WGA GUIDELINES PURPOSE: The purpose of the WGA is to promote interest in women’s golf and to aid in the development of better play through acquired knowledge of the game and its rules while encouraging an attitude of good sportsmanship and fellowship among its players. MEMBERSHIP REQUIREMENT: You must be a Member of Deering Bay Yacht & Country Club with year-round golf access to participate in the WGA. (Full Golf, Young Executive, Corporate Master, Corporate Designee). WGA DUES: A $50.00 annual fee will be charged to your account when you participate in your first WGA event of the season. SEASON: The season is from Opening Day until Closing Day. The Season begins on October 19, 2023 and concludes on May 2, 2024. DAY OF PLAY: Regular weekly play of WGA Events shall be Thursday morning from the red or green tees. Sign-up, starting times, and format will be posted. All events, including major tournaments, shall be played as scheduled in the WGA handbook unless inclement weather forces cancellation or postponement. TEE TIMES: Thursday shotguns tee off at 9:00 AM. Other tournament tee times are determined by the Pro Shop. You may sign up for events online or by calling the Golf Shop at 305-256-2500. If you are unable to play after signing up, please notify the Golf Shop as soon as possible so they can adjust the pairings. All signups for Thursday WGA events must be entered by Wednesday at 5:00pm. Any signups after the fact are not guaranteed a place for the event.

WGA BYLAWS ARTICLE I NAME The name of the organization is the Deering Bay Women’s Golf Association, or the “WGA.” The WGA meets as a group for play on Thursday mornings at 9:00 A.M. ARTICLE II PURPOSE AND GOALS The purpose of the WGA is to promote interest in women’s golf and to aid in the development of better play through acquired knowledge of the game and its rules while encouraging an attitude of good sportsmanship and fellowship among its players. The WGA supports the system of handicap indexes as provided by the Golf Handicap and Information Net-work (GHIN) and requires that players post their scores to their GHIN account for the purpose of maintaining an accurate handicap index. An accurate handicap index makes it possible for players of all skill levels to compete fairly. Members should become familiar with the current Rules of Golf as set out by the USGA, the local rules of Deering Bay Yacht & Country Club and the requirements for competition in various tournaments. ARTICLE III MEMBERSHIP A Full Golf Membership at Deering Bay Yacht & Country Club and a verifiable handicap index are the prerequisites for participation in the WGA. The Season begins each year with a pre-determined opening day in October and concludes with a pre-determined closing day in May. Members are entitled to enter all WGA tournament competitions and the Club Championships. Members are also eligible for the End of Year Awards which are presented at the closing day game and luncheon. Observation of the Club’s dress code for golf members applies to all WGA events. ARTICLE IV DUES A seasonal charge for WGA dues will be billed to the member’s club account at the beginning of the season. This charge may be adjusted as needed per season. Fees for special events will be charged to the member’s club account for participation as events are scheduled. ARTICLE V EXECUTIVE COMMITTEE The WGA Executive Committee consists of a President, Vice President, Secretary, Treasurer and a Special Events Chairman. All are elected from volunteers and voted upon by the Committee currently in office. The term of office is two years for two of the officers that are chosen to remain for purpose of continuity and one year for the other three officers. The WGA is represented by the WGA President who will be present at all Club Golf and Greens Committee meetings. WGA BY-LAWS I. THE EXECUTIVE COMMITTEE consists of a President, Vice President, Secretary, Treasurer and Special Events Chairman with assistance from

the Club’s Director of Golf, who will be present at all scheduled WGA meetings. The committee formulates the policies and general operations of the WGA. The Committee presents requests and recommendations from the WGA membership to the Director of Golf and subsequently to the Club’s Golf and Greens Committee when necessary. Officers are chosen and appointed by nomination and vote within the committee. All discussions at meetings will follow Robert’s Rules of Order. All five Committee members must be present for voting either in person or electronically. A. The President has general supervision of all WGA activities, gives assistance with all events and presides at all meetings of the Committee. The President presents the agenda and directs discussion. B. The Vice President acts in place of the President when necessary and can represent the President in all matters. The Vice President also helps coordinate the agenda and assists the President with meetings. C. The Secretary is responsible for maintaining the roster of all WGA members. The Secretary is also Responsible for the New Members Ambassador Program and will help introduce new members to the Thursday WGA games. The Secretary will monitor registration of all interclub games for participation. D. The Treasurer helps set the budget for all WGA events and works with the Director of Golf to determine the payouts for tournaments as well as weekly games. The Treasurer also works with the Special Events Chairman on the annual Member Guest Invitational budget. The Treasurer will appeal to the Club Board at any time it is necessary to request an increase in the WGA budget. E. The Special Events Chairman is responsible for planning all aspects of the Women’s Annual Member-Guest tournament and any other WGA event as needed or requested II. SPECIAL COMMITTEES A. Special Committees may be formed at the request of the President or the Executive Committee to assist with hosting of special tournaments and events: 1. Member-Member Tournament 2. Match Play Tournament (Individual) 3. Member-Guest Invitational 4. UM Sylvester Comprehensive Cancer Center Tournament/Barbara Gelber Memorial 5. Fall, Winter and Spring special hosted events 6. Social Inter-Club Game (when Deering Bay is the hosting Club) 7. Red Classic - WGA Championship Tournament B. The Special Committees will assist with game formats, gifts, prizes and/or trophies III. WGA GAME DAYS A. Regular weekly play of WGA games will be a 9:00 Thursday morning shotgun. Play will commence from various tees. 1. Announcements and instructions will be given to the group which meets at the driving range before play begins

2. A handbook is published and distributed each season with the schedule of play days, tournaments and special events. 3. Signups, pairings, scorecards and formats will be determined by the Golf Shop. 4. Winners of the day will receive Golf Shop credit . B. Sign up for the Thursday morning game is available online or by calling the Golf Shop at 305-256-2500 1. Signups for Thursday’s game close on Wednesday afternoon at 5:00 PM. A player must call and cancel a Thursday event if they are signed up but cannot play. A no-show delays the start of play and causes inconvenience to everyone. It requires the Golf Staff to make last minute adjustment to the pairings and a re-printing of the day’s scorecards. 2. Conversely, a player must not “show up” on Thursday morning expecting to play without having notified the Golf Shop in advance. This also causes delays with adjustments to scorecards and pairings. IV. PLAYING WITH THE WGA The WGA provides Deering Bay women golfers with a source of instruction,education, information and an opportunity to maximize their golf experience. A. All participants must have an established, verifiable USGA handicap through a GHIN account. The Golf Shop professionals will assist players with establishing a GHIN account if one is needed. B. A maximum handicap of 36 is allowed for competition 1. Participant’s handicap will be adjusted to the format being used for various events and will be represented by dots on the game day scorecard. 2. Some events may be handicapped at less than 100% percent of the participant’s actual handicap according to the format and field of players. C. The most current USGA Rules of Golf will govern all play except where modified by Local Rules or by a special Tournament Committee. Players should be aware of and comply with the rules. Ignorance of any applicable rule does not negate the assessment of penalty strokes when playing. V. MAJOR WGA TOURNAMENTS: Individual Match Play, The Member-Member Tournament: Two Day Ringer Format Stroke Play, The Red Classic WGA Championship: Two Day Stroke (Medal) Play A. COMPETITION REQUIREMENT 1. Competitors for any major tournament must be WGA members. 2. Competitors must have an established and verifiable handicap and have participated in at least two regular WGA games during the current WGA season. B. MATCH PLAY TOURNAMENT REQUIREMENTS 1. Before signing up to play in a match play tournament, it is advised that each participant makes sure they will be available to play on the subsequent day or week allotted in the event that a match is won. 2. Participants will be subject to forfeiture if not able to play within the tournament schedule time frame. There will be no exceptions.

C. TEES PLAYED 1. In tournaments and regular game days, players may choose to play from either RED or GREEN tees. 2. Participants are responsible for notifying the Golf Shop which tees they will be playing. D. HOLE ORDER 1. In the interest of fairness to all competitors, all WGA major tournaments are to be played in hole order beginning with either Hole #1 or Hole #10 as the designated starting hole. To be eligible, all players must tee off with the rest of the field. 2. All competitors must tee off with assigned tee times beginning with the same tee and all must play the course in the same order. 3. A group may “play through” a slower group in competition after first asking for and receiving assistance from the Golf Staff. Participants cannot “skip” a hole and return to play it later. E. PUTTS 1. All putts must be holed in tournament stroke play-or “medal play”. On regular game days, players may use the indictor line on the flagstick to determine a “gimme putt”. 2. In Best Ball events, participants may pick up when their ball will not count for the team score and record what is normally taken on the hole. The maximum allowable score of double bogey plus handicap strokes can only be used if a score of over net par has been reached before holing out. 3. In Match Play when a player concedes a hole, your opponent does not have to putt out. VI. DROP ZONES A. MAJOR TOURNAMENT PLAY 1. A competitor may not advance to use a drop zone unless their has reached the distance of the drop zone. 2. A ball that does not reach a drop zone may be re-teed with a penalty stroke added. B. WGA GAME DAY DROP ZONES 1. Hole #5 Par 3 a. In order to save time, a player may play a provisional ball from the tee when they are unsure if their ball has cleared the hazard. This is due to the mangrove growth that impedes the line of sight from the teeing ground. b. The provisional ball must be declared and identified before playing the stroke. c. The drop zone in front of the red tees may be used with a one stroke penalty added if a player sees that their ball has entered the hazard. d. The ball may be re-teed with a one stroke penalty added. 2. Hole #9 Par 5 a. If a ball is hit into the red hazard at the creek that crosses the fairway, the player has an additional option of advancing across the bridge and using the drop zone with two penalty strokes added. b. The player may not advance to use the drop zone if their ball is hit into the right or left fairway red lateral hazard before reaching the bridge.

3. Hole #13 Par 4 a. If a ball is hit into the pond in front of the sand bunker and green, the player has an additional option of advancing to the drop zone with 2 penalty strokes added. 4. Hole #16 Par 3 a. If a ball is hit into the pond and does not reach the distance of the drop zone, the player may choose to advance to the drop zone with two penalty strokes added. b. If a player hits their shot to the right of the cart path and over the fence, the ball is out of bounds and must be re-teed with one stroke penalty added (stroke and distance penalty). A player cannot advance to the drop zone if their ball was hit out of bounds. G. SCORECARDS AND POSTING FOR HANDICAP ACCURACY 1. Scorecards must be legible, dated, attested and signed before turning them in on game and tournament days. a. Illegible/unsigned/unattested cards will not be accepted for scoring until corrected. b. Please save time and confusion by making sure to record all scores legibly. 2. When playing at times other than with the WGA, members are still required to post their score to their GHIN account for handicap purposes. 3. If playing away from Deering Bay at another course or club, members must post that score to their GHIN 4. Scores must be posted on the day that they are played. 5. A maximum handicap base of 36 is allowed for all events. Depending on the format and field of players, allowable strokes may be adjusted to less than a participant’s playing handicap H. PACE OF PLAY Pace of play is important for enjoyment of the game and compliance is in consideration of fellow players. 1. Players are required to keep pace with the group in front of them. If players find that the group in front of them has advanced and there is now an “open hole” ahead they must increase the pace of play to get back into position. Notify the Golf Shop and ask for assistance if necessary. 2. According to USGA rules, slow play is subject to a penalty which may be assessed at the discretion of the tournament committee. 3. PLAY READY GOLF a. Players are encouraged to safely hit their ball when ready regardless of their distance from the hole. b. In Match Play, the “away” person has the honors to hit first. Any stroke taken out of turn can be recalled unless “ready golf” has been agreed upon by all competitors before play begins. 4. COURSE MANAGEMENT a. Players should park their cart at the farthest exit point of the green before putting out the hole. b. Players should clear the green quickly to maintain pace of play. c. Players should not leave the cart where they must walk back into the fairway from the green to retrieve the cart and advance to the next hole after putting out.

d. Always advance the cart forward after hitting. e. Upon arrival at the next tee, a player should immediately proceed to the teeing ground and hit. V. INTERCLUB SOCIAL GAMES The interclub games provide an excellent opportunity to meet other women golfers and to experience playing various club courses. A. The Deering Bay WGA participates in a friendly season-long social game schedule with other hosting clubs in the area. Players must be Full Golf members and a Deering Bay WGA member to be eligible for interclub games. B. When representing Deering Bay and playing in the social interclub games, all players will be required to wear the Deering Bay team uniform consisting of matching shirts and coordinating pants, shorts or skirt. Shirts can be ordered and purchased from the Golf Shop. 1. A charge to the participant’s Deering Bay account will cover greens fees and lunch at the hosting club. 2. Cash is required for payment of any caddie fees at clubs that require playing with a caddie. 3. Tips to other hosting club staff members cannot be charged to your Deering member account. Please bring cash when attending interclub events. C. Deering Bay does not arrange transportation to the other clubs. VI. CARE OF THE COURSE All players are asked to be considerate in helping to maintain the playing conditions and to not cause damage to the course. A. Sand Bunkers 1. Rake footprints when leaving the bunker and return the rake to the bunker with the handle resting on the grass edge of the bunker and the rake head in the sand. 2. Do not lay the rake perpendicular to the edge of the bunker which may cause a tripping hazard. 3. Do not enter or exit the bunker by climbing up or down the steep walls of the bunker. Doing will break down the structure of the bunker walls and it is also more difficult to rake the deep tracks created in that part of the bunker. 4. Always enter and exit the sand bunkers on the lowest side of the bunker. 5. Never drive the cart close to the fragile edge of a bunker. B. Fairways 1. Please observe the 90 degree rule and return to the cart path to advance to the next shot. 2. Use the cart path as much as possible to prevent wear and tear on the fairways 3.
