BALTIC SE A —A ship in near pristine condition estimated to be about 400 years old was recently discovered by divers in the Baltic Sea off the coast of

Finland. Divers from the volunteer diving team Badewanne, who special in documenting World War wrecks in the Gulf of Fin-

land, were documenting some wrecks when they discovered a 17th century Dutch trading vessel in icy waters about 280 feet below the surface near the Gulf of Finland. The ship dates back to the height of the Dutch trading empire when they were an econom-

ic superpower spanning five continents. By 1670, the Dutch Empire was responsible for half of Europe’s shipping. The Dutch used “fluit” ships, such as the recently discovered one, to carry loads of cargo around the world. The fluit was a three-master ship designed with a large cargo capacity. The fluit ships utilized very novel and advanced rigging which allowed for a much smaller crew than earlier ship types. The fluit ships were dominant in the Baltic trade between the late 16th to mid-18th century, but according to Badewann, very few of these types of ships have survived, even ones that have been wrecked at the bottom of the sea, making the discovery even more unique. Despite some minor damage from trawling fishing nets, the ship is largely still intact. Badewann said she rested on even keel on the seabed with most of her rigging scattered around

her. The conditions around the Gulf of Finland are thought to have played a role in preserving the ship. The Baltic Sea is one of the few places where wooden wrecks can survive the elements. Low salinity, absolute darkness, and very low temperatures all year round mean ships are less impacted by chemical, biochemical and biological decay, as well as organisms that usually eat wooden shipwrecks. “This find, a practically intact and complete Dutch Fluit ship, the Queen of the Baltic trade from almost 400 years back, is a good example of the importance of the Baltic Sea, and especially the Gulf of Finland as a special cellar of the sea,” Badewann wrote in a post on their website about the wreck. The diving team hasn’t yet been able to determine what caused the ship to end up on the bottom of the ocean floor.

J.B. Van Nuys – The Father of Lake Arrowhead By PARIMAL M. ROHIT L AKE ARROWHE AD —Fishing,

boating and kayaking activities are commonplace in the San Bernardino Mountains. One of the freshwater locales for angling, boating or personal watercraft activities is Lake Arrowhead. The 2-mile long lake sits about 5,000 feet above sea level and is roughly 90 miles east of Los Angeles. Lake Arrowhead’s roots as a recreational destination began in the early 1900s. By the 1920s a local capitalist, James Benton Van Nuys, took ownership of the

area around Lake Arrowhead and began to develop the region. Mr. Van Nuys, if you were wondering, is indeed the person the city of Van Nuys is named after. Van Nuys – which is officially governed by the city of Los Angeles – is the most populous region within the San Fernando Valley. The lake opened to anglers in 1914. Recreational fishers arrived at the angling concession at Orchard Bay, before heading over to Camp Fleming to drop a line. There were as many as 2,000 anglers at Camp Fleming during the inaugural fishing season at Lake Arrowhead, according to Arrowhead Lake Association.

Mr. Van Nuys spent $5 million to buy Lake Arrowhead property, including 47,000-acre feet of water, the Arrowhead Lake Association historical account of the area stated. The businessman/investor was part of a group call Arrowhead Lake Company. “This new group had plans drawn that would mold the newly-christened Lake Arrowhead into a fashionable alpine resort,” a historical narrative of Lake Arrowhead, written by Arrowhead Lake Association, stated. “Millions would be spent on roads, lodges, dance pavilions, marinas, a grand hotel, golf course and Normal-style village.” A story published in the San Bernardino Sun in 1979 indicated Mr. Van Nuys sold his Lake Arrowhead interest to the Los Angeles Turf Club in 1946. Ownership of Lake Arrowhead continued to change hands, but Mr. Van Nuys appeared to be instrumental in making the San Bernardino Mountains waterway a destination for Southern California’s anglers, boaters and vacationers.

The C ov id-19 pa ndem ic is approaching its eighth month. No one can predict when the pandemic will come to end. The hope of this “new normal” being a temporary measure until we can resume our pre-pandemic life might or might not be lost,

but the effects of the pandemic has certainly been felt across the board. Southern California’s recreational boating community hasn’t been immune. Many local boaters have maintained boating is the ultimate social distancing activity. Has the state, however, provided boaters with enough guidance to ensure all boating activities are safely pursued?

The Recreational Boaters of California (RBOC) certainly believes more can be done, in terms of streamlined guidelines and parameters for boaters. RBOC has issued a letter to Gov. Gavin Newsom, requestion his office to provide “clear and reasonable” guidelines for the boating community to follow during the Covid-19 pandemic. Please see PARAMETERS, PAGE 7

QUESTION:

I loaned money to a start-up boat builder for him to complete the renovation of a classic motor yacht. The deal called for him to restore the boat, to hopefully sell it at a substantial profit, and the for us to split the profit as partners after he repaid my loan. To secure the loan, my partner transferred the California titles (the pink slips) for this boat and another boat into my name, with the understanding that I could sell both boats if he failed to complete the restoration project by a certain date. That deadline expired months ago so I took possession of the boats and prepared to sell them. Last week I was contacted by his attorney, who disclosed to me the boats were documented with the U.S. Coast Guard and, as such, the California pink slips were worthless. Is this true? How can a boat be documented with the Coast Guard and still have a California pink slip? Can he default on our contract and just walk away? Help!

ANSWER: Ugh. Our reader is facing a few problems, starting with the fact that he has probably been defrauded by his partner. The short answers for our reader are: (1) his partner’s attorney is wrong; and, (2) a boat cannot legally be currently documented and also have a current California title or pink slip. ing with the basics. Establishing ownership of a vessel in the United States is a lot more complicated than it would be for a house or even for a car. This is due in large part to the fact a vessel may be registered or titled in any state or territory, or it may be documented with the U.S. Coast Guard. The boating laws of each of the 50 states provide for some form of vessel registration. The registration system for most states includes a form of title to evidence ownership of the boat. Our California readers are familiar with the “pink slip” issued by the California Department of Motor Vehicles to evidence ownership of a vehicle or a boat in California. news briefs WORLD/NATION Coast Guard seeks boating community’s input NATIONWIDE—The U.S. Coast Guard is conducting a Waterways Analysis and Management System Study on the Shallow Draft System, which applies to waters less than 12 feet deep, to update its policies and make navigable waterways of the United States safer and more efficient. The survey will remain open until Nov. 1, and the National Marine Manufacturers Association urges all recreational boating community stakeholders to participate. NMMA said the nation’s waterways have become increasingly congested and complex. Going on to say while the number and size of the vessels traveling through the U.S. Marine Transportation System has increased, the number and in some cases size of U.S. navigation corridors has not. To address these changes and determine navigation requirements for the Shallow Draft Waterway System, the Coast Guard will consider feedback from local maritime partners and stakeholders that operate on the affected waterways. The study’s purpose is to determine the navigational needs and requirements of vessels operating in shallow draft navigable waterways throughout the coun-

REDONDO BEACH—Like many coastal cities in Southern California, Redondo Beach has had its fair share of piers. There have been seven piers constructed on the Redondo Beach shoreline over the years. Between 1889 and 1903, three piers were constructed to service freight activity when Redondo Beach was competing

against the San Pedro harbor for dominance. In 1916, a “V” shaped municipal pier referred to as the “Endless Pier” was constructed. Shortly after construction, the pier was damaged in a storm and was ultimately demolished in 1928. Meanwhile, in 1925 Captain Hans C. Monstad constructed “Monstad

New Long Beach bridge scheduled to Open Oct. 5 LONG BEACH—Officials announced Sept.

24 that the state-of-the-art new bridge at the Port of Long Beach was on course to open to traffic on Monday, Oct. 5. The six-lane, cable-stayed bridge will provide a major new regional highway connector as well as improve cargo movement at one of the world’s largest port complexes. The new bridge will replace the shorter, narrower Gerald Desmond Bridge, which currently carries 15 percent of all containerized goods coming into the U.S. “The Port of Long Beach is proud to count the new bridge among our many capital programs that continue to enhance operational efficiency and keep the Port of Long Beach internationally competitive,” Harbor Commission President Frank Colonna said in a released statement. “The bridge is a critical link in the nation’s trade system and improves an important transportation corridor for California.” The bridge project began in 2013. The new bridge will provide a higher passage for cargo ships, extra traffic lanes for trucks and cars, emergency lanes, greater resiliency in an earthquake and a 100-year minimum lifespan. With the twin 50-story-high towers connecting 80 cables to the center span, the new bridge will be one of the tallest cable-stayed bridges in the United States and the first of its kind in California. In 1983, the west end of the Monstad Pier was connected with the center of the Horseshoe Pier. In 1988 the pier was damaged from both a storm and a fire. After many years of public debate, a reconstructed concrete Redondo Pier opened in 1995.

and registration that is maintained by the U.S. Coast Guard rather than by a state agency such as the California DMV. Any boat that measures more than 5 net tons may be documented with the Coast Guard. “Net tonnage” is a rather complicated measurement, but a boat measuring 5 net tons usually works out to around 25 feet in length. The owner of a recreational boat may choose freely between state registration or Coast Guard documentation, but in most cases that choice is dictated by his or her lender. Marine lenders prefer Coast Guard documentation because the federal registration system provides stronger protections for their security interest in the vessel as collateral for their loan. But regardless of which registration system is chosen, federal law and state law both expressly prohibit the issuance of a California title for boats with current Coast Guard documentation (see 46 U.S. Code §12106 and 13 Cal. Code of Regs §190.12(a)). In other words, you must choose one or the other, and it is illegal to create a California title for a boat that is currently documented with the Coast Guard. And this brings us to our reader’s case.Our reader’s partner applied for, and received, California pink slips for boats that are currently documented with the Coast Guard. When applying for California registration on a Coast Guard documented vessel, DMV regulations require a letter from the Coast Guard evidencing “deletion” from documentation. Our reader’s partner was able to circumvent this regulation because, as a registered boat builder, he was able to issue a “Builder’s Certificate” and represent to the DMV that these were new vessels. They were not new vessels, they were not constructed by our reader’s partner, and he broke the law when he made those representations to the DMV and applied for a California title without deleting the boats from Coast Guard documentation. Our reader has a very strong basis for a lawsuit against his partner for fraud. He loaned money to his partner because he was led to believe that he could sell the boats if and when his partner defaulted. The fact that Coast Guard documentation remains in his partner’s name will prohibit the use of the California pink slips to sell the boats to third parties. The lawsuit will therefore also include a request for the Court to “quiet title” in the yacht and order the Coast Guard to consolidate the two titles under our reader’s name. This case is unusual because it involved fraud in the tendering of security for a loan, but a fraudulent title can easily find its way into a yacht purchase transaction. There are, unfortunately, no “silver bullets” that will guarantee that a buyer will not be a fraud victim, but a little investigation can go a long way. Physical inspection of the boat, for example, can identify certain anomalies. “As we all endeavor to protect public health and safety and defeat this pandemic, RBOC urges you and your capable executive team to establish clear and reasonable parameters regarding recreational boating on our state’s waterways that provide the opportunity for Californians to act responsibly and to get out on the water,” RBOC President Cleve Hardaker wrote in his Sept. 17 letter to Newsom. “Without clarity, boaters are challenged by conflicting and confusing rules and guidelines that can be counter-productive,” Hardaker continued. “There is an opportunity and a need to provide clarity and to encourage boating as a recreational activity that is vital to our physical and mental health during these times.” Hardaker said the state needs to make a greater effort in issuing a consistent set of rules in the response to Coronavirus. Each county responded to the pandemic differently. There was a stretch of time, for example, when San Diego County restricted boating activities. It wasn’t clear whether similar restrictions were in place in Los Angeles or Orange counties. apply, in which areas, and on what dates,” Hardaker said in his letter. “Consideration should also be given to the various types of boating activities, from canoes and kayaks, to personal watercraft, to water skiing, fishing, regattas and racing.” Yacht clubs have been one of the hardest hit sectors of Southern California’s boating world. Most regattas and racing events for this year have been canceled, and many yacht clubs drastically cut operations. The state’s boating community is willing and ready to engage with the state, Hardaker told Newsom in his letter. He cited a reopening plan for recreational boating presented to San Diego County supervisors on May 15 as an example of what Newsom (and, possibly, legislators) could implement on a statewide level. “The recreational boating community, as well as the boating industry, are identified, capable and ready to engage,” Hardaker wrote. “Indeed, a collaborative effort with the numerous stakeholders in the San Diego area has developed a Safe Reopening Plan for Recreational Boating that was considered by the San Diego County Board of Supervisors on September 15 and will soon be implemented into the county health order,” Hardaker said. “This is a significant effort that RBOC supports being considered and endorsed by the state of California.”

I called out ‘FIRE’ to everyone onboard.” Coast Guard records show Conception had passed its two most recent safety inspections. A fire and explosions report said the cause of the fire remains undetermined but listed several potential fire safety issues including lack of regulations requiring smoke detectors in all the vessel’s compartments and, in particular, those

Transportation Safety Board on Sept. 16 opened a public case docket featuring 104 reports and documents related to the fatal Sept. 2, 2019 Conception dive boat fire. The docket does not include any analysis, findings, recommendations or a probable cause determination. That information will be released at the end of a public board meeting scheduled for Oct. 20 at 9:30 a.m., Eastern Standard Time. The docket does include details about the fire, which broke out in the early morning hours aboard the 75-foot commercial diving vessel while it was anchored in Platts Harbor off Santa Cruz Island. There were 39 people onboard. All 33 passengers and one crew member who were sleeping below deck when the blaze broke out died in the accident. Five crew members, including Capt. Jerry Boylan, were able to escape. Statements from the captain and surviving crew members confirmed there was no roving night watch as required by law. According to statements from crew members, Michael Kohls, the second galleyhand, was the first to discover the fire and alert others. “I was in my bunk room asleep when I heard what sounded like a chair moving,” Kohls, a crew member, told investi-

that must be used during an escape; lack of a roving watch person; both emergency exits from the passenger bunkroom led into the same compartment; unattended overnight charging of battery-powered devices in the egress pathway; size and accessibility of emergency exits; and flammability of interior materials. The report said despite the passenger bunkroom complying with applicable egress regulations requiring two independent means of emergency exit, the configuration “played a role in the accident.” The bunkroom had two exits, the main staircase in the forward part of

the compartment and the escape hatch above a passenger bunk at the aft end of the compartment. Both exit pathways led into the salon and galley compartment. This configuration was approved by the Coast Guard as per the means of escape regulations. Another safety issue the report pointed out was the use of large polyethylene trashcans throughout the interior and exterior areas of the vessel. New T-regulations do not allow for these types of trash cans to be used in passenger bunkrooms and instead require them to be constructed of non-combustible materials. New-T regulations also extend the prohibition on combustible trashcans to all compartments but only apply to old-T vessels when the trashcans are replaced. The fire and explosions report noted several possible ignition sources, including smoking materials possibly being thrown into a plastic trash can under the stairs and batteries being charged below deck. According to crew statements, cameras, phones, laptops and lighting batteries for dive lights were plugged in to charge in the salon on the night of Sept. 1. “It was basically both of the aft tables were covered in cameras and electronics,” Milton French, a crew member told investigators. “And, I mean, it’s not outside of what we do. But like the camera is still like drying, and it’s sitting next to the battery that’s charging, and that’s just how it has always been every single time. It’s not even something I was considering.” He also said it wasn’t uncommon for passengers to bring their own power strips. The fire and explosion report said crew descriptions consistently identified the aft portion of the salon compartment on the starboard side as exhibiting more intense fire involvement at the time of discovery. “No physical evidence was recovered that could be identified as an ignition source or indicate a specific ignition location within that area,” the fire and explosion report said. “Therefore, the cause of the fire is undetermined. Besides the electrical system in the salon, and the charging of electronic devices and batteries, there do not appear to be other sources of ignition energy available to initiate a fire in the aft interior portion of the Conception’s salon.” Conception was owned by Truth Aquatics, which owns two other boats based in Santa Barbara Harbor, Vision and Truth. In October 2018, a small fire involving a charger plugged into a power strip broke out on Vision. The owner of Truth Aquatics, Glen Fritzler, told investigators he was only made aware of the small fire on the Vision after the accident on the Conception. Following the Conception fire, a Coast Guard inspection of Vision found 44 violations, including 12 related to fire safety. It reduced the boat’s overnight capacity to 33 people, stating the double bunks do not allow for free and unobstructed escape. The docket can be accessed at go.usa.gov/ xGNeg. Avalon plans to issue RFP for city’s Casino Fuel Dock facility The city will issue a request for proposals from business parties to contract to operate the Casino Fuel Dock facility, which serves the approximate 20,000 transient boaters that visit Avalon Harbor annually. By LINDSEY GLASGOW

AVALON —Avalon has moved forward

with a plan to solicit requests for proposals (RFP) for a qualified party to contract to operate the city’s Casino Fuel Dock facility. The Fuel Dock site includes a fueling station for vessels, bathrooms, a picnic area and used to include a restaurant, the Casino Dock Café. The Fuel Dock is currently under the city’s stewardship but operates at an approximate $200,000 loss annually, according to city staff. In a cost-savings effort, city staff conducted preliminary research to assess the viability of soliciting RFP for third parties to take over the operations. According to city staff, interest exists and they recommended the City Council approve soliciting RFP. The City Council approved the recommendation at their Sept. 15 meeting. The RFP requires a year-round operation; a 10-year agreement with the City to provide services, with two, five year renewal options; payment of all applicable harbor use, waterside permit, mooring fees, sales and other taxes and fees to the city; payment of an annual administrative fee to the city to provide oversight and audit services; and insurance coverage consistent with the requirements outlined by PARSAC. A tentative timeline provided in the

staff report had the RFP open through 4 p.m. on Oct. 26. The RFP responses will be reviewed by city staff and presented to the City Council on Nov. 17, according to the tentative timeline. The contract term would begin on January 1, 2021. As of the time this paper went to press, a RFP had not yet been released on the city’s website. City efforts to bring back a waterfront eatery have been afoot since 2015, when the dock and café were demolished due to safety issues exacerbated by a storm in December 2014. The property was renovated and enhanced using a grant from California’s Department Parks and Recreation, Division of Boating and Waterways. The grant agreement allows for the city to enter into a “concessions agreement,” with a third party. This agreement is not a lease and only a reasonable administrative fee can be charged. City Manager/City Clerk Denise Radde said at the Sept. 15 meeting they will need to have a conversation with the Division of Boating and Waterways about their intent to have a restaurant at the site. “I have to contact Boating and Waterways just even for the RFP to go out for the fueling part of the facility, just to notify them that that’s what we’re doing and then to also have a conversation with them of our intent to have the restaurant back there,” Radde said at the Sept. 15 meeting. Prior to the facility’s reopening in 2017, the city began negotiating terms with the Casino Dock Café operators, Russell and Jenny Armstrong, to reopen a restaurant. However, in late 2017 negotiations came to an impasse. Several City Council discussions and efforts to bring back a waterfront eatery on the dock followed but have remained unfruitful. SAN DIEGO—The Port of San Diego’s Board of Port Commissioners separately approved amendments to two agreements associated with the Chula Vista Bayfront project, Sept. 10. One agreement was updated to direct additional funds for a parks design services contract. The other amendment updated a revenue sharing agreement the port district has with the city of Chula Vista.

CHULA VISTA REVENUE SHARING A funding agreement between the port district, San Diego County, city of Chula Vista and the Chula Vista Bayfront Facilities Financing Authority was authorized in October 2019. The agreement called for San Diego County to contribute $25 million to help build the Bayfront project’s resort hotel and convention center. Property tax revenues would help the county recoup its investment, according to port district staff. Chula Vista, the port district and the developer (RIDA) are about to enter the financing phase of the Chula Vista Bayfront project, which proposes to bring 1,600some hotel rooms and 275,000-square-foot convention center near Chula Vista Harbor. Port district staff stated the revenue sharing plan between the parties involved needed to be clarified as they enter into the financing phase. The process for paying expenses associated with the project had to be simplified, as well, according to port district staff. Commissioners approved an amendment to the Chula Vista Bayfront revenue sharing agreement and directed the port district and city of Chula Vista to identify the “revenue sources the [port] district must contribute to the [Chula Vista Bayfront Facilities Financing] Authority before and after Close of Escrow,” according to a port district staff report. Revenue sources to be included under

the updated agreement include rent payments from ground leases within the Chula Vista Bayfront property and lease revenues from the Chula Vista RV Park. An estimated $303 million in public funding is being directed to the Chula Vista Bayfront project – $63 million for the first phase of infrastructure improvements, and $240 million for the convention center.

CHULA VISTA PARKS DESIGN The firm KTU+A received an additional $100,203 from the port district, as commissioners approved a contract amendment for the parks design services company to complete a site preparation component at Chula Vista Bayfront. Port district staff stated the infusion of additional funds was not a budget increase. KTU+A will now have $2,176,663 in funds available for its parks design services contract, up from $2,076,460. Commissioners selected the firm in 2016 for a design services project at Sweetwater Park and Harbor Park in the Chula Vista Bayfront. The increase in funding would pay for KTU+A’s additional design services, due to “increases in project scope and budget for Sweetwater Park to accommodate development policies and stakeholder input,” according to port district staff. Port district staff the additional $100,203 would also help pay for “signage and branding into the [Chula Vista Bayfront] Wayfinding Design Framework, both components of the streetscape design standards.” Harbor Park was designated to be built in two phases and cost $47.5 million; Sweetwater Park’s development budget is $8.7 million. Groundbreaking on the Chula Vista Bayfront project took place on Sept. 26, 2019. Plans for the redeveloped Chula Vista Bayfront called for an estimated 200 acres of parks to be built, in addition to public open spaces, walking trails and promenades.

at a later date. Applicant Joe Lancor is seeking a permit to demolish Cannon’s restaurant and build a 44,164-squarefoot resort hotel (100 rooms) with restaurant, café, spa and parking. Peter’s Landing Marina at Huntington Harbour seeks to amend a previously approved permit, allowing the venue’s operators to make public fishing improvements and marsh enhancements. lands. Wildlife Biologist Emily Hamblen was able to capture the raccoon within 24 hours. The Conversancy said boaters can help prevent non-native animals making their way onto the island by checking their vessel thoroughly before setting off for the island to ensure that no unwelcome visitors are aboard. If a raccoon is spotted mid trip, the Conservancy recommended they turn around and deposit the animal back in its local environment.

The Conservancy said because of the delicate nature of the island ecosystem and the fact raccoons are not native to Catalina Island, they can carry many diseases that pose a threat to local and endemic species as well as humans. In the late 1990s, Canine Distemper Virus was introduced to the island by a raccoon and resulted in a massive decline in the Catalina Island fox population. “As we saw with Canine Distemper Virus, one unassuming stowaway can devastate an entire population,” said

Hamblen. The Conservancy said raccoons have also been known to carry Rabies, Salmonella, Roundworms, Leptospira, Giardia and E. Coli, all of which can be transmitted to other species and people. The raccoon found on the island in August was sent to the California Animal Health; Food Safety Laboratory at University of California, Davis, to undergo testing for these various diseases. “We got very lucky this time,” Hamblen said. “The tests all came back negative, ensuring no lasting impact to our native species. The dangers these non-native animals carry is one of the reasons we continue to monitor and vaccinate hundreds of foxes each year.” The Conservancy said they are alerted to a raccoon hiding on a boat and swimming to Catalina’s shores on average once every other year. “Some people may not realize that Catalina Island does not have any raccoons at all, and so when the animal swim to land they can introduce novel diseases that our wildlife is unable to survive. This is very dangerous for the Island,” Hamblen said. Avalon City Council authorizes amending code to extend cross channel wharfage increase City staff will come back to the council with an amended code extending the $1 increase in roundtrip wharfage until council members deem it appropriate to terminate. By LINDSEY GLASGOW AVALON —The Avalon City Council, at their Sept. 15 meeting, authorized city staff to amend the Avalon Municipal Code to extend the sunset date on a $1 roundtrip increase on cross channel wharfage.” Once amended, the code will need to come back to the City Council for approval. The $1 roundup (50-cents

one-way) increase in wharfage was approved by the City Council in 2018 to increase revenue and offset capital improvements planned in Avalon Harbor for Fiscal Year 2018-2019. Those improvements included phases 1 and 2 of the Cabrillo Mole Ferry Terminal project, a pump-out station project, emergency repairs to the seawall, the harbor wave and sand sediment study, Green Pier repairs, Casino Way restroom improvements, storm damage repairs, Fuel Dock tenant improvements and various additional projects. Approximately S2.8 million of the funding needed for these projects was to be derived from grants, while the city was obligated to provide $1.2 million in matching funds for the projects. The proposed $1 roundtrip increase was anticipated to generate $650,000 in revenue annually and of fset the city’s

obligation for the various grant matches. The ordinance took effect on March 1, 2019 and has a sunset date of Feb. 28, 2021. The recommended amendment would extend the sunset date of the wharfage increase until deemed appropriate by City Council to terminate. Through the first year of the increase (March 1, 2019 to Feb. 29, 2020), the city collected about $646,814 in additional wharfage. According to a staff report, the wharfage increase accounted for an additional $88,014 in revenue from March 1 through July 31 – 28.5 percent of collections over the same period last year. The staff report said the sharp decrease was due to the economic results of the Covid19 pandemic and the statewide restriction on all non-essential/ leisure travel. City staff projected extending the sunset date may account for an additional $475,000 in revenue, assuming cross channel tra f fic increa ses to 70 percent of pre- Cov id levels throughout a one-year period. “This would help offset the over $1 million estimated in lost cross-channel wharfage revenue dedicated to Harbor capital activities,” the staff report stated. According to the staff report, the extension date will have no impact on Measure H — the measure proposed by the Catalina Island Medical Center to increase wharfage to fund a future hospital facility. If Measure H is approved by Catalina Island voters on Nov. 3, that wharfage increase would take effect on April 1, 2022.

flux of much-needed sand thanks to a dredging project that will soon be underway,” harbor staff said in a released statement. “The hydraulic dredge ‘H.R. Morris’ will be staging and conducting maintenance dredging of the Channel Islands Harbor entrance on a 24hour basis. The dredging activity will be taking place in various locations in and around the harbor entrance and sand trap area of Hollywood Beach.” Work is scheduled to start in mid-Oc-

tober, with equipment staging starting at the beginning of this month. “The dredging project is scheduled to be completed in February 2021, but there is a chance inclement weather and/or equipment issues could extend the planned completion date,” harbor staff said. Dredging at Channel Islands Harbor takes places every two years. The U.S. Army Corps of Engineers, which has conducted dredging activities for decades, plans to dredge about 2 million cubic yards of sand. The dredged sand will then be pumped from Channel Islands Harbor to Port Hueneme, which

is south of Oxnard. Sand at Port Hueneme’s beaches erodes over time. Sand migration is a routine phenomenon along the coast. Ventura County Harbor Department staff said the U.S. Army Corps of Engineers received $13 million in federal funding for Channel Islands Harbor’s dredging project; the funding is allocated to the Army Corps by Congress. Congresswoman Julia Brow nley represents the Channel Islands Harbor area in Washington, D.C. Federal legislation authorizes the U.S. Army Corps of Engineers to conduct dredging at the harbor.

“The harbor was designed to trap sand to prevent loss to the submarine canyon off of Port Hueneme and to provide dredged material for beach replenishment for downcoast beaches,” harbor staff said in a released statement. “The replenishment provides vital shore protection for downcoast facilities, including the Naval installations at Port Hueneme and Point Mugu, the Port of Hueneme, the city of Port Hueneme and our own Silver Strand beach.” Channel Islands Harbor was last dredged between December 2018 and February 2019.

Gov. Newsom updates leadership at California State Parks Armando Quintero was named as agency’s director; the state’s top executive also re-appointed the department’s chief deputy director By PARIMAL M. ROHIT SACRAMENTO —The department over-

seeing California’s Division of Boating and Waterways (DBW) has new leadership. Gov. Gavin Newsom appointed A r ma ndo Quintero a s direc tor of California State Parks. Elizabeth McGuirk, meanwhile, was re-appointed as the department’s chief deputy director. McGuirk is a Rocklin resident. Quintero, 64, required State Senate confirmation for his new role as State Parks’ director; McGuirk, 40, did not require State Senate confirmation. Quintero previously served as the executive director of UC Merced’s Sierra

Nevada Research Institute; he held that position since 2015. Prior to that he was a director of development at UC Merced, and independent environmental educator. He also held multiple positions at the U.S. National Park Service, according to the governor’s office. McGuirk has been State Parks’ chief deputy director since 2015; she also served as the department’s deputy director for legislative affairs. Prior to her time at State Parks, McGuirk was a legislative director for Assembly member

Nancy Skinner and held several positions with Assembly member Mark Leno’s office. Quintero, who is from San Rafael, will earn $186,389 annually for his position as director, while McGuirk’s yearly salary as chief deputy director is $157,176. Both agency executives are listed as Democrats. Ramona Fernandez had served as the department’s acting deputy director. DBW became a part of State Parks in

2013, at the behest of Gov. Jerry Brown. The division was previously an independent department, and the shift from standalone agency to a subset of a larger state organization was not well-received amongst California boaters. Tensions concerning the future of DBW persisted in recent years, as State Parks engaged in a department reorganization process. Many boaters believed State Parks would do away with DBW entirely. State Parks staff, however, stated the DBW Commission would remain intact and members of the division’s staff would serve as subject matter experts on California’s waterways. The first state agency dedicated to boating was established in 1957, when California’s Department of Natural Resources managed the Division of Small Craft Harbors and Small Craft Harbors Commission. The Division of Small Craft Harbors was moved to the Department of Parks and Recreation in 1961. The Department of Harbors and Watercraft was created in 1966, replacing the Division of Small Craft Harbors. The department lasted for three years before becoming the Department of Navigation and Ocean Development. Department of Boating and Waterways succeeded Navigation and Ocean Development in 1979, and remained in place until 2013, when Brown removed the agency’s independent stats and merged into State Parks, as part of a cost-cutting move.

restaurants and other retailers come and go from Fisherman’s Wharf in Oxnard since its opening more than 40 years ago. Steele opened My Studio Gallery 42 years ago, when the Cape Cod-style buildings were first leased on the east side of Channel Islands Harbor. She said at its height, it was a thriving waterfront community of specialty retailers and restaurants serving the local community, visitors and boaters. Over the years, businesses have left for various reasons and a lack of upkeep of the buildings has left the area with peeling paint, high vacancy rates and little foot traffic. “I think it should be fixed up and filled up,” Steele said. Discussions about reinvigorating Fisherman’s Wharf have been around since about 2005, but after recent disagreements between Ventura County and the city of Oxnard over how the property should be used, it is now back to the drawing board.

FOR CHANNEL ISLANDS HARBOR REDEVELOPMENT

California Coastal Commission sent the Fisherman’s Wharf project back to the drawing board, leading the county to hire a team of urban planning consultants to create a new plan for redevelopment around Channel Islands Harbor. In 2015, the county Board of Supervisors approved an agreement with Channel Islands Harbor Properties for the development of Fisherman’s Wharf. Channel Islands Proper ties Group planned a mixed-use development with a multi-story apartment building rising as high as 55 feet, 36,000 square feet of commercial space, boat slips, a public promenade, park and refurbishment of the lighthouse. The residential aspect of the project faced criticism from some community members as well as the city of Oxnard and a political back-and-forth ensued. In 2019, the Oxnard City Council voted to deny the county’s plans to rezone the area to allow for residential uses. The county then challenged the city’s rejection. In August, the California Coastal Commission rejected the county’s request to override the city of Oxnard’s decision to not allow a rezoning for residential uses. A few weeks after the decision, Ven-

tura County came back to the drawing board, announcing the hiring of Sargent Town Planning, a team of urban planning consultants, to lead a public visioning process for the future of Channel Islands Harbor and a new plan for Fisherman’s Wharf. “In recent years a number of new development proposals in the Harbor have encountered challenges due to community concerns,” David Sargent, Senior Principal of Sargent Town Planning, said in a released statement. “We are working closely with the steering committee to refine and conduct an open and transparent process to develop a long-term vision for the Harbor, a vision supported by the community, the county of Ventura, the city of Oxnard, and by economic realities.” The steering committee will oversee the process and is made up of a dozen county and Oxnard city officials, harbor residents, harbor business owners and harbor neighborhood officials. Commu-

nity members will also have the opportunity to participate in the planning. “That’s what we’re embarking on, is this vision for the harbor, what should we do in this harbor, what should it look like, what should it feel like,” said Ventura County Harbor Department Director Mark Sandoval, who is a member of the steering committee. Sandoval is hopeful this visioning process will push forward some type of mutually beneficial project and soon. “Focusing on those areas that in the short run, in the next five years, can be developed and figure out what to do and make sure everybody is supportive of it,” Sandoval said. He said he is hopeful an idea for Fisherman’s Wharf will be presented in the next six months. The visioning will also include other parcels around the harbor, which Sandoval said include Anacapa Boatyard, the former Whale’s Tail restaurant and a small undeveloped parcel on Harbor

Boulevard known as X3. He said plans might also include finding a building for the harbor department and administration, improvements to the Channel Island Sportfishing building and docks and more boater serving uses, such as dry stack storage. The county will also need to find a developer interested in taking on the project. Channel Islands Harbor Properties still has development rights to Fisherman’s Wharf and Sandoval said they will be involved in the visioning. “We have to create a vision that a developer will want to develop,” Sandoval said. Supporters of the proposed Fisherman’s Wharf project felt there had to be some kind of anchor tenant - a big retailer or apartment complex - in order to make other kinds of specialty retailers and waterfront activities viable. “I think the association was persuaded by the Fisherman’s Wharf developer or proposer that those activities in today’s

Operation Clean Sweep is held each year and organized by the San Diego Port Tenants Association and the Port of San Diego. This year’s cleanup event was the 30th annual Operation Clean Sweep; the event was held on Aug. 29, from 8-10 a.m. Those participating in this year’s cleanup were asked to pick up trash on their own, in a community of their choosing. Volunteers could have picked up trash along San Diego Bay or anywhere else in the county. Members of the San Diego Port Tenants Association organized trash pick-ups at their respective places of business. The locations where member tenants collected trash were General Dynamics NASSCO, San Diego Convention Center, San Diego Navy and Outboard Boating Club. A statement issued to The Log from the San Diego Port Tenants Association about Operation Clean Sweep stated no unique items were collected. The association was, nonetheless, “happy with the tenants who decided to socially distance

cleanup their community.” Operation Clean Sweep was coordinated as a full-scale, non-socially-distance event in 2019, several months before the Covid-19 pandemic prevented most public gatherings from taking place. The event in 2018 drew 1,225 volunteers who hauled almost 47,000 pounds of trash from 18 locations on San Diego Bay. A sampling of unique trash items found during the 2018 event included a rug, toilet, Milwaukee banner, Gucci bag and mermaid statue. Anyone who participated in previous cleanups and had a T-shirt from those events were encouraged to wear them this year. Each participant was asked to do the following at or before the event: invite a family member to help; bring bags; bring gloves; bring sunscreen; separate recyclables; select any area to collect trash; and, wear an Operation Clean Sweep T-shirt (and take pictures). Sponsors of Operation Clean Sweep include the San Diego Port Tenants Association, Port of San Diego, U.S. Coast Guard and San Diego Gas & Electric, among others.

AES power plants near Redondo Beach’s King Harbor, Huntington Harbour and Channel Islands Harbor will remain open at least one year long. The power plants were supposed to be shut down on Dec. 31, 2020, but some are now allowed to remain open until 2023.

SOUTHERN CALIFORNIA —Two Southern California power plants, both located near recreational boating harbors, were set to close by the end of 2020. Both of those plants will be allowed to stick around for a little longer, members of the State Water Resources Control Board voted on Sept. 1.

The AES power plant in Redondo Beach, which is located across the street from King Harbor, was given a new deadline of Dec. 31, 2021, to be compliant with a state mandate to reduce the harmful effects of the plant’s cooling water intake structures on marine and estuarine life. wetland sanctuary and parklands. A real estate developer – Leo Pustilnikov – had purchased the power plant property earlier this year, according to another report in The Log. Reporting stated Pustilnikov could convert the property into a commercial property, with a mix of residential, office, retail and visitor-serving uses. Whether such plans are actually in place, however, have yet to be confirmed. Plans to redevelop the AES plant could also affect how the King Harbor revitalization ultimately takes shape. The city had hoped to begin a revitalization plan, but Redondo Beach voters prevented a massive overhaul of King Harbor – known as The Waterfront – from happening. AES’s plant in Redondo Beach occupies about 50 acres of land. The plant was built in 1954, though AES, which was found in 1981, began its operations at the Redondo Beach property in 1998. Harbor Commission created an ad hoc committee to review the city’s slip assignment policy and associated transfer fees. Three members of the commission were also nominated to serve on the Slip Assignment Policy ad hoc committee. Commissioners created the ad hoc committee at their Sept. 17 Harbor Commission meeting. Commissioners Michael Nelson, John Stedman and Jim Sloan volunteered to serve on the ad hoc committee. Ad hoc committee members can only have three members; an item considered during committee meetings could already have a majority vote before reaching the commission if the committee has four members. Laurie Rafferty, a local boat owner, told commissioners many Santa Barbara boaters are keenly interested in the policies this ad hoc committee would advance to the commission. “I would like to know your schedule. I would like to know who’s going to serve on it and I would like to know how the public can meet with you and have input,” Rafferty told commissioners. “It’s a super important topic to many of us,

Extending the life of power plants, such as the ones in Redondo Beach and Huntington Beach, would also give state officials more time to develop and implement alternative sources for energy, such as wind. The State Water Resources Control Board decision also applies to the AES Alamitos location in Long Beach (near the Los Cerritos Wetlands and Alamitos Bay Marina) and Mandalay Generating Station at Ormand Beach in Oxnard (near Channel Islands Harbor). Redondo Beach’s City Council reportedly decided to challenge the extension plan in court.

Waterfront Director Mike Wiltshire said the committee should begin meeting soon. “Now that the subcommittee is formed, I’ll kind of act as point,” Wiltshire told commissioners. “I’ll send out an email to the subcommittee and try to find a time that’s not only reasonable for the subcommittee but also reasonable for members of the public, in hopes people can access it. “The way the public will access [the committee meetings] is the same way we’re accessing this meeting today,” Wiltshire continued. “In Covid times, everything is still virtual.” Wiltshire added no date for the first ad hoc committee meeting had been selected (as of Sept. 17). Details about the first ad hoc meeting (and a possible schedule for future meetings) will be reported in The Log as soon as the information is made available from Wiltshire or the Waterfront Department office. Commissioners floated the idea of creating a slip assignment policy committee at their July meeting. City staff was di-

rected to look into creating a Slip Assignment Policy committee and present the matter to commissioners on Sept. 17. Wiltshire, during the commission’s July meeting, noted the transfer and assignment policies were complex and imperfect. Slip permit transfers, according to a city staff report submitted to commissioners earlier this, limits the availability of and equal access to slips for members of the general public. A slip transfer fee, according to Wiltshire, was imposed to control demand, limiting private party influence over slips. Somewhere between 6 and 8 percent of the Waterfront Department’s operating budget comes from slip permit transfer fee revenues. These revenues help cover operation expenses and harbor maintenance. Santa Barbara’s Waterfront Department implemented a slip assignment policy in 1975 and slip transfer fee in 1982; both policies are codified in the Santa Barbara Municipal Code. There are now seven subcommittees for the Santa Barbara Harbor Commission: budget; chartering and business activity permits; parking; request for proposal selection; sea level rise adaptation; and, slip assignment policy.

the words all sailors like to hear or read – and those words have extra meaning during the Covid-19 pandemic. San Diego Yacht Club will go forward with hosting the 2020 Yachting Cup; the regatta will take place in San Diego, Oct. 10-11. “Yachting Cup 2020 is ON,” the website’s home page stated. “Thank you for your diligence in these uncharted waters, let’s go racing,” the opening statement on the website’s home page later stated. Organizers did state this year’s regatta would be devoid of several event and festivities held before, during and after each year’s Yachting Cup. The focus of this year’s regatta, according to race organizers, would be entirely on racing. “The majority of races will be traditional windward leeward in the Coronado Roads racing area, but we’re also looking to ‘race to the barn’ on the last race of the day,” race organizers stated. The regatta is open to all sailboats

with a LOA of 20 feet or longer. All boats deemed to be eligible would be grouped together as a one-design class or handicap division. Eligible boats may enter the Yachting Cup by submitting an entry online at www.yachtingcup.com. The entry fee is $100. Winward leeward legs are scheduled for all races on both days, but a random leg race from the ocean to Shelter Island could be on deck on the last race of each day. Organizers will announce awards at a post-race debriefing, which takes place after racing on Oct. 11. “Awards will be available for individual pick up or delivered by separate arrangement,” according to the Notice of Race. The post-race debrief appears to be set up as a Zoom call. “No post-race Social activities will be held at SDYC. Boats/crew wishing to remain at SDYC after racing should either remain aboard their own vessel or make reservations with the dining room for seating,” according to the Notice of Race. year’s Congressional Cup to be canceled, but the 56 th edition of the “grandfather of match racing” will return in 2021, Long Beach Yacht Club’s race organizers announced. The 56th Congressional Cup is scheduled to take place May 11-16, 2021. The Grade One sailing competition was founded and hosted by Long Beach YC in 1965. The regatta is, according to yacht club staff, a “pioneer of on-the-water umpiring that is the standard in yacht racing today.” Congressional Cup’s return means it will also be an official world championship event for the World Match Racing Tour. It is also one of the major regattas for top match racing skippers who are seeking a spot in the 2021 Match Racing World Championship. “The level of competition at the Congressional Cup is always exceptional, and a long-time favorite event of the World Match Racing Tour,” World Match Racing Tour Executive Direc-

tor James Pleasance said in a statement. “As the event takes place in May, it will be one of the early opportunities for skippers to pit themselves against their rivals for the 2021 world title.” This year’s Congressional Cup lineup will be headlined by six World Match Racing Tour skippers; two wild-card spots will be filled by the winner of the Ficker Cup, which will be held May 6-8, 2021 at Long Beach YC. ROHIT NEWPORT, RHODE ISLAND—The National Sailing Hall of Fame held its 10th annual induction in a virtual format, Sept. 12. Nine sailors were honored as part of the festivities. Those honored at the virtual induction were Henry “Hoyle” and Diane Schweitzer (California), Robert B. Haines, Jr. (California), James E. Buttersworth (London), Gordon “Sandy” Douglass (New Jersey), William K. Mattison (West Virginia), David B. Perry (Connecticut), John P. Rousmaniere (Kentucky) and Briggs S. Cunningham, Jr. (Florida). Buttersworth and Cunningham were both honored posthumously; Cunningham was awarded the Lifetime Achievement Award. “While Covid-19 prevented everyone from gathering in person, the virtual platform allowed friends, family and a host of Hall of Famers and VIPs to join from across the country – and the world,” National Sailing Hall of Fame staff said in a published statement. National Sailing Hall of Fame President

Gus Carlson said the nine inductees represent a wide range of accomplisments in the sailing world. “These sailors reflect the breadth of sailing in our country, embody the commitment to excellence that few possess and provide inspiration for generations of sailors to come. Hall of Famers, sponsors and guests rose to the occasion to make this year’s induction a very memorable one for our sailing heroes.” Rhode Island Senator Sheldon Whitehouse and U.S. Sailing President Cory Sertl were among the dignitaries who spoke during the virtual induction. Also speaking at the online event were Thistle Class President Thomas Hubbell and Mystic Seaport Museum President and CEO Steve White. The nine new members of the Hall of Fame were introduced by sailors who were recently inducted: Stan Honey (2012); Peter

Harken (2014); Bob Johnstone (2016); Tom Whidden (2017); and, Vince Brun (2019). Other inductees participation in the virtual induction were Betsy Alison (2011), Steve Colgate (2015), JJ Fetter (2015), Malin Burnham (2016) and Bill Bentsen (2017). A live interview of three inductees (Haines, Perry and Rousmaniere) was moderated by Gary Jobson, a National Hall of Fame inductee (2011) and board member. The virtual event also pay homage to Harry Anderson, a 2014 inductee, and

Dayton Carr, a longtime board member – both of whom passed away this year. All nine inductees will be celebrated again in 2021, when the National Sailing Hall of Fame expects to host an in-person event. A ceremony is scheduled to be held on Sept. 10, 2021 in Newport, Rhode Island. California sportfishing lobby closes its doors Covid-19 pandemic forces closure of California Sportfishing League. By PARIMAL M. ROHIT SACR AMENTO —One of the

most vocal sportfishing lobbies in the state of California has turned off the lights and shut its doors. California Sportfishing League (CSL), in an editorial published by Western Outdoor News, announced it went out of business. A similar – and much shorter – announcement was posted on the CSL website.

CSL launched in 2014 “out of necessity,” according Marko Mlikotin, the organization’s executive director. The lobby’s various campaigns for sportfishing reform in California had regularly been reported on by The Log and FishRap. Mlikotin said CSL was forced to close its doors due to the Covid-19 pandemic. “The consequences of the Covid-19 pandemic have been very real for all Californians. Like many businesses that have closed their doors, this pandemic proved too costly for the California Sportfishing League (CSL) to continue operations,” Mlikotin wrote in his Western Outdoor News editorial and in closure announcement posted on the

CSL website. The We st er n O ut door News editorial, which was published on Sept. 25, said CSL was created to defend against a potential ban of pier fishing and to challenge regulations potentially putting fish farms and fishing lakes out of business. CSL also fought against proposed bans of fishing tackle. The biggest spotlight, however, was shone on the various proposals to shift California’s sportfishing licensing schedule from a 12-month calendar scheme to a 365-day plan. Mlikton and CSL consistently campaigned for this proposal to make it the governor’s desk. The proposals, however, fell short each time. Anglers and CSL staff were hopeful a bill would make it out of Capitol Hill this year, but Covid-19 forced legislators to limit consideration of bills to what they considered to be “essential.” CSL commissioned a study to review the effects of a 12month fishing license system and the benefits of a 365-day plan. “The study’s conclusion: many anglers won’t buy a pricey license that expires on December 31st, regardless of when purchased, and they weren’t interested in the less expensive short-term licenses. By spring, as outdoor activity increases, license sales should increase as well, but they declined, and many anglers stopped fishing for good,” Mlikotin wrote in his editorial.

“The solution was simple. Give anglers what they want – a fishing license that is valid a full 365-days from the date of purchase,” Mlikotin continued. “But from the very beginning, calls for licensing reform met political opposition. CSL sponsored legislation, only for it to be defeated, time and time again.” A proposal for a 365-day sport-

fishing license could be back on the legislative floor in 2021 – though CSL won’t be involved in any lobbying for or sponsorship of the bill’s passage. “We believe that there continues to be a need for an organization like CSL, but it is now someone else’s turn to carry the torch,” CSL staff said in its closure announcement.

Spiny lobster season kicks off on Oct. 3 The El Niño event of 2014 might have resulted in a surge of legal-sized bugs swimming in local waters this year. By PARIMAL M. ROHIT SOUTHERN CALIFORNIA —The 20202021 recreational spiny lobster season arrives on Saturday, Oct. 3 at 6 a.m. This year’s spiny lobster season will continue through March 17, 2021. Lobster hunters could have a “bountiful” season, according to California Department of Fish and Wildlife (CDFW) staff. The El Niño event of 2014 could translate in an “abundance” of legal-sized spiny lobsters this year, CDFW staff said. “Scientists have observed that lobsters produce more offspring in El Niño years, and it takes five to seven years for lobsters to reach legal size,” CDFW Marine Environmental Scientist Jenny Hofmeister said in a released statement. “There was a major El Niño event that started in 2014, so we might see an abundance of legal-sized bugs this year!”

All lobster divers and hoop netters are required to have a “lobster report card.” Anyone hunting for lobster who is 16 years of age or older must also possess a valid sportfishing license and ocean enhancement card. The best time to hunt for lobster is usually any time after sunset and before sunrise. California, however, changed the start time of the recreational spiny lobster season opener from midnight to 6 a.m. The sun is rising at about 6:45 a.m. this time of year, meaning the ability to hunt for lobster under the cover of darkness on opening day is limited to less than one hour. “When finished fishing, changing locations or changing gear type, you must immediately record the number of lobsters kept from that location,” CDFW staff said. “Last season, close to 46,600 lobster trips were reported with an average take of about two lobster kept per trip. This average has remained relatively stable since 2008. “Santa Catalina Island and San Diego Bay were popular locations for catching lobster with 15.5 percent and 13.3 percent of the total reported recreational catch, respectively,” CDFW staff continued. Lobster report cards must be returned

back to the state – either by snail mail or on the CDFW website – by April 30. The report card must be returned whether or not it was used. “Failure to report catch, or lack thereof, from all lobster report cards by the reporting deadline will result in a nonreporting fee of $21.60 when a lobster report card is purchased next season,” CDFW staff stated. Anyone hunting for spiny lobster can only catch the bugs by hand or with a hoop net. Spears, poles or other devices are not allowed. “No more than five hoop nets may be possessed by a person when taking spiny lobster or crab from a boat, and no more than 10 hoop nets may be possessed

aboard a vessel, regardless of how many people are onboard,” CDFW staff said. “When using hoop nets on piers, jetties or other shore-based structures, only two hoop nets may be used.” CDFW’s daily bag and possession limit is seven. Will you be keeping a lobster you caught? The lobster, in such a case, must measure at least 3.25 inches long. The length, according to CDFW staff, is measured in a straight line on the midline of the back from the rear edge of the eye socket to the rear edge of the body shell,” according to CDFW staff. “Everyone taking lobster must have a measuring device capable of accurately determining legal length,” CDFW staff continued.

Docket of sportfishing tournaments planned for coming months in Cabo LOS CABOS, MEXICO —Those itching to get a line in the water for a chance at some prize money will have a slew of options in the›next two months. There are five sportfishing tournaments scheduled in Los Cabos, Mexico in October and November.

Los Cabos Billfish Tournament

The Los Cabos Billfish Tournament is a three-day team event taking place Oct. 11-15 with top team honors going to the team that tallies the most billfish points. The tournament pays down to first, second and third places. Optional billfish, tuna, wahoo and dorado jackpots will also award cash and prizes. The 2019 tournament produced 62 billfish releases and awarded around $780,000 in cash and prizes to fishing teams catching the largest marlin, yellowfin tuna, wahoo and mahi, as well as the top three billfish-release-points teams and daily high-point-release teams. Last year 192 fish were caught or released during the tourney, with team payouts totaling $1.27 million. Participants are encouraged to pre-register online. FALL FISHING SEASON OFF TO A GREAT START! By Bob Vanian of 976Bite.com SAN DIEGO—The 2020 offshore fishing

season has just entered the months of fall and things are shaping up to look like we might be in for a fine fall fishing season with good numbers of bluefin tuna, yellowfin tuna, dorado and yellowtail currently holding and biting in local offshore waters.

Recent days have seen good bluefin fishing on fish ranging size from 15- to 250-plus-pounds. The current hot bite areas have been in the deep water inside of the upper end of the Tanner Bank and out to the west of the West End of San Clemente Island.

The bigger sized bluefin have been biting best on kite fished frozen flying fish and kite trolled Yummy Flyers with sardines, small mackerel and Flat Fall jigs working well for bluefin that are in the 15- to 80-pound range. Bluefin are being located by finding meter marks, sonar marks, spots of breezing fish, spots of breaking fish and an occasional trolling strike.

Those wishing to target yellowfin tuna, dorado and yellowtail within one day range of Point Loma have been finding hit or miss action while working areas within 60 miles of Point Loma. The fishing has been hit or miss in that some kelp paddies produce wide open action that results in near limit to limit numbers of yellowfin tuna, yellowtail and dorado and with other kelp paddies in the same zone being empty or producing just a few fish. In recent days, the best areas for the yellowfin, dorado and yellowtail have been the 43 Fathom Spot, the Butterfly Bank, the San Salvador Knoll and the deep water between the Kidney Bank and the San Salvador Knoll.

Further south, boats fishing more distant offshore waters that are on multi-day trips that head into Mexico have been finding excellent fishing for yellowfin tuna, dorado and yellowtail. There has often been near limit to limit fishing for dorado and yellowfin tuna found while fishing kelp paddies outside of Punta Colnett. The best zone has been down below the 1140 Finger while fishing between 95 and 105 miles at 161 to 166 degrees from Point Loma.

Striped marlin fishing has been pretty good for boats fishing areas off the East End of Catalina with what I would estimate to be four or five marlins caught and released over the past weekend. Most of the marlin hookups have been coming from blind trolling strikes and the best areas have been off the East End of Catalina while working off Church Rock and around the 125 Spot and the

152 Spot. The past weekend also saw a few marlins being caught and released by boats within the bluefin tuna fleet that was fishing off San Clemente Island. The marlin fishing in the San Diego region has been producing an occasional fish with a striped marlin reported to have been caught by a boat fishing at the 9 Mile Bank while I was preparing this report.

There have been some boats deepdrop fishing for swordfish that have been hooking and catching an occasional swordfish. The 9 Mile Bank and spots off Avalon and off the East End of Catalina have been providing a good percentage of the deep drop swordfish fishing excitement.

There have not been many reports coming from Los Coronado Islands lately because most boats have been fishing local offshore waters for tuna, dorado and yellowtail. The few private boater reports coming from Los Coronado Islands have been of fair mixed bag surface fishing for what are mostly bonito and calico bass along with a chance at a yellowtail. The weather side of North Island and the Middle Grounds have been the best spots for the surface fishing in recent days. Bonito have been biting the best and they have been good sized fish that have been in the 4- to 8-pound range. Trolling with feathers and Rapalas has been a good way to locate bonito to fish with sardines and small chrome jigs while drifting after getting a trolling strike.

Bonito, calico bass, reds and an assortment of rockfish have been providing most of the action along the San Diego County coast. There has also been an occasional bonus yellowtail reported while fishing off Point Loma, La Jolla and Del Mar.

The bonito biting along the coast have been mostly 3- to 8-pound fish and they have been biting well off Point Loma and La Jolla. Point Loma is the current bonito hot spot and boats fishing off Point Loma in an area ranging from the Whistler Buoy on up to the Lab have been finding trolling strikes, meter marks, sonar marks and spots of breezing fish to drift on and fish with sardines and small chrome jigs. There have also been good numbers of bonito in the picture for those fishing outside of Mission Bay and La Jolla.

Calico bass are still biting well in kelp bed areas up and down the San Diego County coast and productive spots have been the Point Loma Kelp Beds, the upper end of La Jolla, Solana Beach, Leucadia, Carlsbad and the Barn.
