irst of all I would like to extend a big thanks to all the professionals from the construction industry for attending the third annual Construction Innovation Awards 2018 and making it a huge success. More than 300 people attended the gala night, where winners and runner-ups across 23 categories were commemorated for their achievements. I would also like to thank all the sponsors who has supported us throughout the event and helped the team attain greater heights. Finally I would like to extend my heartfelt gratitude to the campaign team for their tireless efforts in promoting the awards in the market. CBNME received an overwhelming number of nominations for the awards this year and hopefully we will emerge bigger and better in 2019. Recent reports say that construction companies can look forward to a cautious recovery in the market following a challenging period of subdued performance. Longterm positive factors such as demographic demand drivers and government support combined with a modest rise in oil prices remain key drivers for capital spend and will remain the catalyst for spend on capital and infrastructure projects. The industry has been awaiting the award of a range of projects identified by each GCC country as part of their defined longterm vision, with transport, social infrastructure and tourism programs among the key priorities.

Panel: Public-private partnerships in construction

Public-Private-Partnerships (PPPs) stand amongst the main levers being considered in the Gulf as a means to boost private sector contribution to the economy and to offload some of the financing burdens from the government onto private investors. Regulatory framework for the UAE’s PPP law was set in 2015, but according to our speakers, “flurry of activity is yet to occur.” Our panellists for this session included Helena De Flaviis, senior director at Khatib & Alami; Andrew Greaves, partner and head of GCC at Addleshaw Goddard; and Bill Smith, partner, Pinsent Masons. The session was moderated by David Clifton, director – strategy & growth for construction services, AECOM ME. The course of the panel saw the speakers share their experiences with www.cbnme.com

regards to PPP. Both Greaves and Smith familiarised the audience with the legal aspects of PPP, and how these could benefit all the parties involved in the longer run. Despite the potential it carries, however, PPP has yet to gain significant acceptance and traction in the GCC. Greaves mentioned that younger, more ‘entrepreneurial’ contractors are keen to be involved in PPP projects. Smith stressed that even the existing interest in PPP projects is more so strictly ‘hard infrastructure’ focussed, even though plenty of opportunities lay in social infrastructure development contracts for schools, communities, and hospitals. He also adds that often many contracts begin as PPP projects but then dissolve into the standard engineering, procurement, and construction (EPC) model.

Flaviis believes that early project regulation, simplification of rules, and a transparent pipeline [of projects] could help the PPP trend go a long way. When Clifton inquired if there was a lack of experience [for PPP] in the region, Smith agreed and highlighted that often the lack of educated higher personnel meant that many PPP opportunities were turned away simply because they “did not understand it.” A common consensus was reached: PPP is the answer to long-term infrastructure plans, and more so to form a pool of knowledge for all partners on the project. Further amendments to the existing laws, for instance improving ownership protocols for international private investors, could draw more attention to this form of contracts.

Presentation: Innovation in the Global Mobility Industry and Implications for the GCC

Vitali Bielski, senior consultant, Mobility Practice, Frost & Sullivan, held a presentation session on the global mobility scenario and its impact on the way business is done in the GCC. Bielski’s session highlighted that rapid urbanisation in the world’s major cities have led to severe traffic issues, and insufficient public transport solutions do nothing to curb the issue. The answer is simple: the global transportation market needs new type of mobility services. “Moving towards a city-centric approach is one way to address urban 24

issues,” said Bielski. Investments in integrated mobility, data monetisation, demand responsive services, and last mile logistics have been seen across the world. On-demand solutions have been launched all over the globe, including in Dubai, where RTA introduced trials for bus-on-demand services. Bielski believes we will witness changes in the future ownership and usership structures when it comes to an autonomous ecosystem, where users will access multiple structures – for example, full ownership, shared licenses, fleet services, etc—based

on their day to day needs and travel scenarios. “Valuations of ridehailing companies have soared. Lyft and Uber have valued at $11bn and $68bn respectively,” highlighted Bielski, supporting his point of the shift in public mobility approach. In terms of impact on the construction industry, Bielski mentioned that innovation in logistics and drone delivery, autonomous technology and connected vehicles, chassis sensors that can identify road infrastructure damage, could all bolster the industry’s fast-growing expansion.

Panel: Impact of Internet of Things (IoT) and Big Data on projects

Data driven projects are on the rise around the world and in the region. The construction industry is notorious when it comes to productivity, with many projects running overtime and over budget. The industry is slower than others at adapting to change, such as that brought about by technology. However, IoT and Big Data can help the industry improve on its pitfalls and reduce projects risks in the longer run. Our panellists for this session included Sherief Elabd, director of Industry Strategy and Business Development, Oracle; Paul Wallett, regional director, Trimble Solutions; Christopher Wodzicki, engineering services director, BuroHappold; and Ali Khan, manager –Project Management Office, ROAMWORKS. The session was moderated by Lee Clark. 26

Clark opened the session by asking the speakers what questions they commonly received when trying to explain terms like IoT and Big Data and how this trend could help the industry. Elabd mentioned that explaining the fundamental nature of IoT was vital—how it could connect every worker, equipment, and software on a construction site and transform the way work is done. Wallett stressed that it wasn’t just important to adopt IoT—it was also vital to manage all the data that comes from it, stating: “We’re going through a disruptive phase in the construction industry.” Wodzicki emphasised that it was often difficult to explain how exactly IoT fit in with the construction industry’s grand plan of things. He said: “IoT is not something for just at a construction

phase, but even at an operational and management stage.” ROAMWORKS provides asset intelligence solutions, and Khan explained that IoT can help the industry analyse factors like fuel consumption, material requirements, and capital investments. All the speakers agreed that while the benefits were plenty, the technology and its data come with a fair share of challenges. The fundamental issue stems from not being able to make accurate use of the data. More so, many companies are still intimidated by IoT and there are many false concepts about the data being too expensive or too difficult to work with. As Elabd put it: “IoT is not an overnight game-changer. It’s still in a ‘baby stage’, but it’s picking up. There needs to be a cultural change [to adopt IoT].”

The winning initiative was launched in January 2018 with a specific focus on health and wellness, highlighting this as an area of SH&E that does not always get the attention it should. Imkan unveils new coastal destination at Cityscape Global Property developer IMKAN announced AlJurf, a fully integrated second-home destination along Sahel Al Emarat - the riviera situated in Ghantoot between Abu Dhabi and Dubai. Construction on the 370ha project boasting 3.4km of azure beachfront, work on the project will begin in 2019. The master-planned community is slated to become a pristine secondhome destination that seamlessly blends nature, culture and architecture as well as the past, present and future, by offering an authentic and unparalleled experience away from city life. Once complete, the destination will comprise of three distinct districts, AlJurf Gardens, Jiwar Al Qasr, and Marsa AlJurf, each with its own defining architectural characteristics and a range of facilities and amenities. The destination will feature two marinas, private berths, a town-center, hotels, retail, a wellness resort and clinic component, serviced residences and villas. AlJurf will also provide residents with access to public and private beaches, beach clubs and restaurants, community centers, parks, mosques, clinics and a private school.
