Sarah Meeks is the official nominee for the office of District Governor The Division Lt Governors, running unopposed are: Ana Tampana, Suwanee Division; Steve Mozley, Western Division; Maria Steadwell, Goldcoast Division; Michael Scott, Southern Division; Ruby Peet, Bahamas Division; and Louise Boyd, Spacecoast Division There were no announced candidates for the Central Division Frank Houle was declared the nominee for the Northeastern Division. (His opposition has since removed her name for consideration.)

Sarah also has been active i n participating i n and presenting educational sessions here inDistrict as well as four other districts withi n our region She is currently serving on the Region VII I leadership committee for a two year period She has been active i n regional activities since joining i n 1980

Our District Governor candidate, Sarah, has a professional background i n business and management i n newspaper media, i n both the editorial and advertising departments She also has an accounting background within management and her experiences enable her to understand proper procedures, teamwork, professionalism and leadership responsibilities

Having served in every club office, as Area 7 Governor, Northeast Division Governor, District 47 Treasurer and Speakers Bureau Chairman, I have learned that every leadership opportunity withi n Toastmasters is an opportunity for personal growth and achievement Wit h your support I seek to continue that growth

As a Manager for CSX Transportation, part of m y job responsibilities include providing quality assurance and training for our employees and customers

I am working towards a Masters Degree i n Huma n Resource Development, which has included heavy training i n curriculum development and education. (Teaching teachers to teach.)

I believe one of the greatest benefits of the Toastmasters experience is the educational programs The

Abridged Report on Board of Directors Meeting, February 14-16,1990 at Balboa Bay Club, Newport Beach, CA:

A new Success /Leadership module, "From Speaker to Trainer" was introduced

Two hundred new Clubs were chartered in the first half of the year The third club in the Soviet Union has been chartered. A new Club in Morocco and a second Club i n Bahrain shows that we are truly an International organization

A t the half-way point of the District year, 40 of the 70 Districts have the number of active Clubs needed to reach their Distinguished District goals (NOTE: We are still shy of our goals Let us be a part of the forty and not seventy Still time to do it.)

New headquarters building at the Rancho Santa Margarita site is going full steam ahead (NOTE: If you get to California, be sure and visit Headquarters.)

The Executive Committee is considering producing District directories at World Headquarters

Yearly per capita payments was not approved or recommended

Headquarters discussed proposal to produce a videotape demonstrating the elements of a successful Club meeting

The report of the PAR Committee (Policy and Administrative Review Committee) covered the complaints against several Clubs which restrict their membership to males and females only. The WHERAS's are too many to state here, but there is, in the Bylaws of Toastmasters International the following statements:

Bylaws of T I and Standard Club Bylaws provide that AN Y person at least 18 years of age is eligible for membership in a Toastmasters Club;

No charter shall be issued to any group desiring to restrict its membership to males or females only;

Any club whose Bylaws restrict membership on the basis of sex shall forthwith either eliminate that restriction or surrender its charter;

Not applicable in respect to any Club situated i n a country whose laws or customs prohibit the inclusion of both men and women in member organizations

Recommended that the Division Council include but not be limited to: Div Lt Gov.; Asst Div Lt Gov. Education; Asst Div Lt Gov. Administration; and Area Governors of the Division

Recommended that Division Lt. Governor of the Year be included i n the Toastmasters International Hall of Fame beginning in August 1991.

Recommended that Membership Cards no longer be sent to the Clubs, but be included i n the Catalog for those Clubs wishing to purchase same

TALL TALES CONTEST RULES

These rules apply to all Tall Tales speech contests

1. PURPOSE

A. To provide an opportunity for speakers to improve their speaking abilities

B. To provide an opportunity to learn by observing the more proficient speakers who have benefited from their Toastmasters training

C. To provide participants with the opportunity to create an original, highly improbable, humorous tale

2 ELIGIBILITY

A All Toastmasters who are members in good standing, in a club in good standing, are eligible to compete.

B The following are ineligible to compete in this contest: incumbent international officers and directors; district officers (governor, any lieutenant governor, area governor, secretary or treasurer) whose terms expire June 30; international officer and director candidates; immediate past district governors; district officers or announced candidates for the term beginning July 1

C. A Toastmaster who is a member in good standing in more than one club and who meets all other eligibility requirements may compete in each club contest in which he or she is a member However, should he/she win more than one, he/she can represent only one of them at any level beyond the club. No Toastmaster can compete in more than one area contest... even if the two areas are in different divisions or different districts

3. SPEECH PREPARATION

A The subject for the Tall Tales speech shall be selected by the contestant.

B Contestants must prepare their own speech, which must be substantially original Any quoted material must be so identified during the speech presentation.

C. The speech must be of a highly exaggerated, improbable nature and have a theme or plot Humor and props may be used to support or illustrate the speech

GENERAL PROCEDURE

A A contest chairman, chief judge, at least five judges, two counters and two timers are appointed. These appointments will be as far as is practical at club level, but required for area through to district and regional levels of this contest.

B Before the contest, contestants are briefed on the rules by the contest chairman. Judges, counters and timers are briefed on their duties by the chief judge Contestants will then draw for their speaking position with the contest chairman

C If a contestant is absent from the briefing, the alternate speaker, if present, may be included in place of the primary contestant. During the meeting when the Presiding Officer introduces the Toastmaster for the contest to begin the contest, if the primary contestant has not arrived, he/she is disqualified and the alternate officially becomes the contestant. Where the primary contestant arrives and makes his/her presence known to the Toastmaster with all required paperwork in good order prior to the introduction, and missed the briefing, he/she shall not be disqualified and may speak in the order his/her name was drawn, but waives the opportunity for a briefing

D There will be a one minute interval between contestants during which the judges will mark their ballots.

E. Contestants may remain throughput the duration of the contest, in the same room

5. TIMING

A All speeches shall be from two to three minutes Contestants who speak less than one minute and 30 seconds, or more than three minutes and 30 seconds will be disqualified.

B. Time will begin with the first word uttered by the contestant However, should the contestant engage in definite verbal or nonverbal communication with the audience (including the playing of musk or other sound effects, a staged act by another person, etc.) prior to reaching the speaking position and uttering the first word of the speech, the timer must activate the timing device at that point If this results in the speaker going overtime, he or she will be disqualified

The green light will be turned on at two minutes and remain on for 30 seconds The amber light will be turned on at two minutes and 30 seconds and remain on for 30 seconds The red light will be turned on at three minutes and remain on until the speech is concluded No audible device, such as a buzzer, shall be used for the overtime period.

C Disqualifications for reason of time may be announced, at the discretion of the contest chairman, although it is not recommended.

6. WINNERS

A third place winner (if wanted), second place winner, and first place winner will be announced

7 CONTEST SCHEDULE

Districts conducting Tall Tales Contests should announce the date of the district contest and establish dates by which the division, area and club contests must be completed.

PROXIES! PROXIES Proxies Are Important

The Official Toastmasters International Credential or Proxy Certificate wil l have been mailed to club presidents of record on March 15 Alert clubs about this mailing! Yearly, districts spend an inordinate period of time chasing after proxies Ensure that club officer lists are current and in order Send all corrections to WHQ

Alert Club Presidents in every way possible that proxies must be sent to the District Governor

If the President or Educational Vice President are unable to attend the Region or Interna-

tional Conventions, a delegate from the club may then request the Clubs' proxies so that these may be used to vote at the conventions

If club presidents claim not to have received a proxy, describe it to them to see if they discarded it by accident.

If it is necessary to contact WH Q for a duplicate proxy, before doing so, verify you , have the correct person and address. Note: WH Q can send only one duplicate proxy

Help your district avoid the annual proxy chase

If your address changes, please send the change to Toastmasters International We use their mailing labels and it's not possible for us to retrieve a single label for change of address
