Government Panel Session Overview and Participants Melissa L. Lindler, mpa DIRECTOR, OBO, CITY OF COLUMBIA Melissa L. Lindler was selected as the new Director for the Office of Business Opportunities in January 2018. Melissa comes to the City with more than 20 years of experience working for government and non-profit entities. Most recently she served as the Director of District Planning and Outreach for U.S. Congressman James E. Clyburn where she was responsible for assisting constituents with the federal grant making process, funding identification and policy in relation to education, youth and early childhood development. Her additional experience includes positions as an Assistant Vice President/Director of Development for South Carolina State University and as an Education Associate at the State Department of Education where she managed the Youth Court pilot initiative. Lindler is a graduate of the University of South Carolina with a Bachelor of Arts in Political Science and a Master of Public Administration. Michele Abraham DIRECTOR, SOUTH CAROLINA SMALL BUSINESS DEVELOPMENT CENTERS Michele Abraham has served as the state director of the South Carolina Small Business Development Centers (SC SBDC) since 2010. Prior to that she also served as the director for the Ohio SBDC. During her career, Michele has worked in large and small organizations in both public and private sectors. She has served in many functional roles up through senior management, mostly in advanced materials for aerospace/aviation and automotive industries. Her entrepreneurial spirit led her to founding and operating two successful businesses of her own, including consulting with companies on business expansion, diversification and technology commercialization. Greg Q. Davis DIRECTOR, MINORITY AND SMALL BUSINESS AFFAIRS, SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION Greg Davis serves as Director of Minority and Small Business Affairs for the South Carolina Department of Transportation (SCDOT), where he leads a team of professionals who seek to enhance equal opportunities through contracting, small business development, workforce development and monitoring. Davis joined the SCDOT after serving as Small Business Development Manager for the South Carolina Department of Commerce and Project Director for the Minority Business Development Agency of SC (a division of the US Department of Commerce). Government Panel Session Overview and Participants PamEla Green DIRECTOR, SOUTH CAROLINA DIVISION, SMALL AND MINORITY BUSINESS CONTRACTING AND CERTIFICATION Pam Green serves as Director of the South Carolina Office of Small and Minority Business Contracting and Certification. In this role, she connects small, minority and womenowned businesses with State contracting and procurement opportunities via the State’s certification program, training, individual consultations, and business forums. She works with over one hundred State agencies to implement and monitor contracting activities with minority businesses in accordance with applicable policies, laws and regulations. Ms. Green brings more than 25 years of financial services and business development experience and knowledge to the position. Richard “Gregg” White DISTRICT DIRECTOR, SOUTH CAROLINA DISTRICT, U.S. SMALL BUSINESS ADMINISTRATION Gregg White was appointed District Director of the U.S. Small Business Administration’s South Carolina District Office in September 2017. He is responsible for overseeing the implementation and the delivery of agency programs ranging from capital access assistance, small business counseling, business development programs, and overall leadership. Gregg began his career in federal service in 1984 as a Community and Business Loan Specialist. After serving 15 years with the United States Department of Agriculture, he transitioned to the SBA as a Finance Division/Portfolio Management Chief. In 2004, he returned to the USDA as a Business and Cooperative Director. In 2012, Gregg returned to the SBA as a Lead Lender Relations Specialist. Later he was promoted to Deputy District Director. Gregg graduated from Clemson University with a Bachelor of Science Degree in Administrative Management and a diploma from Eau Claire High. He has been in lending for over 35 years in both the private and public sectors. Also, he has owned his own real estate, construction, tax service, rental service and landscaping businesses. COMMERCIAL LENDING & FAÇADE IMPROVEMENT PROGRAM
The Commercial Revolving Loan funds available through OBO provide financial assistance to start-up and existing businesses for expansion, creation, the retention of jobs, and assistance in the redevelopment of commercial corridors within the City. Our Façade Improvement Program aims to improve the appearance of businesses along the corridors throughout the City that are significantly deteriorated.
TECHNICAL ASSISTANCE, EDUCATION & ADVOCACY
Provides business development assistance and courses for start-ups and existing businesses looking to expand and grow on various topics including: marketing, use of social media, business plan development, finances, legal issues, and more.
CONTRACTOR & SUPPLIER DIVERSITY
Provides training and support for city initiatives designed to increase local contractor’s capacity to compete for government contracts and other procurement opportunities. We are also responsible for the implementation of the City’s Disparity Study Goals and Objectives. Programs include: Sub-Contractor Outreach; Mentor Protégé; Local Business Enterprise; Columbia Disadvantage Business Enterprise; and Construction Management Training.
