Aside from the most popular tourist attractions, there are many places to discover in Costa Rica which are absolutely worth a visit. This time, we stayed on the Isla del Caño - a magnificent diving and snorkeling spot on the southern Pacific coast. Rainforest and the largest mangrove area in Latin America form a landscape that ensures a fascinating nature experience. San Jose is waking up. The culture minister, an active musician himself, and the mayor of the city are very involved in making the capital more livable and attractive. In addition to the Festival Internacional de las Artes, which will take place in the next few weeks presenting more than 2,000 artists, I would like to particularly highlight the event "Fall in love with your city": Every Saturday in various places in the city, artists, musicians, acrobats and others perform for free. Oversized board games are available and you can participate in various workshops. I can highly recommend that you take this opportunity to spend time together with local people over a relaxing day – you’ll like it. Many places in Costa Rica make an effort to provide a wide range of attractions for tourists. In this issue, we introduce you to Nosara, a holiday destination in Guanacaste. Anyone who spends his vacation here can choose between all different kinds of leisure activities; surfing, stand up paddling, yoga, bird watching and much more. However, even for those who want to relax in peace, this is the right place. Anyone who has experienced the magnificent sunset over the sea will remember this place for a long time. In this sense, Pura Vida!

Editorial

abseits der bekanntesten Attraktionen für Touristen gibt es in Costa Rica viele Orte zu entdecken, die es absolut Wert sind, besucht zu werden. Dieses Mal waren wir für Sie auf der Isla del Caño, einem herrlichen Tauch- und Schnorchelrevier an der südlichen Pazifikküste. Regenwald und das größte Mangrovengebiet Lateinamerikas bilden dort eine Landschaft, die ein faszinierendes Naturerlebnis garantiert. San José erwacht, könnte man sagen. Der Kulturminister, selbst ein aktiver Musiker, und der Bürgermeister der Stadt sind sehr aktiv, um die Hauptstadt lebenswerter und attraktiver zu machen. Neben dem in den nächsten Wochen stattfindenden Festival Internacional de las Artes mit über 2000 Künstlern möchte ich Sie besonders auf die Aktion „Verliebe dich in deine Stadt“ hinweisen: Jeden Samstag treten an verschiedenen Plätzen der Stadt gratis Künstler auf, Musiker, Akrobaten und andere, es stehen überdimensionale Brettspiele bereit und man kann an verschiedenen Workshops teilnehmen. Ich kann Ihnen sehr empfehlen, diese Gelegenhei t zu nutzen, um mit Einheimischen zusammen einen entspannten Tag zu verbringen, es wird Ihnen gefallen. Viele Orte in Costa Rica geben sich Mühe, ein vielfältiges Angebot für Touristen auf die Beine zu stellen. In dieser Ausgabe stellen wir Ihnen Nosara vor, einen Urlaubsort in Guanacaste. Wer hier seinen Urlaub verbringt, kann unter allen möglichen Freizeitbeschäftigungen auswählen, Surfen, Stand Up-Paddling, Yoga, Vogelbeobachtung und noch einiges mehr. Aber auch wer sich nur in Ruhe erholen möchte, ist hier genau richtig. Wer hier einmal den herrlichen Sonnenuntergang über dem Meer erlebt hat, wird sich noch lange an diesen Ort erinnern. To relieve San José from traffic and thereby increase the quality of life in the city is a major goal of both the Government of Costa Rica as well as the Mayor of the city. Therefore, representatives of various authorities gladly accepted the invitation of the Swiss governmental organization Presence Switzerland to gather information in Switzerland about the public transport system. Lead by the Counselor of the Swiss

Embassy in Costa Rica, the elevenmember group traveled for a week to Bern, Zurich and Luzern. The program included inter alia visits to a manufacturer of trams and the Transport Museum where visitors were given an overview of the development of public transport in Switzerland. With great interest, the participants met with leaders of the Zurich Transport Network and its counterpart in Bern. These toll associations have organized so that passengers can use different public transport services by using one single ticket in these areas. How can one coordinate the different schedules and organize the financing behind this deal? How can one attract as many new customers as possible to using the bus and tram? Questions like these were the focus of the discussion. The Swiss interlocutors bolstered the Costa Rican visitors for their uneasy task. In Switzerland, it was a long road to motivate motorists to switch to public transport and provide the advanced public transport system as it exists today. But San José can even look to an example in his own history: there was an electric tram in the city running between 1901-1951 from La Sabana to San Pedro. The city council is considering using the old route for the new

tram. Currently in San José, a customer survey is in process along with a feasibility study so; the idea of a tram in San José could succeed.

Unter Führung des Schweizer Botschaftsrats in Costa Rica reiste die elfköpfige Gruppe für eine Woche nach Bern, Zürich und Luzern. Auf dem Programm standen u.a. Besuche bei einem Hersteller von Straßenbahnen

und dem Transportmuseum, wo die Besucher einen Überblick über die Entwicklung des öffentlichen Verkehrs in der Schweiz erhielten. Auf großes Interesse stießen auch die Treffen mit Verantwortlichen des Zürcher Verkehrsverbunds und seinem Pendant in Bern. Diese Tarifverbunde organisieren, dass im jeweiligen Einzugsgebiet die Fahrgäste mit einem Ticket verschiedene öffentliche Transportmittel nutzen können. Wie gelingt es, die Fahrpläne aufeinander abzustimmen und die Finanzierung dieses Angebots zu organisieren? Wie können möglichst viele Kunden für Bus und Straßenbahn gewonnen werden? Fragen wie diese standen im

Mittelpunkt der Diskussion. Die Schweizer Gesprächspartner machten den costaricanischen Besuchern Mut für ihre nicht leichte Aufgabe: Auch in der Schweiz war es ein langer Weg, Autofahrer zum Umsteigen auf öffentliche Verkehrsmittel zu bewegen und den fortschrittlichen öffentlichen Nahverkehr der heutigen Tage auf die Beine zu stellen. Doch San José kann sich sogar ein Beispiel an seiner eigenen Geschichte nehmen: Es gab schon mal eine elektrische Straßenbahn in der Stadt, sie verkehrte von 1901 bis 1951 von La Sabana nach San Pedro. Die Stadtverwaltung überlegt, die alte Trasse für die neue Straßenbahn zu nutzen. Derzeit läuft in San

New Tax for Companies Neue Steuer für Gesellschaften

560 000 companies are currently registered in Costa Rica. In order to reduce the budget deficit, a new tax that is payable from April 2012 has been introduced by the government and will cost active companies 180 000 Colones (about 360 USD) per year and inactive companies for 90 000 Colones (about 180 USD) per year. For 2012, the tax payment will be lower because it will be paid only for the period covering April to the end of the year. It amounts to 135 000 Colones for active and 68 000 Colones for inactive companies.

Companies resolved up to the end of June 2012 don`t have to pay this kind of tax. The Treasury hopes to collect approximately 70 million USD to invest primarily in public security.

Power Generation by Geothermics New Exhibition in San José

Energiegewinnung durch Erdwärme Neue Ausstellung in San José

Every 25km in Costa Rica, you can find a volcano: 371 outlets for volcanic energy are found throughout the country. Therefore, there exists great potential to accelerate the power generation through geothermal energy. The interactive exhibition designed by the Instituto Nacional de Bioversidad at INBioparque in Santo Domingo de Heredia, near San Jose shows how this kind of power generation works. It also provides insight into the inside activities of a volcano. For these purposes, a walk-in model was specifically designed. Visitors learn how magma moves and what happens during a volcanic eruption also. Costa Rica currently operates five geothermic power plants on the volcano Miravalles and one on the Rincon de La Vieja. Once they become fully operational, they will cover 18% of the energy needs of the country. The exhibition is permanent. More info at www.inbio.ac.cr

Legal Requirements for a Residence Permit

Rechtliche Voraussetzungen für Aufenthaltserlaubnis

Everybody who, during his vacations in Costa Rica, comes to the conclusion that he wants to settle in this country, has several options to obtain a residence permit, in Spanish called "Residencia". Costa Rica Spirits has worked out the following summary together with the German speaking lawyer Dr. Arnoldo André Tinoco from the law firm LexinCorp in San José. The most common forms of a residence permit are the following:

„Rentista“

Investor („Inversionista“)

This requires proof of a monthly pension (or payment from a life insurance policy, etc.) from the home country of at least $1000 USD per adult. It must be a lifelong insurance benefit. Children up to 18 years of age are included. As a holder of this type of “residencia”, one has to stay for at least 4 months / year in Costa Rica. One can work as self-employed but, not be in a dependent working relationship.

A couple has to prove of monthly income of at least $2500 USD during a required period of 3 years that results from an investment. As evidence, a bank confirmation of $90,000 USD must be submitted. It is important that the benefit has to be exchanged into the local currency Colones. A “Rentista” has to spend at least 4 months / year in Costa Rica. One can work as self-employed but, not be in a dependent working relationship. If you invest $200,000 USD, you can also get a “Residencia”. Under the new law, unlike in the past, the purchase of a private home can count as an investment. The process to obtain this kind of residency can be time-consuming and complicated. Even with this type of residence permit, one can only work as selfemployed, not as a dependent worker.

In addition to the income statement for the application, a criminal record is required and other documents. A residence permit is valid initially for 2 years and then an extension is possible. After three years, a request may be made for an unlimited resi-

dence permit. Everyone who lives in Costa Rica is obliged to register with the national health insurance even if private health insurance is already contracted. The cost is 13% of income. For certain groups, there are specials and more

reasonable agreements. There are also residence permits for students and skilled workers, subject to special conditions. The duration of the application process is highly dependent on the workload of the Immigration Department and can take between 3 months and 2 years. Starting from the time of application, you can stay legally in Costa Rica until the administrative process is finished.

Hierfür ist der Nachweis einer monatlichen Rente (oder Zahlung aus einer Lebensversicherung o.ä.) aus dem Heimatland von mindestens 1000 USD je Erwachsenem notwendig. Es muss sich um eine lebenslängliche Versicherungsleistung handeln. Kinder bis zum 18. Lebensjahr sind inbegriffen. Als Inhaber dieser Residencia muss man sich mindestens 4 Monate por Jahr in Costa Rica aufhalten. Man kann als Selbstständiger arbeiten, aber nicht in einem Angestelltenverhältnis.

Hierfür ist für ein Ehepaar der Nachweis von monatlichen Zahlungen von 2500.- USD / Monat für die Dauer von 3 Jahren notwendig, die aus einer Kapitalanlage resultieren. Als Beleg muss eine Bankbestätigung über 90.000 USD vorgelegt werden. Wichtig ist, dass das Geld jeweils in Colones umgetauscht werden muss. Auch der Rentista muss mindestens 4 Monate pro Jahr in Costa Rica verbringen. Man kann als Selbstständiger arbeiten, aber nicht in einem Angestelltenverhältnis.

Wer 200.000 USD investiert, kann ebenfalls eine Residencia erhalten. Als eine Investition zählt nach dem neuen Gesetz, im Gegensatz zu früher, auch der Kauf eines privaten Wohnhauses. Die Prüfung bei dieser Art von Anträgen ist erfahrungsgemäß langwierig. Auch mit dieser Form der Aufenthaltsgenehmigung ist nur eine selbstständige Tätigkeit möglich, kein Angestelltenverhältnis.

Neben dem Einkommensnachweis sind bei der Antragstellung ein dt. Führungszeugnis und weitere Unterlagen vorzulegen. Alle Aufenthaltsgenehmigungen gelten anfangs für 2 Jahre, danach ist eine Verlängerung möglich. Nach drei Jahren kann ein Antrag auf unbegrenzte Aufenthaltserlaubnis ge-

stellt werden. Jeder in Costa Rica lebende Ausländer ist verpflichtet, sich bei der staatlichen Krankenversicherung anzumelden, auch wenn eine private Krankenversicherung bereits vorhanden ist. Die Kosten betragen 13% des Einkommens. Für bestimmte Gruppen gibt es Sondervereinbarungen. Daneben gibt es noch Aufenthaltserlaubnisse für Studenten und qualifizierte Arbeitskräfte, für die besondere Bestimmungen gelten. Die Dauer der Antrags-Bearbeitung hängt sehr stark von der Arbeitsbelastung der Einwanderungsbehörde ab, sie kann zwischen 3 Monate und 2 Jahre betragen. Bereits ab dem Zeitpunkt der Antragstellung kann man sich unbegrenzt bis zum Ende des Verfahrens in Costa Rica aufhalten.

During the week, the image of San José is dominated by hectic daily life. But now, this is changing every Saturday. At many places in the city, artists of all kinds are being presented -from music groups and folk dancers to painters and acrobats. Additionally in various parks, one

can play games. Large chess boards are ready, skateboard courses have been designed and visitors can tinker under guidance and paint. "Fall in love with your city" is the motto aimed at both adults and children.

Surf schools are available and during a boat trip on the Rio Nosara, one can also even discover a crocodile with a little luck. Many foreigners have found their second home here, where they enjoy the relaxed life in Costa Rica. From Liberia, the nearest international airport, it's a good two hours drive by car. For those who prefer to arrive by plane, there are two domestic airlines; Sansa and NatureAir offer daily flights from San José.

Mehr als 250 verschiedene Vogelarten gibt es dort zu entdecken, darunter Mangrovenkuckucks und Tucane. Nicht weit weg von den Wanderern gleiten ein paar Stand Up Paddler nahezu geräuschlos auf dem Rio Nosara, beobachtet von ein paar Brüllaffen, die sich durch die Bäume am Ufer schwingen. In den letzten Jahren hat sich Nosara zu einem Urlaubsort entwickelt, wie es ihn in seiner Vielfältigkeit nicht häufig in Costa Rica gibt. Das Angebot der Hotels reicht von einfach bis luxuriös, es gibt viele kleine Geschäfte und Restaurants, die von vegetarischer bis italienischer und internationaler Küche alles anbieten. Sierpe is the Spanish word for snake and so the name Rio Sierpe is quite appropriate: This river winds its way through extensive mangrove forests to the sea. We begin our trek with a boat ride where the road ends. The journey takes three-quarters of an hour to arrive at the mouth of the Sierpe. The boat is comfortable and along the shore there are palm trees and much vegetation. Again and again, we spot sleeping crocodiles, apparently peacefully, lying on the

shore. Many birds are enjoying the day sitting on branches and capuchin monkeys are swinging from tree to tree. Our local guide has a skilled eye and discovers iguanas and sloths high up in the branches of the passing treeline. The main destination of our tour is the Isla del Caño and we see it immediately on the horizon as soon as we arrive at the river’s mouth. Sierpe can be reached from Palmar Sur within 20 minutes. The snorkeling tour, as described above, is offered right there by many operators for about $100. It usually begins at 8 am and returns at 4 pm. There is no lodging on the island. For lodging, Hotel Cristal Ballena, in Uvita, and Hotel Lookout, near Ojochal, are recommendable. A light lunch directly on the beautiful beach follows and re-energizes us

roars for another hour over the open sea. The forested rocky Isla de Caño is just ahead. The entire island is a National Park and only one area is designated for tourist use. In that section, there is a path that leads to stone relics from pre-Columbian times. The most interesting aspect of the trip to the Isla de Caño is not the island itself but, what lies before it. This particular area of the Pacific Ocean is well-known for crystal-clear diving and great snorkeling. We get easily motivated to jump into its warm waters equipped with a mask, snorkel and fins. Countless fish ranging in size from just a few centimeters to half a meter long take a curious look at us. before we leave for another amazing snorkeling spot. Here too, fish of every imaginable color appear. After about four hours' stay, our captain calls us to leave and we speed back towards the mainland. A short side trip through Drake Bay proves to greatly impress upon us how dense the primary rain forest of the famous Corcovado National Park is, which begins there. Back along the shore to the mouth of the Sierpe and thanks to the high tide that we have now, our boat driver chooses a different route to take us into the small channels through the mangroves. Like a roof, the mangroves hover and even close over the water. We are in awe of the huge roots of the mangrove that stick out of the water just a few centimeters away from our boat. The guide informs us of the importance of the mangrove ecosystem - an essential filter of both air and water. The Sierpe-TĂŠrraba Delta is the largest mangrove delta in Latin America.

der Isla del Caño direkt vor uns. Die komplette Insel ist Nationalpark und daher nur an einer Stelle für Touristen zugänglich. Auf der Insel selbst gibt es einen Pfad, der zu Steinrelikten aus präkolumbischen Zeiten führt. Das interessanteste an der Isla del Caño liegt aber nicht auf der Insel

selbst, sondern davor. Bekannt als kristallklares Tauch- und Schnorchelrevier veranlasst das Meer hier auch uns, ausgerüstet mit Flossen und Schnorchelmaske in den warmen Pazifik einzutauchen. Unzählige Fische von ein paar Zentimetern bis zu einem halben Meter begutachten uns neugierig. Von knallgelb über leuchtendblau, mit grell-orangenen Streifen, dazu feinen hellweißen Zeichnungen bis hin zu grau-silbrigglänzenden Schattierungen ist die gesamte Farbpalette vertreten. Fast eine Stunde lang lassen wir uns von unserem einheimischen Führer immer wieder neue Fische zeigen. Ein leichtes Mittagessen direkt am herrlichen Strand stärkt uns, bevor wir uns zum zweiten Schnorchelspot aufmachen. Auch hier Fische in allen erdenklichen Farben. Dazu die sattgrün bewaldete Isla del Caño im Hintergrund und am Horizont das Festland mit der hohen

Bergkette der südlichen Pazifikküste Costa Ricas, hier könnte man tagelang bleiben. Doch nach gut vier Stunden Aufenthalt bläst unser Kapitän wieder zum Aufbruch und wir brausen Richtung Festland. Ein kleiner Abstecher nach Drake Bay gibt uns einen tollen Eindruck vom dichten primären Regenwald des berühmten Corcovado Nationalparks, der hier beginnt. Dann fahren wir nahe am Ufer entlang wieder bis zur Mündung des Sierpe. Dank der Flut, die nun herrscht, kann unser Bootsführer für den Rückweg eine andere Route wählen, wir fahren auf kleinen Kanälen durch die Mangroven. Wie ein Dach schließen sich die Mangroven über dem Wasser, wir sind beeindruckt von den riesigen Wurzeln der Mangroven, die nur wenige Zentimeter neben unserem Boot aus dem Wasser ragen. come to our gigs", Max Goldberg says with pride. He has always been in music as it resides in his family tradition. Jaime Gamboa, co-founder of the group Malpais which succeeded to fill the national stadium with 30,000 visitors at its farewell concert, is part of his family. Following a life crisis, Max Gold-

berg decided to devote himself mainly to music. He began composing his own pieces in which he sings about the issues that move him and so many Costa Ricans: The protection of nature and social justice are some of them. While he plays guitar, two friends accompany him on piano and drums. He feels a special joy for his WWW.COSTARICA-SPIR I TS. C O M

new project, a children's musical titled "Pinocchio Verde" which he, together with the Italian theater director Simona Trovato, created. It has already been performed several times in Costa Rica with great success and will travel to Europe soon. To see Max Goldberg in concert, one has the opportunity every Thursday evening in his hometown Nicoya, at the restaurant "Cosa Fulana". A new CD will be released shortly as well.

Während er Gitarre spielt, begleiten ihn zwei Freunde an Klavier und Schlagzeug. Besondere Freude hat er an seinem

neuen Projekt, einem Kindermusical mit dem Titel „Pinocchio verde“, das er zusammen mit der italienischen Theaterregisseurin Simona Trovato umsetzt. Es wurde bereits mehrfach in Costa Rica mit großem Erfolg aufgeführt, bald soll es auch nach Europa reisen. There is one week in February when Granada and its colonial style old town is the backdrop for an international festival of poetry (see box). Thousands of visitors are attracted to the area at this time. But throughout the year anyway, this city is a must for all tourists to Nicaragua. Founded in 1524, it has a turbulent history: Being wealthy through trade by way of Lake Nicaragua, it often became the target of pirate raids, was burned down and rebuilt

again and again. Beginning many years ago, more and more of the old colonial buildings have been extensively renovated so that the colonial legacy now flourishes in a new light. Within sight of the mighty volcano Mombacho, brightly-colored painted houses line narrow streets where coaches go through with tourists on board. The visitors see many small businesses, selling hand-made hammocks for example or souvenirs produced by women's cooperatives. In many homes, the ornate

wooden doors are open allowing a glimpse of the magnificent patios planted with colorful bougainvillea. The Parque Central is the heart of the city, dominated by the yellow-painted Cathedral. There are many park benches under shady trees that afford the opportunity to take a break. If you want to undertake an adventure, you can book boat trips on the attractive Lake Nicaragua which is just a few minutes away and has more than 300 islands. At night, the pedestrian zone, Calle La Calzada street, awakes. Street performers do their shows watched by the guests of many small restaurants that have their chairs and tables outside. Live music can be heard in some places while in galleries, visitors observe native paintings by local artists. Also in the neighboring streets, different cuisine restaurants are ready for patrons.

Wer etwas unternehmen möchte, kann hier auch Boots-Ausflüge auf dem nur wenige Minuten entfernten Nicaragua-See buchen, der mit seinen über 300 Inseln lockt.

Es ist jeweils eine Woche im Februar, in der Granada mit seiner kolonialen Altstadt die Kulisse gibt für ein internationales Dichterfestival (siehe Kasten) Tausende von Besuchern werden in dieser Zeit angelockt. Doch auch das ganze Jahr über ist diese Stadt ein Muss für alle Nicaragua-Besucher. Gegründet 1524 hat sie eine bewegte Geschichte hinter sich: Durch den Handel über den Nicaragua-See reich geworden war sie vielfach Ziel von Piratenüberfällen, wurde niedergebrannt und immer wieder aufgebaut. Seit Jahren wurden mehr und mehr der alten Kolonialhäuser aufwendig renoviert, so dass das koloniale Erbe inzwischen in neuem Glanz erblüht. Maria Rivas has a small piece of paper in her hand as she steps onto the podium. A motley group of listeners ranging from tourists to campesinos from the surrounding area, expects her. Maria reads her poem. It is dedicated to a "persona muy especial" -- her husband she says, and she is grateful for his love. With a trembling voice, she speaks into a microphone, the audience attentively listening to her. During the day, many locals still use the opportunity to express

what moves them with a poem. The visitorsâ&#x20AC;&#x2122; applause is guaranteed. The evening is the time for poets like Carlos Martinez Rivas, to whom this year's festival is dedicated and Ernesto Cardenal, the Nicaraguan famous poet. "This week, Granada is the capital of the world of poetry and the freedom of art", the Spanish ambassador to Nicaragua said in his greeting. One hundred and twenty poets from five continents have come this year to Granada raising social issues such as the protection of nature in their poems. Thousands of visitors sit in the festively lit Central Park and let themselves get carried away with the poetry.

Materialien wie Wein, Kakao, Tee und Kaffee aus, um sie als Farbe zum Malen zu nutzen. Carlos Vargas entschied sich für Kaffee. Einige Jahre geriet die Malerei dann wieder in Vergessenheit, auch wegen der politischen Verhältnisse in den 80er Jahren und einem Studium der Architektur. Doch als es darum ging, sich als Künstler nun seinen Lebensunterhalt zu verdienen, kam Vargas wieder auf die alte Idee zurück. Was folgte, waren lange Versuche, um die richtige Mischung zu finden. Er besorgte sich bei einer Rösterei sehr fein gemahlenen Kaffee, damit gelang es ihm schließlich, die gewünschte Farbe herzustellen. Als er seinen Freunden in seinem Heimatort Matagalpa von seinem Wunsch erzählte, viel zu reisen und von seiner Kunst zu leben, erntete er vielfaches Lächeln. Aber er ließ sich nicht beirren, verließ Matagalpa und reiste nach Granada. Eine Ausstellung im „Casa de los tres Mundos“ brachte ihm die ersten Kunden, an die er seine Kaffeebilder verkaufen konnte. Kurz danach bekam er dort eine dauerhafte Ausstellung und lernte so auch viele ausländische Studenten und Mitarbeiter von NGOs

kennen, die ihm Kontakte in ihre Heimatländer vermittelten. Inzwischen hat er 27 Länder besucht, teilweise hat er auch längere Zeit dort gelebt, wie z.B. in Deutschland. Überall hat er sich eine Fangemeinde geschaffen, die immer wieder bei ihm Kaffeebilder, gemalt auf Maispapier, bestellen. Seine Werke hängen in Cafes, Galerien, Büros und Wohnungen. Er freut sich darüber, wenn er auf diese Weise die Schönheit der Natur und die Menschen Nicaraguas zeigen kann. Good news for those who travel from Costa Rica to Nicaragua: The border crossing at Peñas Blancas, which up until now has been a dreaded bottleneck situation -- especially for trucks, will be developed to extend the current two existing lanes to four. The wait time for trucks will be reduced from the current average of 3 ½ days to one day. For tourists, clearance times will be reduced by the use of a new building by the Border Agency.
