DE­ESCALATION COMMENCES Much of the Vega Baja is now in Phase 1 of the de-escalation plan and while the BOE detailing the legislation on what is and what is not allowed was officially published on Saturday, confusion abounds as to what Phase 1 actually entails. Areas allowed to progress to Phase 1 are arranged by Health Department, rather than geographical area. Citizens in this region are allowed to move freely between their health department area, but not cross to another health department (unless for reasons such as work or healthcare, they can justify the journey if questioned). According to the latest information, the areas of the Vega Baja which have passed to Phase 1 are grouped into two health areas – Orihuela and Torrevieja. Citizens are allowed to move freely within Torrevieja or Orihuela, but not between the two. If the entire Alicante Province moves to Phase 1, then free movement will be allowed but until that happens, citizens can only move freely in their own Health Department. What else does Phase 1 allow? Meeting friends Meetings of up to 10 people (inside or outside), maintaining social distancing of two metres where possible and respecting hygiene protocol (washing hands, covering face when coughing or sneezing etc) Driving Use of cars of up to 9 seats by people who live at the same address, within the limits of areas also in Phase 1. On motorbikes and mopeds, a driver and passenger can travel together if they wear a full face covering helmet or a head helmet with a mask. In cars, passengers who live together already can use all seats and don’t need to wear masks. Passengers who do not live together can travel in the same vehicle with a maximum of two people per row and all wearing masks. Bars and restaurants Opening of bar/restaurant terraces to up to 50% of their capacity is allowed in Phase 1 areas. There must be a 2 metre space between tables and individual groups should be a maximum of 10

people. Tables must be disinfected between clients and ‘common use’ items such as napkin holders, toothpick holders, menu cards, vinegar and oil containers etc, are not permitted. Instead of shared menus other means of displaying the menu such as blackboards, posters or similar should be used. Bars/restaurants are encouraged to use disposable table cloths. Where this is not possible, table cloths should be changed between customers and washed at between 60 and 90 degrees. Plates, cutlery and glasses should be stored in a closed room and if this is not possible, stored in an area away from traffic of staff and customers. Bars/restaurants should provide hand sanitizer at entrances to the premises. Citizens can visit bars/restaurants outside of the previously established ‘time slots’. These time slots are for exercise only and will remain in place. Small retail outlets Opening of shops of less than 400 square metres without a prior appointment. These smaller establishments are allowed to admit 30% of their maximum allowed customers at any one time and must

ensure customers maintain 2 metres social distance. Furthermore, a special timeslot must be offered to accommodate the elderly and the premises must be disinfected twice daily. Supermarkets Instead of being limited to the nearest supermarket, citizens can now go to the supermarket of their choice if it is in the same Phase 1 area. Sports Open air sports facilities can be used by athletes for non contact sport, such as tennis or athletics. Individuals can also use sports centres to train with a prior appointment but must not use dressing rooms nor be in physical contact with other athletes. Closed in sports facilities will not be in use until Phase 2. Physical therapy Persons with special needs can resume physiotherapy, occupational therapy and other treatments. Home help can resume for the elderly who do not reside in care homes. Funerals and cremations Funeral services can take place with 15

people (outside) or 10 people (inside). Religious services Places of worship can resume regular services, although with a third of maximum capacity allowed. Hotels Hotels and tourist apartments are allowed to open accommodation to clients, but not shared common areas such as spas, gyms, children’s play areas, discos, etc. Anyone with symptoms of Covid-19 and those who have been in prolonged contact with a person who is symptomatic or diagnosed should continue to self isolate. An evolving situation The situation continues to evolve and changes, clarifications and corrections to the rules are constantly being issued so it is important to stay informed. Outrage in Elche and Alicante over Phase 0 Regional government officials have rejected central government’s decision to leave some areas of the Valencian Community in Phase 0 while many other areas of the district proceed to Phase 1 of the de escalation plan this week. The areas progressing to Phase 1, organised by Health Department rather than geographical boundary, include Torrevieja and Orihuela but local politicians are furious that areas such as Alicante and Elche are being left behind. Six health departments in the province have been given the green light to progress to Phase 1: Alcoy, Dénia, Marina Baixa, Elda, Orihuela and Torrevieja. The Ministry for Health has ordered that many areas remain in Phase 0, including Alicante, Castellón and Valencia. Despite good epidemiological figures by both of its health departments, Elche remains in Phase 0 along with Alicante city. Local politicians have lodged appeals to the central government and will have to wait until later this week to find out if officials relent and allow more areas to progress to Phase 1.

The decision, when it was announced at the weekend, caused outrage in the Valencian region. President of the Generalitat Valenciana Ximo Puig expressed his indignation at the decision saying on Twitter, “We do not share this decision. We have justified with technical criteria the conditions so that the entire Valencian Community had to go to Phase 1 to protect Valencian society. We ask that our plan be studied again to review the decision as soon as possible.” Valencia’s Minister for Health also made her disagreement known through a statement issued over the weekend. Ana Barceló said, “We do not agree with it because we have met all the criteria and demands that the ministry itself had asked of us." Barceló revealed that the Valencian Community, at the behest of central government, submitted its proposal for the region which included figures on criteria such as the number of hospital beds available, the number of ICU places available, the capacity for response and follow-up in Primary Care, the capacity of laboratories to carry out the PCR tests and more. Barceló also criticised that

other communities have been allowed to pass entirely to Phase 1 with worse indicators than the Valencian region. According to an index of cases recorded in the two weeks before the deescalation Phase 1 list was confirmed, the Valencian Community was in the top six in Spain in terms of infections per 100,000 inhabitants at an average of 13.59 cases. Barceló revealed that some regions with between 46 and 63 cases per 100,000 residents have been allowed to pass entirely to Phase 1. Mayor of Alicante, Luis Barcala, agreed to immediately halt measures that had been in place ready for the city to move to Phase 1 this week. Barcala revealed that he will formally request from the Ministry of Health “appropriate explanations that make us understand why we have not gone to Phase 1.” The Mayor of Elche, Carlos Gonzáles, was more cautious about directly criticising the decision, saying, “This is a process in which you have to be open to what is proposed by the health authority and you have to know the reason why and, from there, go forward.”

Birthday celebrations for Benidorm Bengal tigers Terra Natura nature park in Benidorm celebrated the fifth birthday of the three Bengal who have been living at Terra Natura since 2015 after being relocated as cubs to Spain from the Boissiere zoo in France. Despite the fact that the park remains closed to the public due to the coronavirus pandemic, the team of staff at the park wanted to commemorate Apollo, Ares and Zeus with a very special activity to mark their birthday and 5th anniversary of their arrival in Spain and to raise awareness about the conservation of their species. To commemorate the birth of these big cats in May 2015, an environmental enrichment activity was prepared by keepers. Apollo, Ares and Zeus had to discover what was inside cardboard boxes that the park keepers had left hidden in their outdoor enclosure. When the three tigers located their surprises, they did not hesitate to tear open the boxes and get to the tasty meat inside. Keepers revealed that environmental enrichment activities such as this one aim to improve the animals’ well-being, varying the routine in a way that

stimulates senses such as smell and taste. The arrival of these three tigers, together with their father Rajiv, a white tiger and their mother Shana, is part of the collaboration framework that Terra Natura Benidorm maintains with the European Association of Zoos and Aquariums. The Bengal Tiger is an endangered species, and its populations are in decline. The main threat is poaching for the illegal trade in products as well as human encroachment on the wild areas where this species lives. Bengal tigers are protected by the

Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). To raise awareness, keepers at the Benidorm park shared some interesting facts about Bengal Tigers. Among these big cats, communication is maintained through scent markings, visual cues, and vocalization. The odour marks are deposited as a musky liquid along with urine. In the case of visual cues, the tigers leave ‘messages’ for each other in the form of stains, scrapes, and claw marks on trees and other targets. Vocally, they communicate by roaring, growling, and hissing.

24 people denounced for illegal party in Torrevieja

24 adults have been denounced for hosting an illegal party in a Torrevieja urbanisation. Police were called to an address in Torrealmendros at the weekend when neighbours complained at around 8pm on Saturday that loud music was being played and that many people appeared to be gathering – neighbours remarked that unusual activity is quickly noticed as the urbanisation is gated and closed to outsiders. Police are believed to have received several calls from within the urbanisation to report the suspect gathering.

Officers from the Local Police Operational Support Group (GRO) were dispatched to the scene and verified that a gathering of 24 adults and four children was in progress – not allowed under Phase 0 (which, at the weekend was still in place in Torrevieja) nor under Phase 1 (which allows meetings of up to ten people only). Not only did officers stop the party in its tracks, they also discovered that the house at which it was taking place was illegally connected to electricity and water. All of those involved were identified and denounced, according to the

councillor for Security Emergencies, Federico Alarcón.

Elsewhere in Torrevieja, in the early hours of Sunday morning, officers were called to disperse a group of youngsters holding a ‘botellón’ or street drinking party. Councillor Alarcón said that, despite the fact that Torrevieja now enters Phase 1 of de-escalation, “we must continue to respect the measures imposed by the Government to reach the normality that we all want as soon as possible.”

Stormy Sunday Sunday morning saw a rainstorm sweep the coast with heavy rain – up to 33 litres per square metre – and even hailstones in places. The intensity of the rain saw localised flooding across southern Vega Baja. Hailstones in parts of La Mata were so heavy that the icy precipitation resembled snowfall once it hit the ground and a series of impressive photos were being shared on social media with swathes of white ice along beaches and nearby roads.

Fortnight quarantine for expats flying to UK UK airlines say they have been told the government will bring in a 14-day quarantine for anyone arriving in the UK from any country apart from the Republic of Ireland in response to the coronavirus pandemic. The new restriction is expected to take effect at the end of this month and people arriving in the UK would have to self-isolate at a private residence. Government and aviation sources said that the quarantine would mean people might be expected to provide an address when they arrive at the border. It is not clear how long the new travel restriction would be in place and whether non-UK residents would be allowed to stay in rented private accommodation. "We need to see the details of what they are proposing", said Airlines UK, which represents British Airways, EasyJet and other UK-based airlines, in a statement. It is not clear whether there are plans to quarantine people arriving to the UK via other modes of transport. Eurostar and P&O ferries declined to comment, while other firms have not yet responded. It has been suggested that key workers such as lorry drivers who transport goods and people working in the shipping industry would be exempt. A Heathrow spokesman said any

measures agreed must be medically effective, meet public expectations and be deliverable by airports. "We will continue to do everything we can to support the government in tackling the health crisis whilst keeping vital trading routes open for British businesses in every corner of the UK," he added. Last Sunday, Andrew Marr asked the transport secretary whether the UK would introduce a quarantine on people arriving in the UK. Grant Shapps said he was "actively looking at these issues, right now, so that when we have infection rates within the country under control we're not importing". He said it was important "that we do ensure that the sacrifices, in a sense, social distancing, that we're asking the British people to make are matched by anyone who comes to this country". A Home Office spokesperson said: "We do not comment on leaks. The focus remains on staying at home to protect the NHS and save lives." If a quarantine is needed now, some will question why it was not necessary weeks ago. Tens of thousands of people have flown into the UK during the pandemic, although the government says the vast majority were returning home.

Mercadona changes opening hours Mercadona supermarkets has extended its opening hours from yesterday (Monday 11th May), and will join other chains selling disposable masks. The food retailer has announced that its current opening times – 9am to 7pm, Monday to Saturday, except bank holidays – will now increase by an hour, closing at 8pm. This will put it in line with most other supermarkets, such as Mas y Mas, Consum, Lidl, Día, and El Corte Inglés – although other stores such as Spar and Carrefour closing at 9pm and Alcampo at 10pm. It is not clear when supermarkets will restore their previous opening times – in the case of Mercadona, remaining open until 10pm in July and August – but it is likely this will start to happen when the country enters into 'Phase 2' of recovery, a time when large shops, chain stores and retail centres will be allowed to open again. The Valencia-founded supermarket also announced it will shortly be selling face masks - sold under its own-brand toiletries label Deliplus – in packs of 10 for €6 from Thursday, 14th May. With the relaxing of quarantine measures, Mercadona says it has reinforced its daily disinfecting and cleaning processes, given that it anticipates increasing numbers of customers.

Scientists are hailing a 'groundbreaking' discovery of antibody which prevents infection. Building on research into antibodies which target the SARS coronavirus, scientists have identified one that blocks COVID19. The antibody prevents the coronavirus from infecting human cells in "groundbreaking research" which could lead to the development of new treatments. Building on research into the SARS coronavirus, scientists from Utrecht University in the Netherlands, as well as the Erasmus Medical Centre and the company Harbour BioMed (HBM), have identified a potential method of neutralising COVID-19. They discovered that an antibody which prevents the SARS virus from infecting human cells could also block the novel coronavirus from infecting human cells too, according a peer reviewed study published on Monday in the journal Nature Communications. Testing their collection of antibodies on cultured human cells, researchers discovered one which binds to a specific part which is present in both SARS and the virus causing COVID-19. The discovery could offer an initial step towards developing a fully-human antibody to treat or prevent the disease, which has infected more then 3.5 million

people worldwide, and led to more than 247,000 deaths. The neutralising antibody "has potential to alter the course of infection in the infected host, support virus clearance or protect an uninfected individual that is exposed to the virus," said Dr Berend-Jan Bosch, co-lead author on the study. Dr Frank Grosveld, the study's other co-lead author, said the discovery provided “a strong foundation for additional research to characterise this antibody and begin development as a potential COVID-19 treatment". "The antibody used in this work is 'fully human', allowing development to proceed more rapidly and reducing the potential

for immune-related side effects," he added. The fully-human antibody is different from conventional therapeutic antibodies, which are often first developed in other species before being "humanised" so they can be transmitted to people. It was developed using Harbour BioMed's H2L2 transgenic mouse technology effectively a mouse which has been genetically engineered to contain human genes, enabling researchers to develop "human" antibodies without testing them on living people. "This is groundbreaking research," said Dr Jingsong Wang, the chief executive of HBM.

Guardia swoop on illegal party in Albatera Guardia Civil raided an illegal party in Albatera, arresting eight youngsters and seizing a quantity of drugs. The party was underway at a former horseriding arena that had been reconditioned as a pub. Guardia Civil and Local Police officers raided the premises at 10am after reports of loud music were made by

nearby residents. The impromptu party venue had been set up in the industrial estate in Albatera in an old horse riding arena that had been redecorated as a popup pub, without any permission or licence – and illegally, since the full restrictions on bars and restaurants operating were still in place when police shut down the party.

A neighbour called police at around ten in the morning, with suspicions that an illegal party was underway. Officers arrived to the scene and found around ten vehicles parked outside the venue. The police burst into the party, taking the group of young people by surprise. The revellers were dancing with the music full blast and the interior was set up to look like a disco with lights, a bar counter, pool table and PA system. In addition there was a wide variety of alcoholic drinks and drugs such as hashish, marijuana, and cocaine. Eight youths were fined for violating confinement under the state of alarm. Four of them were also fined for possession of narcotic substances and a file was opened for the lack of permits for the premises to function as a pub. Meanwhile in Santa Pola, Guardia Civil arrested four people who were travelling in the cabin of a truck which attempted to enter the port area of the town. Officers stopped the truck for a

routine search and found a high-speed semi-rigid inflatable boat, as well as several fuel canisters. It was suspected that the four were going out to sea to pick up a shipment of drugs. The four were released pending a court appearance. A man was arrested by Torrevieja Civil Guard for stealing construction materials from a luxury development that was being built near his home. Officers found that one of the stolen motor pumps had been installed in the man’s home swimming pool. The value of the stolen material is estimated to be

over €12,000 not including the damage caused on site by forced entry. Some of the twelve villas were finished and others were still under construction. In Alicante city, a 25 year old man was arrested after it was found he was holding his partner in the house against her will. The woman, who has a restraining order against her partner, managed to alert police and officers went to her assistance, arresting the man. Also in Alicante, a man with no driving licence was arrested for riding a motorcycle – he had already built up a raft of similar infractions.

Cemeteries reopen to the public The municipal cemeteries of Torrevieja and La Mata, which have been closed preventively during the period of the state of alarm, will reopen their doors again this week. Mourners who wish to visit their deceased loved ones can once again do so but currently only by appointment, as decreed by the rules of Phase 1 of the de-escalation programme in Spain. Visitors will also be expected to respect social distancing measures while in the cemetery. People who wish to visit the Torrevieja cemetery can request an appointment; an appointment is not necessary to access La Mata cemetery. The councillor for Cemeteries of Torrevieja City Council, Sandra Sánchez, confirmed that visits to Torrevieja Cemetery site must be made by appointment. Sánchez revealed that appointments will be available on the hour every hour in small groups of families, to guarantee hygiene and sanitary measures at all times. Appointments can be made from Monday to Friday, from 9:00 a.m. to 1:00

p.m., by contacting Torrevieja cemetery personnel on 687 520 966. Visits to La Mata cemetery may be carried out on Mondays, Wednesdays and Saturdays, without prior appointment – given that the cemetery is much smaller, officials do not anticipate a large influx of visitors. Finally, Councillor Sánchez has made a

plea that that all people who visit the cemetery from this week onwards, scrupulously comply with the recommendations issued by the health authorities on safety and prevention measures, with the aim of continuing to protect the public in general and, in particular, the relatives of the deceased and cemetery workers themselves.

ERTE extension until end of June

The Government has reached a principle agreement to lengthen the temporary employment regulation (ERTE) in light of the current health crisis and the suspension of certain activities due the state of alarm. The agreement contemplates extending ERTE payments until 30th June for both total or partial suspension of business activity. The agreement which is being proposed as a Royal Decree-law, establishes that companies and entities domiciled in tax havens will not be eligible for ERTEs. In addition, it is specified that the companies that take advantage of these procedures will not

be able to distribute dividends during the fiscal year corresponding to the application of the ERTE, except if they return to Social Security the quotas from which they were exonerated. However, this limitation will not be applicable to companies that, as of 29th February of this year, had fewer than 50 workers. The unemployment benefits associated with the ERTE (which are granted without the need to meet the grace period) will remain until 30th June, except for those of the fixeddiscontinuous ones, which will be applicable until 31st December. The regulation that was issued in

mid-March to ERTE due to the coronavirus establishes a 75 percent exemption from contributions for companies that as of 29th February of this year had more than 50 workers registered with Social Security and the 100 percent for those with less than 50 workers. The regulation in mid-March linked the advantages of ERTEs derived from Covid-19 to companies maintaining employment for six months from the date of the resumption of activity. However, under the new agreement that could change and this clause could be relaxed with the six-month computation starting from when the ERTE began and not when the employee returns to work.

GBP There was one piece of news the pound was hanging on for before the bank holiday, and the Bank of England didn’t fail to deliver. Despite the BoE warning Covid-19 will push the UK economy into recession, sterling rose against the euro and US dollar as it opted to keep interest rates and its quantitative easing programme unchanged. The BoE said the economy was on course to shrink 14% in 2020 if the lockdown was relaxed in June, and jobs and incomes would be dramatically reduced. While two members voted to change the policy, it’s given sterling a bit of breathing space in a difficult week. Flunking in last position, it lost an average of 1.4% to the other majors in the curtailed six-day week, securing last place. PM Boris Johnson reviews the lockdown with his cabinet on Thursday, and will address the nation Sunday. Earlier in the week he suggested some rules could be eased from Monday 11th. Not all UK data were bad, but the good ones were few and far between. Nationwide’s house price index edged up to a 3.7% annual increase, the strongest since February 2017. Its economist speculated that, “the raft of policies adopted to support the economy should also help ensure the impact on the housing market will ultimately be much less than would normally be associated with an economic shock of this magnitude.”Lending data from the BoE showed a sharper than expected slowdown in mortgage approvals: 56k in March down from 74k in February, and UK manufacturers reported output, orders and employment falling at record rates in April. The purchasing managers’ indices varied between poor (32.6 for manufacturing), and dire (8.2 for construction). While the services PMI was stronger than forecast, the lowly 13.4 was little consolation.Announcements that British Airways and Virgin Atlantic intend to close their operations

at Gatwick airport reminded investors of just how hard the UK services sector has been – and will be – hit. EUR Most of the economic data from the euro zone were at least as bad as the UK numbers, and while the euro did better than sterling, it was only by two thirds of a cent, taking the penultimate slot against the other majors. Astonishingly, Britain’s construction sector PMI at 8.2 still eclipsed Spain’s 7.1 for services.The composite readings put Germany in first place with 17.4 and Spain came last at 9.2. All were series lows. Other pockets of misery were to be found in German factory orders, down by a monthly 15.6%, and Euroland retail sales which fell 11.2%. The European Commission’s latest economic forecast was predictably downbeat, projecting a 7.7% economic contraction this year for Euroland and an 8.3% hit for Britain. Additional downward pressure on the euro came after the German Constitutional Court ruled that the European Central Bank must justify the “proportionality” of its asset purchase programme to Germany’ courts and government. Although Commerzbank chief economist JörgKrämer, among others, believes it “should not be much of a problem”, that was not how the FX market saw it yesterday.It cost the euro a quick three quarters of a US cent and sent it half a cent lower against sterling, only a little of which it made back. Whatever the legality of the ECB’s stimulus efforts, the necessity for a court decision provides another reminder of the economically ideological separation between the north and south of Europe. A single currency without a single fiscal policy is already tough enough to operate. Adding in the complication of a legally-hamstrung central bank makes things no easier.

Amazon Spain blocks 6,000 sellers over price hikes

Global on-line retailer Amazon is facing criticism in Spain over its breadth of products, price hikes and increase in sales during the pandemic, accused by some of profiteering. Mariangela Marseglia, vice president and country manager for Italy and Spain, the European countries hardest hit by the coronavirus pandemic admits there has been “an enormous increase in demand” due to the fact actual stores have been shut under the coronavirus lockdown, making Amazon one of the few winners of the health crisis. However, its success is also a boost to the Spanish economy. Since the state of alarm was declared in Spain in midMarch, Amazon.es has hired 1,500 extra staff, mainly for their warehouses. The company has seen controversy over price hikes for various health products, such as masks or gloves, but Ms Marseglia says that they are doing “everything possible” to detect and remove vendors on Amazon who are

taking advantage of the situation. “We have zero tolerance for these practices, especially with goods like masks or things that people need to keep healthy,” she says, adding that around 6,000 sellers have been blocked along with half a million products, which the company’s algorithms have flagged up for unjustified price hikes. Amazon is also currently battling with demands by the Spanish Confederation of Commerce (CEC) – the umbrella association for small businesses – that Amazon and others like it be banned from selling non-essential products, as is the case in France, where the company’s activities have been curtailed. “Amazon and online commerce in general is a lifeline for many consumers in confinement,” she says, explaining that she believes it legitimate to address their needs as long as the safety of the staff is guaranteed. “Isn’t it essential for a mother who cannot leave the house to get a toy for her child?” she adds.

Scientists test virus effects on sand, sea and in pools Restarting Spain's usually successful and buoyant tourism industry is high on everyone's priority list, given its massive contribution to the national economy, and the fact that residents at home and abroad want to know whether their holidays will be affected – so authorities have started investigating ahead of summer to find out how soon normality can return, and what, if any, extra safety measures need to be taken. Spain's National Research Council (CSIC) has been commissioned by the secretary of State for tourism and the Spanish Tourism Quality Institute (ICTE) to test sea and swimming pool water and sand to find out whether the SARS-CoV-2 virus can survive in them, and if so, for how long. This is 'an issue about which there is hardly any evidence worldwide', says the ICTE, and yet full scientific knowledge of it is going to be essential before deciding whether Spain's sun, sea and sand tourism can go ahead. For city-break and rural tourism, social distancing, masks and gloves, disinfecting and hand sanitiser dispensers are the country's main weapons against another Covid-19 outbreak, but it is not clear how the virus interacts with its environment in indoor and outdoor swimming pools or on beaches – such as whether it can be transmitted by a person touching or lying in the same patch of sand as a previous person who is a carrier. If areas have to be disinfected before and after – difficult when it comes to sand and sea – the ICTE wants to know what effects doing so will have on the ecosystem. Should evidence show the need for disinfecting, and that this will harm the natural environment, it could put beach visits in jeopardy this summer.

Benidorm bars protest Calls for Costas Saturday Hundreds of bars across Benidorm have stuck ‘to lease’ signs on their window-fronts in protest of de-escalation from Europe’s strictest coronavirus lockdown. The Cobreca-Abreca associations – which represents 150 Benidorm establishments – has released a video showing the ‘Se Traspasa’ signs along with criticism of ‘inadequate’ regulations from Spain’s central government. An accompanying statement says the tourism-dependent sector feels ‘completely abandoned’ and adds that many hospitality businesses in Benidorm and across Spain have joined the initiative. Abreca president, Pablo Gonzalez, is calling for a ‘sustainable’ solution to the crisis – particularly with regards to Spain’s temporary layoff mechanism, the ERTE.

It allows workers across Spain to access unemployment benefits, but if businesses fire any staff within six months of removing them from an ERTE they will have to pay back every cent of financial assistance from the government. Yolanda Diaz, Spain’s left-wing Minister of Labour, has revised the rules to allow bars and restaurants to open up 50 percent of their outdoor terrace areas when a region passes to ‘phase 1’ of deescalation. She has also listened to complaints brought up during a teleconference with business associations last Monday, allowing bar and restaurant owners to progressively remove staff from an ERTE as incomes improve over the coming months. However, Diaz still has plans to maintain the ERTE mechanism only until 30th June – meaning bars and restaurants will have to employ all their staff and be

unable to fire them without significant losses. This is not good enough for the Cobreca-Abreca associations behind the protest. “We do not expect international tourists until at least October […] and while we do not have sufficient customers our bars and restaurants will not be able to open,” Javier del Castilla, president of Abreca, said. “It will be very difficult for us to move forward because we are an area that works by pulling customers and tourists.” He added the ‘For Lease’ signs were symbolic of the disaster the sector will face if the ERTE mechanism is not amended. It comes as Hosteleria de España – a businesses association representing 330,000 bars and restaurants across Spain, which is not part of the Se Trespasa protest – has asked the Ministry of Work to allow ERTEs to continue until 2021. The crucial association has also asked for a moratorium on rents to help bars and restaurants stay afloat.

The Councillor for Markets, Víctor Bernabéu reported that the opening of markets across the municipality of Orihuela has been delayed, despite the municipality advancing to Phase 1. This includes the Saturday and Thursday markets in Orihuela Costa. The decision has been made due to the complexity of protecting people-s health whilst shopping. When markets do open they will need to follow restrictions of distance between stalls and limitation of the street markets for correct capacity control by the Police. Initial limitation is 25 percent of the usual stalls to ensure a safe distance between stalls and shoppers. The delay announcement has encouraged PIOC (Party for the Independence of Orihuela Costa) to call, once again, for the market to be moved from its traditional location in the heart of Play Flamenca. The Orihuela Costa street market on Saturdays generates a lot of debate and opposition from some local residents due to its location. Every Saturday and particularly in summer, queues of cars make it impossible to circulate through the streets of Playa Flamenca in Orihuela Costa and parking is difficult for shoppers and impossible for those who live in the market streets and surrounding area. Concerns have

also been raised regarding the access to houses by fire or ambulance crews on a Saturday should they be needed in an emergency. Residents fear that lives could be lost before emergency services would be able to get through the parked cars, stalls and pedestrians. PIOC, along with other local groups, has been asking for the Saturday Market to be moved to another location that would create less chaos and be easier for buyers and sellers to use and now with the coronavirus the party believes that a relevant opportunity has come. A statement from the Party President says: “We believe it should be moved to the street surrounding the Zenia Boulevard shopping complex and the parking lot in front of Decathlon and Leroy Merlin. These streets and car park belong to the municipality of Orihuela, not to the shopping centre. We believe that only one side should be used

In this way, and by separating the stalls and using the aforementioned car park, customers could be separated according to the current regulations and in time the ‘new norm’. “Parking on Zenia Boulevard would not be affected since the underground parking would provide ample spaces just for the Saturday morning. It would be a one-way street market with one row for people to be served and another row two meters away from the previous one for people browsing and moving along.” This issue will be raised again with to the local government, but to be agreed it would need to be raised at a formal Pleno meeting. However, the delayed opening of the markets provides time for the government team to evaluate all available options and ensure maximum safety for the local community.

Orihuela opens its Schools to open in beaches in stages Gibraltar as nearly The Councillors for Beaches and Emergencies, Ramón López and Víctor Valverde, respectively, have announced the opening of Orihuela beaches for the practice of water sports. "From Friday, 8th May, the Orihuela Beach Department will open exclusive sports corridors on five of the Orihuela Costa beaches so that professional and federated athletes can individually practice their sports activity," said Ramón López. Víctor Valverde explained that the Department of Emergencies "is coordinating the work for the expansion of the Disinfection Plan to the areas that provide access to the beaches, to guarantee the safety of people who are going to practice water sports at a professional level." The corridors will be marked by fences and police tape from the beach entrance to the sea with a width of 5 meters to allow users to maintain social distance.

Posters will also be installed in two languages, Spanish and English, so that the people who use this access corridor are informed of the system of use. Exclusive sports corridors on the following beaches: Punta prima (Right side of the beach near the elevator), Cala Estaca (Left part of the beach), Cala Bosque (Right part of the corner of the Soal apartments), Playa de la Caleta (Left side near the entrance to the port) and Barranco Rubio (Left side down to the Chiringuito Club Náutico). The Department of Beaches, wanted to make athletes aware that the beaches do not currently have a rescue or lifeguard service, so the practice of sports will be under personal responsibility. Timings have been divided: Federated athletes from 6.00am to 10.00am and then again from 8.00pm to 11.00pm and for professionals throughout the day. Work is already starting on the preparation of the beaches for their full re-opening on 8th June, to coincide with Phase 3 of the Governments deescalation plan. As these works progress, new exclusive sports corridors will be opened on the remaining beaches. However, it is planned for people to be allowed to walk on the beaches listed above from 15th May and the rest of the beaches from 22nd May. Using the beaches will be only in line with the rules imposed by the state government and following the decrees published in the BOE, that is, just for a walk - it is forbidden to sunbathe, swim or sit on the sand.

Students in Gibraltar will soon be allowed to see their friends while keeping to social distancing rules in school after the British colony dropped to just three cases. It comes as the education roadmap was revealed by Minister of Education Gilbert Licudi, where he revealed that some year groups will start to go to school as from 26th May. Active COVID19 cases went down to just three as the lockdown continues to be eased across Gibraltar, this time in respect of education. All schools apart from Notre Dame, St Anne’s, Westside and St Martins were closed as from 24th March after the government realised that they wouldn’t be able to deliver the national curriculum. The schools that remained open after that date were used as childcare supervision facilities for parents who were unable to look after their children due to their work. Weekend

child care for these working parents will stop as from 17th May, with the facility ending altogether on 22nd May. “Children who are at a critical stage of their learning journey are to be brought back first,” said Minister Licudi. As such, all schools will see reopening in a ‘limited way’, with the lower primary students being brought back into schools first. “They will be split into with half attending for two hours in the morning, and the other half for two hours in the afternoon,” Licudi added. Which year groups will return to Gibraltar’s high schools will depend on an announcement from the UK this weekend, according to Licudi. “After the first step is taken on the 26th May. We will wait another three weeks before we take the next education step,” continued the Minister. The second step will take place from 16th June, where all students will attend from the morning.

Brown bear spotted in Galicia Spanish firm answers Canadian Clear and close-up footage of a brown bear has been taken in Galicia – the first time the species has been sighted there in 150 years. Producer Felipe Lage from Zeitun Films had set up cameras in the Ourensán Central Massif to get location shots for the forthcoming movie Montaña ou Morte (Mountain or Death), directed by Pela del Álamo, so as to limit his physical presence on scene during lockdown. The cameras caught 'repeated' shots of the same brown bear in various parts of the Os Montes do Invernadeiro National Park in the province of Ourense. It was hoped they would pick up footage of wildlife for the film – which is now at the development stage thanks to a grant from the Galicia culture industries agency AGADIC – and, in fact, Zeitun Films had sought guidance from regional government environmental

How do you get your hands on up-market wine from a producer on the other side of the Atlantic, without leaving your house on lockdown? Well, that was exactly what 82 year old Canadian, Annette Muller did. Annette, who lives in the State of Ontario, is also proof that age is no barrier to becoming a social media influencer. Having not left her house, even to go shopping, since Canada went into lockdown at around the same time as most of the western world, Annette became one of millions who coped with her confinement by popping a cork, and by putting messages in her window. However, when she stood at the glass holding up an empty bottle and a huge poster reading, 'Need more wine' – to tell her daughter Kelly to do the honours – a photograph of her desperate communication went viral. Such is the power of modern technology that it reached drinks merchants Lucas Laguens and Hugo Valero, from Zaragoza, who sell local wine online via their website enbotella.com and in response to her plea, they sent her some bottles directly to her home. Not only that, but Hugo and Lucas joined Annette and Kelly for a drink – via Zoom – and explained to them how their wines were made. “How lovely! I can't believe it!”

Annette reportedly said when the wine arrived. “I had my doubts about whether they'd get here, but they did and I'm delighted. “They're much better than the wine we get in Canada.” In fact, the two women enjoyed it so much that they have ordered some more to enjoy. “Annette is thrilled to have become an influencer for Spanish wines,” said Hugo. He and Lucas have arranged with Annette and Kelly to 'meet up' for a meal – each cooking typical dishes from Canada and from Spain and eating them from their homes whilst online. Lucas, an IT manager, and Hugo, an MBA student in International Management at the ICEX Institute, explained that it

was 'not easy' sending wine to Canada, 'especially to Ontario'. “For that reason, we want to thank my Logistics tutor Alejandro Molins, wine merchant José Carlos Llopart who acted as middleman, and the export company Eurovintage,” says Hugo. Their delivery parcels carry the slogan, 'This box contains bottled happiness' – and Annette says she agrees with that and has kept it as a souvenir. She has recreated her 'window picture' by adding another one next to it making a thumbs-up sign and posing next to the 'bottled happiness' box. Annette also had her picture taken with a bottle in each hand, Canadian flag brooches, and a big smile on her face.

Chaser shares behind­the­scenes prize secret The Chase on ITV is one of the most talked-about shows on television and fans of the quiz often post their own theories about it. While speculation can spread like wildfire on social media, it is always a great moment when one of the stars of the show speak out. Mark Labbett, who is known as 'The Beast', is one of the Chasers who has to be beaten by the contestants before the prize money can be won. There is always a moment when the Chaser makes an offer to the contestant as to how much they will be playing for, with a higher amount being offered for a more difficult journey. It has often been discussed as to how the Chasers come up with what prize fund to offer, so it has delighted fans that Labbett has spilled the beans. Taking to Twitter, one fan of the show asked how the sum on offer

is decided upon and Labbett has shared a behind-the-scenes secret. One viewer asked: "Do you make offers based on how the contestant does in the cash builder or are the offers already set out?" Labbett replied, along with a smiley face emoji: "No idea, we get handed them on a sheet of paper. Not our money." It is always portrayed as if the Chaser controls how much is on Mark Labbett offer before they go head-to-head but now it has been revealed that ITV bosses are actually in control of the purse strings and how much should be used as a carrot for contestants. The 54-year-old Chaser recently

apologised to fans of the show, after he got 11 questions wrong in the final round, handing the contestants the £36,000 prize fund in the process. He wrote on Twitter: "No excuses, I played awful. My focus was clearly off, and I cannot explain why I missed three very gettable ones. Sorry ITV! #thechase." One fan replied: "Mark, I’m very disappointed in you. I’m a long time chase fan and used to be a long time Mark fan. This is the first time I think you’ve thrown the game on purpose and feel you need investigating for bringing the game into disrepute." Labbett quipped back: "I didn’t. Put your complaint into OFCOM."

Corrie gets Covid storylines Coronation Street boss Iain MacLeod has confirmed how coronavirus will be reflected in new storylines going forward. Corrie, like EastEnders, Emmerdale and Hollyoaks, has stopped filming to adhere to government guidelines over the last month. There is not yet a set date when the Corrie cast will return to filming, nor confirmation as to how various storylines will be specifically impacted by social distancing. He said: "The bottom line is that we've talked a lot about this, as you can very well imagine, about whether Coronation Street would have a coronavirus present in it or whether we would exist in a parallel universe where everything proceeded in a prepandemic fashion. He said: "Ultimately what I thought was the Coronation

Street that we love is the one that reflects modern Britain, albeit in a more heightened way sometimes, and it felt that if there was no coronavirus in Coronation Street it would stop being a reflection of modern Britain and would instead a parallel fantasy land. So we took the view that it has to exist in our world. "However I am also aware that people tune into Coronation Street for escapism, to some degree, and to see drama and stories that they would never normally experience in their own lives and stuff they wouldn't usually see play out in their own living rooms, played out on screen. "So while the virus will exist in

Coronation Street, we were keen that it wouldn't dominate every single storyline and every single scene." Explaining how it would be reflected on the cobbles, Iain said that it would be through how various characters in the soap behave and businesses are run. "It will be there, you will be able to see evidence of it in the way people behave - hand washing protocols, the way businesses are run will be tweaked to put more takeaways and the like," Iain explained.

We were tricked My father-in-law approached us about selling up and moving to Spain. He had sold his place and bought a large property with, he said a separate apartment, and did we want to sell our house, throw in our jobs and move with him. We wondered about our living and he said he would fund our lifestyles. He said we’d have a lovely life and retire early, so we thought about it long and hard, and eventually he persuaded us. When we arrived, nothing seemed to add up – his house looked similar but not exactly as he’d shown us, and ‘our apartment’ turned out to be two rooms in his house. Eventually it emerged that he had been diagnosed with rheumatoid arthritis and was in time going to need full time carers. He deliberately didn’t tell us about this beforehand, but told us it was our duty to take care of him. Also, the income we were promised didn’t materialise and we ended up having to get low paid work, as well as being at his beck and call. My husband isn’t happy with the situation but when I talk about leaving he feels guilty and asks; how can we leave him? Whilst I see him for the devious old man that he is, conning us and not caring a jot about our future. He has loads of money and still manages to play golf, so isn’t that bad yet. None of the income he’d promised us has been extended to us and we are asked to contribute to the bills. Thankfully we still have our money from our house sale, which was originally meant to be paid over to my father-in-law, but we held off thank goodness. Your husband’s father has been dreadfully conniving and calculated and does not deserve your care or consideration. Butterflies: Back in business and keeping clients safe Butterflies Salon is very pleased to announce it is back open, however the salon is working at a fraction of its normal capacity due to the current legislation. All staff have a new schedule to perform so that they can accommodate clients’ needs while maintaining hygiene protocols. Hygiene and cleanliness have always been top priority at Butterflies, but there are also now extra measures in place to keep staff and customers safe. For example, customers are required to wear a clean face mask and gloves on entering the salon and they will be asked to use the hydro alcohol gel on arrival. Please arrive exactly at your appointment time as you will not be able to

wait inside if you come early. Walk-ins are not permitted at this time and all services are strictly by appointment only. Unfortunately the toilet is not to be used by members of the public so please bear this in mind, and no beverages can be served. The salon will be disinfected between each client and all equipment sterilized after every customer to ensure the highest level of hygiene. When you begin, your weekly weight loss will be elevated; this should taper over time. At first, you’ll be shedding water and decreasing inflammation and toxins in the body. It won’t necessarily just be fat. To work out your daily calorie allowance multiply your body weight in lbs by 12. To work out your protein, multiply your body weight in lbs by 1.2 Aim for 30-35g spread over four meals. To work

out your fat, multiply your body weight in lbs by 0.6 To work out your carbs – this will be any calories left after you’ve deducted the above. Start with one portion of carbs a day around the size of your fist then gradually increase into other meals as you lose weight. Try holding your carbs back until the evening as this will increase serotonin, which will help you relax and improve sleep. It’s true that fitness comes through exercise and weight loss comes through a healthy diet, but movement will help with toning and fat-burning, so building lean muscle is essential. Every pound of muscle you hold onto can burn up to 50 calories extra per day. Mix resistance training up with cardio, group exercise classes, walking and swimming.’ Or simply dancing around your kitchen. Basically, for losing weight, just keep things moving.

No gym workout gets the job done There’s a notion out there that you need to belong to a gym in order to maintain a fitness routine, but that couldn’t be further from the truth. While there’s certainly nothing wrong with leaving your house to get your sweat on, it’s also completely possible to get a great workout in the comfort of your own living room and the current pandemic has proved the point with homeworkouts being the go to fitness choice. This HIIT (high-intensity interval training) workout is the perfect fat-burning addition to any exercise program you’re currently doing. The best part is that it will only take you 10 minutes, you can do it in front of the TV, and the only equipment you need is a stopwatch (or the timer on your phone). Perform each move below for 20 seconds, trying to get as many reps in as you can, followed by 10 seconds of rest. Do two full sets (meaning 20 seconds of work, 10 seconds of rest, then repeat once) of each exercise before moving on to the next.

Burpees

Squat jumps Stand tall with your feet slightly wider than shoulder width apart. Squat down, keeping the weight in your heels, until you have reached the bottom of a squat. From here, jump straight up into the air as high as you can. Land softly on your toes and repeat. Push-ups Get into a standard plank position, with your arms slightly wider than your shoulders and your feet just a few inches apart. Slowly lower yourself down, getting as close to the ground as possible. From here, push back up through your chest and arms to starting position. Keep your core tight throughout the entire movement and fight the urge to allow your mid-section to either arch up or sag. Jumping lunges Start in a lunge position with your right foot in front and left foot behind you with your left knee about an inch from the floor. From here, explode straight up out of the lunge, switching your legs mid-air and landing softly on

your toes. You will now have your left leg in front and right leg behind you. Remember to keep your front knee at a 90 degree angle and try not to let it go past your toes. Sit ups Lie on your back with your knees bent and hands behind your head. While keeping your chin angled towards the sky, use your core to sit up until your elbows touch your knees. Lower back down to the ground and repeat. Burpees Stand with your legs slightly wider than shoulder-width apart. Squat down to the floor and place your hands on the ground in front of you. From here, jump back into a push-up position. Jump your feet forward until you are at the bottom of a squat again, then jump straight into the air.

Is your vehicle ready for the road at all times? Even though our vehicles are probably not being used so much at the moment, it is still important to make sure they are safe and ready for the road at all times. In fact, now is probably the best time to check on some of the basic mechanics as most of these, such as oil and other fluids, should be checked when the vehicle is cold and has been stood for a short period. To help us out, the Institute of Advanced Motorists, IAM, has devised a clever little memory list to help you check your vehicle on a regular basis, and especially if it has been standing for a while. All you need to remember is POWDERY. We will explain what it means. P - Petrol For both drivers and riders, always make sure you fuel up before a long journey. You’ll need enough to get to your destination or the nearest petrol station. Of course your vehicle might be diesel, in which case you must check that. O - Oil Car drivers - When did you last do an oil check? Most new cars have the technology to let you know when your oil needs topping up. But for those with an older vehicle, make sure you’re checking the level regularly. Your handbook will give you the preferred method for your car. For bike riders, you can check you have the right amount of oil by using a dipstick or sight glass in the side of the engine casing. Remember to keep the bike

For riders, levels need to be checked if you have a water-cooled engine, ensuring the bike is vertical when you make the check. If you find that you’re low on water, remember never to use tap water - you’ll need a mix of water and antifreeze. D - Damage For both drivers and riders, look around your vehicle, checking your tyres and bodywork to ensure there is no visible damage. For riders, also remember to check your protective clothing and crash helmet to ensure they are intact. Remember it’s recommended that you replace your crash helmet every 3-5 years or if you’ve had a crash or dropped it. For car drivers, once you’re in your vehicle, make sure you have no warning lights pop up on the dashboard before you set off. E - Electrics Whichever vehicle you’re driving or riding, check all the lights, preferably with a helper to operate the switches or walk around whilst you do. Failing that, use the

Check that you’re fit to drive and take a break before you set off if necessary. For bike riders, if you’ve been out of practice for a few months, then you may have lost your ‘bike fitness’. Make sure you are fit to ride your bike and remember to take it slow and steady until you’ve got to grips with it again. Whether it’s a car or bike, ensuring your vehicle is in tip-top condition will mean a much longer life for the parts and helps you enjoy your vehicle, worry free. Keep your service schedule up to date and don’t put off any replacements. Tyres should be kept in good condition, as performance will start to drop off before the legal limits of wear are reached. Don’t forget - the maintenance of your vehicle, so you have one less thing to worry about before you start a journey, is an important part of the ‘you’ in driving and riding.
