I’m sure many of you would have been dismayed by the news of yet more upheaval in the north of the region this month. It is too early to second guess what turmoil this will cause, but already I am aware that industry events even in Saudi have been forced to postpone as we digest the ramifications. Supply chains are also like to be more challenging in the weeks ahead too. I really don’t have enough space in the column to talk about the events in detail, so instead I think now would be a good time to evaluate the major forces at play as 2023 draws to a close in the industry. The latest disruption of course comes at a time when we may have dared to think the worries of Covid and the global downturn it exasperated were behind us. Our news sites and screens are reminder that we are not out of the woods yet. In recent years, the industry has experienced significant disruption, brought about by a combination of internal and external factors. The COVID-19 pandemic exposed vulnerabilities in the global supply chain, affecting the availability of construction machinery parts and components. Companies in the Middle East experienced delays and increased costs due to supply chain disruptions. As a consequence, developing a resilient supply chain and exploring local manufacturing options are essential for navigating these disruptions - and look more challenging as we enter 2024. Economic challenges, such as fluctuating oil prices and the geopolitical tensions, have affected government budgets and construction projects in the Middle

East. These factors can lead to delayed or canceled construction projects, impacting the demand for construction machinery. Industry players must adapt by diversifying their portfolios and exploring new markets. But there is hope that the rapid advancement of technology could finally deliver the promises of the last decade. This includes the integration of IoT, telematics, and autonomous machinery. These technologies have improved efficiency, reduced downtime, and enhanced safety on construction sites. More than ever, companies that fail to adopt and adapt to these innovations risk losing market share and competitiveness. The technology is also expanding options in rental inventories, including more electric and hybrid options than ever before. You would hope that the drive for sustainability that these could support should also come more focused after the COP28 meeting - at least at a local UAE level. We’ve already seen chanfges to material transportation rules - and there could yet be more to come such as stricter rules on equipment and vehicle ages. Thankfully, like digitalisation, these seem mucn more in our control.

A recycling facility designed to process construction, demolition and excavation waste has been opened by Cemex in Tel Aviv, Israel. The firm said the facility highlights its commitment to cir-cularity and sustainability under the banner of its Regenera business. The primary suppliers for the Tel Aviv facility are expected to be companies involved in the demolition of existing structures, and those specialising in the transportation of construction waste. Customers for the recycled materials in Israel, include concrete companies, flooring contractors and infrastructure firms. The facility, acquired earlier this year as part of Cemex’s purchase of a controlling 51% stake in Israel-based Shtang Recycle, will receive up to 500,000 tonnes of building waste annually. The waste material will undergo advanced processing techniques, to be largely repurposed as recycled building materials, the firm explained.

With over 700 lots up for auction and more than 60 vendors participating, the event showcased the robust demand for heavy construction machinery and commercial vehicles in the Middle East. The auction witnessed a significant turnout, with both in-person and online participation. An impressive 63% of sales occurred through floor bidders, demonstrating a strong preference for physical auctions. Additionally, 36% of total sales were conducted online, highlighting the evolving landscape of auction platforms. he rebranding of Doosan into DEVELON at the beginning of the year was a deliberate move by Hyundai Doosan Infracore (HDI) to give its construction equipment brand a much more forward-looking identity. Two years on from HDI’s acquisition of Develon – a name which combines the words ‘Develop’ and ‘Onwards’ – HDI wants to focus on a future of innovation and its intention to change the world with innovative products and solutions. At ConExpo-Con/Agg, customers were told they were likely to begin to see newly branded machines on jobsites by the second half of the year with Cho Young-cheul, CEO of HDI, cheerily declaring that: “Our three construction equipment businesses have already solidified their status as one of the key business pillars of HD Hyundai and have built an unwavering foundation for achieving performance targets and creating synergistic effects among them, amid the rapidly changing global economic environment. “Develon will lead the future market of electrification

and automation to spur growth and continue to be a brand of choice for our customers.” That process is now well underway and last month saw HDI clinch expansive orders for the still newly branded Develon range of excavators and wheel loaders in Saudi Arabia. The order comprises a massive total of 80 units with the company delivering 30 53t excavators and 50 sizeable wheel loaders to a pair of construction corporations in Saudi Arabia. These machinery units are earmarked for deployment in the ambitious NEOM city project. Given the monumental scale of NEOM’s development, there has been a surging demand for large construction equipment in the region. Rising to the challenge, HD Hyundai Infracore has initiated strategic sales campaigns via its Dubai office, augmented with new dealership inaugurations in close proximity to NEOM city. The company has also expanded its service personnel to guarantee the delivery of these crucial orders. Demonstrating its burgeoning presence in Saudi Arabia, HD Hyundai Infracore has, with these new orders, amassed sales of 846 units spanning excavators, wheel loaders, and ADTs. This includes a blend of Out-of-home (OOH) advertisements in airports across Colombia, Ghana, Brazil, and Saudi Arabia, content dissemination on its Youtube channel boasting 100,000 subscribers, and hosting dedicated events for regional dealers and clientele. The latest Puma series tractors from Case IH offer multiple upgrades over the models they replace, covering areas from serviceability to productivity to comfort, and incorporating technology that maximises efficiency. They look, feel, drive and are built differently to their predecessors. Designed to meet the needs of agricultural business users who need a productive tractor with technology features that maximise efficiency, the new Puma 185, Puma 200 and Puma 220 have respective maximum power outputs of 200hp, 220hp and 240hp, rising to 225hp, 245hp and 260hp when a power boost is automatically engaged during PTO and road transport operations. A

midst the rugged terrain of Ras Al Khaimah, stands Jebel Jais, the country’s highest peak soaring at 1,900 meters above sea level. The remarkable Jebel Jais Road Development, a years-long effort by General Mechanic Company, was an ambitious undertaking that sought to tame the challenging landscape and transform the majestic mountain into a thriving tourist destination. Al Marwan Machinery also has played a role with their rental asphalt and road marking equipment and highlights its profound impact on the success of the project. Commissioned by the Ras Al Khaimah Municipality, the project centered around the construction of a 36-kilometer road ascending to the summit of Jebel Jais. Spanning from 2005

to its triumphant completion in 2017, the venture demanded the expertise of approximately 150 skilled operators from Al Marwan who worked to overcome the formidable obstacles presented by the mountainous terrain which Al Marwan’s asphalt and road marking fleet contributed to giving the long and winding road its enduring finish. To tackle the demanding topography and ensure top-notch road construction, Al Marwan deployed a diverse array of cutting-edge equipment. The impressive fleet included Hamm and Sakai tandem rollers, Ammann pneumatic tire rollers (PTRs), Volvo and Hino tipper trucks, Vogele and Volvo asphalt pavers, and Bobcat skid steer loaders. This robust machinery played a pivotal role in executing the meticulous layering process, involving a 15 cm sub base, 15 cm road base, and a double layer of asphalt. Over the span of 12 years, the project encountered various challenges, including adverse weather conditions like rain, fog, and extreme

winds, which sometimes caused rockfall on the freshly laid roads. However, with the unwavering determination of the project team and meticulous engineering measures, these obstacles were successfully overcome. The completion of the road not only improved accessibility for local quarries, villages, and private estates but also elevated Jebel Jais to become a prominent tourist attraction in the region. The impact of the asphalt and road marking project on Jebel Jais extended far beyond mere infrastructure development. The enhanced road infrastructure facilitated safe and convenient travel for both residents and tourists. As a result of the project’s success, entertainment and hospitality hotspots sprouted up, most notably the world’s longest zipline, the Jebel Jais Zipline, spanning a staggering 2.6 kilometers. Additionally, the road’s breathtaking scenery drew auto manufacturers seeking picturesque backdrops to showcase their vehicles.

BUILDING A NEW ROAD TO JEBEL AL JAIS A new road leading to Jebel Jais, the highest peak in the UAE, opened earlier this year with the promise of significantly decrease the travel time for motorists. The Public Services Department in Ras Al Khaimah said that the new 8.6-kilometer Jebel Jais road connects the Ring Road to Emirates Road through the Wadi Haqeel area, and reduces travel time by 75% in comparison to the previous route which was through Wadi Al Beeh to the point of connection in Wadi

Shiha Road. The new road takes only four minutes to travel. The Public Services Department stated that the road is fully equipped with LED lighting for a safe and secure drive for both adventurers and drivers. The construction of the road required the excavation of around 2.6 million cubic meters of rock, with depths reaching 80 meters and widths varying from 100 meters at the top to a minimum of 35 meters at the bottom. The Public Services Department

reported that 250,000 tonnes of crushed aggregate and 100,000 tonnes of asphalt were used to construct the dual carriageway. RAK is striving to enhance the experience for tourists visiting the highest summit, while also keeping up with the demands of urban growth in the emirate. It welcomed a record high of over 1.13 million overnight visitors in 2022, a 15.6% increase compared to 2021. This marks the highestever number of annual visitors to the emirate since Covid-19.

T

here is no escaping the fact that the European construction market is in for a hard 2024. Anaemic GDP growth, high interest rates and persistent high inflation mean that housebuilding is slowing down across the continent, and some civil engineering projects are being slowed or delayed as costs spiral. Furthermore, industry investment in new factories and facilities will likely slow too as economic output remains sluggish across much of Europe. Since the Ukraine conflict began, confidence in future orders has ebbed away across Europe. High interest rates are curbing consumer demand for housing and businesses are putting investment decisions on hold, as 2024 shapes up to be a weak year for growth. Although construction equipment companies have been able to fulfil

backorders and build up inventories at dealers, that opportunity is passing quickly and it is now increasingly clear demand for new equipment will cool across Europe in 2024. By almost any measure you could choose, both confidence and orders in the UK construction market are evaporating. In the UK, new orders are showing signs of falling across almost all construction industry sectors. New private housing, new infrastructure and new private industrial orders have all declined in recent months, falling from a high experienced after the Covid-19 pandemic. Furthermore, deliveries of bricks in the UK – a leading indicator for performance in the housing sector – have slumped to below pre-pandemic levels. As with other countries in Europe, increases in the UK’s central bank interest rate intended to tackle rampant inflation have made mortgages less affordable and put growing pressure on household finances. This has had a chilling effect on the UK

housing market, with many housebuilders pausing completions as demand for new-builds dries up. To indicate the scale of the problem, mortgage arrears have moved from a fairly stable 0.9% of total loan balances to 1.1% in the first half of 2023, with the trajectory worsening. While infrastructure projects such as HS2 have allowed the UK to maintain growth for infrastructure projects in recent years, there is evidence that spiraling materials costs are pushing the UK government to scale back and delay certain roadbuilding and infrastructure projects. This will have a negative impact on the construction equipment market, particularly the heavy-duty earthmoving sector. As with other European countries, rising interest rates are starting to put a dampener on the housing market in France. However, as can be seen from the overall construction climate index and the expected activity for non-residential buildings, the outlook is brighter with a more gradual decline and some indication that the outlook is stabilizing. There is


31 strong construction activity around the Paris Olympics in 2024 and the Grand Paris Express metro expansion. As with other European countries, Germany is grappling with high inflation and increasing interest rates. In the past two years, order books have remained strong for builders, particularly for housing. However, as can be seen from new building permit data, demand has started to slide and it is clear that the residential sector will slow in 2024 as work on current projects ends and is not replaced with new volume. Germany’s traditionally strong manufacturing economy is likely to struggle in 2024 as new orders decline through the end of 2023. Many manufacturers are already warning about lower growth through 2024 and this will be reflected in a reduction in spending on new facilities. Selling machinery in a down market is always a challenge. However, one of the major challenges for machinery fleets at the moment is dealing with inflationary cost pressures. A focus on selling machinery and products that help cut fuel costs or speed up project tasks will be warmly received and may be a key differentiator at the point of sale. Machine builders and component suppliers should not hesitate to invest in marketing and activities centered around products that can demonstrate a clear reduction in OPEX. Another way in which manufacturers and dealers may weather the worst of 2024 is to concentrate on service and maintenance sales. Machinery always needs servicing and, if end users are not upgrading their equipment, now is the perfect time to stress the importance of servicing and maintaining equipment (particularly older equipment) in order to reduce downtime and maximize the performance of existing assets.
