Ilang linggong kasayahan sa Plazuela, mga artista at musikerong mula sa kamaynilaan ang dumating upang aliwin ang mga mamamayan ng siyudad. Sa mismong kapistahan, dagsa ang mga tao sa mga pangunahing kalsada lalo na sa kahabaan ng Tañedo na tila sumalubong sa Santo Papa sa dami ng tao. Muling nakadama ng kasiyahan ang mga mamamayan na dumalo sa kapistahan nang makakita ng mga artistang kanilang iniidolo sa mga pelikula at telebisyon na tanging sa ganitong pagkakataon lamang nila nararanasan. Sa huling yugto ng pagdiriwang ay ang pagaaliw ng mga balik-bayan na sadyang umuuwi sa ganitong panahon upang makiisa sa Ballroom dancing. Tunay ngang bumalik ang Saya at Sigla sa Siyudad ng Tarlac. Paano naman si Vice Mayor Ann Belmonte? umaasa na ang pobre na siyang kukuning running mate ni VY dahil incumbent nga naman siya! Tuloy ang tahimik na hidwaan nina Vice Mayor Belmonte at BM Cristy Angeles ay lalong lumalala. Sa ngayon ay tiyak na ang plano ni Mayor Manalang na tatapusin nito ang kanyang termino bilang alkalde. Siya ang makakatapat ni Gov Vic sa 2016 mayoralty post. Ang sabi ng mga supporters ng magkabilang panig, maganda raw ang labanang ito dahil babaha ng pera, dahil tiyak na bubunot ang magkabilang panig upang manalo.. Sa Governatorial Post naman, ang tiyak na maglalaban ay sina Congressman Henry Cojuangco at dating Governor Tingting Cojuangco.. RESOLUTION NO. 206 WHEREAS, the State recognizes the right of the people to health and seeks to protect and promote that right; WHEREAS, barangay health workers or BHWs are the cornerstone of primary health care services of any local government unit; WHEREAS, the State, recognizing their invaluable role and contribution, passed Republic Act No. 7883 or the Barangay Health Workers’ Incentives and Benefits of 1995; WHEREAS, it is a solemn mandate of the SangguniangPanlungsod pursuant to the general welfare clause embodied in Section 16 of Republic Act No. 7160 (The Local Government Code of 1991) and by virtue of the powers granted to the Sanggunian as the legislative arm of the City, to enact ordinances that are relevant and meaningful to the constituents. NOW THEREFORE, on motion of Councilor Maria Antonette I. Belmonte, duly seconded; RESOLVED, that the SangguniangPanglunsod of Tarlac, hereby, promulgates and enacts;
a.) “Barangay Health Aide” or “BHA” – refers to a person who has undergone training programs under any accredited government and nongovernment organization and who voluntarily renders primary health care services but is not a registered or accredited Barangay Health Worker in accordance with Implementing Rules and Regulations of Republic Act. No. 7883. b.) “Barangay Health Worker” or “BHW” – refers to a person who has undergone training under any accredited government and nongovernment organization and who voluntarily renders primary health care services in the community, who may be registered or accredited in accordance with the IRR of Republic Act No. 7883 c.) “R.A. 7883” – refers to Republic Act No. 7883 or the Barangay Health Workers’ Benefits and Incentives Act of 1995 and its provisions. SECTION 4.Declaration of Policy. The Tarlac City Barangay Health Workers Ordinance declares the following as its guiding principles. a.) The City Government shall implement the provisions of Republic Act No. 7883 and shall be guided by implementing rules and issuances by the appropriate agencies such as the Department of Health. b.) Although they are not employees of the local government and are serving on a purely voluntary basis, the City Government shall promote the welfare of barangay health workers and recognize their contributions through incentives and rewards.
CITY ORDINANCE NO. 015-14 AN ORDINANCE PROVIDING FOR ADDITIONAL INCENTIVES TO BARANGAY HEALTH WORKERS AND APPROPRIATING FUNDS FOR THE PURPOSE Author: Councilor Maria Antonette I. Belmonte Chairman, Committee on Health & Sanitation Be I ordained by authority of the SangguniangPanlungsod of Tarlac that: SECTION 1.Short Title. This Ordinance shall be known as the “Tarlac City Barangay Health Workers (BHW) Ordinance of 2014”. SECTION 2.Coverage. c.) The City Government shall provide for a rational. Merits-based system for the granting of additional incentives and benefits to barangay health workers. SECTION 5.Construction and Interpretation. The words and terms used in this Ordinance shall be interpreted in their general, ordinary and accepted sense unless otherwise defined in Section 3. Interpretation of the provisions of this Ordinance shall be construed as the most consistent with the policy and objectives of this Ordinances. SECTION 6.Qualifications of a Barangay Health Worker. The qualifications and duties of a barangay health worker shall be in accordance with the Implementing Rules and Regulations of RA 7883 and any other related issuances of the Department of Health (DOH) These are:
A. For a registered BHW: 1. Has completed the DOH basic training course for BHWs conducted by an accredited government agency or NGO; 2. Be at least eighteen (18) years of age as of the date of the filing of the application for registration; 3. Has rendered voluntary primary health care services for at least one (1) year immediately preceding the date of filing of application for registration in his/her barangay as certified by the Rural Health Midwife (RHM) assigned to his/her barangay, or by a duly authorized representative of an NGO operating in the barangay in the barangay who has knowledge about the BHW’s performance by the head of his/her BHWA ; and, 4. Be physically and mentally fit; and, 5. Other qualifications as may be provided in DOH issuances pertaining to the registration of BHWs. B. For an accredited BHW: 1. Registered and meets the requirements for a registered BHW, provided by the IRR or RA 7883, as stated above; 2. Has actively rendered voluntary primary health care services in his/her locality for at least three (3) years immediately prior to the filing of his/her application for accreditation; and, 3. Other qualifications as may be provided in DOH issuances pertaining to the registration of BHWs. SECTION 7.Registration and Accreditation of a Barangay Health Worker. The registration and Rules and Regulations of RA 7883 and other related issuances by the DOH. The limitations on registration of BHWs which shall not exceed one percent (1%) of the city shall be observed. However, should the total number exceed one percent (1%), priority for registration shall be based on the need of the community for BHW services. SECTION 8.Incentives and Benefits of Barangay Health Workers under R.A. 7883; Implementation. The City hereby deems it beneficial and appropriate to reward and recognize the efforts and hard work of BHWs through additional incentives and benefits for qualified BHWs. Existing incentives and benefits already provided by Republic Act No. 7883 shall be observed, as far as practicable. SECTION 9.Matrix of Incentives for Qualified BHWs.
