The aim of a piece of legislation may vary in line with the level and focus of the legislation. However, all levels of laws starting with the Constitution serve a common purpose. Most basic among the shared objectives of laws are: • Determining the relationship between the society and the government; • Governing the relationships among people; • Setting the limits of the powers of government and its institutions; and, • Recognizing the rights and obligations of citizens.

Thus, every piece of legislation is promulgated taking into account the prevailing social and political values, the economic situation and level of development, the state of technological advancement, and the geographic and international context in which the law will be implemented. Nevertheless, a law issued at any point in time cannot be considered a perfect product fully attuned to the conditions of the society in which it was promulagated. Pre-existing conditions may no longer be relevant with changing national and international situations. As such, the fate of the piece of the legislation will be determined by its ability to adjust to changing circumstances; it could be amended or replaced as necessary. Thus, any law not attuned to the current needs and values of society will have to be re-visited.

The purpose of the Charities and Societies Proclamation and subsequent regulations and directives is believed to be supporting and facilitating the role of charities and societies in the holistic development of the Ethiopian peoples. the promotion of human and democratic rights; and, the incurring of administrative and operational costs.
As a result, pressure has been exerted to amend the regulation and directives in a manner that would facilitate the activities of the civic associations in line with the basic conception of law. The Charities and Societies Agency on its part stresses that most of the demands arise from a wish to misappropriate funds for the benefit of the few. In relation to advocacy for human rights and changes in attitudes, it has been claimed that such activities do not require substantial funds and could be accomplished in one’s spare time. However it may be, we have also heard of amendments that have already been made as well as ongoing efforts towards further amendments the results of which are to be disclosed once the evaluation has been completed. Thus, we hope to bear witness to the statement “there is no law that would not be amended; it is just a matter of time” in the near future. All the best!!

However, the fact that you have spoken with the Agency one or two times to make the issues raised by nongovernment organizations more balanced makes your approach appropriate. The Network of Ethiopian Women’s Associations Celebrated the International Women’s Day The Network of Ethiopian Women’s Associations celebrated the International Women’s Day with various events under the maxim “Women First for a Better World” on the 8th of March 2013 in its offices. The Network celebrated the International Women’s Day with various events including recital of poems by celebrated women poets, narrations on womanhood, staging

25 Women Graduated in Various Vocational Fields Meseret Humanitarian Organization has graduated 25 women trained for 24 days on life and business skills and computers on the 23rd of February 2013. The manager of the organization, W/o Meseret Azage, has on the occasion called upon governmental and nongovernmental organizations as well as individuals to extend their usual support towards the achievement of the organizaiton’s objectives.
The graduates have received ETB 2000 provided as seedgrant for their workplans and certificates from the representative of the Consortium of Ethiopian Women’s Charitable Associations- Ato Mesfin Tegene. On the occasion, it was disclosed that the training was organized with financial and training support from the Consortium of Ethiopian Women’s Charitable Associations

Mekedonia Elderly and Mentally Disabled Support Center Organized a Special Fund Raising Programme fact that it has enabled the organization to mobilize individuals and organizations towards its charitable activities was identified as a major success by the director Ato Binyam. Moreover, pointing to the more than 33 volunteers working with the organization, he has called on everyone to do their part to the extent of their abilities to care for the elderly and persons with mental disabilities. Mekedonia Elderly and Mentally Disabled Support Center has organized a special fund raising programme on Sunday the 3rd of March 2013 at the Exhibition Center. The organization organized this fund raising programme in collaboration with Adika, Cooperative Bank of Oromia, Abyssina Bank and 8 other organizations. As disclosed by Ato Binyam Belete, founder and Director of the organization, the major objective of the programme was to support plans to benefit 700 vulnerable elders seeking support in the coming two years in addition to the 150 elderly persons currently supported within the Center. The Director also disclosed plans to mobilize between ETB five hundred thousand and 1 million during the programme.
The coordinator for day’s events and a volunteer with the Center Ashenafi Tesfaye elaborated that the fund raising event will be organized through donoation forms to be filled by the guests of honor and other individuals and subsequent collection of the promised contributions. In addition, the entrance tickets for the concert organized for the purpose and sales of refreshments during the day’s events will be used as additoanl sources of funding. Present at the occasion were Dr Samuel Aseffa, former Ambassador of Ethiopia in United States, Ato Berhane Deressa, former mayor of Addis Ababa, Ato Assefa Kesito, special advisor to the Minster of Labor and Social Affairs and other government officials. A large number of members of the business community, renowned artists and various athlets also participated in the programme. While the major objective of the programme was raising funds, the
The guest of honor, Ato Assefa Kesito, on his part explained that many of the elderly who have sacrificed much to our country and people are forced into the harsh street life due to the deterioration of our long standing proud tradition of caring for each other. As such, he expressed the commitment of the Ministry to work with and support the good works undertaken by the organization. After extending thanks to the individuals and organizations who stood besides the organization in its effort to support the elderly, the guest of honor called on members of the business community and other individuals to stand with the Center in providing support to the large number of the elderly and persons with mental disabilities that still need support. six kilometers rally has been organized on the occasion of the International Water Day under the motto “Clean Water for All”. The rally was aimed at reminding everyone to give more attention to water to resolve the problems faced by women who have to travel 6 kilometers on average to get water and girls facing problems at school as a result.
The Executive Director of the local charity Social Economy Advancing Foundation, Ato Berhanu Gebremichael on his part indicated that the rally is an important event in terms of highlighting efforts of his organization in collaboration with the government to relieve water shortages. Participants at the rally have noted that efficient utilization of water should be a shared responsibility in light of the increasingly worsening shortage of clean water. The narration by a young representative of the Ethiopian Women Authors Association entitled “Taitu” was the other centerpiece of the ceremonies. In addition, the association has staged various poetry recitations and a short play named “Yodit” for the invited guests. Saying that “we should also catalog our success in celebrating this year’s International Women’s Day rather than focusing on problems and violence”, Wro Saba Gebremedhin underlined the need to recognize that that there is a woman behind

The Role of Civil Society in Development Effectiveness: The International Framework The Paris Declaration on Aid Effectiveness Recognition of the importance of civil society as one of the key development actors increases both at the national and global levels.Their contribution to economic growth and civic and social infrastructures which are essential to improve the quality of life for the people is well recognized. They are recognized as participants in the design of strategies, as service providers, and as watchdogs to ensure government fulfillment of commitments. However, until recently, donor strategies for development effectiveness have single-mindedly focused on donor-government relationships disregarding the role of the civil society and the private sector. This approach failed to recognize the critical role of civil society organizations in mobilizing resources, building international relation, promoting alternatives and building democratic culture. In this regard, we may mention the 2005 Paris Declaration on Aid Effectiveness which has been blamed for not providing sufficient recognition to the role of civil societies as key development actors.Although several NGOs attended the Paris High Level Forum, their participation was marginal and they had little or no possibility of affecting the final outcome. In addition, this Declaration focused mainly on the mechanics of aid delivery, seeking to eliminate bottlenecks to more effective assistance and narrowed the policy debate to the administration of aid, at the expense of broader development issues.
The Accra Agenda for Action (AAA) Recognizing the gap in the Paris Declaration, the High Level Forum 3 which was held in Accra, Ghana in 2008 (Forum 1 was conducted in Rome while Forum 2 was conducted in Paris) committed “to work with CSOs to provide an enabling environment that maximizes their contributions to development.”In the preceding two Forums, CSO were not directly
involved but their activities were limited to lobbying outside conference halls.In this Forum, about 160 governments have committed to create an enabling environment for effective participation of CSOs in development. Consequently, the AAA invited CSOs “to reflect on how they can apply the Paris principles of aid effectiveness from a CSO perspective”. To date, four High Level Forums on Aid Effectiveness have taken place in Rome, Italy (2003), Paris, France (2005), Accra, Ghana (2008) and Busan, Republic of Korea (2011). At first, discussions on aid effectiveness were mostly led by donors and partner governments. But at the 3rd High Level Forum on Aid Effectiveness in 2008, civil society achieved recognition as independent development actor In response to Accra invitation to CSOs, the Open Forum for CSO Development Effectiveness was formally established in July 2008 with the objectives of; 1. Achieving a consensus on a set of global Principles for Development Effectiveness; 2. Developing guidelines for CSOs to implement the Principles; and 3. Advocating to governments for a more enabling environment for CSOs to operate

The Role of Civil Society in Development ... and the standards for an environment in which they can operate most effectively. Consequently, in September 2010, more than 170 CSO representatives from 82 countries gathered in Istanbul, Turkey, and unanimously adopted the eight Istanbul Principles for CSO Development Effectiveness.These principles form the basis for effective development work by CSOs around the globe. The principles include; 1. Respect and promote human rights and social justice; 2. Embody gender equality and equity while promoting women and girls' rights; 3. Focus on people's empowerment, democratic ownership and participation; 4. Promote environmental sustainability; 5. Practice transparency and accountability; 6. Pursue equitable partnerships and solidarity; 7. Create and share knowledge and commit to mutual learning; 8. Commit to realizing positive sustainable change
The International Framework for CSO Development Effectiveness Continuing its activities, the Open Forum conducted its second and concluding Global Assembly in Siem Reap, Cambodia, June 2011 where it adopted the second important international instrument for the work of CSOs. With the participation of 240 CSOs representatives gathered from 70 countries, this Assembly endorsed the Siem Reap Consensus on the InternationalFramework for CSO Development Effectiveness, with guidance to implement the Istanbul Principles.The Framework sets out guidance for interpreting and aligning CSO practices with the Istanbul Principles in diverse local and sectoral settings. The International Framework for CSO Development Effectiveness is the first ever global statement from civil society on the effectiveness of CSOs work in development.

The Istanbul Principles form the basis for effective development work of CSO's rights-based approaches, in shaping development policies and partnerships, and in overseeing their implementation. They also provide services in areas that are complementary to those provided by states. Recognizing this, we will: a/
Implement fully our respective commitments to enable CSOs to exercise their roles as independent development actors, with a particular focus on an enabling environment, consistent with agreed international rights, that maximizes the contributions of CSOs to development.
b/ Encourage CSOs to implement practices that strengthen their accountability and their contribution to development effectiveness, guided by the Istanbul Principles and the International Framework for CSO Development Effectiveness
Conclusion Be it at the national or international level, CSOs play critical role in driving policy changes and bring sustainable development. However, to effectively carryout this role, CSOs need to observe certain commonly shared international principles which call both their accountability and independence. Respect for human rights, gender equality, empowerment of the public, environmental sustainability, transparency and accountability, partnership and solidarity, mutual learning and sustainable changes have been identified as key principles guiding the work of CSOs. However, it should also be noted that CSOs, as development actors, are profoundly affected by the context in which they work.The policies and practices of governments and donors affect and shape the capacities of CSOs to engage in development efforts.

Applications to form Charities have become more numerous since the coming into effect of the Proclamation

His name is Ato Assefa Tesfaye. He is the Communications and Public Relations Process Owner with the Charities and Societies Agency. We have spoken to him regarding the overall performance of the Agency to date and the major issues raised by Charities and Societies. His explanations are presented below
Muhaz:- Is the agency properly implementing its establishment objectives? Ato Assefa- We can say that it is implementing (its objectives) in light of the major objectives for which the Agency was established. Since the coming into effect of the Proclamation, we have created awareness on the re-registration and the conceptual basis of the law among organizatioins that have entered the country since the time of the Emperor and have been registered and operating here. In addition, the human, material and logistics inputs necessary for the operation of the Agency have been put in place. Such conditions have been created for
Charities and Societies to register as per the Proclamation and properly undertake their establishment objectives. [Yet] We have a high turnover among professional staff since the salary scale of the Agency is not attractive. Thus, there may be some problems in relation to operating on the basis of a comprehensive understanding of the Proclamation, the Regulation and Directives issued. Whatever the case, these problems are being resolved progressively.

Applications to... Ato Assefa:- The first problem is the relatively low salary and benefits for staff of the Charities and Societies Agency as per the scale for civil servants. This also results in psychological stress on the staff of the Agency. The stringent evaluation and monitoring to address possible rent-seeking behavior with Charities and Societies creates additional tensions. Moreover, the complexity and difficult nature of the job does not provide incentives for professionals to stay on under the current salary scale. As a result, we regularly lose professionals.To rsolve this problem, we have come up with a new salary scale and sent the results for approval by the relvant government body. We expect the staff turnover to decrease when the new scale becomes operational, although it would not totally stop the loss of staff. The other problem relates to office space. Since the office is located in an old bulding, it has no elevators

for persons with disabilities and the physically challenged. Moreover, it is too small to properly cater for our clients. We are trying to address this problem through consultations with the relevant bodies. We also face budgetary limitations to work closely with charities and sector administrators, ensure adequate media coverage of our activities and create awareness by providing the public with relevant information. With reference to external challenges both local and international mass media outlets have been disseminating erroneous reports claiming that the Proclamation curtails freedom of association, makes impossible to operate and weakens Charities. However, our assessment of the data for fifty years and the past three years contradicts these reports. Applications to form Charities have become more numerous since the coming into effect of the Proclamation. If the Proclamation had a weakening effect (on Charities and Societies), this wouldn’t have been the case. The other

undertaken with foreign funds challenge is the inability of regions and sector ministries to properly understand and implement their mandates under the Proclamation. We were not able to put in place a clear operational framework in this respect.
Muhaz:- Various (research) reports indicate that the Charities and Societies Proclamation stands in conflict with Article 31 of the Constitution recognizing the freedom of association. What is your opinion on this point? Ato Assefa:- The Constituion permits the right to freedom of association. The objective of the Charities and Societies Proclamation is realizing this stipulation. We on our part have no problem about licensing organized groups and enabling them to operate legally. Those who submit
arguments on this point are those who claim that professional associations should be able to operate with foreign funding. Our position is that democratic system building, promoting respect for rights, and criticzing the government are not activitiers to be undertaken with foreign funds. Anyone operating with foreign funding will be subject to control by the donor. It will be implementing the mission set by the donor. As such, [the recipient] will be prevented [by the donor] from exercising the right. Rights issues do not require a lot of funding. Rights issues require commitment and are undertaken on spare time. For instance, a journalist has a job to do during regular hours; in addition, he would engage in work intended to promote the rights of professionals in his spare time. This is encouraged by the government. The Proclamation has also permitted special conditions for local fund raising to conduct these activities. As such, it is not believed that more will be done about democratic system building and citizen’s rights in Ethiopia by foreigners or through foreign funding than by the people of Ethiopia. If it is undertaken with foreign funding, the donors will impose their own perspectives on them. They will also be promoting [the donor’s] mission. Thus, they cannot be independent. They will be organized for money and not for the promotion of their rights.
Muhaz:- What activities have you undertaken to provide comprehensive services? Ato Assefa:- Previously we have been undertaking our activities under one process. We have now upgraded our operations to three processes so that we can provide our services more effectively. These are: •
Registration and licensing services;

Assessing the profile of civil society organizations through moniroing and support services; and,
•

he thing about me is as I told you before. I knew Addis Ababa for more than 23 years. Yet, I still donot know the names and locations of the various neighbourhoods. I may be traveling to Mekanisa and end up in Sar-Bet. I once travelled to Paris for a visit. Though I know little of my own country, I was a visitor to Paris. Make whatever you will of this. The French have constructed most of their rail lines underground. It is amazing! By the way, where were we when they were doing all that? Have we been dosing off for 100 years? Most importantly, have we woken up yet? I may not be able to give you a complete pictiure since my stay in Paris was brief; hopefully, other Ethiopians who know Paris better will do that for you. The purpose of my visit to Paris was to visit the Eiffel Tower. I do have a tendency to prioritize things I may not be able to do in the future; that is how I roll. Although using a map is not among my strong points, I took the train with my map in my pocket. What we call a train in Ethiopia is metro, tram, etc … for them. Getting on at the Central Station, which I cannot remember now for my life, I got off at the last station. Yet, I couldnot locate the Eiffel Tower. Apparently, I left the station by the wrong exit. Referring to my map did not do me
any good since I was lost from the getgo. Finally, I found myself at the end of town. The building I was at is christained “la defence” or something like that. So, there I was. Let alone finding the destination I was sure I'll be able to locate, I ended up in front of the Ministry of Defence. It was almost sundown when I found the Eiffel Tower. This I did thanks to my Gambian friend who was travelling with me. If I were alone, I might not have been able to get back to my country – God forbid. Cont. page 12 ...

Beneficiaries of Kibir Learegawiyan Charitable Organization Back home, I was once directed to get off at the pedisterian bridge before reaching St. Michael; only to end up at Mekanisa. This is a testament to my lack of knowledge about the neighbourhoods of Addis Ababa. My favourite teacher used to say “the beginning of all knowledge is to ask”; I forgot to practice his teachings on that day. I also believe in the adage “the fear of the Lord is the beginning of all knowledge”, I should note. I am telling you all these to ease you into my topic for this issue. Muhaz or otherwise Chanel being our name being, our message should be tempered with prose. Otherwise, it may miss its target. Hope you will bear with me. Today I will tell you about the heroism of the daughter of Fitawrari Ayele Negussie. I am not talking about heroics in battle. We Ethiopians tend to think of herioism only in terms of the battlefield. Yet, a charitable heart and good deeds are also heroic in their own way. We should think of giving our children books about peacetime valor and bravery rather than buying them plastic guns. This I believe would be better for the coming generation. Fitawrari was a renouned hero who was hanged during the Italian invasion. Rather than letting the executioner pull the string, he killed himself so that he may not
die in the hands of the enemy and give them the satisfaction. This is bravery!! Wasn’t this in the tradition of Emperor Tewodros – the Lion of Quara? Our guest today is Sr. Zenawit Ayele; the daughter of the barave Ayele ‘kuncho’. She was born in the lands of ‘meyissaw’ Kassa – the Lion of Quara. She came to Addis after completing the 8th grade since there was no high school in her hometown. After completing the 9th and 10th grades in Empress Menen School, she joined Princess Tshay Hospital to pursue her training in nursing and graduated with a diploma after four years of studies. But, five monthes after graduation, she was called on to join the peacekeeping mission to the Congo. Sr. Zenawit came back to her homeland after serving in the Congo for a whole year. She joined Zewditu Hospital upon her return and latter transferred to the internationally renowned and respected Ethiopian Air Lines. The end of three years of service with the famous company saw Sr. Zenawit travelling to the United States for good. However, she faced disaster after serving with the Colombia Hospital for Women for a period of five years: the death of her brother. This forced her to come back to her homeland. After her return she served with Minilik and St. Paul hospitals and retired after a period of 25 years of service. This is a time for business. There are an increasing number of private
health institutioins where health and related professionals may continue to work in their spare time or in retirement. Yet, she did not long for money. She rather sought good deeds. In her own words, the world became ‘worthless’ for her. “Upon realizing that our life ends in death, I started thinking about using my property and professional skills for charitable ends”, she said. One day while watching TV in her home, Sr. Zenawit saw W/o Worknesh Munea, founder of Kibir Learegawiyan Charitable Organization, with the elderly supported through her organization. I will come back with the story of W/o Worknesh and her organization in the future. The incident became a good omen for the goals Sr. Zenawit had in mind. Deciding to give her life and support to the elderly, she immediately sought and met W/o Worknesh. Sr. Zenawit was married once. But, the marriage was not blessed with children and this led to the separation from her husband. Attracted by the charitable initiative, Sr. Zenawit sold her house in Yerer area of Addis Ababa and contributed the ETB 1.1 million proceeds to Kibir Learegawiyan Charitable Organization. She did not stop with contributions of money; she also contributed her professional skills. Sr. Zenawit, who says “I was happy to see the elderly healthy on the television” now lives with the elderly and has become a lifeline for them through her profession. This individual did not lack in relatives to inherit her property. Rather, she opted to use her legacy to support people without care and support with the belief that “everyone should work for their own legacy as I did”. Sr. Zenawit, who relates that the main cause for her actions is that “ God has put this idea in her mind”, has found happiness and satisfaction through her decision as well as her present life. Everything else is secondary to mental satisfaction for Sr. Zenawit. We wish Sr. Zenawit and her elderly friends all the best and bid you farewell until we meet again!

In addition, we have organized our legal department and are undertaking acitivities geared towards the provision of training on service provision, customer handling and the characteristics of civil society associations. We have also conducted an assessment to provide online services using modern technologies. Thus, we currently have better performance and capabilities.
Muhaz:- What efforts have been made to create better relations with Charities and Societies and implement more successful activities in this respect? Ato Assefa:- We believe that Charities are our development partners. Based on this belief, we have embarked upon practical implementation of work processes and result focused evaluation that would enable us to provide efficient services to our development partners. Currently, our previously held negative attitudes towards each other have come to be less potent and improved. Since they are our development partners, we have developed plans to put in place a permanent forum for dialogue with donors, charities and sector administrators that would be led by the Minister of Federal Affairs.
Muhaz:- Have you established a system of incentives for organizations you consider to have properly implemented their objectives? Ato Assefa:- We haven’t yet implemented such a system. However, we recognize the need to design standards to award, encourage and recognize organizations undertaking their activities properly and proficiently in accordance with the law as well as enabling experience sharing among organizations.
Muhaz:- Some say that the Proclamation, regulations and directives may be amended as a result of practical problems faced by Charities and Societies. Is this true? Ato Assefa:- Basically there is no law that will not be amended; it is just a matter of time. Since our ultimate objective is

There is no law that would not be amended; it is just a matter of time... to beneifit the public, laws that need to be amended after due consideration will be amended. Although the mandate to amend Proclamations, regulations and directives lies with other bodies, we communicate to the Board any questions arising during discussions at various forums. Since the Board is a public body, it may decide to effect amendments. There are some activities in this line; the results will be disclosed upon completion in the near future. On the other hand, there are some that have already been amended. For instance, water works were previously clustered with agriculture. However, after recognizing that the water sector is extensive and utilizes significant resources, it has been formed as a cluster by itself. The administrative and operational costs of water works have accordingly been amended. Similarly, changes have been made regarding organizations working on HIV/AIDS and disability issues. The problem is that the organizations start with self-interest. Non-governmetnal organizations are often viewed as places where one can earn excessive salaries, drive expensive cars and build modern houses. This has to change. The government's position is that there will be no negotiation on such rent seeking attitudes. Yet, whenever there are concrete reasons showing the laws or practices to be obstacles to activities conducted in the public interest, the issue is submitted to

the Board for possible amendment.
Muhaz:- Which laws and practices are identified as obstacles by the organizations? Ato Assefa:- The problem most recurrently identified by the organizations relates to payments to consultants. Other major issues include expenses of training, vehicles, monitoring and evaluation and related expenses. In principle, the directive is appropriate. In practice, the consultants are persons closely related to the leadership of Charities and Societies. The study, which is often conduted with an outlay of significant resources, is simply filed away at the end. In this way it is used by those involved to beneifit each other. In the case of vehicles, the concern is the procurement of unnecessary vehicles. Similarly, trainings are organized at the Ghion, Hilton, Sheraton, etc ‌ We believe that the resources mobilized should be transferred directly to the beneficieirs. Thus, we have decided to include these expenses in the list of operational expenses.
Muhaz:- Are there any efforts to enable civil society organizations to come up with a Code of Conduct and establish a Council for the purpose of self-regulation based on the experiences of other countries? Ato Assefa:- This is too early in our country. We are in the process of undertaking the indicated paradigm shift. This is a matter recurrently raised by them. They object to being aggregated with the others and underline the need to take practical measures based on their experience. While this is a good trend, we have not yet conducted any activities in that direction. Sine the same issues will be raised by their consortiums in the future, this could be helpful Cont. page 19 ...

ur guest for this edition is Ato Fikru Tarekegn. He is the Country Representative for Dorkas Aid International Ethiopia. He relates the establishment, objectives and overall activities of the organization under his leadership.
Nomenclature “Dorkas� is a bibilical name of a spiritual woman who had a compassionate heart as well as an interest and habit of helping and supporting those in need. The organization took this name since its objective is helping those in need, feeding the hungry, supporting those who have fallen and caring for those in need of care.
Establishment Dorkas Aid International (DAI) is a Christian development and relief organization established in the Netherlands. It operates in more than 25 countries. The organization became operational in Ethiopia in 1993. DAI is a non-profit Christian development and relief organization that was legally registered by the Ministry of Justice in 1994. Prior to 1993, the organization has been supporting some non-government organizations with financial, material and human resources. Afte attaining legal registration, it continued to support other organizations parallel to designing and implementing projects by itself. DAI has been reregistered in 2009 subsequent to the coming into effect of the Charities and Societies Proclamation .

Ato Fikru Tarekegn Dorkas Aid International Country Representative and programmes in Addis Ababa, Oromia, and Southern Nations, Nationalities and Peoples Regional State. The beneficiaries are the poor and the social sections vulnerable to various problems. Its major focus is releiving social sections living in poverty from social and economic problems without any discrimination. DAI has 18 projects among which three are self-implemented. The remaining 15 are conducted by partner organizations. In addition, DAI encourages self-help; and provides relief and social care in times of disaster. With a view to assisting its beneficiaries, it works in partnership with local churches and Christian organizations by conducting mobilization and capacity building activities.
Activities Conducted, Successes and Beneficiaries DAI has been participating in various community based development activities relating to water and sanitation, health and HIV/AIDS, livelihood, relief and rehabilitation, adoption and child sponsorship, housing development, capacity building for partners and DAI staff, and agricultural networking and linkage. It has also been supporting development activities and implementing programmes in various parts of our country.

benefited 23,480 persons in Worejarso and Kuyu Woreda around Fiche by drilling 61 water wells. Similarly, it has implemented a potable water project benefiting 30,750 in the Gurage and Hadya zones. Also, it widely provided sanitation and hygine education. As a result, the incidence of water bourne diseases has significantly decreased in the project areas and the communities have improved access to potable water. On the other hand, the burden on women and children resulting from fetching water has decreased; it has also facilitated conditions for girls to attend school.

Livelihood Projects:-
The socio-economic lives of 600 poor women in Addis Ababa have been improved through the self help group approach. Currently, the women have been organized and formed small businesses ensuring better incomes and opportunities for themselves and their families. Moreover, DAI has trained and graduated more than 113 unemployed youth for one year in wood and metal work in its own technical training institution in Addis Ababa. It also provided short-term informal technical training to 76 poor persons.

connection the organization has constructed 159 houses in Addis Ababa to provide individuals living in plastic tents with improved shelter. While a large community has indirectly benefited from this project, the direct beneficiarties numbered 795 persons. It has also created job opportunities for 75 daily laborers through construction training. Moreover, it has provided improved housing for 222 households in Adama by constructing 222 low cost houses. An additional 102 housing units are currently under construction.

HIV/AIDS
Projects:-
402 pesons living with the virus are receiving various forms of support and are leading a healthy and better life. Moreover, HIV/AIDS awareness and related education programmes have been provided to the public. The organization is supporting more than 405 elderly persons and 680 children through child and elders sponsorship project. Capacity Building Activities:- The staff of the
organization and its partners receive capacity building training under this programme improving their human resource management capabilities and their institutional and organizational systems thereby gaining recognition from internal and external stakeholders. Generally, beneficiaries have received various forms of support to lead healthy and improved lives.
Challenges In most cases, Dorkas raises funds by developing proposals. While the organization has been legally registered in the country, its designation as and intenational organization makes major donors hesitate in providing support to the organization. The other issue is the continuous inflation and devaluation of exchange rates; this is the major challenge for the organization.
Future Plans In the coming years, all the above mentioned projects will be implemented in collaboration with partners. The water and saniation activities in the project areas will be strengthened in the coming four years. We are planning to benefit 9000 persons with access to potable water and reduce water bourne diseases. In relation to HIV/AIDS, we plan to benefit 9000 persons infected with or affected by HIV/AIDS through community based care for orphans and HIV/AIDS control and prevention activities. Since disability, gender and climate change are critical issues for anyone, they will be included as focal

his morning on this day of 26th of February 2013, I heard an amazing statement on FM 102.1 radio station. The statement that struck me is: “Being a person is sufficient to help people”. The same radio station added another striking adage: “The problem in helping others is one of sharing rather than wealth”. These statements forced me to change my plans to search google for my article on the comparative analysis of the culture of charity in our country vis-à-vis other
countries. I found these statemenets sufficient for the message I planned to communicate in this edition. What do the experts say on this issue? Let’s listen to what they have to say.
Wro Saba Gebremedhin Network of Ethiopian Women’s Associations Executive Director Local fund raising is a difficult task. Our society does not understand the propriety of giving money to non-government organizations. This is expecially true for awareness on the need for supporting rights promotion activities. The prevalent attitude among most of the society is to perceive non-government organizatioins as providers rather than receipeints of money.
Generally, the concept of mobilizing funds for charities and societies is not widely known in our country. People do not recognize the rewards of expenses to undertake ones social responsibilities and supporting victims. This attitude makes local fund raising a very difficult undertaking. Another contributing factor is the time limitation posed by the need to conduct fund raising along with regular activities. Thus, it is a task that calls for the support of all actors inclulding the government. The Charities and Societies Agency is ready to support fund raising activities. It also strives to resolve the problems faced by the associations. However, more extensive dialogue is required on the issue.

There are problems on our part too. We have not yet undertaken local fund raising in an organized manner. We have not utilized the existing resources in Ethiopia. We can bring about significant change if each capable individual was to support one person in need. It is particularly important that we support children without care who can bring change in the country with their knowledge if educated properly. I believe that it would be good if we can help each other among ourselves. Others will have respect for us if we do so. Helping each other should be part of our culture for God, for our conscience and for building the image of our country.

Our culture of charity is very weak. The ones who sponsor our children are few with Ethiopian origin living abroad and other foreign nationals. Most of our foreign supporters are not extremely rich. In contrast while there are prosperous individuals in Ethiopia, they do not put their trust in us. This prevents us working in this sector from soliciting their support with confidence. You will not have the initiative to ask if you are not trusted.

Expressing an opinion on this issue requires a study of the finances of the public and other social conditions. Yet, the failure of civil society organizations to mobilize sufficient local funding is not attributable to lack of trust. If there be mistrust, the solution is ensuring reliable accounting and auditing systems and adequate supervision. We can use various examples to show that the Ethiopian public has a culture of charity. A notable problem in relation to local income generation is the limited experience and administrative capabilities of the associations to design various income generation strategies and mobilize their members. The other major problem is related to the tax system. In addition to the fact that charitable contributions may only be made for designated activities of charities and societies, individuals may only contribute up to 10% of their taxable income for charitable activities. While the practice of setting limits is observed in other countries, the level in our country is one of the lowest. It is my belief that the legal stipulation limiting charitable contributions to designated sectors is especially discouraging for donors who would like to contribute to local income generation initiatives. Muhaz:- It is said that a large number of Charities and Societies did not have their licenses renewed. Is this true: If so, how many are they and what are the reasons? Ato Assefa:- I donot have the data on the number of organizations whose licenses have not been renewed or those denied renewal. There may be some who have faced delays; this is due to failure to fulfil the necessary conditions for renewal. For instance, if they fail to submit a project agreement upon request, their license may not be renewed. The other reason may be failing to submit their audit report. Their license will not be renewed until they have had their plans audited and submit the report. For instance, they may not be keen to submit their audit reports if their administrative costs are higher than the legal limit. The other issue relates to adoption agencies. The renewal of licenses for 62 organizations has been delayed pending the results of a study being conducted by the Women, Children and Youth Affairs [Ministry] and the Ministry of Labor and Social Affairs. Now that the study has been concluded, the renewal of licenses is expected to commence shortly. No organization has been denied renewal of license other than for these reasons.

Issues relating to remote areas have also been communicated to the Agency. As such, we believe that the categorization of costs should be re-visited in accordance with local conditions in areas with harsh weather conditions. However, this is something we should not comment on until the relevant instruments have been approved at the appropriate level. Muhaz:-

One alternative is delegating the provision of minor services to a Regional government office. The second is opening branch offices. The most preferred alternative will be determined based on the findings of the study.
Muhaz:- Some claim that since the Proclamation gives the Agency absolute power, it is not possible to resolve issues through dialogue if the Agency was to take an unreasonable measure. What do you say to that? Ato Assefa:- The responsibility of the Agency is implementing the mandate given to it under the Proclamation. It cannot operate outside that mandate. If it does so, the organizations may lodge a compliant with the Board. It should also be noted that there is a representative of Charities and Societies in the Board. A compliant mechanism has been put in place and the Board has been given the mandate to reject or approve their complaints. Anyone not satisfied with the decision of the Board may also take the matter to court. There are even organizations that have successfully reversed the decisions of the Agency through this process. Thus, the Agency does not have absolute power.
Muhaz:- We hear that some organizations have been closed. How many are they? Why were they closed? Did they receive prior warning? Ato Assefa:- There are some organizations that have been closed based on the 6 month performance evaluation. One of these is the

...While some may have faced delays due to failure to submit the necessary documentation, none have been denied renewal of licenses Islamic Research and Cultural Center. At the outset, the Proclamation does not mandate the Agency to register and license religious organizations, ‘ikub’, ‘idir’ and the like. The licese of the indicated cultural center has been revoked since its objective is not charitable. The other organization is an Ethiopian charity named Child Youth, Women Development Organization. While the Proclamation directs the organization to raise 90% of its funding from local sources, it has been established that it has raised 90% of its funds from foreign sources. Moreover, the official of the organization has travelled abroad for a period of 20 months to raise funds without notifying the Agency and the Acting Chief Official has been found to have been engaged in various corrupt and rent seeking activities. As a result, no social section has benefited from the activities of the organization. On the other hand, the body entrusted with the administration of the organization has misappropriated the properties of the organization. The organization has also failed to submit the audit report for the period from 2009 to 2011. For these reasons, the organization’s license has been revoked. One Euro Ethiopia is the other organization whose license has been revoked. The Director of the organization was found to have transferred title ownership of the vehicle purchased by the organization to his name. Moreover, the recruitment of organization employees was found to be unclear. Donors have on various occasions submitted complaints demanding the removal of the official and the organization revision of the Board also pointing to other problems. Accordingly, the official has been removed. We are now in the process of transferring a school administered by the organization to the Oromiya Education Bureau.
On the other hand, Peace and Development Center, Pause Ethiopia and Safe Haven Association have been closed at their own request.
Muhaz:Some sources indicate that around 250 organizations were not able to implement any projects. Could measures be taken to close all of these organizations? Ato Assefa:- Although I am not sure about their numbers, there could be organizations that have not implemented projects. Unless they are able to implement the objectives for which they have been established they may face closure.
Muhaz:- In relatioin to the “70/30”, it is said that more than 2/3rd of the organizations were not able to fulfill the requirements. Is there any truth to these statements? Ato Assefa:- Some may have faced problems due to the nature of the organizations themselves. However, the numbers seem to have been exaggerated. Organizations that have been properly implementing their objectives have not faced any problems from our side.
Muhaz:- What is the Agency doing to strengthen the capacities of Chariteis and Societies? Ato Assefa:- We respond positively to requests for support in relation to capacity building. We facilitate conditions, provide training and organize consultation forums at least twice a year. In cases where the organizations face serious financial limitations, we provide them with permits to organize income generating activities.

የላቸውም፡፡ ይህም በዚህ ስራ ለተሰማራነው በተነሳሽነትና በድፍረት እንዳንጠይቅ ይገድበናል፡፡ ካልታመንክ ለመጠየቅ አትበረታታም፡፡ በኛ በኩልም ችግር አለ፡፡ የአገር ውስጥ ገቢ ለማሰባሰብ በተደራጀ መንገድ ገና አልተንቀሳቀስንም፡፡ ኢትዮጵያ ውስጥ ሀብት አለን ግን አልተጠቀምንበትም፡፡ አቅም ያላቸው እያንዳንቸው አንድ ችግረኛ ድሀ ቢረዱ ከፍተኛ ለውጥ ማምጣት ይቻላል፡፡ በተለይ ተምረው በእውቀታቸውና በሙያቸው በራሳቸውም ሆነ በአገሪቷ ላይ ለውጥ ማምጣት የሚችሉትንና የሚረዳቸው ያጡ የነገ አገር ተረካቢ ህፃናትን አልባሌ ቦታ እንዳይውሉ መደገፍ ተገቢ ነው፡፡ እኛው በኛው ብንረዳዳ መልካም ነው የሚል እምነት አለኝ፡፡ ዓለም ሊያከብረን የሚችለው እርስ በርሳችን መደጋገፍ ስንችል ነው፡፡ ለፈጣሪ፣ ለህሊናም፤ ለአገር ገፅታ ግንባታም መረዳዳት ባህላችን ይሁን።
አቶ ወንድምአገኘሁ ገብረስላሴ የኢትዮጵያ የህግ ባለሙያዎች ማህበር ፕሬዝደንት በጉዳዩ ላይ አስተያየት ለመስጠት የሰዎችን የገቢና ሌሎች ማህበራዊ ሁኔታዎችን ማጥናት ይጠይቃል።ሆኖም ግን የሲቪል ማህበራት ከአገር ውስጥ የሚፈለገውን ያህል ድጋፍ የማያገኙት ስለማይታመኑ አይደለም።ጥርጣሬ ካለ መፍትሔው ድርጅቶቹን አስተማማኝ የሂሳብ አያያዝና የኦዲት ሥርዓት እንዲኖራቸው ማድረግና መቆጣጠር ነው። የኢትዮጵያ ህዝብ የመርዳት ባህል እንዳለው የተለያዩ ማሳያዎችን መጥቀስ ይቻላል። ከአገር ውስጥ ገቢ በማሰባሰብ ዙሪያ እንደችግር ሊጠቀስ የሚችለው ማህበራቱ የተለያዩ የገቢ ማስገኛ ስልቶችን ለመቀየስና አባላቶቻቸውን ለማስተባበር ያላቸው ልምድና የአስተዳደር ብቃት አነስተኛ በመሆኑ ነው። ሌላውና ዋናው ችግር ከታክስ ጋር የተያያዘ ነው። ከታክስ ጋር በተያያዘ በጎ አድራጎት የሚፈቀደው ለተወሰኑ የበጎ አድራጎት እና ማህበራት ስራዎች ብቻ ከመሆኑ ባሻገር ከገንዘባቸው 10% በላይ ድጋፍ ማድረግ እንደማይችሉ ገደብ ተጥሏል።ገደብ የማስቀመጥ ልምድ በሌሎች አገራት ተሞክሮ የሚታይ ቢሆንም የኛ አገር በጣም አነስተኛ ከሚባሉት ውስጥ ነው። በተለይ ለበጎ አድራጎት ድጋፍ ማድረግ የሚቻለው ለተወሰኑ ዘርፎች ብቻ እንዲሆን በህግ መከልከሉ ከአገር ውስጥ ገቢ ለማሰባሰብ ቢፈለግ ረጂዎችን አያበረታታም የሚል እምነት አለኝ።
