Spain will welcome tourists from July

Overseas visitors can return to Spain from July, Prime Minister Pedro Sánchez announced at a televised press conference this weekend. The news has brought hope to Spain’s leading economic sector which was brought to its knees under the mid-March lockdown.

"I am announcing to you that from the month of July, entry for foreign tourists into Spain will resume in secure conditions," Sánchez told a press conference. Continued on page 2

Reaffirming the importance of tourism to the Spanish economy, Sánchez said the country would again be ready to welcome visitors in the summer. “as you know, Spain receives more than 80 million visitors a year. I am announcing that from July foreign tourists can also start planning their holidays in our country. "Spain needs tourism, and tourism needs safety in both origin and destination. We will guarantee that tourists will not run any risks, nor will they bring any risk to our country.” Sánchez said Spanish authorities had been coordinating the reopening of borders for weeks prior to the announcement. “The hardest part is over… We’re sending everyone a message today: Spain will be waiting for you from July,” Sánchez said.

as a result, the reopening of the Spanish tourism sector will be subject to deals which will have to be struck with other countries in order to facilitate mobility without putting travellers and destinations at risk of new Covid-19 infections. In his address to the nation, Sánchez also praised the Spanish people for the way they are dealing with the pandemic, saying that their response “has been formidable.”

Sánchez also reassured domestic travellers that they too would be welcomed and should start planning their trips for the summer.

The Prime Minister counted the achievements of the government in the fight against Covid-19, saying that the first achievement was flattening the curve, and the second is the fact that the number of those recovered now exceeds the number of new infections.

however, the Prime Minister could not confirm details such as the specific date that this would happen, or the requisites that will need to be in place before people can enter the country. he simply said that this would have to take place under “safety conditions.”

“The third achievement will be to reduce the spread of the virus as much as possible. yesterday [May 22], the reproduction rate was 0.20. Today we can say that we have achieved this not by luck, but with determination. We have taken the correct path. The

Spanish people have forced the virus to retreat,” he said. Spain has been the fourth worst-hit countries in the world and the worst-hit eu country, with 282,852 infections, 28,752 deaths, and 196,958 recovered. Spanish people were under some of the strictest lockdown measures in the world, and many of those living here are still severely limited as to when and how they can leave their homes under the current phases of deescalation in place. as of Monday, May 25, the whole country left Phase 0 of the easing measures, thus either entering Phase 1 or Phase 2, depending on the area. The Prime Minister has called for continued prudence and responsibility, saying that until a new vaccine is available, the situation is in the hands of the citizens and a new outbreak far from impossible.

Young man fined for urinating on bar customers from above Local Police in alicante have fined a young man for urinating from his balcony on to customers who were sitting on a bar terrace below. The incident was reported to police by the owners of the bar when they were forced to call the authorities to report that there was a man bothering their client by urinating on them from the balcony. Local and national Police officers arrived to the scene and were able to confirm that someone had urinated on the terrace from the building above. By questioning those present, they were able to find the person responsible and imposed a fine for urinating on public roads. Since the beginning of phase 1 of the de-escalation, the Local Police in alicante city have issued a number of fines for breaches of security measures on bar and restaurant terraces. In the first two days alone, over a thousand inspection visits were carried out to inform establishments of the regulations, such as capacity limits of up to ten people per group and two meters separation between tables.

Government changes some movement limitations The Government has lifted some movement limitations as of yesterday Monday 25th May. The BOe issued on Saturday published a ministerial order of health that relaxes the conditions in which until now it was possible to take walks, take children out and play sports. The new regulation, which affects the whole of Spain - Phase 1 and Phase 2 removes two limits: to walk only with a cohabitant and that children, up to a maximum of three, could only be accompanied by an adult. From now families are able to take walk together, with the two parents and all the children. as for adult walks, they will no longer be couples only, with people walking just with a partner but can be taken with a group of people, in the case of the Valencian Community this is up to 10 people to coincide with our Phase 1 rules. Walks should still be taken in the

regional time slots according to age and only 1km from home to help minimise the spread of the disease. however, visits to friends, family and terraces can be made within the local health authority region. The ministerial order also reminds people of the obligation to respect "the security and hygiene measures established by the health authorities for the prevention of Covid-19" continue. and in particular that of maintaining "a minimum safety distance of at least two metres or, failing that, alternative measures of physical protection, hand hygiene and respiratory mask etiquette."

Melilla leads the way

Migrant boats rescued off Alicante Rescuers have saved a group of desperate refugees just off the coast of alicante. The incident happened the day after another boat was found empty, with no sign or trace of its occupants.

Melilla has become the first in the country to have no active cases of Covid-19 whatsoever. although not entirely Coronavirusfree – four people still test positive for the condition, but are asymptomatic and otherwise in perfect health – nobody is in hospital with it, and there is no-one in quarantine at home. Melilla, one of europe's only two enclaves sharing a land border with the african continent, is directly across the water south of almería and sits on the northern Moroccan coast, close to this country's frontier with algeria. as at the end of last year, it was home to 84,689 people, and at the worst point in the pandemic, over 130 at any one time were infected with Covid-19. Two people in the entire cityprovince have died from the condition so far this year. “Melilla has the best figures for the whole of Spain in terms of mortality percentage, and in terms of numbers, the lowest incidence of the disease and lowest death rate, as well as the lowest accumulated incidence of Covid-19 in the country,” says regional public health minister Mohammed Mohand.

Salvamento Maritimo rescued the immigrants, who had squeezed into a tiny boat, roughly 25 miles out of alicante Port. The boat was spotted late on Thursday evening, the same day as another had landed at Postiguet Beach just north of the port and another at Villajoyosa, 30 miles to the south. Once spotted all of the refugees were brought safely on to land in the early morning where the Cruz Roja were waiting to assist them.

San Javier drug gang Fourteen people have been arrested in San Javier and San Pedro for a host of drug related, criminal activities. The crime included: growing, possessing and trafficking of drugs, stealing electricity, occupation of properties, serious civil disobedience and membership of a criminal organisation. The gang members all belong to the same family and four were immediately imprisoned. ‘Operation London’ focused on the gang’s activities around the hidden plantations and dealing other narcotic substances. The operation culminated in simultaneous raids on ten properties, eight in San Javier and two in San Pedro del Pinatar and was a co-ordinated effort that involved more than 100 officers. around 325 cannabis plants, cocaine, heroin and hashish were recovered alng with 2,000e in cash and equipment used for the cultivation and distribution of the drugs. The police began the operation a year ago after the Civil Guard spotted that several properties seemed to be being used for the sale and distribution of drugs. The police began an undercover investigation to understand the scale of the operation. The Police identified all of the gang members, all related and responsible for drug sales around the Mar Menor and neighbouring provinces. The nine men and five women were aged between 18 and 65 years of age were all referred to court. Four, who had long criminal records were sent straight to prison. The rest will face charges in court. They will also be charged with breaking lockdown restrictions during the current State of alarm, a period when some gang members continued to undertake their criminal activities.

Thousands of workers in Spain are still waiting to receive unemployment assistance after being placed on a temporary layoff scheme known as eRTe (or expediente de regulación temporal de empleo in Spanish). under the scheme, employers can send workers home without pay for a certain amount of time, but must take them back once this period ends. Workers can claim unemployment during this time, and companies can also put staff on a reduced schedule. nearly half a million companies filed for eRTes in response to the coronavirus lockdown, which

forced the temporary closure of businesses across the country. While this measure brought relief to some workers, thousands more are still waiting for their unemployment benefits. Labour Minister yolanda díaz announced recently that the national agency SePe, which handles jobless claims, had recognized and paid 3.3 million beneficiaries within 33 days. according to the minister, 46,000 more requests were set to be resolved in the following days. “It is not true that payments will be delayed until 10th June due to a lack of liquidity,” díaz told

Congress. however, the General Council of administrative Gestores of Spain disputes her figures and claims more than 900,000 workers placed on the eRTe scheme had still not received their unemployment assistance by mid-May. according to the Independent and Civil Servants union (CSIF), SePe is managing 530 percent more jobless claims than in 2019. although the workload has increased exponentially, the union complains that staff numbers have only risen by 10 percent.

"This new means of communication is a communication channel between the City Council and the merchants, and the general public. Its main objective is to provide all the information corresponding to the markets

during the Coronavirus health crisis, as well as during the declaration of the state of alarm

decreed by the Government,” explained Councillor Bernabéu. The markets have been

affected due to the emergency situation, since they had to be cancelled in March. Face masks are now a legal requirement The central government has made the wearing of face masks obligatory in all public spaces, where social distancing cannot be guaranteed. The measure came into effect on Thursday (21st May) and will last until the end of the official State of alarm. The issue of face masks has been one of the measures that has been subject to the most variations since the health crisis

began. at first, authorities did not recommend that they be worn by people with no symptoms, then they did a u-turn and recommended that they should be used. The change has coincided as more information is gathered about the coronavirus, and as Spain begins to deescalate the confinement measures that have been in place since March 14.

With more people in the street, there is a greater risk of contagion, explained Fernando Simón, the director of the health Ministry’s Coordination Centre for health alerts. another change is that there is now greater availability of face masks. Indeed, the health Ministry announced recently that it had distributed 9.6 million masks among Spain’s regional authorities. according to the ministerial order, published face masks must be worn in the “public street, in open-air spaces and any closed space that is for public use or that is open to the public, where it is not possible to maintain [an interpersonal] distance” of two meters. The new rules apply to everyone over the age of six. The use of face masks is also recommended for children between three and five years of age. But there are exceptions to the new rules. according to the order, people with respiratory problems, or those who cannot wear masks for other health reasons or due to a disability, are exempt from wearing them. The order makes

exceptions for cases where wearing a mask is incompatible with carrying out activities, due to the nature of the activity. The health Ministry confirmed to Spanish radio station Cadena SeR on Wednesday that running falls under this exception. This means that people do not need to wear a mask while going for a jog. The order does not set out what type of protection must be worn. Instead, it recommends the use of “hygienic or

surgical masks that cover the nose and mouth”. The central government has set the maximum cost of surgical masks (the most common type are blue on one side and white on the other) at €0.96 a unit. If a single-use surgical mask were to be used every day, the cost to each citizen would be around €29 a month. There are, however, surgical masks that can be worn for more than one day and some can be laundered.

Regions stockpile medical supplies against new outbreaks Spain’s health authorities are reporting a growing reserve of medical equipment to deal with any future spikes of the coronavirus.

Central authorities have just sent a letter to regional health chiefs asking them whether they have enough supplies to cover their needs for five weeks, and offering to send them equipment if they do not.

New lockdown Orihuela extension in inspects place children’s playgrounds

Prime Minister Pedron Sanchez has secured backing from the Congress of deputies for a fifth extension to the official State of alarm he introduced in mid-March. This means that the current lockdown has been extended to 7th June but the Prime Minister is already banking on one final extension to take the country to late June when the national coronavirus de-escalation plan should be coming to an end.

The Prime Minister, who is leader of the Socialist Party (PSOe), heads a minority government in coalition with the leftist unidas Podemos, has been facing growing opposition to these extensions, which right-of-center parties are framing as a desire by the executive to hold on to its emergency powers. he has also faced criticism for not consulting with the opposition or regional chiefs before taking decisions during the crisis. Center-right Ciudadanos made its support conditional on Sánchez abandoning his early idea for a onemonth extension to the state of alarm. “Mr Sánchez is making it very hard for us because he is unyielding and unilateral; he has created uncertainty, he has abused the state of alarm, he has made many mistakes, but we have to vote responsibly,” said edmundo Bal of Ciudadanos. “We cannot take a step back now.”

The department of Infrastructure, Services and Maintenance led by Councillor Ángel noguera has started to inspect 150 children's play areas in the municipality of Orihuela. These inspections are being carried out by specialised and accredited personnel from the Research association of the Related Toy Industry (aIJu) for a total amount of 17,242.50 euros Ángel noguera, explained that "the inspection aims to establish the state of the playgrounds to guarantee the safety of the little ones when they are able to use them."

The inspection of the general area, equipment and surfaces is done in accordance with the requirements of the 2018 european standard une en 11796-7 after which each play park will be given a full inspection report. This document will analyse the strengths and weaknesses found, proposing corrective measures that will guarantee safety in these areas. Providing there are no serious issues with the park, an inspection certificate will be issued against the requirements of the une en 1176 and une en 1177 standards.

Valencia alone in not requesting move to Phase 2 The Valencia region has become the first area of Spain to voluntarily slow down its coronavirus de-escalation process. Our region has decided to wait one more week before requesting a transition to Phase 2 of the four-phase plan introduced by the central government to slow the spread of Covid-19. The decision comes after regional health authorities detected a slight spike in contagion figures. “We don’t have any outbreaks, but we want to wait out this week,” said the regional health chief, ana Barceló. “We will remain in Phase 1 for another seven days.” Valencia authorities had said a few days ago that they would request Phase 2 for the entire region, but according to health Ministry criteria, each phase lasts two weeks, a period of time that 14 healthcare areas in the Valencia region have not yet completed. Valencia stands alone in its decision to stay put, as all other regions of Spain have requested authorization to move up to the next stage of deescalation. While much of the country is already in Phase 1, the Madrid region, Barcelona and a large part of Castilla y León remain in Phase 0.

GBP / EUR UPdatE GBP negative interest rates dominated sterling this week, costing the pound an average of 0.8%, sending it a cent and a third lower against the euro. a week ago the Bank of england governor refused to rule out the possibility of negative interest rates and sterling was almost unchanged on the day. he refused once again and the pound lost ground to every other major currency, falling by an average of 0.7%.It cannot have been the manner of andrew Bailey’s refusal. he was talking to Parliament’s Treasury Committee and measuring his words carefully as a central banker should: “We’re not ruling it in, but we’re not ruling it out.” however, there was a striking new context to the governor’s remarks - The government borrowed money at a negative rate of interest. Midweek the debt Management Office sold£3.8 billion of three-year gilts at a record low yield of 0.003%. Whoever bought the gilts will be paying the Treasury threepence a year to look after every £100 of their money. although a negative gilt yield does not automatically translate into a negative Bank Rate, investors were inclined to bet that it might, especially after inflation almost halved from 1.5% to 0.8%. date out of the uK did not paint a pretty picture, with retail sales showing a record 18.1% monthly fall in april. neither did Chancellor of the exchequer Rishi Sunak, saying, “We are likely to face a severe recession, the likes of which we haven’t seen,” to the house of Lords economic affairs Committee on Tuesday. Still, alcohol sales were up 2.3% in april. In other news environment Minister George eustice’s suggestion that Britons should apply for jobs as fruit pickers caused the “Pick for Britain” website to crash, and Brexit was back with sterling lower after a

report suggested that the uK government is prepared to walk away from trade negotiations. EUR The euro’s big news story came early in the week, with the German Chancellor angela Merkel and the French President emmanuel Macron proposing a shared €500 billion common recovery fund for the eu. The money would be backed by those countries most able to contribute and distributed – as grants, not loans – to those most in need. The european Commission would leverage its top-drawer aaa credit rating to borrow the money at a lower rate than most individual countries could achieve. The scheme is not yet a done deal though, as it must be approved by every member government and some of them remain hostile to shared debt. however, Germany’s involvement and support was positive for the euro, which is an average of 0.4% firmer and a cent higher against the uS dollar and more than 1% firmer against the safe-haven yen and franc. Observers of the eurozone over the last 20 years will have noted that there are limits to an extent, of intergovernmental cooperation. One of the red lines historically for some, including notably Germany, has been joint and collective cross-border debt, so with Merkel behind the common recovery fund, such red lines may have been erased. Inflation wasn’t just the preferred topic in the uK, indeed in the euro zone where rates are already negative, inflation slowed from 0.7% to 0.3% in april. at the end of last week Germany announced its economy had shrunk by a provisional 2.2% in Q1, with the eu also reporting a 3.8% contraction for the same period. ZeW’s measure of economic sentiment was an improvement though, for a second successive month, to a five-year high of 51.

Local mayors ask to move to Phase 2 The Mayors of Orihuela and Torrevieja have expressed their dissatisfaction that both areas have been left in Phase 1 and not been allowed to progress to Phase 2. It was widely expected that the Valencian Community would progress to Phase 2 yesterday (Monday, May 25th) but the regional health Ministry requested that the entire zone stay in Phase 1 for now. The Mayor of Torrevieja, eduardo dolón, has asked for the ‘data and health parameters’ that were used to back up the decision that Torrevieja and the rest of the municipality would not advance to Phase 2 of Spain’s deescalation plan. dolón was one of the first mayors to speak out against the decision announced by health Minister ana Barceló saying that he regrets the move, but understands that prudence and security are essential in these moments of crisis. he wrote to Barceló expressing his concern about the impact of the situation on the essential sectors such as commerce and hospitality in tourism reliant Torrevieja. he asked that the Ministry of health publicise the technical data and sanitary parameters used to make the decision for the sake of transparency and to find out if the slight increase in the virus reproduction index

(announced in Barceló’s press conference as having risen from 0.66 to 0.85 in the days leading up to the decision on delayed progression) had also been echoed in Torrevieja. across the Vega Baja, PP Mayors accused president of the Generalitat Valenciana Ximo Puig of ‘smothering’ the Vega Baja by refusing the advancement to Phase 2. Many businesses had been expecting to open this week and had made the necessary preparations. The Mayor of Orihuela, emilio Bascuñana, expressed his concern over the decision of the Ministry of health not to request that the Valencian Community moves forward to Phase 2 so that Orihuela can continue advancing, after spending two weeks in Phase 1. The Mayor has demanded "to know the criteria used to determine which territories advance to the next Phase and who makes the decision", since, as he explained, "this decision is intolerable, and this lack of information is contrary to the law of transparency, nothing typical of a democratic system which is what we are supposed to be operating under.”

emilio Bascuñana has questioned the fact that if both the department of health and the city of Orihuela are the least affected by COVId-19 in the Valencian Community, "why are they unfairly punishing us, stealing our more basic freedom and condemning us at a crucial moment of recovery to activity and normality?” Finally, Mayor Bascuñana demanded that the department of health "no longer weigh down the hoteliers and merchants of our city, and that they allow us to continue recovering normally and reactivating our economy in order to overcome this health crisis as soon as possible. every week that passes, jobs are lost and we lose advantage compared to other municipalities whose autonomous government has indeed had highmindedness and has requested the passage to Phase 2. ” he ended by adding: “I trust that the entire Vega Baja can pass to Phase 2 and that Orihuela can do so throughout its municipal area, avoiding repeating unnecessary punishments due to other administrations.”

Corrie star selling own clothes online after quitting soap Lucy Fallon has resorted to selling her clothes online after failing to find work after quitting Coronation Street. The 24 year old left the ITV soap in March after joining the show straight out of college at the age of 19.

She thinks she is ugly

My daughter is 15 and says she wants cosmetic surgery. I am so exasperated with her. She thinks her face is ugly and wants to have fillers, and have her lips plumped up. She wants to look like Kim Kardashian and have her rear made bigger. She says if I don’t pay for it, she will find ways of earning the money and paying for it herself. She is obsessed with the internet and her phone and is never off it. Her behaviour has been made worse recently because she has had to stay in the house more.

I discovered that my mother is sending money to companies who are promising her a cash prize if she buys arthritis cures and the like from them. I’ve read about such people in the newspaper who extort money from vulnerable people however my mother believes she will win money. Mother has mild dementia and I don’t know what to do. I have a cousin at home who looks out for her, and he says he walked in on my mother giving away her credit card details to someone over the phone. I am in Spain and too far away to do anything, especially now we are not able to travel home as easily.

If I were you, I would try and see if you could redirect your mother’s mail to your cousins address, and then ask him to put junk mail straight through a paper shredder. Simply writing to these companies does no good. They prey on the elderly particularly. Also, if your mother’s condition is bad enough for you, or a trusted family member to take over the handling her financial affairs then you should do this, and see a Solicitor. I would try and ignore it for now, but say you are most certainly not financing this for her. She is only 15, and she needs parental consent for anything like this until she is 18 anyway. Right now it's difficult but when we have more freedom, try and find some outside group activity that does not involve taking her telephone or using the internet - like sports, or drama. Children today can become obsessed with social media and spending too long on it, can cause problems like low self esteem when they how see celebrities live.

Dentist Ian told the Costa Blanca People this week, “We would like to wish a warm welcome back to all our regular clients and any new patients. We have been working hard behind the scenes to ensure we can offer you the safest environment for your treatment on your return. “The virus has a predominantly respiratory transmission through aerosol droplets or by contact transmission. The importance of infection control is therefore crucial in limiting the effects of the virus. We aim to briefly discuss the risks related to a dental practice and our measures to prevent cross infection and protect the patients and our staff. “The practice will be sanitised with an ozone machine overnight. Ozone is a gas consisting of oxygen and destroys any virus or bacteria. The practice is then ventilated in the morning and throughout the day. All floor surfaces in public areas are bleached three times a day. Any doors and their handles are cleaned to prevent cross infection and we are working on a basis of only one patient allowed entry into the

practice at the moment and strict social distancing. As the de-escalation proceeds we will observe any new protocols. All our staff have tested negative for COVID19 in a recent blood test. “Careful triaging is performed on the telephone before you are allowed to come to the practice to ensure you have no symptoms of the COVID19 or have been in contact with anybody with it. There is a screen at the reception desk to protect the staff and patient. All patients on entering are requested to wash their hands with disinfectant. Then your temperature will be taken at a distance- if too high we will request that you quarantine. All staff are using a strict hand washing regime also to prevent any spread. The staff are wearing the necessary PPE such as mask, gloves and visors and further protective measures such as disposable clinical gowns and caps are worn in the clinic. The clinical clothes are only worn in the practice and washed in a 60 degree hot wash every night. As our normal procedures ensure sterilisation of instruments and cross infection measures are routinely done daily, we already work in a manner preventing spread of

infections, but now are taking added measures for your safety. The dental clinic surfaces are disinfected after each patient. We are allowing more time after each patient to do the deep cleaning and sanitising. “We will have a new machine called a Sanyair which using a compressor sprays a disinfectant in a aerosol around the surgery to kill anything which may have become airborne and has settled on any surfaces. “We are using a mouth rinse containing hydrogen peroxide before your treatment to reduce the number of oral microbes you may have.
