, coupled with record low mortgage interest rates, is maintaining the upward momentum in home prices but factors such as restrictive mortgage underwriting standards are

limiting the number of actual sales. Prospective homebuyers are experiencing rising confidence and financial stability, leading to a more competitive market for the limited inventory. Economists list three primary avenues to the housing recovery: better market fundamentals, improved market composition and more jobs. Many areas of Colorado are enjoying better fundamentals and less distressed activity. If job creation and growth continues in 2013, housing could help lead the way to economic recovery in Colorado with the number of sales and prices continuing to rise in 2013. “This is an excellent example of the powerful information that is contained in these reports,” continued Retzlaff.

“Trends can vary widely across Colorado and the nation. We feel that sharing these numbers and identifying key developing ideas is of value not only to potential homebuyers, but to businesses in the community.” If the housing market is an indicator of an improved economic market in both the Vail Valley and Colorado as a whole, the benefits are being seen and experienced by business owners around the Valley. Mortgage brokers, though constrained by certain rigorous standards and new rules that are being updated approximately every six months, are seeing a benefit from the increased rules and regulations — which could translate to benefits to potential buyers. “We’re seeing new companies blossoming and coming out of the woodwork,” said Jimmy Brenner, President of Blue Sky Mortgage in Avon. “Most of the unreliable companies have gone away, leaving trusted companies.” The title industry is seeing benefits for potential buyers as well. “With the combination of Interest rates being at all-time lows and affordability being at a high, buyers right now can get into larger or nicer homes for the same or lesser monthly payments than the home they’ve sold,” said Julie Heaton, Marketing Director at Stewart Title in Vail. “Additionally, we have seen 30 year fixed mortgages as low as 3% and 15 year notes under 3%. It is truly remarkable how much these rates increase buying power in today’s market. Extremely low interest rates, coupled with the lowest home prices we have seen in several years, are forcing many buyers off the fence and into new homes.” The inevitability of rising mortgage rates is a compelling reason to consider a timely purchase. Mortgage interest rates are expected to gradually rise as

The selection and choices in the housing market are bringing in new business to the Valley; while the renovation and redesign plans may not be as extensive as in 2007 and 2008, the desire to “make it their own” is sending clients to Slifer Designs. “Maybe they’re not signing on for a complete remodel, maybe it’s just a room at a time, but it’s still a positive move-

A

MORTGAGES MADE SIMPLER The world of home finance has changed, but it’s still within reach

After years of confusion, lack of regulation and massive difficulty, obtaining a home loan has finally become more streamlined. The pendulum has swung to and from both extremes: Leading up to the recession, lenders seemed to be giving out money left and right in what has been termed NINJA loans — approving mortgages for people with “no income, no job and no assets.” The mess not only caused home prices to crash, but also caused about 80 percent of professionals involved in home loans nationwide, from mortgage brokers to title companies and appraisers, to “evaporate,” said Chris Neuswanger, of Macro Financial Group in Avon. Those who remained in business toughed it out through the “lean years.” Mass confusion The scarce business wasn’t only a result of buyers’ fear of significantly declining home prices; it also resulted from lender uncertainty. “In 2009 and 2010, the rules were so much in flux, we honestly did not know what the lenders were looking for — and some days the lenders didn’t know what they were looking for,” Neuswanger said. To make matters worse, home appraisals often came in well below the selling price both sellers and buyers had agreed on, creating problems since most loans cannot exceed 80 percent of the appraised value. values dropped relatively quickly, there wasn’t a solid measuring stick for lenders to rely upon. “Now property values are stabilizing, so appraisal is not the bottomless pit it used to be,” Neuswanger said, adding that if an appraiser sets a home lower than 80 percent of the agreedupon selling price and a seller won’t come down on price, bor-

rows can still get loans, but they must pay a higher interest rate or increase their down payment. When loans became so difficult to obtain in the past couple of years, many people shied away from even applying. But in the last six months, the trend has shifted. “It’s worked itself out a bit to where people aren’t as afraid to

apply for a loan because they’ve seen their neighbors or family get them, and the industry has figured out what’s going to be required to get a loan,” he said. As he explains, the pendulum swung from loans being “way too easy to get to being way to hard. Now it’s coming back to the middle.” The clearer rules regarding loans, including industry professionals agreeing on what paperwork, assets and check-and-balance systems to use, has decreased frustration overall and made obtaining loans more straightforward. In addition, federal and state government entities now license and regulate mortgage brokers — something that didn’t occur on a federal level until 2011 and didn’t occur in Colorado until 2009. These days, brokers’ ads, record keeping and other professional practices must meet specific standards. “That keeps everybody on their toes,” Neuswanger said. So what does it take? Though borrowing standards haven’t become easier, mortgage brokers have learned what to expect and how best to prepare their borrowers to meet industry requirements, which have finally stabilized. Now, Neuswanger can look at borrowers’ tax returns, credit reports, assets and current income and let them know if they’ll be able to secure a loan. Main factors involve credit reports and salary.


Those who are self-employed may benefit from talking to a broker about their 2012 tax returns before filing “to make sure they’re not shooting themselves in the foot by claiming too many deductions,” Neuswanger said. “Even a few hundred dollars in deductions can make a difference … if you’re a dollar short, it’s ‘good-bye,’ so it may be worthwhile to trim home office or mileage deductions (because) once they file, it’s too late.” Borrowers also should review their credit reports to ensure there are no errors and to remove outdated information. Credit scores result from a number of different factors, including obvious dings like late payments. Beyond paying on time and avoiding credit card debt, there are a few guidelines to increasing credit scores. The system takes into account how long borrowers have kept a credit card and what percentage of available credit they use. In general, people should only use 40 percent of their credit line and keep cards as long as possible; a middle-aged person should show an average credit card holding of at least 10 years, Neuswanger said. Opening and closing credit cards for short-term benefits usually doesn’t pay off in the long run. “The credit standards are much higher, and the underwriting is much more thorough,” Neuswanger said. “They have people re-check the people who re-check things.” And the vigilant system doesn’t stop when a borrower receives loan approval. Officials monitor credit reports up to the day of closing, and they verify that the borrower still has a job a couple days before closing. In fact, about a week ago, one of Neuswanger’s closings got held up for a couple of hours because minutes before all of the papers were to be signed, watchdogs discovered the borrower had applied for a new credit card the day before, and the red flag meant more red tape. The borrowers had to explain why they

opened the card and also had to assure the loaners they hadn’t charged anything on the card. Neuswanger’s latest experience is much different than the “easy,” pre-2007 days, when he recalls that all one lender needed for proof of self-employment was a business card from the borrower. Lenders often accepted tax returns — with all of the numbers, net income included, blacked out — simply showing self-employment activity. In addition, they rarely, if ever, verified the tax returns with the Internal Revenue Service. These days, borrowers who can afford it put 20 percent down to avoid mortgage insurance, which increases monthly payments and doesn’t count toward principal. A buyer must put at least 3 percent down to obtain a loan. Interest rates depend upon the amount of the down payment, the terms of the loan (number of years, as well as fixed or adjustable interest rates), credit rating, and who pays closing costs. Now, interest rates are at an extreme low. In the early 1980s, interest rates remained in the double digits; Neuswanger paid an 18-percent interest rate on the first home he owned in the Vail Valley in the early 1980s. About a decade ago, rates hovered in the high 6s and 7s — and sometimes went up to 8 percent. So, despite the additional “hoops” borrowers must jump through these days, it seems to be a good time to secure a loan: Low interest rates, paired with lenders’ greater willingness to provide loans and real estate sales increasing point toward a strengthening real estate market. “In the last six to 12 months, real estate in the valley has been doing pretty well,” Neuswanger said. And by the end of the week of Jan. 28, interest rates, which had been in the upper 3 percent range for a 30-year fixed mortgage, had increased an eighth to a quarter of a point. Neuswanger says interest rates will inevitably go up, and “in a few years, we may think 5 percent is a good rate.”

Home-automated systems and electronics — better and less expensive

Home-automated systems used to be a luxury for homeowners who had upwards of $20,000 to spend on bells and whistles, such as remotely controlling lights, music, blinds, temperature and security measures. But about a year ago, entry prices for a basic home automation system, including control over locks, lights and thermostats, dropped from about $20,000 to $2,500, said Don Anderson, owner of Vail Electronics. Much of the price drop resulted from the big players in the industry, like Honeywell and GE, coming together to use one platform technology, called Z-Wave. Z-Wave is “a next-generation wireless ecosystem that lets all your home electronics talk to each other, and to you, via remote control,” according to z-wave.com. Low-power radio waves, which travel through walls, floors and cabinets, create a wireless network that doesn’t require complicated programming or new cable installation. For years, second-home owners have used home-automation technology to turn lights on and off and open and close shades (making it appear as if someone is always home), as well as to view their home through security cameras. For many, the peace of mind was well worth the tens of thousands of dollars they spent. But now, with drastically lower costs, home automation has become practical for full-time residents. Anderson loves it because he doesn’t arrive home to a dark house after work; he turns on the porch lights and unlocks doors from his phone.

Home electronics companies like Thul Electronics and Vail Electronics spend time reviewing homeowners’ needs and desires. Professionals in the field “are much more reliable than websites or even attempting to evaluate all the crazy info on the web,” Thul said. “Having a professional company involved is really necessary to achieve a good outcome.” Thul has seen do-it-yourself work based on web knowledge “horribly done,” causing people to spend “fair amounts of money that has been a waste,” he said. “There’s a wealth of knowledge out there that you can comb through and spend unlimited time,” Thul said. However, he cautioned that trying to piece together a home automation system “would be like going online and saying, ‘Now I can build my own home or do my own knee surgery,’ but there’s really no substitute for experience.”

Henry and Leona Antholz got an offer they managed to refuse, at least for a while. They owned the ranch where Golden Peak is now, and when Dick Hauserman and Fitzhugh Scott sat down with them, their price bar had been set pretty high. Negotiations are like a pastoral stroll, and that stroll sometimes wanders pretty far afield. In that initial meeting, the four sat sown to discuss the Antholz ranch as Henry and Leona talked about how much they loved it. They also mentioned how much the Vail investors had already paid for other property in the Gore Creek Valley. Henry explained with great enthusiasm that he’d never sell for $250,000 times the price Hauserman and Scott were offering. Then the conversation meandered again. “He spent a great deal of time telling us about his gizzard stones,” Hauserman wrote. When they asked the Antholzes to join Vail, Leona replied that she didn’t know what she’d wear if they joined Vail.

She was a schoolteacher and registered nurse in the wintertime, but she’d be retiring in a year or so, she told Hauserman and Scott. The town's farming and ranching roots provided a fertile valley in which to grow a resort, almost all at once. Before it was a town, Vail was a dream. Pete Seibert and Earl Eaton imagined creating a world-class ski resort, and that's exactly what they did.

arly Vail real estate is the story of the people who sold it. Job descriptions were written on the fly. Everyone did everything and most locals sold a little real estate, along with everything else. Rod Slifer, Vail’s first Realtor, moved to Vail from Aspen on May 1, 1962, and was paid $500 a month to be Morrie Shepard’s assistant in the ski school. “I didn’t know where Vail was. Well, Vail wasn’t. It hadn’t been built yet,” Slifer recalled. “Most of us didn’t have anything, so all we were spending was our time.” >>>

Byron and Vi Brown rolled into town in 1964 when real estate was one of the many jobs people worked, and everyone worked with everyone else. One day Byron went wandering into the Vail Associates office when John Clarke spotted him and hired him as a ski patroller. Byron also soon started his own real estate company. “You couldn’t make a living because you were selling lots for $2,500. You take 10 percent of that, and you’re sharing that with another broker, you’ll have to come up with a couple other things to make ends meet,” Brown said. “We did just about anything and everything.” Bob Findlay was a school teacher/Realtor. Tim Garton partnered with Oran Palmateer and later joined Art Kelton. Art Kelton had the listing on the Westwind, the first condo building in Lionshead. Oran and Paula Palmateer managed the place. “We planned to stay a season and go back to the real world. As Bob Dorf says, ‘You can see the year isn’t up yet,’” Oran said. Oran is still hawking real estate along with everything else he and Paula do. When they came, the Westwind still had 11 condos left of the original 35. A one bedroom was available for a princely $22,000. Two bedrooms would set you back $30,000. A four bedroom could be yours for some unheard of amount of money north of $50,000. “I remember saying at the time that it was asinine. You could buy a single family home in West Vail for that,” Oran said. Vail original Dick Hauserman had an offer to buy West Vail, 350 acres for $147,000. He passed on it. 44

Like everyone else, Vi and Byron Brown did whatever it took to scrape together a few bucks. They needed the money to live, Vi said, but living in Vail was more about the lifestyle. One time, Byron was showing some property to a visiting doctor when their three kids all got sick at the same time. Vail didn’t have a doctor at the time — everyone went to Doc Stanley, the doctor at the Gilman mine. Vi tracked down Byron and asked Byron if the doctor he was showing around could take a look at their kids. He did, and together they figured out that the kids all had the mumps. And Byron made the sale.

Brown and Izzy Quintana had a small excavation company, digging foundations, water and sewer lines — anything that called for a hole. Real estate clients usually found Brown up to his eyebrows in a hole. “I sold negatively.

I’d be down in the ditch and someone would drive up and ask if we had any lots for sale,” Brown said. “I’d ask, ‘Why do you want to come up here?’” “We love the mountains!” they’d reply. “If you buy up here you have to be a pioneer. You have to be part of building everything,” Brown told them. He smiles at how willing they were to buy, and how Vail attracted can-do people. “They couldn’t get their money out of their pocket fast enough. That way we got doers,” Brown said If someone bit off more than they could chew, Brown would give them their money back. “You’d do that?” they’d ask. “You betcha!” he’d reply. They’d sell the same lot a couple weeks later for a couple thousand dollars more.

But before anyone sold anything, Vail had to officially exist and that meant getting the green light from the Eagle County commissioners. The summer of either 1961 or 1962, Pete Seibert, Earl Eaton, Slifer and Denver attorney Jack Tweedy, who did much of the legal legwork in getting Vail started, made a pilgrimage to Eagle after they learned they’d need the commissioners’ blessing. They needed that blessing, it turned out, before they could start selling real estate. And they really want-

ed to start selling real estate. So, one Monday they headed down to a county commissioner meeting. No one knew quite what to do with them. “We went down there and said, ‘“Here you go!’” Slifer said. “They said ‘OK!’ Mining and agriculture were sinking, so they figured they had nothing to lose.” The county hadn’t approved any development projects in so long, no one was quite sure how to do it. Tweedy sat down with the county’s attorney and they put the language together.

The county’s planning commission was supposed to sign off on it, but It had been so long since anyone had built anything of any size that there was no planning commission. So the attorneys decided the commissioners could act as the county’s planning commission. They approved it as the planning commission, then as the Board of County Commissioners. “Not long after that the county formed an official planning commission, and guess who got appointed,” Slifer said laughing. “One of the local ranchers was the chairman. But before long he left and I became the chairman.”

Slifer earned his real estate license in the early 1960s and for the first few years he had no competition in Vail. “The only good news about being the only one was you could almost make a living because everything was so cheap. The commissions were pretty small,” he said. He couldn’t hammer out a deal with Bishop and Perry, the Front Range firm he’d been working for, so he started his own firm in Vail. When Vail Resorts started their own real estate company, he thought he was “doomed.” Harry Frampton came around to work for Vail Associates and brought Mark Smith with him. Frampton and Smith were ready to start their own real estate company and bring some of the good folks from Vail Associates Real Estate with them. Slifer invited them to partner with his firm. It took months, but they finally hammered out an agreement. The last detail was what to call their new firm and whose name would go first. Slifer said his would, and his reasoning was indisputable. “I was the oldest,” he said. Slifer was Vail’s mayor for 16 years. He and his wife Beth were named to the Colorado Business Hall of Fame. He still looks around today in wonder at Vail, and says it could never be done again, that the $1.6 million they raised to launch it would buy the environmental assessments today. “A lot of those people who came here were just like me. They had no money,” he said. “Some have really prospered. Others haven’t prospered as much financially, but were the very guts of this place.”

When President Gerald Ford died Dec. 26, 2006 at age 93, plenty of people remembered him fondly, and today, his friends and business partners still enjoy the huge impact he and his wife, Betty, had on Vail and Beaver Creek’s growth. “They were our No. 1 citizens and our No. 1 family,” said Beth Slifer, of Slifer Designs. “We all still embrace them as our first family.”

The Fords attended Bravo! Festivals for more than two decades, and as classical music aficionados, they set a goal to build a music hall. They sat on the board of The Beaver Creek Arts Foundation, which ultimately led to the construction of the Vilar Center for the Performing Arts. They also, of course, were instrumental in creating the Gerald Ford Amphtheater (as well as Betty Ford Alpine Gardens and the Vail Public Library). Like the chapel, these projects didn’t always come easy. Ford alone raised enough money to build seats at the amphitheater in the early 1980s, and then ran out of money. Sagebrush and other wild plants covered the seats before Vail Valley Foundation took over the fundraising campaign. Ford became one of the first board members of the Vail Valley Foundation, which gave the nonprofit nearly instant recognition. “You cannot deny the power of a former president — whether national or international,” Dakin said. “Having President Ford in Vail (and on the board) gave us — the collective ‘us,’ Vail Valley, and Vail Valley Foundation — instant credibility … That’s not to say we didn’t have other high-power board members, … but people give you a second look and take you seriously when someone like Gerald Ford is giving his time and efforts to your organization.” Through the foundation, the former president became paramount in sparking the American Enterprise Institute World Forum, which drew politicians

and business leaders internationally to address global challenges. Staging the forum in Beaver Creek introduced high-powered players to the young, small resort — and kept them coming back, and even buying homes there. “He brought a lot of notoriety to our community,” said Harry Frampton, who met Ford in 1982 when he moved to the area as president of Vail Associates. “He was the ultimate Good Housekeeping Seal of Approval.” Perhaps one of Ford’s biggest contributions included his work to bring the World Ski Championships to Vail in 1989, and again in 1999. “I don’t think it’s a stretch to say that without President Ford, we may not have been as fortunate to get an international ski event like the World Ski Championships,” Dakin said, adding how instrumental the Fords were in starting the Vail International Dance Festival. “It was the first really international vote,” Slifer said.

‘Just another resident’ While Ford and the former first lady lent their names to a variety of causes, including Vail Valley arts and sports, they acted more like normal folks — regularly associating with residents they came across, be it on the golf course or at the grocery store — than powerful politicians. “The Fords really wanted to be an ac-

tive part of this valley and help it develop and evolve … They focused on what they could help bring, vs. what we could do for them,” said John Dakin, who first met President Ford when Dakin joined the Vail Valley Foundation in 1987. “They weren’t interested in being celebrities.” The Fords not only lent their names and support to endeavors, but they also took active roles by making phone calls and donating money. “He was in the trenches, so to speak, in all those areas,” Frampton said. Even Betty Ford was known to get on her hands and knees to pull weeds in the garden. “(They) took a very active role in what was going on, not only in the inner workings of the organization, but also in the events themselves,” Dakin said. When Gerald Ford died, Kathy Meyer, the then-golf tournament director remembered Gerald Ford as one of the kindest, most compassionate men, who never said “no” to anyone who asked for help, according to a Vail Daily story Dec. 27, 2006. “He was happy to stop for a moment and have a brief conversation with anyone,” Slifer said. “If not for the Fords, it would have taken longer to raise money for the iconic facilities and events that started (Vail’s growth) — and continue to (fuel it). “The Fords were a one-family economic stimulus plan, (but) it

was all natural, because they loved being here, and the community loved having them here. He gave us a lot of credibility when we were only 20 years old. We all miss their influence and their friendship.”

The quickest way to make your ski resort a household name is for the president of the United States to bring the entire Western White House press corps with him. When he was President Gerald Ford, Vail was referred to as the Western White House by the national media. The resort was beamed into living rooms all over the world on a daily basis.
