The first-ever Art in the Park in the Dark will occur from 6 to 10 p.m., Saturday, April 15, at Demuth Park, on Mesquite
Avenue between the Pickleball courts and the playground. The event is part of World Art Day in honor of Leonardo da Vinci’s birthday. Art in the
Park in the Dark is the 6-10 p.m. part of the World Art Day Festival, taking place at Demuth Park with lots of hands-on art activities from 3 to 6 p.m., produced by the City of Palm Springs Parks and Recreation Department.
The evening portion will be filled with lasers, lighted bikes, flaggers, interactive glow art, and live painting. It is also very hands-on.
The entire day of events is FREE and appropriate for all ages.
“This started a few months ago when I applied for the Art Is Everywhere Neighborhood Grant from the PS Arts Commission to get some picnic tables painted in my park,” said

Big Grant for kids from Desert Health Care District
The Dr. Carreon Foundation and Local elected offices gathered at the REVEL Independent Living facility to celebrate the 2023 scholarship program. The event also announced a $50,000 grant to the Dr. Carreon Foundation. The considerable donation came from the Desert Health Care District and was presented by Dr. Carmina Zavala.
Local Mayors and Council members were also awarded for their service to the community and the areas they serve. In attendance from Desert Hot Springs were: Mayor Scott Matas, Council Members Jan Pye, and Russell
Betts. Mayor Kathleen Kelly and Council Member Jan Harnik from Palm Desert.
Council Member \Glenn Miller from Indio and Council Member John Pena from La Quinta. Executive Director Ricardo Loretta of the Dr. Carreon Foundation announced the $50,000 grant and the awards given to our local officials.
The Dr. Carreon Foundations’ mission is to provide educational opportunities for underprivileged youth in the Eastern Inland Empire. The Foundation has awarded nearly 2 million dollars to over 800 students who have attended colleges and universities all over the U.S. The foundation hopes to create leaders in the future.
U2 Returns with New Documentary, ‘Songs Of Surrender’ Box Set

“Bono & The Edge: A Sort of Homecoming with Dave Letterman” doesn’t begin to tell U2’s full story, but watching the documentary is certainly time well spent.
You don’t have to be a fan of U2 to love the new documentary “Bono & The Edge: A Sort of Homecoming with Dave Letterman,” but it certainly doesn’t hurt.
The new TV special (available on Disney+) is a wonderful Morgan Nevilledirected film that somehow blends history, humor, love, friendship and palpable charm along with truly glorious music into a fast-moving special that obviously promotes U2’s newly-released Songs of Surrender — which features 40 mostly-reworked songs from the group — while ultimately reminding the world why the Irish quartet is one of rock’s great and enduring voices.
“We wanted to strip away the artifice that inevitably emerges after you’ve been
around this long,” Bono says early in the documentary. Although drummer Larry Mullen Jr. and bassist Adam Clayton do not appear in the documentary — Mullen was recovering from surgery while Clayton was busy making an “art film” according to Bono — the special does provide entertaining insight into the band’s singular career stretching back to their roots as students at Mount Temple Comprehensive School in Dublin where they met in the late 1970s. In addition to Letterman’s colorful travels about Dublin and his insightful discussions with Bono and The Edge, there are also interviews with Irish artists including Glen Hansard, producer/U2 collaborator Jimmy Iovine and others to add additional perspective on U2.
Some of the highlights of the film include several performances at the Ambassador Theatre in Dublin, including kicking off with a reworked musical reading of “Vertigo.” Toward the end of the special, Bono and The Edge gather with musical friends — including Imelda May, Dermot Kennedy and the aforementioned Hansard — in a pub to perform a casual singalong that will connect with anyone who has ever been to Ireland or an Irish pub on this side of the Atlantic. The film ends with a new track, “Forty Foot Man,” a wonderful song inspired by Letterman’s visit to a notable south Dublin swimming location where the 75-year-old talk show host donned a wetsuit and dove into the freezing

‘Songs Of Surrender’

WALK - The park’s permanent artworks, the freshly painted tables and benches, local artists’ pop-up booths, light installations, creatively solar-lit booths, vendors, and live performances by flaggers spinning UV reactive fabrics will make up the Night Gallery Art Walk.
BE THE LIGHT - The events are at the remarkably dark end of the park between the pickleball courts and the playground, so we beckon guests to bring a blacklight flashlight for maximum fun and to see all the UV art. Wear a black or white T-shirt and become a canvas for artistic creations.
LIGHT INSTALLATIONS
- Artists, groups, neighbors, and galleries are invited to make light-based, temporary installations to add to the fun. Volunteers will help you hang your light art gently on the limbs of the trees around the grounds as long as you do no damage.
SEE IN THE DARK - 300 attendees will get a free, small, blacklight flashlight to see all the hidden treasures of art and nature in the park. Flashlights of all kinds are encouraged.
ALL DAY TUNES - DJ Galaxy will thread the daytime

Bank Collapses Highlight Alternative Structure of Credit Unions
By Desert Star StaffThe collapse of two banks has put the U.S. financial sector into focus this week.
Some are considering the alternative structures of institutions like credit unions. For example, troy Stang is the president and CEO of the GoWest Credit Union Association, representing more than 300 credit unions in Oregon and five other states.
He said tumult in the financial market historically generates interest in the local structure of credit unions.
“Whether it was with the dot-com bust or with the activities that led up
to the Great Recession,” said Stang, “consumers at their kitchen tables started having these conversations more intentionally about who is it that we do our financial services with?”
Silicon Valley Bank’s collapse is the secondlargest bank collapse in U.S. history. The Federal Deposit Insurance Corporation has stepped in to get depositors their money.
Stang noted that the National Share Insurance Fund administered by the National Credit Union Administration is the equivalent regulator for his institutions and is paid for by the credit union system.
Stang said credit unions are not-for-profit and member-owned.
“We’re not accountable to Wall Street investors,” said Stang. “We’re not accountable to other forces outside of our membership. And so it’s a
much different model.”
Stang said many credit unions in his association had spent the last week reassuring customers and noting differences in their institutions’
structure from others.
He added that a robust financial system is essential for consumers, regardless of which institution they bank with.

Getting Board Meetings In Order
By Kelly G. Richardson, Esq. CCALUnruly board meetings may be the most discouraging part of HOA living. Mature homeowners avoid such meetings, managers fear such meetings, and directors cannot even discuss the agenda without interruptions. When normal manners and courtesies are abandoned, meetings end in frustration. Directors are discouraged that they cannot deliberate (consequently tempted to do so instead in closed session), and observers are discouraged not only from attending meetings, let alone volunteering. Here are eight tips to improve board meetings.
Meeting room setup. Avoid setting up the board table so that all directors sit facing the audience and not each other. That sends two bad messages at once - that the board is talking to the audience but not each other. Adjust tables so directors can better face each other, in a “C” shape with the open end facing the audience.
Disorderly open forum. Directors should not talk during open forum. If a director interrupts someone’s open forum remarks, it can seem fair to that person that they can interrupt board deliberations. Directors and managers should listen attentively to open forum remarks and save any responses to questions or comments until open forum ends. If the board desires
further member input on an issue during the meeting, the board can re-open open forum on that issue.
Stay on target. Nonurgent matters can only be discussed after posting them on the agenda four days before the meeting. Directors need to be disciplined and focus on the agenda instead of topics that come to mind. When the discussion strays off topic, the chair or any director should politely object and request a return to the motion at hand. Avoid discussing a new motion until the pending motion is resolved. Avoid lengthy meetings. Overly long meetings lead to tired and cranky attendees. Energy and focus both decrease as the length increases, raising the chances of unfocused discussions and poor decisions. Avoid overly ambitious agendas and insist that directors read all meeting materials in advance. Limit repetitive and excessive argumentation by moving to close debate and vote when everyone’s position has become clear.
Don’t ignore disruption. Some owners or directors cannot control themselves and continually talk over others, interrupt, or otherwise interject themselves in a disruptive way into meetings. Support your chair’s reasonable judgment in reining in misbehavior. There are many possible measures including warning the violator, asking for a vote to censure, or even ejecting
the disruptive participant. Allow disagreement. Build an environment in which disagreement is not viewed as disloyalty. There is nothing wrong with a “nay” vote if one believes that vote is in the association’s best interests. There is also nothing wrong with a 3 to 2 vote, which is just as binding as a unanimous 5 to 0 vote. Pressure to achieve unanimity increases the likelihood of tension as dissenters feel that pressure and the majority feels frustrated because they cannot get consensus. So, debates run too long, or tempers get short… or both.
Meeting rules and Code of Conduct. All but the smallest associations should have meeting and board conduct rules, describing meeting procedures but also establishing standards of conduct which are expected
from directors and audience.

Feds OK CA Plan to Pre-Enroll Incarcerated People in Medi-Cal
By Desert Star StaffCalifornia will soon become the first state in the nation to offer health insurance to income-eligible incarcerated individuals - starting 90 days before their release. The feds agreed to match funds spent on Medi-Cal or CHIP for people leaving jail, prison, or juvenile correctional facilities.
Hagar Dickman, senior attorney at the nonprofit Justice in Aging, said it is in everyone’s interest to set justice-involved people up for success.
“The idea is to ensure that people are connected with services before their release, and individuals with mental health needs and substance abuse disorder also can have their medication given to them before the release,” Dickman said.
Previously the feds would only reimburse the state’s
Medi-Cal expenses for people upon their release. In addition, the state passed a law last fall that suspended people’s Medi-Cal instead of terminating it while incarcerated. So now their status will be reactivated without them having to reapply.
This is not just a health initiative; it’s an equity initiative - since a disproportionate number of people of color face incarceration, Dickman said. And it puts people on firmer footing as they re-enter society.
“This is an important way to combat the significant effects of mental illness, mental health issues, and substance abuse in the jails, particularly in light of both high rates of homelessness and suicide and overdose as people are released,” she said.
The move is part of the larger project called Cal AIM.

Free Weekly Events Will Showcase Restoration Plans
By Desert Star Staff PALM SPRINGS, CA– March 17, 2023: The Palm Springs Plaza Theatre Foundation announced that it would hold free Open House events at the theatre to display plans and renderings of the renovations to the historic building. The informal Open House events will occur every Tuesday from 7 – 8 pm March 22 through June 6 at the Theatre at 128 S. Palm Canyon Drive in Palm Springs. Foundation board members and other volunteers will greet attendees and answer questions about the project. These free weekly
events provide attendees with an opportunity to see firsthand the restoration plans for the iconic building as it enters its Next Act.
Reservations are unnecessary, and the possibilities are free and open to the public.
During the events, attendees will get a sneak peek at the exciting restoration plans created by Architectural Resources Group (ARG), the firm selected by the Foundation and the City of Palm Springs.
Architectural Resources Group has completed several theaters and other historical projects of similar scope, including the New Mission Theater in San
Francisco and The Alameda Theater. In addition, it has an Architectural Conservator on board who will be instrumental in restoring the Plaza Theatre.
“These open house events will provide an opportunity for anyone, especially those who have never had the chance to be inside the theatre before, to find out more about what it will take to bring this landmark back to its former glory,” said Foundation President J.R. Roberts. “As the theatre enters its final fundraising phase, it is important for all community members to see what exciting plans we have in store. The
valley needs venues like the Plaza Theatre that are accessible and affordable for everyone.”
When restored, the Plaza Theatre will be an affordable community venue showcasing diverse programming for all people, and local youth organizations, promoting multicultural programming in film, music, live theater, education, comedy, and entertainment for all. It will also support and serve nonprofit organizations like the Palm Springs International Film Festival, ONE-PS, Modernism Week, and others.
The Foundation board was formed in response to a $5 million challenge grant from David Lee to support the restoration effort. Along with
other smaller donations, an anonymous donor pledged $2 million. Recently, the foundation board secured an additional $2 million from the City of Palm Springs, $2.5 million from the State of California, and $1 million in matching funds from Oak View Group (OVG), the owners and operators of Acrisure Arena. In addition, designer Trina Turk donated $200,000 to the OVG matching funds challenge. The fundraising goal for the project is $16 million needed to restore the building to its original splendor and update it to meet the access, technology, and equity needs of today and tomorrow. Grants Return for LGBTQ+ and Ally Restaurants, Cafes, and Bars

For a second year, LGBTQ+-owned and Allyowned restaurants, cafes, and bars serving food can once again gain some valuable assistance from the ongoing partnership formed by the National LGBT Chamber of Commerce (NGLCC), Grubhub, a leading U.S. food-ordering and delivery marketplace, and the Desert Business Association (DBA), the Coachella Valley’s LGBTQ Chamber of Commerce.
Today, the application period they opened for the NGLCC Community Impact Grant Program was made possible by a grant from the Grubhub Community Fund. The gifts are expected to range from $10,000 to $25,000, and funds can be used for things like
updating/purchasing new equipment, marketing, PR services, employee development, and updating current infrastructure.
“Last year’s program provided over $80,000 in grants to local businesses to help them emerge from the pandemic,” said DBA’s Executive Director David Powell. “With an even broader scope of opportunities for grant use this year, our goal is to at least double that amount.”
Coachella Valley and Riverside County-based restaurants, cafes, and bars that serve food, and are owned by LGBTQ+ or Allied persons, are encouraged to submit a grant application, which will close on Wednesday, April 5, 2023. Marines to help clean up DHSHS
By Rev. Jackie Devereaux Desert Hot Springs, Calif. - 29 Palms Marine BaseSoldiers will help the Desert Hot Springs Beautification Committee clean up a local high school on Saturday, March 25. Marines from the base will arrive at Desert Hot Springs High School starting at 8:00 a.m. to pick up trash, sweep sidewalks, rake leaves, and remove rubbish from the school campus and its perimeter.
“We are so excited that the Marines have stepped up to the plate to help the schools in our community,” said James Nindel, co-chair of the DHS Beautification Committee. This is the second school the Marines have helped out in our community - Two Bunch Palms Elementary School was the first school.
DHSHS has a Junior ROTC program, and the Marines look forward to interacting with the students from that program. Base Academic Director Daniel W. Belew, who is also a Space & Propagation Engineering Officer, said” “this gives the JROTC students a chance to talk to some Marines that have recently completed Boot Camp and are training in a very technologically advanced Primary MOS (job skill). Most JROTC and Poolees only hear about infantry, artillery, etc.”
The Marines, high school students, parents, teachers, and volunteers will start work at 8:00 a.m. The public is invited to come and work alongside the Marines. DHS Mayor Scott Matas will be there along with other city leaders. Refreshments will be provided.

For seven former POWs and California residents, the answer to that question is revealed in a profoundly moving historical account of seven strangers who will forever be connected through acts of war but, more importantly, through individual acts of courage.
“Courage” is a new film produced by filmmaker Bill Lowe (BillLowe.org), focusing on the personal stories of seven former prisoners. The backdrop: two prisoners were just young boys, one taken by the Japanese,
the other by German forces, and held for over three years during World War II in the Philippines and Europe. Five other POWs also endured unspeakable treatment inside Vietnam’s notorious prison, Hòa Lò, “Hanoi Hilton.” The Former POWs, Tom Speir Crosby, Louis De Beer, Jose Astorga, Henry James Bedinger, Art Neil Black, Captain Jack Ensch, and Lewis Meyer, share their stories in this heartbreaking and riveting film.
The film teaches how the human spirit endures, no matter the circumstances and the powerful bonds borne from bondage. These individual perspectives not only give the viewer insight into a historical
moment in time, but each individual’s response to terror gives us a glimpse into our grit, determination, fears, and how the human spirit can triumph over the gravest circumstances. Furthermore, these perspectives help ensure younger generations understand the hardships these men and women endured and what we can learn from the tools they used to survive,

Readies for District-Wide Art Show

Students Speak Through the Arts Exhibition featuring the Desert Sands Unified School District students. The exhibition opening is on Tuesday, April
4, from 4:00-6:00 pm at the District Education Center. The exhibition will run through the early months of the 20232024 school year and be displayed throughout the building and the adjacent building. The first district-wide art exhibition was held last school year. Our generous sponsors, including members of the Artists Council, the
La Quinta Arts Foundation, and the Desert Sands Educational Foundation, have funded both exhibitions. Dance performances by the Nickerson-Rossi Dance Company and studentperformed music will be featured. Refreshments will be served. The event is free and open to the public.

Theatre 29 is Seeking Director’s Submissions for the 2023-24 Season
Theatre 29 is beginning to select plays, comedies, dramas, musicals, cabarets, and specialty productions for their 2023-24 season.
By Desert Star StaffArea theatrical directors are being invited to submit suggested plays for consideration. The Theatre 29 Play Selection Committee requests prospective Directors to submit two titles to allow flexibility in forming a well-balanced season. Directors are also encouraged to present both musical and non-musical titles. Directors can request a particular time slot or slots but are not guaranteed that their requested time frame will be available.
2023 is the 24th year of operation for Theatre 29. The Theatre 29 play selection committee, under the Chairmanship of Cindy Daigneault, will review all requests and submit a recommended 2023-24 season line-up to the Board of Directors for review; the full Board will make the final determination on what shows are selected.
Directors submitting for the 2023-24 season must submit a script and an estimation of the show’s budget, including
at least estimated royalties and script costs.
Directors submitting for the first time to Theatre 29 are asked to include a directorial resume or biography of the candidate’s theatrical background.
It is strongly suggested that first-time Directors have an Assistant Director accustomed to the Theatre 29 organization and culture. Directors will be required to adhere to the Theatre 29 Code of Conduct. The Play Selection Committee reserves the right to demand and verify additional directorial qualifications on a case-by-case basis.
Theatre 29 is an allvolunteer Non-Profit Community theater that operates as an independent 501(c) 3 tax-exempt organization. All Directors, Performers, backstage crew, and theatre staff are unpaid volunteers. Musicals are allowed a stipend budget for musicians if needed.
Theatre 29 will present five productions plus a Summer Youth Theater program during the 2023-
24 season. Musicals will run nine performances over a three-week run (three performances, Friday, Saturday, and Sunday each weekend) with allowance to extend the run another holdover weekend. NonMusicals will run nine versions in a three-week run: Friday, Saturday evenings, and Sunday matinees. Each play will run Friday and Saturday evenings at 7:00 pm and Sunday at 2:30 pm. The schedule allows for a minimum sevenweek rehearsal cycle. All shows are produced at the Theatre 29 complex at 73637 Sullivan Road in the City of Twentynine Palms.
